but we must not be complacent and through the Midlands Engine

continue to get good quality jobs into our villages?

I very much agree with my honourable friend.

If we look at the West Midlands and take today's unemployment

:01:03.:01:05.

figures, we can see the claimant count has

:01:06.:01:07.

come down since 2010 by 91,000 people, and I am sure the House

:01:08.:01:13.

will welcome an update on unemployment figures out today.

:01:14.:01:17.

Employment in our country at a new record high

:01:18.:01:19.

Compared with 2010, there are now 2,370,000 more people

:01:20.:01:28.

in work than when I became Prime Minister, and the claimant

:01:29.:01:32.

count today down 18,000 in the last month, figures which I am sure

:01:33.:01:35.

will be welcomed right across the House.

:01:36.:01:39.

Could the Prime Minister tell the House how many people will die

:01:40.:01:50.

from respiratory disease as a result of air pollution before this country

:01:51.:01:55.

meets its legal obligations on air quality by 2025?

I don't have those figures to hand but what I do know is that we need

:02:04.:02:09.

to make progress on air quality and that is why

:02:10.:02:13.

we have the new regulations on diesel engines which is helping,

:02:14.:02:15.

the steady decarbonisation of our power sector which will help,

:02:16.:02:22.

and why we do have very strong legislation already in terms

:02:23.:02:25.

of making sure we have clean air particularly in our cities.

:02:26.:02:31.

If I could help the Prime Minister, the sad truth is that half a million

:02:32.:02:34.

people will die because of this country's failure to comply

:02:35.:02:37.

with international law on air pollution.

:02:38.:02:38.

Perhaps he could answer another question.

:02:39.:02:40.

How much does air pollution cost our economy every year?

:02:41.:02:45.

Of course it costs our economy billions because people

:02:46.:02:50.

are being injured, and that is why we have the new clean air zones

:02:51.:02:53.

and why we are seeing emissions from cars coming down,

:02:54.:02:57.

and I give him one example, if we deliver in terms

:02:58.:03:01.

of our carbon reduction plan for electricity generation,

:03:02.:03:03.

we are going to see something like an 85% reduction in carbon

:03:04.:03:06.

That will give us one of the best green records anywhere in the world.

The Royal College of Physicians estimates that air pollution

:03:17.:03:22.

costs our economy ?20 billion a year.

:03:23.:03:26.

The failure to deal with air pollution is killing people.

:03:27.:03:29.

Only a few days ago, London faced a severe smog warning.

:03:30.:03:33.

His friend the Mayor of London has presided over a legal breach of

:03:34.:03:37.

air quality in the capital every day since 2012,

:03:38.:03:43.

so why can't the Prime Minister hurry up action

:03:44.:03:46.

to make us comply with international law and above all help the health

:03:47.:03:49.

It was the Conservative government in the 1950s that passed the Clean

:03:50.:03:54.

Air Act and I am sure it will be this Conservative government

:03:55.:03:57.

including the clean air zones, lower car emissions,

:03:58.:04:05.

Not only because we care about the environment

:04:06.:04:09.

but because we have an economy strong enough to pay

:04:10.:04:12.

for these improvements, as we are just about to hear.

:04:13.:04:14.

We all welcome the Clean Air Act of 1956, but things have moved

:04:15.:04:18.

The Government are now threatened with being taken to court

:04:19.:04:32.

for its failure to comply with international law

:04:33.:04:34.

He is proposing to spend tens if not hundreds of thousands of pounds

:04:35.:04:40.

of public money defending the indefensible.

:04:41.:04:43.

Why not instead invest the money in cleaner air and better air

:04:44.:04:48.

quality for everyone in this country?

:04:49.:04:52.

We are investing money in clean air in this country.

:04:53.:04:55.

For instance, we are phasing out the use of coal-fired power

:04:56.:04:58.

stations, far in advance of what other

:04:59.:05:02.

blazing a trail in terms of more renewable energy,

:05:03.:05:05.

the clean nuclear energy we are going to be investing in.

