Tonight, on Reporting Scotland... Rail fares go up, but passengers | :00:18. | :00:22.
groups say increased prices should be matched with an improvement in | :00:23. | :00:31.
service. And think it is an absolutely ridiculous entries. | :00:32. | :00:36.
Particularly when you often cannot get a seat and had to stand all the | :00:37. | :00:42.
way between Glasgow and Edinburgh. Also tonight, more bad weather on | :00:43. | :00:45.
the way. Council tax has not gone up for | :00:46. | :00:49.
seven years, but would you be happy to pay more, if it meant better | :00:50. | :00:52.
services? And we will have a round-up of all | :00:53. | :00:56.
the goals in the New Year football action. | :00:57. | :01:00.
Rail fares in Scotland have gone up today. Fares for peak-time | :01:01. | :01:05.
travellers are rising by 3.1%, but ScotRail says it has frozen fares | :01:06. | :01:10.
for 40% of journeys. Passenger groups say rail users want the fare | :01:11. | :01:13.
increase matched with better service. The company carried the | :01:14. | :01:26.
rate cut 85 million passengers last year. The cost of peak time travel | :01:27. | :01:37.
has risen 3.1% by, affecting 60% of the journeys. Today, the cost of the | :01:38. | :01:47.
peak time has risen up to ?22 50. The cost of a season ticket has | :01:48. | :01:55.
risen to ?3620. But the pace of off-peak travel has been frozen. The | :01:56. | :02:02.
price freeze has limited the average price increase to 1.9%, better than | :02:03. | :02:09.
south of the border. Any increase is unfortunate, but we have to | :02:10. | :02:15.
recognise that it has to probably match the rate of inflation. It is a | :02:16. | :02:20.
good service, but the trains are very busy. It is ridiculous. | :02:21. | :02:27.
Especially when I sometimes cannot get the seat and how to stand all | :02:28. | :02:30.
the way between Glasgow and Edinburgh. It will give better value | :02:31. | :02:41.
for money. We want the ability for every passenger to get a seat, good | :02:42. | :02:45.
quality information and good facilities and stations. ScotRail | :02:46. | :02:53.
says rising fuel prices are pushing the cost up. They say they only make | :02:54. | :03:01.
3p profit on every ?1 they collect. With the franchise up for renewal, | :03:02. | :03:06.
they will be keen to show that they can provide the perfect service. | :03:07. | :03:12.
Heavy rain and high winds are expected to return to the west of | :03:13. | :03:16.
Scotland over the next 24 hours, hitting areas affected by flooding | :03:17. | :03:19.
earlier in the week. The storm also coincides with a high tide and there | :03:20. | :03:23.
is a warning that there could be further flooding in Ayrshire and on | :03:24. | :03:26.
the Clyde Coast. Our reporter Julie Peacock is in Ardrossan tonight. | :03:27. | :03:34.
What is the latest? There are flood warnings in place for virtually | :03:35. | :03:38.
every part of Scotland. But it is in this part of the model that is at | :03:39. | :03:42.
the most risk of flooding because of a number of factors coming | :03:43. | :03:46.
together. Tomorrow, we will see one of the highest tides of the year. It | :03:47. | :03:54.
is just passed low tide just now, but that water will rise by almost | :03:55. | :04:00.
3.5 metres by tomorrow afternoon. That will happen at the same time as | :04:01. | :04:05.
a storm surge, heavy rain and high winds. This area will have a much | :04:06. | :04:10.
higher likelihood of seeing flooding. That risk will be from all | :04:11. | :04:17.
the way from the Dumfries Galloway caused up to open in the Northwest. | :04:18. | :04:34.
River levels are also saw high that areas in the east are also affected. | :04:35. | :04:41.
