And Tonight on Reporting Scotland. Michael Moore says he is | :00:17. | :00:23.
disappointed after being sacked as Scottish Secretary and replaced by | :00:23. | :00:25.
his Lib Dem colleague Alistair Carmichael. | :00:25. | :00:27.
The drug that reduces the urge to drink alcohol - Scotland becomes the | :00:27. | :00:30.
first European country to recommend it. | :00:30. | :00:34.
Also on the programme - the latest on the dispute at Grangemouth. It | :00:34. | :00:44.
began today as a small dispute but this is an important plants and the | :00:44. | :00:50.
stakes are high. Make your home more energy | :00:50. | :00:53.
efficient. Millions of pounds is made available to Scottish | :00:53. | :00:54.
consumers. And the horrific crash that left | :00:54. | :00:57.
Scots racing driver Dario Franchitti with spinal and leg injuries at the | :00:57. | :01:08.
Houston Grand Prix in Texas. The Scottish Secretary Michael Moore | :01:08. | :01:11.
has been sacked, after a government reshuffle at Westminster. He has | :01:11. | :01:13.
been replaced by Alistair Carmichael, previously the Liberal | :01:13. | :01:16.
Democrat Chief Whip. Our Westminster correspondent is outside ten Downing | :01:16. | :01:23.
Street. Was this a surprise move? Yes it was. If you had taken this | :01:23. | :01:29.
scenario to the bookmakers, you would have got good odds. The Prime | :01:29. | :01:35.
Minister is completing his government reshuffle tonight. We | :01:35. | :01:39.
thought it would be an ordinarily I fear but not the case as far as | :01:39. | :01:47.
Scotland is concerned. Tonight we have a new Scottish Secretary. Until | :01:47. | :01:56.
the referendum, it will be the job of Alistair Carmichael to take the | :01:56. | :02:01.
fight in a more combative way to those who want Scottish | :02:01. | :02:04.
independence. He is widely credited with being instrumental in brokering | :02:04. | :02:11.
the Edinburgh agreement, setting out the terms for the Scottish | :02:11. | :02:13.
Independence Referendum Bill but even that did not save his job. | :02:13. | :02:17.
Michael Moore has been shown the door. Sacked today as Scottish | :02:17. | :02:21.
Secretary with less than a year to go until the vote. I am disappointed | :02:21. | :02:27.
to be leaving office right now, but I am pleased that why have been able | :02:27. | :02:32.
to achieve in the last couple of years, especially in the | :02:32. | :02:36.
constitutional debate. This big decision we are taking as a country | :02:36. | :02:40.
is bigger than one individual or one party and I look forward to | :02:40. | :02:44.
continuing to play a big role in the constitutional debate in the next 12 | :02:44. | :02:51.
months. In his letter to Michael Moore, Nick Clegg said I believe we | :02:51. | :02:56.
now need to join different experiences in the final year | :02:56. | :03:00.
running up to the referendum. That is being seen as Whitehall code for | :03:00. | :03:05.
we want a more combative approach. Step forward Alistair Carmichael, | :03:06. | :03:12.
greeted outside the Scotland office by his boss. He is seen as more of a | :03:12. | :03:19.
political streetfighter. I am delighted to receive this honour. It | :03:19. | :03:22.
is a huge challenge because I am digging on the job at the most | :03:22. | :03:27.
important time in Scottish history since 1707. It will be a huge | :03:27. | :03:34.
challenge by more than our products. The new Scottish Secretary once | :03:34. | :03:36.
called for his department and his job to be abolished. The Scottish | :03:36. | :03:41.
Government is the if they get their way next year, his former wish will | :03:41. | :03:45.
come true. Alistair Carmichael has been briefed I civil servants | :03:45. | :03:51.
tonight. He will be back tomorrow to attend the Cabinet for the first | :03:51. | :03:54.
time tomorrow. There has been another reshuffle in the ranks of | :03:54. | :03:58.
Labour, the Shadow Defence Secretary has been moved to the Department of | :03:58. | :04:05.
International development. He said tonight that will give him more time | :04:05. | :04:10.
and he hopes to spend that time writing for the union. | :04:10. | :04:18.