:05:06.:05:09.

All these things will make a difference.

:05:10.:05:11.

you can only do this if you have a strong economy

:05:12.:05:17.

If the government and Prime Minister are so keen on renewable and clean

:05:18.:05:25.

energy, could he explain why on Monday the House approved

:05:26.:05:27.

new regulations to allow communities a veto on clean energy projects

:05:28.:05:31.

I got a question from Angela from Lancaster who asked

Will the Prime Minister offer the same right of veto

to her community and communities like hers across

We have a proper planning system for deciding these things.

If he wants to know what is happening in terms

99% of the solar panels in this country were installed

since I became Prime Minister, that is the green record we have.

The UK now has the second largest ultra-low emission vehicle market

We have seen one of the strongest growths in renewable energy.

That more people are bringing home a salary and wage

The party of working people, getting people into work,

Mr Speaker, the questions to the Prime Minister are these:

he once boasted that he led the greenest government ever.

So could he explain why the Energy and Climate Change Select

:07:19.:07:22.

Committee has produced a damning report when it comes to green

:07:23.:07:25.

energy, saying major investors describe his policies as risky

:07:26.:07:27.

Why is this government so failing the renewable energy sector,

:07:28.:07:36.

clean air investors, consumers and those that work

:07:37.:07:38.

Any proper look at the figures will find this government has

:07:39.:07:48.

Let me take the Climate Action Network.

:07:49.:07:56.

They said that Britain is the second best country in the world

:07:57.:07:59.

for tackling climate change after Denmark.

:08:00.:08:01.

Since 2010, we have reduced greenhouse gases by 14%.

:08:02.:08:11.

We are over delivering against all of our carbon budgets.

:08:12.:08:14.

We secured the first truly global legally binding agreement

:08:15.:08:16.

And we have got annual support for renewables more than doubling

:08:17.:08:24.

We are on track with renewable electricity to deliver our target

:08:25.:08:28.

of at least 30% from renewable sources by 2020.

:08:29.:08:30.

And almost all of that will have happened under

:08:31.:08:32.

That is our record, and we are proud of it.

:08:33.:08:43.

There are some very positive things going on in the West

:08:44.:08:46.

Midlands economy, and today's figures show employment

:08:47.:08:47.

in the region up by 140,000 since 2010 and more than 108,000

:08:48.:08:53.

businesses were created in the region between 2010 and 2014.

:08:54.:08:55.

Thanks to our long-term economic plan for the Midlands Engine,

:08:56.:09:01.

we have been able to invest in our public services

:09:02.:09:05.

in the West Midlands, helping to build a strong NHS,

:09:06.:09:07.

and give our police the resources they need.

:09:08.:09:10.

Unemployment is down again in my beautiful Lichfield.

:09:11.:09:12.

And yesterday was an absolute first for the West Midlands,

:09:13.:09:14.

when the whole region co-operated to present 33 investment schemes

:09:15.:09:17.

at an international conference in Cannes, which will create

:09:18.:09:19.

What more can the Prime Minister do to support the Midlands Engine,

:09:20.:09:28.

apart from ensuring, of course, that we never get

:09:29.:09:30.

I am glad my honourable friend chose to be here rather than in Cannes.

:09:31.:09:42.

Just last week, we had ?300 million deal signed between Chinese

:09:43.:09:46.

investors and Cad Cam Automotive to create 1000 jobs in Coventry.

:09:47.:09:49.

My right honourable friend the Business Secretary

:09:50.:09:58.

was in Staffordshire as Nestle are opening a new coffee factory

:09:59.:10:01.

And we have that historic deal with the West Midlands

:10:02.:10:09.

which will see significant new powers

:10:10.:10:12.

devolved to the combined authority

:10:13.:10:15.

