molesting them when they were

Hello, welcome to Outside Source.
Again tonight we start in Zimbabwe. | 0:01:10 | 0:01:14
In particular with this image which
has come into the newsroom just | 0:01:14 | 0:01:18
hours ago. It is of course of the
president of Zimbabwe, Robert | 0:01:18 | 0:01:22
Mugabe. He is standing next to the
man who has placed him under house | 0:01:22 | 0:01:32
arrest. They've been holding talks
in Harare but we don't know the | 0:01:32 | 0:01:36
outcome of the talks. So we don't
know if that means President Mugabe | 0:01:36 | 0:01:40
will step down or not. Meanwhile on
the streets of the country, in | 0:01:40 | 0:01:46
particular the capital, there are
still troops but the situation is | 0:01:46 | 0:01:51
being described as calm at the
moment. Meanwhile other countries | 0:01:51 | 0:01:56
are becoming involved in what is
happening in Zimbabwe. South Africa | 0:01:56 | 0:02:00
has sent a special envoys. They were
in the talks in Harare. In another | 0:02:00 | 0:02:07
emergency meeting, in Botswana, the
Southern African development | 0:02:07 | 0:02:10
community has its own emergency
meeting and we received an update | 0:02:10 | 0:02:15
about this particular meeting which
ended with the recommendation of an | 0:02:15 | 0:02:19
extraordinary emergency summit.
Frankly, another meeting, following | 0:02:19 | 0:02:24
that meeting. It is to be attended
by all heads of state. In other | 0:02:24 | 0:02:29
words we really have no decision
yet. Let's get the very latest. My | 0:02:29 | 0:02:35
colleague Ben Brown is in Zimbabwe.
No real decisions yet from the | 0:02:35 | 0:02:40
meeting that Robert Mugabe held? We
don't exactly know what's going on | 0:02:40 | 0:02:47
inside those talks. It is
fascinating. You have what looks | 0:02:47 | 0:02:52
like a coup d'etat, a military
takeover, and then suddenly today we | 0:02:52 | 0:02:56
see these pictures of the man who
led that military takeover, whatever | 0:02:56 | 0:03:00
you want to call it, the commander
of the Zimbabwean defence forces, | 0:03:00 | 0:03:06
General Constantine Ojha Wenger,
sitting on a sofa with Mr Mugabe. | 0:03:06 | 0:03:09
They both seem to be smiling and
looking relaxed. We don't know | 0:03:09 | 0:03:13
exactly what they are talking about.
South African mediators were there, | 0:03:13 | 0:03:18
to try to mediate. One school of
thought says Mr Mugabe is trying to | 0:03:18 | 0:03:27
cling on to power, he's had power
for 70 years, he's a wily fox and | 0:03:27 | 0:03:32
nobody would bet against him getting
out of this. A lot of reports on the | 0:03:32 | 0:03:37
other hand suggest that what he is
trying to do now is get some of | 0:03:37 | 0:03:44
safety and security for him and his
family way he would step down in an | 0:03:44 | 0:03:48
orderly process and there would be a
new transitional government with his | 0:03:48 | 0:03:53
former vice president, now his
president and also Morgan | 0:03:53 | 0:03:57
Tsvangirai, the Leader of the
Opposition movement, as Prime | 0:03:57 | 0:04:01
Minister. Fascinating. What of
Robert Mugabe's wife, Grace. Grace | 0:04:01 | 0:04:12
's decades younger than her husband.
She is really the reason this | 0:04:12 | 0:04:15
happened. The military was fed up
with her, this is up power struggle | 0:04:15 | 0:04:21
within the ruling Zanu-PF movement.
It was a struggle with the former | 0:04:21 | 0:04:34
prior vice president, Emmerson
Mnangagwa, that has brought this to | 0:04:34 | 0:04:36
a boil. The military side with him,
President Mugabe wanted her, it | 0:04:36 | 0:04:41
seems, effectively to take over when
he died. So there was this power | 0:04:41 | 0:04:47
struggle within Zanu-PF. That's why
the military stepped in now. If you | 0:04:47 | 0:04:51
talk to people on the streets in
Zimbabwe, a lot of people are | 0:04:51 | 0:04:55
quietly hoping that this will mean
real change, that Zimbabwe is now at | 0:04:55 | 0:04:59
a crossroads. Although they are now
wondering that even if Mugabe goes, | 0:04:59 | 0:05:06
would this man, Emmerson Mnangagwa,
his former vice president, who was | 0:05:06 | 0:05:11
also a fighter alongside Robert
Mugabe, who has been accused by many | 0:05:11 | 0:05:15
of carrying out massacres in
Matabeleland in years gone by, would | 0:05:15 | 0:05:21
he be that much better? So that are
huge questions still to be answered | 0:05:21 | 0:05:27
here in Zimbabwe. Of course Ben.
Thank you very much for the time | 0:05:27 | 0:05:30
being. As Ben said, a lot of
developments. Keep up to date with | 0:05:30 | 0:05:37
every moment of what is happening.
Our online team have been talking | 0:05:37 | 0:05:42
about the different issues. They've
put together a life page so all the | 0:05:42 | 0:05:47
different reactions are coming
together and we are following all | 0:05:47 | 0:05:49
the different tweets like this,
following the dream of a more | 0:05:49 | 0:05:57
prosperous future. This is something
Andrew Harding, my colleague, has | 0:05:57 | 0:06:01
been looking at. He says it's hard
to find anyone who wants President | 0:06:01 | 0:06:06
Mugabe to stay on. Everyone is
feeling this enormous sense of | 0:06:06 | 0:06:11
anticipation. They believe that
President Robert Mugabe, the only | 0:06:11 | 0:06:15
man they have ever known in charge
of this country, is on the cusp of | 0:06:15 | 0:06:20
stepping down so there is this
feeling that people want to | 0:06:20 | 0:06:25
celebrate, and yet so many people
have learned the hard way that | 0:06:25 | 0:06:28
politics is a very dangerous
business. People get arrested and | 0:06:28 | 0:06:34
disappear, the beatings and
killings. This has been a reality in | 0:06:34 | 0:06:37
Zimbabwe for many years. So people
are waiting. They are waiting for it | 0:06:37 | 0:06:42
to become official. They are waiting
either for the president to go on TV | 0:06:42 | 0:06:49
and announces resignation or perhaps
Emmerson Mnangagwa, his former | 0:06:49 | 0:06:55
busted deputy, now back on the back
of this military coup, to go on TV | 0:06:55 | 0:07:00
himself and say it's over. And then
I think we will see people relaxing | 0:07:00 | 0:07:04
and perhaps taking to the streets to
mark this extraordinary moment. So a | 0:07:04 | 0:07:10
lot of different possible scenarios.