The reshuffle and its implications will be discussed on Newsnight | :04:18. | :04:26.
tonight. Health authorities in Scotland have | :04:26. | :04:29.
become the first in Europe to recommend a new drug which reduces | :04:29. | :04:35.
the urge to drink too much alcohol. Nalmafene is designed to help those | :04:35. | :04:38.
who are heavy drinkers, but not severe alcoholics. All health | :04:38. | :04:43.
correspondent is here to tell us more about it. It is estimated that | :04:43. | :04:49.
around 8% of the Scottish population are dependent on alcohol. Could | :04:49. | :04:56.
popping a pill help them? Today the Scottish Medicines Consortium leave | :04:56. | :04:58.
the go-ahead to doctors to prescribe a new drug that is a fascinating | :04:58. | :05:02.
development but no magic bullet. Nalmefene is designed for heavy | :05:02. | :05:05.
drinkers but not those who are severely dependent. The men involved | :05:05. | :05:09.
in trials of the drug normally drank around eight units a day. That's | :05:09. | :05:15.
three to four pints of beer. Women drank slightly less, six units a | :05:15. | :05:18.
day. The participants took Nalmefene, a pill, shortly before | :05:18. | :05:22.
they expected to start drinking. It reduces the amount of dopamine | :05:22. | :05:25.
released in the brain, lessening the buzz and cutting the craving for | :05:25. | :05:29.
more. Over six months their consumption halved. The patient who | :05:29. | :05:44.
takes Nalmefene describes that he has planned to drink. It is an | :05:44. | :05:51.
occasion where in the past both he and his family would have been very | :05:51. | :05:56.
apprehensive about what state he would be in. But taking the | :05:56. | :06:03.
Nalmefene and are or two before going to the function and starting | :06:03. | :06:09.
to drink, he controls it. It is not quite that simple. The men and women | :06:09. | :06:15.
were also given psychological support in the trial. Another group | :06:15. | :06:18.
of heavy drinkers who got psychological support and a placebo | :06:18. | :06:24.
pill still reduce their consumption by 40% so psychological support | :06:25. | :06:29.
could be crucial. Other Nalmefene is cheap, providing support to issue it | :06:29. | :06:39.
properly could prove expensive. You're watching Reporting Scotland. | :06:39. | :06:43.
Still to come - Commonwealth Games helpers will be called Clydesiders | :06:43. | :06:49.
as individuals are told they will be in the army of volunteers. | :06:49. | :06:52.
In sport Dario Franchitti has a lucky escape after an horrific crash | :06:52. | :06:55.
in Indycar. The Scot says thanks to his fans for their concern. | :06:55. | :06:59.
There's a new face in the hot seat of Scottish Rallying.. But it's the | :06:59. | :07:03.
same name dominating at the top of the sport. David Bogie charges home | :07:03. | :07:06.
for Scottish title number five. Full details of all of that and more | :07:06. | :07:13.
coming soon. There have been calls for talks to | :07:13. | :07:16.
resolve a dispute between workers and bosses at the Grangemouth | :07:16. | :07:19.
refinery and chemicals plant. A work-to-rule and overtime ban began | :07:19. | :07:26.
this morning. Our business editor is therefore as. It is business as | :07:26. | :07:35.
usual here according to management. There is no shutdown of the plans. | :07:35. | :07:39.
There are growing tensions between workers and management. The initial | :07:39. | :07:49.
dispute kicked off because of treatment of union convenor. The | :07:49. | :07:52.
company says it is making big losses here and for its survival, it is | :07:52. | :07:57.
setting out conditions. It wants to see big cost -- cuts to the cost of | :07:57. | :08:03.
running it, in terms of pension contributions. This company has | :08:03. | :08:09.
shown itself to be ruthless in terms of shutting down plants which are | :08:09. | :08:13.
not making money. The Grangemouth plant feeds off a pipeline from the | :08:13. | :08:18.
North Sea. It provides diesel and aviation fuel. The by-products are | :08:18. | :08:25.
piped to the new -- to the plant next or to make numerous products. | :08:25. | :08:31.
