Welcome to Reporting Scotland. Scottish a van driver Robert Black | :00:19. | :00:23.
goes on trial for the abduction and murder of a schoolgirl more than 30 | :00:23. | :00:28.
years ago. The fall-out from the Scottish budget. Businesses are | :00:28. | :00:34.
facing a tax bill rise. The murderers of Thomas Sharkey and his | :00:34. | :00:41.
two children, Thomas and Richard. People are hoping Crimewatch can | :00:41. | :00:51.
:00:51. | :00:51. | ||
find the killers. -- and Bridget. He was doing a scholarship. It was | :00:51. | :00:57.
a surprise, a good one. After the shock exits of last night, we | :00:57. | :01:03.
report on the draw for the next round of the Communities Cup. The | :01:03. | :01:07.
trial has begun of a van driver from Scotland accused of abducting | :01:07. | :01:11.
and murdering a nine-year-old schoolgirl in Northern Ireland 30 | :01:12. | :01:15.
years ago. Jennifer Cardy disappeared while riding her bike | :01:15. | :01:21.
in the village of Ballinderry in 1981. Her body was found six days | :01:21. | :01:26.
later. 64-year-old Robert Black, originally from Grangemouth, denies | :01:27. | :01:34.
the charges. Many of us that lived through the disappearance and | :01:34. | :01:44.
:01:44. | :01:44. | ||
murder of Iwate have been left with indelible images -- Jennifer Cardy. | :01:44. | :01:49.
Ultimately, her coffin being carried. Duck hunters found the | :01:49. | :01:58.
body hair. It was six days after she went missing. It sparked a man | :01:58. | :02:03.
hunt lasting more than 30 years. The file on this case has not been | :02:03. | :02:09.
closed. But the prosecution says a painstaking job, with people | :02:09. | :02:14.
looking at millions of receipts, will allow people to prove that | :02:14. | :02:19.
Robert Black was in this area on the day in question, August 12th, | :02:19. | :02:26.
1981. That indeed he would have driven right past this spot. He is | :02:26. | :02:29.
originally from Stirlingshire but in 1981 he was living in north | :02:29. | :02:36.
London. His job sorting travel all across the UK. He is now aged 64. | :02:36. | :02:41.
He wore glasses and a hearing aid and appeared to be listening | :02:41. | :02:46.
closely and impassively. Much of the time he had his arms crossed. | :02:46. | :02:51.
Just a few metres behind him, the mother, brother and sister of | :02:51. | :02:56.
Jennifer Cardy. They kept looking at the prosecution barrister. | :02:56. | :03:01.
Jennifer's mother, seen here are riding at court took the stand. She | :03:01. | :03:05.
told the jury how proud Jennifer had been of her bicycle and how she | :03:05. | :03:12.
wanted to cycle to a friend's house. Her mother sent her a watch and | :03:12. | :03:17.
wound it up for have. Jennifer had wanted to be home in time for | :03:17. | :03:23.
Jagger Norwich but she did not come home. Prosecutors say that Robert | :03:23. | :03:27.
Black stopped her, sexually assaulted her and killed her, which | :03:27. | :03:35.
he denies. The case is expected to last up to two months. Businesses | :03:35. | :03:40.
in Scotland face a sharp increase in their local tax bills, after the | :03:40. | :03:45.
Holyrood budget. We understood a new levy would be on shops selling | :03:45. | :03:50.
alcohol and tobacco but analysis of the plans indicate an increase in | :03:50. | :03:57.
business tax goes far beyond that. Here is our correspondent. How is | :03:57. | :04:02.
this being applied? Business rates are based on the value of | :04:02. | :04:06.
properties in which they operate. It is just above 2 billion per | :04:06. | :04:12.
year at the moment and support local government. Economists at | :04:12. | :04:17.
Glasgow University have been analysing this in greater detail. | :04:17. | :04:22.
