Hello, I'm Karin Giannone, Welcome to Outside Source live | :00:07. | :00:08.
Britain's new Prime Minister is on her first foreign trip | :00:09. | :00:14.
as leader - she's having dinner in Berlin with the German | :00:15. | :00:16.
Earlier Ms May had a message of unity. | :00:17. | :00:25.
We are not walking away from our European friends. Britain will | :00:26. | :00:31.
remain an outward looking country and Germany will remain a vital | :00:32. | :00:34.
partner and special friend for us. 99 generals are charged | :00:35. | :00:36.
after the attempted coup in Turkey, and the crackdown | :00:37. | :00:38.
on educational The BBC understands that | :00:39. | :00:40.
Sam Allardyce will be named England We'll be live at the Republican | :00:41. | :00:43.
Party convention where Melania Trump's speech writer has | :00:44. | :00:53.
apologized after chunks of what she said sounded exactly | :00:54. | :00:55.
like Michelle Obama's And we'll report from Rio, | :00:56. | :00:57.
where the man in charge of security for the Olympics has told the BBC | :00:58. | :01:05.
how concerned he is about a terror Two of the world's most | :01:06. | :01:08.
powerful women have met - German Chancellor Angela Merkel | :01:09. | :01:28.
and British Prime Minister Theresa May held their first face-to-face | :01:29. | :01:30.
talks, and while they both stressed their common values, | :01:31. | :01:32.
Angela Merkel warned that uncertainty was not | :01:33. | :01:35.
in anybody's interest. Ms May was greeted by Ms Merkel | :01:36. | :01:40.
with a guard of honour. Both national anthems were played | :01:41. | :01:44.
before the two leaders It's Prime Minister May's first | :01:45. | :01:46.
overseas visit as leader, and the More significant. Germany is seen as | :01:47. | :02:02.
key to Britain 's uncoupling from the EU. | :02:03. | :02:03.
The two leaders both spoke to the media with Mrs Merkel | :02:04. | :02:06.
stressing again that there would be no talks before the formal | :02:07. | :02:08.
TRANSLATION: Right from the start, I said after the referendum was | :02:09. | :02:18.
decided that it is now up to the British government to define how it | :02:19. | :02:23.
wishes to see its future relationship with the European | :02:24. | :02:26.
Union, and to then also pursue the following steps, particularly as | :02:27. | :02:32.
regards the process leading up to invoking article 50. Only then will | :02:33. | :02:38.
the proper negotiations start. I've been clear that Brexit means | :02:39. | :02:42.
Brexit, and the United Kingdom is going to make a success of it, but I | :02:43. | :02:46.
also want to be clear here today and across Europe in the weeks ahead, | :02:47. | :02:50.
that we are not walking away from our European friends. Written will | :02:51. | :02:54.
remain an outward looking country and Germany will remain a vital part | :02:55. | :03:01.
and special friend for us. We have centuries of shared history, our | :03:02. | :03:03.
languages and culture are deeply intertwined, in recent decades we | :03:04. | :03:08.
have developed a strong alliance. This was reflected in Her Majesty | :03:09. | :03:12.
The Queen's historic state visit here just over a year ago. It is a | :03:13. | :03:16.
constructive is that I have come here today, to lay the foundations | :03:17. | :03:20.
for a strong relationship in the hours ahead. | :03:21. | :03:24.
Earlier I asked him what he made of the meeting. | :03:25. | :03:28.
It was interesting hearing Mrs May described Britain as a special | :03:29. | :03:34.
friend and talking about the vital partnership between Germany and | :03:35. | :03:39.
Britain. Those are extremely warm words. It just goes to show that, | :03:40. | :03:44.
really, Theresa May wants to prove to Berlin that the Brexit vote was | :03:45. | :03:48.
not about Britain isolating itself. Theresa May also made a joke of the | :03:49. | :03:53.
fact, when she was asked by journalists have the two women got | :03:54. | :03:57.
on, she said we are two women, and she stressed that word, because lots | :03:58. | :04:01.
of parallels are being drawn between them either press and how they will | :04:02. | :04:05.
get on, who like to get down to business and effectively call a | :04:06. | :04:09.
spade a spade. That is what the press has speculated, both Mrs May | :04:10. | :04:15.
and Mrs Merkel have reputations for being drab Matic, nonideological, | :04:16. | :04:18.
and the hope is they will be able to strike a deal, or at least get on | :04:19. | :04:22.
well enough to make a good compromise. There are lots of very | :04:23. | :04:26.
problematic issues in these future talks over Brexit between the EU and | :04:27. | :04:32.
