Development Secretary and her team
of ministers. | 0:00:00 | 0:00:00
Order, order. Questions to be
secretary of state for national | 0:00:12 | 0:00:14
development. Question number one,
please, Mr Speaker. | 0:00:14 | 0:00:24
Mr Speaker, may I start by paying
tribute to Rebecca Dykes, the Dfid | 0:00:24 | 0:00:31
staff member killed in such tragic
circumstances last month in Beirut. | 0:00:31 | 0:00:36
She was passionate about helping
others and through her work has | 0:00:36 | 0:00:40
improved the lives of some of the
most logical ice people in the | 0:00:40 | 0:00:44
world. Her family have set up a
charitable fund in her name to | 0:00:44 | 0:00:50
advance some of the causes that you
get so deeply about. My department | 0:00:50 | 0:00:53
is providing support. -- the causes
that she cared so do deeply about. | 0:00:53 | 0:01:03
I'm sure I speak for the whole House
when I say that our thoughts and | 0:01:03 | 0:01:06
prayers are with her family at this
time. The UK continues to lead | 0:01:06 | 0:01:12
efforts to strengthen international
tax transparency. If supports | 0:01:12 | 0:01:15
developing countries, to benefit
from and influence new international | 0:01:15 | 0:01:21
standards which help to tackle tax
avoidance and evasion. Mr Speaker, | 0:01:21 | 0:01:29
Lesotho has severely underfunded
public services partly due to high | 0:01:29 | 0:01:32
levels of HIV and AIDS but we have
just concluded a tax treaty with | 0:01:32 | 0:01:39
this every which limits its ability
to levy taxes. Is this an consistent | 0:01:39 | 0:01:47
with promoting international
development? | 0:01:47 | 0:01:51
One of the things I've done this
week is set up a new team to help | 0:01:51 | 0:01:55
countries that we are seeking to
develop and that are transitioning | 0:01:55 | 0:01:57
out of poverty improved tax
collection systems and set up public | 0:01:57 | 0:02:02
services. This is what we focus on
as well as alleviating people in | 0:02:02 | 0:02:08
crisis and its property. I would be
happy to drop further about this | 0:02:08 | 0:02:11
issue with you honourable lady. --
to talk further about this issue. | 0:02:11 | 0:02:18
Do you agree that aggressive tax
avoidance including tax havens can | 0:02:18 | 0:02:23
only be tackled by collective global
action and will her department keep | 0:02:23 | 0:02:27
the site on the agenda at future GH
meetings? The UK is leading this | 0:02:27 | 0:02:37
agenda, having put it on the agenda
of the G8 in 2013. -- at future G8 | 0:02:37 | 0:02:44
meetings. Thank you, Mr Speaker. But | 0:02:44 | 0:02:50
despite all that developing
countries have an effective tax | 0:02:50 | 0:02:53
collection system themselves. -- it
is vital that developing countries. | 0:02:53 | 0:02:58
How are you planning to support
countries? We need to be something | 0:02:58 | 0:03:02
more hands-on and practical and I am
dedicating some resource within my | 0:03:02 | 0:03:08
department, a team that will focus
on that for every nation that we | 0:03:08 | 0:03:11
work with. Will she committed work
of conservatives and Government to | 0:03:11 | 0:03:18
crack down on tax havens, including
the leadership shown by David | 0:03:18 | 0:03:22
Cameron in making this a centrepiece
of the UK's G8 Summit in 2013? -- | 0:03:22 | 0:03:29
will she commended the work of
Conservatives and Government. We | 0:03:29 | 0:03:32
have made progress. All of our
overseas territories which have a | 0:03:32 | 0:03:38
tax centres are committed to global
transparency on this issue. Question | 0:03:38 | 0:03:43
number two.
Thank you, Mr Speaker. Eradicating | 0:03:43 | 0:03:50
modern slavery is a top UK priority.
We are habitable Libyan capacity to | 0:03:50 | 0:03:58
tackle this crime and providing
humanitarian aid and production for | 0:03:58 | 0:04:01
migrants and refugees, not just here
but on the whole foot travelling to | 0:04:01 | 0:04:06
Libya. Last year, we supported
interventions for migrants and | 0:04:06 | 0:04:14
refugees in Libya.
