which politicians, if any, will be able to claim victory, and the | :00:48. | :00:50. | |

with higher rents, house prices, land values, and the displacement of | :02:56. | :03:00. | |
the poor and working class. That is what we see when we look around at | :03:01. | :03:05. | |
the legacy of the Commonwealth Games. He claims the sums do not add | :03:06. | :03:16. | |
up. The budget in 2007 was ?370 million. It is now ?560 million. And | :03:17. | :03:21. | |
we have yet to see where most expenditure will be, April through | :03:22. | :03:29. | |
to September. It is already 50% over budget and will go up considerably. | :03:30. | :03:33. | |
Look at the Olympic games. The initial budget was ?2 billion. It | :03:34. | :03:40. | |
had up to ?11 billion. Manchester Commonwealth Games were on hand to | :03:41. | :03:47. | |
20% over budget. In Delhi, ten times over budget. Glasgow will not go | :03:48. | :03:53. | |
over budget on that scale but it will go up, for sure. And he says | :03:54. | :03:59. | |
that promises about new homes for the East End also look dubious. | :04:00. | :04:07. | |
The figure has been reduced to 800 homes from 1400. Only 300 for social | :04:08. | :04:14. | |

unifying force for Glasgow and Scotland. We do not want to divide | :05:30. | :05:36. | |
opinion and as it became clear that public opinion was not on the side | :05:37. | :05:42. | |
of this idea, changes had to be made that was in security advice came in | :05:43. | :05:48. | |
it was a game changer as well. Now the right decision has been made by | :05:49. | :05:51. | |

host city rather than everywhere else? We have been very clear that | :06:41. | :06:46. | |
legacy is about Glasgow and the rest of Scotland. That is really | :06:47. | :06:51. | |
important. We have over the national legacy programmes and plans working | :06:52. | :07:01. | |
at the moment. -- over 50. Refurbishing sports facilities, | :07:02. | :07:04. | |
education programmes, schools involved, learning about the | :07:05. | :07:09. | |
Commonwealth, making connections, it is Glasgow and Scotland's games and | :07:10. | :07:14. | |
the legacy should be for both. How long will the legacy last in terms | :07:15. | :07:19. | |
of funding? Most of it will carry on. The active places fund is only | :07:20. | :07:25. | |
halfway through, it will carry beyond the games. We are looking at | :07:26. | :07:31. | |
ten years. At the end of that we will be able to assess the impact of | :07:32. | :07:34. | |
legacy. It does not happen overnight. You cannot turn around | :07:35. | :07:39. | |
the fitness and health of the nation overnight. But getting people active | :07:40. | :07:44. | |
more often, that is working, it will just take time to come through. The | :07:45. | :07:49. | |
direct benefits to the East End of Glasgow are visibly taking place. | :07:50. | :07:54. | |
The athletes village, the regeneration of East End, now | :07:55. | :07:58. | |
unrecognisable. Huge changes for local people. But as we heard they | :07:59. | :08:09. | |
are, gentrified. Talking about only 300 social homes. We 3000 were | :08:10. | :08:17. | |
demolished. Will poorer families be pushed out of the East End? The | :08:18. | :08:23. | |
athletes village will have 700 homes, 400 for social housing will | :08:24. | :08:27. | |
stop we hope the rest of the land will be developed over time. But | :08:28. | :08:35. | |
we're just come through a recession. That has an impact in terms of | :08:36. | :08:41. | |
house-building. Will there be a like-for-like replacement to the | :08:42. | :08:49. | |
3000 houses demolished? We will deliver 400 new homes. If you ask | :08:50. | :08:55. | |
local people, there have been surveys carried out, they show huge | :08:56. | :09:02. | |
support for the games. It is not as housing. A community centre is being | :09:03. | :09:08. | |
built. It will house local services. That is a tangible legacy. The | :09:09. | :09:11. | |
station has been refurbished. As Mrs a moving out. Young people getting | :09:12. | :09:16. | |
apprenticeships. All of us have to be taken into account when we're | :09:17. | :09:24. | |
measuring legacy. Will the price tag go up? The budget is ?575 million | :09:25. | :09:31. | |
which includes the security budget. That is the budget, it is on | :09:32. | :09:38. | |
time... Do you need any more? No, we are where we need to be. The | :09:39. | :09:44. | |
organisers run a tight ship. They have not put a foot wrong. The Red | :09:45. | :09:50. | |
Road issue has been difficult over the last couple of weeks but they | :09:51. | :09:58. | |
have done a good job. As the Commonwealth Games Federation said a | :09:59. | :10:03. | |
week ago, these are set to be the Games ever. What difference will it | :10:04. | :10:15. | |
make day today? I think it is good for sport and we have had good | :10:16. | :10:20. | |
feedback from the sporting world, saying they are pleased that sport | :10:21. | :10:24. | |
will have a direct voice around the Cabinet table. I have additional | :10:25. | :10:31. | |
responsibilities looking at pensioners' writes. We are taking | :10:32. | :10:37. | |

