Peter, thank you. That's all from the

:00:00.:00:07.

Tonight on Reporting Scotland. A stark warning about the quality of

:00:08.:00:12.

care for older people. The public sector watchdog says not enough is

:00:13.:00:15.

being done to let people be cared for at home, despite the Government

:00:16.:00:19.

spending millions on reforms. We will be asking why there aren't more

:00:20.:00:25.

schemes like this. The majority of our patients you see the

:00:26.:00:28.

weightlifted off their shoulders when they realise they don't have to

:00:29.:00:33.

go into hospital. On the programme. Plans for a ?200 million investment

:00:34.:00:38.

in Clydeside shipbuilding but could it be the end of the industry in

:00:39.:00:42.

Govan? A year after the collapse of the Hall's meat processing factory,

:00:43.:00:46.

we will look at how the town of Broxburn has fared. And the Scotland

:00:47.:00:50.

rugby captain is dropped from the squad ahead of Saturday's match with

:00:51.:00:54.

England. Can Kelly Brown make it back in to the team?

:00:55.:01:09.

Hello. Good evening. Scotland's public sector watchdog is warping

:01:10.:01:15.

that health boards and councils aren't doing enough to improve care

:01:16.:01:20.

for older people. This comes after a review three years into the Scottish

:01:21.:01:24.

Government's ten year plan to change the way care is delivered. That

:01:25.:01:28.

should mean many more people are helped to stay in their own homes,

:01:29.:01:32.

rather than be hospitalised or put into residential care. Aileen Clarke

:01:33.:01:36.

has been looking at the issue. This is going to be something that will

:01:37.:01:40.

affect all of us? Yes, you are right. This report reminds us that

:01:41.:01:44.

you know, the population is ageing really really fast. In fact, in 20

:01:45.:01:50.

years time, a quarter of the population will be over 65. A

:01:51.:01:54.

quarter. Now at the moment, the spend on elderly care services is

:01:55.:01:59.

round about ?4.5 billion a year. But the report says, you know, with the

:02:00.:02:03.

population ageing, at the rate it is, then you know, that that level

:02:04.:02:09.

of spend is just unsustainable. Now the Scottish Government as you

:02:10.:02:13.

mentioned there, it has embarked on this ten year project, to really try

:02:14.:02:17.

and improve care and deliver more care for the elderly, in their own

:02:18.:02:21.

home, which is where they want it. -- homes. But the report finds that

:02:22.:02:25.

progress has been really slow on this.

:02:26.:02:28.

That aside, I have to say, that today, I have been finding out that

:02:29.:02:32.

there are some projects up and running that really do seem to be

:02:33.:02:37.

making a difference to the kind of care available.

:02:38.:02:42.

Hospital at home. Run by NHS Lanarkshire is one of the few

:02:43.:02:46.

schemes the reports highlights which is helping people keep people in

:02:47.:02:52.

their own homes. Your appetite is better? Elizabeth was very ill just

:02:53.:02:57.

before Christmas but wouldn't go into hospital. With this scheme she

:02:58.:03:01.

didn't have to. Nurses, paramedics and doctors came to her, for two

:03:02.:03:06.

weeks until she recovered They couldn't do enough for me. They

:03:07.:03:10.

really looked after me. Do you think you got better aten Shaun that if

:03:11.:03:15.

you had been in hospital? Yes, the The majority of patients you see the

:03:16.:03:20.

weightlifted off their shoulders when they realise they don't have to

:03:21.:03:23.

go into hospital. They feel more relaxed and comfortable if they are

:03:24.:03:26.

treated in the home environment, they do improve a lot faster.

:03:27.:03:31.

And this community approach also has benefits for the health board

:03:32.:03:35.

budget. Yes, we think it is better for the patient in terms of the

:03:36.:03:39.

outcome, it is preferred by the patients and it is cheaper than

:03:40.:03:44.

traditional care. Significantly? Enough to merit its further roll

:03:45.:03:46.

out. Despite all the apparent benefits in

:03:47.:03:51.

Lanarkshire, across Scotland there is not nearly enough of this kind of

:03:52.:03:54.

care accuse coring to today's report. There hasn't been progress

:03:55.:03:59.

fast enough to set up those services that can prevent older people being

:04:00.:04:03.

admitted to hospital unnecessarily and to make sure they can provide,

:04:04.:04:08.

get the support they need to stay at home and lead good quality lives

:04:09.:04:11.

there. There is loads of pilots going on to find out what is best,

:04:12.:04:16.

and obviously, as those pilots are evaluated we decide what needs to be

:04:17.:04:20.

rolled out and what isn't working as well as we thought it might have

:04:21.:04:24.

done. So we are rolling out the successful programmes, and most of

:04:25.:04:27.

them are going to be rolled out over the next two or three years.