Britain, some of those topics came up in the press conference just now, | :04:33. | :04:35.
talking to journalists, and they were not solved because we are at | :04:36. | :04:37.
the beginning of that process. The BBC's political | :04:38. | :04:38.
correspondent Tom Bateman Some people remark it was hard to | :04:39. | :04:46.
believe his two women had not met properly before, such was the warmth | :04:47. | :04:53.
of the tone of the meeting? It was extremely cordial between the | :04:54. | :04:56.
leaders as they met, not just as first-time as leaders of their own | :04:57. | :04:59.
respective countries but the first time they have met each other. We | :05:00. | :05:05.
have had a working dinner between the two women tonight, in the last | :05:06. | :05:08.
few minutes we understand that a wide range of issues were discussed | :05:09. | :05:12.
between Theresa May and Angela Merkel. They discussed global | :05:13. | :05:18.
challenges, Article 50 and access to the single market and immigration | :05:19. | :05:22.
control. A Downing Street source said tonight that Downing Street is | :05:23. | :05:25.
very encouraged either meetings with Chancellor Merkel, saying there was | :05:26. | :05:29.
free-flowing conversation in the bilateral talks and the dinner, | :05:30. | :05:33.
apparently they established a personal connection, according to | :05:34. | :05:37.
Downing Street, and the relationship and communication channels are open. | :05:38. | :05:41.
That is the key point, Downing Street is seeing this as the start | :05:42. | :05:46.
of the process, a getting to know you session, getting to understand | :05:47. | :05:50.
the way in which this two women will start to negotiate with each other. | :05:51. | :05:55.
As we heard earlier, the press conference, it was striking how | :05:56. | :05:59.
Theresa May was saying we are open to business, we want to remaining | :06:00. | :06:03.
gauged with European partners, but Angela Merkel was saying, look, we | :06:04. | :06:06.
need to know what the UK wants first, what it redlines and | :06:07. | :06:12.
negotiating positions will be, before we make any moves. Amid that, | :06:13. | :06:18.
did we get much by way of a timetable for how long the Brexit | :06:19. | :06:22.
talks will go on and when they will properly begin? We have already | :06:23. | :06:27.
heard from Theresa May that the article 50, the process for the very | :06:28. | :06:32.
start of the negotiations, the process to withdraw, disentangle | :06:33. | :06:35.
ourselves from the EU legislation, will not start before the end of the | :06:36. | :06:39.
year at least. We have got no further on that in the press | :06:40. | :06:45.
conference. Very clearly, the British Government position is that | :06:46. | :06:49.
they want space to think first before they go into the | :06:50. | :06:52.
negotiations. Theresa May say she wants to talk to the Scottish | :06:53. | :06:56.
Government, Welsh and Northern Irish Assemblies, to get a full pic chip | :06:57. | :07:04.
of the negotiating position. As for other positions, other countries | :07:05. | :07:06.
have said they want to get things moving more quickly, we don't want | :07:07. | :07:10.
you were sceptics in our own countries to start getting ideas as | :07:11. | :07:14.
well -- we don't want Eurosceptics. There was not so much pressure from | :07:15. | :07:18.
Angela Merkel about the timing, but it is clear that once the process | :07:19. | :07:23.
begins, in theory, it should take two years to conclude the | :07:24. | :07:27.
negotiations. Before Britain is effectively kicked out of the EU, | :07:28. | :07:30.
unless the other 27 member states agree. But what is clear from both | :07:31. | :07:36.
sides at the moment is that they both want to understand what the | :07:37. | :07:40.
negotiating positions will be before anybody gives the game away about | :07:41. | :07:44.
where they will start. She is meeting President Hollande in | :07:45. | :07:47.
France tomorrow. Thank you, Tom Bateman. | :07:48. | :07:51.
One of the issues they talked about was Turkey. | :07:52. | :07:51.
Turkey has charged 99 generals and admirals in connection | :07:52. | :07:54.
with the weekend's attempted coup - just under a third of the country's | :07:55. | :07:57.
The government has now banned all academics | :07:58. | :07:59.
from travelling abroad, as the purge of state employees | :08:00. | :08:02.
suspected of being connected to the failed coup continues. | :08:03. | :08:04.
So far more than 50,000 people have been rounded up, | :08:05. | :08:06.
Mark Lowen reports from Istanbul - you may find some images | :08:07. | :08:10.
at the start of his report upsetting. | :08:11. | :08:22.
Watch the man rushing into the street, ready to die for democracy. | :08:23. | :08:28.
New pictures from the coup attempt show a citizens throwing stones and | :08:29. | :08:33.
then himself in front of a tank to stop it. Unbelievably, he picks | :08:34. | :08:37.
himself up, another rebel tank approaches. Again, he is prepared to | :08:38. | :08:42.
sacrifice himself. Again, he survives. Injured but defiant, he | :08:43. | :08:48.
says it was a GT to defend his country and the president. | :08:49. | :08:53.
TRANSLATION: We heard the tanks were approaching while firing, | :08:54. | :08:56.
all I could do was respond with the three stones that I had, | :08:57. | :08:59.
God protected our president, without the 15 minutes he had | :09:00. | :09:03.
to escape, it would have been a disaster. | :09:04. | :09:14.
Turkey almost slipped from President Erdogan's grasp. | :09:15. | :09:18.