We do get a sense from Andrew that | 0:07:10 | 0:07:15
headlines like these are not ones
that many people in Zimbabwe thought | 0:07:15 | 0:07:18
they would ever see. So if Robert
Mugabe does resign, who will take | 0:07:18 | 0:07:23
over? As Ben was saying, one of the
main people was this sacked vice | 0:07:23 | 0:07:33
president, Emmerson Mnangagwa. He is
with the Zanu-PF and is thought to | 0:07:33 | 0:07:40
have engineered the army takeover.
From what the African union says, | 0:07:40 | 0:07:44
his taking office could actually
satisfy regional powers who don't | 0:07:44 | 0:07:50
want instability in Zimbabwe.
Earlier the chief of the African | 0:07:50 | 0:07:53
union said that while they respect
the constitution, we want to return | 0:07:53 | 0:07:57
to order and will never accept the
military coup d'etat. They added | 0:07:57 | 0:08:01
that they know that there are
internal problems which need to be | 0:08:01 | 0:08:07
solved but not with an army
intervention. Now for many people | 0:08:07 | 0:08:12
one Zanu-PF leader taking over from
another will not be good enough. A | 0:08:12 | 0:08:19
leader of one of the opposition
parties is concerned that they are | 0:08:19 | 0:08:23
not involved in the talks that
result the images from. We have a | 0:08:23 | 0:08:35
constitution, you can become the
leader of the country, that would be | 0:08:35 | 0:08:38
against the constitution. The coup
itself was a conflagration of the | 0:08:38 | 0:08:45
constitution. Certainly the Southern
African community, which is | 0:08:45 | 0:08:51
negotiating, cannot be party to an
attempt to deconstruct and | 0:08:51 | 0:09:03
delegitimise the constitution. What
is key is for a road map to be | 0:09:03 | 0:09:09
designed to restore legitimacy in
this country. It must be a clear | 0:09:09 | 0:09:13
signpost that leads to a free, fair,
and contested election. It is the | 0:09:13 | 0:09:21
hope that if a free election does
not happen because of these events | 0:09:21 | 0:09:25
is another possibility is a
negotiated transitional government. | 0:09:25 | 0:09:29
The main opposition party says it
would consider being part of one. | 0:09:29 | 0:09:33
Morgan Tsvangirai leads the MDC. He
is a long-time rival to President | 0:09:33 | 0:09:38
Mugabe. Mr Mugabe needs to resign,
stepped down in line with national | 0:09:38 | 0:09:43
sentiment and expectation, taking
full regard of his legacy and the | 0:09:43 | 0:09:49
contribution to Zimbabwe. The baby
in negotiated, all inclusive | 0:09:49 | 0:09:59
transitional mechanism, -- that
there be a negotiated transitional | 0:09:59 | 0:10:06
mechanism, we emphasise
transitional, and that the nature | 0:10:06 | 0:10:12
and character of this mechanism be
agreed upon by all national | 0:10:12 | 0:10:17
stakeholders. Morgan Tsvangirai.
Check out our live web page. We've | 0:10:17 | 0:10:22
got lots more to come on Outside
Source including the United Nations | 0:10:22 | 0:10:26
warning that untold thousands of
people in Yemen could starve if the | 0:10:26 | 0:10:30
Saudi led blockade against the
country is not fully lifted. The BBC | 0:10:30 | 0:10:35
has an exclusive interview with the
Saudi Foreign Minister and we will | 0:10:35 | 0:10:37
hear from the United nation 's
Secretary General. | 0:10:37 | 0:10:50
Five months after the Grenfell Tower
fire the Metropolitan Police believe | 0:10:50 | 0:10:54
that the number of people known to
have died in the tragedy is 71, that | 0:10:54 | 0:10:58
includes a baby stillborn in
hospital after his mother escaped. | 0:10:58 | 0:11:02
Detectives began the investigation
in the summer with a list of 400 | 0:11:02 | 0:11:06
missing people. The final two
victims were formally identified | 0:11:06 | 0:11:10
today, they have been named as
Victoria King and her daughter | 0:11:10 | 0:11:15
Alexandra Atala. The police officer
leading the investigation describes | 0:11:15 | 0:11:19
what happened. When I went into
Grenfell Tower a few days after the | 0:11:19 | 0:11:24
fire had been pulled out, having
seen it with my own eyes, I honestly | 0:11:24 | 0:11:29
thought it was likely we would not
find everybody who had died. I am so | 0:11:29 | 0:11:33
pleased that the families and loved
ones of all those that have died | 0:11:33 | 0:11:36
that we have been able to find all
those who have died, recover them, | 0:11:36 | 0:11:43
identify them, return as much as we
possibly could back to their | 0:11:43 | 0:11:45
families. | 0:11:45 | 0:11:47
Welcome to Outside Source live from
the BBC News. Our lead story, he is | 0:11:56 | 0:12:01
still under house arrest, Robert
Mugabe, the president of Zimbabwe is | 0:12:01 | 0:12:06
a military general and South African
mediators as the Army retains | 0:12:06 | 0:12:10
control of the country. Other
stories making the news across the | 0:12:10 | 0:12:15
BBC, more than 50 people injured in

the magnitude, 5.4 earthquake is the
second strongest ever recorded in | 0:12:19 | 0:12:24
