capsized because it was hit by a

expected to make landfall tonight or

tomorrow. That turbulent weather has

hampered the rescue effort, the

Coast Guard and the Army sent

helicopters and boats to the scene

of the accident but found it

difficult when I got there. The

Philippines has a bad track record
