Welcome to Reporting Scotland. Tonight on your national news: I

:00:17.:00:22.

have been to a lot of war zones and famine camps.

:00:22.:00:29.

The Scottish aid worker kidnapped at gunpoint in Pakistan. I think he

:00:29.:00:33.

will try to remain as calm as possible, work with the people and

:00:33.:00:38.

my only hope is they do not hurt him. His friends are hoping he'll

:00:38.:00:42.

be safe. The police in Pakistan say they still don't know who the

:00:42.:00:43.

kidnappers are. Later in the programme:

:00:43.:00:46.

Ambulance workers reject an offer to end a dispute about call-outs

:00:46.:00:48.

during their meal breaks. Not quite plain sailing for the

:00:48.:00:51.

Royal Yacht, as Britannia springs a leak in Leith.

:00:51.:00:54.

And here come the giant-killers. Football's small fry are dreaming

:00:54.:01:04.
:01:04.:01:05.

Police in Pakistan still don't know who kidnapped a Dumfries-based aid

:01:05.:01:08.

worker near the country's border with Afghanistan or why he was

:01:08.:01:12.

taken. Khalil Dale, a health programme manager with the Red

:01:12.:01:16.

Cross, was taken from a clearly marked Red Cross car in the city of

:01:16.:01:20.

Quetta. Friends here described the former nurse as a wonderful man,

:01:20.:01:27.

who always wanted to help. Willie Johnston reports.

:01:27.:01:34.

I have been to a lot of war zones, cholera camps... Khalil Dale is no

:01:34.:01:38.

stranger to danger, his whole life was involved in humanitarian work

:01:38.:01:43.

in the world's volatile spots. In this documentary, he recalled a

:01:43.:01:47.

dramatic time in so much earlier. was overwhelmed, I have never seen

:01:47.:01:53.

anything like it, bodies, people that have stopped of starvation,

:01:53.:01:59.

shot wounds, young children, women, waiting to dive. For the past 11

:01:59.:02:05.

months, Khalil Dale worked for the Red Cross in Quetta, near

:02:05.:02:09.

Pakistan's Afghan border. Local police say he was snatched by on

:02:10.:02:13.

the gunman who heard -- held up the car he was travelling in, only the

:02:13.:02:20.

few yards from the safety of his office. He was 60, made an MBE in

:02:20.:02:24.

1994. His Scottish-based was Dumfries where his mother lived

:02:24.:02:28.

until her death for might years ago. Friends here are shocked by his

:02:28.:02:35.

kidnapping. He once worked at Dumfries Infirmary and was known as

:02:35.:02:41.

Ken before his conversion to Islam. Ken is a wonderful man. He always

:02:41.:02:45.

wanted to help in situations and that is what drove him into to work

:02:45.:02:49.

all over the world, where there was serious situations and people

:02:49.:02:54.

needing help. I am more worried for him but I able hope and pray and

:02:54.:03:00.

light a candle he will be fine but. He will come through this.

:03:00.:03:08.

identity of Khalil Dale's captures is not yet known. -- captors.

:03:08.:03:11.

A little earlier, I got the latest from the BBC's correspondent in

:03:11.:03:14.

Islamabad, Aleem Maqbool. I began by asking whether there'd been any

:03:14.:03:19.

progress today in tracking down the kidnappers. Unfortunately, publicly

:03:19.:03:24.

at least, the police have given us nothing new in terms of where the

:03:24.:03:29.

investigation has led them. We are still getting the statements from

:03:29.:03:33.

them about what they believe happened when Khalil Dale was first

:03:33.:03:37.

taken in the centre of Quetta. It was in the red zone, an area that

:03:37.:03:42.

was supposed to be secure, but this is a big as part of Afghanistan and

:03:42.:03:46.

most foreign aid workers have left that area and Khalil Dale was

:03:46.:03:51.

snatched at gunpoint from his car a couple of hundred metres away from

:03:51.:03:54.

the Red Cross offices and that he had been working there for some

:03:54.:04:00.

time with the Red Cross. They say they are investigating, the High

:04:00.:04:05.

Commission are also looking into it, but there are very few details.

:04:05.:04:09.

