Hello, I'm Ros Atkins, this is Outside Source. | :00:09. | :00:11.
In Haiti, rescue workers are struggling to reach the areas | :00:12. | :00:13.
There is a stark warning from the UN on Syria. The city of Aleppo, this | :00:14. | :00:39.
rate, could be totally destroyed. Thousands of Syrian civilians, not | :00:40. | :00:41.
terrorists, will be killed. Yesterday we told you that | :00:42. | :00:44.
Antonio Guterres was on track to be the next UN Secretary General - | :00:45. | :00:47.
today it's been confirmed. We will hear what he has been | :00:48. | :00:55.
saying. We will also talk about the battle to become the next leader of | :00:56. | :01:00.
the United Kingdom Independence Party. The leadership favourite, | :01:01. | :01:05.
Steven Woolfe, has been taken to hospital in Strasbourg after an | :01:06. | :01:10.
altercation at a party meeting. We are live in the studio, if you have | :01:11. | :01:16.
any questions on the stories we are covering, you will see the hashtag, | :01:17. | :01:20.
e-mail address and contacts on social media. | :01:21. | :01:33.
Let me bring you the latest on hurricane Matthew. Over 100 people | :01:34. | :01:41.
have been killed in Haiti. Thousands more have been displaced. The extent | :01:42. | :01:46.
of the destruction is only now becoming clear. Here are some of the | :01:47. | :01:49.
pictures that have come in today from the south-west of Haiti. These | :01:50. | :01:55.
show you clearly the extent of the destruction. Entire towns have been | :01:56. | :02:00.
flattened. This is a place called Jeremie. This main road goes to the | :02:01. | :02:17.
capital, Port-au-Prince. This picture was taken before the storm. | :02:18. | :02:21.
This is a very similar picture, taken after. You can see that the | :02:22. | :02:27.
bridge is completely gone. That means that locals are having to do | :02:28. | :02:32.
things like wading through water to get from one side of the river to | :02:33. | :02:36.
the other. No road means there is much harder to get aid to people | :02:37. | :02:41.
that desperately need it. A lot of different aid agencies are involved | :02:42. | :02:48.
in getting help it to Haiti. One of them is World Vision Usa. It has | :02:49. | :02:53.
been sharing images of what it has been coming up against. The damage | :02:54. | :02:58.
to the road makes it completely unusable. After Haiti, the storm | :02:59. | :03:03.
headed to the Bahamas. It has very much arrived. Wind speeds have been | :03:04. | :03:11.
recorded at 200 kilometres. See traffic has been halted, | :03:12. | :03:14.
understandably. People are urged to move to higher ground, but the | :03:15. | :03:17.
problem with the Bahamas is there is not much high ground to head for. | :03:18. | :03:23.
Next in line, after the Bahamas, it's Florida. This is the message | :03:24. | :03:27.
from the State governor. Are you willing to take a chance to risk | :03:28. | :03:31.
your life? Are you willing to take a gamble? That is what you're doing. | :03:32. | :03:35.
If you are reluctant to evacuate, think of all of the people the storm | :03:36. | :03:40.
has already killed. You and your family could be among these numbers | :03:41. | :03:44.
if you do not take this seriously. We will keep you up-to-date with the | :03:45. | :03:50.
situation. Next, we want to turn to a stark warning from the United | :03:51. | :03:52.
Nations. The parts of Aleppo held by rebels | :03:53. | :03:59.
could be totally destroyed That is a map of the whole country, | :04:00. | :04:14.
this is a map of Aleppo. The areas marked in purple are controlled by | :04:15. | :04:18.
rebels. It is primarily the east of the country. The UN is assessing | :04:19. | :04:22.
that to do and 75,000 civilians are trapped there. | :04:23. | :04:25.
Staffan de Mistura is the UN envoy for Syria. | :04:26. | :04:29.
Who says the areas being attacked because that is where fighters from | :04:30. | :04:34.
the group formerly known as the Al-Nusra Front are. He sent this | :04:35. | :04:41.
message to the jihadists. Can you please look at my eyes? Those of the | :04:42. | :04:51.