Over 2000 people signed a petition | 0:04:14 | 0:04:18
that was debated last month, the
issue is of great concern to all. | 0:04:18 | 0:04:21
What update can we have on this
planet, agreed by African union and | 0:04:21 | 0:04:28
EU countries at the end of November,
and how many migrants have been | 0:04:28 | 0:04:34
repatriated? -- on this plan.
I asked the organiser of the | 0:04:34 | 0:04:39
position after the debate, I asked
to come to the office to see me and | 0:04:39 | 0:04:44
we had a meeting last week with
herself and one of the supporters of | 0:04:44 | 0:04:48
the petition. It gave a transfer my
officials to talk with about the | 0:04:48 | 0:04:52
huge interest and concern that the
petition demonstrated. In short, | 0:04:52 | 0:04:57
this is a matter that worries as
considerably. Work is going on | 0:04:57 | 0:05:02
across Government in relation to the
criminal aspects of the slave | 0:05:02 | 0:05:06
auctions but I was able to outline
what we are doing to build capacity | 0:05:06 | 0:05:11
along the wood. We need short
answers. We have got lots of | 0:05:11 | 0:05:17
questions to get it.
Will you join me in welcoming the | 0:05:17 | 0:05:21
significant investment from the
budget that the department has made | 0:05:21 | 0:05:24
available to tackle modern slavery
in Libya and across all migration | 0:05:24 | 0:05:29
routes from sub-Saharan Africa and
Europe? Will he reaffirmed his | 0:05:29 | 0:05:33
commitment to this work?
Even though time is tight I must | 0:05:33 | 0:05:37
thank my right arm offering from
this remarkable support as whip. -- | 0:05:37 | 0:05:47
my right honourable friend for his
remarkable support. We have £1 | 0:05:47 | 0:05:51
million programme focused on
migration along with two South | 0:05:51 | 0:05:56
Africa and Libya. He is right to
raise this. | 0:05:56 | 0:06:07
Thank you, Mr Speaker, I've
repeatedly raised in this chamber of | 0:06:07 | 0:06:12
the abuse endured by migrants in the
camps in Libya. Sexual violence | 0:06:12 | 0:06:21
against women, girls and men. Can
you now confirmed that Libya has now | 0:06:21 | 0:06:25
been designated a euchre preventing
sexual violence initiative probity | 0:06:25 | 0:06:30
country? -- a UK preventing sexual
violence. I frankly -- I thank you | 0:06:30 | 0:06:39
very much. The International
Development Secretary yesterday | 0:06:39 | 0:06:44
inaugurated this programme that you
mention. We are in contact with the | 0:06:44 | 0:06:48
Libyan Government about this and I
had a high-level meeting in Geneva | 0:06:48 | 0:06:52
last week about the issues contained
in question. | 0:06:52 | 0:06:56
Mr Speaker, we -- would you
commended the work of the Church to | 0:06:56 | 0:07:07
help us to identify victims more
easily? All too often they are | 0:07:07 | 0:07:10
invisible to us.
My right honourable friend is right. | 0:07:10 | 0:07:15
Modern slavery is a very key part of
the pie Mr's agenda. £150 million | 0:07:15 | 0:07:21
has been allotted to this. -- port
of the Prime Minister's agenda. | 0:07:21 | 0:07:32
Thank you, Mr Speaker. May I join
the secretary of state in paying | 0:07:32 | 0:07:37
tribute to Rebecca diets. Our
thoughts are with her family, | 0:07:37 | 0:07:40
friends and colleagues during this
very difficult time. May I | 0:07:40 | 0:07:44
congratulate the new Minister for
Africa on her appointment. I'd like | 0:07:44 | 0:07:49
to thank the Minister for his
answer. But the truth is that we | 0:07:49 | 0:07:55
must do much more. This is not
modern slavery, it is just slavery, | 0:07:55 | 0:08:00
pure and simple. Alive and
flourishing in the 21st century. It | 0:08:00 | 0:08:04
is racist and it is a stain on
personality. The African union say | 0:08:04 | 0:08:10
there are hundreds of thousands at
risk. Repatriating a feud thousand | 0:08:10 | 0:08:16
will never be enough. Can I ask the
Secretary of State to address the | 0:08:16 | 0:08:20
root causes and will she re-examine
the UK and Europe's all migration | 0:08:20 | 0:08:26
policy in the Mediterranean and
across Africa? -- Europe's own | 0:08:26 | 0:08:32
migration policy. Can I thank you
for your comments on Rebecca Dykes. | 0:08:32 | 0:08:41
I am grateful for these comments and
it spoke for all of us. The | 0:08:41 | 0:08:45
honourable that is right to keep the
attention focused on slavery but I | 0:08:45 | 0:08:48
want to do as much as I can to
reassure her that we have this very | 0:08:48 | 0:08:51
much in focus, although there is
more to be done. A closer connection | 0:08:51 | 0:08:55
between the EU, the UN and the
African union. We are working with | 0:08:55 | 0:09:00
international partners in relation
to the whole of the road. We are | 0:09:00 | 0:09:05
also working specifically in
relation to Libya on the criminal | 0:09:05 | 0:09:07
aspects of this. It is complex,
Libya is a difficult stage work in | 0:09:07 | 0:09:12
and it is a £150 billion communal
operation moving people around and | 0:09:12 | 0:09:16
putting them to slavery. We will
continue to do as much as possible. | 0:09:16 | 0:09:23
-- £150 billion criminal. And sorry
but we must get on. Mr Lambert. | 0:09:23 | 0:09:31
Thank you, Mr Speaker. Small
charities are vital to the UK's | 0:09:31 | 0:09:34
funding for international developer.