How bad is it expected to be? It has been pretty bad weather, pet pretty | :04:42. | :04:47.
unsettled conditions over the past couple of weeks. However, we are not | :04:48. | :04:51.
expecting the wind to be so severe tomorrow. We are looking wobbly at a | :04:52. | :04:59.
high of around 60. The environment agency says the flooding tomorrow | :05:00. | :05:07.
will be less severe than we saw on December the 30th and also on the | :05:08. | :05:12.
27th of December. Having said that, the Scottish Gottman has had the | :05:13. | :05:16.
meeting and put in a number of precautions in place. The heavy bus | :05:17. | :05:24.
replacement service in place in case any of the railway lines are | :05:25. | :05:26.
flooded. The government have given this advice for people giving | :05:27. | :05:33.
travelling to work tomorrow. I would assent to keep the face given to | :05:34. | :05:38.
them, with regard to disruption to traffic services and roads. There | :05:39. | :05:43.
could be a risk of coastal flooding. I would encourage them to check with | :05:44. | :05:51.
the operator and to register with the flood plain, so they will get an | :05:52. | :05:54.
automated message on the phone. Those are two key things people can | :05:55. | :06:00.
do to help themselves to give them the maximum possible time to prepare | :06:01. | :06:04.
for traffic disruption or potential problems on other transport. Because | :06:05. | :06:11.
of that high wind tomorrow, we expect disruption to ferry services. | :06:12. | :06:16.
Caledonian MacBrayne and other ferry operators are asking other | :06:17. | :06:20.
travellers to be flexible with their plans, because there could be delays | :06:21. | :06:23.
or cancellations. As for the weather, we will have the full | :06:24. | :06:29.
detailed weather report later in the programme. She says we can expect to | :06:30. | :06:33.
see the same kind of weather over the next few days. If you want a | :06:34. | :06:38.
more detailed idea of the risk of flooding, you can go to our website | :06:39. | :06:42.
or alternatively you can phone the flood plain, the number on the | :06:43. | :06:50.
screen below. And we will have that fool weather forecast shortly. | :06:51. | :06:54.
More than one in ten young Scots is said to be suffering mental health | :06:55. | :06:57.
problems from being out of work. The charity, The Prince's Trust, | :06:58. | :07:00.
interviewed 16-25 year olds across the country. It is calling for more | :07:01. | :07:04.
to be done, to help them cope with the psychological effects of | :07:05. | :07:11.
long-term unemployment. Stephen was out of work for eight years. He said | :07:12. | :07:15.
he really left the house in that time. He was depressed and anxious | :07:16. | :07:19.
and still finds it difficult to talk about it. It affects your self-worth | :07:20. | :07:26.
and self of belonging to the community. If you less motivated. | :07:27. | :07:30.
When it goes on, it becomes much bigger. It would seem he is not | :07:31. | :07:37.
alone. The Prince's Trust Found that one quarter of Scots interviewed | :07:38. | :07:42.
felt depressed, sometimes feeling like outcasts. More than one in ten | :07:43. | :07:49.
where self harming or turning to drugs or drink. Those who are | :07:50. | :07:55.
unemployed, 40% of them may experience mental health issues. For | :07:56. | :08:02.
example, tweezers many are likely to be on antidepressants. Stephen has | :08:03. | :08:07.
turned his life around. He has no working with the The Prince's | :08:08. | :08:13.
Trust, helping other people get their lives back contract. If there | :08:14. | :08:21.
is young people I see who are experiencing similar challenges to | :08:22. | :08:25.
myself, I can be able to empathise with them. I can maybe inflation | :08:26. | :08:31.
within the states that help me I could also then help them. The | :08:32. | :08:39.
charity is calling for urgent support from government, the health | :08:40. | :08:43.
service and lawyers. You are watching Reporting Scotland | :08:44. | :08:46.
from the BBC. Still to come on the programme... | :08:47. | :08:49.
The countdown is now well and truly on to the 2014 Commonwealth Games. | :08:50. | :08:54.
