A document on NHS reorganisation Before it was changed, the expert

:00:09.:00:12.

..about plans to reorganise the NHS in North Wales.

:00:12.:00:16.

A new plan to help first-time homebuyers...

:00:16.:00:20.

..and the building industry could also benefit.

:00:20.:00:29.

I

:00:29.:00:29.

I welcome

:00:29.:00:29.

I welcome what

:00:29.:00:36.

I welcome what the Government is trying to do. But having said that,

:00:36.:00:39.

buying a completely new house A protest on the banks of the Menai

:00:39.:00:46.

Zakia speaks nineteen to the dozen, but there's increasing concern...

:00:46.:00:49.

..that fewer three-year-olds can do so.

:00:49.:00:54.

And police commissioner elections on Thursday, but how many will vote...

:00:54.:00:58.

..and how effective will the new system be?

:00:58.:01:13.

Good evening.

:01:13.:01:16.

There is debate tonight after it became clear that a report...

:01:16.:01:40.

Getting

:01:40.:01:41.

Getting the

:01:41.:01:41.

Getting the keys

:01:41.:01:45.

Getting the keys to your first home, although that's a dream for many.

:01:45.:01:49.

Not everyone can afford the big deposit required by banks these

:01:49.:01:53.

days. But the aim of the plan announced today is to get to grips

:01:53.:01:58.

with that. So who is eligible? Up to 3,000 new homes worth up to

:01:58.:02:03.

250,000 each will be made available to first-time buyers.

:02:03.:02:08.

They will need a 5% deposit, and it will be open to people in areas

:02:08.:02:13.

where there is a shortage of homes. The Welsh Government and building

:02:13.:02:17.

companies will guarantee the loan. Similar schemes have been run at a

:02:17.:02:20.

local level in the past, but this is the first time a national scheme

:02:20.:02:30.

has been launched in Wales. It's being created here to help the

:02:30.:02:35.

market and it has to be praised. I'd also hope that they bring in

:02:35.:02:42.

something to help people buy older houses and not just new-build

:02:42.:02:46.

houses. Gruff Davies is currently buying his first home and is glad

:02:46.:02:53.

the Government is taking action. are trying to buy a house at the

:02:53.:02:58.

moment and we've found quite a restrictive mortgage and we have to

:02:58.:03:03.

save up a lot. Not many people can save 10-20% of deposit so I welcome

:03:03.:03:09.

what the Government is trying to do but having said that, buying a

:03:09.:03:14.

completely new house won't please everyone. As well as a helping hand

:03:15.:03:19.

for those who want to buy a house, the aim is to boost the building

:03:19.:03:22.

industry. They aim to launch the scheme by spring next year and hope

:03:22.:03:25.

thousands will take advantage of the mortgages and get a foot on the

:03:25.:03:55.

What has Steve Messham said? will say on Week In Week Out that

:03:55.:04:02.

he made a mistake last week in saying that he was abused by a

:04:02.:04:07.

prominent politician from the Thatcher era. He hopes to meet Lord

:04:07.:04:12.

McAlpine face to face but will also say he is worrying about after what

:04:12.:04:16.

happened that people who have been abused might be reluctant to talk

:04:16.:04:21.

about what happened to them. Let's listen to him now. People have got

:04:21.:04:27.

to realise, it's a genuine error on my part. The real issues here are

:04:27.:04:33.

what went on, the abuse that went on and getting justice. Not just

:04:33.:04:40.

for me, but for everybody and the people who sadly committed suicide.

:04:40.:04:44.

Steve Messham there. Another North Wales Council has added to this

:04:44.:04:55.

debate? Wrexham Council in the middle of the '90s Clwyd Council

:04:55.:04:58.

published a report into possible cases of abuse in North Wales. That

:04:58.:05:03.

document was not published because the council had legal advice that

:05:03.:05:11.

the content could be libelous. The head of legal services in

:05:11.:05:15.

