those businesses. My right

stability? The problem with lack of
cash flow is when the banks become | 0:03:29 | 0:03:34 | |
so heavy that they foreclose on
smaller firms. That is why I asked | 0:03:34 | 0:03:41 | |
the banks to attend in person to
meet the businesses and they gave | 0:03:41 | 0:03:44 | |
those commitments and guarantees. It
important for members with | 0:03:44 | 0:03:48 | |
constituents who may be affected
that the banks have made that | 0:03:48 | 0:03:53 | |
commitment and they have made a
promise that anyone that is so | 0:03:53 | 0:03:57 | |
perfect it, they will deal
individually with them and the | 0:03:57 | 0:04:00 | |
missions are on each of the bank's
websites but come back to me if they | 0:04:00 | 0:04:04 | |
have any problems. This morning, a
joint select committee hearing of | 0:04:04 | 0:04:13 | |
Carillion were told by the chiefs
that it affected of the financial | 0:04:13 | 0:04:17 | |
reporting Council that before and
after the collapse of PHS, he had | 0:04:17 | 0:04:20 | |
been asking for greater powers to
regulate companies and take action | 0:04:20 | 0:04:23 | |
before things go badly wrong -- the
collapse of BHS. He told us that | 0:04:23 | 0:04:27 | |
there was a lack of government
interest in this. In the light of | 0:04:27 | 0:04:34 | |
the collapse of Carillion, the
threat of thousands of jobs and the | 0:04:34 | 0:04:39 | |
suppliers, if the government
interested in taking action now? I | 0:04:39 | 0:04:42 | |
don't agree with what she says. I

very important -- engaged them, we

The collapse is very bad for many
smaller businesses, many of whom | 0:05:06 | 0:05:13 | |
have their capital white out. What

State had with banks about

businesses going so there is proper

future? I apologise to my honourable

of the grouping, I am sure that is

with the banks, each of them have

to help them through difficult

committed to help them with any cash

them and I expect them to deliver on
that. The Scottish training firm | 0:05:45 | 0:05:53 | |
tigers are working hard to place 106
apprentices previously placed in | 0:05:53 | 0:05:57 | |
partnership with Carillion. What is
he doing to introduce more | 0:05:57 | 0:06:01 | |
businesses to fill the gap and
ensure all the apprentices can get | 0:06:01 | 0:06:04 | |
their training? An excellent
question and I want to pay tribute | 0:06:04 | 0:06:10 | |
to the sea ITV who have been working
closely with the Scottish | 0:06:10 | 0:06:14 | |
colleagues, they have been working
very closely and had a magnificent | 0:06:14 | 0:06:19 | |
response, they have offered
continuity and contact to the order | 0:06:19 | 0:06:23 | |
of the apprentices, I think I am
right in saying, to give them the | 0:06:23 | 0:06:27 | |
ability to continue their training
-- all of the apprentices. That was | 0:06:27 | 0:06:32 | |
an agile response and they deserve
the praise of the House. In July | 0:06:32 | 0:06:39 | |
last year, the government was warned
by the Federation of Small | 0:06:39 | 0:06:43 | |
Businesses and SEC group that
Carillion was transferring risk to | 0:06:43 | 0:06:46 | |
its subcontractors. They highlighted
that Carillion's payment period was | 0:06:46 | 0:06:51 | |
doubled from 65 to 120 days, that
Carillion made money on the back of | 0:06:51 | 0:06:56 | |
early payment by charging fees, and
that section 113 of the public | 0:06:56 | 0:07:02 | |
contracts regulations which relates
to 30 day payment was not being | 0:07:02 | 0:07:05 | |
enforced. So can the Secretary of
State outline what actions he took, | 0:07:05 | 0:07:10 | |
if any, on receipt of this
information? What I would say to the | 0:07:10 | 0:07:16 | |
honourable lady is that the lessons
and the scrutiny of what went wrong | 0:07:16 | 0:07:20 | |
in Carillion, both on the part of
its directors and its scrutineers, | 0:07:20 | 0:07:27 | |
and in the oversight that took place
across the whole of the public | 0:07:27 | 0:07:31 | |
sector in terms of contracting, is
something many to be looked at and | 0:07:31 | 0:07:34 | |
will be looked at including by
select committees of the House, | 0:07:34 | 0:07:37 | |
whatever actions are required from
that, we will take. So it's clear | 0:07:37 | 0:07:43 | |
that no action was taken and that
subcontractors were being mistreated | 0:07:43 | 0:07:45 | |
again and again. That's not all. The
FSB and SCC highlighted how | 0:07:45 | 0:07:52 | |
retention monies and project funds
due to suppliers when being | 0:07:52 | 0:07:57 | |
protected from the potential
insolvency of Carillion. As a result | 0:07:57 | 0:08:01 | |
of the government in action,
micro-businesses are owed on average | 0:08:01 | 0:08:05 | |
£90,000, small firms 141,000, medium
firms 236,000, and large businesses | 0:08:05 | 0:08:13 | |
are owed on average £15.6 million.
So can the Secretary of State | 0:08:13 | 0:08:20 | |
explain to the House and all
businesses affected wider government | 0:08:20 | 0:08:25 | |
took no action last July and why --

