Tonight, on Reporting Scotland... The controversy surrounding the | :00:15. | :00:20.
Labour Party in Falkirk - now the former Chancellor Alastair Darling | :00:21. | :00:23.
says there should be a new inquiry into allegations of vote rigging. | :00:24. | :00:29.
More than 90% of Commonwealth Games tickets are sold but some sports | :00:30. | :00:32.
clubs are unhappy because they weren't allocated any. I applied for | :00:33. | :00:46.
swimming tickets and gymnastics, and did not get anything. We want to be | :00:47. | :00:52.
there for the successes. Also in tonight's programme: Buyer beware - | :00:53. | :00:56.
a hundred people a week are contacting Citizens Advice saying | :00:57. | :00:58.
they're having problems with their second-hand cars. And Terry Butcher | :00:59. | :01:01.
agrees personal terms to become the new manager at Hibs but Inverness | :01:02. | :01:06.
say nobody has contacted them. The former Chancellor Alistair | :01:07. | :01:09.
Darling has become the latest high profile Labour politician to join | :01:10. | :01:11.
the controversy surrounding allegations of vote rigging in the | :01:12. | :01:14.
party's selection process for the Falkirk constituency. He has called | :01:15. | :01:18.
for a new inquiry to be carried out and its results to be made public. | :01:19. | :01:27.
Catriona Renton reports. It has been a Labour Westminster | :01:28. | :01:32.
seat since before the Second World War, but the Falkirk Labour Party is | :01:33. | :01:40.
in trouble. Since their MP Eric Joyce resigned following a brawl at | :01:41. | :01:42.
Westminster, they had been looking for a new candidate. The party | :01:43. | :01:48.
chair, steely deans, who was also at the heart of the Grangemouth | :01:49. | :01:53.
dispute, was accused of engineering this election. He was suspended and | :01:54. | :02:00.
an internal report cleared him and reinstated him. Something has gone | :02:01. | :02:05.
wrong in Falkirk. There needs to be a thorough investigation, I | :02:06. | :02:08.
understand police are looking at matters. If they do do not then | :02:09. | :02:14.
there needs to be a full enquiry and I am clear that the results need to | :02:15. | :02:18.
be published because that is the only way that people will be | :02:19. | :02:21.
satisfied that justice has been done. Yesterday there was a meeting | :02:22. | :02:26.
of the constituency party. They were disappointed that no senior Labour | :02:27. | :02:30.
figure attended to answer questions. I am not a professional politician, | :02:31. | :02:38.
I am a librarian. Was their vote rigging happening? I have no idea, I | :02:39. | :02:44.
have not seen the report. Joanne Lamb and, a Unite member herself, | :02:45. | :02:49.
said it would be unusual to publish this report. Everyone involved who | :02:50. | :02:58.
tried to fix this election has to be dealt with. It is damaging. Today we | :02:59. | :03:03.
went back to Falkirk. Has Joanne answer the questions? I do not think | :03:04. | :03:08.
I heard her saying that the constituents Labour Party members | :03:09. | :03:13.
had asked for someone to come and speak to the members. Published or | :03:14. | :03:19.
not, we should get to see the report. Yesterday, sources within | :03:20. | :03:27.
the Labour Party said that steely deans would not put himself forward | :03:28. | :03:32.
again as chair of the Falkirk Labour Party. I spoke to him and he said | :03:33. | :03:37.
that he had said no such thing. Some people in Labour know what happens | :03:38. | :03:41.
but how long can they continue to keep it to themselves? | :03:42. | :03:50.
To try and shed light on this our political editor Brian Taylor joins | :03:51. | :03:52.
me now. No sign this controversy is going to go away anytime soon? It is | :03:53. | :04:00.
of gigantic proportions. It was inflicted by the Labour Party. There | :04:01. | :04:06.
is agitation for a further enquiry. You can understand the views of the | :04:07. | :04:13.
members of the Falkirk party. Think of what the leadership is saying, | :04:14. | :04:21.
both in Scotland and in London. They say the concern is to get a | :04:22. | :04:23.
candidate elected for the Labour Party in Falkirk. It will be an all | :04:24. | :04:30.
women short list. It will be announced on December the 8th. In | :04:31. | :04:34.
the interim, they hope that the storm over the previous election | :04:35. | :04:39.
dies down. Secondly, the information has been sent to the police and | :04:40. | :04:43.
there will be investigations into whether there should be prosecutions | :04:44. | :04:47.
in this case. Labour say at that point, once that avenue has been | :04:48. | :04:51.
exhausted, it may be right to look at whether there are further lessons | :04:52. | :04:56.
to be learnt as a party. To be clear, that is what Alistair Darling | :04:57. | :05:01.
is saying. The police route first and then further investigations | :05:02. | :05:07.
after that. The leadership were more reluctant to go down the route of | :05:08. | :05:11.
opening this up again. They are trying to persuade the people of | :05:12. | :05:15.
