Tonight on Reporting Scotland: Police hunt a rapist who attacked | :00:16. | :00:20.
two women in Glasgow early this morning. Tonight, we are live near | :00:20. | :00:23.
the scene of the attacks where extra police officers are on patrol | :00:23. | :00:32.
as women are warned to be on their guard. | :00:32. | :00:35.
A photo has been released of the man they want to talk to. Stay with | :00:35. | :00:40.
your friends. Very few people go out alone at night. Stay with your | :00:40. | :00:42.
friends and make sure you all go home together. | :00:42. | :00:46.
A man has been charged with assault after a teenager was removed from a | :00:46. | :00:53.
train by another passenger. How a legal row has meant the | :00:53. | :00:56.
bodies of an elderly couple have been left to the public mortuary | :00:56. | :00:58.
for 10 years. And, creating an island in the | :00:58. | :01:01.
Firth - the ingenious use of explosives in the construction of | :01:01. | :01:09.
the new Forth crossing. Police are hunting for a man who | :01:09. | :01:12.
raped one woman and carried out a serious sexual assault on another | :01:12. | :01:15.
in the space of 15 minutes in Glasgow city centre in the early | :01:15. | :01:19.
hours of this morning. The two women were on their way home from a | :01:19. | :01:22.
night out when they were dragged from the street. Laura Bicker is on | :01:22. | :01:28.
the street where both attacks took place. | :01:28. | :01:32.
These were two women just on their way home after a great Christmas | :01:32. | :01:36.
party. They chose this street, James Watt Street, to walk along. | :01:36. | :01:40.
This is a main city-centre street which leads straight to the Clyde | :01:40. | :01:45.
and the bridge over the Clyde. The first attack took place at 3:55am. | :01:45. | :01:48.
The woman was approached by her attacker. He said a few words | :01:48. | :01:53.
before dragging her of the street and raping her. The next attack | :01:53. | :01:57.
took place just 15 minutes later. One woman was hospitalised. Both | :01:57. | :02:01.
women are said to be traumatised. The night, police have launched a | :02:01. | :02:06.
manhunt. This is the man police are hunting. | :02:06. | :02:10.
He spent an hour prowling the city centre streets. He seems to be | :02:10. | :02:16.
looking for something, or someone. He has been wondering about that | :02:16. | :02:20.
area for quite a period of time. He is quite smartly dressed and looks | :02:20. | :02:24.
like he has potentially come from a Christmas party or a night out, or | :02:24. | :02:28.
been out with friends. The first victim was raped just before 4am. | :02:28. | :02:32.
The 20-year-old had been on her way home from a night out. The next | :02:32. | :02:37.
attack on a 22-year-old took place in the same street, just 15 minutes | :02:37. | :02:41.
later. They are extremely distressed by what has happened to | :02:41. | :02:46.
them, and that is why it is crucial that anyone with information comes | :02:46. | :02:51.
forward to help us. As officers investigate, they are aware that | :02:51. | :02:54.
people walk the streets every day and will be alarmed. Already we | :02:54. | :02:58.
have additional officers within the city at this time of the year. | :02:58. | :03:01.
However, tonight and in the coming days, we will increase that and | :03:01. | :03:06.
have a significant number of police officers there. Officers have | :03:06. | :03:09.
described these attacks as despicable. They say cat and the | :03:09. | :03:14.
man responsible is now a matter of urgency. -- catching the man. | :03:14. | :03:19.
Can you tell us any more about this man? Within the last few minutes, | :03:19. | :03:24.
police have released CCTV images of the manner that they are looking to | :03:24. | :03:29.
speak to. He is said to be around 20 to 30 years old. He is about 5 | :03:29. | :03:34.
ft 8 to five foot 10 inches in height. He was well dressed with a | :03:34. | :03:38.
black, dark coloured Fitted shirt, dress trousers, and dress shoes. | :03:38. | :03:42.
They say he looked as if he had been on a Christmas night out | :03:42. | :03:46.
himself. They are keen to speak to him. If he looks like someone you | :03:46. | :03:50.
know at home, they are urging you to pick up the phone and call them. | :03:50. | :03:54.
