his Lib Dem colleague Alistair Carmichael.

first European country to recommend it.

Houston Grand Prix in Texas. The Scottish Secretary Michael Moore

has been sacked, after a government reshuffle at Westminster. He has

been replaced by Alistair Carmichael, previously the Liberal

Democrat Chief Whip. Our Westminster correspondent is outside ten Downing

Street. Was this a surprise move? Yes it was. If you had taken this

scenario to the bookmakers, you would have got good odds. The Prime

Minister is completing his government reshuffle tonight. We

thought it would be an ordinarily I fear but not the case as far as

Scotland is concerned. Tonight we have a new Scottish Secretary. Until

the referendum, it will be the job of Alistair Carmichael to take the

fight in a more combative way to those who want Scottish

independence. He is widely credited with being instrumental in brokering

the Edinburgh agreement, setting out the terms for the Scottish

Independence Referendum Bill but even that did not save his job.

Michael Moore has been shown the door. Sacked today as Scottish

Secretary with less than a year to go until the vote. I am disappointed

to be leaving office right now, but I am pleased that why have been able

to achieve in the last couple of years, especially in the

constitutional debate. This big decision we are taking as a country

is bigger than one individual or one party and I look forward to

continuing to play a big role in the constitutional debate in the next 12

months. In his letter to Michael Moore, Nick Clegg said I believe we

now need to join different experiences in the final year

running up to the referendum. That is being seen as Whitehall code for

we want a more combative approach. Step forward Alistair Carmichael,

greeted outside the Scotland office by his boss. He is seen as more of a

political streetfighter. I am delighted to receive this honour. It

is a huge challenge because I am digging on the job at the most

important time in Scottish history since 1707. It will be a huge

challenge by more than our products. The new Scottish Secretary once

called for his department and his job to be abolished. The Scottish

Government is the if they get their way next year, his former wish will

come true. Alistair Carmichael has been briefed I civil servants

tonight. He will be back tomorrow to attend the Cabinet for the first

time tomorrow. There has been another reshuffle in the ranks of

Labour, the Shadow Defence Secretary has been moved to the Department of

International development. He said tonight that will give him more time

and he hopes to spend that time writing for the union.

The reshuffle and its implications will be discussed on Newsnight

tonight. Health authorities in Scotland have

become the first in Europe to recommend a new drug which reduces

the urge to drink too much alcohol. Nalmafene is designed to help those

who are heavy drinkers, but not severe alcoholics. All health

correspondent is here to tell us more about it. It is estimated that

around 8% of the Scottish population are dependent on alcohol. Could

popping a pill help them? Today the Scottish Medicines Consortium leave

the go-ahead to doctors to prescribe a new drug that is a fascinating

development but no magic bullet. Nalmefene is designed for heavy

drinkers but not those who are severely dependent. The men involved

in trials of the drug normally drank around eight units a day. That's

three to four pints of beer. Women drank slightly less, six units a

day. The participants took Nalmefene, a pill, shortly before

they expected to start drinking. It reduces the amount of dopamine

released in the brain, lessening the buzz and cutting the craving for

more. Over six months their consumption halved. The patient who

takes Nalmefene describes that he has planned to drink. It is an

occasion where in the past both he and his family would have been very

apprehensive about what state he would be in. But taking the

Nalmefene and are or two before going to the function and starting

to drink, he controls it. It is not quite that simple. The men and women

were also given psychological support in the trial. Another group

of heavy drinkers who got psychological support and a placebo

pill still reduce their consumption by 40% so psychological support

could be crucial. Other Nalmefene is cheap, providing support to issue it

in Indycar. The Scot says thanks to his fans for their concern.

coming soon. There have been calls for talks to

resolve a dispute between workers and bosses at the Grangemouth

refinery and chemicals plant. A work-to-rule and overtime ban began

this morning. Our business editor is therefore as. It is business as

usual here according to management. There is no shutdown of the plans.

There are growing tensions between workers and management. The initial

dispute kicked off because of treatment of union convenor. The

company says it is making big losses here and for its survival, it is

setting out conditions. It wants to see big cost -- cuts to the cost of

running it, in terms of pension contributions. This company has

shown itself to be ruthless in terms of shutting down plants which are

not making money. The Grangemouth plant feeds off a pipeline from the

North Sea. It provides diesel and aviation fuel. The by-products are

piped to the new -- to the plant next or to make numerous products.