Discussing urgent solutions with the Security Council. | :09:19. | :09:22.
Expected to widen the post to crack down. | :09:23. | :09:28.
-- the post-coup crackdown on those behind it. | :09:29. | :09:31.
Dragged to court, the men who tried and failed to get | :09:32. | :09:33.
13 soldiers who raided his hotel minutes after he had fled. | :09:34. | :09:40.
The crowd shouts for the death penalty. | :09:41. | :09:43.
The justice of the victor becoming dangerously close to mob violence. | :09:44. | :09:53.
Education is being purged. All university deans have been told to | :09:54. | :09:56.
resign. Another 35,000 employees | :09:57. | :09:57.
have been suspended. It seems a conservative | :09:58. | :09:59.
government is clashing Every dean or university professor | :10:00. | :10:00.
we have spoken to by phone has been too afraid to go on camera, | :10:01. | :10:09.
fearing that any critical comments by an academic might be | :10:10. | :10:12.
used to round them up. Free speech and thought | :10:13. | :10:14.
are cherished by these universities, but the worry is that | :10:15. | :10:16.
after the coup, Turkey Government supporters | :10:17. | :10:18.
on the river today. But they mask the fear that | :10:19. | :10:24.
an emboldened president is using what could be a moment | :10:25. | :10:26.
of reconciliation to Last month was the hottest June | :10:27. | :10:28.
around the world in modern history - a record that's been broken | :10:29. | :10:41.
for 14 consecutive months. It was nearly one Celsius | :10:42. | :10:43.
above the average for the 20th That might not sound | :10:44. | :10:46.
much, but it is enough to have a significant effect | :10:47. | :10:49.
on our climate as our science editor This marked the end of our | :10:50. | :10:52.
very brief heatwave. And this comes as scientists reports | :10:53. | :11:07.
that the world as a whole is seeing a record rise in temperatures, | :11:08. | :11:10.
producing a wide range of impact. In California, firefighters | :11:11. | :11:15.
struggle with blazes pushing A heatwave has hit much | :11:16. | :11:18.
of continental Europe this week. This boy in Spain | :11:19. | :11:26.
tries to stay cool. And many tropical coral reefs have | :11:27. | :11:29.
turned white, what's called bleaching, as the waters | :11:30. | :11:32.
get too warm for them. So what do the latest figures | :11:33. | :11:37.
about rising temperatures tell us about a planet | :11:38. | :11:39.
that is getting hotter? This graph from the American weather | :11:40. | :11:43.
agency shows the period January Below average in the first-half | :11:44. | :11:46.
of the century, and then In the past six months | :11:47. | :11:53.
it was more than a degree If we take a closer look, | :11:54. | :11:58.
we can see why scientists are surprised at the scale | :11:59. | :12:03.
of the increase. They say this is partly driven | :12:04. | :12:05.
by the weather pattern El Nino, with warm water in the eastern | :12:06. | :12:08.
Pacific, but also by the greenhouse gases from our pollution, | :12:09. | :12:11.
which the Paris Agreement on climate Scientists researching the climate | :12:12. | :12:14.
say that they have been warning for years that unless those | :12:15. | :12:21.
greenhouse gases are cut, And the impacts are likely | :12:22. | :12:23.
to become more severe. I think we are scarily close | :12:24. | :12:30.
to dangerous levels We have a Paris Agreement now that | :12:31. | :12:32.
says we should not be exceeding 1.5 centigrade of climate change | :12:33. | :12:37.
but unless we start removing emissions over the next decade | :12:38. | :12:40.
or so, that is a threshold that The fear is of more scenes | :12:41. | :12:43.
like this, extreme weather It made this town | :12:44. | :12:50.
look like a war zone. Scientists say a warmer world is set | :12:51. | :12:55.
to see more violent rainfall and this year is on course to be | :12:56. | :13:00.
the hottest on record. We'll hear from BBC Russian in a few | :13:01. | :13:03.
minutes with the latest We've heard today that the Russian | :13:04. | :13:18.
team won't boycott the Olympics, but we don't know yet | :13:19. | :13:21.
if they will be allowed to compete. Theresa May gave a confident | :13:22. | :13:39.
performance at PMQs earlier comments or sting she would like to build a | :13:40. | :13:42.
better country for everyone. She clashed with Jeremy Corbyn of Labour | :13:43. | :13:47.
and offered a few thoughts on his style of leadership. | :13:48. | :13:50.
Interesting that he refers to the situation of some workers who might | :13:51. | :13:55.
have some job insecurity, and potentially unscrupulous bosses. I | :13:56. | :13:59.
suspect there are many members on the opposition benches who might be | :14:00. | :14:02.
familiar with an unscrupulous boss. LAUGHTER | :14:03. | :14:06.
A boss who doesn't listen to his workers, a boss... | :14:07. | :14:09.
CHEERING A boss who requires some of his | :14:10. | :14:13.
workers to double their workloads. LAUGHTER | :14:14. | :14:20.
