Welcome to Reporting Scotland. Tonight on your national news: The

:00:18.:00:21.

number of jobless in Scotland is up by 4,000 - the first rise in six

:00:21.:00:31.
:00:31.:00:32.

months and full-time work is hard to find. The company isn't

:00:32.:00:38.

employing anyone for time. Most people are part time. There are no

:00:38.:00:41.

permanent employers. We'll be looking at how the world of work is

:00:41.:00:43.

changing. Also in the programme: As Andy

:00:43.:00:45.

Murray arrives back in Britain after his historic Grand Slam

:00:45.:00:50.

victory, we look at whether there's a spin off for Scottish tennis.

:00:50.:00:52.

Craig Levein under pressure after Scotland's disappointing start to

:00:53.:01:02.
:01:03.:01:05.

their World Cup campaign. And is the Scottish government doing

:01:05.:01:10.

enough to encourage more of us to drive electric vehicles like this

:01:10.:01:15.

one. Campaigners say no. The number of people out of work

:01:15.:01:18.

has risen for the first time in six months. It means that the

:01:18.:01:21.

proportion of people unemployed in Scotland is now higher than in the

:01:21.:01:25.

UK as a whole. The news on the high street is not good either, with

:01:25.:01:27.

consumer spending down. Our business correspondent David

:01:27.:01:29.

Henderson is here with the details. David.

:01:29.:01:32.

Yes, Jackie. For months now, the economy's been sluggish but at

:01:32.:01:36.

least the number of people out of work has been falling. That changed

:01:36.:01:39.

today. The latest figures show the jobless total in Scotland is up by

:01:39.:01:46.

4,000 this month. So now, 223,000 Scots are without a job. That's

:01:46.:01:52.

8.2% of the workforce and a little higher than the UK as a whole. But

:01:52.:01:55.

that's just part of the problem. Many Scots are also working part-

:01:55.:01:59.

time and looking for more hours. For them the problem is not so much

:01:59.:02:09.
:02:09.:02:10.

unemployment it's under-employment. Stirling city centre. A place to

:02:10.:02:16.

meet, shop and look for a job. But finding work isn't easy during the

:02:16.:02:21.

economic downturn. The company isn't employing anyone full-time.

:02:21.:02:27.

Most people are part time. I look for jobs every day. It is just

:02:28.:02:34.

agency work. There are no permanent employers. It is a particular

:02:34.:02:37.

challenge for anyone looking for a full-time job. According to the

:02:37.:02:44.

trade union body, Scotland has seen 13,000 new part-time jobs created

:02:44.:02:48.

over the year. At the same time, they claim the number of full-time

:02:48.:02:55.

jobs actually fell by 23,000. Today in Edinburgh, the First Minister

:02:55.:03:00.

was hosting and unemployment summit aimed at helping more women into

:03:00.:03:04.

work but the current job market presents a challenge. This expert

:03:04.:03:08.

said working patterns are changing fast. We have seen a subtle change

:03:08.:03:12.

in the labour market where by more people are moving into self

:03:12.:03:16.

employment, more people are moving into part-time employment and

:03:16.:03:21.

people are working fewer hours. that is noticeable in the

:03:21.:03:26.

construction industry. It is still feeling the impact of the downturn.

:03:26.:03:31.

Staff at this recruitment firm match up applicants with jobs. Many

:03:31.:03:38.

are short term. That is set to continue. When confidence increases,

:03:38.:03:43.

we will recruit more staff. But I think we might have a bag of

:03:43.:03:51.

temporary staff that allows flexibility. -- a bank. For now,

:03:51.:03:53.

employers are playing it safe and hoping for growth in the economy

:03:54.:03:58.

but that has been short supply for more than a year. So today's rise

:03:58.:04:01.

in the jobless figures may not be the last of its kind.

:04:01.:04:04.