Aleppo people, of the 275,000 civilians that are where you are, I | :04:52. | :05:03.
can confidently tell this 275,000 people that you're going to stay | :05:04. | :05:08.
there and that he remained there, and keep hostage, the refusal to | :05:09. | :05:16.
leave the city, because 1000 of you are deciding on the destiny of | :05:17. | :05:24.
275,000 civilians. I would like you to reply to this question, not to | :05:25. | :05:33.
be, but to those 275,000 people. If you do decide to leave, indignity, | :05:34. | :05:45.
and with your weapons, to a place you wanted to go, I am ready to | :05:46. | :05:50.
personally accompany you. It is a marked change of tactics. He wants | :05:51. | :05:59.
to live Iraq -- I want to get the opinion of Lyse Doucet. He has | :06:00. | :06:03.
thought this through, there is a blistering attack on East Aleppo, so | :06:04. | :06:08.
blistering it could be dead in two and half months. Russia and | :06:09. | :06:11.
President Assad's Ardie Savea reason they are doing this is because there | :06:12. | :06:16.
are terrorists there, mostly 1000 he mentioned from the Al-Nusra Front. | :06:17. | :06:22.
It almost calling their bluff, please leave, the bombing will stop. | :06:23. | :06:27.
Nobody believes that Al-Nusra Front, one of the strongest fighting forces | :06:28. | :06:31.
around Aleppo, is going to stop, or the bombing will stop. Is it the | :06:32. | :06:35.
case that all of the rebels in this part of Aleppo are from the Al-Nusra | :06:36. | :06:42.
Front? No, the figures were about 8000 copies had. They are constantly | :06:43. | :06:46.
shifting. At one point there were 50 different groups. A thousand | :06:47. | :06:51.
fighters, 900 or 1000 belong to the group that used to be called the | :06:52. | :06:55.
Al-Nusra Front. They recently said they are no longer linked to | :06:56. | :06:59.
Al-Qaeda and changed their name. A lot of people do not believe they | :07:00. | :07:03.
have completely severed their legs to Al-Qaeda, a group under UN | :07:04. | :07:08.
sanctions. He is now saying, you are the problem, because the solution. | :07:09. | :07:13.
There is a risk that he seems to be blaming those fighting the Syrian | :07:14. | :07:17.
government, rather than those carrying out the bombing? That is | :07:18. | :07:21.
what people who support the opposition are saying. Why are you | :07:22. | :07:26.
blaming that group? The Syrian army and Russian aeroplanes are bombing | :07:27. | :07:30.
hospitals, schools and civilians. He gave the figure that to murder | :07:31. | :07:33.
children died at the last week. These are not terrorists being | :07:34. | :07:40.
killed. If it was so easy to take out one part of the cancer, people | :07:41. | :07:45.
would have done it along time ago. The bombing is targeting much more | :07:46. | :07:49.
than the Al-Nusra Front. I get the impression that the only person that | :07:50. | :07:54.
controls the future of Aleppo is Vladimir Putin? It is very easy to | :07:55. | :07:58.
say that what Russia says, the Syrian army does, it does not work | :07:59. | :08:02.
that way. I think they have made treaties to President Assad | :08:03. | :08:05.
directly, but he does not want to step down, he does not want to go to | :08:06. | :08:10.
Moscow. He does not see anything in this war except military solutions. | :08:11. | :08:14.
He told English television today that he will fight until all of the | :08:15. | :08:19.
terrorists, as he calls them, are gone from Aleppo, the only way | :08:20. | :08:24.
forward he sees is local deals they have made, which amount to | :08:25. | :08:26.
surrenders in other parts of the country, they worked and they think | :08:27. | :08:31.
it could work in Aleppo. The cost in Aleppo will be enormous, a stain on | :08:32. | :08:39.
the entire world. The recent ceasefire was broken primarily by | :08:40. | :08:43.
the Russians and Americans, it collapsed. Diplomatic efforts | :08:44. | :08:47.
continue. Here is the French Foreign Minister describing what he is | :08:48. | :08:50.
calling a diplomatic mobilisation. He says I will be in Moscow and | :08:51. | :08:54.