We are changing the way our country is run, devolving power,

:10:16.:10:18.

building the strength of our great cities,

:10:19.:10:20.

and Birmingham is the second city of our country.

:10:21.:10:22.

There is widespread reporting that the UK Government

:10:23.:10:24.

is about to commit to sending ground troops to Libya to train

:10:25.:10:27.

Is this true, and why has Parliament not been informed about it?

:10:28.:10:38.

If we had any plans to send conventional

:10:39.:10:40.

forces for training in Libya, then of course we would come to this

:10:41.:10:43.

is the formation of a unity government.

:10:44.:10:51.

There is progress with the prime minister,

:10:52.:10:53.

who can now lead that government.

:10:54.:10:55.

We want to hear from him what assistance we think should be

:10:56.:10:58.

Countries like Britain, France, America and Italy will definitely

:10:59.:11:14.

Right now, Libya is a people smuggling route.

:11:15.:11:18.

That which is bad for Europe and bad for us,

:11:19.:11:20.

of Daesh in Libya, which is bad for us and bad for Europe.

:11:21.:11:25.

If we had any plans for troop training or troop deployment,

:11:26.:11:27.

we would come to the House and discuss it.

The UK spent 13 times more bombing Libya than securing the peace

after the overthrow of the hated Gaddafi regime.

The critics of UK policy even include President Obama

So will the Prime Minister give a commitment to bring the issue

of any potential Libyan deployment of any British forces to Parliament

for approval before giving the green light for that to happen?

I am happy to give that commitment, as we always do.

I am very clear that it was right to take action to prevent

the slaughter that Colonel Gaddafi would have carried out

Of course, Libya is in a state that is very concerning and everyone

:12:08.:12:14.

After the conflict, the British government did support the training

:12:15.:12:24.

We did bring the Libyan Prime Minister to the G8

:12:25.:12:32.

we have not been able to bring

:12:33.:13:06.

we have not been able to bring about

:13:07.:13:18.

that government of National accord that can bring stability

:13:19.:13:20.

But is it in our interests to help that government do that?

:13:21.:13:24.

Yes, and we should work with others to deliver it.

My constituency, which was won for the first time ever

:13:27.:13:29.

by the Conservatives, could be transformed along

:13:30.:13:30.

with the rest of the region by the Swansea Bay tidal lagoon.

:13:31.:13:33.

Having signed a deal yesterday for Cardiff,

:13:34.:13:35.

could the Prime Minister give an assurance that the government

:13:36.:13:37.

review on tidal lagoons will do everything to ensure that the wider

:13:38.:13:40.

Swansea Bay tidal lagoon project fits the UK energy strategy,

:13:41.:13:43.

and does he recognise the economic potential this will bring

:13:44.:13:45.

I remember visiting his constituency after his victory last year.

:13:46.:13:50.

We went to a brewery for a mild celebration.

:13:51.:13:52.

He is right that tidal lagoons do have potential.

:13:53.:13:54.

We launched a review to better understand the technology.

:13:55.:13:56.

We will work closely with developers to make a decision on Swansea.

:13:57.:13:59.

Wrexham in north Wales is a strong manufacturing and exporting region.

:14:00.:14:02.

But its growth is constrained by lack of access to airports

:14:03.:14:05.

The office for rail regulation is currently

:14:06.:14:07.

considering applications for rail pass from north Wales.

:14:08.:14:09.

Will the Prime Minister support a cross-party campaign for fairness

:14:10.:14:11.

for north Wales and for access to airports in north-west England?

:14:12.:14:21.

The former Secretary of State for Wales, the honourable member

:14:22.:14:26.

for Clwyd West, came to see me recently about this.

:14:27.:14:31.

There is a strong argument for how we can better connects north Wales

:14:32.:14:37.

with the north-west of England and make sure we build

:14:38.:14:43.

I will look carefully at what he and my right Number Ten

:14:44.:14:52.

say for the potential for rail capacity.

:14:53.:14:54.