Foreigners have been kidnapped already in this area, so what can

:04:09.:04:15.

we learn from how these situations developed? That is right. A couple

:04:15.:04:21.

of years ago now in 2009, the last high-profile aid worker was

:04:21.:04:26.

kidnapped in Quetta, in a very similar area to Khalil Dale. That

:04:26.:04:33.

was you when worker, and he was released after a couple of months.

:04:33.:04:40.

-- that was a UN worker. They wanted money to raise funds for

:04:40.:04:46.

their cause. That is what a lot of kidnappers want. A lot of

:04:46.:04:50.

Pakistanis get kidnapped around Quetta. But it could be a kidnap

:04:50.:04:54.

for ideological reasons as well because the Taliban also operate

:04:54.:05:00.

there. But this is all speculation because as yet we have not had

:05:00.:05:02.

anybody come forward to say they are responsible and say what their

:05:02.:05:05.

demands are. Ambulance workers have rejected a

:05:05.:05:07.

second proposal designed to end a long-running dispute about meal

:05:08.:05:11.

breaks. They've refused an offer of 100 every time they're asked to

:05:11.:05:15.

work through a break, plus a one- off payment of 1,500. Our health

:05:15.:05:21.

correspondent Eleanor Bradford reports.

:05:21.:05:26.

It was the death of 33-year-old Mandy Matheson which first put

:05:26.:05:31.

ambulance rest breaks into the public eye. She lived in Tom Intal,

:05:31.:05:35.

one of the highest villages in Scotland. Because of its remoteness,

:05:35.:05:39.

they have their own ambulance station but when Mandy suffered a

:05:39.:05:43.

heart attack, the ambulance technician was on a break, and

:05:43.:05:47.

exercised his right not to respond. That was more than a year ago but

:05:47.:05:53.

repeated attempts to find a solution have come to nothing.

:05:53.:05:57.

disappointed. This is the third time we have been in this position

:05:57.:06:07.
:06:07.:06:07.

and we hope this would be resolved. Ambulance crews haven't always had

:06:07.:06:11.

the right to uninterrupted breaks. They were introduced as part of

:06:11.:06:15.

contract changes are a few years ago. The latest proposal from the

:06:15.:06:20.

Scottish Ambulance Service was a one-off payment of 1,500 if

:06:20.:06:24.

ambulance staff agreed to be available again during breaks and

:06:24.:06:30.

100 each time they were actually disturbed. Today, all three unions

:06:30.:06:34.

representing crews rejected that offer. Our members have been used

:06:34.:06:39.

to getting half an hour unpaid and on -- uninterrupted break and they

:06:39.:06:45.

have the six years, the workload has increased hugely, much more

:06:45.:06:49.

stressful, the public's response to them has not been as positive as we

:06:49.:06:53.

would hope for. The Scottish Ambulance Service says it is

:06:53.:06:58.

disappointed a good offer has been rejected. All sides go back to the

:06:58.:07:04.

table on Monday but a resolution looks as far away as ever.

:07:04.:07:08.

You're watching Reporting Scotland from the BBC. Still to come on the

:07:08.:07:09.

programme: There's a warning that children's

:07:09.:07:12.

lives could be at risk if Scotland follows Westminster's lead on

:07:12.:07:16.

outdoor education. And before we go tonight, we look back on a

:07:16.:07:18.

remarkable start to 2012, and the aftermath of Scotland's violent

:07:18.:07:22.

storms. In sport:

:07:22.:07:24.

The Hearts manager breaks his silence on the club's financial

:07:24.:07:28.

problems. You can hear what he's got to say later.

:07:28.:07:32.

And it's the fourth round of the cup, but where could the upsets

:07:32.:07:42.
:07:42.:07:43.

occur? Thoughts on that later, too. The Royal Yacht Britannia was at

:07:43.:07:46.

the centre of unexpected drama today when it began taking on water

:07:46.:07:50.

and listing to one side at its berth in Edinburgh. Firefighters

:07:50.:07:53.

were called to stabilise the vessel, which was being moved to dry dock

:07:53.:08:01.

for essential repairs. Lisa Summers was watching from the quayside.

:08:01.:08:06.