This plan matters to the Scottish economy, around 3400 people work | :08:31. | :08:36.
here and it is vital to supply Scotland's chemicals centre. -- | :08:36. | :08:46.
fixture. Its owner says it needs to adapt and is demanding concessions | :08:46. | :08:51.
from the workforce. There are concessions required and signalling | :08:51. | :08:55.
changes are needed on this site because we are losing 10 million a | :08:55. | :09:01.
month. We want to make massive new investment, 300 million, so the | :09:01. | :09:04.
company is putting a lot in Surrey needed employees to put something in | :09:04. | :09:07.
which is about changing, particularly our pension scheme. If | :09:07. | :09:13.
this does not happen, the petrochemical plant could close. The | :09:13. | :09:21.
company yesterday axed a chemical plant in Hull. It has been a big | :09:21. | :09:27.
customer of Grangemouth. The main union says it was to talk but it | :09:27. | :09:31.
wants to get its convener cleared first. We have acted reasonably in | :09:31. | :09:37.
our view. This industrial action we are taking no, we have limited that | :09:37. | :09:43.
action to try and get some time to sit down with the employer and | :09:43. | :09:50.
resolve this without going to the brink of full strike action. Workers | :09:50. | :09:55.
and bosses have been at loggerheads over Pensions Bill board with a | :09:56. | :09:57.
and bosses have been at loggerheads strike five years ago. This time the | :09:57. | :10:01.
owner seems determined to get lower costs. If the return to that | :10:01. | :10:10.
shutdown scene five years ago, it takes a long time to shutdown and | :10:10. | :10:16.
cool down the plants. At the moment this is a dispute about one union | :10:16. | :10:23.
official, but if it escalates the potential to have an impact right | :10:23. | :10:28.
across the Scottish economic scene is imminent. | :10:28. | :10:35.
Daniel Perry from Dunfermline was just 17 years old when he took his | :10:35. | :10:39.
own life, the victim of sexual blackmail. It's a crime that's on | :10:39. | :10:45.
the rise and a BBC Investigation has heard calls for changes in the way | :10:45. | :10:49.
such offences are recorded, to uncover the true extent of the | :10:49. | :10:52.
problem. Our social affairs reporter Fiona Walker has been investigating | :10:52. | :10:55.
and joins us now. Remind us of the background to this very tragic case. | :10:55. | :10:58.
Daniel Perry was tricked onto going onto a webcam by someone he thought | :10:58. | :11:01.
was a girl his own age. It is not unusual for young people to get | :11:01. | :11:06.
intimate via a webcam but in this case it was not who he thought it | :11:06. | :11:10.
was and he was filmed. He was blackmailed and they threatened to | :11:10. | :11:13.
spread on the internet and lest he paid up. We now know Daniel Perry | :11:13. | :11:18.
was a vulnerable young man. Investigators believe that that | :11:18. | :11:23.
could be why the blackmailer preyed on him. We're working closely with | :11:23. | :11:30.
police Scotland to identify who the offender is. They targeted Daniel on | :11:30. | :11:41.
the 15th of July and sadly that John Mann lost his life. This could be | :11:41. | :11:49.
homicide. That is what makes this the worst case of online sexual | :11:49. | :11:53.
blackmail in the UK. By Daniel was not alone. The authorities and we | :11:53. | :11:57.
have hundreds of cases involving children, including some in | :11:57. | :12:06.
Scotland's. # in Scotland. We spoke to a website which had reports of | :12:06. | :12:12.
1500 cases. We have put in a Freedom of information case to see to what | :12:12. | :12:16.
extent this crime is affecting children. Police Scotland were not | :12:16. | :12:21.
able to tell as, simply because they see online crimes are not recorded | :12:21. | :12:26.
in this way. There are calls for that to change. You will only put | :12:26. | :12:33.
resources towards addressing the problem if you know how big it is, | :12:33. | :12:39.
if we do not count it and people like Daniel, then we will not be | :12:39. | :12:46.
able to resolve it. The police say they are determined to track down | :12:46. | :12:50.
the blackmailer of Daniel. They had to get court orders to get | :12:50. | :12:56.
information from other countries but in the meantime busy parents should | :12:56. | :13:01.
talk to the children about their online activity and now that it is | :13:01. | :13:06.
never too late to seek help. You can hear more about that | :13:06. | :13:12.
investigation on the BBC I player. With energy prices on the rise and | :13:12. | :13:16.
winter on the way, a campaign to help householders cut their bills is | :13:16. | :13:19.
underway. The Scottish Government is making £74 million available to help | :13:19. | :13:22.
people make their homes more energy efficient. | :13:22. | :13:34.
