..but I don't think there's a legacy. | :01:02. | :01:18.
Experts on European grants have told Newyddion 9... | :01:18. | :01:21.
..that plans to re-build Pontrhydfendigaid Pavilion... | :01:21. | :01:25.
..shouldn't have been given nearly 3 million in public funding. | :01:25. | :01:29.
The company that used to run the pavilion, Pafiliwn Cyf... | :01:29. | :01:32.
..went into administration in April due to heavy debts. | :01:32. | :01:35.
Through the Freedom of Information Act, Newyddion 9 has seen... | :01:35. | :01:38.
..a business plan for Pafiliwn Cyf. | :01:38. | :01:42.
According to an expert on grants, there are failings in the plan... | :01:42. | :01:45.
..that was presented to the government in 2004. | :01:45. | :01:48.
But Pafiliwn Cyf's business consultant insists... | :01:48. | :01:52.
..that the venture will be successful. | :01:52. | :02:04.
At | :02:04. | :02:04. | |
At one | :02:04. | :02:04. | |
At one time, | :02:04. | :02:07.
At one time, the Pavilion at attracted fans of Welsh music from | :02:07. | :02:13.
all over the country. Young people flocked to see stars like Edward H | :02:13. | :02:20.
Dafis. It was originally a gift from Sir David James. He was a local man | :02:20. | :02:25.
who made a fortune in London. But the building interior rated, and | :02:25. | :02:31.
when a fire broke out in 2002, a group of local people tried to build | :02:31. | :02:37.
a new Pavilion. A new company was formed, Pafiliwn Cyf, in order to | :02:37. | :02:42.
apply for grants. At the company went into administration in April. | :02:42. | :02:46.
BBC Wales has seen the business plan that was presented to the Welsh | :02:46. | :02:56.
European Funding Office. The document contains figures on the | :02:56. | :03:01.
profits expected from the venture and work on possible markets for the | :03:01. | :03:05.
villain. In one statement, the author said he is convinced there is | :03:05. | :03:12.
a market for a Pavilion in Ceredigion. But there was not a | :03:12. | :03:18.
formal agreement with any company. There is also a reference to S4C and | :03:18. | :03:23.
no doubt the channel would be interested in using the Pavilion, | :03:23. | :03:28.
but according to the channel, there hasn't been any formal discussion | :03:28. | :03:33.
before the report was drafted. We asked and expert in European grants | :03:33. | :03:39.
to assess the report and figures. The problem is, while it provides a | :03:39. | :03:45.
financial focus, the narrative doesn't set out the assumptions. It | :03:45. | :03:52.
is difficult to determine whether or not this is a viable centre. If you | :03:52. | :03:58.
take the business plan on its face value, what it projects is a profit | :03:58. | :04:03.
after three years. On an initial investment of 2.8 million, that | :04:03. | :04:13.
rate of retirement isn't triggered. -- return. Isn't very good. | :04:13. | :04:18.
Although he says he was responsible for the figures, this man supports | :04:18. | :04:27.
the research work. We were looking at about 100,000 income in the | :04:27. | :04:31.
first year. In the first few years, we were getting near to that figure. | :04:31. | :04:37.
We have all kinds of events here. It has created an income in the seven | :04:37. | :04:41.
or eight years it has been going. The Welsh government says preparing | :04:41. | :04:52.
for the report concerned was conditioned and targets were met. | :04:52. | :04:56.
One who expressed concerns at the time was the former leader of | :04:56. | :05:03.
Ceredigion Council. He resigned a trustee of the Pantyfedwen | :05:03. | :05:09.
Eisteddfodau after concerns about the scheme. The report would return | :05:09. | :05:16.
a business plan. Many decisions were made by people who thought this and | :05:17. | :05:24.
that would happen, and unfortunately these didn't come to fruition. | :05:24. | :05:29.
business consultant for Pavilion -- Pafiliwn Cyf says it has been a | :05:29. | :05:37.
success. It is a success. It doesn't -- it does exactly what Objective | :05:37. | :05:43.
One should be used for. There aren't any jobs here. You can look at how | :05:43. | :05:51.
much money is being spent on hotels and food and local businesses are | :05:51. | :05:56.
benefiting. Since Pafiliwn Cyf was dissolved, | :05:56. | :06:01.
the work of running the building has been transferred back to Pantyfedwen | :06:01. | :06:06.
Eisteddfodau. But some would question whether it was a wise | :06:06. | :06:15.
decision to spend 3 million on the Farmers could be asked to share the | :06:15. | :06:22.