last July? In terms of retention and

the subject in response to those

recommendations made. Part of the

include these representative bodies
and they have my commitment to take | 0:08:56 | 0:09:01 | |
necessary actions to learn to
protect any future concerns against | 0:09:01 | 0:09:06 | |
any lessons that can be learned from

Thank you, Mr Speaker. The national
minimum wage and a national living | 0:09:16 | 0:09:20 | |
way traits are recommended to the
government by the independent low | 0:09:20 | 0:09:25 | |
paid commission. -- national living
wage rates. The government provides | 0:09:25 | 0:09:32 | |
£25.3 million to HMRC for minimum
wage enforcement. This is up from | 0:09:32 | 0:09:37 | |
13,000,020 15 - 16. Large last year,
HMRC got arrears totalling £10.9 | 0:09:37 | 0:09:51 | |
million. I welcome him to his
deserved position. I welcome the | 0:09:51 | 0:09:55 | |
national minimum wage to boost wages
for workers but that he sent share | 0:09:55 | 0:09:59 | |
my surprise that there are those who
criticise its generosity, given that | 0:09:59 | 0:10:02 | |
the only international comparison is
the Economist big Mac index, where | 0:10:02 | 0:10:10 | |
we have the most generous minimum
wage second only to your's richest | 0:10:10 | 0:10:16 | |
country, Luxembourg? -- Europe's
richest country. I agree, the next | 0:10:16 | 0:10:22 | |
increase is a whopping 4.7%. The
introduction of the national living | 0:10:22 | 0:10:26 | |
wage was the biggest pay rise for
low-paid workers in nearly 20 years. | 0:10:26 | 0:10:30 | |
The latest increase will benefit 2
million people and is set to cover 3 | 0:10:30 | 0:10:33 | |
million by 2020. The average
earnings of a 25-year-old full-time | 0:10:33 | 0:10:40 | |
has increased by £2000 since 2016.
When will the government accept the | 0:10:40 | 0:10:46 | |
need to actually persecute more
firms who failed to pay the national | 0:10:46 | 0:10:52 | |
minimum wage? Because only when
people are prosecuted for breaking | 0:10:52 | 0:10:57 | |
the law, rather than issued with
warning notices, are they going to | 0:10:57 | 0:11:00 | |
take it seriously. | 0:11:00 | 0:11:05 | |
I would gently point out to the
honourable lady that the government | 0:11:05 | 0:11:10 | |
takes robust action against
employers who do not pay their staff | 0:11:10 | 0:11:13 | |
correctly. We have increased the
funding for enforcement to 23 | 0:11:13 | 0:11:18 | |
million this year. The total value
of penalties has more than | 0:11:18 | 0:11:24 | |
quadrupled since 2014-15. In 2016-17
record £3.9 million was recovered in | 0:11:24 | 0:11:31 | |
penalties, with one penalty issued
over £1 million. Along with the | 0:11:31 | 0:11:37 | |
steps the Minister has outlined,
would he also agree with me that | 0:11:37 | 0:11:40 | |
taking the lowest paid out of tax
altogether and increasing the tax | 0:11:40 | 0:11:45 | |
free threshold has made an enormous
difference to many workers in this | 0:11:45 | 0:11:48 | |
country. I absolutely agree with the
honourable gentleman. 4 million | 0:11:48 | 0:11:56 | |
people have been taken out of paying
tax as a result of decisions taken | 0:11:56 | 0:12:01 | |
by this government. The employment
rate is 75.3%, the joint highest | 0:12:01 | 0:12:10 | |
since the parable records began in
1971. -- since comparable records | 0:12:10 | 0:12:16 | |
began. We have record numbers of
people in work, unemployment at its | 0:12:16 | 0:12:21 | |
lowest in 40 years. This is a
government that is on the side of | 0:12:21 | 0:12:24 | |
the worker and on the side of the
lowest paid. Lope stifles investment | 0:12:24 | 0:12:30 | |
and holds back productivity. We in
the S&P believes the economy is | 0:12:30 | 0:12:35 | |
stronger when a real living wage is
paid. The Minister's on Department | 0:12:35 | 0:12:40 | |
has rightly named and shamed 350
companies who failed to pay even the | 0:12:40 | 0:12:44 | |
minimum wage. Does the Minister
agree that the practice of companies | 0:12:44 | 0:12:48 | |
paying no wages at all through
unpaid work trials is morally | 0:12:48 | 0:12:53 | |
repugnant and would his department | 0:12:53 | 0:12:55 | |
support ending this shameful
practice? I would point out to the | 0:12:55 | 0:13:00 | |
honourable gentleman that over
160,000 people in Scotland directly | 0:13:00 | 0:13:05 | |
benefit from the national living
wage. The government are looking | 0:13:05 | 0:13:11 | |
closely in relation to employment
practices. We engage the work of | 0:13:11 | 0:13:14 | |
Matthew Taylor to look at the
practices and come up with new ways | 0:13:14 | 0:13:19 | |
of supporting people who are
particularly in the gig economy. We | 0:13:19 | 0:13:24 | |
very much value that work and we
will be putting forward his | 0:13:24 | 0:13:28 | |
recommendations in the near future.
Number three, Mr Speaker. With your | 0:13:28 | 0:13:39 | |
permission Mr Speaker I will answer

