Welcome to Reporting Scotland. Tonight on your national news:

:00:15.:00:18.

As oil continues to bubble from the North Sea leak, Shell begins the

:00:18.:00:23.

operation to stem the flow. The SNP wants school pupils to be

:00:23.:00:28.

taught Scottish studies - Labour says it's political brainwashing.

:00:28.:00:31.

The Perthshire picture house that thrived during the golden age of

:00:31.:00:41.
:00:41.:00:43.

cinema - now locals campaign to return it to its former glory.

:00:43.:00:48.

have seen a few around the corner there waiting to get in. We all

:00:48.:00:53.

enjoyed it on a Saturday night. And it's a big night for Scottish

:00:53.:00:56.

clubs in Europe. We're live at Tynecastle as Hearts prepare to

:00:56.:01:02.

take on Spurs in the pick of the ties.

:01:02.:01:06.

Shell is tonight continuing its fight to shut off an oil leak in

:01:06.:01:09.

the North Sea. It began the first stage of the process this morning

:01:09.:01:12.

by attending to stabilise a pipeline which has lifted off the

:01:12.:01:17.

sea bed. Then divers will be sent down to close off the valve from

:01:17.:01:23.

which the oil is escaping. This is one of the concrete blocks

:01:23.:01:28.

Shell has been using to stabilise the pipeline. Tonight the oil is

:01:28.:01:32.

still bubbling out and will do until, the company says, it is safe

:01:32.:01:37.

enough to stop. If we have agreement from everyone involved,

:01:37.:01:40.

including the Secretary of State, to turn the valve off, we will do

:01:41.:01:46.

that. Until that we will have an opportunity to review what has

:01:46.:01:49.

happened and consider our next step. But others have been revealing what

:01:49.:01:53.

has happened here already. Been far better experts have been examining

:01:53.:02:02.

the impact on birds and marine life. -- environmental experts. Their

:02:02.:02:06.

assessment of whether the equipment is up to scratch or not was,

:02:06.:02:14.

frankly, wrong. This does not bode well for public confidence in the

:02:14.:02:17.

oil industry's operations in the North Sea or indeed in other places.

:02:17.:02:23.

In fact, this has been described as Scotland's worst oil spill since

:02:23.:02:28.

this one on Shetland in 1993. Then, more than 80,000 tonnes of crude

:02:28.:02:33.

oil gushed into the sea. According to Shell, the total potential leak

:02:33.:02:38.

from this pipeline would be more than 800 tonnes, and that would be

:02:38.:02:42.

any if there were a complete failure of the pipeline. We take

:02:42.:02:47.

safety very seriously. We are subject to many inspections, by

:02:47.:02:50.

independent organisations and the regulator. We will lose lessons --

:02:50.:02:57.

learn lessons once we get to the rich cause. Today, more detail

:02:57.:03:02.

became known of where the oil has come from, 300 the below sea level.

:03:02.:03:06.

This complex machinery just beside the well is where the gas and oil

:03:06.:03:11.

separate and sea water is mixed in. If we look at a cross section of

:03:11.:03:15.

pipe, we can see where it has ruptured. It is backing up to the

:03:15.:03:19.

point where the water flows in, and it is here that the Balfour has to

:03:19.:03:23.

be switched off. If that goes wrong, this aircraft loaded with detergent

:03:23.:03:30.

is on standby to help clear up any oil which might be spilt.

:03:30.:03:34.

Our reporter is outside Shell's headquarters in Aberdeen. What is

:03:34.:03:41.

the latest on the leak? The latest from Shell is that so far they have

:03:41.:03:45.

managed to lay down ten of these concrete blankets on top of that

:03:45.:03:49.

section of pipeline to help stabilise it and by close of play

:03:49.:03:53.

tonight their hope is to lay down another two. Engineers will be

:03:53.:03:57.

working into the darkness to ensure that happens. They say if they

:03:57.:04:01.

manage it, they hope it will be enough to give them the green light

:04:01.:04:06.

tomorrow to send down divers to turn off that tap but that decision,

:04:06.:04:11.

that final decision, is taken by the UK Government representative

:04:11.:04:15.

here. The Scottish Government's latest in the last half an hour is

:04:15.:04:19.

to say that they have sent out an aeroplane this afternoon to carry

:04:19.:04:24.

out a detailed survey of birdlife in the area. That is due to touch

:04:24.:04:30.

back down in Inverness in the next ten minutes. The detailed results

:04:30.:04:33.

of that will not be nearer until tomorrow but initially they are

:04:33.:04:38.

saying that it looks like this oil spill is unlikely to impact

:04:38.:04:43.

significantly on any bird life in the North Sea. Thank you.