the country. It hit south-eastern
port city on Wednesday and there | 0:12:24 | 0:12:29
were more than 40 after-shocks. The
government of Peru has declared a | 0:12:29 | 0:12:35
public holiday to celebrate the
national football team becoming the | 0:12:35 | 0:12:40
32nd and final qualifier for next's
football World Cup finals in Russia. | 0:12:40 | 0:12:45
The final whistle saw exuberant
celebrations in the capital after a | 0:12:45 | 0:12:49
2-0 win over New Zealand. It's the
first time they have qualified for | 0:12:49 | 0:12:54
the finals since 1982. And
remarkably Japanese train company | 0:12:54 | 0:12:59
has apologised after one of its
Tokyo commuter trains left the | 0:12:59 | 0:13:03
station 20 seconds early! These
companies pride themselves on | 0:13:03 | 0:13:08
punctuality both arrivals and
departures, that statement gave | 0:13:08 | 0:13:14
deepest apologies for the early
running, saying that the driver | 0:13:14 | 0:13:18
failed to check the time. | 0:13:18 | 0:13:28
In the US state of Alabama the
embattled Republican candidate Roy | 0:13:28 | 0:13:33
Moore has defied calls to stand
aside after allegations of sexual | 0:13:33 | 0:13:37
assault. In the last half hour at
the White House intervened for the | 0:13:37 | 0:13:41
first time and this is what the
press secretary Sara Huckabee | 0:13:41 | 0:13:44
Sanders said. The president believes
that these allegations are very | 0:13:44 | 0:13:48
troubling and should be taken
seriously. He thinks the people of | 0:13:48 | 0:13:52
Alabama should make the decision on
who the next Senator should be. He | 0:13:52 | 0:13:57
believes Roy Moore should stay in?
The president said earlier this week | 0:13:57 | 0:14:02
that if the allegations are true
then Ryan Moore should step aside | 0:14:02 | 0:14:05
all is still firmly believes that.
-- Roy Moore. Mitch McConnell the | 0:14:05 | 0:14:12
senior Republican has called for Roy
Moore to step aside. This was Roy | 0:14:12 | 0:14:17
Moore's tweet in response to that,
he said bring it on. It kind of | 0:14:17 | 0:14:22
speaks for itself. We can go now to
Alabama. Print us up to date. We've | 0:14:22 | 0:14:29
had the first words from the White
House. -- bring us up to date? The | 0:14:29 | 0:14:36
president did issue a statement
earlier in the week, this is a more | 0:14:36 | 0:14:39
of a clarification that nothing more
from the president himself. He spoke | 0:14:39 | 0:14:46
yesterday and didn't mention this
after his Asia trip. Fundamentally | 0:14:46 | 0:14:48
the White House saying that these
allegations are troubling and should | 0:14:48 | 0:14:54
be taken seriously. On the other
hand, saying, we will leave it to | 0:14:54 | 0:14:59
the people of Alabama to decide the
fate of Ryan Moore. A contrast | 0:14:59 | 0:15:04
perhaps to the Republican leadership
in the Senate, Mitch McConnell | 0:15:04 | 0:15:07
saying he should step aside. The
White House hasn't said that | 0:15:07 | 0:15:11
emphatically. In the last few
moments the Alabama Republican | 0:15:11 | 0:15:16
steering committee has issued a
statement saying they are standing | 0:15:16 | 0:15:19
behind Roy Moore. They met yesterday
to decide whether or not they should | 0:15:19 | 0:15:24
take any sort of action. They could
have decertified him as a candidate. | 0:15:24 | 0:15:28
But they have weighed in this
evening, saying they fully support | 0:15:28 | 0:15:34
his candidacy, and not long ago we
did hear from Roy Moore. He was | 0:15:34 | 0:15:37
speaking at an event with faith
leaders. He emphatically denied the | 0:15:37 | 0:15:44
allegations, eight women have now
come forward alleging sexual | 0:15:44 | 0:15:47
misconduct, these are historic
allegations yet Ryan Moore | 0:15:47 | 0:15:54
emphatically denied those
allegations. He said he was not | 0:15:54 | 0:15:56
going anywhere and did not intend to
quit the race. He said, I'll quit | 0:15:56 | 0:16:01
standing when they put me in a box
and Lamy in the ground. You've | 0:16:01 | 0:16:06
spoken to the voters and they are
predominantly emphatically | 0:16:06 | 0:16:10
supportive of Ryan Moore, aren't
they. It depends, I was in | 0:16:10 | 0:16:16
Montgomery yesterday and spoke to a
group of Republican voters there | 0:16:16 | 0:16:22
very outspoken in the support of
him, questioning the allegations, | 0:16:22 | 0:16:27
asking why the women are making
these allegations when the alleged | 0:16:27 | 0:16:33
assaults took place years ago and
they believe it could be applied by | 0:16:33 | 0:16:37
the Democrats to undermine the
candidacy of Mr Moore. Today I am in | 0:16:37 | 0:16:41
Birmingham, Alabama I spoke to some
Republican voters earlier and every | 0:16:41 | 0:16:45
one of those said they believed that
Ryan Moore should step aside. When I | 0:16:45 | 0:16:51
ask, does that mean they would vote
for Democrats next month, some of | 0:16:51 | 0:16:54
them said that they were not sure.