Washington this week. He is looking for a new deal that France can take | :08:55. | :09:03.
to the UN. Here is the Russian view. TRANSLATION: Russia and the | :09:04. | :09:07.
government of the Syrian Arab Republic are ready to fulfil their | :09:08. | :09:11.
part of the agreements. It includes a ceasefire that was announced, but | :09:12. | :09:16.
violated by illegal military groups. It also includes humanitarian access | :09:17. | :09:21.
to the road, in full accordance with Russian and US documents. One of the | :09:22. | :09:28.
things that the new UN Secretary General is going to be worried | :09:29. | :09:32.
This time yesterday, we broke the news that the former | :09:33. | :09:36.
Prime minister of Portugal Antonio Guterresh was almost certain to be | :09:37. | :09:39.
the next secretary-general of the United Nations. | :09:40. | :09:41.
He's closer still now - after the unanimous support | :09:42. | :09:43.
To describe what I feel at the present moment, two words are | :09:44. | :10:01.
sufficient. Gratitude and humility. Gratitude, first of all, in relation | :10:02. | :10:04.
to the members of the Security Council for the confidence they have | :10:05. | :10:08.
expressed. But also to the General Assembly and to all member states | :10:09. | :10:14.
for having decided and exemplary process of transparency and | :10:15. | :10:18.
openness. These are some other reasons why is qualified for the | :10:19. | :10:34.
job. He held a post for six years as the President of the Socialist | :10:35. | :10:39.
International Group, and he spent a decade as the United Nations High | :10:40. | :10:44.
Commission on refugees. For those reasons, the United Nations Security | :10:45. | :10:46.
Council, the members, have decided he is the man to succeed Ban | :10:47. | :10:54.
Ki-moon. Later we will turn to Poland, there have been huge | :10:55. | :10:59.
protests against a planned complete ban on abortion. Parliament has | :11:00. | :11:02.
listened and gone back against the proposed bill that caused the | :11:03. | :11:04.
protests in the first place. Jeremy Corbyn has begun severing a | :11:05. | :11:21.
new front bench team. It follows his promise to unite the party. He made | :11:22. | :11:25.
a series of announcements, including a promotion for Diane Abbott, | :11:26. | :11:33.
becoming me Shadow Home Secretary. The former Validity loss, Shami | :11:34. | :11:39.
Chakrabarti, who took up a place in the House of Lords recently, becomes | :11:40. | :11:46.
Shadow Attorney General. Her peerage was controversial, it came shortly | :11:47. | :11:52.
after she headed a review concluding that Labour was not overrun by | :11:53. | :11:57.
anti-Semitism, Islamophobia or other forms of racism. Nick Brown is the | :11:58. | :12:06.
shadow Chief Whip, a long-time ally of Gordon Brown. He also served | :12:07. | :12:07.
under Tony Blair. This is Outside Source. The lead | :12:08. | :12:23.
story comes from Haiti, where hurricane Matthew has left a trail | :12:24. | :12:29.
of devastation. Over 100 people are so far known to have died. We can | :12:30. | :12:32.
bring you some of the main stories from BBC World Service. BBC Turkish | :12:33. | :12:38.
is reporting five people have been injured in a bomb attack targeting a | :12:39. | :12:43.
police station in Istanbul. Nine Australians, some of whom you can | :12:44. | :12:47.
see there, arrested at the relation Formula 1 Grand Prix for stripping | :12:48. | :12:50.
down to swimming trunks have walked out of court. There were charged | :12:51. | :12:54.
with causing a public nuisance. It comes with a fine, not a jail term, | :12:55. | :12:58.
but it is not clear how much has been paid. The group expressed deep | :12:59. | :13:01.
regret. The Norwegian prime minister | :13:02. | :13:04.
has been caught playing Pokemon Go during a debate | :13:05. | :13:07.
in Norway's parliament. Evidently the game's popular among | :13:08. | :13:09.
