The public will get a chance to put their opinions across... | :00:43. | :00:46.
..about the lack of Welsh-language provision in prisons. | :00:46. | :00:51.
It was much harder getting a form in Welsh... | :00:51. | :00:57.
..or getting a contact who spoke Welsh. | :00:57. | :01:05.
Here in London, Welsh athletes have now won nine Paralympic medals. | :01:05. | :01:10.
Mark Colbourne is celebrating again after having a memorable games. | :01:10. | :01:16.
Under the hot sun of Brands Hatch... | :01:16. | :01:18.
..it was a third medal for the Welshman from Tredegar. | :01:18. | :01:23.
He will be competing again tomorrow in the Road Race. | :01:23. | :01:37.
Good evening. | :01:37. | :01:38.
David Cameron has appointed two deputy ministers... | :01:38. | :01:41.
..to work in the Wales Officewith new Welsh Secretary David Jones. | :01:41. | :01:45.
Liberal Democrat Baroness Randerson... | :01:45. | :01:49.
..is a former Welsh Government minister. | :01:49. | :01:53.
Stephen Crabb is the Conservative MP for Preseli Pembrokeshire. | :01:53. | :01:57.
The appointments were made as the new Cabinet met for the first time. | :01:57. | :02:01.
Elliw Gwawr joins us now from Westminster. | :02:01. | :02:05.
Two new faces have joined the Wales Office. | :02:05. | :02:09.
We had an opportunity earlier in the day... | :02:09. | :02:11.
..to see David Cameron's new Cabinet together for the first time... | :02:11. | :02:15.
..during the first PMQs session since the summer. | :02:16. | :02:26.
The | :02:26. | :02:26. | |
The Cabinet | :02:26. | :02:27.
The Cabinet members | :02:27. | :02:33.
The Cabinet members having been announced, David Cameron went back | :02:33. | :02:39.
to the House of Commons today. want the communities department | :02:39. | :02:43.
building houses and culture department rolling out broadband | :02:43. | :02:52.
and the other departments delivering. Ed Miliband raised | :02:52. | :02:57.
questions. It's the same old questions and the same old policies. | :02:57. | :03:04.
The new Cabinet members had work to do today. It was the first meeting | :03:05. | :03:12.
of the Cabinet today. David Jones is the new Welsh Secretary. There | :03:12. | :03:19.
were appointments for Stephen Crabb, as a deputy for David Jones. I can | :03:19. | :03:23.
do it well and he is really keen that jobs are done well, | :03:23. | :03:29.
particularly in the Wales Office. It was a good appointment according | :03:29. | :03:39.
to another Conservative MP. It's good news. He will support David | :03:39. | :03:45.
Jones, another Welsh Conservative. Baroness Randerson from the Liberal | :03:45. | :03:51.
Democrats will also be a minister in the Wales Office. It is an | :03:51. | :04:00.
opportunity for the ministers to There will now be a Liberal Democrat | :04:00. | :04:05.
But why are Stephen Crabb will also retain | :04:05. | :04:08.
..in order to retain discipline among the backbenchers. | :04:08. | :04:10.
Jenny Randerson's background at the Assembly... | :04:10. | :04:12.
..will please a number in Cardiff who have accused David Jones... | :04:12. | :04:14.
..of not being a supporter of devolution in the past. | :04:14. | :04:19.
It's been suggested tonight that tax payers in Wales could losing out... | :04:19. | :04:23.
..because land is being sold off too cheaply. | :04:23. | :04:27.
The issue is currently being considered by the Audit Office... | :04:27. | :04:29.
..after a number of sites were sold to a company... | :04:29. | :04:31.
..which has been registered in Guernsey. | :04:31. | :04:34.
The Conservatives have raised doubts about this... | :04:34. | :04:36.
..but the Welsh Government has defended the sales. | :04:37. | :04:48.
There | :04:48. | :04:48. | |
There is | :04:48. | :04:49.
There is plenty | :04:49. | :04:55.
There is plenty of Greenland around Cardiff. It's possible that housing | :04:55. | :05:07.
could be built here. The land has been sold to South Wales Land | :05:08. | :05:15.
Involvement. The company is registered on Guernsey. 21 million | :05:15. | :05:22.
has been spent on various pieces of land. Was that enough money? The | :05:22. | :05:29.
Conservatives have raised a number of questions. The process should be | :05:29. | :05:35.
much clearer. That's my opinion. We should be able to see this land | :05:35. | :05:41.
being marketed on the market, to make sure we get the value for | :05:41. | :05:49.
money. Cardiff council want housing told built on this land. But if | :05:49. | :05:56.
that happens perhaps the value of the land may increase. That's by | :05:56. | :06:12.
millions of pounds. But is this the best time to sell this land? People | :06:12. | :06:21.
have their doubts. We are in a recession. The value of land is | :06:21. | :06:36.
down. The value is as low as it has been for the past decade. | :06:36. | :06:45.
buyers say the land will be able to The Office of Fair Trading will | :06:45. | :06:51.
