Welcome to Reporting Scotland. Tonight on your national news: | :00:17. | :00:19.
Travel disruption and homes and businesses threatened with flooding | :00:19. | :00:24.
as Scotland suffers two days of torrential downpours. We will be | :00:24. | :00:27.
live in the Borders where a flood warning is still in place. | :00:27. | :00:30.
Also coming up tonight: Campaigners lose their legal battle to halt the | :00:30. | :00:35.
controversial Aberdeen bypass. We meet the playful pup swelling the | :00:35. | :00:41.
ranks of a very rare Scottish breed. And our very own Cat Cubie leaves | :00:41. | :00:50.
her weather map for the day to run off and join the circus. Being | :00:50. | :00:54.
invited to train with the Moscow State Circus is like one on one | :00:54. | :01:00.
foot of coaching with David Beckham - incredible, tough and just a bit | :01:00. | :01:04.
frightening. Much of Scotland has spent the day | :01:04. | :01:07.
mopping up and drying-out after torrential downpours hit most parts | :01:07. | :01:10.
of the country. Nearly two-thirds of the rainfall we would expect for | :01:10. | :01:13.
the whole of August has fallen in just the last two days. At the | :01:13. | :01:16.
height of the deluge, 29 flood warnings were issued across the | :01:16. | :01:20.
country, from Caithness to the Borders. Rail and road traffic were | :01:20. | :01:24.
disrupted, for a time this morning there were no trains in and out of | :01:24. | :01:30.
Glasgow's Queen Street station. And the West experienced the second | :01:30. | :01:35.
biggest rain fall since records began. In Millport three inches of | :01:35. | :01:38.
rain fell in just 24 hours. We have this round-up from across the | :01:38. | :01:47.
country. What is normally a quiet street - transformed by relentless | :01:47. | :01:51.
rain. Through the night fire crews battled against the flat, put in | :01:51. | :01:57.
place makeshift defences. Using hoses to pump water back into the | :01:57. | :02:02.
stream, raging nearby. As they worked, local residents looked on | :02:02. | :02:08.
anxiously. The property has been flooded but we have managed not to | :02:08. | :02:14.
get it in a house. But all the streets are flooded. It is very | :02:14. | :02:20.
worrying. We on the Met den a year ago. This is her third flat. | :02:20. | :02:30.
:02:30. | :02:35. | ||
Summertime in Glasgow! -- we all the moves in. While the scenes in | :02:35. | :02:38.
Rosyth were dramatic, the more general picture was one of Sorbie | :02:38. | :02:46.
disruption. The East Coast flood defences were tested as a month's | :02:46. | :02:51.
worth of rain fell in one day. Glasgow experienced one of its | :02:51. | :02:55.
wettest 24 hours since records began. There ever does flood | :02:56. | :03:01.
normally at the end of the year in December through in till February. | :03:01. | :03:08.
This is exceptional. This caused difficult driving conditions. There | :03:08. | :03:12.
were delays and cancellations on the railways as engineers worked on | :03:13. | :03:18.
flooded tracks. We have had an entire month's rainfall in two days | :03:18. | :03:22.
so that causes problems for the network. It is unusual to have that | :03:22. | :03:27.
level of rainfall and it has caused problems. With hard is approaching, | :03:27. | :03:32.
rain stopped feels a also a problem for farmers, especially in the | :03:32. | :03:38.
north-east. For all those used to the outdoor life, and improving | :03:38. | :03:44.
forecast is one crumb of comfort. Our reporter is in people's right | :03:44. | :03:49.
now. How does it look? It has stopped raining but this is | :03:49. | :03:53.
a region which has been causing concern throughout the day. Flood | :03:53. | :03:59.
warnings have been in place. It is an example of localised flooding. | :03:59. | :04:03.
This water is flowing very quickly under this bridge towards the River | :04:03. | :04:10.
Tweed. As the water level has risen, you can see it has burst its banks. | :04:10. | :04:14.
In the afternoon there were cars parked along the side here but the | :04:14. | :04:17.