And maybe even a boss who exploits the rules to further his own career. | :14:21. | :14:24.
Remind him of anybody? This is Outside Source live | :14:25. | :14:34.
from the BBC newsroom. The German Chancellor, Angela Merkel | :14:35. | :14:36.
and the British Prime Minister, Both said they want an orderly | :14:37. | :14:40.
British departure from the EU. Other stories making headlines | :14:41. | :14:48.
around the BBC. A prominent journalist in Kiev has | :14:49. | :14:52.
been killed by a bomb planted Pavel Sheremet was originally | :14:53. | :14:55.
from Belarus, but was working in Ukraine for a popular | :14:56. | :14:59.
news website. BBC Ukrainian has | :15:00. | :15:02.
more on that story. French president Francois Hollande | :15:03. | :15:05.
has confirmed that three French It's the first time France admitted | :15:06. | :15:08.
to deploying forces in the country. A fire started in a 75-storey Dubai | :15:09. | :15:14.
apartment block on Wednesday, There were no immediate | :15:15. | :15:21.
reports of injuries. You can see more of these pictures | :15:22. | :15:28.
on the BBC News app. An update now on the | :15:29. | :15:44.
Russia doping scandal. The International Olympic Committee | :15:45. | :15:46.
has announced it will make a decision on whether to ban | :15:47. | :15:48.
all Russian athletes from the upcoming Rio Olympics | :15:49. | :15:51.
within the next week. It follows a report | :15:52. | :15:53.
from the World Anti-Doping Agency which found evidence of widespread | :15:54. | :15:55.
state-sponsored doping in Russia. Meanwhile, the head | :15:56. | :15:58.
of the Russian Olympic Committee has said that Russia would not | :15:59. | :16:01.
boycott the Olympic Games. Famil Ismailov from the BBC's | :16:02. | :16:08.
Russian Service told me more. Lots of things will depend on what | :16:09. | :16:17.
the arbitration court in Lausanne, the sports arbitration court, what | :16:18. | :16:23.
verdict they will give tomorrow, on Thursday. From that we will have an | :16:24. | :16:27.
indication what kind of decision we should expect from the International | :16:28. | :16:31.
Olympic Committee. The worst-case scenario for Russia is a complete | :16:32. | :16:35.
ban on all athletes? I think the worst case scenario would be a | :16:36. | :16:38.
political boycott of the Olympic Games by Russia, that will not | :16:39. | :16:43.
happen, as the head of the Russian national Olympic Committee, | :16:44. | :16:47.
indicated. That is an important point, it means Russia is trying to | :16:48. | :16:54.
find a conciliatory tone, trying to see if they can move ahead without | :16:55. | :16:57.
exaggerating the whole thing all over again. We also heard that Mr | :16:58. | :17:04.
Putin is not meeting the team before it goes to Rio de Janeiro, another | :17:05. | :17:09.
indication that Russian authorities understand that this is a really bad | :17:10. | :17:14.
situation and they are at fault. We mentioned the worst-case | :17:15. | :17:18.
scenario, what would be the best case? How could Russia get out of | :17:19. | :17:22.
this and make the best of it? The best case an aria with the fresh | :17:23. | :17:27.
and athletes, those from the Russian team who were not implicated in the | :17:28. | :17:30.
scandal, so-called clean athlete is not involved in doping scandals, if | :17:31. | :17:36.
they would be allowed to take part in the Rio Olympic Games under the | :17:37. | :17:40.
Russian flag. If that happened, that will probably be the best scenario | :17:41. | :17:41.
for Russia at this moment. A senior British executive at HSBC | :17:42. | :17:46.
has been arrested and charged Mark Johnson, the company's global | :17:47. | :17:49.
head of foreign exchange trading, was arrested on Tuesday night | :17:50. | :17:53.
and is due to appear in court later. A former colleague, Stuart Scott, | :17:54. | :17:56.
has also been charged Let's get more from Michelle | :17:57. | :18:00.
Fleury in New York. What they of? This all has to do | :18:01. | :18:12.
with foreign exchange ringing. -- what are they accused of? Apparently | :18:13. | :18:19.
they misused information to make a profit of around 8 million US | :18:20. | :18:21.
dollars, this is from a transaction they carried out. Mark Johnson | :18:22. | :18:26.
appeared in a Brooklyn court within the last two hours. At the heart of | :18:27. | :18:33.
this is information to make a profit in the currency markets. That point | :18:34. | :18:38.
is important, criminal charges against high-ranking executives, we | :18:39. | :18:43.
have not seen much of that before, it marks a new turn, if you like, in | :18:44. | :18:48.
the US Government 's long-running efforts to clear up currency | :18:49. | :18:52.
trading. Last year, five banks pay billions of dollars to settle claims | :18:53. | :18:56.
they had colluded to fix currency prices. Have we heard from HSBC | :18:57. | :19:02.
about this? They have not made any comments yet. It has been hard to | :19:03. | :19:05.
try to find out more information, both from HSBC or even just waiting | :19:06. | :19:11.
for this complaint to be made public. We had to wait... Even | :19:12. | :19:17.
though Mr Johnson was picked up at JFK airport on Tuesday we had to | :19:18. | :19:21.
wait until the charges were unsealed in court in Brooklyn a couple of | :19:22. | :19:25.
hours ago to find out to be exact details of what he has been charged | :19:26. | :19:29.
with. Then he very much, Michelle Fleury, bringing the latest from New | :19:30. | :19:31.