They are also sending out a warning to women who might be out on the | :03:54. | :03:57.
streets tonight after a night out, asking them to look after | :03:57. | :04:01.
themselves, take public transport home if they can, or a taxi. They | :04:02. | :04:06.
are asking them to stay with friends, stay close by and look | :04:06. | :04:09.
after one another. There will be extra police on the streets, and as | :04:09. | :04:12.
we are talking, there are two police officers on horseback | :04:12. | :04:16.
patrolling the streets tonight. They are hoping that will keep | :04:16. | :04:20.
people safe. Police have charged a man with | :04:20. | :04:23.
assault after an alleged fare dodger was removed from a train by | :04:23. | :04:27.
a passenger. Video of the incident, shot by another passenger on the | :04:27. | :04:29.
Edinburgh to Perth service, has attracted nearly 2 million hits on | :04:29. | :04:39.
:04:39. | :04:41. | ||
YouTube. Catriona Renton reports. This is the mobile phone footage | :04:41. | :04:46.
which has caused such a sensation on the internet. It shows a | :04:46. | :04:51.
conductor and a teenager arguing over a train fare 12 days ago. Then, | :04:51. | :04:58.
this man, 35-year-old Allen, intervenes. He removes the teenager | :04:58. | :05:03.
from the train. He has since been dubbed "the Big man". Today, he was | :05:03. | :05:12.
charged with assault. I think it is outrageous. He should have got a | :05:12. | :05:15.
medal for that. I think he should have been charged with assault. He | :05:15. | :05:19.
did physically assault the person, and he was not in a position of | :05:19. | :05:24.
authority to take action like that. It seems fair enough. I think that | :05:24. | :05:28.
is a bit harsh. To me, it sounded like if the guard on the train | :05:28. | :05:35.
could not do his job, then somebody giving him a helping hand. Public | :05:35. | :05:41.
opinion on the actions appear to be split. This is going to be a | :05:41. | :05:44.
terrible Christmas for Mr Pollock and his family with this hanging | :05:44. | :05:49.
over him. Clearly it is a case that has divided the country, polarised | :05:49. | :05:53.
opinion. I just wonder in the circumstances whether he should | :05:53. | :05:57.
actually be prosecuted, or whether the fiscal looking at this might | :05:57. | :06:00.
just decide the public interest is best served by a warning letter, | :06:00. | :06:07.
rather than a trial. Meanwhile, the student accused of fare dodging has | :06:07. | :06:10.
also been reported to the procreative is God. No charges have | :06:10. | :06:16.
been brought against him. Prosecutors will now decide whether | :06:16. | :06:19.
either man will face further proceedings. BBC Scotland can | :06:19. | :06:22.
reveal that the bodies of an elderly couple have lain in a | :06:22. | :06:26.
public mortuary for the past 10 years, because of a legal wrangle. | :06:26. | :06:29.
Edinburgh City Council says it has been unable to gain family consent | :06:29. | :06:32.
to either bury or cremate the two bodies and, until they do so, they | :06:32. | :06:41.
say their hands are tied. Kevin Keane has this exclusive report. | :06:41. | :06:45.
Edinburgh's city mortuary, where corpses are brought for storage or | :06:45. | :06:54.
investigation. For that past decade, this draw has held the body of a | :06:54. | :06:58.
man who died of prostate cancer at the age of 91, alongside his wife | :06:58. | :07:06.
who died a few years earlier. The stalemate stems from the next of | :07:06. | :07:10.
kin's refusal to give consent for burial. In a statement, Edinburgh | :07:10. | :07:20.
:07:20. | :07:26. | ||
City Council, which runs at the How they were placed in the | :07:26. | :07:31.
mortuary in 2002 is bizarre and leads back to this property, now a | :07:31. | :07:34.
double glazing shop. They were found mummified in the basement | :07:34. | :07:38.
here and, for years, were frequently visited by a son who had | :07:38. | :07:42.
struggled to accept his parents' death. When they were discovered, | :07:42. | :07:47.
the father had already been dead for eight years. The mother for 15. | :07:47. | :07:51.
