Hello, I'm Ros Atkins,
this is Outside Source, | 0:00:10 | 0:00:12
and these are the main stories
here in the BBC Newsroom. | 0:00:12 | 0:00:16
Today's regional election
is going to the wire - | 0:00:16 | 0:00:18
as pro-and anti independence parties
vie for power. | 0:00:18 | 0:00:26
It looked like the parties in favour
of leaving Spain are in the | 0:00:26 | 0:00:29
ascendancy but we will be live in
Barcelona shortly. | 0:00:29 | 0:00:37
At the the UN General Assembly,
more than 120 countries defy | 0:00:37 | 0:00:39
US warnings and reject
President Trump's decision | 0:00:39 | 0:00:41
to recognise Jerusalem
as Israel's capital. | 0:00:41 | 0:00:42
And the exchanges have been sharp. | 0:00:42 | 0:00:44
We will not be intimidated. | 0:00:44 | 0:00:45
You can be strong but that
does not make you right. | 0:00:45 | 0:00:55
The US will remember this day
in which it was singled out | 0:00:55 | 0:00:58
for attack in the General Assembly
for the act of exercising its right | 0:00:58 | 0:01:01
as a sovereign nation. | 0:01:01 | 0:01:04
Police say there is no evidence
suggest there was a terror link | 0:01:04 | 0:01:13
between a man who drove a car into a
crowd. The police say it was | 0:01:13 | 0:01:20
deliberate. | 0:01:20 | 0:01:29
We would not cover every regional
election in Catalonia as we are | 0:01:29 | 0:01:35
doing today, but this is of the
utmost significance, not just a | 0:01:35 | 0:01:40
Catalonia, but to Spain and to
Europe as a whole. There was an | 0:01:40 | 0:01:46
independence referendum at the end
of September, which the Spanish | 0:01:46 | 0:01:54
government said was illegal. The
Catalonian government said it showed | 0:01:54 | 0:02:03
that the majority of people in
Catalonia wanted to leave Spain. | 0:02:03 | 0:02:07
They are now having legal local
elections. You are with people who | 0:02:07 | 0:02:16
would like to stay in Spain? This is
the view of the unity camp, the | 0:02:16 | 0:02:22
citizens party, and the polls at the
moment... We have had a record | 0:02:22 | 0:02:30
turnout, 86%, 5.3 million eligible
voters, 4.5 million people have | 0:02:30 | 0:02:36
voted and they are 60% through the
official count and it is a three | 0:02:36 | 0:02:40
horse race between this party behind
me. You might have seen this | 0:02:40 | 0:02:46
inspiration before, think of
Emmanuel Macron. Citizens party and | 0:02:46 | 0:02:54
their leader, you would be the
youngest president at the age of 36, | 0:02:54 | 0:02:59
she has said she was inspired by
Emmanuel Macron -- she would. On the | 0:02:59 | 0:03:04
other side of that, the two parties
who haven't got leaders, one who is | 0:03:04 | 0:03:15
in prison, and the former leader
Carlos Pigem want >> STUDIO: | 0:03:15 | 0:03:23
Jose | 0:03:25 | 0:03:26 | |
-- from the former leader who is in
Axar in Belgium at the moment. It | 0:03:29 | 0:03:36
might be down to this party to play
the cards first and see if it will | 0:03:36 | 0:03:40
get the coalition because that is
what it will come down to | 0:03:40 | 0:03:42
ultimately. This is not what the
Spanish Prime Minister would have | 0:03:42 | 0:03:47
wanted, the way the exit proles --
exit polls are suggesting. Yes, at | 0:03:47 | 0:03:57
the moment Rajoy's party I down
seven seats. -- are down. You need | 0:03:57 | 0:04:07
to get 68 seats, not a single party
is expected to do it, this is the | 0:04:07 | 0:04:12
interesting twist, after the twists
and turns we have had since the | 0:04:12 | 0:04:16
referendum and the police violence
and the legal declaration of | 0:04:16 | 0:04:19
independence, the self-imposed exile
in Belgium and the people in prison, | 0:04:19 | 0:04:28
we could have one party with 68
seats, but potentially they might | 0:04:28 | 0:04:36
have the power to make a power
share. Thanks for joining us. There | 0:04:36 | 0:04:49
we go. All the details coming in,
plenty more background on that | 0:04:49 | 0:04:55
online if you want it. And now to a
story of the utmost seriousness in | 0:04:55 | 0:05:01
the Philippines. | 0:05:01 | 0:05:04