people involved, I have no doubt about their sensitivity. The | :11:32. | :11:39. | |
Glaswegians are very proud of their history, their social history. There | :11:40. | :11:43. | |
is a sensitivity around the demolition programme across the | :11:44. | :11:50. | |
city, not least around the red Road flats, and Games organisers should | :11:51. | :11:54. | |

from the ceremony back towards the athletes. The ceremony will be | :12:32. | :12:37. | |
important because we are told it will not only be about athleticism | :12:38. | :12:41. | |
but about projecting Glasgow to the world. Of course it is important for | :12:42. | :12:48. | |
that reason but it also sets the tone for the Games. It is | :12:49. | :12:52. | |
yesterday's news now and the organisers should be congratulated | :12:53. | :12:57. | |
for moving things on. We were always determined that class goat thinks | :12:58. | :13:04. | |

how important it is to generate long-term employment. I have many | :13:31. | :13:35. | |
students who are have been employed and are receiving voluntary | :13:36. | :13:41. | |
opportunities, so all of these things are important in the short | :13:42. | :13:45. | |
term. The long-term employment should happen naturally. There is | :13:46. | :13:52. | |
the issue of facility usage, and the big issue of health, ambition and | :13:53. | :13:58. | |
hope for the future citizens of Glasgow. Do you recognise the issues | :13:59. | :14:07. | |
that were raised in our fill? There may not be enough social housing for | :14:08. | :14:12. | |
the people that live in that area. -- film. The people of Glasgow may | :14:13. | :14:25. | |
not call their home "home" . The development of the village after the | :14:26. | :14:31. | |
Games, there was a lot of thought put into the right balance and | :14:32. | :14:35. | |
subsequently, there was a great deal of effort put into surveying the | :14:36. | :14:44. | |
local people in the East End is, and I have no doubt that those | :14:45. | :14:52. | |
organising the Games, a balance will be struck. 3000 homes have been | :14:53. | :14:59. | |
abolished, those were the figures we heard earlier. The balance is out of | :15:00. | :15:04. | |
kilter. If you compare the Games village with those 3000 homes in | :15:05. | :15:12. | |
Dalmarnock, there has been a remarkable transformation in the | :15:13. | :15:17. | |
East End of the city. 3000 homes have been demolished, 3000 people | :15:18. | :15:23. | |
are not on the street, but many are waiting for the opportunity for a | :15:24. | :15:29. | |
new home. Many families have children in the area who have | :15:30. | :15:33. | |
received apprenticeships and employment because of the Games. The | :15:34. | :15:37. | |
wider regeneration of the area that has happened, away from the East | :15:38. | :15:42. | |
End, the chance for Glasgow is to build on this legacy and make sure | :15:43. | :15:46. | |
the Games are the springboard to the next phase of transformation in the | :15:47. | :15:50. | |
city, and it is actually very exciting, and that is why we do not | :15:51. | :15:55. | |
need distractions. Joe, what about Scotland as a whole? We have been | :15:56. | :16:01. | |
told that this is Scotland's Games and not just Glasgow's. But surely | :16:02. | :16:09. | |
the closer you are to where it happens, the more benefits you will | :16:10. | :16:16. | |
see? There is a tradition where cities are known as Olympic cities | :16:17. | :16:20. | |
or Commonwealth Games cities, but there is a ripple effect that is | :16:21. | :16:24. | |
felt for many miles beyond the originating destination, in terms of | :16:25. | :16:31. | |
tourism, in terms of employment, and also in terms of the public | :16:32. | :16:35. | |
ambition, as the hopes and dreams of a nation rise through a major events | :16:36. | :16:43. | |
such as this. That is an important event in terms of managing | :16:44. | :16:46. | |
hyperbole. We talk about being the biggest and the best, but in this | :16:47. | :16:51. | |
context we have to be careful we do not oversell what is happening. I | :16:52. | :16:56. | |
cannot remember one Olympic Games or Commonwealth Games where the | :16:57. | :16:59. | |
sanctioning body has not said that this will be the best games ever. | :17:00. | :17:05. | |
That is the challenge to the host city and nation. It is impossible to | :17:06. | :17:14. | |
compare apples, but I will say this. Compared to New Delhi, I would | :17:15. | :17:21. | |
give the organising committee in Glasgow a gold star! I wonder what | :17:22. | :17:26. | |
an accolade that is considering the problems we had in New Delhi. We | :17:27. | :17:37. | |
cannot understate the opportunity of these Games. This is the biggest | :17:38. | :17:40. | |
cultural and sporting events that not just our city but our country | :17:41. | :17:45. | |
could pose. I know from being in Melbourne in 2006, and visiting | :17:46. | :17:50. | |
Manchester White recently, the opportunity and confident it can | :17:51. | :17:55. | |
bring to the city, the springboard... It is not right to | :17:56. | :18:00. | |
compare it to New Delhi but Manchester and Melbourne very | :18:01. | :18:06. | |
similar. I do not think politicians are going to compare the way they | :18:07. | :18:12. | |