That could be the issue in terms of | 0:16:54 | 0:17:00
whether he does well or not. Some of
these voters on the fence said they | 0:17:00 | 0:17:05
would rather vote for a Republican
like a Ryan Moore or a Democrat. The | 0:17:05 | 0:17:13
latest polls we saw suggested that
the Democratic candidate, Debbie | 0:17:13 | 0:17:18
Jones, was doing quite well, he was
even put a hat which was astonishing | 0:17:18 | 0:17:22
because Alabama is a solidly
Republican state. Thank you very | 0:17:22 | 0:17:28
much. Another US politician fighting
for his political career is the | 0:17:28 | 0:17:38
Democrat Al Franken. He has
apologised to a woman, a TV host, | 0:17:38 | 0:17:43
who alleges that Al Franken groped
her as she slept. She published this | 0:17:43 | 0:17:48
picture together with an article
that she road alongside Ed for the | 0:17:48 | 0:17:53
radio station K ABC. She claims the
senator forcibly kissed her day ring | 0:17:53 | 0:17:57
a rehearsal for a comedy skit. --
during a rehearsal. These | 0:17:57 | 0:18:03
allegations date back to the
thousand six when Al Franken, then a | 0:18:03 | 0:18:07
comedian, was on a tour of the
Middle East with the TV host. They | 0:18:07 | 0:18:11
were entertaining Army personnel. In
the article she says that she could | 0:18:11 | 0:18:17
not believe it, he groped her
without her consent while she was | 0:18:17 | 0:18:20
sleeping, adding how dare anybody
grab her breasts and think it is | 0:18:20 | 0:18:25
funny. It is important to say that
Al Franken has responded, saying | 0:18:25 | 0:18:33
that he doesn't remember the
rehearsal, one of the two | 0:18:33 | 0:18:37
allegations, in the same way but he
does send his sincere apologies to | 0:18:37 | 0:18:40
Leanne. He suggests that it was
meant to be funny, it clearly was | 0:18:40 | 0:18:46
not, he says he should not have done
it. A full length apology from Al | 0:18:46 | 0:18:51
Franken can be found online. I spoke
to our Washington correspondent and | 0:18:51 | 0:18:59
asked if Al Franken could survive
this. You have to say this in the | 0:18:59 | 0:19:06
context of the Me Too campaign were
a lot of leading men have been | 0:19:06 | 0:19:12
accused of sexual assault, and in
the light of the Roy Moore | 0:19:12 | 0:19:14
controversy which we've heard about,
a lot of Democrats have come out and | 0:19:14 | 0:19:19
condemned Roy Moore to say that he
should withdraw from the race, many | 0:19:19 | 0:19:23
Republicans as well, and that he
shouldn't be seated in the Senate if | 0:19:23 | 0:19:26
he wins that race. So now the
Democrats are in a difficult | 0:19:26 | 0:19:30
position where they have to talk
about one of their own, facing this | 0:19:30 | 0:19:34
type of accusation. This could be
challenging for Al Franken, he has | 0:19:34 | 0:19:40
apologised and taken responsibility
for this. A lot of politicians, both | 0:19:40 | 0:19:47
Democrats and Republicans, think
this should be handled by an ethics | 0:19:47 | 0:19:49
committee investigation in Congress.
We haven't yet heard any Democrats | 0:19:49 | 0:19:55
call for Al Franken to resign. At
least not Democratic officeholders. | 0:19:55 | 0:19:58
We've heard some liberal pundits,
saying this is a chance for the left | 0:19:58 | 0:20:07
to show that they should put their
money where their mouth is. We were | 0:20:07 | 0:20:15
speaking about Ryan Moore in
Alabama, he has called into question | 0:20:15 | 0:20:21
Mitch McConnell's reaction to the
allegations against Al Franken. He's | 0:20:21 | 0:20:27
brought them together. I'm looking
at a tweet that he sent out a couple | 0:20:27 | 0:20:36
of hours ago, saying let's just
investigate Al Franken. When it | 0:20:36 | 0:20:38
comes to Ryan Moore he says there is
zero evidence, the allegations were | 0:20:38 | 0:20:44
rejected, yet Mitch says that Ryan
Moore must quit. These allegations | 0:20:44 | 0:20:49
have yet to be disproved that the
article, in the Washington Post, was | 0:20:49 | 0:20:57
substantiated in talking to people
who need the accusers. That will be | 0:20:57 | 0:21:01
a strategy taken by Ryan Moore,
saying he is being handled | 0:21:01 | 0:21:05
differently than Mitch McConnell, at
to get him in particular. Anthony in | 0:21:05 | 0:21:13
Washington, we can follow him on
Twitter. | 0:21:13 | 0:21:20
The United Nations has appealed for
an urgent blockade on Yemen to be | 0:21:20 | 0:21:24
lifted. They say thousands of
people, including children will die | 0:21:24 | 0:21:27
if the blockade is not lifted. Yemen
has been devastated by a war between | 0:21:27 | 0:21:34
the internationally recognised
government backed by a Saudi led | 0:21:34 | 0:21:38
coalition and the Houthi rebels
backed by Iran. And after a rocket | 0:21:38 | 0:21:41
was fired towards the Saudi capital
towards the middle of the month said | 0:21:41 | 0:21:47
it had and it's blockade of that
country. Now the UN wants the Saudis | 0:21:47 | 0:21:51
to open the main seaport for aid.