Well, the job insecurity which many are feeling may also be having a

:04:04.:04:07.

knock-on impact on the high street. Overall, sales in Scotland's shops

:04:07.:04:10.

fell slightly in August. Now, retailers blame the Olympics for

:04:10.:04:13.

distracting shoppers and say the warm spell put many people off from

:04:13.:04:17.

buying winter clothing. But it's a sign that people may now prefer to

:04:17.:04:24.

save than spend. Jackie. Well, as the latest jobless figures

:04:24.:04:28.

indicate, the construction industry in Scotland is still suffering.

:04:28.:04:31.

Today, the Scottish government launched a new scheme aimed at

:04:31.:04:34.

giving a 1 billion boost to the new-build housing market which aims

:04:34.:04:43.

to help buyers struggling with a deposit. Cameron Buttle reports.

:04:43.:04:47.

Hopefully not long now for Lynsey and Stephen to get the keys to

:04:47.:04:51.

their new home near Motherwell. It has been a struggle to get the

:04:51.:04:55.

deposit together since the housing bubble burst. It is a lot of money

:04:55.:04:58.

to start out with and if you don't have that, you don't really have

:04:59.:05:04.

any chance of getting anything, really. Homes for Scotland say the

:05:05.:05:09.

average property's price in Scotland is around 160,000. In

:05:09.:05:12.

this current economic climate, lenders are looking for a deposit

:05:12.:05:20.

of up to 30 to 40,000. Not many people have that kind of money.

:05:20.:05:25.

This scheme will help people get up to 95% mortgages. The risk the

:05:25.:05:30.

lender takes by accepting a smaller deposit is covered by her

:05:30.:05:32.

housebuilders Potter's abating in this scheme and the Scottish

:05:32.:05:38.

government. For every home that is sold, a small percentage is played

:05:38.:05:42.

into the guarantee scheme, thus enabling the banks to lend giving

:05:42.:05:46.

and security and safety. Well no taxpayers' money will be put into

:05:46.:05:52.

the scheme, the Scottish government will be liable for up to 60

:05:52.:05:56.

million. But ministers say it could generate sales of up to 1 billion

:05:56.:06:00.

and safeguard thousands of jobs and apprenticeships. It is crucially

:06:00.:06:04.

important. We know to get the economy growing, we have to get the

:06:04.:06:07.

construction sector growing and the Home building sector is absolutely

:06:07.:06:11.

vital within that. 12 housebuilders have already signed up along with

:06:11.:06:16.

some banks and building societies. More are expected to join. The aim

:06:16.:06:21.

is to target these potential 60,000 potential buyers.

:06:21.:06:24.

You're watching Reporting Scotland from the BBC. Still to come on the

:06:24.:06:28.

programme: How this man convicted of a raid on a Post Office van more

:06:28.:06:32.

than 30 years ago may finally be able to clear his name.

:06:32.:06:35.

And what's the link between Keira Knightley's mother, Dundee women

:06:35.:06:40.

jute mill workers and the Spanish Civil War?

:06:40.:06:43.

In sport - Craig Levein says Scotland can still make it to

:06:43.:06:47.

Brazil 2014 despite a poor start to the qualifiers. The team were booed

:06:47.:06:51.

off the field last night. So, what's gone wrong and can it be

:06:51.:07:00.

He's back - Andy Murray arrived home this morning following that

:07:00.:07:03.

historic win in New York. The new US Open champion says his

:07:03.:07:07.

achievement is still sinking in - but what will it mean long term, to

:07:07.:07:17.
:07:17.:07:23.

him and to tennis in Scotland? A Scottish were come to the British

:07:23.:07:28.

Embassy and a text from the Prime Minister. I was women are new to

:07:28.:07:32.

victory and cheering you wonderful gold medal at the Olympics. To win

:07:32.:07:36.

your first Grand Slam title is a remarkable achievement. The whole

:07:36.:07:41.

nation is so proud of you. Yours, David Cameron. Afterwards, Andy

:07:41.:07:46.

Murray told BBC that becoming the first British can Sam winner in 37

:07:46.:07:51.

years was an exhausting business. didn't get a whole lot of sleep

:07:51.:07:57.

last night. I couldn't sleep. I've got like one and were last night

:07:57.:08:01.

and woke up this morning just really happy and buzzing about it.