:04:28.:04:31.

In 20 years time it is expected there will be thousands of Scots who

:04:32.:04:37.

like ISA who are aged over one hundred. She is 102-and-a-half. She

:04:38.:04:43.

has tried males on wheels but is happier looking after herself, with

:04:44.:04:48.

a little help from her family. I do my housework. I manage fine. I don't

:04:49.:04:54.

like people fussing about me. As long as I am air strike I will carry

:04:55.:05:04.

on the way I am. -- as long as I am able. This is my home. For as long

:05:05.:05:12.

as I live. 102. She doing well? 102-and-a-half

:05:13.:05:19.

she will tell you. She is, and she isn't troubling her local council at

:05:20.:05:22.

all. Councils in general have a big part to play in getting these plans

:05:23.:05:26.

into actions, they said today that they know there is a bit to go here

:05:27.:05:29.

yet, but they have started on that path, and they realise there is more

:05:30.:05:32.

to do. Thank you.

:05:33.:05:38.

Shipbuilding in Govan could end under plans set out by the company

:05:39.:05:41.

running the two naval shipyards on the Clyde but the future of

:05:42.:05:45.

Clydeside appears secure, BAE Systems is planning a huge

:05:46.:05:49.

investment to improve facilities at the Scotstoun yard to build the next

:05:50.:05:54.

generation of frigates. Here is our business editor Douglas Fraser.

:05:55.:06:00.

The last traditional launch on Clyde three years ago. Work at the Govan

:06:01.:06:05.

yard has focussed on giant sections of aircraft carrier that get floated

:06:06.:06:09.

out. Could this be the end of 175 years of shipbuilding in this part

:06:10.:06:13.

of Glasgow? 60 years ago there were eight yards in Glasgow alone. Now

:06:14.:06:18.

there are two naval yards at Scotstoun and Govan with the same

:06:19.:06:22.

workforce of more than 3,000. 800 are like toy go as work declines. In

:06:23.:06:28.

November they won the battle with Portsmouth, but they need

:06:29.:06:31.

investment. So, either BAe invests ?100 million

:06:32.:06:38.

but has the expensive task of floating ships across the Clyde or

:06:39.:06:43.

it closes Govan and invests twice that amount in Scotstoun. I would

:06:44.:06:48.

have a giant fabrication hall long enough to build two of the next

:06:49.:06:52.

generation of frigate, reducing build time by a third. The company

:06:53.:06:56.

is aware it is dealing with a lot of heritage on the south of river. We

:06:57.:07:00.

have a huge strong heritage in our, on the Clyde, both in Govan and

:07:01.:07:05.

Scotstoun, and file that is a strength, and -- I feel. We would be

:07:06.:07:09.

looking to continue to build on that her tan, ewould be employing from

:07:10.:07:14.

Govan, schools and colleges and many of our workforce have worked in both

:07:15.:07:20.

sites, so we operate as one workforce. While there are no job

:07:21.:07:24.

implication from this the end of shipbuilding in Govan is not welcome

:07:25.:07:26.

for those based to the south of the river. The shipyards in Govan is a

:07:27.:07:30.

really important to the local community, to the local economy, if

:07:31.:07:34.

the decision that they will no longer be ship billing in Govan,

:07:35.:07:40.

although they will be in the Clyde. There is an important job to be done

:07:41.:07:44.

by the UK and Scottish Government coming together to make sure there

:07:45.:07:48.

is economic opportunitien that site. They are still working on the

:07:49.:07:53.

aircraft carriers, that will keep them busy for four year but the

:07:54.:07:57.

release on the yard runs out in 2019. We won't know until the end of

:07:58.:08:00.

this year if that will be the point at which the Govan yard closes.

:08:01.:08:08.

And there is another row over defence following reports that UK

:08:09.:08:10.

Government ministers have been urging defence conrack fors to speak

:08:11.:08:15.

out against independence. We can cross to the Scottish Parliament and

:08:16.:08:21.

our political editor Brian Taylor. A Defence Minister has told the

:08:22.:08:24.

Financial Times he has been urging defence contractors, defence

:08:25.:08:28.

companies to speak up for the union and against independence, citing the

:08:29.:08:32.

level of employment in the defence industry in Scotland. Now, the SNP

:08:33.:08:38.

say that is unacceptable pressure because those companies are

:08:39.:08:41.

dependent on the mod pod for orders. Here is the Deputy First Minister.

