of both days and both houses of

parliament at 11pm. First questions

0:00:000:00:01

to the Home Secretary and a team of

ministers.

Order. Questions to the

0:00:010:00:14

Secretary of State to the home

Department.

Across...

Thank you. I

0:00:140:00:24

would like to begin by updating the

House briefly on the recent tragedy

0:00:240:00:29

in Leicester. Five people are

confirmed to have died in an

0:00:290:00:33

explosion at a shop last night. Five

others remain in hospital, one with

0:00:330:00:39

serious injuries. My thanks to the

fire crews to continue to search for

0:00:390:00:45

survivors and hospital staff who are

working tirelessly to save lives. I

0:00:450:00:49

speak on the half of one of us when

our thoughts are with the family and

0:00:490:00:53

friends of those who have died and

injured. Domestic violence is a

0:00:530:00:58

devastating crime that shatters the

lives of victims and families. This

0:00:580:01:05

Government has introduced a new

offence of chorus of and controlling

0:01:050:01:09

behaviour and new tools to tackle

domestic violence and committed £100

0:01:090:01:13

million to support victims.

Across

greater Manchester domestic violence

0:01:130:01:21

offences rose about over 20% last

year. My constituents identified as

0:01:210:01:27

a particular hotspot by the police.

Local authorities and support groups

0:01:270:01:32

are working flat out to ensure

families are supported and

0:01:320:01:36

prosecutions take place with

significant Government cuts to the

0:01:360:01:40

services, what steps will she take

to ensure the forthcoming

0:01:400:01:45

legislation will adequately

resourced public services so that

0:01:450:01:47

they are equipped to deal with the

rise in domestic violence?

I agree

0:01:470:01:54

with her that tackling domestic

violence and abuse is a priority and

0:01:540:01:57

it always will be for this

Government. Which is why we are

0:01:570:02:02

bringing forward the domestic

violence and abuse bill. There will

0:02:020:02:04

be a consultation fast and I hope

she will participate in that. We

0:02:040:02:08

have seen an increase in reporting

and it seems counterintuitive but it

0:02:080:02:13

is right to welcome but because it's

just shows that police are taking it

0:02:130:02:17

more seriously which is exactly what

we want.

The Southerner domestic

0:02:170:02:23

abuse service does great work

tackling domestic violence in

0:02:230:02:28

southern Hampshire. Regional

charities do great work and are they

0:02:280:02:35

back the fundraising campaign to

build woman's venues.

I joined him

0:02:350:02:40

in congratulating southern Hampshire

and taking action to protect women

0:02:400:02:45

and raise funds for refugees. Quite

often this is an area that needs the

0:02:450:02:50

support of local charities and the

councils and local activists making

0:02:500:02:54

sure that the women and the

community are kept safe.

To domestic

0:02:540:03:01

violence victims in my constituency

came to see meat you asked me to

0:03:010:03:05

support this petition to ask the

Government to do more to tackle

0:03:050:03:09

serial domestic abusers including a

publicly accessible register to help

0:03:090:03:14

stop perpetrators like their former

partners success Li successfully

0:03:140:03:20

targeting new victims bridged.

Serial domestic abusers and one of

0:03:200:03:26

the worst elements of this whole

subject and I would encourage her

0:03:260:03:31

and have constituents to participate

in the consultation so we can make

0:03:310:03:35

sure that particular trend is

addressed.

I welcome the article in

0:03:350:03:42

2-D's Times newspaper setting out a

clear commitment to this important

0:03:420:03:45

issue but does she agree that the

increased use of screens and video

0:03:450:03:49

links so that victims of domestic

violence are able to give evidence

0:03:490:03:52

without having to face the attacker

will not only leads to increased

0:03:520:03:56

reporting but given those victims a

voice in court?

Thank you for

0:03:560:04:02

referring to that and the purpose of

the announcement made to date is

0:04:020:04:07

about making sure that victims have

more confidence to come forward,

0:04:070:04:11

more confidence about feeling safe

and we can be more certain of

0:04:110:04:14

getting the convictions they expect

and we all want.

We would also want

0:04:140:04:19

to give thanks to the brave fire

crews and thoughts and prayers are

0:04:190:04:24

with the victims and their families.

The fact that the Home Secretary has

0:04:240:04:30

expressed concern about domestic

violence is welcome but we know that

0:04:300:04:36

on average two women a week at

killed by a current or former

0:04:360:04:42

partner, the end point of too much

to Vista violence. Domestic

0:04:420:04:46

violence. Refuge services in England

have shattered just over the last

0:04:460:04:57

few years, gone from 294 services to

2074 in 2017. It is all very well to

0:04:570:05:06

talk about the role of charities but

what is the Government going to do

0:05:060:05:10

to address the funding crisis that

the refugees now face?

I would point

0:05:100:05:18

out that there are more beds

available to women seeking them now

0:05:180:05:22

than there were in 2010. As a

Government we would always make sure

0:05:220:05:26

that there are sufficient beds

needed by women so they are kept

0:05:260:05:31

safe when they need them. In terms

of domestic abuse prosecutions and

0:05:310:05:38

convictions, since 2010 prosecutions

have risen by 26% and convictions by

0:05:380:05:42

33% so it is good to see women are

able to come forward, it is good to

0:05:420:05:48

see the convictions are taking place

but it is still remains a terrible

0:05:480:05:52

crime and violence gender-based

violence done to women so I share

0:05:520:05:57

our view about the need to do

something but rest assured of this

0:05:570:06:01

Government is taking action and I

hope she will give her support to

0:06:010:06:04

the bill.

Number two.

EU citizens

read as a resident before we leave

0:06:040:06:18

the EU are covered by the agreement

we reached in December. Welcome

0:06:180:06:22

their contribution to our economy

and society. They and their families

0:06:220:06:26

can stay and carry on living the

Alexia. -- living in their lives

0:06:260:06:31

here.

Many sectors that are right on

EU nationals are struggling with

0:06:310:06:39

recruitment. The Government has

created further uncertainty with

0:06:390:06:42

mixed messages about the status of

EU nationals that come here during

0:06:420:06:45

it additional period. Will she

provide clarity for businesses and

0:06:450:06:51

people thinking about coming here?

What will be their rights and will

0:06:510:06:55

it match the rights of the 3 million

EU citizens already living here?

At

0:06:550:07:01

various points recently I have come

to this House and committed and

0:07:010:07:06

highlighted in the rates available

to EU nationals living here. The

0:07:060:07:11

Government has undertaken to provide

regular updates and I can assure the

0:07:110:07:14

House that'll be case going forward.

When might we get round to seeing

0:07:140:07:21

the immigration bill brought forward

on what is the reason for its

0:07:210:07:23

lengthy delay?

Thank you for the

question. That was the subject of an

0:07:230:07:30

urgent question in the House and

they made it very clear that it

0:07:300:07:33

would be coming forward and due

course.

While protecting the rights

0:07:330:07:42

of EU nationals to an already here,

can the Minister reassure my

0:07:420:07:47

constituents that whatever the other

details of the final Brexit

0:07:470:07:51

agreement it will include the end of

the movement?

Thank you. I think we

0:07:510:07:59

have been very clear, when people

voted to leave the European Union in

0:07:590:08:03

2016 that will involve the end of

the free movement. I can certainly

0:08:030:08:08

reassured his constituents that will

be the case.

I am pleased the

0:08:080:08:11

Government is delivering on its

pledge to secure the rights of EU

0:08:110:08:18

citizens of my constituency but

could she comment on how

0:08:180:08:23

straightforward applying to stay

might be on whether we might have a

0:08:230:08:25

little more detail?

