Mr Speaker, as my right honourable

intensify our discussions with the

returning from the EU, I had a
useful discussion with Michael | 0:01:48 | 0:01:51 | |
Russell earlier in the New Year and
I'm confident discussions will | 0:01:51 | 0:01:54 | |
continue to be productive. The
honourable member for East | 0:01:54 | 0:02:02 | |
Renfrewshire had said during the
committee stage, "I will not support | 0:02:02 | 0:02:06 | |
a Bill that undermines the deletion
and does not respect the integrity | 0:02:06 | 0:02:09 | |
of the union. If that was the
position of the Scottish | 0:02:09 | 0:02:13 | |
Conservatives why did they invoke
against the Labour amendment that | 0:02:13 | 0:02:17 | |
would safeguard devolution? Mr
Speaker, it's quite easy in | 0:02:17 | 0:02:23 | |
opposition to pursue stance and
gimmicks. That is what the Labour | 0:02:23 | 0:02:29 | |
amendment was. What this government
have made quite clear is we agree | 0:02:29 | 0:02:37 | |
with the Scottish and Welsh Assembly
government 's an amendment to be | 0:02:37 | 0:02:41 | |
brought forward to the Bill, that is
what we are doing. | 0:02:41 | 0:02:46 | |
Thank you, Mr Speaker. Figures
published today show that trade with | 0:02:48 | 0:02:54 | |
Scotland and the rest of the UK is
four times more important to | 0:02:54 | 0:02:58 | |
Scotland than with the EU. Does my
right honourable friend agree that | 0:02:58 | 0:03:05 | |
as powers returned to Scotland, we
protect the UK internal market so | 0:03:05 | 0:03:09 | |
businesses in Scotland continued to
flourish? I absolutely agree with my | 0:03:09 | 0:03:15 | |
honourable friend. I would point out
these figures produced by the | 0:03:15 | 0:03:21 | |
Scottish themselves. Trade within
the UK is worth four times as much | 0:03:21 | 0:03:29 | |
to Scotland as with the EU,
therefore when Scotland's place in | 0:03:29 | 0:03:34 | |
Europe was published last week it
disappointed me that that fact was | 0:03:34 | 0:03:40 | |
not recognised. Did the Secretary of
State tell the House what is wrong | 0:03:40 | 0:03:49 | |
with the devolution powers of the EU
Withdrawal Bill and what he would | 0:03:49 | 0:03:52 | |
like to see to get he just great
pudding of Chieftain race? The | 0:03:52 | 0:04:05 | |
honourable gentleman always has an
interesting take on events. But I am | 0:04:05 | 0:04:12 | |
very clear that we want to work with
the Scottish Government, with the | 0:04:12 | 0:04:16 | |
Welsh Assembly government, with the
Scottish parliament would be | 0:04:16 | 0:04:19 | |
financed and Constitution committee,
has set out their views in relation | 0:04:19 | 0:04:25 | |
to clauses ten and 11 of the Bill
and I want to read agreement with | 0:04:25 | 0:04:28 | |
them said the government will
recommend an LCM. Does my right | 0:04:28 | 0:04:34 | |
honourable friend agree with me that
Brexit presents an enormous | 0:04:34 | 0:04:37 | |
opportunity for the Scottish bar and
to gain even further powers? -- | 0:04:37 | 0:04:45 | |
Scottish Parliament to gain. Is it
not only represents that opportunity | 0:04:45 | 0:04:49 | |
but it represents one to use those
powers. But that is one of the | 0:04:49 | 0:04:54 | |
issues we never hear the Scottish
National Party talking about. How | 0:04:54 | 0:04:57 | |
power is devolved to Scotland after
leaving the EU, will actually be | 0:04:57 | 0:05:04 | |
used. That is the debate we should
be having now. Mr Speaker, first of | 0:05:04 | 0:05:11 | |
all can I cook the sentiments
expressed on behalf of the lassies | 0:05:11 | 0:05:19 | |
to wish a happy then stay. I was
comforted to hear the Secretary of | 0:05:19 | 0:05:25 | |
State committed to bring forward
amendments to the EU Withdrawal Bill | 0:05:25 | 0:05:30 | |
at the amendment state. But the
Secretary of State did not keep that | 0:05:30 | 0:05:35 | |
commitment. Please now tell us all
why. The answer is very simple, we | 0:05:35 | 0:05:41 | |
could not meet the timescale that we
have aspired to. I take | 0:05:41 | 0:05:46 | |
responsibility for that, I gave a
commitment at the dispatch box, we | 0:05:46 | 0:05:49 | |
will bring forward amendments at the
book will report stage, but we could | 0:05:49 | 0:05:54 | |
not reach agreement with the
Scottish Government Welsh | 0:05:54 | 0:05:57 | |
Government, on these important
amendments within the timescale. | 0:05:57 | 0:06:03 | |
Very significant work is currently
ongoing in that regard. The | 0:06:03 | 0:06:06 | |
commitment to amend the Bill is
unchanged but it will be an | 0:06:06 | 0:06:11 | |
amendment that can command the
support of the Scottish Parliament, | 0:06:11 | 0:06:15 | |
not a gimmick amendment. That lack
of planning is extremely | 0:06:15 | 0:06:19 | |
disappointing. Because in failing to
keep his commitment for the | 0:06:19 | 0:06:26 | |
Secretary of State has now
single-handedly put the future of | 0:06:26 | 0:06:29 | |
the devolution settlement in the
hands of the other place. Given his | 0:06:29 | 0:06:34 | |
lack of judgment in his previous
commitments, how confident is the | 0:06:34 | 0:06:39 | |
Secretary of State that an amendment
will come back to this place, that | 0:06:39 | 0:06:42 | |
all parties will find acceptable? Mr
Speaker, I know that the honourable | 0:06:42 | 0:06:50 | |
lady is relatively new to this House
but she will now that this amendment | 0:06:50 | 0:06:55 | |
will be capable of being discussed
in this chamber and that it will | 0:06:55 | 0:06:59 | |
always telling | 0:06:59 | 0:07:00 | |
by the Scottish Government where
Weise seeks -- we seek the | 0:07:01 | 0:07:12 | |
legislative consent. It has been all
over the place in the EU, I don't | 0:07:12 | 0:07:15 | |
know how they will vote when it
comes to the Scottish parliament but | 0:07:15 | 0:07:18 | |
I hope that it will be a guess. --

