there is still no indication from owners Ineos about whether they'll

reverse their decision to close the petrochemical plant at Grangemouth.

Earlier today the Unite union agreed to accept the company's survival

:01:25.:01:28.

plan warts and all. We'll gauge political reaction in a moment with

:01:29.:01:31.

our correspondent, but first to Grangemouth and our business

:01:32.:01:44.

correspondent. It has been another dramatic day at Grangemouth. This

:01:45.:01:47.

time yesterday the petrochemical plant looked dead and buried with

:01:48.:01:51.

800 members of staff facing the dole queue. Today, the leader of the

:01:52.:01:57.

Unite union came here and offered management exactly what they have

:01:58.:02:00.

been demanding throughout this long dispute. It may be just enough to

:02:01.:02:08.

keep the place open. A last-ditch effort to save 800

:02:09.:02:12.

jobs. Arriving for talks, the UK leader of the Unite union. Waiting

:02:13.:02:18.

for him and said, the managers of Grangemouth. It was clear to both

:02:19.:02:21.

only major concessions could break the deadlock. Within an hour he was

:02:22.:02:25.

back outside to make clear that is exactly what he had offered. We will

:02:26.:02:33.

accept the survival plan and except the process of consultation and

:02:34.:02:38.

discussion. There is nothing unusual about survival plans and we are

:02:39.:02:41.

quite experienced at sitting down and debating and discussing the

:02:42.:02:46.

practicalities of certain elements of the survival plan and plans

:02:47.:02:52.

change during those discussions, but we have indicated to the company

:02:53.:02:56.

that we are prepared to do that. What is the union prepared to

:02:57.:03:02.

concede? The survival plan meetings big cost-cutting measures, an

:03:03.:03:05.

entered a final salary pensions, cuts to bonuses and a no strike

:03:06.:03:11.

deal. Will this new offer persuade the owners to reopen Grangemouth?

:03:12.:03:17.

There is a chance. The reality is the managers on site, if they

:03:18.:03:20.

believe there is a substantive change, they will take that back to

:03:21.:03:25.

the shareholders. There is growing pressure on both sides to reach a

:03:26.:03:30.

deal. Cabinet ministers came from Holyrood and Westminster to arch

:03:31.:03:33.

dialogue and the deal to save the plant. It is clear that we are

:03:34.:03:41.

dealing with a very different situation following the statement

:03:42.:03:43.

from Unite that they were prepared to accept the Ineos survival plan

:03:44.:03:54.

without any preconditions. We are in a very different set of

:03:55.:03:56.

circumstances given the announcement that has been made by Unite this

:03:57.:04:01.

morning of their acceptance of the company's survival plan. That

:04:02.:04:05.

creates a much better basis for further progress to be undertaken

:04:06.:04:10.

and to be taken forward in resolving these issues. Is this enough to

:04:11.:04:15.

deliver a breakthrough? The decision rests with this man, a billionaire

:04:16.:04:21.

with a controlling stake in Ineos. Others have done what they can, now

:04:22.:04:32.

it is up to him. There is no possibility of a

:04:33.:04:36.

last-minute deal to resolve this dispute. Management insisted on the

:04:37.:04:39.

union putting their offer in writing so there can be no confusion about

:04:40.:04:46.

it in the future. No scope for disagreements. Ineos looks set to

:04:47.:04:50.

announce tomorrow if they are prepared to return to talks or if

:04:51.:04:53.

all of this is just too little, too late.

:04:54.:04:55.

