Getting the keys to your first home, although that's a dream for many.

Not everyone can afford the big deposit required by banks these

days. But the aim of the plan announced today is to get to grips

with that. So who is eligible? Up to 3,000 new homes worth up to

�250,000 each will be made available to first-time buyers.

They will need a 5% deposit, and it will be open to people in areas

where there is a shortage of homes. The Welsh Government and building

companies will guarantee the loan. Similar schemes have been run at a

local level in the past, but this is the first time a national scheme

has been launched in Wales. It's being created here to help the

market and it has to be praised. I'd also hope that they bring in

something to help people buy older houses and not just new-build

houses. Gruff Davies is currently buying his first home and is glad

the Government is taking action. are trying to buy a house at the

moment and we've found quite a restrictive mortgage and we have to

save up a lot. Not many people can save 10-20% of deposit so I welcome

what the Government is trying to do but having said that, buying a

completely new house won't please everyone. As well as a helping hand

for those who want to buy a house, the aim is to boost the building

industry. They aim to launch the scheme by spring next year and hope

thousands will take advantage of the mortgages and get a foot on the

he made a mistake last week in saying that he was abused by a

prominent politician from the Thatcher era. He hopes to meet Lord

debate? Wrexham Council in the middle of the '90s Clwyd Council

published a report into possible cases of abuse in North Wales. That

document was not published because the council had legal advice that

the content could be libelous. The head of legal services in

Flintshire on behalf of North Wales Councils is getting legal advice to

see if the report can be published. Some of Wrexham Councillors have

published a list of 60 names of people who are claimed to have been

guilty of abuse. And after all this attention over the last few weeks,

people have been contacting the children's commission for Wales?

Pylons a prominent part of the Anglesey skyline but the National

Grid says more is needed. The reason is the possibility of a new

reactor at Wylfa and a large wind farm off the island's north coast.

The National Grid suggests a row of pylons should be placed from

northern Anglesey to the substation at Pentir near Bangor. Opponents

want to see underwater cables from Anglesey to Deeside - a plan the

National Grid says would cost hundreds of thousands of pounds

more. People at tonight's meeting say more pylons are not the answer.

Some of the possible routes across the Menai go close to the village

of Felinheli and that has caused local concern. The view from

Felinheli would be spoilt. They will be awful to look at. They

should be underground. I don't like it at all. I feel that they

shouldn't be there. They should be under the sea. But the National

Grid say that will be expensive. It's less distance to December side

than it is from Ireland and they already do that. The National Grid

stresses that a final decision has not yet been made and it is in the

middle of a consultation process with locals in Gwynedd and Anglesey.

Joining me now is a local council member. Do you not accept that

pylons are the most rational answer? Not at all. Pylons will

spoil one of the most beautiful areas in Wales. We already have

pylons in this area and to think that we are so close to Snowdonia.

You have to wonder how they were approved, not to mention building

similar ones across Anglesey and the Menai Strait. Also, not to

mention the health effects that could be connected to this. But we

are talking about the huge cost of underwater cables? Wouldn't you

have to add that cost to electricity bills? That is what the

National Grid want us to believe. We are talking about great expense,

but when you put it in context, surely you have to look at that

option. At the moment, the National Grid is taking us straight down the

route of pylons across the land and the Menai Strait without

considering the option of putting cables under the sea. We are

calling on them to look seriously at that option and to think about

the economic cost, the social cost and the environmental cost of

placing all these pylons and the damage to future generations that

The Welsh Government's care of the NHS is under the microscope again

after it became clear that this important report was rewritten

after being approved and presented. The question is why did that

happen? Was it an attempt to hide information, or to ensure that the

process of reorganising the NHS in Wales was clear and transparent?

Last year, the Health Minister set up a clinical forum of doctors to

give specialist advice to the NHS. This document, an assessment of the

reorganisation, was produced. At the end of last month, the panel

came to the conclusion that although some elements of the

changes were justified, they were unsustainable in the long-term and

needed reconsidering significantly. But after the health board asked

the forum to explain its opinion further, that assessment was

retracted, a new version was drafted saying that the forum

supported the redevelopment and it would give a high standard of

service to North Wales. This man, the chairman of the forum, was

responsible for the redrafting. He said he decided to do that to

ensure that the answer was balanced. This is unreasonable if this has

really happened. It seems like there is a private agreement

between the Chief Executive of the health board and the chairman of

the forum. That suggests that some kind of conversation has been

happening which is not acceptable. The Health Minister today said that

no member of the Government has any influence on the policies decision

to rewrite the report. There's been great controversy about the plans

to close local hospitals in North Wales and campaigners there have

their doubts. We get these documents and public consultations,

but there is no basis to them. And they use words like "unsustainable"

