Welcome to Reporting Scotland. Tonight on your national news... | :00:13. | :00:16.
The murdered Glasgow schoolgirl Diane Watson - 20 years on, her | :00:16. | :00:19.
parents tell the Leveson inquiry misreporting of the killing had a | :00:19. | :00:29.

devastating effect on their family. Just because a person has died, | :00:31. | :00:35.
their reputation should not die with her. It should not be | :00:35. | :00:42.
besmirched at the will of some six journalist. Also tonight... | :00:42. | :00:45.
Concerns over the ability of young drivers - half of young Scots say | :00:45. | :00:48.
they fear for their safety when an inexperienced driver's at the wheel. | :00:48. | :00:51.
Protecting whales and dolphins from the threat of jetski and power | :00:51. | :00:53.

Talbot goalkeeper did in a previous round of the Scottish cup - can he | :00:56. | :01:04.
repeat it when they meet Hearts at The parents of a Glasgow teenager | :01:04. | :01:07.
who was murdered 20 years ago have told the Leveson Inquiry into media | :01:07. | :01:10.
ethics that misreporting of her case had a devastating effect on | :01:10. | :01:16.
their family. 16-year-old Diane Watson was stabbed to death in her | :01:16. | :01:21.
school playground in 1991. But her mother and father say the way the | :01:21. | :01:23.
case was reported in the Glasgow Herald newspaper and Marie Claire | :01:23. | :01:33.
:01:33. | :01:35. | ||
magazine so upset her son that he committed suicide. | :01:35. | :01:39.
She was the Glasgow teenager who died after being attacked in the | :01:39. | :01:45.
playground. A Diane Watson was killed in 1991. The murder | :01:45. | :01:51.
devastated her family. A case which sold one teenage girl stabbed | :01:51. | :01:55.
another on of the school grounds was obviously shocking. It led to | :01:55. | :01:59.
two lots of attention - people questioning how it could happen. | :01:59. | :02:03.
But when those questions were answered by someone with in their | :02:03. | :02:08.
press, it added to the anguish of Diane Watson's family. Barbara | :02:08. | :02:12.
Glover was jailed for the murder, but shortly after the case ended, | :02:12. | :02:18.
an article appeared in at their Glasgow Herald. It's said to Diane | :02:18. | :02:23.
had their smart white socks of the labour aristocracy. Barbara did not. | :02:23. | :02:27.
Diane's family were furious, suggesting their daughter had | :02:27. | :02:32.
provoked the attack. 20 years later, they are still angry. They travel | :02:32. | :02:35.
to London to tell the Leveson Inquiry how the press had changed | :02:35. | :02:42.
their lives for the worse. Miss reporting has an effect on the | :02:42. | :02:47.
victims. Malicious lies. Malicious falsehood. Just because a person is | :02:47. | :02:53.
to cease, you can write what you want? The couple also condemned an | :02:53. | :02:56.
article by Marie Claire magazine and this piece in the Sunday Mail. | :02:56. | :03:01.
It featured their daughter's killer with the headline, child crime | :03:01. | :03:05.
victims turn into criminals. need protection. Just because | :03:05. | :03:09.
someone has died, their reputation should not die with a. It should | :03:09. | :03:16.
not be used besmirched at the will of some six journalist. The inquiry | :03:16. | :03:19.
were told Diane's younger brother was so upset at what had been | :03:19. | :03:25.
written, he committed suicide. Sadly, that these malicious lies | :03:25. | :03:30.
were too much for our son, Alan, who died with these articles in his | :03:30. | :03:35.
hand. Tonight, the companies to publish these articles responded. | :03:35. | :03:39.
The Herald says it deeply regrets any action which added to the | :03:39. | :03:42.
family's loss and points out the articles were published under | :03:42. | :03:45.
previous owners and written by a journalist who no longer works | :03:45. | :03:50.
there. The Sunday Mail have no comment. Marie Claire apologised | :03:50. | :03:54.
earlier but still regrets the grief a cost to the family. They never | :03:54. | :03:59.
meant to add to the suffering. The Watson's want the law changed to | :04:00. | :04:03.
help the reputation of victims after they die. They hope that that | :04:03. | :04:06.
evidence in this inquiry will help them achieve that. | :04:06. | :04:08.
The housing charity, Shelter, is claiming letting agents across | :04:08. | :04:11.
Scotland are making illegal charges to prospective tenants. It says | :04:11. | :04:18.
many are unaware they don't have to pay the fees. | :04:18. | :04:20.
With the housing market drying up, increasing numbers are renting | :04:20. | :04:24.
their homes. But the housing charity, Shelter has accused | :04:24. | :04:27.
letting agents of "ripping off" tenants by charging premiums on top | :04:27. | :04:31.
of their deposit and rent in advance. | :04:31. | :04:34.
It carried out a mystery shopper exercise across Scotland, which | :04:34. | :04:38.
