According to Ann Clwyd the report mentions children being tortured.

It the report but was never published, the Jillings Report, but

was about the heart of Clwyd County Council but it is not known whether

or a copy exists. Legal advice other times said the content could

be libellous. But Ann Clwyd says she saw a copy in the 1990s and it

contains allegations of rape and torture. They took something like

2,600 pieces of evidence from individuals. Where is that evidence

now? I am sure it is available somewhere. I am asking anyone if

they have a copy of the report to post it to me at the House of

Commons. The Jillings Inquiry considered cases of abuse in

children's homes in North Wales, including Bryn Estyn in Wrexham. If

a copy exists in the archives, Flintshire Council says it should

be published in accordance with the principles of freedom of

information. David Cameron was presented with a list of

Conservative members, who were alleged to be suspected. The Prime

Minister had a warning. This is a danger this could turn into a sort

of witch hunt, particularly against people who are gay. I am worried

about the sort of thing you are doing now, giving me a list of

names you have taken off the internet. He said -- anyone with

information should contact the police. Several inquiries are

taking place at the moment. According to a children's charity,

a further review will be needed to see what lessons can be learnt.

There are so many inquiries going on. There will be a message, in all

of them at the end of this. We should look at the lessons that

arise from every inquiry. We have to do something about that.

speculation as to who would support Labour's budget. The answer then

was the Liberal Democrats. This year the race was between the same

two parties. The Liberal Democrats last year wanted more to be spent

on underprivileged pupils but the bargain was signed by Plaid Cymru

this year. Plaid Cymru has agreed to withhold their vote in order for

the budget to win a majority. Laver -- Labour have agreed to spend �20

million on apprenticeships, mainly for those aged between 16 and 24 as

well as giving �10 million to Bangor and Aberystwyth universities,

to form a new science park. We were aware that there was a problem with

youth unemployment, especially those between 16 and 24. They have

been affected by this recession. We felt we had to do something for

them. We have �20 million to help them next year and the following

year. Last year Labour had to agree to spend �20 million on

underprivileged pupils. We rejected that some because we did not feel

it would help people who have lost their jobs. This year the same

What more do we know? This is a very sad case. The woman was

supposed to give birth in a midwife lead -- and a midwife LED unit, but

there were problems so they decided to transfer her to a larger

hospital, the Royal Gwent Hospital in Newport. But as we understand

things, she had to wait two hours for an ambulance. The baby later

died in Newport. The details were discussed yesterday on the Assembly

for but tonight it has been confirmed that there will be an

inquiry between the local health board and the ambulance service.

The health board has said they are offering the family every support.

Also today, a Health Minister has set stricter targets for ambulance

response times and Wales. Yes, there is no connection between the

incident we have just mentioned. Lesley Griffiths will catch -- will

look at the structure of the service and how it is funded. The

ambulance service is expected to respond to 65% of emergency calls

within eight minutes. Lesley Griffiths wants to increase that to

70%. The problem is the ambulance service is not reaching their

more common. But the headache for the authorities in Wales and the

rest of Britain is to agree on a policy on how to treat the streets.

Let me tell you these trees behind me are healthy. There are many ash

trees in this part of Carmarthenshire. The problem has

been detected in another part if the county. We don't know who owns

those trees but we know the Forestry Commission will prevent

people from walking in that area. They don't want it to be

transferred to another area. Otherwise the picture throughout

Britain, it could be a week or so before a national scheme on how to

deal with this dieback will be announced. We heard in the report

how shocking -- how shockingly common these trees are. What signs

should people look for? We have got a young tree here next to me. Some

of the old trees have lost their lives now. What you should look for

on the sleeves -- on these leaves are black marks on the tip of the

leaf. If there is a diamond shape on the bark, but also shows the

The story of Stradey Park is one that refuses to go away.

Councillors met to date change part of the planning permission given in

2007 for 450 homes. Members of the planning committee backed the

application, but the head of the planning department announced the

Welsh Government would prevent the authority from giving final

permission if -- it is the third time the government has interfered.

As a planning committee who wants to see this development go on I am

very disappointed we are being criticised by the Welsh Government.

Yet again this happened. This is the third time. In this morning's

meeting, local residents voiced their concerns about the risk of

flooding on the site. The sewage situation has worsened, according

to the group that opposes the development. Models change of the

flood maps, half the site is in a flood plain. Taylor Wimpey has

detailed planning permission for 355 units and they can start the

work at any time. But the company and the council have to wait to see

if they will have more time to build up to 450. The row over the

Stradey Park site has been a long and bitter. Planning permission was

given in April 2007 following a public consultation, but no houses

have been built here since then. Taylor Wimpey say they will start

cities of Swansea and Cardiff. More than 40% of the Welsh population

live here. Something which is unique to South Wales Police is

policing huge events. Especially on the sporting field. Over the next

few years, the police will have to do this as well as their day-to-day

work, Tata type -- and a tighter budget. Next year South Wales

Police will face a budget cut of �8 million. These are the four who

want to be the commissioner. Michael Baker is a former police

officer and a lawyer. Politics should be kept out of policing. We

know that if -- we know there is politics in life but there is place

for politics. That is in Parliament, in Westminster, in local borough

council halls or the Welsh Assembly government, not in the police

service. The other independent candidate is Tony Verderame. That

money needs to be spent to co- ordinate before the crime is

committed. This is my philosophy. This is the prudent way and

intelligent way to spend the money. The former MP and Home Office

Minister Alun Michael is standing for the Labour Party. I thought I

could carry on being MP for the next few years, but I thought that

this is too important. With local support I decided to do something

positive. The Conservative candidates, Caroline Jones, is a

business owner in Porthcawl at Bridgend. She is a local person and

understands what effects -- and understand what affects local

people. She has personal experience of working in the Prison Service.

We are telling people this is the people who can represent them

shirt on important day for the FAW. We have been working day -- we have

been working hard to make sure we have the support. These young lads

are between 16 and 28, so I hope they will be playing together for a

while. The structure is there for the game to grow at this level.

More work has to be done to catch up with countries like Northern

Ireland. It is nice to see a Wales team playing locally. Everybody

should have the opportunity if they enjoy it. The best of luck to them.

It does not matter if you have got as a disability, you should be able

to just carry on and do everything. Wales lost in their first

international. We had already -- we are already looking for an

international team for death players. Hopefully they will be

supported as well. Northern Ireland proved to be too strong and too

experienced for Wales and the end. Their next challenge in the new