York. -- thank you, very much. Here in London, Uber has been taken | :19:32. | :19:34.
to court by two of its drivers who claim it's acting unlawfully | :19:35. | :19:37.
by not offering There are tens of thousands of Uber | :19:38. | :19:39.
drivers in the UK. James has been an Uber driver for | :19:40. | :19:52.
almost a year. Like all the others, he is self-employed. Now he is part | :19:53. | :19:57.
of a group taking legal action against the company in what could be | :19:58. | :20:00.
a landmark case. The flexibility is really great, you can switch on the | :20:01. | :20:06.
Apple and work whenever you want. You can stop whenever you want and | :20:07. | :20:12.
go home. The only problem is that if you are not working, you are not | :20:13. | :20:16.
earning, and the earnings are so much lower than I expected, and it's | :20:17. | :20:23.
really starting to bite now. You are noticing it change? Is it more | :20:24. | :20:28.
difficult to make money now than six months ago? Most definitely. The | :20:29. | :20:33.
effect is that there is a certain amount of money you need to earn | :20:34. | :20:37.
each day, you have to stay out longer and longer until you do. | :20:38. | :20:38.
The BBC's transport correspondent has more on exactly what judges | :20:39. | :20:41.
They will basically decide, when given all the evidence about how | :20:42. | :20:49.
these people operate, whether they are workers of the company, which | :20:50. | :20:53.
would mean you would get more rights, things like guaranteed | :20:54. | :20:58.
breaks, holiday pay, sick pay etc, or whether they are self-employed, | :20:59. | :21:02.
in which case Uber argue that they get fantastic flexibility, they can | :21:03. | :21:06.
choose when they were, no set hours, but they are not entitled to things | :21:07. | :21:10.
like holiday pay and sick pay. It revolves around pay as well, there | :21:11. | :21:15.
is a minimum wage in the UK. Uber says they get the minimum wage, the | :21:16. | :21:19.
union say they don't. If you take into account things like the running | :21:20. | :21:24.
costs of the car. There are lots of details to go to. It comes down to | :21:25. | :21:28.
how much these people will be paid for doing the job. | :21:29. | :21:35.
We can take you straight to Ankara, let's hear from President Erdogan. | :21:36. | :21:39.
TRANSLATION: One of its most critical days in history. The | :21:40. | :21:43.
Turkish Armed Forces, within the Turkish Armed Forces, which is the | :21:44. | :21:49.
pride of our nation and country, a group nestled in the Turkish Armed | :21:50. | :21:53.
Forces break -- broke the chain of command and attempted a coup. Those | :21:54. | :21:57.
individuals in this group, understood to be members of a | :21:58. | :22:03.
terrorist organisation, attacked its state and its nation using planes, | :22:04. | :22:07.
helicopters, tanks and all kinds of weaponry. The presidential complex | :22:08. | :22:15.
and the Grand National assembly of Turkey, the premises of the officers | :22:16. | :22:20.
of the Prime Minister, the chief of staff, the General command, the | :22:21. | :22:26.
campus of the Turkish national intelligence agency, the Bosphorous | :22:27. | :22:29.
Bridge and various military units were heavily attacked. | :22:30. | :22:36.
Thanks to the determined stance of me and my Government and, of course, | :22:37. | :22:43.
the fact that our nation stood in the way of the coup plotters and, as | :22:44. | :22:47.
a result of the effective interventions of security forces, | :22:48. | :22:53.
this attempt never succeeded. And in the face of our nation taking | :22:54. | :23:02.
ownership of its country and its determination, the weapons, tanks, | :23:03. | :23:06.
helicopters and planes of the coup plotters amounted to nothing. | :23:07. | :23:10.