Lister said has spoken to the Saudi | 0:21:51 | 0:21:58
minister of foreign affairs in
Riyadh. We are by far the largest | 0:21:58 | 0:22:04
provider of humanitarian assistance,
no country has provided more aid to | 0:22:04 | 0:22:09
Yemen and Saudi Arabia. When will
the airport open? When the Houthis | 0:22:09 | 0:22:16
handed it over to the UN, as they
said they would month ago, when they | 0:22:16 | 0:22:21
hand over the sport as they said
they would for almost a year, then | 0:22:21 | 0:22:25
the port will be opened. -- when
they hand over the port. Other | 0:22:25 | 0:22:30
airports in Yemen have been opened,
there are a number of ports along | 0:22:30 | 0:22:34
the red Sea and the Arabian Sea that
open and are being used, we are | 0:22:34 | 0:22:37
increasing capacity there. We bring
in humanitarian assistance into | 0:22:37 | 0:22:45
Yemen, and fortunately a large
percentage of humanitarian | 0:22:45 | 0:22:48
assistance provided by Saudi Arabia
and other countries is subject to | 0:22:48 | 0:22:53
looting by the Houthis. So they have
been asked to open the port because | 0:22:53 | 0:23:00
people will die of Star Bashan if
they do not and that doesn't trouble | 0:23:00 | 0:23:04
you, the consequences of not opening
the port -- die of starvation. The | 0:23:04 | 0:23:09
UN has recognised your concern is
that they are saying, work with them | 0:23:09 | 0:23:12
to open and that doesn't trouble
you, the consequences of not opening | 0:23:12 | 0:23:15
the port -- die of starvation. The
UN has recognised your concerns that | 0:23:15 | 0:23:17
they are saying, work with them to
open it more quickly. The United | 0:23:17 | 0:23:20
Nations has been trying to work with
the Houthis for almost a year for | 0:23:20 | 0:23:23
the Houthis to hand over the port
and haven't succeeded so I think the | 0:23:23 | 0:23:26
blame should be directed at the
Houthis, not at the coalition. What | 0:23:26 | 0:23:29
if a ballistic missile hit London
Heathrow Airport, wouldn't you | 0:23:29 | 0:23:32
protect your people? We have had
more than 70 ballistic missiles | 0:23:32 | 0:23:38
launched at our country. Tens of
thousands of students who can't go | 0:23:38 | 0:23:41
to school because of the warfare by
the Houthis. Civilians who have died | 0:23:41 | 0:23:48
because of the attacks by the
Houthis. In any country tolerate | 0:23:48 | 0:23:53
this? Of course not. UN Secretary
General Antonio Guterres spoke to my | 0:23:53 | 0:24:00
colleague about this catastrophe. It
is not easy. We are making a lot of | 0:24:00 | 0:24:06
effort, first trying to make sure
that the doors reopened for | 0:24:06 | 0:24:10
humanitarian assistant because we
have enormous difficulties for | 0:24:10 | 0:24:15
publishing in extreme danger. Three
more UN reports talking about the | 0:24:15 | 0:24:26
potential... It allows for
humanitarian assistance, immediate | 0:24:26 | 0:24:43
needs, and will be able to reach out
and go on insisting but beyond that | 0:24:43 | 0:24:46
we need peace. We need to engage in
parties and make the parties | 0:24:46 | 0:24:52
understand that this is a stupid war
that nobody is winning and it is a | 0:24:52 | 0:24:58
terrible price. So many of your
supporters say amazing things about | 0:24:58 | 0:25:04
your ability to make deals, but
criticism, they say that his style | 0:25:04 | 0:25:11
is to make general statements but
not to directly challenge | 0:25:11 | 0:25:15
governments on their actions. Have
you directly challenged them on | 0:25:15 | 0:25:21
this? We have published a report in
which there was strong opposition, | 0:25:21 | 0:25:36
challenging, we have no problem
challenging any government but our | 0:25:36 | 0:25:40
objective is to create the
conditions for peace. So we had to | 0:25:40 | 0:25:44
bring the parties together because
this is a war no one is winning and | 0:25:44 | 0:25:48
is causing a tremendous negative
impact for both sides. Antonio | 0:25:48 | 0:25:52

In Europe the Mediterranean has made
headlines with the storms increase | 0:26:21 | 0:26:26
and other areas, CDs and storm
clouds circling across the heart of | 0:26:26 | 0:26:28
the Mediterranean, and across Italy,
the Balkans is while -- Seabees | 0:26:28 | 0:26:34
storm clouds. They have had rain and
snow. This is being referred to as a | 0:26:34 | 0:26:41
developing Harry Kane because the
winds are strung out to sea. This | 0:26:41 | 0:26:44
nasty air of low pressure is still
with us on Friday, more strong winds | 0:26:44 | 0:26:51
to come, I suspect it is this area
of the Mediterranean that will get | 0:26:51 | 0:26:56
the worst of the winds and rain, so
potentially some disruption to come | 0:26:56 | 0:27:00
on Friday, and the bad weather will
continue into Saturday as well and | 0:27:00 | 0:27:05
by the time we get to Sunday,
slowly, I think, things will quieten | 0:27:05 | 0:27:10
down, some very rough weather to
come across this part of the world | 0:27:10 | 0:27:14
meanwhile across the pond fine
weather on the eastern seaboard but | 0:27:14 | 0:27:18
if you are heading to the midwest is
a big bear of low pressure, the | 0:27:18 | 0:27:23
weather is going downhill for the
weekend, and in the run-up to | 0:27:23 | 0:27:27
Thanksgiving which is just days away
we will see shots of cold air | 0:27:27 | 0:27:32
approaching the midwest and the
north-east of the United States and | 0:27:32 | 0:27:35
there could be quite a bit of snow
around the great Lakes region. | 0:27:35 | 0:27:39
Around the Caribbean the weather has
not been great in the east around | 0:27:39 | 0:27:44
the Leeward Islands, bigger
downpours in Santo Domingo, and | 0:27:44 | 0:27:56
that's likely to continue through
Friday and into Saturday. The rest | 0:27:56 | 0:28:00
of the Caribbean is looking much
quieter. In South Asia we have seen | 0:28:00 | 0:28:06