Fire and Rescue Service had to come and live the cars and take them | :04:17. | :04:22.
away. That was a high risk power of the day. It has since subsided but | :04:22. | :04:27.
there is still a risk of flat. There is a caravan park just up | :04:27. | :04:31.
there and the council say people should take precautions and | :04:31. | :04:35.
sandbags are available at a council depot. Is it an improving picture | :04:35. | :04:43.
tonight? Yes, it is improving here and this is reflected across the | :04:43. | :04:47.
country. There were 29 flood warnings in place, that is down out | :04:47. | :04:54.
to 13. Regions like Tayside and Murray, the situations have | :04:54. | :04:59.
improved. They are still flood alerts through the country. While | :04:59. | :05:04.
the worst is over here, the rain has stopped but people are still | :05:04. | :05:08.
being urged to be vigilant and keep their eye out for rising waters. | :05:09. | :05:12.
Get off that bitch, you do not looks safe! | :05:12. | :05:22.
:05:22. | :05:24. | ||
The Met Office has release data. -- get off that the edge. | :05:24. | :05:32.
How bad is it? You are right to say it has been Garenne. The statistics | :05:32. | :05:38.
are surprising. If we consider them weather systems. Two thirds of the | :05:38. | :05:42.
weather stations have recorded what they would expect to record for the | :05:42. | :05:50.
entire month. One of those places is in Dyce in Aberdeen - up one. 5%. | :05:50. | :05:57.
Also in Edinburgh they have recorded in 10 days what they would | :05:57. | :06:02.
usually record for the whole month. One place which stands out is | :06:02. | :06:06.
Leuchars. The three times what they would expect for the whole month. | :06:06. | :06:11.
It has been very wet and it has also been called. Yesterday in | :06:11. | :06:18.
Aberdeen, 11 Celsius. We would expect that in October. There is no | :06:18. | :06:24.
sign of any long, dry spells soon. But there is a hint that the end of | :06:24. | :06:31.
August could be it. I have my fingers crossed. Thank you. | :06:31. | :06:33.
Campaigners fighting plans to build a controversial bypass around | :06:33. | :06:36.
Aberdeen have lost a legal battle to halt the project. The judges | :06:36. | :06:38.
rejected their arguments that a public inquiry into the 400 million | :06:38. | :06:40.
pound Western Peripheral Route, which is aimed at creating a fast | :06:40. | :06:43.
link to the north, west and south of the city, had been flawed. But | :06:43. | :06:45.
the opponents say their fight is not over, and are considering | :06:45. | :06:54.
further legal action. Our reporter is in Aberdeen for us | :06:54. | :07:02.
now. A hugely controversial project. Yes, indeed, it has been hugely | :07:02. | :07:07.
controversial. Back in 2003 plans were first announced. Campaigners | :07:07. | :07:14.
have fought it all the way. You can see the bench behind me. It is 500 | :07:14. | :07:18.
years old and many people see it as a symbol of an outdated road | :07:18. | :07:24.
network. Air their this evening, even though it is school holidays, | :07:24. | :07:30.
traffic was brought to a standstill. Earlier this evening. This bypass | :07:30. | :07:36.
is all about even -- easing congestion. Politicians say it is | :07:36. | :07:42.
vital to improve links across the region and boosting the economy. It | :07:42. | :07:46.
will slice through Aberdeenshire countryside. Not everyone thinks it | :07:46. | :07:51.
will benefit the north-east. The local campaigners took their fight | :07:51. | :07:56.
to the Court of Session where the argued the public inquiry of 2008 | :07:56. | :08:00.
was unfair and that they had not been given the opportunity to | :08:01. | :08:05.
properly challenged the project. The judge disagreed. Earlier this | :08:06. | :08:10.
evening, I went to close to where the road should be built and it is | :08:10. | :08:18.
still dividing opinion. It is about time. People are still try to come | :08:18. | :08:21.
through here with the road works so the quicker the bypass is done the | :08:21. | :08:26.
better. People will be able to sleep at night with no big lorries | :08:26. | :08:32.
hammering along the roads. I am not at all keen on it. I think it will | :08:32. | :08:37.
destroy their beautiful part of Aberdeen. It is about 30 years too | :08:37. | :08:47.
late. His construction likely to get underway since? In eight years | :08:47. | :08:54.
not one stretch of tarmac has been laid. I review of cost will be | :08:54. | :09:00.
carried out. Campaigners put the final bell in the region of a | :09:00. | :09:03.
billion pounds so they are now speaking to their lawyers to see if | :09:03. | :09:08.
there is any legal avenues still open to them. Any further legal | :09:08. | :09:12.
challenge would lead to further delay. Thank you for bringing us up | :09:12. | :09:17.
to date on that situation. You're watching Reporting Scotland | :09:17. | :09:22.
from the BBC. Still to come - at turnaround - the lottery cash which | :09:22. | :09:26.
is changing the fortunes of a Fife village. | :09:26. | :09:31.