19. The government will legislate to
require quoted companies to publish | 0:13:43 | 0:13:50 | |
and explain the ratio of their CEO's
pay compared to the average pay of | 0:13:50 | 0:13:55 | |
UK employees. Companies will also
have to provide a better explanation | 0:13:55 | 0:13:59 | |
of how share price increases affect
the value of complex long-term | 0:13:59 | 0:14:05 | |
incentive plans. Laura Smith. Does
the Secretary of State acknowledged | 0:14:05 | 0:14:09 | |
that there is sufficient compelling
evidence to safely conclude beyond | 0:14:09 | 0:14:15 | |
any reasonable doubt that collective

She is absolutely right to raise the

to look at how that impacts on

the wider play of executives. I

interesting fact. The average FTSE

£4.3 million between 1998 and 2010.

Interesting. If you take the average
person in Barnsley East, it would | 0:15:04 | 0:15:10 | |
take them 176 years to end what the
average CEO does in 12 months. Does | 0:15:10 | 0:15:16 | |
the Minister agree with me that this
is a sign of grotesque inequality in | 0:15:16 | 0:15:19 | |
the UK, and what will he do about
it? What private companies pay their | 0:15:19 | 0:15:27 | |
directors is ultimately a matter for
their shareholders. But the new pay | 0:15:27 | 0:15:32 | |
ratio disclosure requirements mean
we will give shareholders and other | 0:15:32 | 0:15:36 | |
stakeholders important new
information on how pay at the top of | 0:15:36 | 0:15:39 | |
companies fits with wider workforce
pay. Companies will be forced to | 0:15:39 | 0:15:44 | |
explain and defend their pay ratios
and account for changes to the ratio | 0:15:44 | 0:15:49 | |
overtime. Does the Minister agree
with me that Britain's biggest | 0:15:49 | 0:15:55 | |
broadcaster, the BBC, is setting an
appalling example to nation over | 0:15:55 | 0:16:00 | |
executive pay in failing to ensure