Against terrorists in military fatigues, the people stood upright | :23:11. | :23:17.
and took ownership of their homeland and their future, and our nation | :23:18. | :23:25.
wrote epics of heroic bravery throughout the night. We have the | :23:26. | :23:30.
young, the old, the employers, the bosses, the villagers, the urban | :23:31. | :23:35.
settlers, every member of our nation came together as one entity in the | :23:36. | :23:40.
face of this attempt. Our citizens that said no to this Sauternes of | :23:41. | :23:51.
people being shot -- saw tens of people being shot and motorised in | :23:52. | :23:54.
front of their eyes, they saw the arrest people being wounded and | :23:55. | :23:59.
injured. They tried to save those people and those dying... Under | :24:00. | :24:06.
those dire circumstances, continuing resistance until the early hours of | :24:07. | :24:12.
the morning. Thanks to God, everyone that feels themselves to be a member | :24:13. | :24:17.
of this homeland and nation stood in the face of this attempted coup. Our | :24:18. | :24:26.
nation have the sorrow of not being able to save one man and his friends | :24:27. | :24:31.
and colleagues in the aftermath of the coup in 1960. In the aftermath | :24:32. | :24:37.
of the coup in 1980, young people were executed, abiding by the idea | :24:38. | :24:41.
of one from the right and one from the left, and those sufferings are | :24:42. | :24:49.
still fresh in memory. The 15th of July 2016 is a turning point when | :24:50. | :24:54.
the nation put an end to this ill fate. For the first time in the | :24:55. | :24:59.
history of our country, and armed coup attempt was crippled by the | :25:00. | :25:06.
nation itself. Turkey actually proved its allegiance to democracy | :25:07. | :25:11.
and to the rule of law by paying a very high price, which is the lives | :25:12. | :25:19.
of its citizens as a result of the fire and shootings of the coup | :25:20. | :25:27.
plotters. 246 innocent citizens, police officers and military | :25:28. | :25:33.
personnel, lost their lives, 15 -- 1536 innocent citizens were also | :25:34. | :25:41.
wounded. On this occasion, I would like to honour the memory of the | :25:42. | :25:47.
fallen, and I would like to wish speedily DaMarcus Beasley recovery | :25:48. | :25:51.
to the wounded, I would like to convey condolence to relatives and | :25:52. | :25:55.
families of those who lost their lives. I want to be very clear. It | :25:56. | :26:01.
is no time to be dwelling on this or that political party. As the | :26:02. | :26:06.
president of this nation I am proud of my country, my people, and I | :26:07. | :26:12.
believe that with the nation we will overcome all of these obstacles, and | :26:13. | :26:18.
this will go down in the history of democracy. It will be an heroic act | :26:19. | :26:22.
of bravery from the hand of the Turkish nation. | :26:23. | :26:27.
My bill of its citizens, starting from the first moment the coup | :26:28. | :26:33.
attempt became clear, the president, myself, the Prime Minister and the | :26:34. | :26:38.
ministers, security forces and the commanders of the Armed Forces that | :26:39. | :26:42.
stood against the coup plotters, we all came together and worked in very | :26:43. | :26:48.
close collaboration. Despite all dangers and all threats, I headed | :26:49. | :26:52.
out to Istanbul immediately and with my nation, of course, stood against | :26:53. | :26:59.
the coup potters. In the face of the determination and the will of my | :27:00. | :27:07.
nation, the attempt was completely stopped before the evening of the | :27:08. | :27:12.
following day. And today, on the 20th of July, we had a meeting of | :27:13. | :27:16.
the National Security Council, followed by a meeting of the Council | :27:17. | :27:20.
of ministers. The members of the National Security Council came | :27:21. | :27:28.
together, they did comprehensive assessment is and we decided to | :27:29. | :27:34.
recommend to the Government that a state of emergency be declared, as | :27:35. | :27:41.
per Article 120 of the Constitution, in order for us to be able to | :27:42. | :27:46.
speedily and swiftly do the deal with the elements of all the | :27:47. | :27:50.
terrorist organisation. The Council of ministers also abided by that | :27:51. | :27:56.
recommendation and decided to declare a state of emergency for a | :27:57. | :28:03.
duration of three months. As it is now, Article of the 120 Constitution | :28:04. | :28:11.
allows for a state of emergency to be declared in the event of acts of | :28:12. | :28:19.
violence that aim to abolish democracy and cripple fundamental | :28:20. | :28:21.
freedoms. The purpose of the declaration of the state of | :28:22. | :28:26.
emergency is, in fact, to be able to take the most efficient steps in | :28:27. | :28:33.
order to remove this threat as as soon as possible, which is a threat | :28:34. | :28:37.
to democracy, the rule of law and the rights and freedoms of citizens | :28:38. | :28:45.
in our country. This practice is absolutely not against a democracy, | :28:46. | :28:48.
the rule of law and freedoms. Quite the contrary, it has the purpose of | :28:49. | :28:54.
strengthening and protecting these values. The attempted coup that we | :28:55. | :29:05.
experienced clearly showed who is on the side of democracy and rule of | :29:06. | :29:10.
law in Turkey by risking their lives, and who is trying to impose | :29:11. | :29:18.
their dictatorship. Our Government, our political parties, civil society | :29:19. | :29:22.
and the chain of command under the Turkish Armed Forces and, most | :29:23. | :29:26.
important of all, our nation, has always... They have always shown | :29:27. | :29:30.
that their preference is on the side of democracy. On this occasion, I | :29:31. | :29:38.
would like to also convey my deepest gratitude to my citizens that took | :29:39. | :29:44.
to the streets, starting from the night of the 15th of July, that went | :29:45. | :29:51.
to the squares and stayed there. Regardless of their political party, | :29:52. | :29:58.
political thought or faith, all of my citizens stood in the way of | :29:59. | :30:08.
tanks, they are to be likened to the heroes of the Gallipoli battles. | :30:09. | :30:13.