:08:42.:08:47.

There needs to be full disclosure about what other businesses are

:08:48.:08:50.

being intimidated by the UK Government into speaking out, and

:08:51.:08:53.

secondly, there has to be a commitment this kind of behaviour

:08:54.:08:58.

will stop. In response to that, the Scotland Office minister David

:08:59.:09:02.

Mundell says this is panic stations from the SNP. He says confronted

:09:03.:09:07.

with unacceptable truth ass he put it about independence, they are

:09:08.:09:12.

retreating into a bunker mentality. Thank you.

:09:13.:09:16.

Up to 15 councillors in east Ayrshire accepted gifts and

:09:17.:09:20.

hospitality from two mining firms that went bust, including a trip to

:09:21.:09:24.

wash Celtic play Barcelona in Spain, food hampers an alcohol. The

:09:25.:09:30.

collapse of Scottish Coal and ATH Resources left a ?130 million

:09:31.:09:34.

shortfall in the cash needed to restore opencast sites. A cent

:09:35.:09:38.

review of the council's planning authority role highlighted failures

:09:39.:09:44.

among officials. A Holyrood committee says plans to establish

:09:45.:09:46.

corroboration, that is the need for two sources of evidence in criminal

:09:47.:09:50.

law should be ditched. The majority of MSPs on the Justice Committee

:09:51.:09:53.

believe the Government's failed to make the case for this major legal

:09:54.:09:57.

change. The Justice Secretary is asking a judge to review the

:09:58.:10:01.

alternatives. Here is our political correspondent.

:10:02.:10:04.

The police need to gather evidence from two or more sources for a

:10:05.:10:09.

prosecution to go ahead in Scotland. This general requirement is for what

:10:10.:10:15.

is known as corroboration. The committee has looked at the plans to

:10:16.:10:19.

establish it but a majority of member, including the convener are

:10:20.:10:21.

not keen. I am not convince a case has been

:10:22.:10:26.

made to establish corroboration, I have said it shouldn't be in the

:10:27.:10:31.

bill. However, I am always open to persuasion if good arguments come

:10:32.:10:36.

forward. The Justice Secretary is determined to go ahead with

:10:37.:10:42.

abolition, but he has appointed the former high court judge to review

:10:43.:10:46.

what additional safeguards against wrongful conviction might be put in

:10:47.:10:50.

place of corroboration. So, if MSPs vote for abolition this

:10:51.:10:56.

year, the Government says it won't actually take effect until after

:10:57.:11:01.

Parliament has had the chance to consider and act on the findings,

:11:02.:11:06.

next year. At Question Time opposition leaders

:11:07.:11:11.

said this was not on. Surely First Minister, it is better to make good

:11:12.:11:16.

law later, than bad law now. Law making in reverse is a shoddy

:11:17.:11:23.

way to expect Scotland's Parliament to act. The First Minister said it

:11:24.:11:29.

was stopping cases of cases of domestic abuse and sexual crime

:11:30.:11:32.

getting to court Because there are many hundreds, perhaps thousands of

:11:33.:11:35.

people who cannot, because of this general rule bring their cases to

:11:36.:11:39.

court or get their cases brought to court, there is a feel of serious

:11:40.:11:44.

injustice. Most of the legal establishment,

:11:45.:11:48.

including all be one of our current judges, are opposed to establishing

:11:49.:11:56.

corroboration, lol leisuring corroboration. The evidence

:11:57.:12:00.

presented so far has not persuaded Parliament's Justice Committee the

:12:01.:12:02.

case for ending corroboration has been made.

:12:03.:12:06.

reported to the Procurator Fiscal after an investigation into the

:12:40.:12:43.

standard of care at a private school in Aberdeen. Support is being

:12:44.:12:48.

offered to parents of pupils at Hamilton School. What can you tell

:12:49.:12:55.

us Kevin? Well, Sally, the police and the care inspectorate have been

:12:56.:13:00.

investigating allegations about the school here, since BBC Scotland

:13:01.:13:03.

highlighted some concerns that were raised just over two weeks' ago, it

:13:04.:13:08.

is a fee paying school that caters for round 350 pupil, aged from three

:13:09.:13:15.

months to 12 years. This afternoon Police Scotland issued a brief

:13:16.:13:18.

statement saying two people had been reported to the Procurator Fiscal in

:13:19.:13:21.

connection with its investigation, they were a 65-year-old woman, and a

:13:22.:13:27.

