Tonight, on Reporting Scotland - We're live at the former RAF base | :00:13. | :00:18.
at Kinloss, which is to get a new lease of life. Nearly a thousand | :00:18. | :00:26.
soldiers and their families are to move in. | :00:26. | :00:32.
They died at the hands of those who should have cared for them. Now | :00:32. | :00:35.
there's a warning that babies in Scotland are more likely to be | :00:35. | :00:41.
abused or killed than older children. Why does the First | :00:41. | :00:43.
Minister not just get on with it? Ruth Davidson takes the fight to | :00:44. | :00:46.
the First Minister on her Holyrood debut as Scottish Conservative | :00:46. | :00:48.
leader. A poignant reminder from the First | :00:48. | :00:51.
World War. A Scottish soldier saved a poppy on his last day in the | :00:51. | :01:01.
trenches. It is all the memories that that poppy signify eyes. It is | :01:01. | :01:06.
something that is going to live forever. | :01:06. | :01:10.
The former RAF base at Kinloss in Moray is to become the home to | :01:10. | :01:13.
nearly a thousand soldiers and their families. The news has been | :01:13. | :01:15.
welcomed by the local community who'd been concerned about the | :01:15. | :01:19.
impact of the closure of the airbase earlier this year. Our | :01:19. | :01:27.
reporter Craig Anderson is at Kinloss tonight. | :01:27. | :01:32.
It was a devastating shock for this area when it was announced in the | :01:32. | :01:35.
Strategic Defence Review last year that this base was surplus to | :01:36. | :01:41.
requirements and as many as 1580 F and civilian jobs would be going. | :01:41. | :01:44.
There was a potential lifeline thrown out at that point that some | :01:44. | :01:48.
are made jobs would be coming here with the transferor personnel in | :01:48. | :01:53.
the future, but that was vague. Today's announcement is much more | :01:53. | :01:59.
than many people in this community could have hoped for. | :01:59. | :02:04.
The decision to scrap the new Nimrod programme before this I | :02:04. | :02:08.
planes were even flown in anger sounded the death-knell for up RAF | :02:08. | :02:12.
Kinloss. The air force came here at the start of the Second World War | :02:13. | :02:16.
and there was sadness and anger in the local community that such a | :02:16. | :02:26.
:02:26. | :02:29. | ||
small local bond was being broken. -- strong local bond. Today's use | :02:29. | :02:34.
meant more or wife for this area. This will fill the huge gap that | :02:34. | :02:38.
people were worried about and will mean people can be transferred as | :02:38. | :02:45.
soon as possible. Army engineers or transferred from Cambridge are to | :02:45. | :02:49.
Kinloss next summer, two years earlier than expected. Opposition | :02:49. | :02:56.
MPs remain critical of the scale of cutbacks in Scotland. We're | :02:56. | :03:02.
concerned at the drop and personnel. It is 41% less than the full | :03:02. | :03:08.
complement at Kinloss. Business confidence has been badly dented by | :03:08. | :03:14.
the uncertainty over the base. Today's decision promises a much | :03:14. | :03:21.
brighter future. Hospitality sector will grow and the retail sector | :03:21. | :03:25.
will recover. Confidence will be gained and will hopefully let us | :03:25. | :03:31.
move on. Even the RAF seem relieved at the Army regiment taking their | :03:31. | :03:38.
place. The Royal engineers also have a special relationship and I | :03:38. | :03:43.
have no doubt that will continue. There is anger and sadness in | :03:43. | :03:50.
Cambridgeshire at the move. Their loss is Scotland's gain. What is | :03:51. | :03:54.
particularly significant is that this will be no revolving-door army | :03:54. | :04:04.
:04:04. | :04:04. | ||