Flintshire on behalf of North Wales Councils is getting legal advice to

:05:15.:05:23.

see if the report can be published. Some of Wrexham Councillors have

:05:23.:05:30.

published a list of 60 names of people who are claimed to have been

:05:30.:05:34.

guilty of abuse. And after all this attention over the last few weeks,

:05:34.:05:38.

people have been contacting the children's commission for Wales?

:05:38.:05:44.

Ten people have contacted -- Children's Commissioner for Wales?

:05:44.:05:47.

Ten people have contacted the office. The office has not

:05:47.:05:50.

confirmed whether the Children's Commissioner has met the head of

:05:50.:05:58.

the Agency which will lead the new inquiry. We understand tonight that

:05:58.:06:02.

four AMs from four different parties have written to North Wales

:06:02.:06:09.

Police saying police officers A public meeting is being held in

:06:09.:06:22.

..to protest against plans to build The National Grid says new

:06:22.:06:27.

..to move electricity from a The meeting is in Plas Menai,

:06:27.:06:32.

It is considering four possible routes across Anglesey...

:06:32.:06:35.

..and five possible crossing points over the Menai Strait.

:06:36.:06:39.

But the people here tonight say cables should be placed...

:06:39.:06:42.

..either underground or under the sea.

:06:42.:06:52.

They

:06:52.:06:52.

They are

:06:52.:06:53.

They are considering

:06:53.:06:57.

They are considering four possible routes across Anglesey, but most

:06:57.:07:03.

people here tonight believe under sea cables is the answer.

:07:03.:07:07.

Pylons a prominent part of the Anglesey skyline but the National

:07:08.:07:12.

Grid says more is needed. The reason is the possibility of a new

:07:12.:07:16.

reactor at Wylfa and a large wind farm off the island's north coast.

:07:16.:07:19.

The National Grid suggests a row of pylons should be placed from

:07:19.:07:23.

northern Anglesey to the substation at Pentir near Bangor. Opponents

:07:23.:07:29.

want to see underwater cables from Anglesey to Deeside - a plan the

:07:29.:07:33.

National Grid says would cost hundreds of thousands of pounds

:07:33.:07:40.

more. People at tonight's meeting say more pylons are not the answer.

:07:40.:07:45.

Some of the possible routes across the Menai go close to the village

:07:45.:07:53.

of Felinheli and that has caused local concern. The view from

:07:53.:08:01.

Felinheli would be spoilt. They will be awful to look at. They

:08:01.:08:06.

should be underground. I don't like it at all. I feel that they

:08:06.:08:14.

shouldn't be there. They should be under the sea. But the National

:08:14.:08:19.

Grid say that will be expensive. It's less distance to December side

:08:19.:08:24.

than it is from Ireland and they already do that. The National Grid

:08:24.:08:28.

stresses that a final decision has not yet been made and it is in the

:08:28.:08:34.

middle of a consultation process with locals in Gwynedd and Anglesey.

:08:34.:08:43.

Joining me now is a local council member. Do you not accept that

:08:43.:08:49.

pylons are the most rational answer? Not at all. Pylons will

:08:49.:08:56.

spoil one of the most beautiful areas in Wales. We already have

:08:56.:09:01.

pylons in this area and to think that we are so close to Snowdonia.

:09:01.:09:09.

You have to wonder how they were approved, not to mention building

:09:09.:09:16.

similar ones across Anglesey and the Menai Strait. Also, not to

:09:16.:09:20.

mention the health effects that could be connected to this. But we

:09:20.:09:24.

are talking about the huge cost of underwater cables? Wouldn't you

:09:24.:09:31.

have to add that cost to electricity bills? That is what the

:09:31.:09:34.