Falkirk to vote for them. As I understand it, the enquiry centres | :05:16. | :05:23.
on allegations but it is not clear what was said. That is one key | :05:24. | :05:31.
aspect of it. The family who made the allegations were said to have | :05:32. | :05:35.
been recruited by members and complained about that aspect of it, | :05:36. | :05:39.
and that was one of the reasons for the enquiry. It was then said that | :05:40. | :05:47.
they withdrew those accusations. We have a statement tonight from Labour | :05:48. | :05:51.
saying that they have spoken again to a member of the family, after | :05:52. | :05:57.
reports in the Daily Mail, and they say she stands by the position as it | :05:58. | :06:02.
was explained in the Labour leadership, the position that led | :06:03. | :06:09.
Labour not to pursue any action against Unite. They say there is no | :06:10. | :06:13.
evidence to justify further action. They talk about the police enquiry | :06:14. | :06:18.
going into the allegations. They say they were considered the outcome of | :06:19. | :06:23.
that enquiry. -- they say they will consider the outcome. You can get | :06:24. | :06:27.
more on this on tonight's Newsnight Scotland over on BBC Two Scotland | :06:28. | :06:30.
starting at 11 o'clock. Organisers of next year's Commonwealth Games | :06:31. | :06:34.
say that they have sold 92% of tickets. The remaining tickets will | :06:35. | :06:42.
go on public sale from tomorrow. But there has been crtiticism about the | :06:43. | :06:46.
allocation process with some at club level in the sporting world saying | :06:47. | :06:49.
they have lost out on a chance to see a home Games. Our Commonwealth | :06:50. | :06:53.
Games reporter Jane Lewis is here with the figures. | :06:54. | :06:56.
The headline from today regarding ticket sales is this - 92% of all | :06:57. | :06:59.
seats available to the public have been sold. So how were the tickets | :07:00. | :07:03.
allocated for these Games? Well, 70% have been made available to the | :07:04. | :07:06.
general public. The other 30% have been shared between the likes of | :07:07. | :07:09.
other Commonwealth Games associations, sponsors and Games | :07:10. | :07:11.
partners. Another interesting fact today, who's buying the tickets? Of | :07:12. | :07:17.
the sales so far, 57% were sold in Scotland, 40% from the other home | :07:18. | :07:20.
nations, with the remainder from overseas, although that will rise as | :07:21. | :07:23.
people from the Commonwealth buy tickets from their own Games | :07:24. | :07:27.
associations. Home grown athletes will of course be keen to hear as | :07:28. | :07:31.
many Scottish voices cheering them on as possible, and a former swimmer | :07:32. | :07:34.
who knows all about Commonwealth success says that makes such a | :07:35. | :07:47.
difference. My longest lasting memory would be | :07:48. | :07:54.
stepping out into that swimming pool in London, and Manchester 2002 was | :07:55. | :07:59.
exactly the same. It is unbelievable, that feeling, and to | :08:00. | :08:04.
know that every single one of those people were screaming and shouting | :08:05. | :08:07.
and willing you to do your best is the best feeling. These guys will be | :08:08. | :08:12.
hearing that noise every single moment they are competing. Well, | :08:13. | :08:15.
highest demand for tickets was for athletics, cycling and aquatics, | :08:16. | :08:17.
with organisers saying they could have filled Tollcross ten times | :08:18. | :08:20.
over. But with tickets so difficult to get in the ballot there are some | :08:21. | :08:24.
who feel that genuine fans have lost out. Some lobbied for an allocation | :08:25. | :08:28.
for tickets to go to clubs, but it was rejected by organisers. Lisa | :08:29. | :08:33.
Summers has been along to one of the country's biggest swimming clubs. | :08:34. | :08:43.