not to Scotland governing party but
all Scottish MPs will be excluded | 0:08:07 | 0:08:12 | |
from the next stage of the debate,
can he tell us now what proposals | 0:08:12 | 0:08:15 | |
will be brought forward in the
Lords? Mr Speaker, I very much | 0:08:15 | 0:08:23 | |
echoes the remarks that Michael
Russell made yesterday in the debate | 0:08:23 | 0:08:27 | |
in Holyrood, the Scottish Government
is aiming to reach an agreement on | 0:08:27 | 0:08:31 | |
amendments to the Bill would beat UK
Government that would allow | 0:08:31 | 0:08:34 | |
legislative consent to join telling | 0:08:34 | 0:08:36 | |
The Welsh Assembly has not given a
running commentary on those | 0:08:40 | 0:08:45 | |
negotiations and I don't intend to
do so either. Holyrood's financial | 0:08:45 | 0:08:55 | |
Constitution stated that clause 11
as Khaled | 0:08:55 | 0:08:58 | |
-- as currently drafted is
incompatible, does he agree? I agree | 0:09:02 | 0:09:09 | |
and my commitment remains that I

concerns of the committee, set out

members of the Scottish Parliament

respect of the Bill. The reality

glee this morning when the secretary

keep. Isn't the reality that all the
talk on the Tories about giving back | 0:09:32 | 0:09:36 | |
to the Scotland is just a power
grab? Mr Speaker, the pantomime | 0:09:36 | 0:09:43 | |
season is over. But the honourable
gentleman's theatrical time strikes | 0:09:43 | 0:09:54 | |
a discordant note with the tone that
Michael Russell, the Minister in the | 0:09:54 | 0:10:00 | |
Scottish Government responsible for
these matters, said yesterday. There | 0:10:00 | 0:10:04 | |
was no suggestion of a power grab,
there was a suggestion that both | 0:10:04 | 0:10:08 | |
governments are engaged in intensive
negotiations to agree an amendment | 0:10:08 | 0:10:11 | |
to the clause. I want to state that
I appreciate the Minister's honestly | 0:10:11 | 0:10:18 | |
saying he ran out of time to get the
amendments there but unfortunately | 0:10:18 | 0:10:21 | |
that's not good enough. I'd like the
Minister to justify how it can be OK | 0:10:21 | 0:10:28 | |
that Michelle moan and hours ago
will have more of an impact on this | 0:10:28 | 0:10:33 | |
Bill than the members some of what
on his own side -- Michelle and Alan | 0:10:33 | 0:10:37 | |
Sugar. Everything I say and read in
Scotland, the honourable lady has a | 0:10:37 | 0:10:45 | |
considerable impact on events in
Scotland and I'm sure that her views | 0:10:45 | 0:10:47 | |
on this Bill will be well recorded.
The Bill will be debated, it in the | 0:10:47 | 0:10:56 | |
House of Lords, I regret it's in the
House of Lords being brought forward | 0:10:56 | 0:11:04 | |
but we didn't meet this timescale we
have aspired to, there'll be another | 0:11:04 | 0:11:08 | |
opportunity to debate that the
moment in this House, and the | 0:11:08 | 0:11:11 | |
Scottish parliament which is what
the members opposite say all the | 0:11:11 | 0:11:14 | |
time they are concerned about, they
will have extensive debate and vote | 0:11:14 | 0:11:19 | |
on that clause. Will his colleagues
in the House of lords make the | 0:11:19 | 0:11:25 | |
changes he promised us, he would
make to the Brexit Bill, and will he | 0:11:25 | 0:11:29 | |
sit down with the Scottish
Government thereafter to discuss | 0:11:29 | 0:11:32 | |
what further powers need to be
devolved? | 0:11:32 | 0:11:38 | |
I am intending to sit down with the
scarf -- Scottish Government next | 0:11:38 | 0:11:44 | |
week to discuss clause 11 in
relation to further devolution, the | 0:11:44 | 0:11:49 | |