Norwegian politicians - The leader of Norway's Liberal party | :13:10. | :13:11.
was seen playing during a meeting on national | :13:12. | :13:13.
security back in August. Earlier this week these protests | :13:14. | :13:22.
were happening in Poland. They were against a bill | :13:23. | :13:28.
for a near-total ban on abortion. Today Poland's parliament | :13:29. | :13:32.
has rejected it. The scale of the demonstrations | :13:33. | :13:36.
appear to have swayed One minister said they "caused us | :13:37. | :13:38.
to think and taught us humility" and insisted "Abortion | :13:39. | :13:48.
will certainly not be banned when the woman is the victim of rape | :13:49. | :13:50.
or if her life or her health Robert Mugabe has opened | :13:51. | :13:54.
the new session of Zimbabwe's There's particular attention | :13:55. | :13:58.
on this because of a wave Arriving for the opening of | :13:59. | :14:15.
Parliament with his wife, Grace, by his side. Robert Mugabe, showing no | :14:16. | :14:19.
signs of slowing down. The 92-year-old has been in power for | :14:20. | :14:23.
more than three decades. But his country is in trouble. Zimbabwe's | :14:24. | :14:30.
economy is imploding. The country is running out of cash. Even a simple | :14:31. | :14:35.
task of withdrawing money from the bank takes hours. It is estimated | :14:36. | :14:40.
85% of the population is unemployed. The majority relies on street trade | :14:41. | :14:53.
to eke out a living. These vendors sleep on the street, too poor to | :14:54. | :14:57.
make the trip home. For millions, life in Zimbabwe is too hard to | :14:58. | :15:01.
endure. In full view of the border, these young men illegally cross the | :15:02. | :15:06.
river into South Africa in search of jobs. It is estimated that between | :15:07. | :15:14.
three and 6 million Zimbabweans now live in Zimbabwe. There is no job, | :15:15. | :15:28.
no food. No job, and now people are beating us. Desperation has forced | :15:29. | :15:32.
millions of Zimbabweans to cross the border by any means. This has been | :15:33. | :15:38.
happening for many years. But with the current situation in Zimbabwe, | :15:39. | :15:42.
the numbers could increase. The deepening poverty appears to have | :15:43. | :15:46.
united many, demanding economic reforms and an end to government | :15:47. | :15:51.
corruption. The economy is not functioning. People are losing jobs. | :15:52. | :15:56.
If you are selling goods in manufacturing, you stop | :15:57. | :15:58.
manufacturing because nobody is buying your guts. It is a downward | :15:59. | :16:08.
spiral. Robert Mugabe must go! For the first time in a decade, they | :16:09. | :16:12.
have taken to the streets to voice their discontent. The most vocal are | :16:13. | :16:16.
consistently and violently shut down. This man told the BBC how he | :16:17. | :16:21.
was electrocuted and left for dead. TRANSLATION: They gave me a electric | :16:22. | :16:28.
shocks and kept beating me until my body was numb. They thought I was | :16:29. | :16:31.
dead, they left me at the side of the road and drove away. The | :16:32. | :16:36.
government has denied any overuse of force. This is unwarranted | :16:37. | :16:42.
provocation. I am so proud of the police, exercising restraint on all | :16:43. | :16:46.
occasions. They have never used excessive force. They have used | :16:47. | :16:51.
appropriate force. Anti-government protests look set to continue ahead | :16:52. | :16:55.
of the 2018 elections in which President Mugabe seeks his eighth | :16:56. | :17:01.
term in office. For now, Zimbabweans will find what ever means they can | :17:02. | :17:06.
to make a living, despite the ailing economy. | :17:07. | :17:11.
Already, we have heard stories from Zimbabwe, Poland, the UK, Haiti and | :17:12. | :17:19.
Syria. Next, business. We will talk about the website 4chan. Some of you | :17:20. | :17:23.
may use it. You can post anonymously about whatever you like, really. | :17:24. | :17:29.
