Welcome to Outside Source with Ros Atkins. | :00:20. | :00:28.
We are going to start with news on the Zika virus. The World Health | :00:29. | :00:35.
Organisation is saying that it is possible that it was bred throughout | :00:36. | :00:42.
all of Latin America. But Putin has been accused of using corruption to | :00:43. | :00:48.
amass a huge secret personal fortune. We will also bring you may | :00:49. | :00:56.
just know stories, one from East Asia, particularly Taiwan and the | :00:57. | :01:03.
latest from the east coast of the US as well. In sport in half an hour, | :01:04. | :01:11.
we will talk about why one of Chelsea's best-known players is | :01:12. | :01:13.
moving on and moving on to China. The message from the World Health | :01:14. | :01:35.
Organisation is clear. The Zika virus is likely to spread across all | :01:36. | :01:40.
of the Americas. It is spread by this mosquito and can cause | :01:41. | :01:47.
headaches, fever and conjunctivitis. The main problem is that it can | :01:48. | :01:54.
affect babies develop in the womb. It is causing babies to be born with | :01:55. | :02:05.
brain damage and smaller skulls. The baby born with microcephaly has a | :02:06. | :02:11.
smaller brain and a smaller skull. We have been talking to people in | :02:12. | :02:14.
the worst affected area. TRANSLATION: It is really hard and | :02:15. | :02:22.
he is our first child. You imagine a perfect child. But it is not his | :02:23. | :02:29.
fault. He is the biggest victim of all. We will be seeking the best | :02:30. | :02:36.
treatment for him and give him lots of love, affection, and patients. | :02:37. | :02:41.
Children with these problems are not easy. He has unexpected behaviour | :02:42. | :02:48.
and we never know whether it is to do with the disease. The doctor | :02:49. | :02:51.
still don't know how the condition will develop. A family in the | :02:52. | :02:59.
north-east of Brazil where the virus has been noticed most so far. But | :03:00. | :03:07.
there have been confirmed cases in 21 countries, as far south as | :03:08. | :03:13.
Paraguay, to Mexico and places like Martin Nico and Barbados. The World | :03:14. | :03:19.
Health Organisation has been explicit saying that it could travel | :03:20. | :03:24.
to every country in the Americas barring Chile and Canada. That is | :03:25. | :03:30.
simply because the mosquito in question isn't found in those races. | :03:31. | :03:36.
This is a story that was focused on Brazil but is now focused on two | :03:37. | :03:43.
candidates. I have spoken to James Gallagher about the scale of the | :03:44. | :03:48.
problem. The sheer volume of cases they are starting to see. Babies | :03:49. | :03:56.
being born with this small head by the thousands. It has been detected | :03:57. | :04:03.
in more countries than just Brazil. Anywhere the mosquito was found, | :04:04. | :04:06.
they think they are going to find the virus. It has been around for | :04:07. | :04:13.
decades so why are we now seeing a jump in the number of babies with | :04:14. | :04:19.
the smaller heads. It was detected in Uganda in the 1980s and that was | :04:20. | :04:28.
in monkeys. It landed in Brazil in May of last year. Exactly why it has | :04:29. | :04:37.
taken off is not clear. The virus is likely to have slowly evolved over | :04:38. | :04:41.
time. There are other factors at play. These huge numbers of mosquito | :04:42. | :04:48.
in these countries. This is a population that has never faced this | :04:49. | :04:53.
before and so is ripe for it to explode through the country. We have | :04:54. | :04:59.
a major warning from the World Health Organisation. What can be | :05:00. | :05:03.
done to stop those mosquitoes causing more health problems? The | :05:04. | :05:10.
official advice is to try to tackle the mosquito breeding in tiny | :05:11. | :05:15.
stagnant pools of water. Tapping those sources of reproduction. The | :05:16. | :05:19.
other thing is to protect yourself from being bitten. Covering up, | :05:20. | :05:27.
closing windows and doors and covering up with mosquito repellent. | :05:28. | :05:30.
But as we know from malaria and bendy fever this is not going to be | :05:31. | :05:40.
an easy problem. -- dengue fever. You can find more information on the | :05:41. | :05:49.
virus online now. Last week we commented on the linking of Vladimir | :05:50. | :05:54.