garrison. It will be the permanent home of their 39 Engineer Regiment. | :04:04. | :04:09.
It goes to trouble spots around the world like Afghanistan. Its | :04:09. | :04:13.
personnel as highly skilled with long service couriers. They will be | :04:13. | :04:17.
bringing their families with them and that is great news for schools | :04:17. | :04:24.
here and services and the wider economy. | :04:24. | :04:28.
Babies in Scotland are more likely to be abused or killed than older | :04:28. | :04:31.
children - according to the NSPCC. The charity says the greatest risk | :04:31. | :04:33.
is from parents with substance abuse or mental health problems. | :04:33. | :04:35.
Julie Peacock is here with the details. | :04:35. | :04:39.
This survey reveals some startling information. Babies in Scotland are | :04:39. | :04:44.
12 times more likely to be killed than older children. In the past | :04:44. | :04:51.
ten years, 27 babies have been killed. While these are the most | :04:51. | :04:54.
serious cases and are fortunately rare, the NSPCC says it illustrates | :04:54. | :04:56.
the wider problem of abuse and neglect which could affect | :04:56. | :05:06.
thousands of babies in Scotland. They were murdered by those who | :05:06. | :05:10.
were supposed to care. Alexis Matheson was just six weeks old | :05:10. | :05:16.
when she was killed by her mother's boyfriend in Aberdeen. This boy was | :05:16. | :05:21.
shaken to death by his father at his home in Edinburgh. This girl | :05:21. | :05:26.
died after months of abuse at the hands of her mother's boyfriend. | :05:26. | :05:31.
The NSPCC says that if you want to stop more cases like this, were | :05:31. | :05:37.
vulnerable families need more help. We know families with mental abuse | :05:37. | :05:42.
-- mental health and substance abuse problems are more at risk. We | :05:42. | :05:45.
would like to call on the government as well as professionals | :05:45. | :05:49.
to get behind this campaign to make sure all babies are safe. One of | :05:49. | :05:54.
the most shocking cases in recent years was that of Brandon you're. | :05:54. | :06:00.
Killed by his mother's partner. Social workers knew if his mother | :06:00. | :06:04.
was a drug addict with a chaotic lifestyle. The government says it | :06:04. | :06:09.
is investing in early care programme so these children do not | :06:09. | :06:13.
fall through the net. All the recommendations made are already | :06:13. | :06:17.
being taken for a by this government in some shape off-form. | :06:17. | :06:21.
The key to our agenda is driving forward preventative spend and | :06:21. | :06:25.
getting the right services at the right time for these vulnerable | :06:25. | :06:29.
children and their families. government is behind this pilot | :06:29. | :06:34.
project to provide new parents with a family nurse. It is hoped it can | :06:34. | :06:39.
teach parenting skills and improve life chances. The NSPCC says these | :06:39. | :06:42.
projects need to be rolled out across got on to give children a | :06:42. | :06:46.
better start than life. The charity is pointing out that the problem is | :06:46. | :06:49.
more widespread than we might think. One in five babies is living with a | :06:49. | :06:54.
parent at high risk of depression. That's almost 12,500 babies. And | :06:54. | :06:58.
one in 12 have fathers who drink hazardous levels of alcohol. That | :06:58. | :07:04.
means more than 4,500 babies are affected. While many of these | :07:04. | :07:07.
babies will be treated well, the risk of harm or neglect is much | :07:07. | :07:10.
higher and that's why the NSPCC is asking for more help for these | :07:10. | :07:20.
:07:20. | :07:23. | ||
vulnerable families. You're watching Reporting Scotland | :07:23. | :07:27.