Meanwhile both the Prime Minister and the Leader of the Opposition

have urged both sides to reach a compromise that allows the plant to

:05:00.:05:03.

stay open. Our Westminster correspondent joins me now. There

:05:04.:05:06.

appears to be a clear political consensus on this issue? Yes, and

:05:07.:05:13.

very interesting, fascinating to see two men who had at the forefront of

:05:14.:05:18.

the battle to keep Scotland in order take it out of the United Kingdom

:05:19.:05:22.

standing side-by-side and putting aside their political differences to

:05:23.:05:26.

try to resolve the future of this plant in Grangemouth. Clearly it is

:05:27.:05:30.

a hugely important site. Ministers believe it is too big to fail and

:05:31.:05:34.

they have been doing their best to try to persuade the company, and the

:05:35.:05:40.

feeling, certainly from both sides of the government, is that the

:05:41.:05:46.

company can be persuaded. It is up to Jim Ratcliffe, but the hope for a

:05:47.:05:49.

resolution has come from the very top. I welcome the fact that the

:05:50.:05:54.

trade unions and the business are working together. To seek a

:05:55.:06:00.

solution. This is an important business for Scotland and an

:06:01.:06:03.

important industry for the United Kingdom. We want to see those jobs

:06:04.:06:08.

saved, the business thrive, and I am hopeful an agreement can be reached.

:06:09.:06:14.

Both sides bear responsibility but what is encouraging is that both the

:06:15.:06:18.

unions and I hope the employers want to find a way forward. What is the

:06:19.:06:23.

most important thing? To protect those jobs and a vital national

:06:24.:06:31.

asset at Grangemouth. I take it thinking is still going on as to

:06:32.:06:35.

what will happen if their place as to clause? Yes, and there has been

:06:36.:06:42.

some talk about a buyer for the site being found. In terms of that

:06:43.:06:46.

happening from the UK Government position, it means there's not going

:06:47.:06:52.

on behind-the-scenes, despite the fact the Scottish Secretary said he

was looking to Vince Cable's Department to seek to try to find

that buyer. We were told by a UK Government official that would be

quite a challenge, in other words very difficult indeed. We have been

told by the Scottish Government over the last few days that it has been

:07:08.:07:13.

speaking to potential buyers, but I think certainly all the effort from

:07:14.:07:16.

both governments today has been to try to get any of -- Ineos to

:07:17.:07:23.

reverse their decision. That might go to Jim Ratcliffe tonight. What

:07:24.:07:30.

the UK Government has been keen to stress is that whether there is a

:07:31.:07:35.

short or long-term prolonged difficulty at the refinery, whether

:07:36.:07:39.

it does not open again, fuel supplies, motorists, airlines,

:07:40.:07:44.

should not worry, there are contingency plans in place.

This morning the Unite union said that they would embrace the

company's proposals warts and all. They had previously accused Ineos of

:08:01.:08:03.

economic vandalism and blackmail. So where now for Unite, in the light of

:08:04.:08:06.

accusations that they have completely mishandled this dispute?

:08:07.:08:09.

And what now for the union movement in general?

:08:10.:08:20.

Trade unions have long been woven into Scottish industrial life. They

:08:21.:08:24.

tend to get noticed when things go wrong and when workers take a stand.

:08:25.:08:31.

There will be no hooliganism, no vandalism, now drinking. Disputes

:08:32.:08:44.

have littered past decades. Unite took a stand and threatened a

:08:45.:08:48.

strike. Now, having given into all the bosses' demands, this does not

:08:49.:08:56.

look like their finest hour. The mac there's nothing humiliating about

:08:57.:09:04.

representing workers. I know that privately they think they are going

:09:05.:09:08.

to have to take a beating on this, and I think that is where they are.

:09:09.:09:12.

They have not won the battle. They are struggling to keep the place

:09:13.:09:18.

open. Union membership has plummeted in recent decades. It is much

:09:19.:09:22.

stronger in the public sector with 56%, but most people work for

:09:23.:09:28.

private employers would union membership is only 14%. Unions have

:09:29.:09:31.

had to find new ways of working with bosses. Unions involved that owners

:09:32.:09:40.

working together, it is not a one-sided benefit, everybody

:09:41.:09:42.

benefits if the business thrives and survives. That is how it happens

:09:43.:09:50.

elsewhere. In continental Europe horses have expectations of

:09:51.:10:00.

cooperation. -- bosses. Higher productivity is as a result of the

:10:01.:10:03.

partnership between unions and employers. Unite says it has been

:10:04.:10:10.

fighting for its members' interest. It has learned some hard lessons.

A challenge to Edinburgh's tolerance of the sex industry has failed. More