Last July, a small charity boss Mike | 0:09:34 | 0:09:38
Allen fund was launched to support
the work of small charities in | 0:09:38 | 0:09:44
development. The funding will allow
these organisations to increase the | 0:09:44 | 0:09:49
root of the work.
The Scottish Borders make a | 0:09:49 | 0:09:51
significant contribution to the
overseas aid effort. Local | 0:09:51 | 0:09:57
grassroots organisations can play a
crucial role in some of the world's | 0:09:57 | 0:10:03
tourist countries. Applying for
funding is often difficult. -- | 0:10:03 | 0:10:11
poorest countries. Can you reassure
me that the Department is doing all | 0:10:11 | 0:10:15
it can to promote these funds and
make applying for funds as easy as | 0:10:15 | 0:10:20
possible?
Can I thank the honourable gentleman | 0:10:20 | 0:10:22
for his excellent question and agree
with him that we do need and have | 0:10:22 | 0:10:28
tried to make this process as simple
as to mind as possible. We | 0:10:28 | 0:10:31
publicised it with a range of
different regional offence and | 0:10:31 | 0:10:36
written to every single member of
Parliament in this place because, of | 0:10:36 | 0:10:41
course, excellent local MPs like
himself or able to publicise these | 0:10:41 | 0:10:46
opportunities to the great
grassroots charities. -- himself are | 0:10:46 | 0:10:49
able. | 0:10:49 | 0:10:55 | |
Mr Speaker during the row into
crisis the ability of a local mosque | 0:10:55 | 0:11:00
with the difficult to get cricket
injury crisis situation. Apparently | 0:11:00 | 0:11:04
dug into the framework for disasters
in the future? Ellen Mac and even | 0:11:04 | 0:11:08
can I thank the work done in his
constituency to raise money for this | 0:11:08 | 0:11:15
appalling crisis? He will know it is
possible to get match funding from | 0:11:15 | 0:11:21
the local department when local
committees are able to do such an | 0:11:21 | 0:11:23
impressive amount of fundraising.