Really, anything goes. It is hugely popular. It has about 27 million | :17:30. | :17:33.
users. But it is in financial trouble. Here is its owner, saying | :17:34. | :17:38.
advert revenue is getting worse and costs are getting high because of | :17:39. | :17:45.
more users. When I first saw the story, I will surprise that 4chan | :17:46. | :17:49.
was ever making money, it has never been in the mainstream of Web | :17:50. | :17:53.
culture, it has always chosen to operate if not in the shadows, the | :17:54. | :18:00.
periphery of the web? But there is a cost in running the site, the cost | :18:01. | :18:05.
of service, maintaining the site, the fees associated with that. It | :18:06. | :18:11.
really had to find their way to make money. The wait was doing that was | :18:12. | :18:16.
adverts. The problem with adverts on 4chan is that a lot of people have | :18:17. | :18:22.
pop-up blockers. They're not getting that much money, especially when you | :18:23. | :18:26.
factor in all of those other costs associated with it. They are not | :18:27. | :18:30.
making enough money to actually make it a viable option. What is the | :18:31. | :18:36.
plan? Well, the plan is to perhaps see if it can find other ways of | :18:37. | :18:42.
funding itself. One person that has already expressed some interest in | :18:43. | :18:51.
helping out is Martin Chip -- and man you might not remember, the man | :18:52. | :18:55.
who owned the pharmaceutical company that raised the price by | :18:56. | :19:04.
astronomical amounts. He is gaining fame by taking an the role of being | :19:05. | :19:09.
the most hated man in America, Martin Shkreli. Recently he had a | :19:10. | :19:14.
campaign saying you could punch him in the face a campaign saying you | :19:15. | :19:17.
could punch him in the face of you donated money. This is another | :19:18. | :19:24.
option for him, trying to be a backer for 4chan. People are not | :19:25. | :19:27.
sure if it is a publicity stunt or not. | :19:28. | :19:32.
The BBC has seen an independent report on the possible expansion | :19:33. | :19:34.
of Heathrow airport - and it finds that a third runway | :19:35. | :19:37.
could be built without breaking European pollution laws. | :19:38. | :19:42.
The British Government is in the process of deciding | :19:43. | :19:44.
whether to expand Heathrow or instead to expand | :19:45. | :19:46.
Pollution is one of the key reasons people oppose a bigger Heathrow. The | :19:47. | :20:12.
air near the airport already breaks EU law in some places, campaigners | :20:13. | :20:15.
fear a new runway would make it worse. This new research, funded by | :20:16. | :20:24.
an impartial council with no link to the airport or government, suggests | :20:25. | :20:29.
that expansion will not mean breaking official European health | :20:30. | :20:32.
laws. This is one of the units we built for the study. You can see the | :20:33. | :20:36.
sensors measuring the particles and gases. We expect there to be a | :20:37. | :20:42.
marginal increase in the amount of nitrogen dioxide coming from the | :20:43. | :20:45.
airport itself. But that would be against a background of a very much | :20:46. | :20:50.
reduced nitrogen dioxide from the other general traffic flow, because | :20:51. | :20:59.
of the transition to new engines, electrifying the fleet. The study | :21:00. | :21:04.
says it comes down to cars, lorries and buses, not aeroplanes, because | :21:05. | :21:08.
that is where the bulk of the poisonous nitrogen dioxide gas comes | :21:09. | :21:13.
from around Heathrow. It predicts that by 2030, when a runway could be | :21:14. | :21:18.
built, vehicle engines will be so much cleaner that they will actually | :21:19. | :21:22.
cut pollution. Opponents call it wishful thinking. We should be very | :21:23. | :21:27.
cautious about research anticipating dramatic improvements in vehicle | :21:28. | :21:29.
efficiency. We have been here before. The last time we had a | :21:30. | :21:34.
the models told us everything would the models told us everything would | :21:35. | :21:40.
be sorted by now, it has not come to pass. After years of sweeping the | :21:41. | :21:44.
decision under the carpet, ministers are about to announce whether to | :21:45. | :21:51.
enlarge Heathrow or Gatwick. Whatever they pick, opponents will | :21:52. | :21:52.
not take it lying down. I want to come back to the lead | :21:53. | :22:03.
story, the impact of Hurricane Matthew. The death toll in Haiti has | :22:04. | :22:08.
passed 100. We were showing your pictures of a town called Jeremie. | :22:09. | :22:13.