From 5am, they in day out, this is the hard work that goes on to train | :08:44. | :08:51.
our most can get it if swimmers. -- our most competitive swimmers. Many | :08:52. | :09:00.
who he swims with, they lost out on the ballot. If they do not get into | :09:01. | :09:03.
the squad, they will not see the Games. You train day in and day out, | :09:04. | :09:09.
and you want to be there for whatever success they achieved. I | :09:10. | :09:15.
applied for swimming and tickets but did not get anything. The popular | :09:16. | :09:23.
support is -- the popular support, it is inevitable that there will be | :09:24. | :09:28.
frustration. We have 340 swimmers from aged eight through to the elite | :09:29. | :09:35.
swimmers. We thought it was important for our home-grown | :09:36. | :09:41.
swimmers to see an event in their own country. Scottish athletics have | :09:42. | :09:49.
lab -- lobbied for tickets to be set aside. They say they believe the | :09:50. | :09:55.
system is fair. We considered a whole range of things we put the | :09:56. | :09:59.
programme together. We kept coming back to the fact that we wanted it | :10:00. | :10:04.
to be simple, transparent and fair. We wanted one set of rules for | :10:05. | :10:10.
everyone to play by. With legacy being the buzzword of the Games, | :10:11. | :10:14.
there is a feeling that those in charge of the show are not | :10:15. | :10:23.
listening. There are 76,000 tickets still up | :10:24. | :10:26.
for grabs - tickets for the likes of badminton, boxing and lawn bowls | :10:27. | :10:29.
will go on general sale tomorrow morning. And organisers are | :10:30. | :10:32.
confident that they'll be snapped up as well. | :10:33. | :10:34.
Thank you. You're watching Reporting Scotland from the BBC. Still to come | :10:35. | :10:42.
on the programme... The hazards of buying second-hand cars, thousands | :10:43. | :10:44.
of owners are contacting the Citizens Advice Bureau with | :10:45. | :10:51.
problems. In sport, Hibs move closer to appointing a new manager to | :10:52. | :10:55.
replace Pat Fenlon. We'll be live at Easter Road with the very latest on | :10:56. | :10:58.
todays developments. Gordon Strachan has announced his latest Scotland | :10:59. | :11:01.
squad. There are new names and old faces making a return for the | :11:02. | :11:07.
friendlies against USA and Norway. Scotch beef is set to go on sale in | :11:08. | :11:11.
America for the first time in nearly 20 years. It follows the lifiting of | :11:12. | :11:17.
a ban on beef imports from Europe imposed because of concerns over BSE | :11:18. | :11:20.
or so called madcow disease infecting the food chain. Our | :11:21. | :11:23.
reporter Kevin Keane is at a beef farm in Aberdeenshire for us | :11:24. | :11:31.
tonight. Jackie, this farm, like many others | :11:32. | :11:37.
in Scotland was hit hard when the BSE crisis happened in the 1990s. | :11:38. | :11:43.
This and foot and mouth led to a series of changes across the | :11:44. | :11:47.
industry. The industry shrunk in size, there were restrictions on | :11:48. | :11:51.
what could and could not be moved, and there were bands on -- | :11:52. | :12:00.
restrictions on exporting beef. The Americans have held onto that | :12:01. | :12:06.
restriction. That is until now. That will not mean a significant change | :12:07. | :12:09.
in the number of cattle farmers who immediately export beef out towards | :12:10. | :12:17.
the USA. It will improve consumer confidence according to one leading | :12:18. | :12:23.
agricultural consultant. The USA lifting its restriction on UK and | :12:24. | :12:28.
Scottish beef means that other countries may follow suit. It says | :12:29. | :12:33.
something bigger. We are back into the mainstream again and that is | :12:34. | :12:39.
very good news. America was never a big recipient of Scotch beef but, of | :12:40. | :12:48.
course, other countries were and they no longer continue to take | :12:49. | :12:55.
them. Once they get wind of this they may start to lift those | :12:56. | :13:00.
restrictions. It sends out a message of consumer confidence to people | :13:01. | :13:03.
here and in other parts of the world. | :13:04. | :13:08.
Councils believe they are owed more than ?3m in rent arrears brought | :13:09. | :13:12.
about by recent changes to housing benefit. Edinburgh City Council | :13:13. | :13:16.
alone blames the so-called Bedroom Tax or spare room subsidy for ?1.3m | :13:17. | :13:19.
of its arrears and says this is adding to its money worries. -- | :13:20. | :13:34.
there is a case in my ward were someone has chosen to keep their | :13:35. | :13:42.
children warm at night instead of being their bedroom tax. There is a | :13:43. | :13:48.
threat for us that our investment plans in the future are under | :13:49. | :13:53.
threat. Our local government correspondent joins me. How similar | :13:54. | :14:02.
is best to the situation in England? It is a broadly similar picture | :14:03. | :14:08.
across the urban central belt. In North Lanarkshire ?675,000 over the | :14:09. | :14:15.
years. South Lanarkshire not far behind, 425,000, nearly as much in | :14:16. | :14:23.