In the next few years, it will be a big increase in the rate. 23 %. Way | :04:22. | :04:30.
above inflation. Then, it will be almost half a billion pounds of | :04:30. | :04:35.
additional business tax as a result. Part of that is explained by the | :04:35. | :04:39.
controversial levy on shops selling tobacco and alcohol and clamping | :04:39. | :04:44.
down on empty properties which previously had a great relief. But | :04:44. | :04:50.
it is not clearly explained. We have got questions for economists | :04:50. | :04:55.
at Glasgow University. What is the level of commitment to a growing | :04:55. | :04:59.
business from the Scottish government? It is a rather odd | :04:59. | :05:07.
signal. It is a mixed signal. We would like to reduce corporation | :05:07. | :05:11.
tax. It is not identical with the business rate but they are but | :05:11. | :05:16.
taxes on what you are doing and we want them to be a bit lower. It | :05:16. | :05:20.
will not be well received. government says it is committed to | :05:20. | :05:25.
helping businesses to grow be a comic. But executives are not happy | :05:25. | :05:33.
with this increase. -- the economy. We are very disappointed with the | :05:33. | :05:36.
business rates in Scotland. We are just coming to terms with the | :05:36. | :05:42.
increase last year after the transitional relief. We have got | :05:42. | :05:47.
that levy defeated in the Scottish Parliament before. Coming back here | :05:47. | :05:51.
a lot with potentially the end of property relief is bad news for | :05:51. | :05:59.
business. What about other findings? They had a close look at | :05:59. | :06:04.
other figures. Universities can be quite happy about the result of | :06:04. | :06:09.
this allegation. But much of that is at the expense of further | :06:09. | :06:14.
education colleges at a time when it is difficult to get places and | :06:14. | :06:19.
funding is going down. They are looking at efficiency claims. It is | :06:19. | :06:25.
difficult to prove that them. They might simply be cut. Also, pay | :06:25. | :06:30.
policy. People recruited to executive jobs will start on 10% | :06:30. | :06:37.
less than their predecessors. That is getting the pay bill damned. If | :06:37. | :06:44.
we look at health, the NHS has been protected. -- pay bill decreased. | :06:44. | :06:49.
This is what we are becoming used to. 20 % of the funding is not | :06:49. | :06:55.
protected. That includes dentists, GPs and opticians, all facing a | :06:55. | :07:01.
tight squeeze. Newsnight Scotland has got a special debate tonight on | :07:01. | :07:06.
the budget on BBC Two at 11 o'clock. The murder of three members of the | :07:06. | :07:10.
same family at a fire in Helen's brother will feature on BBC | :07:10. | :07:15.
Crimewatch tonight. Thomas Sharkey and his children, Thomas and | :07:15. | :07:19.
Bridget died after the fire was started deliberately last summer. | :07:20. | :07:23.
Detectives are hoping the appeal will lead to new evidence to catch | :07:23. | :07:32.
Tonight, viewers will see this. It is a reconstruction of the final | :07:32. | :07:36.
moments of a Pam Murray. It is hoped the programme will find the | :07:36. | :07:43.
killer. -- the final moments of a family. Angela Sharkey was the only | :07:43. | :07:49.
survivor. A husband and two children died. I was immensely | :07:49. | :07:57.
proud of my children. Thomas had just turned 21. He was doing a golf | :07:57. | :08:04.
scholarship. It was a surprise. But a good one. Everybody thinks their | :08:04. | :08:11.
children are brilliant. But Brigid was brilliant. She was told her | :08:11. | :08:17.
family had been killed as she recovered in hospital. It was | :08:17. | :08:22.
Angela's sister that told her the terrible news. How can you begin to | :08:22. | :08:28.
deal with what you have loved being lost? It is two months since | :08:28. | :08:31.
somebody approached this property in the early hours of the morning | :08:31. | :08:35.
had deliberately set a fire that would kill a partner and children. | :08:35. | :08:40.
Police have not found Qamishli was responsible or established a motive | :08:40. | :08:49.
for the murder. -- who was responsible. I have got to face it. | :08:49. | :08:56.