..concerning the amount of competition within the industry. | :06:51. | :06:55.
The office also intends to consider... | :06:55. | :06:57.
..whether motorists are paying a fair price for fuel. | :06:57. | :07:07.
This | :07:07. | :07:09. | |
This was | :07:09. | :07:09.
This was the | :07:09. | :07:14.
This was the cost of a litre in Alltwalis this afternoon. The | :07:14. | :07:18.
increase in prices can be seen clearly. These statistics show that | :07:18. | :07:25.
the price of petrol has increased by 38% between June 2007 and this | :07:25. | :07:40.
year. Do the prices go down when the value of crude oil goes down? | :07:40. | :07:44.
That is what the Office of Fair Trading will be investigating. | :07:44. | :07:48.
Competition within the industry will be considered. And whether | :07:48. | :07:54.
there is enough competition in rural areas. What effect are the | :07:54. | :07:59.
supermarkets having on the industry? That's another question. | :07:59. | :08:06.
That will be asked. Supermarkets can sell it cheaper because they | :08:06. | :08:10.
have a shop that makes money, so that they can use the money from | :08:10. | :08:22.
that to bring down the price of fuel. How long does it take for | :08:22. | :08:27.
crude oil to come over to this country from other places? The | :08:27. | :08:35.
prices increase overnight. Something needs to be done. The | :08:35. | :08:39.
crude oil price goes down, but the prices don't go down in answer to | :08:39. | :08:47.
Wales' Older People's Commissioner ..about fewer places being available | :08:47. | :08:50.
The latest statistics show there are 600 fewer beds across Wales... | :08:50. | :08:53.
..and that one in five beds have disappeared within five years. | :08:53. | :08:58.
The independent sector is now responsible for 85% of provision. | :08:58. | :09:02.
Local authorities insist they are investing in community care. | :09:03. | :09:16.
With | :09:16. | :09:16. | |
With financial | :09:16. | :09:18.
With financial pressures | :09:18. | :09:23.
With financial pressures it is a challenge for local authorities to | :09:23. | :09:33.
keep their care homes going. have social workers and they were | :09:33. | :09:37.
assessing my mother and that took time. We had a number of meetings | :09:37. | :09:43.
to see if my mother was OK to go to a home. It is very important that | :09:43. | :09:54.
there are places available. It is hard enough knowing that your | :09:54. | :10:00.
mother has to go to a home, but it's important that we have such | :10:00. | :10:10.
places. Denbighshire has three care homes. Since 2005 there have been | :10:10. | :10:21.
29 fewer beds available at care homes like this one. In some | :10:21. | :10:31.
counties they do not have any care homes run by local authorities. One | :10:31. | :10:37.
person who has fought for care in the home thinks things are not | :10:37. | :10:41.
simple. We had to fight for care in the community. We managed to get it | :10:41. | :10:48.
before the cuts. I cannot imagine what it is going to be like for | :10:48. | :10:53.
families when they close these homes. It's a terrible situation. | :10:53. | :10:57.
committee at the assembly has been investigating this and they will | :10:57. | :11:03.
publish a report soon. People are staying at home for longer periods | :11:03. | :11:10.
than they have been doing. But a time comes when you may need more | :11:10. | :11:18.
care and a lot of people make the decision to go into a care home. | :11:18. | :11:23.
The Welsh Government says other options are available. But private | :11:23. | :11:30.
homes also are offering care but there has not been much change in | :11:31. | :11:37.
the number of beds available across In Aberystwyth, the second of three | :11:37. | :11:42.
The Hywel Dda Health Board is holding a consultation... | :11:42. | :11:44.
..on a number of changes, including the possibility... | :11:44. | :11:46.
..of closing Aberaeron community hospital. | :11:46. | :11:48.
The board insists the aim is to increase the standard of services. | :11:48. | :11:51.
For the third time, Unite union members... | :11:51. | :11:52.
..emloyed by Gomer in Llandysul are taking 24-hour strike action... | :11:52. | :11:56.
..because of allegations of bullying. | :11:56. | :11:59.
The publishing company denies the allegations. | :11:59. | :12:01.
The industrial action will end at midnight tonight. | :12:01. | :12:06.
Police are trying to find out if a man from Swansea... | :12:06. | :12:08.
..who has fled from prison is now living in Cyprus. | :12:08. | :12:12.