You have had quite a lot of work done, can you show me? Will insure | :13:34. | :13:39.
it is about to turn 80 and he has never asked for help before but a | :13:39. | :13:42.
friend convinced him to call this company. He got help with this | :13:42. | :13:47.
heating, loft and wall and surely shouldn't and draught proofing on | :13:47. | :13:54.
his windows. I am delighted because the difference is night and day. You | :13:54. | :14:01.
should see the size of heating bills, we would be better off | :14:01. | :14:09.
phoning home energy Scotland. Grants have been available since 2009 but | :14:09. | :14:13.
the uptake has been small. This new push aims to encourage everybody to | :14:13. | :14:17.
find out if they are entitled to help. Everyone is eligible for some | :14:17. | :14:27.
sort of assistance. Everyone can get help with loft insulation and things | :14:27. | :14:31.
like that. The statistics in Scotland are not good. A third of | :14:31. | :14:38.
the population lives in fuel poverty and three quarters of us are worried | :14:39. | :14:42.
about paying bills this winter. Scotland is investing a great deal | :14:42. | :14:47.
of money to find ways to help people to make their homes more energy | :14:47. | :14:51.
efficient. It is important people read of that and take up these | :14:51. | :14:55.
opportunities to heat their homes more easily and bring their fuel | :14:55. | :15:01.
bills down. An insulated homes can't lose 50% of their heat through walls | :15:01. | :15:06.
and roofs. Warren says he already notices the difference since the | :15:06. | :15:12.
work has been done. Scotland's policing watchdog has criticised | :15:12. | :15:14.
officers in the force's Tayside division for the second time in as | :15:14. | :15:18.
many months for failures which might have prevented two serious road | :15:18. | :15:20.
accidents. An investigation into a third accident is still underway. | :15:20. | :15:23.
Our reporter joins us from the division's headquarters in Dundee. | :15:23. | :15:35.
The test side division is responsible for policing in Angus | :15:35. | :15:37.
and the report concerns an accident at the beginning of June. A driver | :15:38. | :15:43.
who was either dropped or drunk knocked down a woman in Forfar, | :15:43. | :15:48.
causing her serious injuries. The commissioner has found that officers | :15:48. | :15:51.
were warned twice in the hours beforehand and he believes that they | :15:51. | :15:54.
made the proper checks they might have been able to stop the driver | :15:54. | :16:00.
before the accident. The commission has already reported on an accident | :16:00. | :16:03.
that happened in the early hours of the next day when a pedestrian was | :16:03. | :16:08.
knocked down near Arbroath. The commission found that officers had | :16:08. | :16:13.
been in contact with the man, who lost a leg, and criticise them for | :16:13. | :16:18.
not taking steps to ensure his safety. A third investigation is | :16:18. | :16:22.
underway into an accident in Forfar at the end of June in which a | :16:22. | :16:28.
teenage driver was seriously heart and it appears that investigation is | :16:28. | :16:31.
also looking at whether officers received information in advance. | :16:31. | :16:35.
Police Scotland say there is nothing connecting the three incidents and | :16:35. | :16:41.
they will take steps to ensure that lessons are learned. | :16:41. | :16:46.
Other stories from across Scotland: Police Scotland say they are | :16:46. | :16:49.
following a number of positive lines of inquiry after they stopped cars | :16:49. | :16:53.
on a road where a man was killed two weeks ago. Robbie Finlayson, 22, | :16:53. | :16:57.
died after he was seen walking on the carriageway of the Carlisle Road | :16:57. | :17:01.
in Lanarkshire. It's believed he was dragged under an HGV vehicle for a | :17:01. | :17:05.
number of miles. It's possible the driver didn't know he'd hit him. | :17:05. | :17:16.
People need to understand that if they do not come forward with | :17:16. | :17:21.
information, we cannot, there is only one thing left we can do for | :17:21. | :17:25.
him and that is to wind out what happened. And to be able to bury | :17:25. | :17:32.
him. We cannot do that until we get this information. | :17:32. | :17:36.
A woman in Lewis who has shared her house with a horse for nearly two | :17:36. | :17:40.
years has been told she must make alterations if the animal is to | :17:40. | :17:43.
continue to be stabled in the living room. Western Isles Council says | :17:44. | :17:47.
every door in the house the horse uses must be at least four feet | :17:47. | :17:50.
wide. Stephanie Noble has been given until the end of the month to | :17:50. | :17:54.
comply. She says she'll contest the animal care notice. | :17:54. | :18:01.
The Outer Hebrides ferry, which serves the Stornoway to Ullapool | :18:01. | :18:04.
crossing, has been withdrawn for major repairs. Sailings were | :18:04. | :18:06.
cancelled on Saturday, when the MV Isle of Lewis developed engine | :18:06. | :18:09.
trouble. A smaller ferry has been moved to serve the Minch. | :18:09. | :18:13.