In sport - our national team is getting better but our chances of | :09:31. | :09:35.
qualifying for Euro 2012? Is his footballer on the verge of | :09:35. | :09:42.
returning to Scottish football? Details later. | :09:42. | :09:46.
More than one in 10 people detained in metal health wards are being | :09:46. | :09:50.
given medication or illegally. Patients who had been in mental | :09:50. | :09:55.
health wards firm more than two months can on the be treated if | :09:55. | :10:03.
they can sense horrified doctor gets a second opinion. | :10:03. | :10:08.
This is Ailsa hospital in the air, it is rare for tea because | :10:08. | :10:12.
hospitals to be allowed inside site your trick hospitals because inside | :10:12. | :10:19.

carefully. We do a variety of things on the ward. We check that | :10:32. | :10:36.
patients have safe drugs. Especially when patients under the | :10:36. | :10:41.
Mental Health Act, we would check legal forms that the doctors fell | :10:41. | :10:45.
out and make sure what is prescribed complies with the form. | :10:45. | :10:49.
This should protect the patient. The last states that people were | :10:49. | :10:53.
being given compulsory treatment for more than two months have to | :10:53. | :10:59.
give consent for further treatment. Otherwise, a second opinion must be | :10:59. | :11:04.
found before treating them against their will. The chief-executive of | :11:04. | :11:08.
Scotland's mental health watchdog told me this is not happening in | :11:08. | :11:14.
one am -- one in 10 cases. We fall -- we found that 12 % of the people | :11:14. | :11:19.
we saw subject to a Mental Health Act were getting treatment not | :11:19. | :11:28.
authorised by the Act. Procedures have to be in place for it to | :11:28. | :11:37.

severe mental illness can be even challenging ways but the commission | :11:42. | :11:51.
says that here, treatment can always be given within the law. | :11:51. | :11:53.
Three more teenagers are to appear in court accused of attempting to | :11:53. | :11:55.
incite people to riot in a Scottish city. 16-year-old Shawn Divin, 18- | :11:56. | :11:58.
year-old Jordan McGinlay and a 14- year-old boy are alleged to have | :11:58. | :12:01.
set up a Facebook Page encouraging others to go on the rampage in | :12:01. | :12:10.
Dundee. The older pair were refused bail and kept in custody. | :12:10. | :12:13.
A picturesque Fife village which feared it was facing extinction is | :12:13. | :12:17.
now looking to the future with confidence. The people believe they | :12:17. | :12:20.
may have found a blueprint which would benefit similar communities | :12:20. | :12:25.
across Scotland. Our reporter has been to see their efforts to turn | :12:25. | :12:30.
around the village's fortunes. This is typical of the villages | :12:30. | :12:35.
along the stretch of the Fife coast. Quiet and picturesque but this is a | :12:35. | :12:39.
community which has been to the edge. | :12:39. | :12:44.
Its problems began in the 1980s. First a lost his cool, then its | :12:44. | :12:51.
mining communities. The village and then lost its hotel and pub. -- | :12:51. | :12:55.
first it lost its school. It looked as though this historic village | :12:55. | :13:01.
would be consigned to history. This was once the village pub - now | :13:01. | :13:05.
it is the village harbour. They are getting ready for the official | :13:05. | :13:09.
opening tonight. It is hoped the hub will bring the community | :13:09. | :13:15.
together. A bunkhouse should bring visitors and their cash back to the | :13:15. | :13:20.
village. Artists will have space to show and sell their work. People | :13:20. | :13:25.
are beginning to see that things can happen. We do not have to talk | :13:25. | :13:29.
about just the past. We have got a future and we're beginning to make | :13:29. | :13:36.
things happen. The project has been helped with money from the lottery | :13:36. | :13:43.
funds. This is just the start. Their plans for renewable energy | :13:43. | :13:47.
schemes and perhaps a farm. Certainly an allotment where they | :13:47. | :13:57.