Putin to the murder of a former Russian spy in London. Now his | :05:55. | :06:00.
finances have been looked at and we have heard from those who claim | :06:01. | :06:06.
knowledge of his secret fortune. Panorama has heard that it is | :06:07. | :06:13.
considered that he is corrupt. Vladimir Putin's secrets can be | :06:14. | :06:24.
found beyond Russia's borders. This man says he helped Putin collect | :06:25. | :06:31.
money from Russia's super-rich. They thought it was for health care. Were | :06:32. | :06:37.
these oligarchs paying tribute to Vladimir Putin? TRANSLATION: I think | :06:38. | :06:45.
this is exactly what they thought. This man says that the cash was | :06:46. | :06:49.
diverted and ended up with Vladimir Putin. This is a recording of him | :06:50. | :06:57.
talking to a Kremlin insider. They are discussing $440 million of | :06:58. | :07:04.
investment belonging to Putin. They refer to him using a nickname. | :07:05. | :07:19.
Mikhail Ivanovic. Then there is Britain's most famous Russian Roman | :07:20. | :07:30.
Brozovic. -- Roman Abramowitz. He allegedly gave at a Putin a yacht | :07:31. | :07:37.
like this one. This man says the yacht was transferred to an offshore | :07:38. | :07:40.
company but the real owner was President Putin. Why would this be | :07:41. | :07:55.
kept secret? Because it belongs personally to Putin and not the | :07:56. | :08:03.
state. Lawyers have dismissed speculation about this as mere | :08:04. | :08:10.
rumours. But others have gone further and called the Russian | :08:11. | :08:15.
leader corrupt. He draws a state salary of $110,000 a year and that | :08:16. | :08:20.
is not an accurate summary of his wealth. He has long time training | :08:21. | :08:25.
and practices in terms of how to mask his actual well. Is Vladimir | :08:26. | :08:35.
Putin correct? In our view yes. President Putin denies all the | :08:36. | :08:40.
allegations and has dismissed them as pure fiction. But with one of the | :08:41. | :08:46.
world's most powerful men already linked to murder he is now linked to | :08:47. | :08:54.
corruption on a global scale. And you can find the full panorama | :08:55. | :09:00.
programme on the BBC I player. Two major weather stories to tell you | :09:01. | :09:06.
about. That's start with what is happening in South Korea, Asia, | :09:07. | :09:11.
Japan, parts of China and Taiwan. They are being affected by unusual | :09:12. | :09:19.
levels of snow and low temperatures. In the last few days we have seen | :09:20. | :09:24.
temperatures go right down to 4 degrees. Unfortunately, over 80 | :09:25. | :09:29.
people in Taiwan have died from hypothermia. | :09:30. | :09:44.
Most of the people who died were elderly and suffered from | :09:45. | :09:51.
cardiovascular problems that were aggravated by the unusual | :09:52. | :10:00.
temperatures. Tie one's home do not have indoor heating and some are | :10:01. | :10:04.
poorly insulated. So why is this happening? With the whether the | :10:05. | :10:18.
apartment, I was joined by then rich. For a lot of the winter, cold | :10:19. | :10:27.
air is held near the Arctic. Every so often, an area of high pressure | :10:28. | :10:31.
squashes down on the atmosphere and squash out the cold air. You can see | :10:32. | :10:36.
that the cold air has been squashed out into the eastern side of the US | :10:37. | :10:46.
and into Europe and Asia. The issue is how far south this cold air has | :10:47. | :10:52.
come. Places where they are not used to whether this cold. They are not | :10:53. | :10:56.
set up for it and that is why it has caused so many problems. Some people | :10:57. | :11:02.
in South Asia not set up for these kinds of problems. We have seen | :11:03. | :11:11.
record amounts of snow come down on the eastern side of the United | :11:12. | :11:15.
States. Austin, New York and Washington all affected. Jane | :11:16. | :11:24.
O'Brien is in Washington. It is Monday but not business as usual. I | :11:25. | :11:30.
am needy in snow still, three days after the storm hit. According to | :11:31. | :11:36.
the city, it could take several more days before side roads are cleared. | :11:37. | :11:40.
The city is still in an emergency state. We are working very hard to | :11:41. | :11:47.
get DC government open again tomorrow. Likewise, we are working | :11:48. | :11:52.
to get our schools open and what our transportation will be available. | :11:53. | :11:58.
The problem is where to put the snow. A lot of it is dumped in car | :11:59. | :12:03.
parks, the river and in a local football stadium. But this here is | :12:04. | :12:08.
going to have to stay put until temperatures rise and it melts. That | :12:09. | :12:15.
could take a very long time. Even in the dead of winter, the White House | :12:16. | :12:20.
is usually packed. Today, you can't even get close. Most of the city's | :12:21. | :12:26.
attractions are closed. Although tourists are enjoying it. We have | :12:27. | :12:36.
put on lots of layers. I have stuck ins and thermal pants. We are ready. | :12:37. | :12:45.