And there are more stories from your area and all the latest news, 24 | :18:13. | :18:16.
hours a day on BBC Scotland's website. | :18:16. | :18:23.
The volunteers who'll help out at next year's Glasgow Commonwealth | :18:23. | :18:32.
Games will be known as Clyde-siders. 15,000 will be chosen from the | :18:32. | :18:40.
50,000 who applied. From shipbuilding to technology and | :18:40. | :18:43.
science, the River Clyde has seen it all. Today it landed its name to a | :18:43. | :18:49.
new army of volunteers being recruited to help host the biggest | :18:49. | :18:53.
sporting spectacle city has ever seen. I have done some voluntary | :18:53. | :18:59.
work with or in Edinburgh and with local charities, so I know how | :18:59. | :19:04.
amazing it is to be a volunteer. Also, watching London 2012 was such | :19:04. | :19:10.
a massive bang, it was such an amazing role, and it was there and | :19:10. | :19:15.
excitement from thought, I have to be part of that. The London 2012 | :19:15. | :19:24.
games makers were very much part of the Olympics' success. 70,000 were | :19:24. | :19:29.
on hand to point people in the right direction and keep the games | :19:29. | :19:33.
running. Some have made the jump from games makers to Clyde-siders. | :19:33. | :19:39.
It was fantastic. I cannot wait to do Glasgow 2014. There will be | :19:39. | :19:47.
15,000 in total. 50,000 applied from across the UK and overseas. We | :19:47. | :19:54.
started our interview process in April, interviewing about 1000 | :19:54. | :19:59.
people a week. That will continue to December and we will be making | :19:59. | :20:02.
offers for the majority of people up until January. Some of the | :20:02. | :20:07.
information and expertise has come from London and organisers will be | :20:07. | :20:10.
hoping that some of the games makers' magic will be able to run | :20:10. | :20:22.
Rob off. The countdown to the Commonwealth Games continues. | :20:23. | :20:34.
Dario Franchitti has thanked the many well-wishers who've expressed | :20:34. | :20:36.
concern for the Scottish racing driver following his horrific crash | :20:36. | :20:39.
yesterday. The four-time IndyCar series winner from Bathgate sent the | :20:39. | :20:43.
message from his hospital bed where he's being treated for fractures to | :20:43. | :20:46.
his spine and ankle after he collided with another car at the | :20:46. | :21:01.
Houston Grand Prix in Texas. This is the moment Dario Franchitti | :21:01. | :21:06.
cheated death after smashing into a wall at over 100 mph. His car was | :21:06. | :21:15.
almost split in half, but incredibly he survived, albeit with injuries to | :21:15. | :21:23.
his spine and ankle. It was a big hit. It looked as if he was moving | :21:23. | :21:28.
round when I drove past. I hope all the fans, we come here to race and | :21:28. | :21:36.
put on a great show and we do not want to see anybody get hurt. This | :21:36. | :21:41.
footage shows how close some spectators were to the crash. 13 of | :21:41. | :21:48.
them were hurt. The incident provoked messages of support for all | :21:48. | :21:57.
involved. His estranged wife said... | :21:57. | :22:15.
Two years ago, he mourned after a former team-mate lost his life on | :22:15. | :22:24.
the racetrack. He will feel lucky by comparison. | :22:24. | :22:27.
Adam Matthews will have surgery and could be out for up to three months | :22:27. | :22:30.
after breaking his collarbone. The Welshman was tackled by the Fir Park | :22:30. | :22:34.
skipper Keith Lasley in Celtic's 2-0 victory. He saw a specialist today | :22:34. | :22:38.
and the club confirm he'll undergo surgery on Wednesday. He has also | :22:38. | :22:43.
withdrawn from the Welsh squad for their forthcoming World Cup | :22:43. | :22:46.
qualifiers. It's been the draw for the third | :22:46. | :22:50.
round of the William Hill Scottish Cup today. Among the 16 ties, | :22:50. | :22:55.
Airdrie will be hoping to avoid a repeat of a 6-0 defeat imposed | :22:55. | :22:58.
earlier this season by Rangers, when the sides meet at Ibrox. A full list | :22:58. | :23:03.
of the ties can be found on the BBC Sport Scotland website. | :23:03. | :23:06.