Under plans announced by Wales' chief vet today... | :06:22. | :06:25.
..1.2 million will be available for farmers and charities... | :06:25. | :06:27.
..to organise private vaccinations over the next five years. | :06:28. | :06:37.
There | :06:37. | :06:37. | |
There is | :06:37. | :06:38.
There is plenty | :06:38. | :06:46.
Vaccinating badgers is a hot topic. I don't think the Welsh government | :06:46. | :06:52.
has the backbone to do anything with TB. The Welsh government is | :06:52. | :06:55.
financing vaccination to in some areas. | :06:55. | :07:00.
But they will not be doing it right across Wales. Last year, 1400 | :07:00. | :07:06.
badgers were vaccinated in the trials taking place in south-west | :07:06. | :07:17.
Wales. That cost nearly 1 million. It was 600 per badger. The aim now | :07:17. | :07:25.
is to the crease the cost. -- decrease the cost. A grant of | :07:25. | :07:31.
250,000 will be offered annually so that farmers can organise | :07:31. | :07:35.
vaccinating badgers themselves. money isn't going to go far | :07:35. | :07:41.
throughout Wales. I'm doubtful how many farmers will go along that | :07:41. | :07:48.
path. We need to get rid of this disease in Wales. The way we are | :07:48. | :07:54.
going to do that is different parts of Wales will be different. We have | :07:54. | :08:01.
a programme on going in Pembrokeshire. We will be developing | :08:02. | :08:08.
that and looking at other areas in Wales where we can do a different | :08:08. | :08:14.
and new scheme. We need to understand how we can prevent a | :08:14. | :08:19.
bovine TB. Wildlife charities welcomed the | :08:19. | :08:25.
news. But it was a mixed response at the Royal Welsh Show. | :08:25. | :08:30.
vaccination programme is a huge job. I wouldn't want to do it myself. | :08:30. | :08:34.
have already got a lot of Administration work. That is not | :08:34. | :08:43.
just farm work. This would be another thing again to do. We don't | :08:43. | :08:50.
know if it's going to work. Welsh government will discuss the | :08:50. | :09:01.

Some of the immediate family had already seen him. Prince Charles, | :09:47. | :09:52.
now a grandfather, was one of the visitors this afternoon. As were | :09:52. | :09:57.
Kate Middleton 's parents. But relatives or not, there were a lot | :09:57. | :10:06.
of celebrations. I am pleased that the baby and mother are healthy. | :10:06. | :10:23.

attention across the world. But what is the feeling here in Wales? Besson | :10:49. | :10:53.

you never know. Some of their Welsh neighbours have a word or two of | :11:49. | :11:56.
advice for them. It's nice to have good news. I think it is good news | :11:56. | :12:02.
that they are both perfect. That's the most important thing. I think we | :12:02. | :12:15.

As the visitors there enjoyed the warm weather... | :16:30. | :16:32.
..it's easy to forget that the last few months have been... | :16:32. | :16:35.
..the wettest and coldest for years. | :16:35. | :16:37.
The unusually wet weather effected food producers here in Wales. | :16:38. | :16:40.
This year's crops are later than usual. | :16:40. | :16:43.
Is climate change to blame? | :16:44. | :16:55.
Another | :16:55. | :16:55.
Another day | :16:55. | :16:55.
Another day of | :16:55. | :17:01.
Another day of sunshine at the show. Rain and thunder kept away from mid | :17:01. | :17:16.
Wales. But last year 's weather has affected food producers. Potatoes | :17:16. | :17:20.
grown in Anglesey reach the shops later this year. I think a year of | :17:20. | :17:26.
rain has affected the soil. It has been very difficult. We had to sow | :17:26. | :17:35.
the seeds later, and Spring was later this year as well. But how | :17:35. | :17:40.
much of this is climate change or a pattern that is more similar to the | :17:40. | :17:50.
Mediterranean weather? We either get it really wet or really hot. I think | :17:50. | :18:02.
we will get both. Some say it has been a difficult year. If you look | :18:02. | :18:10.
at the potato crops, the costs are the highest they have ever been. | :18:10. | :18:14.
haven't got as many apples around, because of the rain. They cost more | :18:14. | :18:25.
to buy. It is too early to say if the late harvest will mean food | :18:25. | :18:36.
Sport next. A year since ..Iwan Griffiths tonight looks at | :18:36. | :18:38.
..as well as Cardiff City's financial situation... | :18:38. | :18:41.
..who have reached an agreement with Langstone... | :18:41. | :18:43.