bigger downpours in the north-east
of India linked to this area of low | 0:28:06 | 0:28:10
pressure, more rainfall to come to
the cause of Friday, by Saturday, | 0:28:10 | 0:28:15
that area of cloud and rain will
start to fizzle away. That's a | 0:28:15 | 0:28:20
round-up of the world weather, let's
look at the weather in the UK, | 0:28:20 | 0:28:24
closer to home, and tomorrow we've
got chilly weather, the good news | 0:28:24 | 0:28:28
is, lots of sunny spells around as
well. This is how it looks early in | 0:28:28 | 0:28:32
the morning and as we head towards
lunchtime a lot of sunshine across | 0:28:32 | 0:28:38
England and Wales but blustery
conditions across Scotland, wintry | 0:28:38 | 0:28:41
showers across the hills, most areas
experiencing temperatures in single | 0:28:41 | 0:28:46
figures but at least the weather
will be crisp and sunny the most. A | 0:28:46 | 0:28:51
quick look into the weekend, again
fine weather that there could be | 0:28:51 | 0:28:55
rain on the way it particularly at
towards the West later in the | 0:28:55 | 0:28:59
weekend. Bye bye. | 0:28:59 | 0:30:09

Hello, welcome to Outside Source. | 0:31:06 | 0:31:07
In Cambodia the Supreme Court has
dissolved the country's | 0:31:07 | 0:31:09
main opposition party. | 0:31:09 | 0:31:19
This is important because it leaves
the government with no | 0:31:20 | 0:31:23
significant competitor ahead
of next year's elections. | 0:31:23 | 0:31:24
This is the moment
the announcement was made. | 0:31:24 | 0:31:27
TRANSLATION: The Supreme Court
announced firstly it and there's the | 0:31:27 | 0:31:31
lawsuit of the Ministry of the
interior, secondly it decided to | 0:31:31 | 0:31:36
dissolve the Cambodia National
Rescue Party from now on Word, and | 0:31:36 | 0:31:38
thirdly it decided to ban 180
members of the CNRP from political | 0:31:38 | 0:31:43
activities for five years. -- 118
members. | 0:31:43 | 0:31:50
The official reason for doing this
is that the Cambodia | 0:31:50 | 0:31:52
National Rescue Party,
the CNRP, the country's only | 0:31:52 | 0:31:54
significant opposition party,
conspired with foreigners | 0:31:54 | 0:31:56
to stage a revolution. | 0:31:56 | 0:31:57
But the move is being described
by rights groups as a | 0:31:57 | 0:32:03
"death of democracy" in Cambodia. | 0:32:03 | 0:32:06
Earlier the Vice President
of the CNRP, who fled | 0:32:06 | 0:32:08
Cambodia earlier this year,
talked about what it | 0:32:08 | 0:32:10
meant to her party. | 0:32:10 | 0:32:12
It has put a blow, a strong blow,
the democracy in Cambodia, but today | 0:32:12 | 0:32:17
the democratic movement in Cambodia
is stronger together. Together, | 0:32:17 | 0:32:22
stronger than ever. We will move on
towards our main goal. The people of | 0:32:22 | 0:32:28
Cambodia voted for the Cambodia
National Rescue Party, the | 0:32:28 | 0:32:31
opposition party, 3 million, more
than that, voted, and we are the | 0:32:31 | 0:32:37
only credible opposition in Cambodia
and we will continue to walk toward | 0:32:37 | 0:32:42
our main goal, which is change for
Cambodia. | 0:32:42 | 0:32:45
This is the prime minister, Hun Sen. | 0:32:45 | 0:32:47
He's been in power since 1985. | 0:32:47 | 0:32:52
And this move is just the latest
in a series of increasingly | 0:32:52 | 0:32:55
authoritarian measures he's taken
ahead of elections next year. | 0:32:55 | 0:33:00
In September this man,
the leader of the CNRP, | 0:33:00 | 0:33:02
was arrested on a treason charge. | 0:33:02 | 0:33:10
One of Cambodia's main independent
newspapers, the Cambodia Daily, | 0:33:10 | 0:33:12
was also forced to close. | 0:33:12 | 0:33:17
The BBC's Jonathan Head has tweeted. | 0:33:17 | 0:33:21
"So Hun Sen has dispensed
with opposition and shut down | 0:33:21 | 0:33:23
the CNRP - in the past he's been
confident enough of winning | 0:33:23 | 0:33:26
elections without such
a drastic step." | 0:33:26 | 0:33:31
Of course he knows about this all
very well. | 0:33:31 | 0:33:33
Of course he knows
about this all very well. | 0:33:33 | 0:33:35
One reason he might be worried,
the last election in 2013 gave | 0:33:35 | 0:33:38
the government 68 seats -
but the CNRP got 55, | 0:33:38 | 0:33:41
and that was with them disrupting
the results, saying the process had | 0:33:41 | 0:33:44
serious irregularities. | 0:33:44 | 0:33:51
Nga Pham is a South East Asia
analyst for the BBC - | 0:33:51 | 0:33:59
I asked her why Hun Sen might have
done this now. | 0:33:59 | 0:34:04
Well, I think that these
events happened and didn't | 0:34:04 | 0:34:06
catch anyone by surprise. | 0:34:06 | 0:34:10
We all anticipated something
like that would happen. | 0:34:10 | 0:34:12
Many think that Hun Sen did it now
because he is not confident | 0:34:12 | 0:34:18
that his party is going to win
next year's election. | 0:34:18 | 0:34:20
But actually I think he does now
because he is confident | 0:34:20 | 0:34:23
he can get away with that. | 0:34:23 | 0:34:27
The conditions are mature for him to
actually terminate and eradicate the | 0:34:27 | 0:34:34
position from political life in
Cambodia this time. But he has not | 0:34:34 | 0:34:37
done it before. Was he slightly
shocked by the result of the last | 0:34:37 | 0:34:41
election, how well the opposition
did? I think he was actually quite | 0:34:41 | 0:34:46
surprised that the opposition party,
the Cambodia National Rescue Party, | 0:34:46 | 0:34:50
was that popular. I actually went to
Cambodia after the election and | 0:34:50 | 0:34:54
attended a few rallies. I also spoke
to Sam Rainsy, the former president, | 0:34:54 | 0:35:01
and Mu Sochua, and I could see how
popular they were. The Cambodia | 0:35:01 | 0:35:06
National Rescue Party was extremely
popular, especially among the young | 0:35:06 | 0:35:09
population who want to change.