Smiths... This government does not
support changes to the devolution | 0:11:49 | 0:11:56 | |
arrangements as agreed in the Smith
commission. The secretary has failed | 0:11:56 | 0:12:03 | |
to answer for his failed promise for
close 11 to this House and his Tory | 0:12:03 | 0:12:08 | |
colleagues in Scotland. That means
that 26 bishops have more say over | 0:12:08 | 0:12:18 | |
the state of Scotland than their own
MPs. Will he apologise for that sad | 0:12:18 | 0:12:25 | |
state of affairs? I am sure his
views and mine are probably closer | 0:12:25 | 0:12:30 | |
than he would anticipate. But I have
taken full responsibility for not | 0:12:30 | 0:12:38 | |
meeting the timescale originally set
out. We are committed to amend the | 0:12:38 | 0:12:42 | |
bill and amend the bill in agreement
with the Scottish Government and the | 0:12:42 | 0:12:47 | |
Welsh assembly government. I would
have thought that that is something | 0:12:47 | 0:12:50 | |
that even members of the cert would
recognise. In a rear lucid moment, | 0:12:50 | 0:12:57 | |
the government made a clear
commitment with regards to close 11. | 0:12:57 | 0:13:03 | |
As a conservative member I do not
want to get a point where I cannot | 0:13:03 | 0:13:12 | |
take... Will he apologise to the
colleagues, this House and the | 0:13:12 | 0:13:17 | |
people of Scotland for letting is
all down? Mr Speaker, the honourable | 0:13:17 | 0:13:22 | |
gentleman seeks to conflate two
issues. The commitment to amend the | 0:13:22 | 0:13:29 | |
bill remains unchanged. The bill
will be amended in agreement with | 0:13:29 | 0:13:33 | |
the Scottish Government and the
Welsh assembly government. That we | 0:13:33 | 0:13:37 | |
fail to meet the timescale that I
had aspired to, I take full | 0:13:37 | 0:13:42 | |
responsibility for that. Resistance
to further devolution of powers | 0:13:42 | 0:13:49 | |
comes from many quarters such as the
constitutional research Council led | 0:13:49 | 0:13:52 | |
by the Secretary of State's friend,
at prominent Scottish Tory, who | 0:13:52 | 0:13:59 | |
funded the UUP's hard Brexit in the
campaign. It is time for full | 0:13:59 | 0:14:06 | |
disclosure of those funds. If he
does not, it undermines the | 0:14:06 | 0:14:12 | |
principles of democracy that he says
he stands for. Matters and entirely | 0:14:12 | 0:14:17 | |
separate issue. As you recognise, Mr
Speaker, there are a range of | 0:14:17 | 0:14:23 | |
procedures in place for people who
have issues and concerns about | 0:14:23 | 0:14:28 | |
funding of political activity. Will
he confirm when the United Kingdom | 0:14:28 | 0:14:32 | |
leaves the European Union, the fact
-- flag of this nation will remain | 0:14:32 | 0:14:38 | |
the union flag. As my honourable
friend knows, in September 2014, the | 0:14:38 | 0:14:52 | |
people of Scotland voted
overwhelmingly to remain in the UK. | 0:14:52 | 0:15:01 | |
The United kingdom flag is the flag
of the entire United Kingdom. When | 0:15:01 | 0:15:06 | |
educational standards are falling
and police Scotland is in chaos, the | 0:15:06 | 0:15:10 | |
priority of the First Minister of
Scotland is flags. The Secretary of | 0:15:10 | 0:15:18 | |
State talks a good game but delivery
does not appear to be her strong | 0:15:18 | 0:15:22 | |
point. Speaking of old acquaintance,
it turns out as key adviser tasked | 0:15:22 | 0:15:28 | |
with increasing awareness of
devolution across government is no | 0:15:28 | 0:15:31 | |
other than the chief executive of
Correlli on. Given the shambolic | 0:15:31 | 0:15:38 | |
handling of clause 11 last week, how