Both deaths had been registered under law after an initial police | :07:51. | :07:57.
investigation into they find, no charges were brought. This law | :07:57. | :08:01.
academic who specialises in mortality told me he believes the | :08:01. | :08:05.
council does have the power to act. If no one else is dealing with it, | :08:05. | :08:13.
the council have a right and a duty, a statutory duty, requiring them to | :08:13. | :08:18.
attend to the proper disposal of the bodies in these cases. The | :08:18. | :08:24.
family have no veto on that at all. It is not unusual for bodies to be | :08:24. | :08:27.
stored for long periods, but it is generally if they can't be | :08:27. | :08:31.
identified. That situation led to a high profile mixed up in England | :08:31. | :08:35.
earlier this year when the body of Christopher Alder was found in a | :08:35. | :08:39.
mortuary 10 years after his family thought they had buried him. The | :08:39. | :08:44.
body of an unidentified woman had been released by mistake. We have | :08:44. | :08:47.
tried to make contact with the next of kin, but so far without success. | :08:47. | :08:51.
I understand though, that the council have been in regular | :08:51. | :08:55.
communication with them as recently as this year. As a result of our | :08:55. | :08:59.
story, they are planning to get in touch again in the hope of bringing | :08:59. | :09:08.
to an end this long-running dispute. You're watching Reporting Scotland | :09:08. | :09:13.
on the BBC. Still to come on the programme: An explosive start for | :09:13. | :09:17.
work on the new Forth crossing. And, a fisherman gives doctors the | :09:17. | :09:24.
thumbs-up after they repair his hand, using one of his own toes. | :09:24. | :09:28.
In sport, we will hear from the record-breaking rugby international | :09:28. | :09:33.
who has announced his retirement. And the Scottish football manager | :09:33. | :09:37.
who has to put up with the sort of thing on a weekly basis. All that | :09:37. | :09:41.
later. The Scottish government is | :09:41. | :09:45.
promising the construction of a new 4th a thing will mean a jobs | :09:45. | :09:49.
bonanza for Scots firms. -- Forth crossing. It says it will support | :09:49. | :09:53.
more than 1,200 jobs and pump millions of pounds into the economy. | :09:54. | :09:57.
Our transport Correspondent David Miller reports. | :09:57. | :10:04.
It is blast-off for work, new Forth crossing. This tiny island will | :10:04. | :10:08.
provide the foundations for the bridge's central support tower. | :10:08. | :10:13.
Workers also under way on the shores of the 4th. This is the | :10:13. | :10:17.
biggest construction project in Scotland for a generation. But, | :10:17. | :10:22.
until now, they have not been too much to see right here on the site | :10:22. | :10:26.
of the new crossing. All that is set to change when the project | :10:26. | :10:31.
steps up a gear in 2012. The project has been controversial from | :10:31. | :10:36.
the start, but ministers insist there will be huge economic | :10:36. | :10:43.
benefits. Jobs, jobs, jobs. They have allocated 20 million of sub- | :10:43. | :10:48.
contracts to 118 Scottish companies and there are 1 34 sub-contracts | :10:48. | :10:52.
now being advertised on top of that. So, there are real opportunities | :10:52. | :10:55.
for all types of businesses in Scotland to bid for this work. | :10:55. | :11:01.
total cost of the projects could be as high as 1.6 billion. Bosses say | :11:01. | :11:06.
for once Scottish taxpayers can have confidence when they hear the | :11:06. | :11:11.
phrase on time and on budget. will deliver a state-of-the-art | :11:11. | :11:16.
product, a state-of-the-art structure. At the end of the day, | :11:16. | :11:22.
in terms of immediate delivery, we will deliver jobs and opportunity | :11:22. | :11:27.
to people. But, this is a bridge too far, according to campaigners, | :11:27. | :11:31.
who say the new crossing will come at a huge crossed to the | :11:31. | :11:35.
environment. As far as we are concerned, this is a second Forth | :11:35. | :11:38.
road bridge, an additional Bridge. We already have one, and it looks | :11:38. | :11:43.
as if it could be repaired. The new bridge will open in 2016, so in | :11:43. | :11:48.
just a few years' time the 19th century rail bridge and the 20th | :11:48. | :11:53.
century road bridge will be joined by a new crossing for the 21st | :11:53. | :11:56.
century. Despite widespread cuts to many | :11:56. | :11:58.
public services, universities are about to receive a bumper | :11:58. | :12:03.
settlement from the public purse of over 1 billion. But there are | :12:03. | :12:06.
strings attached. Scotland's higher education institutions are being | :12:06. | :12:08.
told to accept more students from less well-off backgrounds, and do | :12:08. | :12:12.
more to turn their research into business and jobs. Here's our | :12:12. | :12:22.