Obviously Hun Sen site as a | 0:35:09 | 0:35:14
challenge, and now when he can he
just is determined to eradicate them | 0:35:14 | 0:35:19
-- he saw it as a challenge. It is
also a question of money as well as | 0:35:19 | 0:35:24
one of the election. | 0:35:24 | 0:35:26
As the journalist Kevin
Doyle points out... | 0:35:26 | 0:35:28
"Aid without accountability:
"Billions of aid dollars have been | 0:35:28 | 0:35:30
spent on supporting Cambodians
to develop a democratic system that | 0:35:30 | 0:35:32
respects the rule of law
and basic human rights." | 0:35:32 | 0:35:35
But now, with more Chinese
investment into the country, | 0:35:35 | 0:35:37
Cambodia is no longer as reliant
on Western support. | 0:35:37 | 0:35:44
Here's Nga again. | 0:35:44 | 0:35:49
Western countries, especially
the United States, spend billions | 0:35:49 | 0:35:51
of dollars trying to help
the reconstruction of Cambodia | 0:35:51 | 0:35:53
after the genocide, but also
they wanted to help Cambodia develop | 0:35:53 | 0:35:56
a democratic society
and the democratisation | 0:35:56 | 0:35:57
process inside the country. | 0:35:57 | 0:35:58
Now it seems not in
need of that any more. | 0:35:58 | 0:36:01
Just a few days ago,
I remembered the picture | 0:36:01 | 0:36:03
of Hun Sen and Donald Trump,
where they were smiling and making | 0:36:03 | 0:36:06
that thumbs up sign together,
but inside, Hun Sen actually sent | 0:36:06 | 0:36:08
a message to the US
saying, don't interfere | 0:36:08 | 0:36:10
with our internal affairs -
we don't need your money that much. | 0:36:10 | 0:36:20
So what happens in the election, if
there is no credible opposition? | 0:36:30 | 0:36:38
Well obviously one of his answers is
that the ruling party is going to | 0:36:38 | 0:36:42
win, and they are going to win big.
But the reaction of the | 0:36:42 | 0:36:47
international communities and
foreign countries, it is something | 0:36:47 | 0:36:49
that we are awaiting to see.
What Western countries are going to | 0:36:49 | 0:36:56
say, what the United States is going
to say, because at the end of the | 0:36:56 | 0:36:59
day it is also the desire of the
population there, that they have | 0:36:59 | 0:37:04
developed and democratic society. | 0:37:04 | 0:37:07
Nga will keep us up-to-date with any
information that does come from | 0:37:07 | 0:37:11
there. But we will now turn to the
Winter Olympics. | 0:37:11 | 0:37:14
Russia could still be
barred from competing | 0:37:14 | 0:37:15
in the Winter Olympics
in Pyeongchang in February. | 0:37:15 | 0:37:19
The World Anti-Doping Agency,
that's WADA, said the country had | 0:37:19 | 0:37:22
not done enough to address
allegations of widespread cheating. | 0:37:22 | 0:37:24
WADA says it's currently
maintaining a suspension, | 0:37:24 | 0:37:26
which was put in place when a report
accused Russia of systematic, | 0:37:26 | 0:37:28
state-sponsored doping. | 0:37:28 | 0:37:30
WADA president, Sir Craig Reedie,
explains this decision. | 0:37:30 | 0:37:37
They have come a very long way. We
have given them permission to start | 0:37:37 | 0:37:41
testing. They are doing effective
testing, trained in anti-doping | 0:37:41 | 0:37:46
control officers, however because of
the nature of the accusations | 0:37:46 | 0:37:48
against them part of the road map
contains two particular conditions | 0:37:48 | 0:37:54
they have not fulfilled, firstly to
acknowledge the report from Richard | 0:37:54 | 0:38:00
McLaren, indicating the people that
were involved, and secondly, we | 0:38:00 | 0:38:04
would like to have access to the
Moscow laboratory to look at the | 0:38:04 | 0:38:08
samples and the electronic records
that are there. Neither of these two | 0:38:08 | 0:38:11
have been fulfilled. That was so
Craig Lee day. -- Ready, and | 0:38:11 | 0:38:23
although they have done a lot, he
says those are the key reasons that | 0:38:23 | 0:38:28
they have not changed their
decision. | 0:38:28 | 0:38:39
When it comes to what comes next,
Moscow has had some strong | 0:38:40 | 0:38:53
opinions, as Oleg from BBC Russia
now explains. | 0:38:54 | 0:39:01
The officials are slightly lower on
the wrong of command. They said they | 0:39:01 | 0:39:05
were improving their activities so
much and these two outstanding | 0:39:05 | 0:39:09
points, namely that acceptance of
the McLaren conclusion, that there | 0:39:09 | 0:39:14
was a state-run doping programme, as
well as access for the samples that | 0:39:14 | 0:39:19
are now under Russian investigation.
Whilst now this aid is outside of | 0:39:19 | 0:39:23
their control, but all the other
point on the so-called road map are | 0:39:23 | 0:39:27
being fulfilled. Of course for
Russians now this is a little bit of | 0:39:27 | 0:39:32
an exercise and forced optimism.
They say they still hope they will | 0:39:32 | 0:39:35
rule positively as far as Russian
admittance to the Olympic Games | 0:39:35 | 0:39:40
goal. Oleg from Moscow. -- Olympic
Games go. Don't forget you can get | 0:39:40 | 0:39:47
more details on our website. Plenty
of coverage of that crisis in | 0:39:47 | 0:39:51
Zimbabwe, so do check that out. | 0:39:51 | 0:39:57
Back to Zimbabwe- and we can
have a look at how the papers | 0:39:57 | 0:40:00
in the country are covering
the change of government. | 0:40:00 | 0:40:03
BBC Monitoring's Sammy Maina has
been watching from Nariobi. | 0:40:03 | 0:40:10
The press in Zimbabwe, it normally
tours the Government line, but what | 0:40:10 | 0:40:13
we are observing at the moment,
since the military takeover -- it | 0:40:13 | 0:40:19
normally toes the government line.
They have been taking a new line, | 0:40:19 | 0:40:23
the army line, but the most striking
thing is the absence of certain | 0:40:23 | 0:40:27
questions about what the Army is
doing. When I looked for example at | 0:40:27 | 0:40:31
the government's on daily, the
Herald today, it says business as | 0:40:31 | 0:40:35
usual. It went on to say that
Zimbabweans went on about their | 0:40:35 | 0:40:40
daily chores yesterday with shops,
banks and the transport system | 0:40:40 | 0:40:42
working as normal.
