theoretically at least, to recall to prison if he breaches the terms

Specifically, what are the problems? The problem is that the

Scottish public services ombudsman should be their last stop when you

have a complaint. What you should do, what you have to do, is go to

procedure. If they were handling these complaints correctly, you

would expect very few to get as far as the Ombudsman. But the ombudsman