:12:22. | :12:23. | ||
education correspondent. Students across Scotland took to | :12:23. | :12:29.
the streets to protest about cuts. Today, good news - the universities | :12:29. | :12:32.
but it is a back-up to at 1 billion. But the keepers of the | :12:32. | :12:37.
public purse won't -- want changes in return. Anybody from any | :12:37. | :12:40.
background in Scotland should be able to study at university if they | :12:40. | :12:44.
wish to do so. Secondly, if they want to have courses that are | :12:44. | :12:47.
provided that allow people to study when they want and where they want. | :12:47. | :12:52.
So, they want universities to accept more students from less | :12:52. | :12:56.
well-off backgrounds, of more part- time and fast-track degrees, and | :12:56. | :13:02.
become more efficient. But, for colleges across Scotland, funding | :13:02. | :13:06.
is very different. Many are being forced to merge. Last week, | :13:06. | :13:15.
students set out their concerns. main issue is the proposed cuts to | :13:15. | :13:20.
disabled students' allowance. I think it is ridiculous. If they are | :13:20. | :13:30.
:13:30. | :13:31. | ||
going to merge colleges, we do need more funding. Student leaders are | :13:31. | :13:36.
welcome the money for universities, but worry about colleges. | :13:36. | :13:40.
Government are proposing a 20% cut over the next few years, but we | :13:40. | :13:43.
have already seen a 10% cut last year. We are worried about what | :13:43. | :13:47.
that will mean in terms of the number of places and opportunities. | :13:47. | :13:51.
Universities are to have more money partly because, it is hoped, more | :13:51. | :13:54.
of their world-class research will turn into businesses and jobs for | :13:54. | :13:59.
Scotland. But does the deal come at a potential price, freedom? This | :13:59. | :14:02.
Scottish government body says it does not want to take more control | :14:02. | :14:06.
over the universities. They will continue to enjoy academic freedom. | :14:06. | :14:11.
But, in return for handing over 1 billion of public money, it wants | :14:11. | :14:17.
them to focus on key government goals. In the end, in these tough | :14:17. | :14:21.
times, today's deal means more students and staff feeling more | :14:21. | :14:29.
A Territorial Army Major has appeared in court to face criminal | :14:29. | :14:32.
charges relating to the death of a 14 year old cadet during training | :14:32. | :14:35.
in the Western Isles. 51-year-old George McCallum was involved in the | :14:35. | :14:37.
boating trip on which Kaylee MacIntosh drowned four years ago. | :14:37. | :14:40.
He's been charged under Health and Safety laws. A fatal accident | :14:40. | :14:49.
inquiry blamed poor planning, bad equipment and human error. | :14:49. | :14:55.
A request for Scottish police officers to travel to Libya as part | :14:55. | :14:58.
of their ongoing investigation into the Lockerbie bombing is expected | :14:58. | :15:06.
to be made very soon. Our correspondent has been following | :15:06. | :15:12.
the story. How significant a development is this? Potentially, | :15:12. | :15:19.
it is a very significant. The authorities have, for a long time, | :15:19. | :15:23.
believed that there are answers to the Lockerbie bombing in Libya, but | :15:23. | :15:27.
they have not been able to get access to Libya. That has all | :15:27. | :15:32.
changed recently. They are hoping for corporation from the new Libyan | :15:32. | :15:37.
government and that could see detectives in Libya, talking to | :15:37. | :15:47.
witnesses and possibly suspects. It is now 23 years since the bombing, | :15:47. | :15:56.
when it 270 people died. If detectives do get to Libya, they | :15:56. | :16:04.
will be detectives from the Dumfries and Galloway force. Only | :16:04. | :16:11.
one man has been convicted of the atrocity, Abdul Basset Ali Al | :16:11. | :16:16.
Megrahi. It has been a very long process. When can be expected | :16:16. | :16:21.
detectives to be on the ground in Libya? This is part diplomacy and | :16:21. | :16:27.
part investigative work. The diplomacy part will happen in the | :16:27. | :16:36.
new year when it this letter of request will be sent to Libya. | :16:36. | :16:40.
Assuming that that goes well, detectives in the new year will be | :16:40. | :16:50.