I fell down the steps of the Lincoln Memorial. That was fun. We were out | :12:46. | :12:53.
there for about an hour. Then we were tired and went home. It's not | :12:54. | :12:58.
often you get the chance to walk down the middle of one of the city's | :12:59. | :13:03.
main streets. Although the road is clear, nobody is here to use it. The | :13:04. | :13:08.
city is now asking for federal funding to help bring the capital | :13:09. | :13:14.
back to normal. If you're not one of the millions of people who have the | :13:15. | :13:18.
weather app on your phone, you can download that from your app store, | :13:19. | :13:27.
android or Apple. In a few minutes, sad news about the death of the | :13:28. | :13:33.
explorer Henry Wesley. He was trying to get across Antarctica on his own | :13:34. | :13:40.
and unaided. He nearly made it but unfortunately not. We will play the | :13:41. | :13:46.
last audio message he sent back on Friday. Islamic State has developed | :13:47. | :13:58.
a new aggressive combat style capability, particularly targeting | :13:59. | :14:06.
Europe, according to Europe poll. Rob Wainwright said that the | :14:07. | :14:09.
European Union police agency said that they will focus on sharing | :14:10. | :14:13.
information among member states to help fight terror attacks. The | :14:14. | :14:20.
attacks in Paris illustrated the gravity of the threat we face in | :14:21. | :14:25.
Europe. We are publishing a new report drafted by leading experts | :14:26. | :14:32.
from our organisation and many from national authorities on how | :14:33. | :14:34.
so-called Islamic State have developed a new combat style | :14:35. | :14:40.
capability to carry out a campaign of large scale terrorist attacks on | :14:41. | :14:44.
a global stage with particular focus on Europe. | :14:45. | :14:56.
We are live in the BBC newsroom. The lead story is that the World Health | :14:57. | :15:05.
Organisation has said that the Zika virus is likely to spread to every | :15:06. | :15:11.
country in the Americas. It is spread via mosquito and causes brain | :15:12. | :15:17.
abnormalities in babies. Iran's president is in Italy, the first | :15:18. | :15:23.
state visit to Europe by an Iranian leader for 16 years. He will meet | :15:24. | :15:27.
Pope Francis and signed contracts worth billions of dollars. Security | :15:28. | :15:34.
was in place in Egypt to prevent protests on the fifth anniversary of | :15:35. | :15:41.
the beginning of protests that led to the overthrow of Hosni Mubarak. A | :15:42. | :15:47.
fifth sperm whale has washed up on the east coast of England. Or are | :15:48. | :15:53.
believed to be part of the same pod. You will find more about that on the | :15:54. | :16:00.
BBC News app. A British explorer has died after failing to cross the | :16:01. | :16:18.
Atlantique. He made it 48, kilometres away from his | :16:19. | :16:25.
destination. It was an epic journey. Across the Antarctic. He went | :16:26. | :16:31.
through the South Pole and past Shackleton and Lacey to the place | :16:32. | :16:36.
where he was to finish. We knew he was in difficulty after he was | :16:37. | :16:41.
picked up in Chile suffering from exhaustion and dehydration. The | :16:42. | :16:50.
expedition was to raise money for sick and injured servicemen. Prince | :16:51. | :16:58.
William said he was an inspiration, especially to those who will benefit | :16:59. | :16:59.
from the fund. Nowhere on earth is more | :17:00. | :17:07.
hostile to human life. The vast and dangerous | :17:08. | :17:16.
continent of Antarctica. Crossing alone and unaided | :17:17. | :17:18.
was always going to be Henry Worsley, trying something no | :17:19. | :17:20.
one had managed before. Even this SAS veteran | :17:21. | :17:26.
became ill and exhausted. Near his destination, | :17:27. | :17:29.
he had to give up. After a trek of 900 miles, | :17:30. | :17:31.
with just 30 left, he called After complete organ | :17:32. | :18:00.
failure, he died. He knew the dangers of the polar | :18:01. | :18:20.
world. Before a previous expedition he trained including -- in Greenland | :18:21. | :18:30.
and seemed calm about everything. Last year he told us | :18:31. | :18:32.
what worried him most. The biggest threat will | :18:33. | :18:34.
be from the weather. Possibly from a crevasse | :18:35. | :18:36.
in the final hundred miles. His hope was to follow in | :18:37. | :18:43.
the footsteps of Ernest Shackleton who tried and failed | :18:44. | :18:46.
to cross 100 years ago. He was distantly related | :18:47. | :18:48.
to the captain of the expedition's There is a reason why these | :18:49. | :18:50.
things have not been done. Going solo, unassisted, | :18:51. | :19:00.
it is the purest and hardest form of travel on the surface | :19:01. | :19:09.
of the Earth. Only one week ago he believed | :19:10. | :19:17.