all, it is not correct to suggest

policy decisions in relation to

Cochrane has done an excellent job

Scotland Office and I pay tribute to
him as one of Scotland's most | 0:16:06 | 0:16:11 | |
respected businessmen. However, he
has decided himself, in order not to | 0:16:11 | 0:16:17 | |
become a distraction at a time of
important work for the Scotland | 0:16:17 | 0:16:20 | |
Office, that he will step aside from
his responsibilities until the | 0:16:20 | 0:16:25 | |
investigation into Carillion and any
such enquiries are complete. I wish | 0:16:25 | 0:16:33 | |
you a happy Burns season. Can we now
believe another word he says in this | 0:16:33 | 0:16:46 | |
House? Mr Speaker, I know that the
honourable gentleman does not have | 0:16:46 | 0:16:54 | |
necessarily the best of relations
with some people in the Scottish | 0:16:54 | 0:16:58 | |
Government, but perhaps he could
have a word with them about the | 0:16:58 | 0:17:02 | |
publication of the frameworks. I am
keen that we do publish what has | 0:17:02 | 0:17:06 | |
been agreed in relation to
frameworks, but the current position | 0:17:06 | 0:17:11 | |
of the Scottish Government is that
that should not be published. He is | 0:17:11 | 0:17:15 | |
personally responsible for a
breakdown between the relationship | 0:17:15 | 0:17:18 | |
between this House and the Scottish
Government, and all members of the | 0:17:18 | 0:17:23 | |
size. The bags at secretary has
suggested that he is the blockage to | 0:17:23 | 0:17:27 | |
progress. -- Brexit secretary. Is he
now at about about thinking of its | 0:17:27 | 0:17:38 | |
own position? Mr Speaker, again, the
honourable gentleman strikes a | 0:17:38 | 0:17:44 | |
completely different tone from my --
Mike Russell, who has pursued a | 0:17:44 | 0:17:52 | |
professional approach to these
matters. They are complicated and | 0:17:52 | 0:17:56 | |
difficult matters. It is important
that they are thoroughly debated, | 0:17:56 | 0:18:02 | |
discussed and agreed. The reason
that the government did not bring | 0:18:02 | 0:18:05 | |
forward an amendment at that stage
was there was not an agreed | 0:18:05 | 0:18:09 | |
amendment with the Scottish
Government. But we are committed to | 0:18:09 | 0:18:12 | |
delivering that. Today's figures
from the Scottish Government again | 0:18:12 | 0:18:20 | |
show that Scotland's trade with the
rest of the UK is worth nearly four | 0:18:20 | 0:18:24 | |
times than with the EU. We know that
more than half a million Scottish | 0:18:24 | 0:18:29 | |
jobs depend on the vital UK internal
market and that people in Scotland | 0:18:29 | 0:18:33 | |
want a UK wide approach to trade. As
the UK prepares to leave the EU, it | 0:18:33 | 0:18:39 | |
is essential that we ensure that the
important UK internal market can | 0:18:39 | 0:18:44 | |
continue unimpeded. My right
honourable friend may be aware that | 0:18:44 | 0:18:51 | |
the First Minister of Scotland
recently said independence must be | 0:18:51 | 0:18:54 | |
an option. Highlighting once again
some people's interest in | 0:18:54 | 0:19:00 | |
separation, not governing. Does he
agree separating on the table will | 0:19:00 | 0:19:04 | |
allow over opportunities to
disappear for Scotland and the UK? I | 0:19:04 | 0:19:12 | |
agree with my honourable friend. It
has become absolutely clear that | 0:19:12 | 0:19:18 | |
when Nicola Sturgeon and the SNP are
asked what do they want from Brexit, | 0:19:18 | 0:19:22 | |
the answer is another independence
referendum. Brexit poses the biggest | 0:19:22 | 0:19:30 | |
risk to Scotland's a condiment. Does
the Secretary of State believe that | 0:19:30 | 0:19:36 | |
the reports that are available in