:04:43.:04:48.

An SNP plan to introduce Scottish studies to the school curriculum

:04:48.:04:52.

has been described by Labour as an attempt to brainwash schoolchildren.

:04:52.:04:56.

The nationalists want a greater emphasis on Scottish culture,

:04:56.:05:00.

history and literature but opponents say it amounts to

:05:00.:05:04.

political interference in the classroom.

:05:04.:05:07.

At Bellahouston Park Academy in Glasgow, fig your modern studies

:05:07.:05:17.
:05:17.:05:18.

pupils are learning about China. -- fifth year. Protest over the lack

:05:18.:05:21.

of human rights... Subjects like this have been taught for many

:05:21.:05:25.

years. Ministers say Scotland's history has sometimes been

:05:25.:05:30.

neglected in the classroom. Schools Minister Alasdair Allan turned

:05:30.:05:34.

people today to take part in a class for adult Gallic learners.

:05:34.:05:41.

Time to, he says, for classes on a wider Scots studies. I had a very

:05:41.:05:46.

good experience at school. But in secondary school I had absolutely

:05:46.:05:51.

no exposure to Scottish literature at all. We have to make sure we do

:05:51.:05:55.

not just rely on the enthusiasm of individual teachers for things like

:05:55.:06:01.

Scottish history, but everybody has a right to access to them. What

:06:01.:06:05.

might be on offer? Ministers are keen to look specifically at

:06:05.:06:09.

Scottish history. They would also like to see more Scottish

:06:09.:06:13.

literature taught in schools, as well as Scots and Gallic languages.

:06:13.:06:18.

They say they will not be forcing pupils to take up a cause like

:06:18.:06:21.

Scottish studies if they do not want to but they do want to ensure

:06:21.:06:25.

that Scottish history gets woven into a range of subject areas. But

:06:25.:06:30.

Labour is highly critical. Their education spokesman claims the SNP

:06:30.:06:36.

is political are sizing the education system. -- is

:06:36.:06:41.

politicising the education system. My suspicion is that this is just

:06:41.:06:46.

the SNP trying to brainwash children into their political view.

:06:46.:06:51.

The curriculum should be to step by teachers, not politicians. Why

:06:51.:06:55.

should the SNP decide what exams children will sit? The Scottish

:06:55.:06:59.

governments wants to start moving forward with its proposals in the

:06:59.:07:04.

next few weeks. Ministers want to hear from a wide range of groups

:07:04.:07:08.

including academics, teachers and other cultural experts. They want

:07:08.:07:12.

the plans in place as soon as possible but with is still a

:07:12.:07:21.

contentious issue it, it may take ministers longer than they hoped.

:07:21.:07:26.

You are watching Reporting Scotland. Still to come: 30 years after this

:07:26.:07:30.

Highland cinema closed, locals campaign to get their picture house

:07:30.:07:35.

back. And in sport, it is a huge night of

:07:35.:07:39.

European action ahead for Scottish clubs. Three of them are playing

:07:39.:07:45.

this evening. The glamour game is here at Tynecastle where Hearts

:07:45.:07:47.

played Tottenham Hotspur of the English Premier League. We will

:07:47.:07:55.

look ahead to all the games with a very special guest.

:07:55.:07:59.

The First Minister's has called on the first bank -- Royal Bank of

:07:59.:08:02.

Scotland to think again about bending free access for some

:08:03.:08:07.

account-holders to cash machines owned by other banks, affecting one

:08:07.:08:11.

million customers. Customers can still make free withdrawals from

:08:11.:08:16.

Tesco and Morrison's dispensers. RBS says it remains committed to

:08:16.:08:21.

helping people who may struggle for banking access.

:08:21.:08:25.

Gordon is a Royal Bank of Scotland customer but the account he had was

:08:25.:08:29.

the most simple one, with no overdraft or credit card. The sort

:08:29.:08:33.

that is often but not always used for people who might find it hard

:08:33.:08:38.

to get a bank account. He was worried. Yesterday I was fairly

:08:38.:08:44.

angry when the letter arrived. It seemed to me that they were taking

:08:44.:08:49.

a facility away from me that I had had for 15 years, with no reason to

:08:49.:08:55.

remove it. Across the UK, up to one million Royal Bank of Scotland and

:08:55.:09:00.