It would be made easier if I had a reason or it somebody can explained | :08:56. | :09:03.
to me why they felt the need to do this. Police are looking to talk to | :09:03. | :09:06.
this person caught on camera near the family home at the time the | :09:07. | :09:11.
fire started. The hooded figure might be a key witness, detectives | :09:11. | :09:20.
have said, but not a suspect. More about that on BBC One Scotland at 9 | :09:20. | :09:26.
o'clock tonight. This is Reporting Scotland. Coming up... And I became | :09:26. | :09:31.
a grandfather again for the second time will stop it was amazing. We | :09:31. | :09:39.
have been doing a lot of this. --. It was amazing. And we find out | :09:39. | :09:45.
about the cast of parenting. Changes to the Rugby World Cup | :09:45. | :09:50.
against Argentina. Another big night of shocks in the Scottish | :09:50. | :09:58.
Community leaks Cup has Falkirk defeat Rangers. -- the Scottish Cup. | :09:58. | :10:01.
Plans for councils in the West of Scotland to work closely together | :10:01. | :10:05.
and save money are in disarray. Glasgow City Council said it will | :10:05. | :10:10.
not be joining the scheme for councils to combine back office | :10:10. | :10:15.
staff after other councillors had a lukewarm response. Here is our | :10:15. | :10:20.
correspondent outside Glasgow's city chambers. Glasgow was | :10:20. | :10:24.
previously clean. Why use the council not joining now? -- in | :10:24. | :10:34.
:10:34. | :10:34. | ||
favour. This is a situation where human resources would have been | :10:34. | :10:38.
looked after for several councils across Scotland. It would have | :10:38. | :10:44.
affected thousands of staff. But the scheme was losing momentum. One | :10:44. | :10:49.
council walked away completely and others decided just to have limited | :10:49. | :10:55.
involvement. Because of this, it was not adding up for Glasgow to be | :10:55. | :11:00.
involved. It would actually cost more to set up the agency than it | :11:00. | :11:05.
could have saved. But Glasgow's city council, as far as their | :11:05. | :11:10.
involvement is concerned, the idea of a big back office is effectively | :11:10. | :11:16.
dead. We might get limited steps in this direction from some smaller | :11:16. | :11:23.
councils in the area. But if they cannot even agree to combine | :11:23. | :11:26.
information technology departments, when can we get more radical | :11:26. | :11:32.
changes to the public might notice? This is the important question. | :11:32. | :11:37.
Behind this proposal, we had got a bigger project for councils in the | :11:37. | :11:42.
West of Scotland to look at how they could share services. That was | :11:42. | :11:48.
at their initiative. Glasgow and the other councils in the West | :11:48. | :11:53.
remain very keen about the principles of sharing services, but | :11:53. | :11:58.
the question is about what is actually practical. We are | :11:58. | :12:02.
expecting to hear about proposals for joint waste management in the | :12:02. | :12:07.
next few weeks. But some people here in Glasgow are all wondering | :12:07. | :12:11.
just how much willingness there will be for some councils to | :12:12. | :12:16.
voluntarily share some services, while the Scottish government might | :12:16. | :12:21.
need to become involved. But that looks pretty unlikely. The | :12:21. | :12:25.
government is keen on allowing councils to decide independently | :12:25. | :12:33.
what the solution for their area is. The Dutch owners of Halls Foods are | :12:33. | :12:37.
creating 250 jobs and apprenticeships in West Lothian. | :12:37. | :12:42.
Vion is getting 2 million in Scottish government funding to fund | :12:42. | :12:48.
a centre of excellence. They are demonstrating confidence in Halls | :12:48. | :12:52.
Foods and the Scottish pig industry, according to the company. Family | :12:52. | :12:56.
life is difficult for many people but for many, the cost of child | :12:56. | :13:01.
care prevents people from taking a job at all. Surveys suggested one | :13:01. | :13:04.
third of parents in severe poverty turned down work because it was too | :13:05. | :13:09.
expensive to pay somebody else to look after their children. Save the | :13:09. | :13:19.

Children has issued what it calls a Tracey is a stay at home mother in | :13:19. | :13:24.