More copy has come in on that particular town. This is from AFP, | :22:14. | :22:18.
telling us it has experienced complete destruction when it was hit | :22:19. | :22:29.
by hurricane Matthew. In the meantime, I want to turn to Florida, | :22:30. | :22:32.
bracing itself for Hurricane Matthew. Let's go live to Melbourne. | :22:33. | :22:41.
Thanks for joining us. Bring us up to date on the preparations for the | :22:42. | :22:50.
storm. People are taking the warnings of the hurricane very | :22:51. | :22:55.
seriously. There are a evacuation orders in place from Florida all the | :22:56. | :23:03.
way to Carolina, people being ordered to have mandatory | :23:04. | :23:06.
evacuations. It will be the largest evacuation in Florida's history. | :23:07. | :23:10.
Along the beaches, that is where the mandatory evacuations are. Within | :23:11. | :23:14.
the next couple of hours, there will be shutting down the bridges that go | :23:15. | :23:18.
between the beaches and the mainland, because it will become too | :23:19. | :23:21.
dangerous for vehicles to be travelling back and forth. The wind | :23:22. | :23:25.
is starting to pick up, we are starting to get the outer bands of | :23:26. | :23:31.
Hurricane Matthew. Those that did not evacuate have been boarding up | :23:32. | :23:34.
their homes, spent the day stocking up on supplies. As we get into the | :23:35. | :23:39.
night, with the storm expected to hit, they are telling people to stay | :23:40. | :23:45.
in their homes. With this many people on the move, does the federal | :23:46. | :23:49.
government offer them somewhere to go, or do they just have to find | :23:50. | :23:55.
relatives and friends? There are going to relatives and friends. A | :23:56. | :23:59.
lot of people are heading over to Florida's West Coast. That is not in | :24:00. | :24:03.
the impact zone. We learned earlier today that all of hotels in | :24:04. | :24:07.
Southwest Florida are now sold out. We know a lot of people are trying | :24:08. | :24:11.
to head north to get to other areas of safety, stay with friends or | :24:12. | :24:15.
family, try to find hotels that have vacancies. Many of the hotels, | :24:16. | :24:19.
especially along the coast, they are telling people to evacuate. Those | :24:20. | :24:25.
people are having to scramble and find a place to stay. How much time | :24:26. | :24:29.
do we think we have before the storm really hits? Last we saw, it is | :24:30. | :24:34.
expected to hit a late tonight. Maybe around midnight. We are | :24:35. | :24:38.
already starting to feel some of the impact, the outer bands are starting | :24:39. | :24:43.
to hit, the wind is picking up. We have already experienced heavy rain | :24:44. | :24:46.
and it is only going to get worse through the evening. In terms of the | :24:47. | :24:50.
areas being evacuated, presumably some people will stay to look after | :24:51. | :24:54.
the buildings and people who decide to remain? They will, there are some | :24:55. | :25:02.
people, you know, this is an area prone to storms. I grew up in the | :25:03. | :25:06.
next town over, I know that Floridians tend to be hardened to | :25:07. | :25:11.
this kind of thing. Many people stay behind and say they think they will | :25:12. | :25:14.
be all right, but there is a major warning. The governor of Florida | :25:15. | :25:19.
said today, evacuate, evacuate, evacuate. That is his message, | :25:20. | :25:23.
because the storm will kill people, he said. He has given a very | :25:24. | :25:26.
strongly worded message to people that they need to get out, even if | :25:27. | :25:30.
they live in a building they might want to protect, especially along | :25:31. | :25:33.
the beaches, they are telling people to leave. With the bridges being | :25:34. | :25:35.
shut down, if there is an emergency, | :25:36. | :25:49.
related to the storm or not, emergency services may not be able | :25:50. | :25:52.
to get to them and they may not be able to get the help they need. I | :25:53. | :25:55.
always appreciate you coming on, thank you very much. Do stay with | :25:56. | :25:57.
us. We have another hour of international news coming up. | :25:58. | :26:08.
If you have been watching the news, you will have heard about the | :26:09. | :26:13.
extremely dangerous hurricane | :26:14. | :26:14. |