uncovered what agents were doing: Some charged fees of up to 180 for | :04:38. | :04:43.
drawing up a lease. Others up to 88 for obtaining a | :04:43. | :04:48.
credit reference which costs the agent a fraction of that. | :04:48. | :04:51.
There were cases of 60 charged for an affordability check so the | :04:51. | :05:01.
:05:01. | :05:04. | ||
tenant can continue the lease. And there are other examples. We had a | :05:04. | :05:08.
deposit of 650. Tenants expect to pay rent and a deposit in advance, | :05:08. | :05:13.
but this girl had to pay more even after she moved in. A letter came | :05:13. | :05:18.
through, saying would we like to extend and there would be a charge | :05:18. | :05:23.
to renew the contract. This was 60. I once worked for a rental company | :05:23. | :05:29.
when I was abroad. I know that you have your contract saved on the | :05:29. | :05:34.
computer. On you're doing is adding in a date and printing it off. | :05:34. | :05:37.
Aberdeen, at this Nigerian student decided he could not afford the | :05:37. | :05:42.
flat he was looking at. He had signed nothing, but agents demanded | :05:42. | :05:47.
a full year's rent. They try to trap people. It is unfair for other | :05:47. | :05:53.
people in my situation. If people care about this, they need to be | :05:53. | :05:57.
aware of these kind of traps. stories are typical of those | :05:57. | :06:03.
gathered by Shelter as they compiled the report. This is rip- | :06:03. | :06:06.
off Scotland just at a time when people were desperately trying to | :06:06. | :06:09.
find a house and families are trying to build a home. We know how | :06:09. | :06:13.
difficult it is to get a house. People are being forced to find | :06:13. | :06:17.
even more money. This is an illegal action which has been taken by | :06:17. | :06:21.
letting agents. Land laws organisations say the problem | :06:21. | :06:25.
arises because the current law has too many grey areas. If they want | :06:25. | :06:30.
clarification. Many agents have sought their own legal advice and | :06:30. | :06:34.
their solicitors have told them it is fine to charge the fees. That is | :06:34. | :06:38.
why we have campaigned for a clarity in the law in that regard. | :06:38. | :06:43.
The shelter says many of the charges levelled on tenants are | :06:43. | :06:46.
actually business costs which should be borne by landlords and | :06:46. | :06:51.
reflected in rents. Ministers are working on defining what these are | :06:51. | :06:55.
legal charges are and they will bring proposals to tackle the | :06:55. | :07:00.
problem before Parliament in the new year. | :07:00. | :07:03.
You're watching Reporting Scotland from the BBC. Still to come on the | :07:03. | :07:05.
programme... The Ministry of Defence is ordered | :07:05. | :07:08.
to clean up Dalgety Beach by March, after concerns raised by locals | :07:08. | :07:11.
over radioactive particles. In sport - it could be the cup | :07:11. | :07:14.
giant killing to end them all. Who's involved?Find out later. | :07:14. | :07:18.
And the tennis season ends in disappointment for Andy Murray. | :07:18. | :07:25.
We'll hear from him later. Half of young Scots fear for their | :07:25. | :07:28.
lives when they're in a car being driven by an inexperienced motorist, | :07:28. | :07:32.
according to research published by road safety campaigners. Their | :07:32. | :07:34.
survey also suggests young people would support tougher restrictions | :07:34. | :07:44.
:07:44. | :07:45. | ||
on drivers who've recently passed their test. | :07:45. | :07:51.
It is a depressingly familiar story. An inexperienced driver, an | :07:51. | :07:57.
horrific crash, a young life lost. Scott and's roads are safer than | :07:57. | :08:01.
they have been for decades. But it is the safety record of young Scots | :08:01. | :08:07.
in particular which is the cause of real concern. Stacey Muldoon died | :08:07. | :08:11.
on a summer's night three years ago after accepting a lift from a young | :08:11. | :08:16.
driver. Her family were left to care for her two young daughters | :08:16. | :08:20.
after the car crashed and Stacey was killed. She got into the car | :08:20. | :08:26.
with someone she did not know. He took some wrong choices and she | :08:26. | :08:29.
died within 50 seconds of him getting in the car with her. He | :08:30. | :08:35.
crashed the car. Today's Research says 50% of young people in | :08:35. | :08:38.
Scotland fear for their lives at times when they are a passenger in | :08:38. | :08:44.
a car driven by a young motorist. 57% said they had been endangered | :08:44. | :08:48.
by their friends speeding or drink- driving. It is just pier pressure. | :08:48. | :08:52.
If you know what is not safe, but you do not want to tell the others | :08:52. | :08:56.
in case they are fine. It is really down to her comfortable you're with | :08:56. | :09:01.