A ferry carrying 251 people has
capsized off the east | 0:05:04 | 0:05:06
coast of the Philippines. | 0:05:06 | 0:05:07
The boat was sailing
to the island of Polillo. | 0:05:07 | 0:05:09
These are some pictures that have
come into the newsroom. | 0:05:09 | 0:05:17
We know four people
have died and at least | 0:05:17 | 0:05:19
seven others are missing. | 0:05:19 | 0:05:20
But as you can see here many
others were rescued. | 0:05:20 | 0:05:23
Here's more from Howard
Johnson in Manila. | 0:05:23 | 0:05:26
It is thought that this ferry
capsized because it was hit by a | 0:05:26 | 0:05:30
large wave, whipped up by a tropical
storm and a low-pressure weather | 0:05:30 | 0:05:34
system which is developed off the
coast of the Philippines and is | 0:05:34 | 0:05:39
expected to make landfall tonight or
tomorrow. That turbulent weather has | 0:05:39 | 0:05:44
hampered the rescue effort, the
Coast Guard and the Army sent | 0:05:44 | 0:05:47
helicopters and boats to the scene
of the accident but found it | 0:05:47 | 0:05:51
difficult when I got there. The
Philippines has a bad track record | 0:05:51 | 0:05:56
of Maritime safety -- when they got
there. There have been many Maritime | 0:05:56 | 0:06:01
accidents every year, and initially
it was said the ferry was overloaded | 0:06:01 | 0:06:05
but according to the initial reports
coming out, the ferry was carrying | 0:06:05 | 0:06:09
around 250 people and it has the
capacity to carry 280. | 0:06:09 | 0:06:22
Now to a North Korean soldier
who has defected to South Korea. | 0:06:22 | 0:06:25
He used the cover of heavy fog
to make his escape - | 0:06:25 | 0:06:28
but when his absence was noticed,
North Korean guards came searching - | 0:06:28 | 0:06:31
and South Korean soldiers
fired warning shots. | 0:06:31 | 0:06:32
The soldier crossed here
at the demilitarized zone. | 0:06:32 | 0:06:35
This is the fourth North Korean
soldier to defect this year. | 0:06:35 | 0:06:41
You may remember this last month -
when a soldier drove a jeep | 0:06:41 | 0:06:49
right up to the border -
and ran across while his | 0:06:49 | 0:06:52
colleagues shot at him. | 0:06:52 | 0:06:55
He was hit by his colleagues but he
made it across the dividing line. He | 0:06:55 | 0:07:00
is still recovering from his
injuries in South Korea. Four | 0:07:00 | 0:07:07
defections this year. | 0:07:07 | 0:07:10
Only one soldier defected in 2016. | 0:07:10 | 0:07:11
Here's South Korea's response
to the latest defection. | 0:07:11 | 0:07:13
TRANSLATION: A North Korean soldier
defected to the South Korean outpost | 0:07:13 | 0:07:20
and the army has safely secured the
deaf actor and the relevant | 0:07:20 | 0:07:23
authorities will investigate the
reasons for the defection -- secured | 0:07:23 | 0:07:35
the defector forced please
understand we can't elaborate on the | 0:07:35 | 0:07:41
details of the investigation. | 0:07:41 | 0:07:48
We have reports from all over the
world, of course. | 0:07:48 | 0:07:56
And now to a story on the former
Yugoslavia and these two men who | 0:07:56 | 0:08:02
were found guilty of war crimes. 100
61 people have been indicted in this | 0:08:02 | 0:08:09
tribunal, relating to various crimes
to that war in the 1990s -- 161 | 0:08:09 | 0:08:15
people. Mission accomplished will be
the message inside the hall, the | 0:08:15 | 0:08:24
Yugoslav tribunal was set up at the
whole of the Balkan conflict to hold | 0:08:24 | 0:08:29
those responsible for genocide,
approximate the 8000 Muslim men and | 0:08:29 | 0:08:35
boys were slaughtered. The worst
atrocity, the worst case of ethnic | 0:08:35 | 0:08:40
cleansing since the Nazis. There is
no doubt be scared of the task has | 0:08:40 | 0:08:45
been fast and to some extent the
body has surpassed expectations in | 0:08:45 | 0:08:51
bringing so many fugitives to
justice including the former | 0:08:51 | 0:08:56
president most of age who died in
detention before his verdict. The | 0:08:56 | 0:09:01
former political leader of the
Bosnian Serbs bad Carole | 0:09:01 | 0:09:04