National Grid want us to believe. We are talking about great expense,

:09:34.:09:42.

but when you put it in context, surely you have to look at that

:09:42.:09:47.

option. At the moment, the National Grid is taking us straight down the

:09:47.:09:53.

route of pylons across the land and the Menai Strait without

:09:53.:09:57.

considering the option of putting cables under the sea. We are

:09:57.:10:03.

calling on them to look seriously at that option and to think about

:10:03.:10:09.

the economic cost, the social cost and the environmental cost of

:10:09.:10:15.

placing all these pylons and the damage to future generations that

:10:15.:10:27.

There is debate tonight after it ..by experts on the future of the

:10:27.:10:29.

In its original form, the document said that plans to reorganise...

:10:29.:10:31.

..Betsi Cadwaladr University Health Board were not sustainable.

:10:31.:10:34.

But that wording was changed to be more supportive...

:10:34.:10:36.

..after the chairman of the board intervened.

:10:36.:10:38.

Owain Clarke has more details.

:10:38.:10:49.

The

:10:49.:10:49.

The Welsh

:10:49.:10:49.

The Welsh Government's

:10:50.:10:53.

The Welsh Government's care of the NHS is under the microscope again

:10:53.:10:57.

after it became clear that this important report was rewritten

:10:57.:11:03.

after being approved and presented. The question is why did that

:11:03.:11:09.

happen? Was it an attempt to hide information, or to ensure that the

:11:09.:11:15.

process of reorganising the NHS in Wales was clear and transparent?

:11:15.:11:19.

Last year, the Health Minister set up a clinical forum of doctors to

:11:20.:11:26.

give specialist advice to the NHS. This document, an assessment of the

:11:26.:11:31.

reorganisation, was produced. At the end of last month, the panel

:11:31.:11:36.

came to the conclusion that although some elements of the

:11:36.:11:42.

changes were justified, they were unsustainable in the long-term and

:11:42.:11:47.

needed reconsidering significantly. But after the health board asked

:11:47.:11:52.

the forum to explain its opinion further, that assessment was

:11:52.:12:00.

retracted, a new version was drafted saying that the forum

:12:00.:12:06.

supported the redevelopment and it would give a high standard of

:12:06.:12:09.

service to North Wales. This man, the chairman of the forum, was

:12:09.:12:17.

responsible for the redrafting. He said he decided to do that to

:12:17.:12:24.

ensure that the answer was balanced. This is unreasonable if this has

:12:24.:12:26.

really happened. It seems like there is a private agreement

:12:26.:12:30.

between the Chief Executive of the health board and the chairman of

:12:30.:12:37.

the forum. That suggests that some kind of conversation has been

:12:37.:12:42.

happening which is not acceptable. The Health Minister today said that

:12:42.:12:48.

no member of the Government has any influence on the policies decision

:12:48.:12:51.

to rewrite the report. There's been great controversy about the plans

:12:51.:12:58.

to close local hospitals in North Wales and campaigners there have

:12:58.:13:01.

their doubts. We get these documents and public consultations,

:13:01.:13:06.

but there is no basis to them. And they use words like "unsustainable"

:13:06.:13:10.

then leave them out. And it leaves us in a very dangerous place for

:13:10.:13:15.

the future. But BBC Wales can also reveal that the chairman of the

:13:15.:13:20.

clinical forum has redrafted not just the panel's response to Betsi

:13:20.:13:27.

Cadwaladr University Health Board, but also to reorganisation in mid-

:13:27.:13:36.

Wales. I believe this is a terrible thing because it is intervention in

:13:36.:13:40.

a democratic process. It's intervening in something the Health

:13:40.:13:53.

Minister has put forward. question tonight is whether changes

:13:53.:13:56.

to this document are enough to undermine the whole reorganisation

:13:56.:14:04.

The Islamic cleric, Abu Qatada, ..in North West London

A court yesterday ruled that he should not be sent to Jordan...

:14:06.:14:09.

..to face terrorism charges as he would not recevie a fair trial.

:14:09.:14:12.

The UK Government intends to appeal against that decision.

:14:12.:14:18.