It should have been plain sailing. Instead, it turned into an

:08:06.:08:12.

emergency. Firefighters were called out, the iconic vessel was in

:08:12.:08:18.

trouble. And it wasn't difficult to see the problem. She was listing to

:08:18.:08:22.

one side so what we've been doing is moving water from the Star Board

:08:22.:08:29.

side over to the port side to bring the ship to a vertical position.

:08:29.:08:34.

was a faulty door but at one point the list was seven degrees and

:08:34.:08:38.

engineers were visibly nervous, understandable tension for those

:08:38.:08:42.

who had a meticulously planned this crossing. We have been changing --

:08:42.:08:46.

we have been doing all this work, and if the listing had continued,

:08:46.:08:52.

we would have to send in divers. But we have this this will be

:08:52.:08:56.

inspected every year. It was all hands below deck and took

:08:56.:08:59.

firefighters four hours to steady the ship. This afternoon, she was

:08:59.:09:06.

finally ready to go. The final hulks were released and she began

:09:06.:09:10.

her short crossing, travelling at three knots. Finally, after all

:09:10.:09:15.

this morning's hitches, Royal Yacht Britannia is on the move. It has

:09:15.:09:19.

travelled over one million miles across the world's Oceans, but

:09:19.:09:24.

today's journey is not quite so glamorous. She will now be in dry

:09:24.:09:29.

dock for a full might. We will survey the whole just to make sure

:09:29.:09:34.

there has been no deterioration. And she will be Burwash and then

:09:34.:09:38.

she will receive some coats of paint, and then she will come back

:09:38.:09:44.

out and get back into her birth. are told the Royal family took a

:09:44.:09:49.

keen interest in Britannia and they have been kept up-to-date in this

:09:49.:09:53.

eventful day in the life of their old friend.

:09:53.:09:55.

Generators and emergency accommodation are being offered to

:09:55.:09:57.

people still without power three days after Scotland was battered by

:09:57.:10:01.

violent storms. During the peak of the gales on Tuesday more than

:10:01.:10:04.

100,000 customers were cut off. Engineers have been working round-

:10:04.:10:07.

the-clock to repair the damage. It's hoped the remaining few

:10:07.:10:11.

hundred without electricity will be reconnected tonight.

:10:11.:10:14.

And you can see a special programme about the aftermath of those storms

:10:14.:10:18.

on Sunday. Storm Force Scotland, presented by Isobel Fraser, is on

:10:18.:10:25.

BBC One Scotland at 5:35pm. We'll also be devoting next

:10:25.:10:27.

Wednesday lunchtime's consumer slot to your questions about any

:10:28.:10:32.

financial fall-out from the storms. As ever, our money expert Fergus

:10:32.:10:36.

Muirhead is in the chair. Whether it's questions over insurance

:10:36.:10:39.

claims, travel disruption or simply who is liable for what, he's your

:10:39.:10:49.
:10:49.:10:49.

man. The details of how to contact Fergus are on your screen now.

:10:49.:10:52.

There's another warning that children's lives could be put at

:10:52.:10:54.

risk if Scotland follows the Westminster government and

:10:54.:10:56.

abolishes the quango which regulates adventure sports and

:10:56.:11:00.

outdoor education. Scottish ministers have started a

:11:00.:11:03.

consultation on whether the sector should police itself with a code of

:11:03.:11:07.

practice, or whether a formal body is needed. Craig Anderson reports

:11:07.:11:16.

from the Highlands. Treading carefully between

:11:16.:11:22.

recreation and regulation, that is the Scottish Government's task in

:11:22.:11:25.

deciding how outdoor sports should be governed. Since the UK

:11:25.:11:29.

Government decided to abolish legal controls and inspections in favour

:11:29.:11:33.

of a voluntary code of practice, Scotland has to choose which way to

:11:33.:11:37.

jump and some experts argue that self-regulation by the operators

:11:38.:11:41.

themselves will not provide adequate safety guarantee is.