I think it is

really important that we make it

0:08:250:08:32

very clear that for EU citizens who

are already living here and have

0:08:320:08:35

come here before the specified date

we want to have a smooth and

0:08:350:08:40

seamless process as possible. They

will be able to apply online

0:08:400:08:43

digitally and the one that process

to open on a voluntary basis later

0:08:430:08:46

this year.

The most recent migration

statistics shows immigration from

0:08:460:08:59

outside the EU which the Government

has always been able to control

0:08:590:09:02

going up. While EU citizens are

leaving and the largest numbers for

0:09:020:09:09

almost a decade the Government has

again postponed the white paper on

0:09:090:09:15

post Brexit immigration strategy.

Rather than taking back control is

0:09:150:09:19

this Government in fact driven by

confusion and in action?

I would

0:09:190:09:27

like to reassure him we are working

very hard to make sure we have a

0:09:270:09:32

sustainable immigration system now

and going forward. I actually

0:09:320:09:35

welcome the fact that there are so

many students coming here to study

0:09:350:09:38

and she will be aware that there is

no limit on the number of students

0:09:380:09:42

that can come to this country but I

really welcome the number of EU

0:09:420:09:46

citizens who came to this country

not just looking for a job but with

0:09:460:09:50

a job to go to. Sewers Doi CDs

organised crime does not respect

0:09:500:10:02

boundaries which is why we tackle

organised crime groups head-on. The

0:10:020:10:09

Government has invested £140 million

and last year an additional £40

0:10:090:10:16

million for the enhanced

capabilities in areas such as

0:10:160:10:20

cybercrime and undercover work.

Does

he agree that when using informants

0:10:200:10:27

to tackle serious and organised

crime and should be an acceptable to

0:10:270:10:31

use paedophiles and informants and

such investigations?

I understand

0:10:310:10:36

her concerns and I can assure the

use of informers are strongly

0:10:360:10:41

controlled by robust safeguards and

independent oversight. We must not

0:10:410:10:45

shy away from using informers as

they are used in second Ali certain

0:10:450:10:51

circumstances and absolutely vital.

As the Minister Howard of the

0:10:510:11:00

influence of Russia and our serious

and organised crime? Time and time

0:11:000:11:08

again Russian money and influence

and coming via Malta and Cyprus?

0:11:080:11:17

You are right,

and coming via Malta and Cyprus?

0:11:170:11:17

You are right, there's

and coming via Malta and Cyprus?

0:11:170:11:17

You are right, there's a

and coming via Malta and Cyprus?

0:11:170:11:18

You are right, there's a number

and coming via Malta and Cyprus?

0:11:180:11:18

You are right, there's a number of

and coming via Malta and Cyprus?

0:11:180:11:18

You are right, there's a number of

act eruptions and indeed other

0:11:180:11:20

nationals involved in organised

crime in this country -- number of

0:11:200:11:23

Russians. That is why we are looking

at the organised crime strategy

0:11:230:11:27

again and that is why we have

brought forward the criminal finance

0:11:270:11:30

act to give powers to deal with the

people who may be inflicting this

0:11:300:11:35

crime but also their money should

they choose to push it through this

0:11:350:11:39

country.

Gavin Lowe Bunsen. -- Gavin

Robertson.

You will be well aware of

0:11:390:11:47

crime gangs who operate in England

and Scotland and Wales and

0:11:470:11:52

internationally and he knows they

are subject

to a paramilitary task

0:11:520:12:01

force but would he be happy to

discuss this?

I would be happy. We

0:12:010:12:05

have got to tackle this like we have

tackled terrorism in the past,

0:12:050:12:12

disruption and using the broad

shoulders of the state, local

0:12:120:12:15

authorities and financial regulation

and the police and neighbourhood to

0:12:150:12:18

tackle these people.

My honourable

friend will be aware of the article

0:12:180:12:24

because I sent it to him. That

appeared in the New York Times about

0:12:240:12:28

the British television series and my

friend has mentioned in the article

0:12:280:12:34

in connection with it, but does he

agree that while it is important to

0:12:340:12:42

recognise many Russians are involved

in organised crime is, it would be

0:12:420:12:45

wrong and simplistic to demonise a

whole nation and its immigrants in

0:12:450:12:49

the UK question -- UK?

There is no

intention of demonising a country

0:12:490:12:59

and a culture and ethnicity, but

what is aborted to note the amount

0:12:590:13:05

of illicit money that comes into the

UK is from China and Russia, the

0:13:050:13:10

majority of it, and we have got to

tackle it, and these powers will

0:13:100:13:13

allow us to go upstream and take

some real action, if we take their

0:13:130:13:16

money away, they will know they are

not welcome in this country and

0:13:160:13:20

neither is their dirty money and

they can either go to prison or go

0:13:200:13:23

home.

I was very grateful for the

opportunity to visit the National

0:13:230:13:29

Crime Agency this morning to see the

great work the staff are doing in

0:13:290:13:33

tackling crime but there is little

doubt that the tech giants could be

0:13:330:13:36

doing a great you're more. -- great

deal more. The Prime Minister was

0:13:360:13:43

asking them to do more recently but

you was also asking them to do more

0:13:430:13:47

in her early days as Home Secretary

nearly eight years ago. When can we

0:13:470:13:51

have more emphasis on action?

You

are right, the empowerment that the

0:13:510:13:56

internet gives criminals and

terrorists is extraordinary and that

0:13:560:14:01

is why my friend has led the charge

at the global internet forum,

0:14:010:14:07

recently visiting Silicon Valley, to

make sure they start delivering and

0:14:070:14:10

we have seen some significant

changes in the taking down of

0:14:100:14:13

radicalised material but also

enabling us to catch the bad people

0:14:130:14:16

doing the crimes. It is important to

note that one of the reasons the

0:14:160:14:21

National Crime Agency and the police

and our intelligence services can

0:14:210:14:24

get to the bottom of these crimes is

because of the powers given to us

0:14:240:14:27

that some members of this house

still continue to try and block this

0:14:270:14:32

effectiveness.

I'm grateful to my

honourable friend who is standing up

0:14:320:14:40

for his constituents in Sutton in

asking this question, and the

0:14:400:14:45

government has drawn up a

comprehensive action plan with the

0:14:450:14:49

police, motorcycle and insurance

industry leaders and local councils

0:14:490:14:51

and charities and representatives

from the motorcycle riding community

0:14:510:14:57

to focus on the causes of low paid

in a board crime and what works and

0:14:570:15:00

what more needs to be done -- mopeds

enabled crime.

Does my friend agree

0:15:000:15:10

that the police already have the

necessary legal powers to tackle

0:15:100:15:12

this issue and what is important for

London is that across the 32 London

0:15:120:15:17

boroughs that are victims of this

crime is that the government

0:15:170:15:20

continues to work with the Met

police and the Mayor of London to

0:15:200:15:24

better effectively use the power to

tackle this scourge?

Very much. And

0:15:240:15:30

of course the police at the powers

they need but also those powers need

0:15:300:15:35

to be used in conjunction with

charities and local authorities to

0:15:350:15:37

make sure that we have a thorough

response to this problem and we are

0:15:370:15:43

reviewing the law and guidance and

practice around pursuit because

0:15:430:15:46

there are concerns as to that

policy. We want to be sure that the

0:15:460:15:52

current arrangements provide the

right to legal protections for those

0:15:520:15:54

officers who pursue offenders and we

will publish the outcome of the

0:15:540:15:58

review shortly.