:13:57. | :13:57. | ||
I would like to think other communities would look at us and | :13:57. | :14:02.
sit ask, how did you get that community working? And I hope they | :14:02. | :14:10.
get that community spirit. I think it would be a bonus for us to be a | :14:10. | :14:17.
role model. Even another horrible day like this, they believe the | :14:17. | :14:22.
future is brighter for their community than it has been for | :14:22. | :14:26.
years. And if you are interested in getting more involved with your | :14:26. | :14:28.
community, check out the website at bbc.co.uk/villagesos for | :14:28. | :14:33.
information and tips about how to get started. | :14:33. | :14:37.
Some of the other stories across Scotland this Thursday evening... | :14:37. | :14:40.
A councillor in the Highlands has been jailed for a year after being | :14:40. | :14:43.
found guilty of falsely claiming 43,000 thousand pounds in social | :14:43. | :14:49.
security benefits. John Holden, who is 63, had savings of 250,000. A | :14:49. | :14:51.
sheriff told him he was a liar and a cheat. | :14:51. | :14:54.
A man described as a "serial domestic abuser" has been given a | :14:54. | :14:57.
15-year extended jail sentence. Joseph Loughran admitted a string | :14:57. | :15:00.
of brutal attacks on five women at addresses in Glasgow over a 29-year | :15:00. | :15:04.
period. He was accused of attempted murder, but instead pleaded guilty | :15:04. | :15:09.
to the reduced charge of assaulting them to the danger of life. | :15:09. | :15:11.
A West Lothian couple accused of exporting chemicals to illegal | :15:12. | :15:14.
drugs labs in America have been allowed to take their challenge | :15:14. | :15:19.
against extradition to Britain's Supreme Court. Last month, Kerry | :15:19. | :15:22.
Anne Howes and her husband Brian were told they would have to face | :15:23. | :15:32.
trial in Arizona, after they lost an appeal. | :15:32. | :15:36.
Now take a look at these wee chaps. Chances are you never seen this | :15:36. | :15:40.
breed of dog before and it is feared you might not see any in the | :15:40. | :15:42.
future. They are an old Scots terrier breed known as Dandy | :15:43. | :15:47.
Dinmonts. But they are now so rare that the Kennel Club has put them | :15:47. | :15:57.
:15:57. | :15:59. | ||
on its list of vulnerable breeds. Meet the latest Pops to join the | :15:59. | :16:05.
latest pedigree pups unchanged for virtually 200 years. They were | :16:05. | :16:15.
originally known as mustard and paper dogs because of their colour. | :16:15. | :16:25.
:16:25. | :16:25. | ||
Queen Victoria was a big fan of them. They are very warm, friendly, | :16:25. | :16:33.
and have a very good for vermin control. The date that to the 18th | :16:33. | :16:42.
century. They were used by the tinkers for hunting and poaching. | :16:42. | :16:48.
By the are notoriously hard to breed. Less than 50 have done so | :16:48. | :16:53.
this year and the are facing extinction and dog owners tend to | :16:53. | :17:01.
call for more exotic breeds from abroad. The is the fear that some | :17:01. | :17:08.
native breeds could be consigned to the history books. It is a part of | :17:08. | :17:12.
our history and I hope people will become more aware of the breed when | :17:12. | :17:22.
:17:22. | :17:24. | ||
the see this. This little fellow is undid all unpaid that denial Blakey | :17:24. | :17:34.
it. His existence is helping to keep alive part of Scotland's | :17:34. | :17:38.
history and heritage. And it is over to our very own | :17:38. | :17:48.
:17:48. | :17:49. | ||
dandy for the sports news. Vulnerable. | :17:49. | :17:52.
The Scotland manager Craig Levein says he is encouraged by the | :17:52. | :17:55.
national team's win over Denmark at Hampden last night, but he is not | :17:55. | :18:00.
getting carried away. It was their last warm-up match before four | :18:00. | :18:02.