this place should also be made | 0:19:36 | 0:19:41 | |
available to MSP 's? I had
understood that they had been made | 0:19:41 | 0:19:45 | |
available to MSP 's. If that is not
the case, I will ensure that it is. | 0:19:45 | 0:19:52 | |
Moray Council discussed the project
is to be included in the growth | 0:19:52 | 0:19:56 | |
deal. The Secretary of State knows
my support for this made. Will he | 0:19:56 | 0:20:01 | |
join me to meet the people involved
in this deal to show the | 0:20:01 | 0:20:07 | |
government's commitment to making
sure these projects are delivered. | 0:20:07 | 0:20:11 | |
These city deals and growth deals
across Scotland are important to the | 0:20:11 | 0:20:15 | |
economy as we prepare to leave the
EU. I am excited about the proposals | 0:20:15 | 0:20:20 | |
being brought forward by
stakeholders and Moray, I would be | 0:20:20 | 0:20:23 | |
delighted to visit with my
honourable friend. Does the | 0:20:23 | 0:20:29 | |
Secretary of State for Scotland
agree with me that today's export | 0:20:29 | 0:20:32 | |
statistics show the importance to
Scotland remaining within the EU and | 0:20:32 | 0:20:38 | |
the UK, despite the SNP pours Mac
latest attempt to break that link by | 0:20:38 | 0:20:43 | |
breaking down -- taking down the
flag. She would expect me to agree | 0:20:43 | 0:20:50 | |
with part of what she has said. Of
course, as the people of Scotland | 0:20:50 | 0:20:56 | |
voted, Scotland must remain in the
UK and benefit from the UK internal | 0:20:56 | 0:21:00 | |
market. But the people of the United
Kingdom have voted to leave the EU | 0:21:00 | 0:21:04 | |
and we are leaving the EU. Thanks to
the investment that we have all made | 0:21:04 | 0:21:12 | |
in the future of renewables and the
government policy framework, | 0:21:12 | 0:21:17 | |
Scotland's renewable energy is
thriving. A quarter of the capacity | 0:21:17 | 0:21:22 | |
is placed in Scotland because of the
geography and climate there. That | 0:21:22 | 0:21:26 | |
capacity has more than doubled since
the Conservatives led government | 0:21:26 | 0:21:29 | |
came into power in 2010. We will be
going further into bringing forward | 0:21:29 | 0:21:34 | |
energy from remote offshore wind
projects in the next... That is not | 0:21:34 | 0:21:42 | |
what Scottish renewables would say.
Growth against, in all other | 0:21:42 | 0:21:49 | |
technologies is stagnant. What
funding will be available to | 0:21:49 | 0:21:54 | |
Scotland under the strategy, and
will she assess the impact it will | 0:21:54 | 0:21:58 | |
have in Scotland? We will be making
almost £560 million available up to | 0:21:58 | 0:22:06 | |
2025 to support all forms of
renewable energy. As we have set | 0:22:06 | 0:22:11 | |
out, we will be enabling offshore
wind projects, to be bidding into | 0:22:11 | 0:22:16 | |
that next option. We want to keep
this going, Scotland is doing | 0:22:16 | 0:22:21 | |
incredibly well. Last year renewable
energy across the UK contributed to | 0:22:21 | 0:22:25 | |
a third of our energy. I spoke to
the Scottish Government for the | 0:22:25 | 0:22:34 | |
economy jobs last week and will meet
shortly to discuss a joint approach, | 0:22:34 | 0:22:42 | |
including how we can deliver my
honourable friend in sterling on | 0:22:42 | 0:22:46 | |
their deal. I thank the Secretary of
State for that answer. Will he | 0:22:46 | 0:22:53 | |
confirm to the House now that the UK
Government is committing new money | 0:22:53 | 0:22:57 | |
to the deal, not rebranding existing
money. When he next meets with the | 0:22:57 | 0:23:04 | |
Scottish Government, will he secured
a commitment from the Scottish | 0:23:04 | 0:23:08 | |
Government that they will put new