The Financial Services Authority and Ofgem, the energyregulator...

:14:18.:14:23.

..is investigating claims that some of the biggest energy companies...

:14:23.:14:26.

..as fixing gas prices for customers.

:14:26.:14:29.

The claims have been made by workers within the industry.

:14:29.:14:32.

The six main companies have denied any wrondoing.

:14:33.:14:38.

There was a bigger increase than expected...

:14:38.:14:40.

..in living cost in October.

:14:40.:14:43.

The rate of inflation was 2.7%, an increase of 0.5%...

:14:43.:14:46.

..and the biggest for more than a year.

:14:46.:14:48.

Food prices and student tuition fees in England contributed to the rise.

Zakia Johnson is

Zakia Johnson is not yet three, but she already speaks fluently. Her

:15:35.:15:39.

mother says she's been talking to her daughter since she was in the

:15:39.:15:43.

cradle. That was the first thing I told the family. Talk to her all

:15:43.:15:48.

the time because they have to hear because if she doesn't know what

:15:48.:15:57.

this is, we'd point at things and tell her what they are. We ask her

:15:57.:16:04.

questions and discuss things all the time. But Zakia's speaking

:16:04.:16:11.

ability is rare. In this school in Carmarthen, there is a wide range

:16:11.:16:17.

in children's ability. But teachers as others in other parts of Wales

:16:17.:16:22.

have noticed more and more children starting with them can't speak very

:16:22.:16:28.

well. They follow commands very well but they can't talk to us.

:16:28.:16:33.

They can't answer questions. In terms of their peers, we see that

:16:33.:16:36.

this creates difficulties with sharing. They can't communicate

:16:36.:16:41.

with other children. So they can't share toys. They don't have those

:16:41.:16:48.

skills and that creates tension. have had teachers recently telling

:16:48.:16:56.

us that they have ten or 15 children who haven't even been

:16:56.:17:02.

taught their own names. The Welsh Government's response is to say it

:17:02.:17:05.

acknowledges that good language skills can make a big difference to

:17:05.:17:09.

a child's life and that they are putting many schemes into place to

A new study suggests the A493 in the Queensferry area...

:18:10.:18:12.

..could be tunred into a six-lane motorway...

:18:12.:18:15.

..and a new railway could be built on Deeside.

:18:15.:18:19.

The Welsh Government says the next step would be to consult locals.

:18:19.:18:33.

On Thursday, there will be a chance to vote in the elections...

:18:34.:18:35.

..for Police Commissioner.

:18:36.:18:37.

Wales will have four of them.

:18:37.:18:39.

But already, there has been talk of low turnout...

:18:39.:18:42.

..and some say that, along with lackof campaigning and winter weather...

:18:42.:18:46.

..could undermine the credibility of the new system.

:18:46.:18:48.

Here's our Welsh Affairs Editor, Vaughan Roderick.

:18:48.:18:54.

This

:18:54.:18:54.

This is

:18:54.:18:54.

This is the

:18:54.:18:58.

This is the emergency room at one of the busiest police stations in

:18:58.:19:01.

Wales. It's quiet here tonight, but within a few days, the police will

:19:01.:19:05.

face one of the biggest changes they have faced in their history.

:19:05.:19:11.

As well as a new way of supervising police work, Thursday's elections

:19:11.:19:17.

will also use a new voting system. There will be two columns on the

:19:17.:19:22.

ballot paper in areas with more than two candidates. One for your

:19:22.:19:26.

first choice and the other for your second. The second vote will only

:19:27.:19:32.

count if there is no clear winner. Absent from the ballot paper will

:19:32.:19:36.

be two of Wales' main parties. Plaid Cymru was against this

:19:36.:19:40.

measure when it went through Parliament because it gives so much

:19:40.:19:47.

control to one elected Commissioner. It is an American idea and if that

:19:47.:19:53.

person also belongs to a political party, it pretty much politicises

:19:53.:20:00.

the police and that is not acceptable to me. I was against it

:20:00.:20:05.

on principle. I don't think there should be political intervention in

:20:05.:20:10.

the police. Because I don't see it is a good

:20:10.:20:18.

thing on principle, I decided not to put candidates forward.