European Championship qualifiers in the autumn. Scotland have to win | :18:02. | :18:06.
three of them to have any chance of reaching the finals, but the | :18:06. | :18:09.
players think they can do it. A friendly match, a stadium two- | :18:09. | :18:12.
thirds empty and a filthy night - all the elements in place for a | :18:12. | :18:15.
damp squib of a match. Instead, at times, like the pre- | :18:15. | :18:25.
:18:25. | :18:27. | ||
Adam's free kick was shanked into the net for an own goal by Kvist. | :18:28. | :18:29.
Scotland goalkeeper Allan McGregor blundered for Denmark's equaliser, | :18:30. | :18:37.
grasping thin air from Erikson's free kick. | :18:37. | :18:41.
But a first goal in the dark blue for Robert Snodgrass turned out to | :18:41. | :18:44.
be a match winner against the team ranked 21st in the world. | :18:44. | :18:49.
A morale boosting win then ahead of And Lithuania, then two in October | :18:50. | :18:59.
:19:00. | :19:19. | ||
I could see a lot which gives us confidence. It gives us some | :19:19. | :19:24.
confidence going into the four European qualifiers. The target | :19:24. | :19:34.
:19:34. | :19:39. | ||
that has been set his three wins I am afraid UEFA's own website does | :19:39. | :19:42.
not give the Scots much chance, rating their chances of finishing | :19:42. | :19:45.
second at just 13.6% and their chances of making to the finals at | :19:45. | :19:48.
just 4.8%. So the computer says no - or rather, unlikely. Now it is | :19:48. | :19:52.
over to Craig Levein and his players to prove that it is time | :19:52. | :19:56.
for UEFA to upgrade its predictive software. | :19:56. | :19:59.
So the serious action begins for Scotland next month, but a couple | :19:59. | :20:04.
of SPL players had starring roles in last night's qualifiers. And I | :20:04. | :20:08.
am going to show you their goals, just because they are belters! | :20:08. | :20:11.
Steven Davis of Rangers tucked away Northern Ireland's second goal | :20:11. | :20:14.
against the Faroe Islands. Celtic's Paddy McCourt added a third, before | :20:14. | :20:21.
rounding the scoring off with this terrific individual effort. | :20:21. | :20:24.
Hearts are considering making an offer to re-sign their former | :20:24. | :20:27.
captain Michael Stewart. The midfielder left the club last year | :20:27. | :20:32.
and moved to Turkey. But BBC Scotland has learned that the club | :20:32. | :20:42.
:20:42. | :20:48. | ||
are holding talks with Stewart's representatives. He scores!. This | :20:48. | :20:52.
is Michael Stewart scoring four harps in a Uefa Cup tie two years | :20:52. | :21:02.

ago. It appears he could be likely to come back to the club. Their new | :21:04. | :21:08.
manager says that he can add a few players, they can sustain a | :21:08. | :21:16.
challenge at the top end of the table. I think when all the people | :21:16. | :21:21.
come with me to the pitch and done OK with medical staff, and if we | :21:21. | :21:31.
:21:31. | :21:32. | ||
can make a few adjustments, I think we will have a strong team. | :21:32. | :21:38.
course you could be set to become the new managers first signing. | :21:38. | :21:41.
And finally, in golf, the two Scots in the field have endured a | :21:41. | :21:43.
difficult opening round at the USPGA in Atlanta, Georgia. Stephen | :21:43. | :21:52.
Gallacher carded a four over par 74. Martin Lee it was just one shot | :21:52. | :22:02.
:22:02. | :22:03. | ||
better. The leader is seven under par after 16 holes. | :22:03. | :22:06.
A quick reminder that our money man Fergus Muirhead will be back on | :22:06. | :22:10.
lunchtime Reporting Scotland a week on Wednesday. He will be answering | :22:10. | :22:14.
any queries you have about inheritance tax. So any questions | :22:14. | :22:21.
please to the usual address - fergus at bbc.co. Uk. | :22:21. | :22:24.
Well, maybe Cat Cubie just got fed up telling us about this awful | :22:24. | :22:28.
weather. But whatever the reason, she has done a runner and joined | :22:28. | :22:31.
the circus - the Moscow State Circus, in fact. Not only did she | :22:32. | :22:34.
discover a hidden talent, she also found out that circus tricks are | :22:35. | :22:44.