In sport, all the day's football news and results and some of the | :08:55. | :08:57.
goals from the premiership's New Year's Day matches. See you soon. | :08:58. | :09:05.
It is being claimed that most Scots would be prepared to pay more | :09:06. | :09:09.
council tax if it meant better local services. The council tax has not | :09:10. | :09:14.
gone up for seven years, but councils have had to make millions | :09:15. | :09:18.
of pounds worth of cuts and expect that to continue in the years ahead. | :09:19. | :09:21.
Our local government correspondent Jamie McIvor is with us. | :09:22. | :09:25.
The Scottish government sees the council tax freeze as an | :09:26. | :09:28.
achievement. It has not gone up since 2007. But would you want to | :09:29. | :09:32.
pay more, if it meant better roads, schools or care for the elderly? | :09:33. | :09:36.
A survey conducted for a group looking at ideas for the future of | :09:37. | :09:39.
local government suggests most of us would. Two thirds said they would be | :09:40. | :09:43.
prepared to pay more council tax, if they could be guaranteed the money | :09:44. | :09:47.
would go on local services. And only about half think their council has | :09:48. | :09:51.
enough money to deliver the services their community needs. Dull new golf | :09:52. | :10:01.
course in Clydebank is run by the council. It is considering cutting | :10:02. | :10:06.
the size of the course, one of several options to answer the local | :10:07. | :10:13.
budget. In this year of austerity, finding ways to save money is harder | :10:14. | :10:18.
and the council leader is not surprised by the findings of the | :10:19. | :10:25.
survey. We have a very strong part of the community who came out and | :10:26. | :10:29.
said Friday work we not increase council tax. It was a simple and | :10:30. | :10:36.
strong message and it is something we do consider every year. We are | :10:37. | :10:42.
essentially hemmed them by the Scottish government policy. In the | :10:43. | :10:47.
streets, mixed views. How would you feel about being more council tax | :10:48. | :10:54.
for better services? The council tax, I do not agree with it, but we | :10:55. | :10:59.
have to pay for it. It would depend for the money is going to. I think | :11:00. | :11:05.
we have had an awful lot of cutbacks as it is. Across Scotland, the poll | :11:06. | :11:12.
suggests many people who would be more if they could be guaranteed | :11:13. | :11:18.
better services. The cross-party group will know that this for the | :11:19. | :11:24.
years ahead. If money is spent badly, nobody is going to like that. | :11:25. | :11:28.
If the public money is going to be spent well, people will like that | :11:29. | :11:34.
and know that the money should be sent on services. Sometimes, people | :11:35. | :11:40.
are given the answer is that they want. People are getting council tax | :11:41. | :11:48.
freezes during the duration of the parliament, which is a great thing. | :11:49. | :11:54.
Across the country, people support council tax freezes. And no wonder. | :11:55. | :11:58.
Now the group the polling was done for is looking at how to strengthen | :11:59. | :12:01.
local democracy within Scotland, once the referendum is out of the | :12:02. | :12:04.
way. The details released tonight also suggest most of us want more | :12:05. | :12:08.
say in how local services are run and only a minority of us feel part | :12:09. | :12:12.
of how decisions are made. But with austerity set to continue for some | :12:13. | :12:16.
time, it is the suggestion so many might be prepared to pay more | :12:17. | :12:19.
council tax that might provoke the most lively debate. | :12:20. | :12:25.
Detectives investigating a serious sexual assault in Edinburgh | :12:26. | :12:28.
yesterday have released new information about the suspect. A | :12:29. | :12:32.
21-year-old woman was attacked in the Canongate area of the Royal Mile | :12:33. | :12:36.
in the early hours of Wednesday morning. Police are looking for a | :12:37. | :12:40.
white man in his late teens or early twenties who was wearing a | :12:41. | :12:43.
distinctive furry headband. They are urging anyone who can help identify | :12:44. | :12:51.
him to contact them. The Scottish Liberal Democrats are | :12:52. | :12:54.
calling for action to protect patient confidentiality, after more | :12:55. | :12:57.
than 700 breaches in the past five years. Figures obtained by the party | :12:58. | :13:00.
through Freedom of Information laws detail incidents of data loss, leaks | :13:01. | :13:03.
or breaches of the Data Protection Act by health boards. The Scottish | :13:04. | :13:07.
government says it is working to address the problem. | :13:08. | :13:12.