25-year-old woman. Both of them understood as we say to be members

:13:28.:13:32.

of staff. The care inspectorate have issued a detailed statement as well,

:13:33.:13:36.

saying they have now since that announcement taken steps to

:13:37.:13:40.

safeguard children at the nursery, they say they have informed the

:13:41.:13:43.

school that staff members who are the subject of a police report must

:13:44.:13:48.

not have contact with the nursery, or be involved in running it. They

:13:49.:13:53.

say so we require the school to appoint a suitably qualified skill

:13:54.:13:58.

and experienced manager immediately, to be in day-to-day charge of the

:13:59.:14:03.

nursery. The care inspectorate and Aberdeen City Council say they are

:14:04.:14:07.

offering support and advice to the school, to try to keep disruption to

:14:08.:14:12.

a minimum, the school say they are co-operating fully with the police

:14:13.:14:16.

in their inquiries, and a joint inspection with the care

:14:17.:14:19.

inspectorate and education Scotland will be launched tomorrow.

:14:20.:14:27.

It is a year since the Hall's of Broxburn factory in West Lothian

:14:28.:14:30.

shut down, with the loss of almost 1,700 jobs. It left the town with a

:14:31.:14:33.

massive unemployment problem. One year on, Morag Kinniburgh has been

:14:34.:14:42.

back, to see how Broxburn is coping. We just do all, is commonly entire

people and attempts to find another buyer field. Some workers moved

:14:57.:15:02.

away. Some history. Struggling to cope. I am struggling. I am behind

:15:03.:15:11.

on my rent and a council tax. We're not getting enough money in. We

:15:12.:15:16.

visited the town when it closed to see how the place was affected. The

:15:17.:15:26.

shop is still open, but only just. Make it has condoned quite

:15:27.:15:28.

significantly over the past 12 months. I just talked that we get a

:15:29.:15:39.

better country that Valentine's Day so that I can pay my bills. It

:15:40.:15:44.

remains a battle here for many unable to pay their bills. Others

:15:45.:15:50.

argue that the town has adapted and unemployment levels have fallen.

:15:51.:15:55.

Employment has improved over the past 12 months. It is no way that

:15:56.:16:02.

schemes will help many small businesses going. They have been

:16:07.:16:13.

offering their services that have been attractive to the local

:16:14.:16:19.

business community. Since the factory closed, some people have

:16:20.:16:22.

left the area and some shops have closed down. Other people have found

:16:23.:16:28.

work, albeit with fewer hours and low for PA.

:16:29.:16:32.

Now, a look at some other stories from across Scotland this

:16:33.:16:41.

Thursday... Horse riders are being issued with a safety message. The

:16:42.:16:44.

warning from the British horse Society comes from the recent death

at the Carling Arena. We are hoping that both of our teams will bring

involved making sure that everything will succeed. He makes coupling

and his team of local volunteers are hoping to create the perfect place.

:19:26.:19:31.

It takes a while to get it absolutely level, perfect for

:19:32.:19:38.

playing standards. We want to make it a game of skill and then simply

:19:39.:19:45.

to the ability of the players. It is a job which has many challenges.

:19:46.:19:52.

Fortunately, he has a good team with him. We are able to use people who

have either been involved in the sport of the sport other pastoral

Scotland captain Kelly Brown has been dropped for the Six Nations

:20:37.:20:47.

the team. Coach Scott Johnson says Brown must improve his level of

:20:48.:20:51.

performance if he is to play for the national team again. Was this his

:20:52.:21:01.

last appearance as Scotland captain? The defeat against Ireland at the

:21:02.:21:04.

weekend has seen the tax being wielded. It is a difficult one for

:21:05.:21:13.

us. We thought the balance in the team was not right. We needed to

:21:14.:21:22.

find out if Chris could do it and that is why you think it is the

:21:23.:21:28.

correct decision. There are three changes to the team for the match

:21:29.:21:35.

against England at Murrayfield. The omission of the captain is a seismic

The weekend fast approaching and here is the girl who can tell us

what sort of weather we can expect. Gillian, are you the bearer of good

news? We have certainly been enjoying

quieter conditions than many people in England, fret they have been

with clear spells. A fairly widespread frost with temperatures

getting down to two or three Celsius, in the city and a lot more

thin and break and we should see the sunshine breaking through in the

afternoon. Scattered showers around as well, particularly in the

Northern Isles. For the bulk of the country, a lot of dry weather and

bright weather, with some may spells of sunshine. Temperature rise, about

Now, a reminder of tonight's main news.

:27:50.:27:51.

Scotland's public sector watchdog is warning that health boards and

councils are not doing nearly enough to improve care for older people.

And that is all from Reporting Scotland for now. I will be back