NatWest customers could be affected. They would only be allowed to use

:09:00.:09:05.

the bank's' own cash machines for free as well as those of Tesco and

:09:05.:09:15.
:09:15.:09:17.

Morrison's, although they could But one of their former employees

:09:17.:09:27.
:09:27.:09:28.

is not happy. It is a big step to introduce charging. Running a bank

:09:28.:09:32.

account costs the bank itself money. Customers with their basic account

:09:32.:09:36.

do not pay bank charges but the bank does not profit from these

:09:36.:09:41.

customers. Yet RBS still has to pay whenever someone with a basic

:09:41.:09:46.

account withdraws money from a rival cash machine. But there is

:09:46.:09:50.

good news for Gordon. He went into his branch today and they have now

:09:50.:09:54.

changed his account so he can still use any cash machine. The first

:09:54.:09:58.

thing they should do is go to the bank and find out what can be done

:09:58.:10:06.

about it. But not everyone will get a different account. A company will

:10:06.:10:13.

own could face PR damage for a move which may hit some of their poorest

:10:13.:10:18.

customers the most. Work on Aberdeen FC's new stadium

:10:18.:10:22.

could begin early next year after the preferred contractor was named.

:10:22.:10:27.

Councillors earlier approved the 21,000 seat stadium at Loirston

:10:27.:10:35.

Loch in the south of the city. It is hoped the complex will be ready

:10:35.:10:39.

for the 2013-2014 season. They are the glamour industries

that many young people want to work in. Fashion, music, media. Many of

them some -- followed these subjects at Scotland's higher

:10:51.:10:54.

education services, with no real hope of getting a job afterwards.

Now the Government is calling of a shake up of further education

:11:10.:11:19.

The glamourous world of the catwalk. It inspires hopes and dreams of

:11:19.:11:24.

Careers in the fashion industry. But it is just one sector where

:11:24.:11:30.

there are few jobs. There is a glut at the moment in certain courses,

:11:30.:11:34.

such as media, fashion, radio broadcasting, dance, drama,

:11:34.:11:39.

photography. It is a big shame that these students are not all getting

:11:39.:11:43.

jobs by the time they finish. every year, youngsters continue to

:11:43.:11:48.

be trained on courses which lead nowhere. This engineering course in

:11:48.:11:52.

Midlothian is one that offers a future. At the end of their

:12:15.:12:21.

report indicates it is hard to work out which courses are well run a

:12:21.:12:27.

world leading to a happy outcome. If we do this course we are set up

:12:27.:12:31.

for life. There are a lot of young people who do not have jobs. An

:12:31.:12:34.

apprenticeship is a real opportunity. The Scottish

:12:34.:12:38.

Government, which commissioned his report, says it aims to bring in

:12:38.:12:42.

reforms. Colleges such as this one in embed s say they have some

:12:42.:12:50.

concerns. We do not want to be in a position where we said there are

:12:50.:12:55.

five places for sports trainers and the fact that 100 want to do sports

:12:55.:13:00.

training is tough. Clearly very good training going on here but in

:13:00.:13:04.

all, the quality of courses across Scotland is extremely patchy.

:13:04.:13:08.

Ministers are urged to allow poorly performing colleges to merge, drop

A private company has been called in to manage the troubled Edinburgh

trams project. Turner and Townsend is to replace TIE, the company set

Today it has been announced that a private company has been put in

The management and funding news have been warmly welcomed locally

A self-portrait by the popular Scottish artist Jack Vettriano has

:16:17.:16:20.

gone on display at Glasgow's Kelvingrove Museum and Art Gallery.

:16:20.:16:23.

The painting, Self Portrait Five, was created in the 1990s and has

:16:23.:16:26.

been loaned to the Kelvingrove for three years by its owners. The

:16:26.:16:29.

piece shows the artist in his working clothes - a contrast to the

:16:29.:16:31.

glamorous, perfectly dressed figures in the paintings for which

:16:41.:16:53.

You can forget the festival and the fringe because the biggest show in

:16:53.:16:56.

Edinburgh is here at Tynecastle for one night only. Hearts are playing

:16:56.:16:58.