They are to be likened to the Lions, as described by the poet. They stood | :30:14. | :30:20.
in the way of the tanks, and with all of their courage, and they even | :30:21. | :30:24.
reached -- risked being martyrs. And unfortunately we had to part | :30:25. | :30:42.
ways with friends of many years who were killed during the incidents. | :30:43. | :30:53.
So... A lady of 32 years of age was also killed after she was crushed by | :30:54. | :31:02.
a tank. So these people are so heinous as to crash and squash a | :31:03. | :31:11.
young woman by using a tank. That is how cruel these people are so that | :31:12. | :31:21.
lady is now a marker. They did not content with that, they did not | :31:22. | :31:27.
stop, my nation, our nation did not stop, people were shot and wounded, | :31:28. | :31:32.
citizens did not leave their positions and they have proven that | :31:33. | :31:37.
they are indeed the descendants of the war of independence. There were | :31:38. | :31:46.
warplanes flying at low altitude, is fired using heavy weaponry and the | :31:47. | :31:51.
streets were flooded by terrorists in military fatigues. Despite all of | :31:52. | :31:55.
these things, my brothers and sisters did not leave or desert the | :31:56. | :32:00.
streets and heroism, there is no word to describe it. And although | :32:01. | :32:08.
the attempt has now been brought to an end, my citizens have also been | :32:09. | :32:16.
occupying the streets and squares on democracy watch so that the same | :32:17. | :32:20.
thing cannot be attempted again and names will go down in golden letters | :32:21. | :32:28.
in the memory and the history of democracy so even today, starting | :32:29. | :32:33.
from 4pm, people started flocking to the square, there are thousands of | :32:34. | :32:39.
them, tens of thousands of people are elsewhere and we will have a | :32:40. | :32:42.
video conference session with them and I will be addressing those | :32:43. | :32:49.
crowds. One very important point is the following. Ankara, the police | :32:50. | :32:56.
special operations unit and the Ankara police headquarters came | :32:57. | :33:04.
under heavy fire by the coup plotters and despite that they'd | :33:05. | :33:08.
never hesitated and they continued serving their nation and the police | :33:09. | :33:14.
officers and those others who remain in their positions and who fought | :33:15. | :33:21.
until the end is worth of praise. Also we have soldiers within the | :33:22. | :33:24.
Turkish Armed Forces that stood against the attempted coup and some | :33:25. | :33:30.
of them lost their lives and our nation will never forget their | :33:31. | :33:31.
bravery and sacrifice. And there was also a case of a | :33:32. | :33:57.
non-commissioned officer that killed a coup plotter because he could not | :33:58. | :34:03.
obey by an order given to him, he himself was then killed by the | :34:04. | :34:11.
plotters. The governors, the municipalities, starting from the | :34:12. | :34:14.
moment they were notified of this attempt, they used all of their | :34:15. | :34:18.
forces to side with donation, I would like to congratulate all of | :34:19. | :34:22.
the administrators and executives in those places. Similarly I would like | :34:23. | :34:28.
to convey my gratitude to all media outlets and civil society | :34:29. | :34:33.
organisations that sided with the will of the nation against the | :34:34. | :34:39.
attempted coup. My dear nation, fraternity has played the strongest | :34:40. | :34:42.
unity between the state and nation in the face of the attempted coup of | :34:43. | :34:50.
the 15th of July. The state came to UNISON with the nation and the | :34:51. | :34:56.
nation did the same, the exact thing. Notes citizen should have or | :34:57. | :35:01.
no institution should have the slightest concern with regard to | :35:02. | :35:06.
democracy, the rule of law and the fundamental rights and freedoms, the | :35:07. | :35:11.
state of emergency declared by our government has the purpose of | :35:12. | :35:14.
protecting those furry values from attacks against those, that is the | :35:15. | :35:21.
main principle. -- those very values. We took similar steps in the | :35:22. | :35:28.
face of terrorist incidents, we simply cannot be compared to what | :35:29. | :35:32.
has happened in Turkey and those who did not voice their concerns in the | :35:33. | :35:36.
face of those incidents have no right to criticise this decision | :35:37. | :35:41.
that we have made, they should first look at their own cells, we do not | :35:42. | :35:50.
want the appreciation of anyone, they should simply stay out of our | :35:51. | :35:57.
way. This nation has the might to determine its own destiny, everyone | :35:58. | :36:02.
should know that. And I would like to especially underlying that the | :36:03. | :36:05.
declaration of the state of emergency has the sole purpose of | :36:06. | :36:10.
taking the necessary measures in the face of terrorist threat that our | :36:11. | :36:16.
country is facing and also protecting democracy, the rule of | :36:17. | :36:19.