..over their 24 million debt. | :18:43. | :18:45.
We'll have more on that later. | :18:45. | :18:48.
But first, the athlete Rhys Williams has said today... | :18:48. | :18:50.
..that the Olympic Games didn't leave any legacy... | :18:50. | :18:53.
..and there hasn't been a positive effect here in Wales. | :18:53. | :18:56.
His comments come as the chairman of Sport Wales... | :18:56. | :18:59.
..Professor Laura McAllister says there is a threat... | :18:59. | :19:02.
..to what the Olympics created following funding cuts. | :19:02. | :19:15.
He | :19:15. | :19:15. | |
He is | :19:15. | :19:15. | |
He is European | :19:15. | :19:24.
He is European champion. We don't have such high calibre athletes in | :19:24. | :19:28.
Wales, despite the success of the London Olympics. A year later, what | :19:28. | :19:41.
is the legacy? Just after every Olympics, people take up a sport. I | :19:41. | :19:45.
spoke to people at the athletics club. It is just the same as normal. | :19:45. | :19:50.
They use these words, but they today there hasn't been a legacy at all. | :19:50. | :19:55.
So, after the games, people join cycling clubs and went running but | :19:55. | :20:01.
perhaps they haven't carried on? think they do for a few weeks, and | :20:01. | :20:06.
then it goes back down to what it was. I can only talk about | :20:06. | :20:16.
athletics. We don't have many athletes in Wales. We have to do | :20:16. | :20:24.
something about it. Running sporting clubs is one thing. | :20:24. | :20:32.
But with a local councils warning that leisure services will see cuts | :20:32. | :20:37.
in their budgets, Doctor Laura McAllister has said the legacy of | :20:37. | :20:52.
the London Olympics is now under council in Wales, will suffer in | :20:52. | :20:57.
years to come. The money isn't available to keep athletics tracks | :20:57. | :21:05.
going. It is going to be difficult for everyone. I'm sure, in the long | :21:05. | :21:08.
term, the children will suffer. Sport Wales figures are more | :21:08. | :21:15.
heartening. There has been a 30% increase in the number of people who | :21:15. | :21:19.
are swimming and boxing, while membership of gymnastics clubs has | :21:19. | :21:26.
increased 40%. That is the effect here. But what about the legacy for | :21:26. | :21:34.
athletes on the higher level? think it has had quite a positive | :21:34. | :21:40.
effect. Athletes are starting to think they have an opportunity. | :21:40. | :21:44.
Their attitudes have changed. They believe they can win. That is | :21:44. | :21:49.
something you can't put a price on. They now have the confidence. | :21:49. | :21:53.
the Commonwealth Games in Glasgow starting in one year, the Wales team | :21:53. | :22:01.
has a target of 35 medals. The success in glass go is one way of | :22:01. | :22:09.
measuring the Olympic legacy. -- After winning gold in the shot at | :22:10. | :22:15.
He threw the discus six metres further than anyone else... | :22:15. | :22:19.
..in the F42 class. | :22:19. | :22:26.
Cardiff City Football Club have reached an agreement... | :22:26. | :22:29.
..on a loan that's existed since the time of ex-chairman, Sam Hammam. | :22:29. | :22:32.
The club says that agreement will lead to the Bluebirds'... | :22:32. | :22:35.
..first season in the Premiership will be debt-free. | :22:35. | :22:39.
I'm joined by the chairman of the Supporters' Trust... | :22:39. | :22:42.
..Tim Hartley. This ends a time of uncertainty. | :22:42. | :22:57.
This | :22:57. | :22:58. | |
This agreement | :22:58. | :22:58.
This agreement is | :22:58. | :23:08.
only for the club but for the supporters as well. This has been a | :23:08. | :23:12.
stumbling block for the club for ten years. We hope this will be a first | :23:12. | :23:17.
step to clearing all our debt so we can go to the premiership without | :23:17. | :23:23.
any debt at all. There are further debts which should be paid to the | :23:23. | :23:31.
present chairman. Vincent Tan has ploughed thousands of pounds into | :23:31. | :23:39.
this club. There is interest on that. What we want is to seek | :23:39. | :23:49.
Vincent Tan turning the money into shares. That means he can neither | :23:49. | :23:55.
are Saudi club or invest in players. And that is the dream, getting new | :23:55. | :24:02.
players and seeing this club going from strength to strength. I think | :24:02. | :24:08.
we will be unique in the premiership if we don't have any debt. We can go | :24:08. | :24:11.