Vince Cable.

As the

representative of a relatively low

0:15:580:16:05

crime area, what is the government

doing to support the campaign

0:16:050:16:09

amongst petrol station owners to

stop serving mast riders?

I had a

0:16:090:16:16

very good meeting, on I first

meetings was with the British petrol

0:16:160:16:22

retailers Association -- one of my

first. We have got to look at all

0:16:220:16:26

sorts of measures to see what will

work and this is why it is important

0:16:260:16:29

that as part of the action plan we

are involving not just law

0:16:290:16:33

enforcement and councils but we also

involving those who ride them

0:16:330:16:38

motorbikes and use them quite

legitimately.

It isn't just mopeds

0:16:380:16:44

but also scrambler bikes and quad

bikes which are terrorising parts of

0:16:440:16:50

my constituency, where people are

being chased and they are being

0:16:500:16:53

blocked from gaining access to

rights of way, so what more can the

0:16:530:16:56

minister do to tackle this scourge?

Mopeds and other off-road bikes.

We

0:16:560:17:03

are very keen that the police forces

collaborate on my bed and other

0:17:030:17:08

smaller vehicles -- collaborate on

mopeds and other smaller vehicles

0:17:080:17:16

relating to crimes, and I know the

Met police are using DNA sprays

0:17:160:17:22

which we have great hopes with in

terms of catching offenders, and

0:17:220:17:27

those ideas should be shared around

constabularies.

I feel much better

0:17:270:17:33

informed about the mopeds situation

than I did five minutes ago and I

0:17:330:17:40

hope my colleagues feel the same.

Minister.

The cap on Tier two visas

0:17:400:17:46

was brought in in 2007 and it

enables the government to control

0:17:460:17:53

migration and it encourages them to

look at the domestic workforce

0:17:530:17:55

before recruiting from overseas and

the government is clear that

0:17:550:17:59

carefully controlled migration

benefits the economy but we remain

0:17:590:18:02

committed to reducing migration and

protecting the jobs of British

0:18:020:18:04

workers. We keep all immigration

routes under control to make sure

0:18:040:18:09

that the system that serves the

national interest.

Given that the

0:18:090:18:13

cap has been reached three times in

the last three months, what does she

0:18:130:18:16

say to employers like Addenbrooke's

Hospital in Cambridge were desperate

0:18:160:18:20

for skilled staff, and then they

find those people and then the

0:18:200:18:25

government says those people cannot

come here?

I would like to reassure

0:18:250:18:33

you that no range of medical

professionals who are on the

0:18:330:18:39

shortage occupation list have been

refused a visas but what is

0:18:390:18:43

important is that we keep this under

review and we look carefully to make

0:18:430:18:46

sure that we recruit more doctors

and nurses within the UK and my

0:18:460:18:51

friend the Health Secretary is

committed to doing exactly that,

0:18:510:18:53

making sure there is an increased

amount of training places for nurses

0:18:530:18:56

and doctors.

Is the minister aware

of the level of staff shortages in

0:18:560:19:06

economic areas and also the NHS and

social care and how is this likely

0:19:060:19:14

to pan out?

Nurses are on the

shortage occupation list so no

0:19:140:19:20

nurses turned away but the important

thing is that we keep this under

0:19:200:19:24

review and we understand through our

work with the migration advisory

0:19:240:19:28

committee who are looking at the

pattern of EU workgroups in this

0:19:280:19:31

country, that women come forward

with an immigration policy affects

0:19:310:19:34

the needs of our economy -- that

when we come forward.

As the Home

0:19:340:19:41

Office decided when EU citizens want

to come to our country to work in

0:19:410:19:45

the NHS after Brexit will be subject

to the Tier two these are cap? And

0:19:450:19:50

when do ministers intend to end this

on subsequent drop -- and this

0:19:500:19:59

uncertainty?

We will be coming

forward with a immigration bill in

0:19:590:20:04

due course and we are going to

update our policies relating to

0:20:040:20:10

Brexit and that will happen.

0:20:100:20:17

Let's say from the honourable

gentleman.

Can I start by

0:20:220:20:28

associating my party with the Home

Secretary's remarks about the

0:20:280:20:31

tragedy in Leicester. The minister

suggest that the system in terms of

0:20:310:20:38

the Tier two cap is under review but

that is not good enough, by

0:20:380:20:41

applicants in the last three months

might have no option but to apply

0:20:410:20:46

again in the coming months, making

evermore competitive 42

0:20:460:20:51

sponsorships. -- competitive for

Tier two sponsorships.

We are very

0:20:510:21:00

clear that businesses should look

first to employ people from within

0:21:000:21:04

the UK and we remain committed to

reducing migration to sustainable

0:21:040:21:06

levels. Businesses have told us that

our system compares well with our

0:21:060:21:12

global competitors and by they like

its speed and 70 -- they like.

What

0:21:120:21:20

might work are some businesses, but

not all. The job would have required

0:21:200:21:27

to offer a salary of £55,000 or

above and that might be OK for

0:21:270:21:32

multinational companies in London

but that is much rarer elsewhere.

0:21:320:21:38

Will she make available information

about the geographic spread of jobs

0:21:380:21:42

that are qualified for certificates

and sponsorship over the last three

0:21:420:21:45

months

0:21:450:21:47

and sponsorship over the last three

months?

Of course we do give a

0:21:470:21:57

separate shortage occupation list

for Scotland, but that broadly

0:21:570:22:00

reflects the list across the UK. We

look carefully at this issue but it

0:22:000:22:04

is important that he reflect upon

the fact that we are determined to

0:22:040:22:07

have a immigration system in the UK

that works for the whole country.

0:22:070:22:11

Stella Creasy.

0:22:110:22:13

Since 2014 the UK has invested

approximately £200 million to fund

0:22:190:22:23

joint cooperation on illegal

migration in northern France.

0:22:230:22:32

Funding focuses on improving port

security and infrastructure,

0:22:320:22:36

services for children and tackling

organised crime including

0:22:360:22:39

trafficking, we have allocated 3.6

meeting pounds to work with France

0:22:390:22:43

to improve identification and

transfer of asylum seekers between

0:22:430:22:47

the UK and France including children

under the regulation. -- £3.6

0:22:470:22:52

million for the euro border forces

say they are stopping around a

0:22:520:22:58

thousand people a week getting to

the UK yellow macro and a third of

0:22:580:23:04

these are

minors. A teenager had

family on -- in Bahrain, but he was

0:23:040:23:17

stopped and then he died.

0:23:170:23:18

How do we make sure that border

forces are not sending children into

0:23:210:23:27

the arms traffickers?

We should

always reflect that many perilous

0:23:270:23:31

journeys are made in the hands of

organised criminals, and it is

0:23:310:23:35

important, any loss of life is a

tragedy but controls are part of our

0:23:350:23:44

border, and the border staff force

are very well trained and they look

0:23:440:23:48

for vulnerabilities wherever they

see them but suddenly she makes a

0:23:480:23:50

very important point and we are

committed to doing more to May shall

0:23:500:23:53

we meet our allocation of children

but also under the Dublin regulation

0:23:530:24:00

-- doing more to meet. We resettle

thousands of children every year.

0:24:000:24:06

Sarries in agreement with the French

government, -- will our recent

0:24:060:24:12

agreement with the French government

reduced the number journeys to

0:24:120:24:17

northern France?