This is the year when the people of Scotland will vote in the | :13:13. | :13:16.
independence referendum. Both the Yes and No campaigns will be | :13:17. | :13:19.
stepping up their campaigns to win votes. In the first of two | :13:20. | :13:22.
interviews, our political editor Brian Taylor has been speaking to | :13:23. | :13:24.
Deputy First Minister, Nicola Sturgeon. She has been setting out | :13:25. | :13:31.
the arguments for independence. I think this will be a year of when | :13:32. | :13:35.
the focus is on what Scotland can do and what we can achieve, not what we | :13:36. | :13:46.
can do and can achieve. Do you feel the need to revitalise the campaign, | :13:47. | :13:52.
to redirect our target the campaign? We are very clear on the campaign we | :13:53. | :13:56.
will run over the course of this year. There is the strands to the | :13:57. | :14:02.
campaign. Firstly, it will centre on the economy. I firmly believe who | :14:03. | :14:08.
wins the economic argument will when the referendum. We believe Scotland | :14:09. | :14:13.
can more than afford to be independent. Secondly, we need power | :14:14. | :14:20.
over the economy to get faster and more sustainable growth into our | :14:21. | :14:25.
economy. Secondly, we will focus on the lack of any alternative vision | :14:26. | :14:30.
coming from the no campaign. We published a White Paper at the end | :14:31. | :14:35.
of last year, but that is the only visionary as for the of Scotland. | :14:36. | :14:40.
There is no answers from the no campaign about what happens to the | :14:41. | :14:46.
budget, Joe poverty Aubrey we will be in relation to Europe. Sadly, | :14:47. | :14:50.
there will be a focus on the benefits to Scotland - a | :14:51. | :14:54.
transformation to each engine childcare, and things we can do to | :14:55. | :15:01.
get the economy growing. I think it is the message that will come the | :15:02. | :15:05.
debate and will see the yes campaign winning. Let's pick up on the | :15:06. | :15:13.
economy. Your opponents do not concede. We will start life in a | :15:14. | :15:23.
strong fiscal and financial position. We have a strong diverse | :15:24. | :15:31.
economy. We have to pursue the economies that grow our economy | :15:32. | :15:40.
faster. Parents particularly mothers will be helped into work with child | :15:41. | :15:43.
care improvements, that would generate extra money and our | :15:44. | :15:50.
economy. Bill macro on that point do you accept you have a problem with | :15:51. | :15:56.
female voters? Women perhaps take longer to make up their minds than | :15:57. | :16:01.
men but I readily accept we are coming from behind in the opinion | :16:02. | :16:06.
polls and we require to close that gap and overtake the no campaign. We | :16:07. | :16:11.
have the message, the policies and the determination to do that. | :16:12. | :16:16.
Westminster policies are plunging more and more children into | :16:17. | :16:22.
poverty. Let us have some clear answers from the no campaign | :16:23. | :16:25.
highlights looks for Scotland if we do not vote yes. Say they would need | :16:26. | :16:33.
to be in agreement with the remainder of the United Kingdom on | :16:34. | :16:36.
the economy. The Chancellor says that agreement would not exist and | :16:37. | :16:45.
things would be unstable. I do not think any UK politician has said | :16:46. | :16:48.
there would not be a currency union because we know that is in the | :16:49. | :16:54.
overwhelming interests of Scotland and the whole of the UK. I simply | :16:55. | :16:59.
put forward the proposition and I hear this from people increasingly | :17:00. | :17:05.