:08:01.:08:08.

I think it will take a few days before settle down. Demands from US

:08:08.:08:14.

stations. Sean Connery was there. He says it is great for Scotland.

:08:14.:08:24.
:08:24.:08:25.

And stop saying he is British. He is Scottish! It is a triumph for

:08:25.:08:30.

Andy Murray. Now Andy Murray is home again, there are two questions.

:08:30.:08:35.

Will he be in Glasgow for Friday's parade of Scottish Olympians and

:08:35.:08:40.

Paralympians? And how a club tie Scotland to cope with any upsurge

:08:40.:08:45.

in tennis his achievements might trigger? Let's talk now about the

:08:45.:08:53.

long term. You are a Tayside to build a new tennis courts. It isn't

:08:53.:08:59.

traditional tennis hop. No, tennis is often accused of being elitist

:08:59.:09:04.

and inaccessible and that has not been helped with the loss over many

:09:04.:09:08.

years of the old local authority park tennis courts like these ones

:09:08.:09:13.

here in Glasgow. They used to offer free or inexpensive access to the

:09:13.:09:18.

sport but it is a long number of years since it fell into disuse and

:09:18.:09:23.

disrepair. However, over project is under way to replace this with

:09:23.:09:28.

brand new or whether floodlit courts plus four maul near here. It

:09:28.:09:33.

is part of a project mainly funded by the Lawn Tennis Association to

:09:33.:09:38.

bring Graz Bruce access to the score -- sport back to 7,000

:09:38.:09:42.

children in this part of Glasgow. Working alongside private tennis

:09:42.:09:47.

clubs, they will try to development -- develop the system of coaching

:09:47.:09:51.

and hopefully, it might prove to be a model for other parts of the

:09:51.:09:54.

country. But whether it proves to be enough in terms of quantity and

:09:54.:09:59.

quality in the long term to find and nurture the next Andy Murray, I

:09:59.:10:07.

am afraid only time will tell on that one..

:10:08.:10:10.

The Scottish government is under fire tonight for failing to cut

:10:10.:10:13.

traffic congestion and improve the quality of the air we breath. And

:10:13.:10:16.

critics also are asking what's the point of spending cash on road

:10:16.:10:18.

improvements such as dualling the A9. Our transport correspondent

:10:19.:10:22.

David Miller is very much in the driving seat on this one. He's at

:10:22.:10:25.

Ingliston on the outskirts of Edinburgh and, when it's safe to do

:10:25.:10:35.

so, can tell us more. David. Yes, this criticism of Scottish

:10:35.:10:39.

government policy has come from public transport campaigners who

:10:39.:10:43.

say Ministers should be doing much more to ensure Scots can take the

:10:43.:10:48.

bus of the train, to walk or cycle to school of the office or perhaps

:10:48.:10:52.

even to drive something like this, the new Renault car, an electric

:10:52.:10:57.

car. They say all of that should come ahead of investment in vanity

:10:57.:11:02.

projects as they describe them like the New Forth crossing or during

:11:02.:11:09.

the A 9. It has been dubbed Scotland's killer wrote but

:11:09.:11:15.

campaigners say that this money would have been better spent on

:11:15.:11:19.

sustainable transport instead. Their goal, less congestion on

:11:19.:11:23.

Scotland's roads. That would mean less air pollution in our towns and

:11:24.:11:29.

cities and greenhouse gas emissions would be cut, too. If we could the

:11:29.:11:34.

Budget last year, the government made decisions to take money out of

:11:34.:11:39.

trouble and out of buses, the government needs to be putting

:11:40.:11:45.

money into these areas and stop wasting money on building roads.

:11:45.:11:49.

The new Forth crossing has also been singled out for criticism but

:11:49.:11:54.

the Scottish government has hit back, arguing it is to invest more

:11:54.:11:56.

than 1 billion a sustainable transport in this financial year.

:11:56.:12:03.

Ministers say both major construction projects are vital.