said he wanted nothing to do with his son up or how his mother. He | :10:27. | :10:31.
was giving evidence at the trial of Camberley Heath a who denies | :10:31. | :10:37.
murdering her son. From the High Court in Glasgow. | :10:37. | :10:42.
Former nurse David Gibson was Declan's father. He gave evidence | :10:42. | :10:46.
about his relationship with Camberley Heaney. They met in a | :10:46. | :10:49.
psychiatric ward at the Royal Alexandra Hospital in Paisley where | :10:49. | :10:55.
both were patients in 2006. They went on to live together here in a | :10:55. | :11:01.

immediate appeal to members. A local authority is to try to buy | :13:47. | :13:50.
back a large number of former council houses which were sold to | :13:50. | :13:53.

the slow property market. It's thought more than a hundred homes | :13:57. | :14:00.
could return to local authority control in the next few months. | :14:00. | :14:05.
Here's our local government correspondent Jamie McIvor. | :14:05. | :14:10.
Is it back to the future for housing schemes like this one? East | :14:10. | :14:14.
Lothian council hopes to buy back more than 100 former council houses | :14:14. | :14:24.
to help tackle its massive waiting list. It is nearly 5000 long. | :14:24. | :14:29.
houses have a survey report and an evaluation and it seems to be the | :14:29. | :14:36.
right house at the right price, then they will make an offer. | :14:36. | :14:40.
right to buy council houses transformed Scottish society. It | :14:40. | :14:46.
created what some called a property-owning democracy. But in | :14:46. | :14:51.
recent years, many have struggled to sell their house quickly. It is | :14:51. | :14:56.
a buyer's market and some property experts are Mark -- welcoming East | :14:56. | :15:00.
Lothian's move. I think it is a good initiative as they are | :15:00. | :15:04.
recognising this is a great time to buy property. They have some | :15:04. | :15:07.
surplus funds because the construction has been suffering and | :15:07. | :15:11.
they have not been able to build as many as they would have liked. They | :15:12. | :15:16.
can use these funds now to dip into the property market when the prices | :15:16. | :15:21.
are low. It makes sense in my opinion. There is an irony here | :15:21. | :15:25.
because the taxpayer is paying twice. A lot of council houses were | :15:25. | :15:31.
sold to their tenants at massive discounts. Some tenants bought good | :15:31. | :15:36.
semi-detached homes for barely 10,000. Today, that house could be | :15:36. | :15:42.
bought back for something like 140,000. Most agree new homes are | :15:42. | :15:47.
the ideal way to make sure of more affordable housing, but the | :15:47. | :15:53.
government says East Lothian's one also has its place. It is up to | :15:53. | :15:59.
East Lothian to decide what they do. This will increase the amount of | :15:59. | :16:04.
economically available housing The Waverley Paddle Steamer is to | :16:04. | :16:07.
be kept afloat for another year, thanks to a donation from a | :16:07. | :16:10.
Euromillions lottery winner. The company that operates the steamer | :16:10. | :16:13.

:16:23. | :16:23. | ||
350,000 could be raised to cover increased running costs. Chris and | :16:23. | :16:26.
Colin Weir from Ayrshire won 161 million in July. They stepped in to | :16:27. | :16:29.

The poppy has become the symbol of remembrance for all those who have | :16:33. | :16:37.
died in war. It will be central to ceremonies across Scotland at 11am | :16:37. | :16:39.
tomorrow, marking the anniversary of Armistice Day. But the flower | :16:39. | :16:43.
has a special significance for one Glasgow family who have their own | :16:43. | :16:53.
:16:53. | :16:53. | ||
memento from the trenches of France. Huw Williams takes up the story. | :16:53. | :16:57.
James Ferguson was working as an apprentice before the First World | :16:57. | :17:03.
War but he joined up in time to fight in 1914. Like many veterans, | :17:03. | :17:08.
he never talks about his wartime experience. But he has left his | :17:08. | :17:15.
daughter, Nanette, 89, and Grand daughter Henrietta, a souvenir | :17:15. | :17:21.
which speaks volumes. This little sheet of paper and attached to it | :17:21. | :17:26.
was the dried poppy. This French poppy was plucked from the | :17:26. | :17:31.
battlefields in France by me as a memento to remind me of the last | :17:31. | :17:35.
day I ever spent in the trenches. Another family say they intend to | :17:35. | :17:44.
donate this precious piece of memorabilia or, as a symbol of | :17:44. | :17:49.
remembrance, because it carries such remembrance James Ferguson | :17:49. | :17:56.
could never have guessed at. It is all the memories of the past. It | :17:56. | :18:03.
just means so much. We have all lost people, friends, relations. | :18:03. | :18:13.
:18:13. | :18:15. | ||
That poppy just signifiers something, something that will live | :18:16. | :18:25.
:18:26. | :18:26. | ||
forever almost in our Hearts. Now it's time for the sport. | :18:26. | :18:29.
Scotland manager Craig Levein says the long hard road to the World Cup | :18:29. | :18:33.

team are there for the first in a series of friendlies designed to | :18:36. | :18:39.
prepare them for a successful qualifying campaign. Our reporter | :18:39. | :18:49.