your mates. To prevent more scenes like these, campaigners want to see | :09:01. | :09:07.
new restrictions on young drivers. Once in a bus driver games their | :09:07. | :09:11.
first licence, we would look for a two year period for they would be | :09:11. | :09:14.
categorised as a novice driver. They could drive unrestricted | :09:14. | :09:19.
without supervision, but subject to certain restrictions to avoid risky | :09:19. | :09:23.
situations. Young drivers here are safer than their counterparts | :09:23. | :09:27.
elsewhere in Britain but the Scottish Government says it is | :09:27. | :09:29.
working to make our roads safer still. | :09:29. | :09:33.
A court has heard that a woman accused of murdering her baby son | :09:33. | :09:36.
and then pretending he was still alive told police that she couldn't | :09:36. | :09:39.
take it any more. Constable Donna McDougall told the High court in | :09:39. | :09:41.
Glasgow that Kimberley Hainey made the comment when she was arrested | :09:41. | :09:45.
after her son Declan's body was found. She told Constable McDougall | :09:45. | :09:50.
that she hadn't deserved the baby and that nobody would believe her. | :09:50. | :09:53.
Earlier the court was told Declan may have lain undiscovered for up | :09:53. | :09:56.
to seven months. Ms Hainey denies the charges. | :09:56. | :09:59.
Reporting Scotland has learned that the death of a teenage girl who was | :09:59. | :10:03.
accidently shot by her boyfriend will not be the subject of a fatal | :10:03. | :10:06.
accident inquiry. Sophie Taylor, who was 16, was shot by 18-year-old | :10:07. | :10:13.
Calum Murray, a trainee gamekeeper. The incident, at a cottage near | :10:13. | :10:16.
Tomintoul in April, shocked the local community. The Crown Office | :10:16. | :10:19.
said that after full and careful consideration, it was decided no | :10:19. | :10:25.
further action was appropriate and the case was now closed. | :10:25. | :10:27.
Scotland's environmental watchdog has given the MOD until next March | :10:27. | :10:34.
to clear Dalgety bay in Fife of all radioactive material. SEPA says if | :10:34. | :10:38.
the deadline isn't met, the land will be declared contaminated. The | :10:38. | :10:41.
radiation is thought to be linked to the remains wartime aircraft | :10:41. | :10:45.
buried in the area. In recent months, several hundred radioactive | :10:45. | :10:55.
:10:55. | :10:56. | ||
particles have been found. Nestled into the northern shores, | :10:56. | :11:01.
Dalgety beach is an affluent, popular town. In the aftermath of | :11:01. | :11:05.
the Second World War, hundreds of RAF planes were dismantled and | :11:05. | :11:11.
buried here by the Ministry of Defence. The clock dials were | :11:11. | :11:15.
coated in a radioactive substance. Some of the aircraft were buried | :11:15. | :11:19.
under this piece of grass. They were used to help reclaim the land. | :11:19. | :11:23.
Scientists think it is possible that levels of erosion have been | :11:23. | :11:26.
increasing and that has been causing more particles to be swept | :11:26. | :11:30.
round the shore to the beach behind us. The worry is that it could get | :11:30. | :11:35.
worse over the winter. Since October, scientists have discovered | :11:35. | :11:40.
over 100 new contaminated particles, some more radioactive than ever | :11:40. | :11:44.
find before. Now, SEPA say the Ministry of Defence have until | :11:44. | :11:48.
March to sorted out or risk having the area radioactive contaminated | :11:48. | :11:54.
land. We do welcome the work that the Ministry of Defence have | :11:54. | :11:57.
committed. We are looking for further commitments from them so | :11:57. | :12:01.
that it means we do not have to designate it. In the absence of | :12:01. | :12:05.
those commitments, we will designate it as contaminated land | :12:05. | :12:09.
by the end of March. Locals have been living with discoveries of | :12:09. | :12:13.
radioactive particles for 20 years, but the last thing they want is a | :12:13. | :12:17.
label that will stick forever. something is done, it will be fine. | :12:17. | :12:25.
But if not, it will become more dangerous. If they say it is a | :12:25. | :12:27.
problem, then the Ministry of Defence have got some questions to | :12:28. | :12:32.
answer as to why they have not cleared it up already. So far the | :12:32. | :12:35.
seating, there has been no response from the Ministry of Defence to the | :12:35. | :12:39.
deadlines. But they say they are continuing to work with SEPA and | :12:39. | :12:42.
the local community to find a resolution. | :12:42. | :12:44.
Some of the other stories across Scotland this Tuesday... | :12:44. | :12:47.
Glasgow City Council has said all its schools, nurseries and early | :12:47. | :12:50.
year centres will be closed to children on November 30th. The | :12:50. | :12:52.
council decided on the move because of the planned widespread | :12:52. | :12:55.