law and the fundamental rights and freedoms. Especially the domestic | :36:20. | :36:28.
and international actors of our economy shouldn't have the slightest | :36:29. | :36:32.
concern with regard to the implementation of the state of | :36:33. | :36:35.
emergency, they should have no hesitation whatsoever. Now, SNP | :36:36. | :36:47.
might have downgraded Turkey's credit rating from static negative, | :36:48. | :36:54.
the outlook, but what do you have to do with Turkey, Turkey is not a | :36:55. | :36:59.
member of yours, this organisation, the institution, did similar things | :37:00. | :37:03.
previously and we told them we no longer wanted to have ties with them | :37:04. | :37:08.
and we put an end to those ties. Now they are declaring a political | :37:09. | :37:12.
decision in their own mind, their own consideration, it is a way for | :37:13. | :37:19.
them of thinking maybe this will sort out the investment in Turkey, | :37:20. | :37:25.
you had better not to meddle with Turkey, not mess with Turkey, you | :37:26. | :37:28.
did the same thing in the past, it did not work and it will not work | :37:29. | :37:33.
this time because we will remain determined, we will continue the | :37:34. | :37:36.
investment and you will see this is the case. We inaugurated the bridge | :37:37. | :37:44.
under the 26th of August we will be inaugurating the other bridge, on | :37:45. | :37:51.
the 20th of centre, God willing, we will be inaugurating the Eurasian | :37:52. | :37:55.
tunnel crossing under the sea in the Bosporus so... This decision of | :37:56. | :38:02.
yours will not mean anything because we will continue with these | :38:03. | :38:07.
investments and these inaugurations. So this assessment does not impact | :38:08. | :38:13.
the reality of the Turkish economy, in these times, they can do | :38:14. | :38:21.
anything. They, in fact, wait for and look for these kinds of Mormons. | :38:22. | :38:28.
-- moments. They will start spreading viruses in the markets, | :38:29. | :38:32.
they will start taking different kinds of steps. But let me be very | :38:33. | :38:40.
clear about one point. Turkey in the upcoming period, will continue its | :38:41. | :38:44.
economic reforms without any interruption, especially incentives | :38:45. | :38:50.
with regard to increasing savings. The Central Bank also had very nice | :38:51. | :38:57.
news, good news to share. It alleviated some concerns and removed | :38:58. | :39:03.
some obstacles and I think it will continue in the same vein, there | :39:04. | :39:07.
will be no problem of liquidity in the market, it isn't the case, it | :39:08. | :39:13.
will not happen. And we will remain very sensitive with regard to the | :39:14. | :39:19.
markets functioning and we will pursue a rational economic policy so | :39:20. | :39:28.
we will never sacrifice from financial discipline and we will | :39:29. | :39:32.
continue as always. I would like to wish that the national security | :39:33. | :39:36.
council meeting that we held today and the meeting of the Council of | :39:37. | :39:40.
ministers that followed, will be beneficial for our nation and what I | :39:41. | :39:48.
have a to my nation is this. People should not say, oh no, there is a | :39:49. | :39:51.
state of emergency that has been declared. Well Governor step out of | :39:52. | :40:01.
office and will be Armed Forces take control? No, of course not, it will | :40:02. | :40:05.
not happen, quite on the contrary, the powers and the authorities of | :40:06. | :40:09.
our governors will be further expanded and reinforced. The Armed | :40:10. | :40:16.
Forces will be in the service of our governors and under their command | :40:17. | :40:20.
and control and they will be part of the process. And we have never | :40:21. | :40:27.
sacrificed anything from democracy and we will never do so in the | :40:28. | :40:36.
future. And the Armed Forces remain under the instructions of the | :40:37. | :40:41.
government and they will act in unison with the government. And as | :40:42. | :40:46.
for the provision of our Constitution... As the President | :40:47. | :40:55.
elected to office by this nation, as the commander-in-chief, I will also | :40:56. | :41:06.
attend to it so that all of the viruses within the Armed Forces will | :41:07. | :41:11.
be cleansed, if other institutions, the Turkish national police and | :41:12. | :41:14.
others, as you have been observing, the cleansing is continuing and we | :41:15. | :41:20.
will remain very determined in cleaning all of these institutions | :41:21. | :41:23.
from these elements because it is very similar to a cancer virus. It | :41:24. | :41:29.
is like a metastases that is going on in the body that has Turkey, that | :41:30. | :41:33.
has this nation and we will clean it out so that the nation will continue | :41:34. | :41:37.
to live in peace and tranquillity and will remain hopeful of their | :41:38. | :41:43.
future. I would like to remind this to my people, to my nation. Do not | :41:44. | :41:48.
have any concerns. There is no reason to have any concerns. Turkey | :41:49. | :41:58.
has overcome this challenge. And Turkey will continue, will come out | :41:59. | :42:02.
of that as a stronger nation by investing more. And I would like to | :42:03. | :42:09.
