Would be dealt with solely in the

second phase of the negotiations.

Given this, would my honourable

friend give reassurance and remain

the house that the EU cannot insist

on any reference to that

relationship as part of the

agreement being currently negotiated

on the budget, citizens rights or

the border?

I think my noble friend

will understand I am very hesitant

to dwell on the details of the

negotiations. You can flail me on it

but I will not be drawn on detail.

The truth is, whoever we trade with,

we will have to go along with their

regulations. Given there is this

market near us, could the Minister

distance herself and her government

from the extraordinary comments of

Jacob Rees Mogg that the regular

Tory divergences between the UK and

the EU should be an indelible red

line?

I'm going to see that

negotiations are at a very sensitive

stage and I think it is important I

am not drawn into terminology. What

I want to see happen is mutual

goodwill on all parties. I want to

see that crystallised during the

negotiations. I'm confident

something positive will come out of

that.
