before the crimes were committed. Today the police apologised to the | :01:17. | :01:21. | |
family of the victims, Diane and Holly Fallon. Registered sex | :01:21. | :01:26. | |
offender Thomas Smith befriended them in Cronberry, Ayrshire. He | :01:26. | :01:28. | |
raped ten-year-old Holly and murdering her and her mother in | :01:28. | :01:38. | |
2009. Julie Peacock has this report. It was a murder that shocked a tiny | :01:38. | :01:43. | |
village. Holly Fallon and Diane Fallon were murdered by someone | :01:43. | :01:49. | |
they considered a friend. What they did not know was that their | :01:49. | :01:51. | |
neighbour Thomas Smith was a convicted sex offender that | :01:51. | :01:55. | |
assaulted a ten-year-old girl. The family were in court last year to | :01:55. | :01:59. | |
see him sentenced to 32 years for rating and murdering holly Fallon | :02:00. | :02:06. | |
and killing her mother, Diane Fallon. There are no words to | :02:06. | :02:09. | |
describe the evil that stood in the dock today. He is evil personified. | :02:09. | :02:14. | |
He has taken up the lives of two innocent people in the most brutal | :02:14. | :02:19. | |
and horrific manner. We as a family have been satisfied by today's | :02:19. | :02:23. | |
outcome and believe that justice has been done. We can take some | :02:23. | :02:27. | |
comfort in the knowledge that he is going away for a very long time. | :02:27. | :02:31. | |
The today's produce said there were chances to stop him before the back | :02:31. | :02:36. | |
tax. It said the police failed to properly monitor Thomas Smith. It | :02:36. | :02:40. | |
revealed a catalogue of errors. Protection officers did not check | :02:40. | :02:43. | |

the murders, she told police that he had held her captive in a house | :03:01. | :03:04. | |
and had repeatedly violently assaulted her. If police had known | :03:04. | :03:09. | |
this, he would have been in jail. Today, police made a full apology | :03:09. | :03:15. | |
for the mistakes they made. This is an uncomfortable day for us. The | :03:15. | :03:19. | |
report is very comprehensive and we believe that it is accurate. We | :03:19. | :03:23. | |
have accepted all of the findings and all of the recommendations. | :03:23. | :03:27. | |
policeman told the review there were times when one officer was | :03:27. | :03:30. | |
responsible for 80 sex offenders. Our reporter Julie Peacock is | :03:30. | :03:33. | |

inquiry has identified the mistakes made - what does it say should | :03:37. | :03:43. | |
happen now? It has made a number of | :03:43. | :03:46. | |
recommendations that would introduce big changes to the way | :03:46. | :03:51. | |
that sex offenders are dealt with. First of all, they call for better | :03:51. | :03:55. | |
communication. They say that lots of different agencies knew lots of | :03:55. | :03:58. | |
different things about Thomas Smith, but nobody put it together to paint | :03:58. | :04:03. | |
the picture of him being at a high risk offender. They have also | :04:03. | :04:06. | |
called for stricter guidelines in the way that sex offenders are | :04:06. | :04:10. | |
dealt with. They say that there should be a limit to 25 sex | :04:10. | :04:14. | |
offenders are being dealt with by each police officer - and not the | :04:14. | :04:20. | |
at, but we have seen. They have also seen it - like called for a | :04:20. | :04:24. | |
change in a loss. Why they say that the police make mistakes, they did | :04:24. | :04:28. | |
concede that they need more laws and more powers to deal with sex | :04:28. | :04:32. | |
offenders more stringently. So what are the wider lessons of | :04:32. | :04:37. | |
this case? What the review showed was that no | :04:37. | :04:41. | |

breakdown. Lots of different agencies knew lots of different | :04:45. | :04:49. | |
things about Thomas Smith. Nobody was collecting that information and | :04:49. | :04:55. | |
putting it together. The police may have checked his police records. | :04:55. | :05:03. | |
They could have done a lot more. They had more powers to try to find | :05:03. | :05:06. | |
out what Thomas Smith was up to. They could have checked his mobile | :05:06. | :05:11. | |
phone records. They did not tell any of the families living nearby | :05:11. | :05:17. | |
Thomas Smith that he was a danger. They said that many of the families | :05:17. | :05:20. | |
did not know and if they did, perhaps they could have prevented | :05:20. | :05:24. | |
