ambition to develop it significantly further. They're always domestic | :02:47. | :02:55. | |
aspects to what the North Koreans do. This is the means for Kim Jong | :02:56. | :03:01. | |
Un to signal both North Korea's technical proficiency but also to | :03:02. | :03:04. | |
signal to his own people that he is firmly in control, seeing down all | :03:05. | :03:11. | |
external enemies. That is important. The timing is a little curious | :03:12. | :03:17. | |
between his New Year message and official birth date. Nonetheless, he | :03:18. | :03:21. | |
believes this will show that he is firmly in control of the reins of | :03:22. | :03:23. | |
power in Pyongyang. Ever since North Korea's first | :03:24. | :03:38. | |

community to constrain what North Korea is doing, principally by | :03:42. | :03:45. | |
economic sanctions. The problem is, this is a very isolated country | :03:46. | :03:50. | |

countries which has anything like a close relationship with North Korea, | :03:55. | :03:59. | |
but the North Koreans do not necessarily listen to Beijing | :04:00. | :04:01. | |
either. There is no course of military action. I think there will | :04:02. | :04:09. | |
be a lot of concern about this test, because it shows and this is the | :04:10. | :04:11. | |
increasing view of experts, that North Korea's programme is not as it | :04:12. | :04:16. | |
might have been in the past, an attempt to irritate the Americans | :04:17. | :04:19. | |
and weighs a big flag and get attention from the international | :04:20. | :04:23. | |