Tottenham Hotspur in a Europa league qualifier. It's just one of

:16:58.:17:01.

three matches involving Scottish clubs tonight. And we've got a very

:17:01.:17:04.

special guest to preview them. Star billing goes to the Scotland

:17:04.:17:07.

manager Craig Levein. We'll get Craig's thoughts in a minute after

:17:07.:17:15.

this scene setter from our reporter Brian Mclaughlin. In a moment and

we will speak to Craig Levein. But that report first... At this time

:17:21.:17:27.

of year the capital city a, days some weird and wonderful characters.

:17:27.:17:31.

I don't want to make too much of a song and dance about it but tonight

:17:31.:17:35.

the biggest show in town is not at the Edinburgh Fringe, it is that

:17:35.:17:40.

time Castle, where 18,000 fans will watch Hearts take on Spurs. Where

:17:40.:17:46.

would you rather be tonight? Here, or watching the football? Time

:17:46.:17:51.

Castle! The what is the biggest show in town tonight? Hearts,

:17:51.:17:57.

Tottenham? Very good. But I am here for the fringe. The club's first

:17:57.:18:01.

met in 1901, when, after winning respective cup competitions, they

:18:01.:18:07.

decided it was time to find out who would be crowned world champions.

:18:07.:18:12.

There were many people who felt the FA Cup was a more prestigious

:18:12.:18:18.

trophy than the respective league championships. So Spurs and hearts

:18:18.:18:25.

decided let's get together and have hearts 13-1. But it was an

:18:25.:18:29.

unofficial world championship. a good result tonight would no

:18:29.:18:39.
:18:39.:18:42.

Is this one of the biggest ever Games? Cast aside subjectivity,

:18:42.:18:46.

what kind of chance to they have against Tottenham? It is not one of

:18:46.:18:52.

their biggest games, it is still early rounds of the competition.

:18:52.:18:56.

With regard to the importance of the match, I do not think it is one

:18:56.:18:59.

of the most important but it has attracted a lot of interest. When

:18:59.:19:03.

you get a Scottish team against in English team there is the added

:19:03.:19:09.

:19:20.:19:21.

kind of approach would you take if There is always an element of

:19:21.:19:26.

caution in European matches. I have a good feeling about tonight. Spurs

:19:26.:19:31.

have not started the season yet, Hearts are six games in. They will

:19:31.:19:36.

be battle-hardened and ready. It is a tight pitch that supporters on

top of the game. I think they can get a good result. Let's consider

:19:42.:19:47.

the -- Let's consider the tasks facing the other Scottish clubs

:19:47.:19:50.

trying to qualify for the Europa League. Celtic are at home to Sion

:19:50.:19:54.

of Switzerland in the first leg of their tie. A whiff of controversy

:19:54.:19:57.

around this one even before kick off. With Sion saying they'll field

:19:57.:19:59.

a handful players the authorities say are ineligible because of a

:19:59.:20:02.

transfer ban. That could lead to them being thrown out of the

:20:02.:20:05.

competition. That means there's a hint of the bizarre around this

:20:05.:20:11.

match. Will that affect how Neil Lennon approaches the match? Not at

:20:11.:20:19.

all. It is a home game for Celtic. They will be determined to win.

:20:19.:20:22.

Neil had some experience last season of Europe, so that will hold

:20:22.:20:26.

him in good stead. This is the first I have heard of the situation.

:20:26.:20:30.

No matter what happens the important thing is for Celtic to

:20:30.:20:34.

win. They have to win at home because their away record has not

:20:34.:20:44.
:20:44.:20:51.

been great. True. But it is a new Rangers are in Slovenia for the

:20:51.:20:53.

first leg of their qualifier against Maribor. Let's turn our

:20:53.:20:56.

attention to that. Rangers expected to win over two legs, but they have

:20:56.:21:00.

one or two problems going into this - they're missing a few defenders,

:21:00.:21:02.

but beat the transfer deadline to sign this fellow... Carlos

:21:02.:21:09.

Bocanegra, the United States captain. And he is a starter for

:21:09.:21:19.
:21:19.:21:21.

It indicates they are struggling for defenders. Normally when you

:21:21.:21:25.

send a player that late you put them on the bench and maybe

:21:25.:21:29.

introduce them to the game at some stage. So Alastair must be

:21:29.:21:33.

struggling for players to throw somebody in as quickly as that. He

:21:33.:21:38.

is experienced so should not be a problem. Predictions? A I think

:21:38.:21:48.
:21:48.:21:49.

Rangers will win the tie overall. And there's coverage of the Celtic

:21:50.:21:59.