:12:03.:12:07.

The idea that the construction of the Forth crossing is a vanity

:12:07.:12:11.

project is nonsense. If the board of that the infrastructure of

:12:11.:12:16.

Scotland. If you ask people to use the A9, they say it should have

:12:16.:12:24.

been fuelled many years ago. This vehicle should have more charging

:12:24.:12:28.

points. Charging points have been well that across the centre of

:12:28.:12:34.

Scotland and we will have over 300 charging points. However, it is

:12:34.:12:37.

important we move beyond this pilot project and we get a concerted,

:12:37.:12:42.

coherent action plan to get that is going to stimulate growth.

:12:42.:12:46.

campaigners message to government, it is time to put your foot on the

:12:46.:12:50.

accelerator. If transport in Scotland is to have a cleaner,

:12:50.:13:00.
:13:00.:13:00.

greener future. This Carmen look futuristic but it is here on the

:13:00.:13:04.

roads all ready. Transport managers from all over the country are

:13:04.:13:09.

converging on an exhibition this week to see this and other low

:13:09.:13:14.

emission vehicles. The future of motoring we are told is right here.

:13:14.:13:18.

A Glasgow man convicted of a raid on a Post Office van more than 30

:13:18.:13:21.

years ago may finally be able to clear his name, following research

:13:21.:13:25.

carried out at Bristol University. It's meant the case of Willie Beck

:13:25.:13:28.

is being sent to the Appeal Court by the body responsible for

:13:28.:13:31.

investigating possible miscarriages of justice. Our Scottish home

:13:31.:13:41.

affairs correspondent, Reevel Alderson reports. Willie Beck was

:13:41.:13:45.

just 20 when he was convicted in 1982 its assault and robbery. He

:13:45.:13:49.

was jailed for six years after an attack on a post office than in

:13:49.:13:53.

West Lothian. Since then, for almost all of his adult life,

:13:53.:13:57.

Willie Beck has fought to clear his name. It has dominated his life and

:13:57.:14:03.

that of his family. It has had an effect on my whole family, I would

:14:03.:14:07.

say, because they have had to put up for me for the past 30 years

:14:07.:14:12.

going on about my case. All my daughter's life, she has heard

:14:12.:14:17.

about my case and how I was wrongly convicted. After the Scottish

:14:17.:14:27.
:14:27.:14:28.

government deferred my case, I said... The long road to gain

:14:28.:14:33.

justice has lasted more than 30 years. In December 1981, this post

:14:33.:14:37.

of this fan was attacked. Three months later, Willie Beck was

:14:37.:14:42.

convicted and jailed for six years. In October 1982, the judge ruled he

:14:42.:14:50.

had no grounds for appeal and 11 years ago, his appeal was rejected.

:14:50.:15:00.
:15:00.:15:00.

Now, they have referred be case to the appeal court. The case bears

:15:00.:15:04.

similarities with the doubts of the trial at the Lockerbie bombing. In

:15:04.:15:09.

this case as well, there were doubts over the role police played.

:15:09.:15:13.

It formed the focus of the research carried out by it was -- Bristol

the University's innocent project. When there is only witness

:15:19.:15:23.

identification evidence and that evidence isn't comprehensive,

:15:23.:15:26.

certain people who said they witnessed a crime are actually

:15:26.:15:32.

saying different things, I think alarm bells should ring. It is

:15:33.:15:38.

in to back up Scotland's fishermen in their long-running mackerel

dispute with Iceland and the Faroe Islands. They have voted for a

:15:44.:15:46.

range of sanctions, including banning the import of mackerel and

:15:46.:15:50.

other fish from both countries. Mackerel is the Scottish fishing

It will put pressure on Iceland and the Faroe Islands. It is the years

since they decided to massively increase their mackerel quotas. It

:16:29.:16:35.

is the most valuable fish to the Scottish industry, worth about 160

:16:35.:16:41.

million per year at the last count. This increase in quotas has been

disastrous for the industry here. The Scottish industry believes even

happening across the country this Wednesday.