Alasdair Lamont is with them. Even back in the days when Scotland | :18:53. | :18:58.
actually qualified for tournaments, they had the ability to test the | :18:58. | :19:02.
country's nurse to the full. This late, late winner against Cyprus | :19:02. | :19:10.
helped us in 1990. It is fitting this very same ground is where | :19:10. | :19:14.
preparations are beginning as Craig Levein attempts to lead the country | :19:14. | :19:22.
in 2014 in Brazil. It is about looking to strengthen the players | :19:22. | :19:32.

He may take the opportunity to blood some new players in these | :19:42. | :19:45.
Friendly's but experimentation will play second fiddle to maintaining | :19:45. | :19:51.
momentum. We just want to continue the way we finished the campaign. I | :19:51. | :19:54.
thought we finished the campaign very well. I know we lost to Spain | :19:54. | :19:58.
but if you look at the performance it was of the highest standards for | :19:59. | :20:02.
Scotland. We have progressed as a team throughout the campaign and | :20:02. | :20:06.
under the manager, everyone is pulling in the right direction. | :20:06. | :20:11.
that direction is Brazil, the spiritual home of the World Cup. If | :20:11. | :20:15.
this squad can qualified foray major tournament for the first time | :20:16. | :20:20.
in many years, it would surely represent the highlight of their | :20:20. | :20:23.
careers. Glasgow City are in Champions | :20:23. | :20:26.
League action tonight at home to Potsdam. Trailing 10-0 from the | :20:26. | :20:33.
first leg, the Scots are faring slightly better tonight. Although | :20:33. | :20:36.
they slipped two down early in the first half, with the visitors | :20:37. | :20:44.
doubling their lead with this fine finish. | :20:44. | :20:47.
Andy Murray's through to the quarter-finals of the Paris Masters | :20:47. | :20:49.
tennis, after straight sets win over Andy Roddick. | :20:49. | :20:53.
The world number three finished in spectacular style by serving an ace, | :20:53. | :20:56.
to clinch his place in the last eight of the tournament. Murray's | :20:56. | :21:00.
6-2, 6-2 victory over the American is his 27th win in his last 28 | :21:00. | :21:04.
matches. He now faces Thomas Berdych for a place in the semi- | :21:04. | :21:07.
finals. Here's something of a sporting | :21:07. | :21:10.
curiosity, or perhaps "innovation" is a better word. And it's in the | :21:10. | :21:12.
world of curling. The Stirling Invitational Tournament starts | :21:12. | :21:19.
tomorrow at the town's Peak Sports Complex. 22 of the best rinks in | :21:19. | :21:24.
Europe are taking part. But there's something a wee bit different about | :21:24. | :21:34.
the competition. She is the country's top women's | :21:34. | :21:38.
Curload, the Scottish ladies' champion and a world silver | :21:38. | :21:44.
medallist. He is David Murdoch, the Scottish men's champion and he is a | :21:44. | :21:49.
twice world champion. For the first time this weekend, they could face | :21:49. | :21:55.
one another in a major tournament. Because, in this event, women's | :21:55. | :22:00.
teams will be competing in the same event as the men. At it is a new | :22:00. | :22:04.
concept and hopefully something that takes off. Are you looking | :22:04. | :22:10.
forward to it, filled with trepidation? It is always a scary | :22:10. | :22:16.
thought losing to the girls. When they come up against a ladies' team, | :22:16. | :22:22.
they don't want to lose. Anything could happen out there. We will | :22:22. | :22:26.
just scare them. I wonder what these are old fellows make of such | :22:26. | :22:30.
a new-fangled idea, men and women competing together? It is a very | :22:30. | :22:36.
good idea, I have got no problems with it. The women are as good as | :22:36. | :22:42.
the men. There are probably major differences in sweeping, and | :22:42. | :22:46.
playing weight. It will be interesting. The ladies are always | :22:46. | :22:53.
far gentler than men. But sometimes more accurate. May the best man or | :22:53. | :23:03.
:23:03. | :23:04. | ||
woman when. By think we should shake hands. | :23:04. | :23:09.
-- I think. An exhibition giving a unique insight into the children of | :23:09. | :23:13.
a Scottish family as they were growing up more than 200 years ago | :23:13. | :23:15.
has opened in Aberdeenshire. The school text books, passed | :23:15. | :23:18.
between the siblings of the Erskine family of Fife, are filled with | :23:18. | :23:22.
words and drawings, often written when they were bored in class. | :23:22. | :23:25.
They're going on display as part of a children's exhibition at Duff | :23:25. | :23:35.
:23:35. | :23:41. | ||
The doodles of well-to-do siblings. Here, the youngest of the family | :23:41. | :23:45.
describes what he is doing three days after Christmas, and he is in | :23:45. | :23:50.
the score. Normally these sorts of things get lost in time, thrown out, | :23:50. | :23:55.
have gone beyond their sell-by date. So it is very special we have these | :23:55. | :23:59.
books left, that we know we can identify the children who use them | :23:59. | :24:03.
and belong to them. These are the children in question in a family | :24:03. | :24:08.
portrait. The youngest, John, James and eldest William, at home on a | :24:08. | :24:13.
break from their studies. You can see how battered these books are. | :24:13. | :24:17.
That means they have been very well used. You can see on this one | :24:17. | :24:21.
something is written on the edge of every single page. This is the | :24:21. | :24:26.
second... They are writing a list of jobs, perhaps a task set by the | :24:26. | :24:33.
teacher. They vary from colonel to butcher. It looks like a spotlight | :24:33. | :24:37.
is about to fall on the youngest. There is a message from John to | :24:37. | :24:47.
James. John saying, what are you going to say? There he is hoping | :24:47. | :24:52.
Big Brother will bail him out. collection contains 35 books with | :24:52. | :24:55.
personalised messages each providing an insight into the mind | :24:56. | :25:05.