Glasgow. She would like to take a job but says she would struggle to | :13:24. | :13:29.
pay somebody else to look after their son. Financially, it is not | :13:29. | :13:36.
what it, going back to work. I want to go back to work to give my son a | :13:36. | :13:41.
good example to start like that. I want that for my sanity. I want to | :13:41. | :13:51.

Politicians cradled lifelike robotic babies to show their | :13:53. | :13:58.
support for more affordable childcare. We cannot do things to | :13:58. | :14:05.
make it more affordable. One it is making a commitment to part-time | :14:05. | :14:12.
education, and extending early education to two-year-old, starting | :14:12. | :14:18.

:14:28. | :14:30. | ||
time last week. So Scottish government ministers understand the | :14:30. | :14:33.
problem. Thousands of Scots are forced to choose between keeping | :14:33. | :14:39.
their job and caring for a child. Campaigners say that one not change | :14:40. | :14:49.
unless childcare is made more affordable. | :14:49. | :14:52.
Some of the other stories across Scotland this Thursday evening: | :14:52. | :14:55.
A teenage girl has been raped on a Glasgow golf course while golfers | :14:55. | :14:58.
were playing nearby. The 16-year- old was on the Littlehill Course, | :14:58. | :15:02.
near Stobhill Hospital, around 8pm on Saturday, 10th September. A man | :15:02. | :15:05.
grabbed her from behind and dragged her into undergrowth near the tenth | :15:05. | :15:10.
green. As many as one in five Scottish | :15:10. | :15:12.
publicans have thought about selling their business or closing | :15:12. | :15:16.
it down according to research compiled for a brewer. It also | :15:16. | :15:19.
suggests while most were optimistic about their own prospects, many | :15:19. | :15:22.
were generally concerned for the industry's future. The Scottish | :15:22. | :15:24.
Licensed Trade Association says pubs have suffered from the smoking | :15:25. | :15:30.
ban, weak economy and the trend for drinking at home. | :15:30. | :15:33.
The makers of Highland Toffee could be rescued by the same investors | :15:33. | :15:37.
who saved the company five years ago. McCowans is in administration, | :15:37. | :15:42.
putting 103 jobs at its Stenhousemuir factory at risk. | :15:42. | :15:45.
Ambrosia Holdings, whose investment saved the company in 2006, say it | :15:45. | :15:55.
:15:55. | :15:55. | ||
still believes it is a viable business with a strong brand. | :15:55. | :15:57.
The Edinburgh-based publisher Canongate has defended its decision | :15:57. | :15:59.
to publish an unauthorised autobiography of the WikiLeaks | :15:59. | :16:05.
founder Julian Assange. Mr Assange has accused Canongate of | :16:05. | :16:15.
:16:15. | :16:15. | ||
profiteering from an erroneous draft of the memoir. | :16:15. | :16:20.
This, the book that is causing controversy as it arrives on the | :16:20. | :16:26.
shelf. The subject: A man it never far from it. Julian Assange is the | :16:26. | :16:30.
founder of WikiLeaks. He has made his name publishing material other | :16:30. | :16:34.
people do not want in the public domain, but now he says his | :16:34. | :16:39.
autobiography has been published without his consent. Canongate is a | :16:39. | :16:43.
small publisher based in Edinburgh, but has an international reputation, | :16:43. | :16:48.
and many acclaimed authors on its list. Julian Assange Cider | :16:48. | :16:53.
contracts last year, but try to pull out of it in June. -- Julian | :16:53. | :16:58.
Assange it signed. The book was written by a ghost | :16:58. | :17:02.
writer, and in it, you get an insight into his obsession with | :17:03. | :17:07.
hacking into top secret organisations. There is also a | :17:07. | :17:13.
chapter on the event ends Sweden that led to the allegations of | :17:14. | :17:17.
sexual assault. In a statement, Julian Assange says | :17:17. | :17:22.
the publication is in breach of contract, confidence and in breach | :17:22. | :17:29.
of my creative rights and personal assurances. He accuses Canon Gate | :17:29. | :17:34.
of old-fashioned opportunity for some, screwing people over to make | :17:34. | :17:43.
a buck. -- opportunism. We would be publishing the first draft of this | :17:43. | :17:48.
book as an unauthorised autobiography two weeks ago. We | :17:48. | :17:52.
gave them a 12 days' notice. Julian Assange initially agreed to the | :17:52. | :17:59.
book deal because he needed money to pay legal fees. | :17:59. | :18:05.