Given that larger charities are | 0:11:23 | 0:11:29
necessarily more bureaucratic and
that the UK aid grant scheme was set | 0:11:29 | 0:11:32
up to help smaller charities are
Minister satisfied that the due | 0:11:32 | 0:11:36
diligence processes for applications
from smaller charities are entirely | 0:11:36 | 0:11:40
appropriate and cost effective? For
small charities we do due diligence, | 0:11:40 | 0:11:48
we have had over 100 applications to
the small charities fund, the cut | 0:11:48 | 0:11:53
off the size of charities £250,000
and I look forward to my colleague, | 0:11:53 | 0:12:00
my right honourable friend,
announcing the results of the first | 0:12:00 | 0:12:02
round of challenge. Will small
charities that are particularly | 0:12:02 | 0:12:07
innovative in sub-Saharan Africa in
providing clean drinking what to | 0:12:07 | 0:12:12
hundreds of thousands of individuals
there, will they be able to avail | 0:12:12 | 0:12:17
themselves of the fund until she
actively promote the fund to them? | 0:12:17 | 0:12:22
Yes indeed they will be able to
prove -- provided that they are | 0:12:22 | 0:12:27
smaller than 257, provided they are
working in one of the 50 biggest | 0:12:27 | 0:12:30
countries in the world, which the
fund is aimed. The larger they can | 0:12:30 | 0:12:34
apply for other sources funding. The
Secretary of State may talk about | 0:12:34 | 0:12:43
the 4 million small charities
challenge fund but the truth is that | 0:12:43 | 0:12:47
this government is failing to
national charities and the people | 0:12:47 | 0:12:50
they serve. Civil Society funding
squeeze, the flexible funding | 0:12:50 | 0:12:55
scrapped and the rights to speak out
restricted under the Draconian | 0:12:55 | 0:12:59
lobbying acts so what planet the
Secretary of State have the time it | 0:12:59 | 0:13:02
around? Can I congratulate the
honourable lady on her appointment? | 0:13:02 | 0:13:10
And say how much we look forward to
working with her. We are proud of | 0:13:10 | 0:13:15
the track record we have in terms of
0.7%, indeed my right honourable | 0:13:15 | 0:13:20
friend will be announcing her
strategic priority shortly. With | 0:13:20 | 0:13:28
permission, I will add to questions
for and nine together, briefly. The | 0:13:28 | 0:13:34
UK Government consistently calls on
the Israeli government to ease | 0:13:34 | 0:13:38
movement and access restrictions in
the all BT is, since 2011 rehab and | 0:13:38 | 0:13:43
funding new coordination unit is to
work with the Israeli government and | 0:13:43 | 0:13:46
the Palestinian Authority. Could I
point out that Palestinians in the | 0:13:46 | 0:13:54
occupied territories faced
significant barriers to accessing | 0:13:54 | 0:13:56
health care? Some have even died due
to delays at checkpoints so will the | 0:13:56 | 0:14:02
Minister recommend the review of the
visually human race record that the | 0:14:02 | 0:14:10
left restrictions of movement on
Palestinian health care workers and | 0:14:10 | 0:14:13
Abdul answers? The honourable
gentleman draws attention to a | 0:14:13 | 0:14:18
serious aspect of the difficulties
of the restrictions, it is much in | 0:14:18 | 0:14:23
the UK's mind and we will continue
to abuse it. I would like to draw | 0:14:23 | 0:14:29
attention to the US Senate overnight
of the largest cut in aid to | 0:14:29 | 0:14:32
Palestinian refugees in 70 years,
and the Israeli governor ban on 20 | 0:14:32 | 0:14:39
international organisation and
singers will including the from the | 0:14:39 | 0:14:42
UK. But this can turn the government
and what does it intend to do? They | 0:14:42 | 0:14:50
have a unique role to provide
essential services to 5 million | 0:14:50 | 0:14:54
Palestinian refugees, would he be
concerned about the impact of | 0:14:54 | 0:14:57
potential cuts in US funding
possibility in the region and the | 0:14:57 | 0:15:00
continued the -- and continuity of
funding of the services, we will go | 0:15:00 | 0:15:04
on supporting them. What action is
the Minister taking to ensure no | 0:15:04 | 0:15:10
taxpayer money at the pockets of
convicted terrorists? Mr Speaker we | 0:15:10 | 0:15:18
do not give aid to terrorists and
the Palestinian Authority knows | 0:15:18 | 0:15:20
that. What action is my honourable
friend taking to ensure that the | 0:15:20 | 0:15:27
funds given to the Palestinian
Authority and two Israeli NGOs are | 0:15:27 | 0:15:33
used to promote peace in the area so
we can see peaceful coexistence | 0:15:33 | 0:15:37
between Israel and the state of
Palestine? My honourable friend | 0:15:37 | 0:15:41
raises an aborted point, we have
allocated £3 million to coexistence | 0:15:41 | 0:15:45
projects so that those from the