:11:41.:11:45.

are particularly concerned about self- declarations and so on

:11:45.:11:50.

because we are not absolutely certain that will provide the

:11:50.:11:55.

reassurance that local authorities and parents required. The legal

:11:55.:11:59.

framework was set up in light of a canoeing tragedy where four

:11:59.:12:05.

youngsters died in 1993, but some claim that it is so inflexible it

:12:05.:12:11.

doesn't even cover skiing or climbing walls. Since 1995, since

:12:11.:12:15.

the legislation was introduced, there has never been a prosecution

:12:15.:12:19.

and the law has never changed, so when a new activity comes along,

:12:19.:12:25.

the legislation cannot cope. Holyrood may have to negotiate a

:12:25.:12:31.

middle route. We need a consultation, to balance the needs

:12:31.:12:36.

of providers, that provide a safe level activities in Scotland, with

:12:36.:12:40.

the needs of users, could lead to have confidence in those activities

:12:40.:12:44.

being provided in a say Fermanagh. There is an increasing array of

:12:44.:12:50.

ways to enjoy adventure sports in Scotland. The challenge now for the

:12:50.:12:54.

government is to make sure that as many people as possible can get out

:12:54.:13:03.

into the great outdoors but do so Some of the other stories across

:13:03.:13:06.

Scotland. Four fishermen have admitted their

:13:06.:13:09.

part in a black fish scam worth more than 8 million. The High

:13:09.:13:12.

Court in Edinburgh heard that James Duthie, Ian Buchan, John Macleod

:13:12.:13:14.

and Michael Macleod made false declarations about their landings

:13:14.:13:17.

of mackerel and herring at Peterhead between 2002 and 2005 in

:13:17.:13:26.

a bid to evade quota rules. Sentence was deferred until March.

:13:26.:13:29.

A 49-year-old man has appeared in court in connection with the sexual

:13:29.:13:33.

assault of a 15-year-old girl in Aberdeen. Stephen Dickson is

:13:33.:13:37.

charged with assault, abduction, theft and rape. It follows an

:13:37.:13:43.

incident in the Torry area on Monday night.

:13:43.:13:46.

The man convicted of murdering teenager Zoe Nelson and burning her

:13:46.:13:49.

body in woods in North Lanarkshire has failed in a bid to have his

:13:49.:13:53.

jail term cut. Robert Bayne attacked the 17-year-old, put a

:13:53.:13:57.

plastic sheet over her face and set her on fire in May 2010. Bayne was

:13:57.:14:01.

ordered to serve a minimum of 20 years. Judges at the Appeal Court

:14:01.:14:11.

in Edinburgh today ruled the sentence was appropriate.

:14:11.:14:15.

What do you do if you think you have got one of the biggest

:14:15.:14:19.

collections of sporting memorabilia in the country and no where to put

:14:19.:14:23.

it? A former police officer was sure he owned one of the biggest

:14:23.:14:29.

collections of golfing souvenirs and has come up with an answer.

:14:29.:14:34.

This man likes his golf. He is a keen player. But Gary now spends

:14:34.:14:40.

more time away from the course then he would like. Much of his time is

:14:40.:14:45.

spent here in his flat, sorting out his hoard of memorabilia. Every

:14:45.:14:51.

single item is now online in his virtual golfer museum. A highly

:14:51.:14:56.

personal tribute to the sport he loves. 15 years ago, I was on an

:14:56.:15:02.

internet site and I saw a bid but that was signed. Because I'd played

:15:02.:15:07.

golf and was keen are watching it, I could not believe the pieces of

:15:07.:15:12.

memorabilia out there. I was successful to get it. When I got it,

:15:12.:15:17.

I was ecstatic. From that, it opened up a new world to me. I

:15:18.:15:22.

realised golf memorabilia was a area I could collect and from that

:15:22.:15:28.

one of the up, it was a catalyst. Tony is one of Gary's heroes. He

:15:28.:15:34.

has many of his cups and trophies. But the signature of this golfing

:15:35.:15:42.

great, Ben Hogan, if his prized possession. Gary has no idea how

:15:42.:15:47.

much he has spent over the years or how much it is worth. He just knows

:15:47.:15:52.

he cannot stop and apart from the internet the need somewhere to show

:15:52.:15:57.

it. The house is packed with a whole range of material. You'll

:15:57.:16:04.

have to stop some time. I am still collecting. At the last count, I

:16:04.:16:08.

had 100 golf bags. Somebody did say, it will be good if I collected

:16:08.:16:15.

stamps! The hope is one day I will put the collection on permanent

:16:15.:16:20.

display for the public. That way, it will clear the flat and it will

:16:20.:16:30.
:16:30.:16:34.

give me some NASA. -- back. The Hearts manager Paulo

:16:34.:16:38.