Renfrewshire and East year sure not terribly far behind that figure. In | :14:24. | :14:29.
Perth and Kinross just ?12,000 worth of early years are blamed on the | :14:30. | :14:36.
benefit changes. Shetland believes benefit changes are not responsible | :14:37. | :14:39.
for any changes because they believe people bear they needed help have | :14:40. | :14:46.
all got it. Are there signs that it is not sufficient, they help fund, | :14:47. | :14:55.
or are people just not being it? Tell macro some people may not have | :14:56. | :15:04.
applied to our allowed to get it, some might be deliberately not being | :15:05. | :15:10.
because they do not agree. South Ayrshire sent out 40 of these | :15:11. | :15:15.
letters to people saying there is a risk they could lose their home. | :15:16. | :15:21.
They said they have only gone to people who have wilfully refused to | :15:22. | :15:25.
engage over the issue. They would never effect a person who was trying | :15:26. | :15:30.
to work with them to find a solution. Some councils are starting | :15:31. | :15:37.
to take a tougher line on individuals they believe are | :15:38. | :15:42.
deliberately making a stand over nonpayment. A 24-year-old man has | :15:43. | :15:51.
been arrested after a woman was raped in Glasgow's Gorbals area | :15:52. | :15:54.
while making her way home from a fancy dress party. The woman was | :15:55. | :15:57.
attacked in a car park in Bridge Street just over a week ago. The man | :15:58. | :16:01.
is expected to appear at Glasgow Sheriff Court tomorrow. Most of us | :16:02. | :16:05.
will have bought a second hand car at some time or another. But | :16:06. | :16:10.
according to Citizens Advice Scotland, nearly100 people a week | :16:11. | :16:13.
are contacting them because of problems with the vehicles they have | :16:14. | :16:16.
bought. Joanne Macaulay reports. This man bought his used-car just | :16:17. | :16:21.
over one week ago but already it's lights have feel and it has broken | :16:22. | :16:30.
down. It did require being very assertive to get this fixed. Here's | :16:31. | :16:37.
not alone, most calls to the consumer line are about second-hand | :16:38. | :16:45.
cars so they have launched a guide on how to make a single passable | :16:46. | :16:50.
purchase. It has a slow puncture on one side. It has freed seat belts | :16:51. | :16:59.
which will not pass the next MOT. Some of the reasons that this | :17:00. | :17:06.
used-car is not for sale. The first thing you can do is drive the car. | :17:07. | :17:10.
Make sure there are no noises from it, that everything works inside the | :17:11. | :17:16.
car and it sounds right and handles right. It is the simple little | :17:17. | :17:22.
things that create the problem. Citizens advice Scotland hope that | :17:23. | :17:28.
people looking for a second-hand car will go armed with more facts. It is | :17:29. | :17:34.
hoped that the vehicles will be on the road longer and be safer. The | :17:35. | :17:39.
pro union better together campaign argued today that independence could | :17:40. | :17:42.
lead to funding cuts for scientific research. Leading bacteriologist | :17:43. | :17:44.
Professor Hugh Pennington, who is heading up a new group, Academics | :17:45. | :17:47.
Together, said a yes vote could jeopardise the next big scientific | :17:48. | :17:51.
breakthrough. But the Scottish Government said Scotland would | :17:52. | :17:54.
continue to be a scientific leader if voters back independence. Here is | :17:55. | :18:05.
our political correspondent. Alistair Darling came to the beating | :18:06. | :18:09.
heart of Scotland's medical research industry. This group say Scotland | :18:10. | :18:19.
gets more UK money for science and its population shear. One expert | :18:20. | :18:25.
said independence would leave Scottish scientists struggling. I | :18:26. | :18:33.
think it would struggle in terms of its world competing edge. I think | :18:34. | :18:39.
there would be a slow decline in terms of our ability to compete on | :18:40. | :18:45.
the world stage. Glasgow University is one of three in Scotland ranked | :18:46. | :18:53.
in the world's top 100. Some ministers say places like this would | :18:54. | :18:58.
continue to attract money and talent if Scotland were independent. It is | :18:59. | :19:05.
decided on the basis of excellence. Scotland has five of the top | :19:06. | :19:13.
universities in the world. It is a very high quality of research that | :19:14. | :19:18.
attracts funding. Money from the UK research councils accounts for 27% | :19:19. | :19:25.
of cash spent on research at Scottish universities. Suggestions | :19:26. | :19:32.
that would dry up in an independent Scotland have been rejected by the | :19:33. | :19:39.