Martin Evans was given a 21-year prison sentence in 2006... | :12:12. | :12:17.
..for fraud and supplying drugs. | :12:17. | :12:19.
That included obtaining 1 million through fraud... | :12:19. | :12:23.
..after people had invested in an ostrich farm in Dunvant, Swansea. | :12:23. | :12:27.
He did not return to prison last year... | :12:27. | :12:29.
..after being released on licence for a weekend. | :12:29. | :12:35.
The Ministry of Justice is asking for the general public's opinion... | :12:35. | :12:38.
..on plans to improve the provision of Welsh language services. | :12:38. | :12:43.
The aim is to ensure that Welsh speaking prisoners... | :12:43. | :12:46.
..are able to use their first language. | :12:46. | :12:50.
Campaigns have been run to make sure this is possible. | :12:50. | :13:00.
Wales. It | :13:00. | :13:04.
Wales. It is | :13:04. | :13:04.
Wales. It is a | :13:04. | :13:08.
Wales. It is a frightening experience where you cannot speak | :13:08. | :13:11.
your language, that's what the -- that was experience for William | :13:12. | :13:21.
Dolben. I was not able to speak Welsh to social workers. Or prison | :13:22. | :13:28.
staff. You would not get it unless you made a fuss. I was told I would | :13:28. | :13:43.
have to wait for it. The new Welsh language measure has raised the | :13:43. | :13:47.
question about provision of Welsh language services in prison. Things | :13:47. | :13:54.
should be well, especially if they come from the Home Office. They | :13:54. | :14:01.
should respect the language in this country. But we have to fight for | :14:01. | :14:21.
things in Welsh. On average some 7,000 criminals are sentenced every | :14:21. | :14:32.
year. Many of those are sent to prisons in England. The ability to | :14:32. | :14:35.
watch S4C is one of the recommendations that have been put | :14:35. | :14:50.
forward. A campaign has come to light recently where one person in | :14:50. | :14:59.
prison had a tough time when asking for Welsh language. It is only | :14:59. | :15:02.
right that people are allowed to use Welsh language services in | :15:02. | :15:10.
A new Welsh-medium primary school Ysgol Gymraeg y Cwm in Bonymaen | :15:10. | :15:13.
The council says pupils who want a Welsh-medium education... | :15:13. | :15:15.
..will not have to travel too far to school. | :15:15. | :15:17.
A third Welsh-medium secondary school has opened in Cardiff... | :15:17. | :15:20.
..with 71 pupils. | :15:20. | :15:23.
Ysgol Bro Edern will serve the eastern part of the city. | :15:23. | :15:27.
It currently shares the same site as Ysgol Gyfun Gymraeg Glantaf. | :15:27. | :15:31.
Cardiff Council says this is temporary... | :15:31. | :15:33.
..and pupils will relocate... | :15:33. | :15:35.
..to the site of Teilo Sant School next year. | :15:35. | :15:48.
The | :15:48. | :15:48. | |
The other | :15:48. | :15:49.
The other two | :15:49. | :15:54.
The other two Welsh secondary schools are full. It was clear that | :15:54. | :16:01.
a third secondary school was required. That school will be | :16:01. | :16:05.
located in the eastern part of the city. We predict there will be more | :16:05. | :16:16.
than 1,000 pupils at the school ..it's time to head to the | :16:16. | :16:32.
We'll get the latest Potential. Liz Johnson has taken | :16:32. | :16:39.
the Welsh total number of medals into the double figures. She won a | :16:39. | :16:49.
silver in the pool tonight. There was a third Paralympic medal | :16:49. | :16:53.
..the cyclist from Tredgar went over to Brands Hatch... | :16:53. | :16:57.
..to collect another silver today. | :16:57. | :17:08.
The | :17:08. | :17:08. | |
The sun | :17:09. | :17:10.
The sun was | :17:10. | :17:16.
The sun was shining in Brands Hatch today. It has been home to a number | :17:16. | :17:23.
of Grand Prixs in the past, but today the crowds turned out to see | :17:23. | :17:29.
the best Paralympic cyclists competing. Mark Colbourne was one | :17:29. | :17:35.
of these competitors. The Welshman finished 12 seconds behind the | :17:35. | :17:42.
world champion in the time trial. It was a silver medal for the | :17:42. | :17:52.
Welshman who was overjoyed with the result. It was very tough for me to | :17:52. | :17:59.
climb some of these hills, which are between 7 and 11%. It was very | :17:59. | :18:04.
tough. But on the outskirts, on the closed sections, that is when you | :18:04. | :18:15.
try to make up your time. After being struck by a car it has been a | :18:15. | :18:28.
tough time for this Welsh cyclist. He finished fifth today. Sarah | :18:28. | :18:46.