Palestinian community and the | 0:15:45 | 0:15:49
Israelis can work more effectively
together, one of the problems in | 0:15:49 | 0:15:51
recent years has been a growing
divide between communities, we want | 0:15:51 | 0:15:55
to find products that will try and
break down barriers rather than | 0:15:55 | 0:15:58
erect them. Will the government
opposes President Trump's latest | 0:15:58 | 0:16:06
threat to withdraw funding from the
UN Works agency and will the | 0:16:06 | 0:16:11
government attend a conference
between the Norwegian government and | 0:16:11 | 0:16:14
EU of donor countries to discuss the
eminent crisis that would result? | 0:16:14 | 0:16:18
Yato to the second question is yes I
hope to attend the conference | 0:16:18 | 0:16:23
myself, and secondly as I answered
the honourable gentleman, it is a | 0:16:23 | 0:16:27
decision for the United States. We
are concerned about the impact but | 0:16:27 | 0:16:30
our support will continue. The US
President's said this week to | 0:16:30 | 0:16:39
withdraw tens of millions of dollars
to the UN relief and Works agency | 0:16:39 | 0:16:43
for Palestinian refugees is an act
of cruelty towards some of the | 0:16:43 | 0:16:47
poorest and most disadvantaged
people in the world. It attacks the | 0:16:47 | 0:16:51
long-established principle that
development and aid cannot wait a | 0:16:51 | 0:16:54
peace deal. What is the Minister
doing to of the UN and our European | 0:16:54 | 0:17:01
counterparts to maintain vital
humanitarian work in the region? | 0:17:01 | 0:17:07
Outlook on the honourable gentleman
to his position? We look forward to | 0:17:07 | 0:17:10
hearing more from them. Our
commitment for next year to the | 0:17:10 | 0:17:15
programme but it is that he's
million pounds, it says to the | 0:17:15 | 0:17:19
provision of basic education for
some half a million children. We | 0:17:19 | 0:17:23
have a fake spread earlier, we are
concerned about the loss of funding | 0:17:23 | 0:17:27
to the group but our support for it
remains clear. It is another example | 0:17:27 | 0:17:31
of how something will not be
properly fixed until we get the | 0:17:31 | 0:17:35
agreement between Israel and the
Palestinians that we are all | 0:17:35 | 0:17:38
searching for and we hold 2018 will
be a landmark in that. Mr Speaker, | 0:17:38 | 0:17:49
donor countries have spent over £2
billion in humanitarian, $2 billion | 0:17:49 | 0:17:55
in Germanic monetary and aid in
2017. This does not capture of the | 0:17:55 | 0:17:59
aid flows to Yemen including
significant contributors from Gulf | 0:17:59 | 0:18:02
country to tell much of their aid
independently. The UK is the second | 0:18:02 | 0:18:06
largest or to the year and
hash-mac To the Yemeni appeal and | 0:18:06 | 0:18:10
the third largest order to Yemen in
the world. The Minister will be | 0:18:10 | 0:18:15
aware that the Saturday relaxation
of the blockade on the day the port | 0:18:15 | 0:18:19
expires at the end of this we can
even while it has been on a | 0:18:19 | 0:18:23
combination of its temporary nature
and the action of it immediately sat | 0:18:23 | 0:18:27
pushed up prices so many people will
not be able to afford the fuel, the | 0:18:27 | 0:18:32
food and the medicines that are
coming in so what can the | 0:18:32 | 0:18:36
international community do to ensure
that supplies continue to reach | 0:18:36 | 0:18:40
people in Yemen and they are able to
stave off the famine that still | 0:18:40 | 0:18:46
affects of a billion people? Mr
Speaker we are working hard to | 0:18:46 | 0:18:52
ensure that commercial and
humanitarian access to Yemen remains | 0:18:52 | 0:18:56
unhindered. It is vital that both
commercial and humanitarian aid gets | 0:18:56 | 0:19:01
through, the honourable gentleman is
right to raise that the UK is | 0:19:01 | 0:19:04
working very hard to make sure that
process continues to deal with the | 0:19:04 | 0:19:08
Manichaean crisis in Yemen. The
Unicef report highlights the | 0:19:08 | 0:19:14
appalling impact on children of the
conflict in Yemen. I ask the | 0:19:14 | 0:19:17
Minister to examine the proposal
from War child that at least 1% of | 0:19:17 | 0:19:22
humanitarian funding should be
devoted to mental health and | 0:19:22 | 0:19:25
psychosocial support. I would be
very happy to see that, I have not | 0:19:25 | 0:19:32
seen that yet, it is to be that
looking after psychological and | 0:19:32 | 0:19:36
mental health was seen as something
of benevolent add-on in terms of aid | 0:19:36 | 0:19:40
and support, bearing mind the prices
-- the crises and trauma that so | 0:19:40 | 0:19:44
many youngsters go through. The UK
is a firm advocate of this and I | 0:19:44 | 0:19:49
will certainly look at the report.