Last week, a High Court judge ruled in favour of ACPO of the great two

Council and the princes regeneration trust, that future should

But what can the Prime Minister do to prevent buildings such as these,

which are deemed national assets, from falling into the hands of those

:15:27.:15:29.

who are not fit and proper guardians, particularly those

:15:30.:15:31.

outside of the control of our judicial system?

:15:32.:15:33.

While heritage is a devolved matter, it is great news that these

:15:34.:15:37.

I understand that they were bought in 1996 by a company

:15:38.:15:41.

As he says, that is no way to treat a grade two star

:15:42.:15:46.

That is why we have powers in place for compulsory purchase orders.

In this case, Denbighshire council were right to use them.

Councils should have the confidence that they have these measures

Two weeks ago, in front of the education select committee,

the head of Ofsted, Sir Michael Wilshaw,

said that 16 to 19 education should be done in a school based

:16:18.:16:20.

environment and not in an FE institution.

He then said that some pupils head towards the FE institution,

:16:22.:16:31.

I think we need a range of settings for A-levels and post-16 study.

There are a lot of secondary schools in our country

:16:42.:16:48.

who would like to have a Sixth Form, and I think there are

:16:49.:16:57.

great benefits, particularly for the 11-year-olds

:16:58.:16:58.

going to secondary school who can look to the top of the school

:16:59.:17:02.

and see what girls and boys are achieving, what A-level choices

:17:03.:17:04.

they are making, what futures they are thinking of.

:17:05.:17:06.

it is inspiring to go to a school with a sixth form.

:17:07.:17:10.

That is why the academisation of schools was important,

:17:11.:17:14.

because it gives schools the ability to make choices for our children.

:17:15.:17:18.

In Apprenticeship Week, I'm sure the Prime Minister

:17:19.:17:28.

will join my thanks to the employers who have created

:17:29.:17:30.

6500 apprenticeships in 2010 and all the apprentices themselves,

:17:31.:17:33.

including my first apprentice, Laura Pearson, now Gloucester's

:17:34.:17:35.

Looking forward, would my right honourable friend do all he can

:17:36.:17:38.

to hasten the introduction of associate nurses,

:17:39.:17:40.

who will make a huge difference to the NHS and our health

:17:41.:17:43.

The south-west has delivered over 280,000 apprenticeship

:17:44.:17:50.

and well done to his constituents for doing that.

:17:51.:17:55.

He's also right about the introduction of associate nurses.

:17:56.:18:08.

We are working with health England to offer another route into nursing

:18:09.:18:11.

which could see an expansion of our NHS.

According to statistics provided by the House library,

there are an estimated 200,000 problem gamblers in the UK.

Can the Prime Minister say when he will bring forward a 2010

report and does he agree that the money from dormant betting

accounts should be used to support those whose lives have been

:18:36.:18:37.

We did take action in the last parliament to deal with problem

gambling in terms of the planning system and the way fixed odds

I'm happy to keep examining this issue and act on the evidence,

:18:46.:18:50.

and I will discuss it with the Secretary of State

The systematic killing of Christians and other minority groups

:18:53.:19:00.

by the so-called Islamic State across the Middle East

has reached unprecedented proportions.

So the action being taken by Her Majesty's government is just.

We are also seeing progress in this area, but this will take time.

The Prime Minister's energy policy is a shambles.

It is wholly dependent upon the troubled and eye-wateringly

expensive new nuclear plant at Hinckley.

There is barely a plan A, let alone a plan B.

Is the Prime Minister seeking to build the world's most expensive

power station, or the world's biggest white elephant?

We are planning to continue with a successful energy policy

which is seeing cheaper energy and lower carbon at the same time.

The whole strength of the Hinckley deal is that there is no payment

:20:20.:20:22.

unless this power station goes ahead and is built efficiently by EDF.

I think that will be good for our energy supplies,

:20:32.:20:34.

because if you want to have energy at low cost and low carbon,

:20:35.:20:37.

you need strong nuclear energy at the heart of your system.