A very important

component of the recent treaty was

0:24:170:24:23

to look at the whole route of

migration and it is critically

0:24:230:24:27

important that we understand we

can't solve this by working only

0:24:270:24:31

with France and there was a real

commitment with both Italy and

0:24:310:24:33

Greece to make sure especially with

reference to our commitment, that we

0:24:330:24:39

can make sure that we resettle the

children that we are determined to

0:24:390:24:41

bring to the UK.

Thousands of

unaccompanied children at risk of

0:24:410:24:47

trafficking and exploitation still

sit in camps in Europe and further

0:24:470:24:52

afield are many have family members

in the UK, so will she amend the

0:24:520:24:58

immigration regulation so these

desperate children can join their

0:24:580:25:00

relatives here in the UK to be

granted safety and century? --

0:25:000:25:05

sanctuary.

We have another schemes

-- a number of schemes which allow

0:25:050:25:13

children to come to the UK, and we

are determined to make sure we meet

0:25:130:25:16

our international commitments and

humanitarian ones to make sure that

0:25:160:25:20

where we can help children in

desperate need across the continent

0:25:200:25:23

and indeed in the wider region that

we do so.

0:25:230:25:31

The Government has been clear that

there should be no space online for

0:25:310:25:34

terrorists and supporters to be

radicalised and recruit on site or

0:25:340:25:40

inspire. The UK has led the way in

setting up a global intranet Forum

0:25:400:25:44

for counterterrorism to insure the

larger internet providers take down

0:25:440:25:49

that material.

From speaking to

experts the vast majority of Daesh

0:25:490:26:07

supporters have moved away from the

social media and of using private

0:26:070:26:10

messaging systems. What is the Home

Secretary doing to help tackle a

0:26:100:26:14

select? -- this threat?

Then here's

right that has been the migration of

0:26:140:26:25

activity by radicalised people onto

smaller sites which is partly due to

0:26:250:26:28

some of the success taken place by

Facebook and Twitter and they are

0:26:280:26:32

moving on to the smaller sites.

There have been over 450 set up last

0:26:320:26:36

year which is why it is so important

to have a global internet forum for

0:26:360:26:41

counterterrorism because the larger

companies have committed to working

0:26:410:26:44

with the smaller companies to show

them how to adapt their platforms to

0:26:440:26:47

keep terrorists off-line.

How does

it give the public confidence of the

0:26:470:26:54

Government anti-radicalisation and

terrorism strategy for the former

0:26:540:26:58

British soldier James Matthews who

fought alongside the Kurdish allies

0:26:580:27:04

against Isis to be prosecuted under

terrorist offences?

I can not be

0:27:040:27:11

drawn on certain individual elements

because that particular case...

0:27:110:27:17

There are concerns about the way

which the Government is reporting.

0:27:170:27:22

No individual from this country can

go out and fight with another

0:27:220:27:25

person's Army terrorist organisation

and order to perhaps promote their

0:27:250:27:30

own way of life and we have to be

very clear and evenhanded about

0:27:300:27:32

this.

Number eight.

Prisoners are

illegal use of mobile phones enables

0:27:320:27:44

the continuum Ali continued

offending and threatens the safety

0:27:440:27:49

of our presence and harms our

communities. The Government has

0:27:490:27:54

introduced legislation to disconnect

mobile phones and presence. It has

0:27:540:27:58

invested £2 million in equipment and

the Ministry of Justice is working

0:27:580:28:01

closely with mobile network

operators to deliver cutting-edge

0:28:010:28:04

technology to prevent mobile phones

being smuggled into prisons and then

0:28:040:28:07

working.

I have been dealing with

two cases recently where violent

0:28:070:28:17

partners have been running a

campaign of threats and intimidation

0:28:170:28:21

from within prison against their

former partners yet they still are

0:28:210:28:25

up for parole and does not seem to

me that the police locally who are

0:28:250:28:31

investigating these crimes are

contacting the Justice Department

0:28:310:28:34

prison service to insure that this

is taken into consideration when

0:28:340:28:37

these people are considered for

parole.

Thank you and I appreciate I

0:28:370:28:47

cannot comment specifically on those

cases but I would ask to write to me

0:28:470:28:50

about it. I want to emphasise it is

getting harder and harder for

0:28:500:28:54

prisoners to get mobile phones into

prisons and to then use them. 150

0:28:540:28:59

phones at least have been

disconnected since the

0:28:590:29:03

telecommunications restriction order

regulations came into force.

We now

0:29:030:29:10

in December 79 illegal mobile phones

were seized as a result of a joint

0:29:100:29:14

operations between police and prison

services. What steps are being taken

0:29:140:29:20

by the Home Office, police and claim

commissioners and to set up proper

0:29:200:29:28

protocols for joint working between

police and prison services because

0:29:280:29:33

obviously it is illegal activity on

the outside as well as within the

0:29:330:29:35

prisons.

This is something he knows

a great deal about. 23,000 handsets

0:29:350:29:45

and Sim cards were seized in prisons

last year and the Government is

0:29:450:29:51

investing £25 million to create a

new security directorate in prisons

0:29:510:29:56

and £40 million to transform our

intelligence search and destruction

0:29:560:30:00

kickabout is an presence at the

National regional and local levels.

0:30:000:30:04

This includes more than £3 million

to establish serious organised crime

0:30:040:30:08

units to deny offenders space to

operate in prisons.

Number nine.

Her

0:30:080:30:18

Majesty 's Inspectorate report

regularly on efficiency and then the

0:30:180:30:24

last report the ranks to forces as

outstanding, Thames Valley and

0:30:240:30:28

Durham. 30 forces as good including

Northamptonshire and ten forces as

0:30:280:30:32

requiring improvement.

Are the most

efficient forces getting together

0:30:320:30:40

with the least efficient forces so

that the least efficient forces can

0:30:400:30:43

raise their game?

It is an excellent

question, one of the greatest

0:30:430:30:49

challenges facing our police system

is how we encourage and support

0:30:490:30:54

greater collaboration and spreading

of ideas but we have joint working

0:30:540:31:01

groups around emergency services and

something we look at very closely.

0:31:010:31:06

For my constituents that is only one

test of police efficiency, can we

0:31:060:31:10

sleep easily at night free from

crime and Derby police on the

0:31:100:31:14

streets to keep a safe? On

Merseyside which is rated good

0:31:140:31:18

reported incidents of burglary and

22%, rape is up by 32%, robbery is

0:31:180:31:24

up by 31% the list goes on. The only

thing that is down as the number of

0:31:240:31:29

police. 4700 police officers five

years ago, today less than 3500.

0:31:290:31:36

Will he reassured the people of

America said about this situation?

0:31:360:31:44

She admitted one figure which is the

amount of cash available to

0:31:440:31:47

Merseyside Police which is up £5

million next year.

And

0:31:470:31:54

Northamptonshire we have seen

cutting edge policing and Fire

0:31:540:31:57

Service innovation leading to better

outcomes for local people. How can

0:31:570:32:01

that innovation be shared with other

forces and by the Government

0:32:010:32:04

continued to support innovation as

much as possible?

I think it is fair

0:32:040:32:11

to say Northamptonshire is closely

associated with best practice on

0:32:110:32:16

collaboration across the emergency

services. It sets an example to the

0:32:160:32:19

rest of the country and he will be

aware that the local Police and

0:32:190:32:22

Crime Commissioner has applied for

joint governess of fire and police.