There are no winners in war. The | 0:19:49 | 0:19:57
Daily Telegraph for Christmas
correctly said that Saudi Arabia has | 0:19:57 | 0:20:04
no shipments passing through to
Yemen. It is now -- is not your | 0:20:04 | 0:20:08
apostasy that our government is
providing billions of pounds worth | 0:20:08 | 0:20:10
of arms sales to Saudi Arabia when 7
million Yemeni people are facing the | 0:20:10 | 0:20:15
worst famine in decades? My right
honourable friend made a significant | 0:20:15 | 0:20:23
contribution to humanitarian access
by visiting Djibouti and Riyadh is | 0:20:23 | 0:20:27
just before the 20th of December,
and the resulting decision has | 0:20:27 | 0:20:33
improved he Manichaean access there.
Arms sales are strictly controlled | 0:20:33 | 0:20:37
as the Houston 's very well. We
continue our support for a coalition | 0:20:37 | 0:20:42
that is vitally that -- that is
seriously fighting this insurgency | 0:20:42 | 0:20:46
and also arms abroad from outside
Yemen and directed against them but | 0:20:46 | 0:20:49
we will be firm in our determination
to see an end to the conflict, which | 0:20:49 | 0:20:54
is the only thing that will resolve
humanitarian crisis. | 0:20:54 | 0:21:05
Thank you. Yesterday I launched the
UK's new action plan on women peace | 0:21:05 | 0:21:10
and security alongside the FCO and
MOD, empowering women and girls and | 0:21:10 | 0:21:13
putting them at the heart of our
efforts to prevent and resolve | 0:21:13 | 0:21:16
conflict helps to bring a lasting
peace and safer more prosperous | 0:21:16 | 0:21:20
world. This is good for both
developing countries and the UK. Mr | 0:21:20 | 0:21:27
Speaker we obviously worked very
closely with our EU partners in the | 0:21:27 | 0:21:31
delivery of international aid, as
the Secretary of State makes pants | 0:21:31 | 0:21:34
are working with easy after bereaved
is she under the working assumption | 0:21:34 | 0:21:37
that Turkey will be a member state?
I am not anticipating that to | 0:21:37 | 0:21:45
happen, and I have been very clear
that we will work with all of our | 0:21:45 | 0:21:52
European partners, we will be much
more focused on the things that | 0:21:52 | 0:21:55
matter to us and are stretched --
strategic priorities as we do so, | 0:21:55 | 0:22:00
but we will remain working
hand-in-hand with many countries in | 0:22:00 | 0:22:02
Europe. British taxpayers can be
proud that their money goes to the | 0:22:02 | 0:22:15
salaries of Palestinian teachers but
does the Secretary of State share my | 0:22:15 | 0:22:17
concern that some of these teachers
happen working at one of 30 schools | 0:22:17 | 0:22:22
named after terrorists who have
murdered Israelis and even silly | 0:22:22 | 0:22:27
named after Nasser collaborator is?
As the house knows we constantly | 0:22:27 | 0:22:34
challenge the Palestinian Authority
in relation to anything that might | 0:22:34 | 0:22:37
encourage or glorify violence. I can
assure the house that we make sure | 0:22:37 | 0:22:42
that there are no payments made to
those who have those connections and | 0:22:42 | 0:22:45
we do all we can to encourage the
authority to understand that the | 0:22:45 | 0:22:51
naming of places after those who
have been involved in terrorism does | 0:22:51 | 0:22:53
not contribute to the peace process.