Conservationists celebrated but with a lack of affordable housing, | :15:57. | :16:07.
many residents feel priorities are out of balance. It has been picked | :16:07. | :16:11.
for word in front of a development for a young people. The community | :16:11. | :16:19.
will die unless we build new homes. The park authority has given the | :16:19. | :16:23.
go-ahead for a new community. Environ mental groups have launched | :16:23. | :16:27.
a legal challenge, arguing that these developments do will little | :16:27. | :16:35.

market. It is an appropriate for a national park. It is trashing the | :16:43. | :16:47.
National Park for builders' profits. There is plenty of land here for | :16:47. | :16:55.
potential housing, but the dilemma the Parker authority has to grapple | :16:55. | :17:00.
with is whether the rate -- rarity of this means that it is too | :17:00. | :17:04.

A steel mural depicting Billy Connolly has been unveiled in the | :17:33. | :17:40.

Bad news for a chat -- Andy Murray. He has pulled out of the Masters | :18:01. | :18:06.
series in London because of injury. He was due to play a second match | :18:06. | :18:12.
tomorrow but is now unable to practise. | :18:12. | :18:19.
The cameras turned up, we tend and they went again. Andy Murray was | :18:19. | :18:27.
schedule to practise to test a groin injury from last night. | :18:27. | :18:36.
Murray did not show up. This was the closest sighting. Until I hear | :18:36. | :18:46.

Disappointment for Andy Murray. The Celtic striker Anthony Stokes | :19:15. | :19:20.

according to his team manager. It happened when he was an end Burness | :19:26. | :19:30.