0:32:220:32:32

Sutton police are very efficient. As

the Minister aware of the Mayor of

0:32:320:32:35

London's plans which will see the

merger of Sutton, Bromley and

0:32:350:32:41

Croydon police and does he share my

concern that the that would lead to

0:32:410:32:45

them being less efficient and not

able to focus on the needs of each

0:32:450:32:48

borough?

I am a London MP and my

constituents and expressing the same

0:32:480:32:53

concerns about plans in north-west

London. The bottom line is these

0:32:530:33:00

operating decisions are being driven

by the Police and Crime Commissioner

0:33:000:33:03

team and the Commissioner. They are

accountable to the public for these

0:33:030:33:07

decisions.

HMI si identified

forensics as one of the key areas

0:33:070:33:19

impeding forensics and losing... It

is shockingly the minister told me

0:33:190:33:23

any decent present written answer

that private providers and civil

0:33:230:33:26

cases do not need to meet any

specific scientific standards. There

0:33:260:33:30

is no regulation in this area at

all. Forensics is becoming the wild

0:33:300:33:34

west of the criminal justice system

so when will the Government stop

0:33:340:33:38

dithering and act to give the

regulators the powers we have been

0:33:380:33:41

calling for?

I do not think her

description is justified to the work

0:33:410:33:52

of the regulator. Their standards

have increased. We have needed

0:33:520:33:55

quickly we want to put our powers on

a statutory basis and the elect to

0:33:550:34:01

ensuring the exploring opportunities

to do that.

Question ten.

It is true

0:34:010:34:09

that response times have increased

gradually over the last 20 years but

0:34:090:34:15

over the same period the number of

fires and fire related fatalities

0:34:150:34:20

and casualties has decreased. There

is no clear link between a response

0:34:200:34:24

times at and firefighter numbers. A

range of factors influence of

0:34:240:34:29

response times including changing

traffic levels and call handling.

0:34:290:34:35

Time and and rescue service has the

lowest spending power per incident

0:34:350:34:38

of any Fire and Rescue Service. When

Danny Government intends to funding

0:34:380:34:44

Fire And Rescue Services based on

risk and not just demand?

Tying and

0:34:440:34:52

we will receive £47.7 million of

spending and next year an increase

0:34:520:34:59

of 0.8% complete with last year. It

also has £23 million of reserves

0:34:590:35:06

which represents almost 50% of

revenue.

Number 11.

It is the

0:35:060:35:17

responsibility of the National joint

Council to consider what pay award

0:35:170:35:20

is appropriate for firefighters in

England. Central Government has no

0:35:200:35:23

role in this process.

Firefighters

going to burning buildings to save

0:35:230:35:31

lives, professional compassionate

heroes. They put their lives at risk

0:35:310:35:34

to save our families. Can the

Minister really look every single

0:35:340:35:38

one of them in the eye and tell them

it is acceptable that they have in

0:35:380:35:42

real terms received a pay cut?

What

I say is that the Government

0:35:420:35:58

determined to make sure that

firefighters who do difficult to

0:35:580:36:02

dangerous work as we have seen and

Leicester get fair pay for their

0:36:020:36:05

work. It is also very true that over

recent years they have been asked to

0:36:050:36:10

make sacrifices as part of the

contribution to getting on top of

0:36:100:36:13

the deficit to be inherited from the

party opposite. The are active pay

0:36:130:36:19

negotiations going on between

employer and deploy these which we

0:36:190:36:23

are watching very closely. It is for

them to sort it out we believe Fire

0:36:230:36:27

authorities have the resources to

make an appropriate offer but we are

0:36:270:36:32

watching it very closely and

engaging with them and if we can

0:36:320:36:38

help and we will but we need to see

a business case for that.

Last

0:36:380:36:47

night's fire in Leicestershire were

five people very sadly lost their

0:36:470:36:50

lives once again highlighted the

bravery of our firefighters. The

0:36:500:36:54

number of firefighters has been cut

by 11,000 since 2010 and the Rangers

0:36:540:36:58

have seen a deal terms pay cut. --

their wages have seen a pay cut. The

0:36:580:37:08

same time deaths and fires have

increased. I would like to ask the

0:37:080:37:12

Minister to reconsider the levels of

funding and resources for a Fire

0:37:120:37:15

Service and whilst that has been

praised today for firefighters when

0:37:150:37:19

will the Government paying them a

fair wage for the courageous work

0:37:190:37:22

they undertake? When?

Nobody

disputes that courageous work, we

0:37:220:37:30

sought at Grenfell Tower and

yesterday in Leicester but the point

0:37:300:37:36

is that our active negotiations

going on between those who are

0:37:360:37:40

responsible, employer and employee.

Central Government does not have a

0:37:400:37:43

role in that process unless we have

called in for additional support.

0:37:430:37:49

She talks about reserves, Labour are

in denial on this. The file system

0:37:490:37:56

that claims to be short of cash has

increased its reserves by £288

0:37:560:38:03

million since 2011. You can only

increase those reserves by not using

0:38:030:38:06

the money that you have been given.

Our question to the Fire Service as

0:38:060:38:11

tell us what you will do with the

public's money will stop.

The level

0:38:110:38:19

of support provided to refugees and

asylum seekers will vary depending

0:38:190:38:23

on their status and the route they

were granted. Last week 11 on I had

0:38:230:38:28

first hand how important our

resettlement scheme is and how it

0:38:280:38:32

helps individuals and families

fleeing danger and confined to

0:38:320:38:34

rebuild their lives.

A recent report

from refugee rights Europe showed

0:38:340:38:41

that two thirds of asylum seekers

feel either unsafe very unsafe and

0:38:410:38:45

accommodation. An eye surgery I met

a constituent from Malawi. Robbie

0:38:450:38:52

Home Secretary agreed to meet with

me to discuss that case but the

0:38:520:38:56

recent report? We are committed to

ensuring that all asylum seekers as

0:38:560:39:03

sick kept in safe accommodation so I

will meet with him to look at the

0:39:030:39:07

evidence but can I take the

opportunity to thank the city of

0:39:070:39:09

Glasgow who do so much and are way

above proportionately to look after

0:39:090:39:14

vulnerable people and refugees.

Will

she join with me and thanking

0:39:140:39:23

Worcestershire County Council who

recently agreed to resettle 50 more

0:39:230:39:26

silly in a refugees taking the total

to 100 and the county. -- city

0:39:260:39:30

refugees. -- refugees from Syria.

I

join her and thanking our counsel

0:39:300:39:40

for doing this. The great success of

the resettlement seem scheme was

0:39:400:39:49

something I was able to celebrate

last week. It is the generosity of

0:39:490:39:53

the British people and the support

of local authorities and councils

0:39:530:39:56

which allowed that to take place. We

must be mindful of the bot councils

0:39:560:39:59

and committees do.

I am pleased one

of the first families to BD settled

0:39:590:40:07

from Syria and the sponsorship

scheme lives in my constituency but

0:40:070:40:11

they are trying to bring over the

appearance for an important family

0:40:110:40:15

visit and they add in a refugee camp

in 11 on. -- Lebanon. Could she meet

0:40:150:40:24

me to discuss this case and the

wider issue affecting refugees?

I

0:40:240:40:32

understand the difficulty and

heartbreak that goes sometimes with

0:40:320:40:36

the wider families when they are

resettled over here. We have two

0:40:360:40:40

alone people to do their job to make

their selection based on the most

0:40:400:40:44

vulnerable and there are some

schemes which allow for additional

0:40:440:40:49

family in. I would absolutely

welcome her meeting with one of my

0:40:490:40:53

colleagues of ministers but I must

put before the House the fact that

0:40:530:40:59

although we do this resettle

families if we did the wider family

0:40:590:41:01

it would take up too much of the

space allowed.