SNP. No other stories from across Scotland. A 16-year-old boy | :19:40. | :19:46.
connected -- arrested in connection to a serious sexual assault has been | :19:47. | :19:52.
released from custody pending an investigation. The incident happened | :19:53. | :19:59.
in Galashiels on Sunday morning. Samsun to be considering using | :20:00. | :20:04.
construction yards in the Highlands instead of Fife for offshore wind | :20:05. | :20:14.
turbine manufacturer. The company is being courted by the Northern | :20:15. | :20:21.
company say it has more space than metal. A man has been charged with | :20:22. | :20:39.
fraud over cash machines in Aberdeen. He is from Manchester. | :20:40. | :20:45.
Dundee has made a bid for City of Culture. It is fantastic, they are | :20:46. | :20:53.
building on the success in the video industry, there are a whole host of | :20:54. | :20:58.
reasons and he is in a strong position. The start of remembrance | :20:59. | :21:04.
week has been marked by a ceremony in Edinburgh's Princess Street | :21:05. | :21:11.
Gardens. Hundreds of poppies have been laid out in the gardens to pay | :21:12. | :21:18.
tribute to those who died. You can find all the latest news and | :21:19. | :21:26.
analysis on our website. Sports news now with Rona. BBC Scotland has | :21:27. | :21:33.
learned that the Inverness Caledonian Thistle manager has | :21:34. | :21:37.
agreed terms to become the new Hibernian boss will stop Caley | :21:38. | :21:42.
Thistle have said that no club has contacted them for permission to | :21:43. | :21:49.
approach their manager. It seems like there is some conflicting news | :21:50. | :21:55.
tonight. Hibernian appeared to be moving very swiftly to replace Pat | :21:56. | :22:03.
Fenlon who left last week. The say the recruitment process continues | :22:04. | :22:11.
but we have learned Terry Butcher is Hibernian's number one target, Cambs | :22:12. | :22:14.
have been discussed and agreed with him. Our information is that Terry | :22:15. | :22:21.
Butcher does want the job, that appointment would go down very well | :22:22. | :22:24.
according to one former Hibernian player. I think it would be a | :22:25. | :22:32.
fantastic appointment. He is the star choice among the fans. So, we | :22:33. | :22:52.
are we tonight? Inverness have released a statement saying there | :22:53. | :22:58.
has been no approach for the services of Terry Butcher and they | :22:59. | :23:03.
are pleased with the job he is doing in Inverness. The next match is here | :23:04. | :23:11.
at Easter Road against Hibernian on Saturday but the question is, which | :23:12. | :23:18.
dugout will Terry Butcher BN? Gordon Strachan has hopes that the return | :23:19. | :23:21.
of Steven Fletcher to the Scotland squad will improve the fortunes | :23:22. | :23:31.
further. He has not played for them since March but even in his absence | :23:32. | :23:35.
the Scotland performances have ticked up will stop -- have picked | :23:36. | :23:50.
up. I would like to get new faces back into the team and get them in | :23:51. | :23:58.
with our mindset. Know what else has been happening across Scotland's | :23:59. | :24:06.

of the group. Home advantage made no difference to the Scotland chintzy | :24:33. | :24:38.
team. After defeat in Dublin we were beaten again in Inverness. It was | :24:39. | :24:46.
Scotland's fifth straight defeat. Scottish football will be screened | :24:47. | :24:50.
live in China for the first time around extra million people. Yes PFL | :24:51. | :24:59.

the tawdry so nice to be indoors for a change. Now we will find out about | :25:19. | :25:29.
the weather conditions. It is cold and chilly across many parts of the | :25:30. | :25:36.
country tonight. After a day of blue skies and sunshine temperatures will | :25:37. | :25:41.
quickly fall away. There could be some mist and fog patches around. | :25:42. | :25:47.
The West Coast will have they can in cloud and rain by Dawn. Temperatures | :25:48. | :25:56.

further inland. Always most frequent in the West. Again called. Now a | :27:22. | :27:32.
reminder of the main news. Alistair Darling has become the latest | :27:33. | :27:34.
high-profile Labour politician to join the controversy around | :27:35. | :27:39.
allegations of vote rigging for Falkirk. He has called for a new | :27:40. | :27:45.

came after the prosecution alleged the former boss of Rebecca Brooks | :28:22. | :28:28.