:20:18.:20:22.

According to some, even the candidates aren't campaigning very

:20:23.:20:27.

hard. It all seems to be a bit of a mess. I don't see any interest even

:20:27.:20:31.

amongst political activists. I talk to people who are active in

:20:31.:20:35.

political parties which are putting candidates forward. Even they are

:20:35.:20:40.

bored by it so it is not surprising the public are completely

:20:40.:20:45.

unenthusiastic. Despite the lack of interest, supporters of the new

:20:45.:20:49.

system insist that the electorate will take interest when they see

:20:49.:21:01.

There will also be a by-election ..as Alun Michael gives up his seat

:21:01.:21:16.

We can look at that battle now with The Cardiff South and Penarth

:21:16.:21:19.

constituency is the most populous in Wales. The streets and people

:21:19.:21:28.

have changed as these pictures show. The carts and trams have gone and

:21:28.:21:31.

cars and lorries have replaced them. The shop has become a Chinese

:21:31.:21:36.

restaurant but one thing has stayed the same over the decades. This is

:21:36.:21:42.

a strong Labour area and Labour members have represented it for

:21:42.:21:47.

decades. The party is also ahead in opinion polls, but going door-to-

:21:47.:21:53.

door they don't want to be overconfident. We have to work

:21:53.:21:59.

harder if anything to ensure that we get the message to the

:21:59.:22:03.

Government in Westminster. What they are doing is not right and

:22:03.:22:09.

this is how we should do it. Nick Clegg visiting the constituency,

:22:09.:22:14.

but as a result of his coalition in Westminster, the Lib Dems are

:22:14.:22:17.

losing support. If the opinion polls are to be believed that is.

:22:17.:22:22.

They have enough to be happy about according to the party. Raising the

:22:22.:22:30.

tax threshold so you have more money in your pocket, increasing

:22:30.:22:33.

pensions and investing in infrastructure to bring jobs into

:22:33.:22:38.

Wales and the UK. People see the Lib Dems making a difference in the

:22:38.:22:44.

Government. A rest for Plaid Cymru campaigners. There is is a high

:22:44.:22:47.

proportion of ethnic minorities in the area. Some believe that there's

:22:47.:22:52.

room to build on their support. It's important that we show that we

:22:52.:23:00.

as a party can represent all kinds of areas in Wales, both rural and

:23:00.:23:04.

urban. And we can talk with authority in the Government.

:23:04.:23:07.

Conservatives have been gaining ground on Labour here for a decade.

:23:07.:23:12.

But with them in power in Westminster, the concern is that

:23:12.:23:19.

their support could lessen over the next week. We can't keep on

:23:19.:23:23.

spending the amount of money we are. So people understand we need to

:23:23.:23:26.

make difficult decisions and I think we get a very positive

:23:26.:23:34.

response on the doorstep in this by-election. This was the

:23:34.:23:42.

constituency of former Prime Minister James Callaghan at one

:23:42.:23:46.

point. The campaigners will have to convince people to leave their warm

:23:46.:23:54.

In rugby, despite expectations for ..and centre Ashley Beck to be

:23:54.:23:56.

..against Samoa on Friday, other injuries are causing problems...

:23:56.:23:59.

..for the coaching team.

:23:59.:24:02.

Lock, Alun Wyn Jones, and flanker Josh Turnbull...

:24:02.:24:19.

I

:24:19.:24:19.

I didn't

:24:19.:24:20.

I didn't have

:24:20.:24:24.

I didn't have any symptoms on Sunday. It was just a freak

:24:24.:24:30.

accident, a straight knock-out. And I haven't had any memory loss or

:24:30.:24:34.