When I met with

0:41:010:41:10

refugee families at an event run by

volunteers recently one woman showed

0:41:100:41:16

me the heartbreaking footage that

has sisters have centred on her

0:41:160:41:20

phone. The stranded in Syria of

injured children are being moved

0:41:200:41:25

from rubble. Given how few Syrian

refugees we have taken into date

0:41:250:41:29

wattle and the Government give to

refugees here to fear for their

0:41:290:41:33

lives of their parents and siblings

who are stuck in danger and Syria or

0:41:330:41:37

refugee camps and neighbouring

countries.

0:41:370:41:42

I would say that we have all seen

those pictures and we have all seen

0:41:420:41:46

the images of the children, I saw

for myself last week the children in

0:41:460:41:50

the refugee camp in Lebanon and it

is heartbreaking and I believe the

0:41:500:41:56

UK is doing the right thing by

taking up to 20,000 by 2020, this is

0:41:560:42:01

five times as many as were resettled

by the region under the former

0:42:010:42:05

Labour government and more than any

other European country in terms of

0:42:050:42:09

resettlement from the region and I

do believe the UK is doing its bit

0:42:090:42:13

but this is a double approach we are

also one of the largest bilateral

0:42:130:42:17

donors to the area having put in

£2.4 billion since the Syrian

0:42:170:42:21

crisis.

The department continues to

make preparations for a range of

0:42:210:42:30

possible outcomes from the UK's

negotiations with the EU working in

0:42:300:42:34

coordination with the Department for

exiting the EU and others, and we

0:42:340:42:39

already recruiting additional staff

in border force and across the wider

0:42:390:42:43

UK Department to make sure that we

have preparations well underway for

0:42:430:42:48

leaving the EU.

Can she tell the

House how much has been invested in

0:42:480:42:54

our borders since the referendum and

how much is planned between now and

0:42:540:42:58

Brexit day in March 2019 and will

the Home Office be ready and

0:42:580:43:04

prepared for every single

eventuality?

As I reassured my

0:43:040:43:09

honourable friend, we are making

preparations for every eventuality

0:43:090:43:13

and the Home Office has already

invested £60 million and we will

0:43:130:43:19

continue to review the funding

position as negotiations continue

0:43:190:43:23

and details of the final agreement

become clear, and as you might

0:43:230:43:26

expect we are in continuing

discussions with Her Majesty 's

0:43:260:43:28

Trevor -- Treasury.

Yvette Cooper

0:43:280:43:34

B government has committed might

macro to the avoidance of a hard

0:43:340:43:42

border in Northern Ireland -- the

government has committed to the

0:43:420:43:50

avoidance of a hard border in

Northern Ireland, and so far the

0:43:500:43:53

government has not set out anyway to

operate border and customs checks if

0:43:530:43:58

the UK is outside a customs union

without some kind of physical

0:43:580:44:01

infrastructure such as cameras at or

near the border, can the minister

0:44:010:44:08

confirm that their commitment to no

physical infrastructure also means a

0:44:080:44:15

commitment to no cameras at or near

the border which would also provide

0:44:150:44:18

a security threat?

I thank you for

that question. She will be aware we

0:44:180:44:24

have made a firm commitment to no

hard border and we will also

0:44:240:44:28

continue to update the house as

negotiations progress.

0:44:280:44:32

As a proportion of overall violence

and alcohol-related violent crime

0:44:380:44:43

rises steadily from 41% in 1995 to

now 55% in 2009, and more recent EA

0:44:430:44:49

has fallen back to 40% of all

violent crime -- it has fallen. The

0:44:490:44:55

cost of alcohol misuse to society is

estimated to be around £21 billion a

0:44:550:45:00

year with out while later crime

estimated to account for around £11

0:45:000:45:04

billion a year and we continue to

equip the police to take effective

0:45:040:45:08

action.

The minister is aware of the

terrible damage that alcohol does

0:45:080:45:16

but is she aware of recent reports

implicating alcohol as a major

0:45:160:45:21

factor in child abuse amongst other

things? When is the government going

0:45:210:45:26

to take effective action to reduce

levels of alcohol abuse and the

0:45:260:45:30

suffering and cost it still in

fixing our society?

This is an issue

0:45:300:45:35

which the Home Office and the

Department of Health takes very

0:45:350:45:40

seriously and we announced recently

a report on helping children of

0:45:400:45:44

alcoholic parents but violent crime

is down and alcohol consumption

0:45:440:45:50

overall is down especially with

young people but of course looking

0:45:500:45:54

at this issue is very important,

especially when it comes to the

0:45:540:45:57

issue of domestic abuse and we will

be looking at how we can deal with

0:45:570:46:02

this issue in combination with the

Department of Health as part of our

0:46:020:46:08

modern crime prevention strategy.

It

has been confirmed that all

0:46:080:46:13

alcoholic drinks in Scotland must

cost at least 50p per unit from May

0:46:130:46:17

of this year, will the minister now

review our alcohol strategy to allow

0:46:170:46:22

us to take up this evidence -based

policy that will do so much to

0:46:220:46:27

tackle the scourge of cheap

high-street alcohol and reduce

0:46:270:46:30

pressure on the emergency services?

We are of course aware of the

0:46:300:46:37

Scottish Parliament's policy on this

and we are looking at it with

0:46:370:46:40

interest. In terms of alcohol

strategy we have set out our

0:46:400:46:45

strategy in the 2016 strategy

dealing with modern crime but it is

0:46:450:46:49

of course something we keep under

review.

I was one of those who was

0:46:490:46:54

persuaded years ago that we needed

reform our late-night drinking laws

0:46:540:46:59

but in reality it has been a

failure, would the government now

0:46:590:47:02

seems the consider talking to our

police forces and local authorities

0:47:020:47:06

about how we can make sure that

there is a more rational way of

0:47:060:47:09

dealing with late-night drinking so

we don't see the present problems

0:47:090:47:12

that it causes?

Very much so, and

this is a matter for review, and a

0:47:120:47:22

matter for police and crime

commissioners and local police

0:47:220:47:24

forces is to look at in their own

local area and we have changed the

0:47:240:47:27

late-night levy to make it more

flexible and targeted so district

0:47:270:47:33

councils can use that for the areas

that present the most harm in terms

0:47:330:47:36

of the night-time economy.

On

Saturday night I was out along with

0:47:360:47:44

an inspector, seeing how they police

talkie's night-time economy, it is

0:47:440:47:50

important that councils work with

their local policing teams and would

0:47:500:47:53

she agreed to meet so we can look at

provisions for things like the

0:47:530:47:57

vagrancy act which have not rehab

with our night-time economy?

Of

0:47:570:48:02

course, local councils and local

policing teams know where the

0:48:020:48:04

hotspots of travel can be in their

local areas which is why it is

0:48:040:48:09

essential that councils and police

work together and I would be

0:48:090:48:12

delighted to meet to discuss this

important issue.

Mr Paul Sweeney.

0:48:120:48:20

Number one.