:17:30.:17:33.

A man whose wife and children died in a crash has been honoured for

:17:33.:17:36.

his work in trying to improve mobile crane safety. Barry Copeland

from Johnshaven has been given a certificate of merit by the

Institution of Occupational Safety and Health. His wife Ann and

:17:41.:17:44.

daughters Ciara and Niamh died when their car skidded on hydraulic oil

:17:44.:17:48.

from a crane on the A92 in 2008. A protest group in Portobello has

:17:48.:17:51.

won its appeal against council plans to build a new school on

:17:51.:17:54.

parkland. Portobello Park Action Group argued at the Court of

:17:54.:17:57.

Session that the new Portobello High School should not be built on

:17:57.:18:01.

green space near the existing building. The parents' council and

:18:01.:18:10.

the city council say they are disappointed with the outcome.

:18:10.:18:15.

have got every sympathy with the council. This decision was not

:18:15.:18:22.

anticipated. We need to make sure we commit to getting a site and

:18:22.:18:25.

building the school as a matter of urgency.

Glenrothes in Fife has been crowned the cleanest and most beautiful

now from David. Craig Levein says Scotland can make

:19:06.:19:09.

it to the World Cup finals in Brazil in 2014, despite a

:19:09.:19:12.

disappointing start to the qualifying campaign.

:19:12.:19:15.

They have picked up just two points from their first two qualifying

:19:15.:19:19.

matches, both at Hampden Park, and the team were jeered off the field

:19:19.:19:29.
:19:29.:19:38.

after last night's match against stadium and a man copping India for

:19:39.:19:48.
:19:49.:19:51.

I can understand that. I think the supporters for their support during

:19:51.:20:01.

the match. His team's inability to beat a team ranked 97th in the

:20:01.:20:07.

world, some 50 places below Scotland, was the root of the

:20:07.:20:12.

frustration. But actually, it could have been worse. Macedonia to the

:20:12.:20:22.
:20:22.:20:23.

lead in the first half and had chances. Although Kenny Miller's

:20:23.:20:27.

equaliser earned a point, it was hardly a cause for celebration. The

:20:28.:20:37.
:20:38.:20:38.

result leaves Scotland two points behind Serbia, Belgium and Croatia.

:20:38.:20:45.

Do you think this leaves Scotland and trouble going forward? None all,

:20:45.:20:50.

if you look at the leak, we are two points off the top. I said at the

:20:50.:20:53.

start that this is the sort of group where teams will take points

:20:53.:21:01.

off each other. Of the so, we were hoping to get off to a better start

:21:01.:21:04.

at home but with these two matches, but that does not happen, but we

:21:04.:21:10.

now have to just look ahead. Although the likes of not quite

:21:11.:21:14.

done out on the qualifying campaign, the outlook is not quite as bright

:21:14.:21:18.

as we might have walked. Two points from the opening two

:21:18.:21:21.

games has increased the pressure on Craig Levein, but the man who

:21:21.:21:24.

appointed him says it is too early to be questioning the Scotland's

:21:24.:21:26.

manager's future. Former chief executive of the SFA Gordon Smith

:21:26.:21:29.

says the next two games will be crucial to Scotland's World Cup

:21:29.:21:39.

hopes. When the fixtures where negotiated, two home games and then

:21:39.:21:42.

we are supposed to give Scotland a chance to get off to a flying start,

:21:42.:21:47.

but now, with two years to go to the World Cup in Brazil, the Tartan

:21:47.:21:51.

Army are already faced with the question, are the good enough to

:21:51.:22:01.

get there? Not, I do not think so. The air may be going to have to go

:22:01.:22:07.

and win one of these away games. No, they try hard, but they are

:22:07.:22:17.
:22:17.:22:19.

rubbish! Statistics offer little refuge for the manager. His games

:22:19.:22:25.

in charge have only brought forward three victories, two of them

:22:25.:22:32.

against Liechtenstein. Here will be under pressure from the media, but

:22:32.:22:36.

