just over two years ago, remains on life licence and subject, | :01:53. | :01:57. | |
theoretically at least, to recall to prison if he breaches the terms | :01:57. | :02:01. | |
of that licence, which do include keeping in regular contact with | :02:01. | :02:08. | |
officials here. But it is clearly a far from easy task to keep in | :02:08. | :02:13. | |
contact with a man like al-Megrahi in the chaos which is Tripoli. | :02:13. | :02:18. | |
The situation in Tripoli remains far from stable. Forces loyal to | :02:18. | :02:21. | |

would expect very few to get as far as the Ombudsman. But the ombudsman | :12:16. | :12:23. | |
told us today that unfortunately, that is not the case. We are up | :12:23. | :12:27. | |
holding 34% of the cases that come to us and that is far too high. We | :12:27. | :12:31. | |
are the last stage people come to with complaints and I would expect | :12:31. | :12:36. | |
that number to be somewhere around 10% to and did cent and the most. | :12:36. | :12:40. | |
That means far from getting things right first time, a lot of local | :12:41. | :12:45. | |
authorities are getting things wrong first time. What can be done | :12:45. | :12:51. | |

seriously so they can learn lessons. But with the NHS, there has been a | :13:07. | :13:11. | |
debate for about a decade about whether it should move to a no- | :13:11. | :13:14. | |
fault compensation scheme, the idea being that would speed up the | :13:14. | :13:20. | |
complaints process and make the NHS less reluctant to say sorry. A | :13:20. | :13:24. | |
report decided it was a good idea, but we are still waiting for the | :13:24. | :13:34. | |