I would like to update

the House on the UK's recent ranking

0:48:200:48:28

as one of the least corrupt

countries in the world following our

0:48:280:48:31

decisive action to tackle corruption

at home and abroad, and transparency

0:48:310:48:34

international's index ranks 180

countries on perceived public-sector

0:48:340:48:41

corruption and the latest index

published last Wednesday, the UK

0:48:410:48:45

moved up two places from joint tenth

place least corrupt to join eight,

0:48:450:48:49

we now have the second-highest score

in the G20 and our improved position

0:48:490:48:55

reflects the proactive approach this

government has taken to combat

0:48:550:48:58

corruption but we recognise that

there is still more to do and the

0:48:580:49:02

national anti-corruption strategy

published in December established an

0:49:020:49:05

ambitious framework to tackle

corruption until 2022 and contains

0:49:050:49:09

over a hundred commitments to guide

government efforts and I know

0:49:090:49:13

ministers and the prime minister's

anti-corruption champion and the

0:49:130:49:18

member for Weston-Super-Mare will

support me in driving efforts across

0:49:180:49:20

government and around the world.

Most useful answer, but far too

0:49:200:49:25

long. Officials drafted and maybe a

minister sometimes needs to apply

0:49:250:49:32

the blue pencil, but we are grateful

to the Home Secretary for what she

0:49:320:49:35

said.

Despite overwhelming evidence

from cities around the world the

0:49:350:49:42

Home Secretary still prevents a

pilot study on a safe drug

0:49:420:49:46

consumption in the city of Glasgow

where drug debt levels are at record

0:49:460:49:52

numbers for

I don't find the

evidence as conclusive as he does,

0:49:520:50:01

and this is an area which has

different champions and different

0:50:010:50:04

reviews, and if you want to meet

with my honourable friend, I'm happy

0:50:040:50:07

to do that but we can't see any

progress in that report at the

0:50:070:50:17

moment.

Is there not a case to look

to the Ambulance Service and whether

0:50:170:50:25

it should come under the same

jurisdiction?

Yes, to the last but,

0:50:250:50:32

Northamptonshire is a good example

of where emergency services are

0:50:320:50:35

working across the city, and Roger

Hurst in Essex became the first

0:50:350:50:45

police and fire commissioner. We aim

to make an announcement soon.

Diane

0:50:450:50:50

Abbott.

Ministers will be aware that

I visited the immigration detention

0:50:500:50:58

centre last week and after year of

asking the Home Office to be allowed

0:50:580:51:02

to visit. Art ministers aware of the

long-standing concerns about the

0:51:020:51:08

quality of medical care at yours

would? -- are. Is the minister aware

0:51:080:51:14

that victims of trafficking and

sexual abuse are being held at this

0:51:140:51:20

immigration centre country to

government undertakings and is the

0:51:200:51:21

minister aware that someone at the

immigration centre is on hunger

0:51:210:51:27

strike? The women of this

immigration centre are desperate and

0:51:270:51:33

we owe them a duty of care, will the

minister agreed to meet with me so

0:51:330:51:37

that I can share with her the

specific concerns that so many women

0:51:370:51:42

raised with me?

I'm always delighted

to meet with the right honourable

0:51:420:51:48

lady and to listen carefully to any

of the suggestions she has and her

0:51:480:51:53

experiences, but I would say that we

have taken the health of everybody

0:51:530:51:58

at any detained sent a very serious

the and there are high levels of

0:51:580:52:02

standards there -- any detained

centres. I was concerned by some of

0:52:020:52:07

her suggestions afterwards when she

made her speech, did immigration

0:52:070:52:14

centres play an important part in

enforcing our immigration rules, and

0:52:140:52:19

some of the people there are very

dangerous and it is like that they

0:52:190:52:24

are detained and removed. -- it is

right.

Will the police and fire

0:52:240:52:36

minister translate the Fire and

Rescue Service into the police and

0:52:360:52:39

crime commission in

Northamptonshire?

As you no

0:52:390:52:43

application has been made, and it

has been assessed, but we have had

0:52:430:52:48

to delay a decision on that because

of the inspection in

0:52:480:52:52

Northamptonshire and we need to make

sure that the financial projections

0:52:520:52:56

and assumptions are built on rock

rather than sand and he appreciates

0:52:560:52:59

that. As soon as the processes

result we want to move ahead with a

0:52:590:53:03

decision as quickly as possible.

Many constituents have contacted me

0:53:030:53:09

about the limited provisions of the

refugee family reunion, will the

0:53:090:53:13

minister undertake to expand the

provisions of refugee family reunion

0:53:130:53:17

in line with the concerns of my

constituents?

I thank you for the

0:53:170:53:23

question, we had a Westminster Hall

debate on this subject last week and

0:53:230:53:27

the honourable member has a private

members bill coming forward on the

0:53:270:53:32

16th of March. This is a policy area

where we do enable some refugee

0:53:320:53:41

families to be reunited here and we

have a proud track record of

0:53:410:53:44

resettling 10,000 of the 20,000 so

far that we are expecting under the

0:53:440:53:49

vulnerable persons resettling

scheme, an important policy and we

0:53:490:53:54

are determined to be as

compassionate as we can within the

0:53:540:53:56

commitment we have already made.

Will the minister join me in

0:53:560:54:02

congratulating Kent Police who have

been rated outstanding for the third

0:54:020:54:05

year in a row, the only police force

who have done so.

I consider me do

0:54:050:54:13

that, Kent is regularly rated

excellent for the good service

0:54:130:54:21

delivers and it performs well across

all strands of inspections and has

0:54:210:54:23

been granted outstanding with the

legitimacy with which it keeps

0:54:230:54:28

people safe from crime and I would

like to congratulate the

0:54:280:54:33

Commissioner and the leadership and

front line officers in Kent for the

0:54:330:54:35

outstanding work they do.

In

Rotherham 1510 adult survivors have

0:54:350:54:41

now been identified by the National

Crime Agency -- 1500. These cases

0:54:410:54:50

will start to fall to, so we'll the

minister please abort the funding

0:54:500:54:56

application from Rotherham to get a

package of care around those

0:54:560:54:59

survivors? -- will the minister.

I

thank you for the question and also

0:54:590:55:08

the meeting she requested my

attendance for, and there has been a

0:55:080:55:11

significant government investment in

response to child sexual

0:55:110:55:15

exploitation in Rotherham including

£5.1 million to fund a

0:55:150:55:21

transformational change there,

funding for police forces to meet

0:55:210:55:23

the cost of unexpected events and up

to £2 million for children's social

0:55:230:55:28

care in recognition of social

workers increased workload, we have

0:55:280:55:35

previously provided approximately

£5.6 million for operation stove and

0:55:350:55:40

we are considering an application

for funding for the cost of

0:55:400:55:47

investigation in 2017-2018.

Although

we are leaving the EU, does the

0:55:470:55:53

government remain committed to

counter terrorist work with our

0:55:530:56:02

neighbours?

He is right, existing

data transfer along existing

0:56:020:56:12

schemes, is one of the things that

keeps all of our citizens safe and

0:56:120:56:17

other European citizens safe, which

is why the UK has proposed a

0:56:170:56:20

third-party treaty so we can engage

just as excessively and just as

0:56:200:56:23

fully with the EU as we have before,

giving Londoners -- keeping

0:56:230:56:31

Londoners in Paris and Parisians in

London just as safe as they were

0:56:310:56:33

before.

0:56:330:56:36

I understand she met with the family

of Alfie this morning and the

0:56:360:56:43

Minister was to help to find a

solution within the existing

0:56:430:56:47

regulations. Can she did the House

on when Alfie and others in a

0:56:470:56:50

similar position will receive the

medicines they need?

I can confirm I

0:56:500:56:55

did meet with the parents and

grandmother of Alfie this morning to

0:56:550:57:04

say exactly for they said at this

dispatch box last week in terms of

0:57:040:57:08

her intention to explore every

option within the existing

0:57:080:57:10

regulations.