The amount of wood grown and felled in Scotland is set to rise sharply. | :18:05. | :18:08.
By the end of the decade, 10 million tonnes of timber could be | :18:08. | :18:11.
harvested here every year. The industry is a major employer, but | :18:11. | :18:14.
there's concern about the impact it could have on the landscape. | :18:14. | :18:19.
They call this a big tree country. But in this part, at the words are | :18:19. | :18:28.
not just for looking at. They help to grow the economy. -- indeed | :18:28. | :18:34.
woulds. Tree trunks are sliced, and diced. They make palettes for | :18:34. | :18:41.
transporting goods to our shops. Everything has been grown and | :18:41. | :18:47.
harvested. It is basically a cropper. I believe that we are now | :18:47. | :18:52.
replacing more than we are picking out. Across Scotland last year, 6 | :18:52. | :18:58.
million tonnes of wood was felled. By the end of the decade, that is | :18:58. | :19:02.
said to have sought to 10 million tonnes. There is demand for wood | :19:02. | :19:06.
right now because it is a very versatile product. Tree-trunks get | :19:06. | :19:11.
chopped into planks and furniture. The smaller stuff gets turned into | :19:11. | :19:18.
a wood panels and palates. The twigs, branches and Bach get | :19:18. | :19:24.
chopped up and used for by a mass were burning. -- barks. But | :19:24. | :19:29.
removing trees can leave a scar. People here are angry that this | :19:29. | :19:34.
would have been clear felled. Every tree has gone, leaving a caravan | :19:34. | :19:44.
:19:44. | :19:45. | ||
park and walk a's path exposed to the road. Trees leave a screen. If | :19:45. | :19:50.
they clear fell, this is what we are left with, it is very | :19:50. | :19:56.
devastating and not a pretty sight. And because our forests grown over | :19:56. | :20:00.
decades can become part of the landscape, there is pressure to | :20:00. | :20:05.
minimise the impact of failing. would ask any manager to take into | :20:05. | :20:14.
account the impact of these proposals on this landscape. Clear | :20:14. | :20:19.
felling might be appropriate, provided it does not detract from | :20:19. | :20:24.
the quality of the landscape. balance may be harder to strike in | :20:24. | :20:34.
:20:34. | :20:47. | ||
future, as forestry grows as fast as the trees themselves. | :20:47. | :20:50.
Sport now. Here's Jonathan. You know what it's like - you wait | :20:50. | :20:53.
a few years for a memorable Cup shock and three come along at once. | :20:53. | :20:56.
After East Fife had dumped SPL side Aberdeen out of the Scottish | :20:56. | :20:59.
Communities League Cup we thought we had had our shock. But last | :20:59. | :21:02.
night, it was the turn of Hearts and League Cup holders Rangers to | :21:02. | :21:08.
bow out of the competition to lower League opposition. I am so proud. | :21:08. | :21:17.
But tonight, we are engulfing all aspects of tonight's teams. For | :21:17. | :21:23.
many of the players, they will go on to play at a higher level. | :21:23. | :21:33.

Tonight's result was remarkable. Rangers swapped back to do happen | :21:36. | :21:43.

a goal down. Mark Roberts with a decisive penalty in the shoot-out. | :22:07. | :22:13.
Celtic now play in the League Cup quarter-finals. It will be a tough | :22:13. | :22:23.
:22:23. | :22:24. | ||
game. I am looking forward to it. It will be a tough game, but I am | :22:24. | :22:32.
confident. East Fife travelled to Kilmarnock. They have been many | :22:32. | :22:36.
question marks over the quality of the Scottish game, but in terms of | :22:36. | :22:38.
excitement and drama, they can still get the thumbs up. | :22:38. | :22:41.