It needs to be remembered that in | 0:40:42 | 0:40:49
Zimbabwe Draconian laws require
journalists to be accredited by a | 0:40:49 | 0:40:52
state appointed commission. Police
regularly arrest and deport foreign | 0:40:52 | 0:40:57
journalists. Looking at the private
press, for their part, they are more | 0:40:57 | 0:41:05
daring. They are now speaking about
the possible end of Robert Mugabe's | 0:41:05 | 0:41:14
37 year rule. For example, that he
two financial Gazette, it says | 0:41:14 | 0:41:22
Zimbabwe is smiling at the end of an
era. -- the Financial Gazette. And | 0:41:22 | 0:41:37
Mnangagwa mentioned, who knows it
could have been the end of an era, | 0:41:37 | 0:41:40
and they put that as a 37-year-old
error, as opposed to an era. Maybe | 0:41:40 | 0:41:53
the media environment will improve.
We will see if we can see press | 0:41:53 | 0:41:58
freedom improving, and probably, you
know, the press would be free to | 0:41:58 | 0:42:03
probe more on what is happening. But
I have to say and clarify that was | 0:42:03 | 0:42:12
likely the army might not be happy
if, for example, the media starts | 0:42:12 | 0:42:15
questioning some of their actions.
So it is not clear what we have | 0:42:15 | 0:42:21
there. Sammy Maina going through
some of the reaction from the papers | 0:42:21 | 0:42:30
there in Zimbabwe. | 0:42:30 | 0:42:33
One country keeping a beady eye
on developments is China. | 0:42:33 | 0:42:36
It is Africa's biggest trading
partner - and shares especially | 0:42:36 | 0:42:38
strong bond with Zimbabwe. | 0:42:38 | 0:42:48
Here is president Mugabe meeting
Xi JIning are meeting, | 0:42:48 | 0:42:50
looking pally there at
the China-Africa summit | 0:42:50 | 0:42:52
in Johanesburg a couple of years ago
- and this is how Mugabe summed | 0:42:52 | 0:42:55
up their relationship
between the nations. | 0:42:55 | 0:42:58
This is how Robert Mugabe saw their
relationship. They go much deeper | 0:42:58 | 0:43:02
than resources. We are looking to
strengthen the multifaceted | 0:43:02 | 0:43:07
relations between African countries
and China. Well, the events of the | 0:43:07 | 0:43:12
last 48 hours in Zimbabwe have been
a prominent feature in China's | 0:43:12 | 0:43:16
mainstream foreign affairs press.
Generally speaking, they are being | 0:43:16 | 0:43:20
pretty upbeat about the whole thing. | 0:43:20 | 0:43:26
This tweet from leading state
newspaper Global Times summs it up. | 0:43:26 | 0:43:31
They suggest this will bring new
opportunities to China, in fact. And | 0:43:31 | 0:43:35
the image they are, just to run that
home, a ray of sunshine. | 0:43:35 | 0:43:42
China specialist Kerry Allen
from BBC Monitoring to explain. | 0:43:42 | 0:43:46
A lot of press coverage in China
this morning, specifically with | 0:43:46 | 0:43:50
foreign media, foreign affairs
specialist media in China, the | 0:43:50 | 0:43:54
newspapers like Global Times and
Reference News headlining with what | 0:43:54 | 0:43:58
has been going on in Zimbabwe, but
actually the sense in the Chinese | 0:43:58 | 0:44:03
media is it is being quite played
down. A lot of the papers, they have | 0:44:03 | 0:44:07
not called this a, and they have
actually been saying that the Army | 0:44:07 | 0:44:15
peacefully took over Zimbabwe. The
military are very keen to stress | 0:44:15 | 0:44:22
they have not staged a coup, so it
looks like the Chinese press are | 0:44:22 | 0:44:25
following that? They are, but one
thing coming out very strongly in | 0:44:25 | 0:44:30
the media is that people are safe.
One of the newspaper headlines | 0:44:30 | 0:44:34
today, Global Times, it English
edition had a picture of a tank on | 0:44:34 | 0:44:38
its front cover but actually in the
foreground you can see a child | 0:44:38 | 0:44:42
walking to school, and they appear
to be safe. They are walking by | 0:44:42 | 0:44:46
themselves, not with their parents.
And on social media a lot of people | 0:44:46 | 0:44:51
have been talking about their
concerns about the Chinese people | 0:44:51 | 0:44:55
based within Zimbabwe, and whether
or not they are safe, but this has | 0:44:55 | 0:44:59
been alleviated by official media by
saying that people can take | 0:44:59 | 0:45:06
precautions within Zimbabwe by
ringing the embassy. Kerry | 0:45:06 | 0:45:10
precautions within Zimbabwe by
ringing the embassy. Kerry, of | 0:45:10 | 0:45:11
course it is important to stress
just how important Zimbabwe is for | 0:45:11 | 0:45:15
Africa and for China, the amount
they invest in that particular | 0:45:15 | 0:45:18
country. Absolutely, Zimbabwe and
China, their relationship has been | 0:45:18 | 0:45:24
long-standing, actually going back
to the late 70s, and specifically | 0:45:24 | 0:45:28
since the early 2000s, 2003,
relations with Robert Mugabe were | 0:45:28 | 0:45:36
extremely strong, particularly on
trade. So China, I mean China has a | 0:45:36 | 0:45:42
large expansion plan anyway with
Africa. There is a lot of trade, not | 0:45:42 | 0:45:45
just in Zimbabwe but in the wider
continent, so China sees this | 0:45:45 | 0:45:49
relationship is crucial and has been
trying to tell people this morning | 0:45:49 | 0:45:55
not to be concerned about their own
investment interests within the | 0:45:55 | 0:45:58
country. That was Kerry Allen, and
this has been Outside Source. Thanks | 0:45:58 | 0:46:02
very much | 0:46:02 | 0:46:02 |