Shouldn't the provision

of prescription medicines even if

0:57:100:57:21

derived from narcotics be a purely

clinical matter?

I am looking at

0:57:210:57:27

this through the lens of what we can

do within the existing regulation to

0:57:270:57:31

support Alfie and those decisions

will be clinically led.

What

0:57:310:57:36

discussions she has had with Cabinet

colleagues on preparing for cyber

0:57:360:57:43

attacks against critical national

infrastructure is?

This is an area

0:57:430:57:49

we will constantly keep under

review, it is sometimes covered by

0:57:490:57:54

the Cabinet. We have the national

cyber Security strategy backed up by

0:57:540:57:58

the National cyber Security Centre,

something we are very aware too and

0:57:580:58:03

will continue to discuss to make

sure this country is kept safe.

I

0:58:030:58:07

have been contacted by a local

optician who is a tear to sponsor

0:58:070:58:14

because optometry is a priority

profession he has been affected by

0:58:140:58:19

the cap being reached in recent

months. Will the Minister and

0:58:190:58:23

colleagues consider including

optometrists as priority

0:58:230:58:27

professionals for Tier two visas?

The Tier two cap ensures that

0:58:270:58:34

bringing the best talent to the UK

will still controlling numbers. Any

0:58:340:58:38

professional on the list

automatically gets priority. It is

0:58:380:58:41

determined by the committee who have

not yet included opticians on the

0:58:410:58:46

list and as you will know they are

currently carrying out a major

0:58:460:58:49

labour market review.

We now we have

a flat cash police settlement this

0:58:490:58:59

year and local ratepayers are going

to have to increase rates to meet

0:58:590:59:03

the needs. Do we yet know who will

pay for the police pay rise given

0:59:030:59:07

the Police Federation 3.4% request?

You have to look at the police

0:59:070:59:14

settlement and in the round, actors

in balance with the cash the

0:59:140:59:19

taxpayer pays and the local taxpayer

pays through the precept. We

0:59:190:59:25

responded to both the Association of

Police and Crime Commissioner 's and

0:59:250:59:30

the request for additional precept

of flexibility which allowed us to

0:59:300:59:33

put forward a settlement that will

see investment in the police

0:59:330:59:37

increased by £450 million next year,

that the Labour Party opposed.

As

0:59:370:59:43

the Home Office confident that it

had its agencies can compete with

0:59:430:59:46

the private sector and recruit and

retain people with the key digital

0:59:460:59:50

and cyber skills that we need?

For

security reasons I am unable to

0:59:500:59:58

comment on specific recruitment

levels and geographic distribution

0:59:581:00:01

of police and intelligence agencies

in specialist areas. I can assure

1:00:011:00:04

him we are seeing strong levels of

recruitment will stop GCHQ and the

National crime agency are doing

great work in encouraging the next

1:00:091:00:13

generation of cyber sleuths through

the programme.

I am sure the police

1:00:131:00:19

Minister will be as concerned as I

am about the 309 assaults on police

1:00:191:00:23

officers and Humberside in the past

year and they wondered what more the

1:00:231:00:26

Government can do to keep our brave

police officers safe on the streets?

1:00:261:00:33

I share her concerns about increased

assaults on police and we're looking

1:00:331:00:39

at supporting the emergency workers

protection bill to try and greater

1:00:391:00:46

safeguards through the law and we

also keep under regular review in

1:00:461:00:50

terms of engagement with police

leadership about the operation tools

1:00:501:00:53

at the disposal such as Taser 's

application.

In using the Proceeds

1:00:531:01:03

of Crime Act two PI is a rogue

landlords local authorities can act

1:01:031:01:10

as a deterrent and also, compensate

council taxpayers. What more can he

1:01:101:01:23

do to encourage local authorities to

use for the powers?

He is right to

1:01:231:01:28

point out his worries. We're hoping

that the criminal Finance act will

1:01:281:01:32

give a new boost to training local

authority officers and being able to

1:01:321:01:35

deliver on the Proceeds of Crime Act

and increase the amount we take from

1:01:351:01:41

rogue landlords and property owners.

A number of migrant workers are

1:01:411:01:47

starting to lose their jobs because

of the delays and renewable visas

1:01:471:01:50

and extension of visas. What can he

do to speed up the process so that

1:01:501:01:54

they do not face the sort of problem

in the future?

I think he will have

1:01:541:02:00

to give me a bit more information,

which sort of migrant workers and

1:02:001:02:03

where. There has been no change in

the citizens being able to come and

1:02:031:02:08

go and not Will there be until we

have left the EU but in terms of

1:02:081:02:12

other type of migrant workers I

would ask him to write to me me more

1:02:121:02:16

information.

The Minister has

ordered a spoken about the benefits

1:02:161:02:20

of collaboration between abettors of

services and will be aware of what

1:02:201:02:25

between Warwickshire and West

Midlands Fire Service as revellers

1:02:251:02:28

already a strategic partnership. Is

there any potential conflict of the

1:02:281:02:35

worst shot bluelight services

collaborate with bodies from

1:02:351:02:37

different areas?

No conflict as far

as I can see. We are keen to

1:02:371:02:44

encourage the greatest level of

collaboration between emergency

1:02:441:02:47

services.

When constituents have no

recourse to public funds serious

1:02:471:02:50

delays in processing the visas is

resulting them being thrown into

1:02:501:02:56

abject poverty. What has been done

about it?

I did not hear the start

1:02:561:03:02

of the question, she was referring

particularly to women? This is an

1:03:021:03:06

area I have concern about and it is

going to be covered partly any

1:03:061:03:11

consultation we will bring forward.

As she has other concerns about the

1:03:111:03:16

particular cohort applying for a

refugee status I would urge you to

1:03:161:03:19

contact my department.

With Suffolk

police being one of the lowest

1:03:191:03:23

funded forces with the highest

caseload of officers in the country

1:03:231:03:28

can the Minister setup a timetable

for the reviewing police funding?

He

1:03:281:03:35

has been a campaigner on behalf of

Suffolk police and he knows next

1:03:351:03:41

year as a result of the funding

settlement they will be getting an

1:03:411:03:46

additional £3.6 million. Abolition

to the formulae can make it quite

1:03:461:03:52

clear in the context of the next

copies of spending review because

1:03:521:03:55

that is the most appropriate

framework in which to look at it.

1:03:551:03:58

Although we do not have an exact

timetable for that it is what I

1:03:581:04:02

would expect to touched on.

I note

the encouraging words from the

1:04:021:04:09

Minister as well as the excellent

pronunciation. Refugees would be

1:04:091:04:14

greatly helped by the passing of a

Private members Bill on the 16th of

1:04:141:04:19

March supported by the British Red

Cross, Oxfam and UN agencies. I

1:04:191:04:26

welcome the warm words from the

Minister but how much does the

1:04:261:04:29

Government gives to supporting this

bill to enabling farmers to be

1:04:291:04:33

together to have very clear rights

which is the best security they

1:04:331:04:35

could have?

Thank you for the

question I am sure he will

1:04:351:04:41

understand the trepidation with

which I seek to pronounce his

1:04:411:04:44

constituency name. We will look very

carefully at his bill which I

1:04:441:04:51

understand he only published last

week and we will have a full

1:04:511:04:54

opportunity to debate the Johnny

Sexton the march.

The pronunciation

1:04:541:04:58

struck me as members.