Sergio says his priority this season is helping to keep the club

:16:38.:16:42.

in business. Paulo Sergio was speaking at his first conference

:16:42.:16:46.

since October. Hearts players are banned from talking to journalists

:16:46.:16:51.

but Paulo Sergio had plenty to say about the issues facing the club on

:16:51.:16:58.

and off the field. It was a packed press conference.

:16:58.:17:03.

Hearts have ended their media blackout. The manager says only one

:17:03.:17:10.

thing matters between now and the end of the season. My aim is to not

:17:10.:17:15.

go to second place or first place but to put the club in a good

:17:15.:17:24.

position to survive. Midfielder Brian Stephenson walked out on half

:17:24.:17:28.

last month because the club had not paid his December salary. Paulo

:17:28.:17:38.

Sergio says he has had contact with the player. He says he wants to

:17:38.:17:48.
:17:48.:17:49.

come back but yesterday things changed again. We had a meeting. He

:17:49.:17:57.

said, no, he will not return. Striker Kevin Cahill has been

:17:57.:18:02.

missing through injury for almost a year. The manager says the

:18:02.:18:11.

prognosis does not look good for a return to action. He needs another

:18:11.:18:20.

surgery. It is a big problem. you feel his career is over? Maybe.

:18:20.:18:24.

Much for that Portuguese manager to ponder between now and the end of

:18:24.:18:29.

the season. Beram Kayal's season could be over.

:18:29.:18:34.

He will have an ankle operation on Monday. He was injured in this

:18:34.:18:38.

challenge with Rangers midfielder Lee McCulloch. They could be

:18:38.:18:48.
:18:48.:18:51.

ligament damage and a recuperation period of four months. It is no

:18:51.:18:57.

coincidence. He is a pivotal player for us. The one area where we do

:18:57.:19:01.

have strength and depth is the midfield. The transfer window has

:19:01.:19:06.

only been open for a few days but it is already one in and one out a

:19:06.:19:09.

Pittodrie. The Aberdeen captain Richard Foster has agreed terms

:19:09.:19:14.

with the English Championship side Bristol City. He has been replaced

:19:14.:19:19.

and the formal -- format Motherwell defender Mark Reynolds has come in.

:19:19.:19:24.

It is the 4th round of the Scottish Cup when a premier clubs enter the

:19:24.:19:29.

competition and smaller clubs have the chance to knock them out. There

:19:29.:19:33.

are 16 ties and plenty of opportunity for Cup shocks will

:19:33.:19:36.

stock and these players from lower league clubs will probably never

:19:36.:19:41.

get their hands on the Scottish Cup again but they might just pull off

:19:41.:19:44.

a 4th round upset. What would be this year's biggest

:19:44.:19:54.
:19:54.:20:02.

shock? Down to test out my new meter. -- time to test will stop --

:20:02.:20:12.
:20:12.:20:14.

.. I think we have to go and work hard. We have to go for it. A win

:20:14.:20:19.

for the Blue Time would have a shock value of nine out of 10. --

:20:20.:20:27.

Blue Town. A surprise win for Arbroath against Rangers. We will

:20:27.:20:34.

give that a nine out of 10. Top of Division Two. They fancy their

:20:34.:20:40.

chances against Hibs who are struggling. Aylott of people might

:20:40.:20:45.

look at this one as being one of the most likely for an upset.

:20:45.:20:50.

Hopefully, players can go out there and play the way they have been

:20:50.:20:54.

playing. If we do that, we have a chance. He has got a point. That

:20:54.:21:04.

would register a shock rating of six out of 10. The junior cup

:21:04.:21:09.

holders are playing Hearts. What chance of an upset? I think it is a

:21:09.:21:14.

case of enjoying it. If we do that, it will be OK. It will not be

:21:14.:21:19.

embarrassing, they are all good players. Even he does not sound

:21:19.:21:26.

convinced! It's a win would register a shock reading of 11 out

:21:26.:21:34.

of 10. It would be the biggest shock in Cup history. I've just

:21:34.:21:42.

noticed the meter goes up to 12. There will be plenty of Cup action

:21:42.:21:49.

online and over the radio. In a moment, we will look back at