and the bolshie bullying general who
despite his ill health remained | 0:09:09 | 0:09:15
combative in court, he was ejected
from the court room before the final | 0:09:15 | 0:09:19
judgment. It is hoped these
convictions will send a message to | 0:09:19 | 0:09:24
other rulers that will resonate, but
no one is untouchable. But of course | 0:09:24 | 0:09:31
the body is not without its critics
and it has been accused mostly by | 0:09:31 | 0:09:36
Serbs of delivering a selective
justice and by many Bosnians are | 0:09:36 | 0:09:44
failing to meet the victim 's
expectations. There was the Croatian | 0:09:44 | 0:09:47
general recently who drank poison in
court, a public suicide that was | 0:09:47 | 0:09:54
broadcast live around the world on
the court's cameras and threatened | 0:09:54 | 0:09:57
to overshadow the legacy of the
tribunal, but their record shows the | 0:09:57 | 0:10:05
limits and potential for
international justice. It has not | 0:10:05 | 0:10:12
made a reconciliation in the region,
it has not brought reconciliation | 0:10:12 | 0:10:16
but it has provided a vital archive
of evidence, not just for the | 0:10:16 | 0:10:22
history books, but for future
generations, as well. | 0:10:22 | 0:10:26
Don't forget you can get much
more detail on our top | 0:10:26 | 0:10:36
stories on our web site. | 0:10:37 | 0:10:44
And now to Venezuelan. Their farmers
are struggling. Corn is a staple in | 0:10:44 | 0:10:52
Venezuelan but it has fallen by more
than a half in the last occurred. -- | 0:10:52 | 0:10:57
the last decade. It is easy to
forget this country is in crisis, | 0:10:57 | 0:11:03
but even in nature politics looms
large. Venezuelan's breadbasket is | 0:11:03 | 0:11:09
looking emptier than it was and
farmers are worried. Ronald has | 0:11:09 | 0:11:16
worked these fields all his life and
he says it has never been this | 0:11:16 | 0:11:19
tough. He did not get the government
issued fertilising time so his corn | 0:11:19 | 0:11:24
crop struggled. Any corn he grows,
the government makes in cell at | 0:11:24 | 0:11:28
subsidised prices. -- makes him so.
TRANSLATION: We are doing this on | 0:11:28 | 0:11:36
our own and trying to do our best
but the economic situation is tough | 0:11:36 | 0:11:39
and it is not easy to produce in the
fields of Venezuelan, the last we | 0:11:39 | 0:11:45
had Micheline Yuri here was four
years ago. -- the last time we had | 0:11:45 | 0:11:49
machinery. He had to stop building
his house because he couldn't afford | 0:11:49 | 0:11:54
the cement and these residents are
the only residents now although some | 0:11:54 | 0:11:57
of the herd was stolen, hungry
Venezuelans in search of a meal. The | 0:11:57 | 0:12:02
problems are repeated across the
industry, farmers are concerned they | 0:12:02 | 0:12:06
don't get their seeds in time to
plant their crops and they are | 0:12:06 | 0:12:08
concerned about the quality of the
imported fertilisers and pesticides, | 0:12:08 | 0:12:11
this farmer planted twice with
pesticides, but it didn't work, it | 0:12:11 | 0:12:19
is complete you rotten. It is not
just farmers who are struggling, | 0:12:19 | 0:12:25
across Venezuelan's agricultural
heartland basics are becoming | 0:12:25 | 0:12:28
luxuries. With meat prices beyond
the reach of many Venezuelans you | 0:12:28 | 0:12:35
would think farmers would have it
easy. But the spiralling cost of | 0:12:35 | 0:12:42
vaccinations and machinery and
supplies have hit this man. He has | 0:12:42 | 0:12:47
had to turn to crops to make money
but that has also been a struggle, | 0:12:47 | 0:12:50
his corn crop was stolen by hungry
villagers. Carter righteous and the | 0:12:50 | 0:12:56
socialist government has been at
odds for many years but he says the | 0:12:56 | 0:12:58
solution is easy -- cattle farmers
and the socialist government. | 0:12:58 | 0:13:02
TRANSLATION: All we want to do is
produce, those of us in the cattle | 0:13:02 | 0:13:08
business need the state and vice
versa, and the only way right now is | 0:13:08 | 0:13:12