:16:50. | :16:52. | ||
hoping to travel to Libya. Some of the other stories across | :16:52. | :16:57.
Scotland this Wednesday. All ferry fares in Scotland could | :16:57. | :17:00.
become cheaper under a government scheme aimed at lowering costs on | :17:00. | :17:02.
West of Scotland ferries. Currently, operators set the individual tariff | :17:02. | :17:05.
for each route. But under the proposals, a sea journey will cost | :17:05. | :17:08.
the same as an equivalent road journey. | :17:08. | :17:11.
The cross-border sleeper service is in line for 100 million worth of | :17:11. | :17:13.
improvements. The Scottish Government has announced plans to | :17:13. | :17:17.
match the promise of 50 million from the UK government. The | :17:17. | :17:20.
Westminster money was earmarked in the Chancellor's autumn statement | :17:20. | :17:22.
on condition that the Holyrood administration made a similar | :17:22. | :17:28.
investment. A teenager is to stand trial | :17:28. | :17:30.
accused of assaulting Rangers player Kyle Lafferty in a | :17:31. | :17:34.
supermarket car park. 16-year-old Reice Harrison is alleged to have | :17:34. | :17:38.
thrown a stone at the Ibrox star or his car, causing damage to the | :17:38. | :17:41.
vehicle. He is also charged with breach of the peace and uttering | :17:41. | :17:43.

A fisherman who lost his thumb in an accident at sea has undergone a | :17:53. | :17:56.
rare operation to replace it. Surgeons grafted a toe from Donald | :17:56. | :18:00.
Gunn's left foot on to his hand in place of his missing digit. Steven | :18:00. | :18:10.

Duff reports. Just one week ago, this new thump | :18:11. | :18:16.
on at Donald Gunn's right hand was a toll on his left foot. I am a | :18:16. | :18:25.
fisherman. I was working a crane at the time and it happen that quick, | :18:25. | :18:32.
I lost my thumb. More than a year after that accident, a gruelling 12 | :18:32. | :18:36.
our long operation at Aberdeen Royal Infirmary gave Donald his | :18:36. | :18:45.
thumb back. It is a real operation. -- it is an unusual operation. You | :18:46. | :18:50.
have to have the right circumstances. You cannot tie your | :18:50. | :18:56.
shoelaces. I could not play darts. The expectation is that on a will | :18:56. | :19:03.
be back to the dartboard and work sometime in the new year. It seems | :19:03. | :19:08.
to be successful at the moment. He is able to bend it and straighten | :19:08. | :19:17.
it. He does not seem to be in pain. And his foot has healed very well. | :19:17. | :19:27.
It is an early stage. But you can see it moving. Just very slightly. | :19:27. | :19:37.

Before David brings us the sport, some news of sporting events of a | :19:41. | :19:43.
sort coming to Edinburgh. Organisers of Edinburgh's Hogmanay | :19:43. | :19:45.
celebrations are calling on revellers to compete in the city's | :19:45. | :19:51.
New Year Games. The two teams will be the Uppies, for people from | :19:51. | :19:57.
northern areas, and the Doonies for those from the south. They'll have | :19:57. | :20:00.
the chance to play giant board games and go on secret missions | :20:00. | :20:07.
around the capital. I do not know what that is all about! | :20:07. | :20:12.
Are you an uppie or a doonie, David? | :20:12. | :20:15.
It's the end of an era for Scottish Rugby. The country's most capped | :20:15. | :20:18.
player and record points scorer is retiring from the international | :20:18. | :20:21.
game. Chris Paterson can bask in the praise of, among others, the | :20:21. | :20:23.
national coach Andy Robinson who describes him as one of our | :20:23. | :20:33.
greatest players. Here's our rugby reporter Jim Mason. | :20:33. | :20:37.
It was fitting that Chris Paterson announced his retiral at | :20:37. | :20:44.
Murrayfield, the scene of some of his greatest triumphs. This is | :20:44. | :20:50.
Paterson. Press may have been a light weight when it came to size, | :20:50. | :20:57.
but he was a big player for his country. Why retire now? My thought | :20:57. | :21:06.
was to retire after the World Cup. That last game in Auckland was | :21:06. | :21:11.
something special. I think if the Six Nations had come after that, | :21:11. | :21:16.
about a month after that, it would have been different. The statistics | :21:16. | :21:26.