he was still on course. I am hungry, tired, and I've | :19:18. | :19:22.
got a deadline to meet But friends said he will be | :19:23. | :19:27.
an inspiration and will be remembered for coming so close | :19:28. | :19:38.
to making Antarctic history. Russia has released it's | :19:39. | :19:50.
latest economic figures. The economy contracted | :19:51. | :19:53.
by 3.7% in 2015. The current budget is based | :19:54. | :19:58.
upon a predicted oil price Crude is currently | :19:59. | :20:02.
hovering around $31 - Is this just about oil? It is | :20:03. | :20:30.
complicated, of course but oil is a factor because the Russian economy | :20:31. | :20:37.
is strongly dependent on oil. The Russian economy up 94% in the last | :20:38. | :20:42.
15 years but the government have failed to use that time to build | :20:43. | :20:48.
infrastructure and reduce the dependence on oil and gas and so | :20:49. | :20:52.
Russia is facing this problem, combine with Western sanctions over | :20:53. | :20:59.
Ukraine. So up to last year it was growing and this is a reverse? It | :21:00. | :21:07.
was growing up to last year but the dramatic drop in the oil price and | :21:08. | :21:12.
Western sanctions are having an effect and the government is talking | :21:13. | :21:18.
about cutting the budget by up to 10% and maybe even further. What | :21:19. | :21:24.
else is Vladimir Putin planning to try and fix this? A good question | :21:25. | :21:31.
but nobody really knows the answer. Some economists are saying that the | :21:32. | :21:37.
best strategy is not to do anything. They are trying to substitute | :21:38. | :21:42.
contractors with internal production and develop infrastructure. It is a | :21:43. | :21:48.
little bit too late because the crisis is already there. Now it is | :21:49. | :21:55.
time to reduce the crisis but people are suffering, of course. Thank you, | :21:56. | :21:58.
Olga. Naturally the news was | :21:59. | :22:01.
confirmed in a tweet. His statement essentially says that | :22:02. | :22:36.
these four are leaving and have done very well and deserve some time off. | :22:37. | :22:45.
The statement leaves some questions. This is nearly half of the company's | :22:46. | :22:53.
senior levers leaving in one go. The head of product, media, the head of | :22:54. | :22:58.
human resources all leaving at the same time. That is why investors | :22:59. | :23:03.
have had a knee jerk and negative reaction. The share price is down | :23:04. | :23:08.
4%. They are concerned about the vacuum leaving behind. There was a | :23:09. | :23:16.
fifth person leaving the company who worked at Vine, the short video | :23:17. | :23:24.
service, returning to Google. A big personnel change at a company that | :23:25. | :23:31.
has been in flux for a while. Google and Facebook tend to hoover up most | :23:32. | :23:38.
of the medium and large tech companies but Twitter seems to want | :23:39. | :23:44.
to go it alone. Jack Dorsey had gone back to Twitter last year. He had | :23:45. | :23:49.
promised to make the product more mainstream. While you and I may use | :23:50. | :23:54.
it a lot and enjoyed it, the problem that has beset the company is that | :23:55. | :24:01.
it is a fairly niche audience. They have tried to bring out products | :24:02. | :24:12.
like Moments and longer tweets to widen its audience but the effect of | :24:13. | :24:22.
that house are far -- has so far been limited. The price of oil is | :24:23. | :24:27.
causing problems everywhere. While the World Economic Forum | :24:28. | :24:30.
was going on in Davos last week, the BBC asked a number of business | :24:31. | :24:33.
leaders to assess where this I could see as, a price of 30 to 40 | :24:34. | :24:49.
by the middle of the year. By the end of the year it could be in the | :24:50. | :24:56.
50s. The oil price in six months will be 35- $40 a barrel. It will be | :24:57. | :25:05.
about $35 in the next six months. There is oversupply. Nobody knows | :25:06. | :25:12.
where the oil price will be that my prediction is $30. I'm going to do | :25:13. | :25:22.
that at $20. In the six months, it will be $15 a barrel because of the | :25:23. | :25:27.
extraordinary glut of oil on the planet. It might even go as low as | :25:28. | :25:35.
$5 per barrel. I'm sure it is going to keep on going down and down. Can | :25:36. | :25:41.
it go down to $5 a barrel? What a story that would be. A couple of | :25:42. | :25:48.
stories that we are going to cover. A story on Islamic State in | :25:49. | :25:54.
Afghanistan. And this is a report on taking venom out of the world's most | :25:55. | :25:59.
dangerous spiders. All that coming up in a few moments. | :26:00. | :26:15.
Hello there. Snow and ice is the theme across the globe at the | :26:16. | :26:16. |