Scotland have made five changes in their starting team for Sunday's | :22:41. | :22:45.
crucial Rugby World Cup Pool B match against Argentina. Chris | :22:45. | :22:50.
Paterson and Rory Jackson come in for Rory Lamont and Dan Parks. In | :22:50. | :22:53.
the pack, prop Geoff Cross, lock Richie Gray and openside flanker | :22:53. | :22:56.
John Barclay return in place of Euan Murray, Nathan Hines and Ross | :22:56. | :23:01.
Rennie. The captaincy remains with scrum-half Rory Lawson so there's | :23:01. | :23:11.
no place for Al Kellock. Just over a year ago, he was the | :23:11. | :23:17.
man that led Scotland to a famous victory in Argentina. Now with the | :23:17. | :23:21.
quarter-finals beckoning, he has been dropped as coach. To be fair | :23:21. | :23:27.
to alk, he has taken it very well. He is an outstanding character, and | :23:27. | :23:35.
this is phase two of an operation in the World Cup. We have got two | :23:35. | :23:44.
games to win. Jim Hamilton is the captain's replacement. Jim has | :23:44. | :23:54.
:23:54. | :23:54. | ||
played fantastically well, and he has worked hard. He will bring a | :23:54. | :24:00.
physicality in dealing with the scrums. That is what he will bring | :24:00. | :24:04.
to the game. The biggest game for Scotland for four ideas, and they | :24:04. | :24:09.
have dropped a captain. But his replacement feels Scotland can win | :24:09. | :24:16.
this game. We can win this game. We need to improve allow performance | :24:16. | :24:21.
from the first and second games, and it will be a big step up in the | :24:21. | :24:24.
challenge, but one that we are relishing and have looked forward | :24:24. | :24:34.
:24:34. | :24:39. | ||
to for a long time. One of Scotland's top women | :24:39. | :24:42.
footballers has told BBC Scotland she will play for Team GB at the | :24:42. | :24:45.
Olympics if selected. Arsenal's Kim Little was part of the team which | :24:45. | :24:49.
thrashed Finland 7-2 in a friendly at Tynecastle last night. And | :24:49. | :24:51.
despite the Scottish Football Association's opposition to a | :24:51. | :24:59.
British Olympic football team, she wants to play at London 2012. | :24:59. | :25:07.
I think it would be a great opportunity. I don't know the | :25:07. | :25:15.
selection process. If you were asked, would you play? Yes I would. | :25:15. | :25:25.
:25:25. | :25:35. | ||
It is a one-off tournament. I have Tomorrow and Monday will turn | :25:35. | :25:41.
unsettled with heavy rain at times. As the weekend approaches, not | :25:41. | :25:46.
looking too bad, but a nice enter the day today with decent spells of | :25:46. | :25:50.
sunshine. We will see some rain spreading in from the West | :25:50. | :25:55.
overnight. As we look at the map, you can see a dry start to the | :25:55. | :26:00.
night. He comes that rain, gathering slowly across the north- | :26:00. | :26:07.
west and north-east. Later on, it really gathers up to the West. Tony | :26:07. | :26:12.
-- turning windier as well. There the chilly under the clear skies, | :26:12. | :26:19.
but then it gets Marbeuf. Ended tomorrow morning, it looks like a | :26:19. | :26:29.

grey, wet start. The north-west is the wettest area. Temperatures hair | :26:32. | :26:42.

around 14 Celsius. -- temperatures here. The Grampian so also have a | :26:45. | :26:51.
lot of short of. For the rest of the day, we will see drier spells | :26:51. | :27:00.
across the south. The all-important weekend, like a mentioned, a mig | :27:00. | :27:10.

jet of sunshine and showers. -- a mixture of a. The picture is quite | :27:14. | :27:19.
mixed for Saturday. For the east and north-east, we will see good | :27:19. | :27:24.
spells of sunshine. More showers out to the west and fairly when the | :27:24. | :27:34.

as well. On a Sunday, not much changed. Another mixture of | :27:35. | :27:39.
sunshine and showers. Temperatures around 17 Celsius. | :27:39. | :27:42.