on a day-to-day basis, there is not enough for the no campaign simply to | :17:06. | :17:10.
shout you cannot do that. They have to come up with more and put forward | :17:11. | :17:15.
propositions that manifestly would be against the interest of the | :17:16. | :17:19.
public elsewhere in the UK. People are not stupid and want to win it. I | :17:20. | :17:29.
absolutely believe we are going to win it by persuading people that | :17:30. | :17:34.
independence is the right way to secure a better future for this and | :17:35. | :17:39.
future generations. I am optimistic and confident that if we put our | :17:40. | :17:43.
arguments properly then we will win the referendum. Tomorrow we will | :17:44. | :17:50.
hear from Alistair Darling, head of the better together campaign. The | :17:51. | :17:56.
countdown is no one for this year's Commonwealth Games in Glasgow. | :17:57. | :18:02.
Glasgow will make the games according to Valley Mitchell who has | :18:03. | :18:10.
to recruit the 15,000 volunteers. -- Valley. -- Valerie. Have a good, | :18:11. | :18:25.
good day. They may not have gone unheard but beware the games heroes. | :18:26. | :18:34.
The games makers where said to have made the games in London and there | :18:35. | :18:39.
has been no shortage of people keen to make a similar impact in Glasgow | :18:40. | :18:47.
2014. We had 700 applications, amazing, more than Manchester and | :18:48. | :18:55.
Melbourne put together. Soon, all 15,000 will have an idea of what | :18:56. | :18:58.
they will be doing through the games. This Clydeside will be | :18:59. | :19:09.
working at Hampden. I watched the Olympics and was inspired by the | :19:10. | :19:15.
whole thing. I could not resist it. I am doing spectators services, I | :19:16. | :19:19.
will be standing at the concourse and stadium getting people | :19:20. | :19:26.
directions, helping F they are lost. The majority of volunteers are from | :19:27. | :19:30.
Scotland but some are from other home nations and overseas. Training | :19:31. | :19:40.
gets under way shortly. Now some more sport. Thank you. It is the two | :19:41. | :19:49.
of Scottish football's New Year schedule. One match was played | :19:50. | :20:02.
today. That ended in a 2-1 win for Kilmarnock. That took command to | :20:03. | :20:08.
eighth in the league table. There were plenty more goals and | :20:09. | :20:11.
excitement in the four New Year's Day matches yesterday. A new year | :20:12. | :20:18.
and in keeping with recent tradition, Celtic won without | :20:19. | :20:27.
conceding a goal. Joe Ledley is free to speak to other clubs this January | :20:28. | :20:32.
but has indicated to his manager he is keen to sign a new deal with | :20:33. | :20:36.
Celtic. Motherwell are working hard to keep one of the old heroes two. | :20:37. | :20:47.
Nigel aims of is close to extending his loan from Rotherham. That 4-0 | :20:48. | :20:52.
win keeps them two points clear of Aberdeen. They won the much | :20:53. | :20:59.
anticipated encounter with Indy United thanks to this injury time | :21:00. | :21:04.
goal watch to the delight of a big travelling support. And it was the | :21:05. | :21:10.
away fans who went home happy from the Highland derby. This goal proved | :21:11. | :21:16.
to be the winner for Ross County, they moved 16 points clear of the | :21:17. | :21:20.
bottom side. Hearts could narrow that gap to 13 points if they win | :21:21. | :21:24.
away to their archrivals Hibernian tonight. It kicks off at a 7:45. You | :21:25. | :21:28.
can listen on BBC Radio Scotland. Online and on digital. And you can | :21:29. | :21:31.
watch highlights of the Edinburgh derby in Sportscene on BBC One | :21:32. | :21:41.
Scotland at 10:35. There is one game under way at the moment in league | :21:42. | :21:46.
one, leaders, Rangers, looking to extend their unbeaten run. The | :21:47. | :21:57.
latest score is the United nail, Rangers one. As for the rest of | :21:58. | :22:01.
today's football the rest of the results are in. We will start with | :22:02. | :22:07.
the championship. -- Airdrieonians. Now onto rugby. | :22:08. | :23:05.