:20:38.:20:53.

Because of the growing resistance to antibiotics and the fact that

we do face a genuine medical emergency around the world.

That is why Britain must put this issue on the agenda of the G20,

why it was part of our discussions with the Chinese when they made

the state visit last year, and why we are investing ?50 million

in an innovation fund, working with the Chinese government

I hope the organisation in his constituency can benefit

The Prime Minister will know that his Home Secretary is once

again trying to deport Afghan interpreter is seeking sanctuary

:22:00.:22:02.

These brave people risk their lives serving our Armed Forces,

:22:03.:22:05.

yet they now face being sent back to the mercy of the Taliban

:22:06.:22:08.

or to join thousands rotting in refugee camps.

:22:09.:22:10.

Is this how Britain should repay those who put their lives

:22:11.:22:13.

Instead, will he do whatever is possible to ensure

:22:14.:22:16.

What we did in the last government, in which his party played a role,

:22:17.:22:26.

was that we agreed a set of conditions

:22:27.:22:29.

to be able to come to the UK and be given sanctuary.

But we also provided for a scheme so that those who wanted to stay

:22:35.:22:38.

and help rebuild their country were able to do so.

I would still defend that scheme, even if his party has

:22:41.:22:43.

My constituent, Debra Reid and her sister, watched her mother

:22:44.:22:49.

waste away in hospital due to inadequate where after a fall,

:22:50.:22:51.

which has been admitted by the consultant in charge.

Last week, my right honourable friend the Health Secretary hosted

a global summit on patient safety and announced the creation

of a new health care safety investigation branch.

What more can the government do to ensure patient safety

is at the heart of the NHS and prevent such instances occurring

My honourable friend is right to raise cases like this.

They are horrendous when they take place and should

The proportion of patients being harmed in the NHS has dropped

by a third in the last two years and MRSA bloodstream infections have

:23:32.:23:34.

fallen by over half in the last five years.

:23:35.:23:36.

But my right honourable friend the Health Secretary is right

:23:37.:23:39.

to hold this conference and to examine what other practices

:23:40.:23:41.

have done in order to have a zero accident safety culture.

:23:42.:23:44.

We have seen this in other walks of life, and it is time we applied

:23:45.:23:47.

The community are shocked and saddened by this murder

:23:48.:24:19.

They have asked for more community local policing

:24:20.:24:22.

Will the Prime Minister meet with me to discuss how we can

:24:23.:24:25.

In London, we have actually seen a reduction in gun crime.

:24:26.:24:30.

Our hearts go out to the family of Oliver Tetlow,

:24:31.:24:33.

We have seen better policing in our communities.

:24:34.:24:45.

We must keep that up and I will arrange whatever meeting

:24:46.:24:48.

is best to make sure the voices she mentioned are listened to.

As my right honourable friend will be aware,

highways England are consulting on a new lower Thames crossing,

with their preferred option being so-called option C,

which will dived 14% of traffic from the Dartford crossing.

Does my Right Honourable friend agree that before spending billions

on the new crossing, we should sort out the problem

Not only helping a greater number of motorists

We were discussing earlier that we need to tackle congestion

and air quality and stationary traffic is more polluting

than moving traffic so sorting out the existing problems is important

but I believe we have to look at the options for a new crossing.

These are the best available options.

Highways England have looked at both options.

We look forward to seeing what they recommend

and I hope when they do we can then make progress.

This is a vital set of arteries for the economy of our country

and we need the traffic to be flowing smoothly.

A better record than most countries in the developed world can boast

which is down to the clear plan followed these last six years.

last week was induced tourism week, I was delighted to welcome an

international delegation to the Eden Project, to promote Cornwall as a

destination for international tourist, visitor numbers are up in

Cornwall but there is more that we can do to attract overseas visitors

out of London and into the regions of the country. Can I ask the Prime
