This is a guy who helps to decide who gets to buy and sell tobacco. | 0:03:49 | 0:03:53 | |
And what we know about the man we're on our way to meet | 0:03:53 | 0:03:56 | |
is he's corrupt. | 0:03:56 | 0:03:58 | |
Dr Kasirivu Atwooki is the big man in these hills. | 0:04:02 | 0:04:07 | |
He's the local MP and sits on an important parliamentary committee. | 0:04:07 | 0:04:11 | |
He doesn't know it yet, but we have evidence he's taken bribes from BAT. | 0:04:13 | 0:04:18 | |
If an MP, a sitting MP, took a bribe, how would you feel about that? | 0:04:19 | 0:04:23 | |

A confidential document, written later by a BAT security contractor | 0:04:54 | 0:04:58 | |
and seen by Panorama, says BAT agreed to pay the MP. | 0:04:58 | 0:05:03 | |

"The payment was done by a third party, | 0:05:10 | 0:05:12 | |
"and we received a copy of the draft report." | 0:05:12 | 0:05:15 | |

Atwooki said BAT could amend the report in return for more cash. | 0:05:20 | 0:05:25 | |
"For this to happen, it would cost 20,000." | 0:05:26 | 0:05:30 | |
The contractor said BAT paid the bribe, | 0:05:33 | 0:05:36 | |
the MP changed his report and BAT got what it wanted. | 0:05:36 | 0:05:41 | |
They make it very clear that you approached BAT and said, | 0:05:43 | 0:05:47 | |
"I can show you the first draft of this report for 5,000." | 0:05:47 | 0:05:51 | |

Then they say that if you wanted to amend that report, | 0:05:53 | 0:05:56 | |

No. They're quite shocking in this environment, but, as it was | 0:07:35 | 0:07:41 | |
explained to me, in Africa that's the cost of doing business. | 0:07:41 | 0:07:45 | |

Based in Geneva, the UN's World Health Organization is trying | 0:08:09 | 0:08:14 | |
to reduce the number of deaths caused by tobacco. | 0:08:14 | 0:08:17 | |
180 countries have signed up | 0:08:19 | 0:08:22 | |
to its Framework Convention on Tobacco Control, or FCTC. | 0:08:22 | 0:08:27 | |
The FCTC wants to reduce the demand for tobacco around the world. | 0:08:28 | 0:08:32 | |
They say they're tackling the spread of a habit that kills | 0:08:32 | 0:08:37 | |
six million people a year. | 0:08:37 | 0:08:38 | |
But BAT had a man on the inside. | 0:08:38 | 0:08:41 | |

He's one of Burundi's representatives at the FCTC. | 0:08:48 | 0:08:52 | |

And Kamwenubusa was being bribed to support BAT. | 0:09:15 | 0:09:20 | |