I do not think he will be under too much pressure from the Scottish

:22:36.:22:41.

Football Association. They person who brought into the job says

:22:41.:22:46.

speculation about his future is premature. He has been doing a lot

:22:46.:22:53.

of preparation with this team and we have to let him see the unjust

:22:53.:22:58.

or more games to see where we are. If we have two good performances

:22:58.:23:04.

away from all, things can change. Scotland's next two games are away

:23:04.:23:10.

from home, and Wales and Belgium. The mother of Hollywood actress

Keira Knightley has written a new play about Dundee's legendary women

jute mill workers, which opens in the city tonight.

Sharman Macdonald's She Town is set in the 1930s and also explores the

women's links to the Spanish Civil War. It is the end of a shift any

threats of strikes by the female workers. Sharman MacDonald's

daughter is the Holyrood actress Keira Knightley and she gives some

:24:13.:24:19.

advice about the play. She said they should cut it down slightly.

:24:19.:24:29.
:24:29.:24:30.

Did he take her advice? Not, I did not listen to her! In a Spanish

:24:30.:24:36.

Civil War, 60 men from the city went to fight in the Spanish civil

sorts of backgrounds. It follows the sort of community aspect of the

actual play itself. She Town opens tonight and the first three

Good evening. It was a bright and breezy day across much of the

:25:21.:25:27.

country today. The first half of the night will be dry with clear

:25:27.:25:33.

skies, so temperatures will fall away down to three afford degrees

:25:34.:25:43.

in the rural areas. But rain opposition from the North overnight.

:25:43.:25:49.

Into tomorrow, it will be a wet and windy day, with most of the wind

:25:49.:25:55.

and rain in the northern belt. Elsewhere, some cloudy skies, but

:25:55.:26:01.

the wind will be strong and dusty. Across the North, by mid-afternoon,

:26:01.:26:08.

it will be gusting to deal force and rain will be particularly heavy

:26:08.:26:12.

in the north-west Highlands. There will be dry areas and the likes of

:26:13.:26:16.

Perth and in the Central Belt, cloudy with the chance of light

:26:16.:26:21.

outbreaks of rain. Temperatures in the Central Belt round about 15

:26:21.:26:25.

degrees Celsius. Into the afternoon and evening, we hold on to that

:26:25.:26:32.

wind and rain, which will spread further east. The wind could get up

:26:32.:26:39.

to the likes of 60 miles per hour in the north of the country. The

:26:39.:26:42.

low pressure is pulling away down towards Scandinavia, but we still

:26:42.:26:47.

have the wind as we start Friday morning. It will again be a breezy

:26:47.:26:53.

day at the end of the week, with even the Central Belt experiencing

:26:53.:26:59.

40-50 mph gusts. As we head to the weekend, I pressure returns and

:26:59.:27:05.

that means some settled conditions on Saturday. Generally dry and

:27:05.:27:10.

bright, with some rain on the northern isles. It will be

:27:10.:27:18.

reasonably warm. Tomorrow, it very windy and a lot of read about.

:27:18.:27:22.

Now, just before seven o'clock, a summary of tonight's top stories...

:27:22.:27:25.

The Prime Minister has apologised on behalf of the nation for the

:27:25.:27:28.

injustice suffered by the families of the 96 Liverpool fans who died

:27:28.:27:30.

in the Hillsborough disaster 23 years ago. Newly-published

:27:30.:27:33.

documents have revealed a cover-up, in which police tried to deflect

:27:33.:27:36.

the blame on to the fans. The number of people out of work

:27:36.:27:39.

has risen for the first time in six months. It means that the

:27:39.:27:42.

proportion of people unemployed in Scotland is now higher than in the

:27:42.:27:44.

UK as a whole. President Obama has condemned the

:27:44.:27:47.

killing of the American ambassador to Libya. Christopher Stevens died

:27:47.:27:49.

alongside three American colleagues in violence sparked by protests

:27:49.:27:52.

over a US-made film on the internet which is considered offensive to

:27:52.:27:56.

Islam. And Andy Murray arrived home this