This plan matters to the Scottish economy, around 3400 people work

here and it is vital to supply Scotland's chemicals centre. --

fixture. Its owner says it needs to adapt and is demanding concessions

from the workforce. There are concessions required and signalling

changes are needed on this site because we are losing 10 million a

month. We want to make massive new investment, 300 million, so the

company is putting a lot in Surrey needed employees to put something in

which is about changing, particularly our pension scheme. If

this does not happen, the petrochemical plant could close. The

company yesterday axed a chemical plant in Hull. It has been a big

customer of Grangemouth. The main union says it was to talk but it

wants to get its convener cleared first. We have acted reasonably in

our view. This industrial action we are taking no, we have limited that

action to try and get some time to sit down with the employer and

resolve this without going to the brink of full strike action. Workers

and bosses have been at loggerheads over Pensions Bill board with a

owner seems determined to get lower costs. If the return to that

shutdown scene five years ago, it takes a long time to shutdown and

cool down the plants. At the moment this is a dispute about one union

official, but if it escalates the potential to have an impact right

across the Scottish economic scene is imminent.

Daniel Perry from Dunfermline was just 17 years old when he took his

own life, the victim of sexual blackmail. It's a crime that's on

the rise and a BBC Investigation has heard calls for changes in the way

such offences are recorded, to uncover the true extent of the

problem. Our social affairs reporter Fiona Walker has been investigating

and joins us now. Remind us of the background to this very tragic case.

Daniel Perry was tricked onto going onto a webcam by someone he thought

was a girl his own age. It is not unusual for young people to get

intimate via a webcam but in this case it was not who he thought it

was and he was filmed. He was blackmailed and they threatened to

spread on the internet and lest he paid up. We now know Daniel Perry

was a vulnerable young man. Investigators believe that that

could be why the blackmailer preyed on him. We're working closely with

police Scotland to identify who the offender is. They targeted Daniel on

the 15th of July and sadly that John Mann lost his life. This could be

homicide. That is what makes this the worst case of online sexual

blackmail in the UK. By Daniel was not alone. The authorities and we

have hundreds of cases involving children, including some in

Scotland's. # in Scotland. We spoke to a website which had reports of

1500 cases. We have put in a Freedom of information case to see to what

extent this crime is affecting children. Police Scotland were not

able to tell as, simply because they see online crimes are not recorded

in this way. There are calls for that to change. You will only put

resources towards addressing the problem if you know how big it is,

if we do not count it and people like Daniel, then we will not be

able to resolve it. The police say they are determined to track down

the blackmailer of Daniel. They had to get court orders to get

information from other countries but in the meantime busy parents should

talk to the children about their online activity and now that it is

never too late to seek help. You can hear more about that

investigation on the BBC I player. With energy prices on the rise and

winter on the way, a campaign to help householders cut their bills is

underway. The Scottish Government is making £74 million available to help

people make their homes more energy efficient.

You have had quite a lot of work done, can you show me? Will insure

it is about to turn 80 and he has never asked for help before but a

friend convinced him to call this company. He got help with this

heating, loft and wall and surely shouldn't and draught proofing on

his windows. I am delighted because the difference is night and day. You

should see the size of heating bills, we would be better off

phoning home energy Scotland. Grants have been available since 2009 but

the uptake has been small. This new push aims to encourage everybody to

find out if they are entitled to help. Everyone is eligible for some

sort of assistance. Everyone can get help with loft insulation and things

like that. The statistics in Scotland are not good. A third of

the population lives in fuel poverty and three quarters of us are worried

about paying bills this winter. Scotland is investing a great deal

of money to find ways to help people to make their homes more energy

efficient. It is important people read of that and take up these

opportunities to heat their homes more easily and bring their fuel

bills down. An insulated homes can't lose 50% of their heat through walls

and roofs. Warren says he already notices the difference since the

work has been done. Scotland's policing watchdog has criticised

officers in the force's Tayside division for the second time in as

many months for failures which might have prevented two serious road

accidents. An investigation into a third accident is still underway.

Our reporter joins us from the division's headquarters in Dundee.