Della oh could I ask the Secretary | 0:22:53 | 0:23:00
of State if you will conduct an
independent review of independent | 0:23:00 | 0:23:05
aid delivery method in Iraq? There
are reports that UK aid is not | 0:23:05 | 0:23:10
reaching vulnerable religious
minorities. Mr Speaker we do look | 0:23:10 | 0:23:15
very seriously at these allegations,
there is a constant review in the | 0:23:15 | 0:23:22
department to make sure that some of
the challenges that come in on | 0:23:22 | 0:23:25
notice to swim a nation are
evidenced. -- on religious | 0:23:25 | 0:23:29
discrimination. We do not have the
evidence of significant | 0:23:29 | 0:23:35
discrimination but we are always on
the lookout for it. Does the | 0:23:35 | 0:23:42
Secretary of State agree with me
that different money spent on | 0:23:42 | 0:23:45
repairing catastrophic hurricane
damage in UK overseas territories | 0:23:45 | 0:23:50
which often heads the poorest
hardest of all should always qualify | 0:23:50 | 0:23:54
as legitimate overseas aid? I agree
with my right honourable friend, the | 0:23:54 | 0:24:02
rules which we are constricted by
have not prevented us from coming up | 0:24:02 | 0:24:06
with the funds needed to help those
areas hit by hurricanes, and it is | 0:24:06 | 0:24:13
also a lesson while we should also
continue investing in our defence | 0:24:13 | 0:24:19
capabilities, we are very reliant on
our Armed Forces and getting into | 0:24:19 | 0:24:22
those places. Yesterday officials
from the Armagh and Bangladesh -- | 0:24:22 | 0:24:31
officials from my Armagh and
Bangladesh agreed details of the | 0:24:31 | 0:24:34
beep adoration of the raw anger and
reports suggest that they will have | 0:24:34 | 0:24:40
no guarantee of citizenship by the
return, may be forced to return | 0:24:40 | 0:24:45
against their will and they will be
vetted individually as potential | 0:24:45 | 0:24:51
terrorists. Before giving the UK
governance board but will the | 0:24:51 | 0:24:54
Minister do to, beyond taking the
two governments at their word to | 0:24:54 | 0:25:01
verify that repatriation for the
Rohingya will be safe, voluntarily | 0:25:01 | 0:25:03
and dignified? I thank the
honourable lady for her question | 0:25:03 | 0:25:09
because it affords me the
opportunity to remind the house what | 0:25:09 | 0:25:13
these people have fled from. Their
voice, they should have a say in | 0:25:13 | 0:25:16
what happens to them and we
absolutely agree that those returns | 0:25:16 | 0:25:19
must be voluntarily, safe, dignified
and sustainable. Those conditions | 0:25:19 | 0:25:26
are far from being met. Would I be
right in assuming my right | 0:25:26 | 0:25:32
honourable friend will be using my
international development act from a | 0:25:32 | 0:25:36
couple of years ago which composers
a statutory obligation on every | 0:25:36 | 0:25:41
penny of her department's budget to
protect women and children | 0:25:41 | 0:25:46
inhalation to all of the matters in
my Armagh and Bangladesh? I will do | 0:25:46 | 0:25:56
that, we watched for the policy to
strengthen our humanitarian effort | 0:25:56 | 0:25:59
in that respect towards women and
children in particular and we have | 0:25:59 | 0:26:05
also drawn on our defence
capabilities to build capacity in | 0:26:05 | 0:26:09
the Bangladesh police force to keep
everyone in those camps safe. Are | 0:26:09 | 0:26:19
many in the refugee camps... The
honourable gentleman is asking about | 0:26:19 | 0:26:25
the conditions of life or occupants
of refugee camps, I know there is an | 0:26:25 | 0:26:29
error of expectation but can I
remind colleagues we are discussing | 0:26:29 | 0:26:32
some of the poorest most vulnerable
and marginalised people on the face | 0:26:32 | 0:26:34
of the planet so be respectful. Many
of my constituents who have been | 0:26:34 | 0:26:43
fleeing persecution wished to join
their family in the UK. | 0:26:43 | 0:26:58
Thank you, Mr Speaker. This
Government has rightly been at the | 0:29:58 | 0:30:01
forefront of the international fight
against modern slavery. Does my | 0:30:01 | 0:30:06
right honourable friend believe that
we can spread some of the best part | 0:30:06 | 0:30:08
is what you're around the world? I
thank you, I think he is right. In | 0:30:08 | 0:30:14
addition to the leadership we have
shown and the work that my | 0:30:14 | 0:30:17
department does, there is more we
can do the power of technology to | 0:30:17 | 0:30:23
prevent people falling victim to
slavery trafficking. What is the UK | 0:30:23 | 0:30:30
Government doing to address the
civil rights situation in Hondurans | 0:30:30 | 0:30:34
were Jez Litten priest and others
are being intimidated by -- with | 0:30:34 | 0:30:39
Jason at -- we are Jesuit priests
and others are being intimidated? I | 0:30:39 | 0:30:50
speak regularly with the Foreign
Secretary about all these issues. I | 0:30:50 | 0:30:54
would be happy to speak on that
issue. It is extremely important as | 0:30:54 | 0:30:58
we look at our frequent across the
world and is the wish to do more to | 0:30:58 | 0:31:01
engage with more of the world, that
we have this oversight on what is | 0:31:01 | 0:31:05
happening at the ground. We wish to
help | 0:31:05 | 0:31:09 |