Now it's time for the weather. Now it's time for the weather. | :25:08. | :25:16.
Today, we saw an East West split. More sunshine in the week -- West. | :25:16. | :25:23.
More cloud overnight but it will stay mild. Some rain will linger | :25:23. | :25:28.
over the east coast to like but most places will be dry. Some clear | :25:28. | :25:38.
:25:38. | :25:38. | ||
spells in the north west. Turning cold, down to six Celsius. As we | :25:38. | :25:43.
head into tomorrow, you can see from the pressure chart we have | :25:43. | :25:47.
this weather front fast approaching. Most places will stay dry. A | :25:47. | :25:53.
similar picture, the best of the sunshine towards the west, always | :25:53. | :25:58.
cloudy with rain towards the east. But the time we get to 3pm tomorrow | :25:58. | :26:05.
afternoon, we will see this weather front over the Galloway coast. | :26:05. | :26:09.
Temperatures, a little bit colder than today, but still above average | :26:09. | :26:13.
for this time of year. The best around the north west with that | :26:13. | :26:20.
sunshine, 15 Celsius. Colder with the cloud coming down over the | :26:20. | :26:28.
Northern Isles and east coast. Still high is well above average | :26:28. | :26:33.
for this time of year. In the second part of tomorrow, that band | :26:33. | :26:37.
of rain will push in over the country. A wet night tomorrow. Also | :26:37. | :26:44.
see winds picking up. If we can see the winds will push through quickly. | :26:44. | :26:50.
By the time we get to Saturday, it should have cleared. A dry day, a | :26:50. | :27:00.
:27:00. | :27:03. | ||
good, sunny spells, so a mild, 13 Celsius. | :27:03. | :27:10.