:22:45. | :22:50. | ||
I managed to make it through the performance, but it took a lot of | :22:50. | :23:00.
:23:00. | :23:07. | ||
Been invited to train with the Moscow State Circus is slightly | :23:07. | :23:12.
like getting football coaching from David Beckham. It is incredibly | :23:12. | :23:20.
tough and just a wee bit ski area. As I have been finding out, it is | :23:20. | :23:27.
seriously hard exercise. You have to try and lift your legs up to | :23:27. | :23:30.
your forehead and put them through the hoops, it will take a lot of | :23:31. | :23:36.
strength to do that. I've am not the only one who likes to hang | :23:36. | :23:41.
upside down for a workout. There are dozens of classes like this in | :23:42. | :23:51.
Glasgow. What is a you like about it? I have good balance that I | :23:51. | :23:55.
never heard and flexibility that I never thought I would have. It has | :23:55. | :24:02.
made me feel like a child again. Circus schools are becoming | :24:02. | :24:09.
increasingly popular. Certainly, there has a higher level of | :24:09. | :24:16.
adrenalin and excitement than you might find in the gym. It is | :24:16. | :24:21.
ridiculously good fun for the day, so I think I will stick to whether | :24:21. | :24:26.
presenting - well, for the moment. $NEWLINE Chris you'll be performing | :24:26. | :24:36.
:24:36. | :24:38. | ||
with a world famous dance troupe Way and a talented bunch, are as | :24:38. | :24:48.
:24:48. | :24:53. | ||
whether fork. How's the weather Yes, we have had a terrible time of | :24:53. | :24:56.
it over the last couple of days, but the good news is that it could | :24:56. | :25:03.
be said to clear this evening. Temperatures here overnight in | :25:03. | :25:09.
rural parts down to six or seven degrees, but in the cities, nor | :25:09. | :25:13.
than eleven or 12 degrees Celsius. Tomorrow, a bit of a drab start, | :25:13. | :25:19.
but there could be braced spells in Aberdeenshire. There will be late | :25:19. | :25:26.
bits of rain. However, another weighed nasty weather front | :25:26. | :25:32.
putsches and from the West by mid- afternoon tomorrow. In the West | :25:32. | :25:38.
tomorrow afternoon, it will be rain for most of us, the further east | :25:38. | :25:44.
Europe the better. Across the north-east, you may even see some | :25:44. | :25:50.
sunshine and high temperatures of 18 degrees. Both Orkney and | :25:50. | :25:55.
Shetland may avoid the rain it totally. By the end of Friday, the | :25:55. | :26:02.
rain will have pushed across virtually all of the country. If we | :26:02. | :26:06.
look at the pressure Show, we can see that rain will stay with us | :26:06. | :26:15.
into Saturday. It is all associated with this area of low pressure. He | :26:15. | :26:20.
is there detail for Saturday. Pretty wit across Shetland, but | :26:20. | :26:28.
much of the mainland will be hit with showers and again, the East | :26:28. | :26:35.
Coast is probably the best place to be. A similar story on Sunday, but | :26:35. | :26:39.
the worst of the reign is over, although there is a little more to | :26:39. | :26:43.
come tomorrow. Now just before seven o'clock, a | :26:43. | :26:46.
summary of tonight's top stories... Scotland has spent the day mopping | :26:46. | :26:50.
up after torrential downpours hit much of the country. Nearly two- | :26:50. | :26:53.
thirds of the rainfall we would expect for the whole of August has | :26:53. | :26:56.
fallen in the last two days. In an emergency session of | :26:56. | :26:58.
parliament, the Prime Minister has called this week's riots | :26:58. | :27:02.
criminality "not seen for decades". David Cameron is pledging to do | :27:02. | :27:06.
whatever it takes to restore law and order. More than 1,500 arrests | :27:06. | :27:11.
have been made since Saturday. Shares in the US and across Europe | :27:11. | :27:13.
have both risen, but trading remains volatile, as concerns | :27:13. | :27:22.
continue over eurozone debt. Here, the FTSE 100 ended up 3.1%. | :27:22. | :27:25.
Campaigners have lost their legal battle to stop Aberdeen's planned | :27:25. | :27:29.
new bypass. A judge rejected their arguments against the 400m Western | :27:29. | :27:35. |