to sit down and understand each
other. These crops are reflection of | 0:13:12 | 0:13:17
the country's crisis, surviving but
only just, and produces here are | 0:13:17 | 0:13:22
doing everything they can to make
sure The Sun doesn't set on | 0:13:22 | 0:13:26
Venezuelan's cornfields. | 0:13:26 | 0:13:29
This is the last addition of Outside
Source for the year. -- edition. | 0:13:34 | 0:13:42
The musical 'Hamilton'
is opening in London - | 0:13:42 | 0:13:46
am sure you know all about this -
it's been a huge | 0:13:46 | 0:13:48
success on Broadway. | 0:13:49 | 0:13:50
It tells the story of a poor
immigrant from the Caribbean, | 0:13:50 | 0:13:52
who arrives in New York on the eve
of the American Revolution. | 0:13:52 | 0:13:55
He goes on to become the country's
first Treasury Secretary. | 0:13:55 | 0:13:57
Hamilton was created
by Lin-Manuel Miranda - | 0:13:57 | 0:13:59
and he's been talking with the BBC's
Arts Editor Will Gompertz. | 0:13:59 | 0:14:02
# Put a pencil to his temple,
connected it to his brain...# | 0:14:02 | 0:14:06
Here is Hamilton's creator,
Lin-Manuel Miranda, | 0:14:06 | 0:14:10
at the White House poetry slam
in 2009, performing | 0:14:10 | 0:14:14
what would become
the opening number of his musical | 0:14:14 | 0:14:16
about America's founding fathers. | 0:14:17 | 0:14:18
Six years later it opened
in New York and became | 0:14:18 | 0:14:22
an instant classic. | 0:14:22 | 0:14:23
# What's your name, man? | 0:14:23 | 0:14:24
# Alexander Hamilton
# His name is Alexander Hamilton | 0:14:24 | 0:14:29
And now it's in London,
as is for a few days | 0:14:29 | 0:14:32
the man behind the show,
who's been compared to... | 0:14:32 | 0:14:35
Well... Are you the 21st-century
Shakespeare? | 0:14:35 | 0:14:38
Not even close! | 0:14:38 | 0:14:44
No, Shakespeare wrote a
mind altering amount of dramas | 0:14:44 | 0:14:46
and comedies and sonnets,
worked with other playwrights. | 0:14:46 | 0:14:50
I've written two musicals,
so let's everybody chill out. | 0:14:50 | 0:14:52
# I'm past patiently waiting! | 0:14:52 | 0:14:54
# I'm passionately
smashin' every expectation | 0:14:54 | 0:15:00
I recognised in the story
of Hamilton the story of so many | 0:15:00 | 0:15:03
immigrants who are coming
to the United States today. | 0:15:03 | 0:15:06
And so I used the music that
I love to tell this story. | 0:15:06 | 0:15:16
A lot has been made
of the multiracial cast. | 0:15:16 | 0:15:18
This is a story of America then
told by America now. | 0:15:18 | 0:15:21
We're going to use every tool
at our disposal to eliminate | 0:15:21 | 0:15:24
the distance between a modern
audience and something that happened | 0:15:24 | 0:15:26
200 somewhat years ago. | 0:15:26 | 0:15:28
The casting is part of that,
and casting it to look | 0:15:28 | 0:15:31
like the way our country
looks eliminates distance. | 0:15:31 | 0:15:39
When George Washington is a young
man of colour and he's | 0:15:39 | 0:15:44
running for his life,
suddenly you're not filled | 0:15:44 | 0:15:46
with images of Washington standing
like this, crossing the Delaware, | 0:15:46 | 0:15:48
he's not invincible any more. | 0:15:48 | 0:15:52
It's suddenly, these
are real people. | 0:15:52 | 0:15:54
How nervous were you about bringing
this show to the UK? | 0:15:54 | 0:15:57
I was not nervous at all. | 0:15:57 | 0:16:00
What I was very excited
for was the reaction to King George | 0:16:00 | 0:16:03
III in the shadow
of Buckingham Palace. | 0:16:03 | 0:16:06
I mean, we're really right up
the street, so the only change | 0:16:06 | 0:16:10
we made in that direction is we have
tarted up his outfit quite a bit. | 0:16:10 | 0:16:16
George III might have lost America,
but he steals this show every night. | 0:16:16 | 0:16:21
Maybe the family in the big house
he bought around the corner | 0:16:21 | 0:16:24
will make a Royal
appointment to see it. | 0:16:24 | 0:16:26
Will Gompertz, BBC News. | 0:16:26 | 0:16:30
If you have a ticket, it looks like
you are in for a treat. That ends | 0:16:30 | 0:16:35 |