There's one game in the SPFL Premiership this evening as Partick | :23:06. | :23:10.
Thistle take on Hibernian. The Jags are looking for their first league | :23:10. | :23:14.
home win of the season. A win for Hibs would see them move into the | :23:14. | :23:18.
top six. And the Sportsound team are on air right now, building up to | :23:18. | :23:21.
full commentary of the match on BBC Radio Scotland 810MW and there are | :23:21. | :23:35.
text updates on our website. It was a momentous weekend for the | :23:35. | :23:39.
Dumfries Rally Driver David Bogie as he won a record fifth consecutive | :23:39. | :23:41.
Scottish Rally Championship. The victory all the more impressive as | :23:41. | :23:45.
there's still one event left of the series. And there was a newcomer at | :23:45. | :23:47.
there's still one event left of the the McRae Forrest stages, one with | :23:47. | :23:52.
an incredible sporting pedigree. Two legends in two very different | :23:52. | :23:58.
sports, co-drivers, as Sir Chris Hoy took his first steps in rallying | :23:58. | :24:05.
under the guidance of Jimmy Menke. It is a different challenge | :24:05. | :24:07.
altogether which really appeals to me. When the lights went out, he | :24:07. | :24:15.
started, he is in the zone. You could see that race mentality coming | :24:15. | :24:19.
back in. It was great to sit alongside a great driver. Very good, | :24:19. | :24:30.
thoroughly enjoyed that. We will try him on the notes this afternoon. | :24:30. | :24:34.
Very good. What are we to spend a Saturday morning, he said. | :24:35. | :24:40.
Spectators were thrilled that the exploits of David Bogie. On course | :24:40. | :24:44.
for his record-breaking fifth consecutive title. It is great. Five | :24:44. | :24:50.
is the magic number. That is what we want. It is great to have that now | :24:50. | :24:56.
to go to the Galloway rally and enjoy yourselves. It is great. | :24:56. | :25:02.
Looking forward to celebrating. A sore head maybe today for David | :25:02. | :25:06.
Bogie and also his co driver Kevin Rae - well done to both of them. | :25:06. | :25:18.
Today we saw 20 degrees in Edinburgh. By the end of the week it | :25:18. | :25:27.
could be closer to 10 degrees. As far as this evening is concerned, it | :25:27. | :25:32.
will be mild. Outbreaks of rain affecting western Scotland. Moving | :25:32. | :25:40.
eastwards and breaking up. It will be heavy as well. A few showers | :25:40. | :25:47.
developing, brought on by a fresh westerly wind. On the whole, mild. | :25:47. | :25:54.
Tomorrow morning will be a better start to the day, brighter for most | :25:54. | :25:59.
of us. Showers will come and go for much of the day. Good spells of | :25:59. | :26:04.
sunshine across parts of southern and eastern Scotland. By the | :26:04. | :26:11.
afternoon it should be a largely dry picture, particularly towards the | :26:11. | :26:21.
future. -- Dumfries. Across the Outer Hebrides, the order passing | :26:21. | :26:27.
shower. Holding onto the fresh westerly wind. Cloudy for the North | :26:27. | :26:33.
West. A better day for the Northern Isles, cloudy with some brightness | :26:33. | :26:42.
coming through. Eastern Scotland failing pretty well. -- doing pretty | :26:42. | :26:51.
well. Showers are affecting northern Scotland. We can see this cold | :26:51. | :26:58.
front. It is going to introduce called error across Scotland. -- | :26:58. | :27:07.
called error. That will bring settled weather for the end of the | :27:07. | :27:11.
week. Showers across northern and eastern Scotland. A good day with | :27:11. | :27:18.
good spells of sunshine, but Calder. A reminder of tonight's main news in | :27:18. | :27:25.
brief: Michael Moore has been sacked after the government reshuffle, he | :27:25. | :27:26.

Agency has issued a warning to Britain's crime bosses - none of you | :27:34. | :27:38.
is beyond reach. The agency is the latest attempt to deal with the | :27:38. | :27:41.
growing threat of organised crime. It will have a budget of nearly half | :27:41. | :27:45.
a billion pounds and extra powers to confiscate the assets of criminal | :27:45. | :27:49.
gangs. Health authorities in Scotland have | :27:49. | :27:53.
become the first in Europe to recommend a new drug which reduces | :27:53. | :27:59.
the urge to drink alcohol. It is designed for heavy drinkers but not | :27:59. | :28:00.