then leave them out. And it leaves us in a very dangerous place for

the future. But BBC Wales can also reveal that the chairman of the

clinical forum has redrafted not just the panel's response to Betsi

Cadwaladr University Health Board, but also to reorganisation in mid-

Wales. I believe this is a terrible thing because it is intervention in

a democratic process. It's intervening in something the Health

Minister has put forward. question tonight is whether changes

to this document are enough to undermine the whole reorganisation

Zakia Johnson is not yet three, but she already speaks fluently. Her

mother says she's been talking to her daughter since she was in the

cradle. That was the first thing I told the family. Talk to her all

the time because they have to hear because if she doesn't know what

this is, we'd point at things and tell her what they are. We ask her

questions and discuss things all the time. But Zakia's speaking

ability is rare. In this school in Carmarthen, there is a wide range

in children's ability. But teachers as others in other parts of Wales

have noticed more and more children starting with them can't speak very

well. They follow commands very well but they can't talk to us.

They can't answer questions. In terms of their peers, we see that

this creates difficulties with sharing. They can't communicate

with other children. So they can't share toys. They don't have those

skills and that creates tension. have had teachers recently telling

us that they have ten or 15 children who haven't even been

taught their own names. The Welsh Government's response is to say it

acknowledges that good language skills can make a big difference to

a child's life and that they are putting many schemes into place to

deal with this including doubling the number of children who have

helped by 2015 that the success of the programme supporting children

This is the emergency room at one of the busiest police stations in

Wales. It's quiet here tonight, but within a few days, the police will

face one of the biggest changes they have faced in their history.

As well as a new way of supervising police work, Thursday's elections

will also use a new voting system. There will be two columns on the

ballot paper in areas with more than two candidates. One for your

first choice and the other for your second. The second vote will only

count if there is no clear winner. Absent from the ballot paper will

be two of Wales' main parties. Plaid Cymru was against this

measure when it went through Parliament because it gives so much

control to one elected Commissioner. It is an American idea and if that

person also belongs to a political party, it pretty much politicises

the police and that is not acceptable to me. I was against it

on principle. I don't think there should be political intervention in

the police. Because I don't see it is a good

thing on principle, I decided not to put candidates forward.

According to some, even the candidates aren't campaigning very

hard. It all seems to be a bit of a mess. I don't see any interest even

amongst political activists. I talk to people who are active in

political parties which are putting candidates forward. Even they are

bored by it so it is not surprising the public are completely

unenthusiastic. Despite the lack of interest, supporters of the new

system insist that the electorate will take interest when they see

We can look at that battle now with The Cardiff South and Penarth

constituency is the most populous in Wales. The streets and people

have changed as these pictures show. The carts and trams have gone and

cars and lorries have replaced them. The shop has become a Chinese

restaurant but one thing has stayed the same over the decades. This is

a strong Labour area and Labour members have represented it for

decades. The party is also ahead in opinion polls, but going door-to-

door they don't want to be overconfident. We have to work

harder if anything to ensure that we get the message to the

Government in Westminster. What they are doing is not right and

this is how we should do it. Nick Clegg visiting the constituency,

but as a result of his coalition in Westminster, the Lib Dems are

losing support. If the opinion polls are to be believed that is.

They have enough to be happy about according to the party. Raising the

tax threshold so you have more money in your pocket, increasing

pensions and investing in infrastructure to bring jobs into

Wales and the UK. People see the Lib Dems making a difference in the

Government. A rest for Plaid Cymru campaigners. There is is a high

proportion of ethnic minorities in the area. Some believe that there's

room to build on their support. It's important that we show that we

as a party can represent all kinds of areas in Wales, both rural and

urban. And we can talk with authority in the Government.

Conservatives have been gaining ground on Labour here for a decade.

But with them in power in Westminster, the concern is that

their support could lessen over the next week. We can't keep on

spending the amount of money we are. So people understand we need to

make difficult decisions and I think we get a very positive

response on the doorstep in this by-election. This was the

constituency of former Prime Minister James Callaghan at one

point. The campaigners will have to convince people to leave their warm

I didn't have any symptoms on Sunday. It was just a freak

accident, a straight knock-out. And I haven't had any memory loss or

anything like that. It's happened to lots of players before and they

have played the next week. So I have no doubt I'll be fine. The

weekend, especially in the second half, our defence switched off for