:21:26. | :21:35. | ||
How good was he for Scotland? He was a will-o'-the-wisp a man that | :21:35. | :21:45.
:21:45. | :21:45. | ||
could take. -- kick. He won his one hundredth cap for Scotland against | :21:45. | :21:49.
Wales but suffered a ruptured kidney in the match. But he came | :21:49. | :21:58.
back. What is his favourite statistic? I am not one for self- | :21:58. | :22:05.
promotion. But my body weight probably. I unable to compete with | :22:05. | :22:12.
some of these monsters. -- I am able. The giant Killer retires, but | :22:12. | :22:19.
his Scotland legacy will be a lasting one. | :22:19. | :22:22.
Hearts have avoided being put into liquidation by the courts after | :22:22. | :22:25.
paying a six figure tax bill. A winding-up order imposed last week | :22:25. | :22:27.
has now been withdrawn. Meanwhile Hearts midfielder Eggert Jonsson | :22:27. | :22:32.
has played his last game for the club. A fee of 200,000 has been | :22:32. | :22:34.
agreed with English Premiership side Wolves. | :22:34. | :22:37.
It seems Aberdeen are admitting their winger Peter Pawlett may have | :22:37. | :22:40.
dived to win a penalty against Hibs on Saturday. At least, the club | :22:40. | :22:43.
have accepted the Scottish FA's offer of a two match ban for | :22:43. | :22:46.
simulation, but the Dons are appealing his sending off which | :22:46. | :22:52.
happened later in the match. Now we all feel under pressure at | :22:52. | :22:55.
work from time to time, but not many of us have protestors | :22:55. | :22:59.
demanding we get the sack turning up at the workplace. | :22:59. | :23:01.
But it's becoming a regular occurence for the Glaswegian | :23:01. | :23:06.
manager of Blackburn Rovers. Their defeat by Bolton leaves them at the | :23:06. | :23:09.
foot of the English Premier League, but Kean believes he's still got | :23:09. | :23:17.
the backing of the club's owners. There is not a board meeting due. I | :23:18. | :23:21.
spoke with the owners before the game. They know our position with | :23:21. | :23:24.
injuries and I am sure that everyone will stick together and we | :23:24. | :23:30.
will get through it. That is a sport. I have decided. I am | :23:30. | :23:38.
definitely one of the doonies. definitely one of the doonies. | :23:38. | :23:48.
:23:48. | :23:48. | ||
It will be a mild night. Strong winds continue from the south-west. | :23:49. | :23:53.
Rain in the north-west Highlands it down towards it Stirling. Elsewhere, | :23:53. | :23:59.
misty, murky conditions. Temperatures are dropping to just | :23:59. | :24:04.
10 or 11 Celsius. Cooler in the North-East. Into tomorrow, it is | :24:04. | :24:12.
almost to the cement -- it is almost the same as today. In the | :24:12. | :24:22.
afternoon, another mild day. Temperatures of up where they | :24:22. | :24:26.
should be for this time of year. The wind will be strong from the | :24:26. | :24:31.
south-west. Some sunshine in the north-east. In the sunshine, we | :24:31. | :24:38.
could see a high of 13 Celsius. The rest of the afternoon and the | :24:38. | :24:44.
evening, we have this band of rain moving down. It is a cold front and | :24:44. | :24:49.
a dividing line between that milder air before that and that cold air | :24:49. | :24:58.
behind. Friday is a much colder day. The rain will clear away on Friday, | :24:59. | :25:03.
leaving dry and bright conditions for much of Scotland. Wintry | :25:03. | :25:06.
showers in the north-west. By the end of the day, those will have | :25:06. | :25:12.
moved into the central belt. Enter the weekend, it will not be a white | :25:12. | :25:22.
Christmas, it will be a wet and windy Christmas. Rain in the north- | :25:22. | :25:27.
west of the country, also in the central belt. On Christmas Day, a | :25:27. | :25:37.
:25:37. | :25:39. | ||
wet day with strong winds from the south-west. That is the forecast. | :25:39. | :25:42.
Now a summary of tonight's top stories. | :25:42. | :25:45.

know about the practice when he was editor. | :26:46. | :26:50. |