honourable gentleman that we

fair pay. It is unacceptable that

men receive less pay. That must

Hard-working people and on ordinary
incomes are understandably angry | 0:16:22 | 0:16:28 | |
about the way executive pay has
skyrocketed at a time when ordinary | 0:16:28 | 0:16:32 | |
pay has remained flat. When can we
expect to see these regulations he's | 0:16:32 | 0:16:35 | |
talking about when publication of
pay ratios and can you confirm the | 0:16:35 | 0:16:40 | |
requirement will be in place for
companies by June of this year as | 0:16:40 | 0:16:42 | |
promised? I were just point out to

figures wrong. CEO pay has fallen,
not risen. This government is keen | 0:16:48 | 0:16:57 | |
to ensure that there is more

greater accountability to

Laura Pidcock. Since 2010, Carillion
has paid out more than 500 million | 0:17:10 | 0:17:20 | |
in dividends to shareholders, while

pensions deficit of 587 million, a
deficit is now threatening the | 0:17:23 | 0:17:28 | |
security of thousands of
hard-working people. While those | 0:17:28 | 0:17:31 | |
people suffer, former Carillion CEO
Richard house and was awarded with a | 0:17:31 | 0:17:36 | |
bonus package worth one million in
2016. Will the government join me in | 0:17:36 | 0:17:42 | |
condemning this scandal and work
with the Labour Party to end the | 0:17:42 | 0:17:45 | |
failed model of outsourcing using
shell companies and condoning | 0:17:45 | 0:17:49 | |
excessive pay, or will it be just
business as usual? Please allow me, | 0:17:49 | 0:17:56 | |
Mr Speaker, to assure the honourable
lady that any payments due to | 0:17:56 | 0:18:00 | |
directors and executives of
Carillion have been stopped. Nobody | 0:18:00 | 0:18:04 | |
is getting paid. Nobody is getting
executive bonuses. The Secretary of | 0:18:04 | 0:18:12 | |
State, on the moment the insolvency
happen, wrote both to the insolvency | 0:18:12 | 0:18:17 | |
service and to the FRC to ensure
that there was a thorough | 0:18:17 | 0:18:21 | |
investigation of all the payments to
directors, and if necessary the | 0:18:21 | 0:18:29 | |
insolvency service and FRC have the
power to claw back all those | 0:18:29 | 0:18:32 | |
payments. I can assure the
honourable lady that we will learn | 0:18:32 | 0:18:36 | |
the lessons of the Carillion
insolvency and ensuring we do all we | 0:18:36 | 0:18:41 | |
can to support businesses going
forward. We have a lot of questions | 0:18:41 | 0:18:44 | |
to get through so we need to speed

believes my government and the

trade unions and employers to ensure

work in UK waters you must pay the

to hear that, but is the Minister
aware that UK seafarers are being | 0:19:21 | 0:19:25 | |
undercut by rates of pay as low as
£1 75 per hour. This is happening, | 0:19:25 | 0:19:30 | |
even though the legal working group
on seafarers and the national | 0:19:30 | 0:19:34 | |
minimum wage, including his
department, agrees legislative | 0:19:34 | 0:19:37 | |
changes are needed to provide more
protection. Will the Minister give a | 0:19:37 | 0:19:41 | |
commitment to work with the RNC in
Norton to stop this brazen | 0:19:41 | 0:19:47 | |
exploitation, starting with the
enforcement of the UK minimum wage | 0:19:47 | 0:19:53 | |
for UK seafarers working in ports
and store installations. I will | 0:19:53 | 0:19:57 | |
assure the honourable gentleman that
the guidance is clear, national | 0:19:57 | 0:20:01 | |
Minna wage applies on foreign
registered ships and then they are | 0:20:01 | 0:20:04 | |
in UK territory. The new guidance is
the first of its kind on the | 0:20:04 | 0:20:08 | |
application of the national minimum
wage. Specifically to seafarers, | 0:20:08 | 0:20:12 | |
showing this is a priority to this
government. The UK national minimum | 0:20:12 | 0:20:18 | |
wage law must naturally have a
limit, but if you are employed as a | 0:20:18 | 0:20:23 | |
seafarer in British waters, you will
be entitled to the national minimum | 0:20:23 | 0:20:28 | |

financing this. I had numerous

what they're doing with their

are doing to help other companies

and I refer her to the power and

with Canada last year which is
helping the world gets off the most | 0:36:05 | 0:36:13 | |
dirty fossil fuel heat. Given a year

tidal lagoon technology, when does

all know, we have to do more

to working cross-party to bring that
