It was horrific and tragic. One of the most horrific and tragic cases | :02:24. | :02:30. | |

Declan Hainey's is the latest case to draw attention to the welfare of | :02:35. | :02:40. | |
children being raised by drug or alcohol misuse and parents. At | :02:40. | :02:44. | |
first, Kimberley Hainey did not seem to fit the picture of a | :02:44. | :02:50. | |
chaotic life. She earned a good wage here, at a Glasgow insurance | :02:50. | :02:57. | |
firm. She bought her own flat in Paisley. But when her uncle, a | :02:57. | :03:03. | |
father figure, died, she began drinking. She lost her job, flat, | :03:03. | :03:08. | |
and then a friend introduced her to heroin. She was later admitted to | :03:08. | :03:14. | |
take a hospital with mental health and drug problems. Here she met the | :03:14. | :03:19. | |
father of Declan Hainey. They split after she became pregnant. He | :03:19. | :03:25. | |
wanted nothing to do with the child. She moved to a flat here. She said | :03:25. | :03:30. | |
that the birth of the child had changed her life. She was supported | :03:30. | :03:35. | |
on a methadone programme. At the time the initiative was based in | :03:35. | :03:40. | |
this building. Staff said they had no concerns about the child's | :03:40. | :03:45. | |
development but a drugs worker once smelled drink on Kimberley Hainey's | :03:45. | :03:51. | |
breath. This a visitor attempted to visit at least seven times from | :03:51. | :03:59. | |
summer 2009. She had a staggering 320 cases to deal with. But it was | :03:59. | :04:04. | |
she who eventually reported Declan missing. The local authority stand | :04:04. | :04:08. | |
by the support they offered Kimberley Hainey. But they have | :04:08. | :04:11. | |
already reviewed and made changes to how they would deal with similar | :04:11. | :04:17. | |
cases. We can see in retrospect what | :04:17. | :04:20. | |
happened. Services tried to maintain contact with her to | :04:20. | :04:26. | |
monitor what was going on for herself and her child. But she | :04:26. | :04:31. | |
managed to defeat the best efforts and many attempts made to contact | :04:31. | :04:35. | |
her. It may never be known exactly how | :04:35. | :04:39. | |
Declan Hainey died but the tragic death is bound to trigger another | :04:39. | :04:45. | |
review of how to deal with the children of addictive parents. Our | :04:45. | :04:49. | |
social affairs Correspondent joins us now. What other way you look at | :04:49. | :04:55. | |
this it is tragic. Given that the levels of parental drug addiction | :04:55. | :04:58. | |
and alcoholism, given the workload that we heard about of health | :04:58. | :05:03. | |
visitors and social workers, what more can the authorities do to | :05:03. | :05:08. | |
prevent the sort of thing happening again? | :05:08. | :05:11. | |
We have heard about previous tragic cases. We know from figures | :05:11. | :05:17. | |
released by the NSPCC that there are something like 18,000 children | :05:17. | :05:22. | |
born in Scotland whose parents are suffering from drug or alcohol | :05:22. | :05:27. | |
addiction and/or mental health issues. But this does not fall into | :05:27. | :05:33. | |
that category. Kimberley Hainey was adept at lying to social workers | :05:33. | :05:38. | |
and health visitors, her neighbours, and her friends. The health visitor | :05:38. | :05:44. | |
in that report attempted to visit 11 times. She was trying her very | :05:44. | :05:48. | |
best. Kimberley Hainey had done well coming off heroin and then | :05:48. | :05:53. | |
reducing her methadone does. Declan Hainey had been thriving. Without | :05:53. | :05:57. | |
evidence of something amiss there is little that social workers can | :05:57. | :06:03. | |
do. The father, David Gibson, made it clear he wanted nothing to do | :06:03. | :06:09. | |
with the child. So that is the safety net. An absent father, yes, | :06:09. | :06:13. | |
but somebody who did have contact with the child who may have alerted | :06:13. | :06:17. | |
authorities have something was amiss. What has to be done? What | :06:17. | :06:23. | |
have we heard? An investigation will be carried out. But there is a | :06:23. | :06:27. | |
limited amount, social workers claim, that they can do unless they | :06:27. | :06:31. | |
are alerted. And we all must be alert to the signs of when a child | :06:31. | :06:35. | |