The test side division is responsible for policing in Angus

and the report concerns an accident at the beginning of June. A driver

who was either dropped or drunk knocked down a woman in Forfar,

causing her serious injuries. The commissioner has found that officers

were warned twice in the hours beforehand and he believes that they

made the proper checks they might have been able to stop the driver

before the accident. The commission has already reported on an accident

that happened in the early hours of the next day when a pedestrian was

knocked down near Arbroath. The commission found that officers had

been in contact with the man, who lost a leg, and criticise them for

not taking steps to ensure his safety. A third investigation is

underway into an accident in Forfar at the end of June in which a

teenage driver was seriously heart and it appears that investigation is

also looking at whether officers received information in advance.

Police Scotland say there is nothing connecting the three incidents and

they will take steps to ensure that lessons are learned.

Other stories from across Scotland: Police Scotland say they are

following a number of positive lines of inquiry after they stopped cars

on a road where a man was killed two weeks ago. Robbie Finlayson, 22,

died after he was seen walking on the carriageway of the Carlisle Road

in Lanarkshire. It's believed he was dragged under an HGV vehicle for a

number of miles. It's possible the driver didn't know he'd hit him.

People need to understand that if they do not come forward with

information, we cannot, there is only one thing left we can do for

him and that is to wind out what happened. And to be able to bury

him. We cannot do that until we get this information.

A woman in Lewis who has shared her house with a horse for nearly two

years has been told she must make alterations if the animal is to

continue to be stabled in the living room. Western Isles Council says

every door in the house the horse uses must be at least four feet

wide. Stephanie Noble has been given until the end of the month to

comply. She says she'll contest the animal care notice.

The Outer Hebrides ferry, which serves the Stornoway to Ullapool

crossing, has been withdrawn for major repairs. Sailings were

cancelled on Saturday, when the MV Isle of Lewis developed engine

trouble. A smaller ferry has been moved to serve the Minch.

The volunteers who'll help out at next year's Glasgow Commonwealth

Games will be known as Clyde-siders. 15,000 will be chosen from the

50,000 who applied. From shipbuilding to technology and

science, the River Clyde has seen it all. Today it landed its name to a

new army of volunteers being recruited to help host the biggest

sporting spectacle city has ever seen. I have done some voluntary

work with or in Edinburgh and with local charities, so I know how

amazing it is to be a volunteer. Also, watching London 2012 was such

a massive bang, it was such an amazing role, and it was there and

excitement from thought, I have to be part of that. The London 2012

games makers were very much part of the Olympics' success. 70,000 were

on hand to point people in the right direction and keep the games

running. Some have made the jump from games makers to Clyde-siders.

It was fantastic. I cannot wait to do Glasgow 2014. There will be

15,000 in total. 50,000 applied from across the UK and overseas. We

started our interview process in April, interviewing about 1000

people a week. That will continue to December and we will be making

offers for the majority of people up until January. Some of the

information and expertise has come from London and organisers will be

hoping that some of the games makers' magic will be able to run

Rob off. The countdown to the Commonwealth Games continues.

Dario Franchitti has thanked the many well-wishers who've expressed

concern for the Scottish racing driver following his horrific crash

yesterday. The four-time IndyCar series winner from Bathgate sent the

message from his hospital bed where he's being treated for fractures to

his spine and ankle after he collided with another car at the

Houston Grand Prix in Texas. This is the moment Dario Franchitti

cheated death after smashing into a wall at over 100 mph. His car was

almost split in half, but incredibly he survived, albeit with injuries to

his spine and ankle. It was a big hit. It looked as if he was moving

round when I drove past. I hope all the fans, we come here to race and

put on a great show and we do not want to see anybody get hurt. This

footage shows how close some spectators were to the crash. 13 of

them were hurt. The incident provoked messages of support for all

involved. His estranged wife said...

Two years ago, he mourned after a former team-mate lost his life on

the racetrack. He will feel lucky by comparison.

Adam Matthews will have surgery and could be out for up to three months

after breaking his collarbone. The Welshman was tackled by the Fir Park

skipper Keith Lasley in Celtic's 2-0 victory. He saw a specialist today

and the club confirm he'll undergo surgery on Wednesday. He has also

withdrawn from the Welsh squad for their forthcoming World Cup

qualifiers. It's been the draw for the third

round of the William Hill Scottish Cup today. Among the 16 ties,

Airdrie will be hoping to avoid a repeat of a 6-0 defeat imposed

earlier this season by Rangers, when the sides meet at Ibrox. A full list

back in. It was great to sit alongside a great driver. Very good,