Glasgow have a 20-16 lead from the first leg at Murrayfield on Boxing | :23:06. | :23:10.
Day but the home leg at Scotstoun scheduled for yesterday was | :23:11. | :23:13.
postponed because of a waterlogged pitch. Now he is a character in the | :23:14. | :23:20.
world of darts, Peter snakebite right just failed in his attempt to | :23:21. | :23:27.
win these board's championship. He lost 7-4 to this man from Holland in | :23:28. | :23:34.
the final. You would suit your her like that. I was going to get one in | :23:35. | :23:42.
there! Thank you. More fun and games in the weather. What is to be | :23:43. | :23:50.
expected? More wet and windy weather. That has been the pattern. | :23:51. | :23:55.
We are on the receiving end of some very wet and windy weather. The | :23:56. | :24:01.
reason for this repetitive type of weather is the Jetstream. It is a | :24:02. | :24:06.
ribbon of very strong and fast-moving wins that has been | :24:07. | :24:13.
static. It has been there since the start of the meteorological winter. | :24:14. | :24:17.
You can see why we are seeing these lows piling towards us. The wind has | :24:18. | :24:22.
been faster than normal with wind speeds normally around 100 mph, | :24:23. | :24:32.
reaching 250. It will initially looked right but then we see rain | :24:33. | :24:36.
gathering and extending across many parts. There will be a touch of | :24:37. | :24:42.
Frost. The bulk of the rain does clear away to the north. Winds will | :24:43. | :24:48.
strengthen by the end of the night. Overnight lows around five Celsius. | :24:49. | :24:55.
Tomorrow driving will clear -- driving rain will clear but | :24:56. | :25:00.
predominantly for Western areas we have a warning for wind. The | :25:01. | :25:06.
combination of these deals and Western areas coupled with high | :25:07. | :25:10.
tides tomorrow, the proximity of the law, there is a strong possibility | :25:11. | :25:18.
of coastal flooding. Later in the day that is particularly likely in | :25:19. | :25:27.
Oban and tidy. Outbreaks of rain and expected in many central parts and | :25:28. | :25:30.
there is a yellow flood warning in force for localised flooding across | :25:31. | :25:36.
the South. Similarly for areas in the north of the Central Belt. In | :25:37. | :25:40.
timber meth and the North Coast the rain will not appear until later. By | :25:41. | :25:48.
evening rain will carry on for a while, pushing northwards after that | :25:49. | :25:52.
and becoming more shallowly in nature. It will become confined to | :25:53. | :25:57.
northern parts with drier conditions to end the night in the South. | :25:58. | :26:02.
Saturday will be a quieter day. More in these way of sunshine. There is | :26:03. | :26:12.
another deep area of low pressure coming in from the Atlantic on | :26:13. | :26:17.
Sunday. Sunday start stride but it will not be long until the wind and | :26:18. | :26:24.
rain start to march across. Now a reminder of tonight's main news. | :26:25. | :26:29.
Rain fears have gone up today. ScotRail says it has frozen fears | :26:30. | :26:37.
for 40% of journeys. Passenger groups want the increase matched | :26:38. | :26:43.
with the better service. High winds are expected to return to areas of | :26:44. | :26:49.
western Scotland over the next 24 hours. Coinciding with the high tide | :26:50. | :26:56.
there is the risk of flooding in her sure. Nigella Lawson says it was | :26:57. | :27:04.
mortifying to have details of her personal life and drug taking | :27:05. | :27:08.
revealed in court last month. She told the US TV station that her only | :27:09. | :27:14.
desire during the case had been to protect her children. That is off | :27:15. | :27:21.
from us for now. Good night. Goodbye. | :27:22. | :27:29. |