Storey has won today with a minute- and-a-half advantage. Mark | :18:46. | :18:53.
Colbourne will be competing again Sailor Steve Thomas from Bridgend | :18:53. | :19:01.
The long awaited and ferocious rugby wheelchair competition has begun. | :19:01. | :19:06.
David Anthony from Neath is the only Welshman in the British squad. | :19:06. | :19:12.
They lost their first match against the USA. | :19:12. | :19:15.
Oscar Pistorius has returned to the track for the first time... | :19:15. | :19:17.
..since his verbal outburst... | :19:17. | :19:19.
..which followed his silver medal winning performance in the 200m. | :19:19. | :19:23.
Pistorius is safely through to tomorrow's 100m final. | :19:23. | :19:26.
Meanwhile, the International Paralympic Committee... | :19:26. | :19:29.
..said there is no evidence tosupport the South African's claim... | :19:29. | :19:33.
..that athletes have changed the length of their running blades... | :19:33. | :19:36.
..during the games. | :19:36. | :19:41.
As another busy day of competing continue... | :19:41. | :19:43.
..it gives me great pleasure to talk to my guests. | :19:43. | :19:48.
Jonathan Jones is the Chair of the London Games in Wales. | :19:48. | :19:52.
Huw Jones is the Chief Executive of Sport Wales. | :19:52. | :20:02.
There | :20:02. | :20:02. | |
There have | :20:03. | :20:03.
There have been | :20:03. | :20:08.
There have been great performances, but it's not just the individuals | :20:08. | :20:13.
that have contributed to the success. We have so many youngsters | :20:13. | :20:17.
in the British team, many of them are under 20 years old and that | :20:17. | :20:26.
says a lot for the future. There were ten golds for Wales in Beijing. | :20:26. | :20:36.
Is it a disappointment this year that we have one fewer? Things are | :20:36. | :20:42.
much more difficult this time. More countries are competing and things | :20:42. | :20:51.
are getting much more competitive. We have to look at what has | :20:51. | :21:02.
happened in London and consider that when we go to Rio. | :21:02. | :21:11.
football competitions have ended and the camps have closed in Wales, | :21:11. | :21:20.
so is there anything left for Wales? We are now talking about the | :21:20. | :21:28.
legacy of the Games. There has been a surge of interest in people | :21:28. | :21:34.
wanting it join sports clubs. It's important that we can work towards | :21:34. | :21:47.
the future to make sure we do much better in future. What about | :21:47. | :21:51.
thuerism? Things are very difficult at -- tourism? Things are very | :21:51. | :21:53.
difficult at the moment with the economy, but there's no point in | :21:53. | :21:58.
complaining. We have to look to the future and see what we can do. | :21:58. | :22:07.
Thank you very much for joining me Jenny McLoughlin from Chepstow | :22:07. | :22:11.
We'll have the latest on the Paralympic Games compeitions... | :22:11. | :22:13.
..in our bulletins later. | :22:13. | :22:18.
Football. | :22:18. | :22:19.
Wales have slipped down eight places in the world rankings to 45. | :22:19. | :22:23.
For Wales' match against Belgium onFriday in the World Cup qualifiers... | :22:23. | :22:27.
..Swansea defender Jazz Richards has joined the international squad. | :22:27. | :22:33.
He replaces Joel Lynch who has a leg injury. | :22:33. | :22:37.
Robert Croft is to retire as a Glamorgan cricketer after 23 years. | :22:37. | :22:42.
He will make his final appearance next week... | :22:42. | :22:47.
..before starting a coaching and promotion post with the county. | :22:47. | :22:50.
This comes as Glamorgan take on Yorkshire... | :22:50. | :22:53.
..for a second day at Headingly. | :22:53. | :22:55.
Yorkshire managed to win 344 runs in their first innings. | :22:55. | :22:58.
At the end of play... | :22:58. | :23:00.
..Glamorgan had reached 27 for 2 in their second innings. | :23:00. | :23:06.
The main news again. | :23:06. | :23:07.
David Cameron has appointed two deputy ministers... | :23:07. | :23:10.
..to work in the Wales Officewith new Welsh Secretary David Jones. | :23:10. | :23:12.
Liberal Democrat Baroness Randerson, who is now in the House of Lords... | :23:12. | :23:18.
..is a former Welsh Office minister. | :23:18. | :23:20.
Stephen Crabb is the Conservative MP for Preseli Pembrokeshire. | :23:21. | :23:26.
There is a suggestion that Welsh taxpayers could be losing out... | :23:26. | :23:30.
..after land has been sold off too cheaply. | :23:30. | :23:32.
