you. That is all from

:00:00.:00:00.

Tonight on Reporting Scotland: A named person to monitor every child

:00:00.:00:11.

in Scotland. As the parliament introduces what some call a "state

:00:12.:00:14.

guardian", we ask whether it means more protection for children - or

:00:15.:00:17.

unwanted interference in family life. I am surprised that they have

:00:18.:00:30.

made a bill for that. Some parents are more than capable of looking

:00:31.:00:32.

after their own children, other parents, possibly not.

:00:33.:00:39.

Also on the programme: David Murdoch may have done it, he has. Going for

:00:40.:00:44.

gold - Britain's men beat Sweden to reach the Winter Olympic curling

:00:45.:00:45.

final. Who let the dogs out - and then

:00:46.:00:50.

brought them back again? The mystery of the Dumfries dog thief.

:00:51.:00:53.

And the best holiday islands in the world are right here in Scotland.

:00:54.:01:10.

Good evening. It's the most wide-ranging bill affecting children

:01:11.:01:14.

ever to be introduced in the Scottish Parliament. Members have

:01:15.:01:18.

been debating it all day, and tonight, will vote it into law. So

:01:19.:01:23.

what's in it? Well, all three and four year olds will be entitled to

:01:24.:01:27.

600 hours a year of free nursery care, instead of 475. Young people

:01:28.:01:34.

will be able to remain in foster care until they're 21. And from next

:01:35.:01:38.

year, free school meals will be available to every child in Primary

:01:39.:01:43.

One, Primary Two and Primary Three. But the most controversial aspect of

:01:44.:01:47.

the new law is that the State will assign a named person to monitor

:01:48.:01:50.

every single child in Scotland, from birth to adulthood. Critics say it

:01:51.:01:54.

undermines the role of the family and could face legal challenges.

:01:55.:01:57.

Here's our education correspondent, Jamie McIvor.

:01:58.:02:07.

An adult in authority keeping an eye out for every toddler, every child

:02:08.:02:13.

and even teenagers is old enough to vote in the independence referendum.

:02:14.:02:18.

Named individuals or state guardians as some have dubbed them, mean added

:02:19.:02:26.

protection for vulnerable children. A lot of interference, but some

:02:27.:02:30.

people do need that, but a lot of people don't. Children at risk would

:02:31.:02:39.

benefit from that. My child since birth has that the midwife and they

:02:40.:02:42.

have moved on to the health visitor and the GP. What is being proposed?

:02:43.:02:50.

The idea is someone in authority would be assigned to every child or

:02:51.:02:53.

young person. The thinking is they could help in several ways. Spotting

:02:54.:02:58.

a health problem or emotional difficulty. Offering practical

:02:59.:03:03.

advice to families who want it, as well as acting as a guard against

:03:04.:03:08.

neglect or abuse. One big children's charity is a big supporter. Any

:03:09.:03:13.

child or young person can become vulnerable for a particular reason

:03:14.:03:17.

at any time in their life, just the same as any parent can need support

:03:18.:03:23.

at any time in their life. But the idea has been criticised by some

:03:24.:03:26.

churches, lawyers and opposition politicians. I don't exist that sums

:03:27.:03:34.

-- I don't accept that some children between zero and 18 need help. The

:03:35.:03:42.

government believes criticism like this is misplaced. In the Highlands

:03:43.:03:48.

it has been proven to work, it has reduced bureaucracy, it has meant

:03:49.:03:52.

services are provided in a slicker way, it has meant other

:03:53.:03:55.

professionals can target more vulnerable families because there

:03:56.:03:59.

are times freed up. It is also being developed in response to what

:04:00.:04:04.

parents have told us. The bill is expected to be passed by MSP is this

:04:05.:04:09.

evening. Critics warned there could still be legal challenges.

:04:10.:04:11.

Our political editor Brian Taylor is at the Parliament. Brian, the bill

:04:12.:04:14.

is yet to be actually voted into law. How much of a formality will

:04:15.:04:20.

that be? They are still discussing that very issue of the context of

:04:21.:04:27.

the bill -- contents of the bill. Amendments of the Conservatives'

:04:28.:04:33.

opposing named persons. There have been complaints from a number of MSP

:04:34.:04:36.

's, not just in the opposition but across the parties. But the bill is

:04:37.:04:41.

not accompanied by sufficient financial details about the costs,

:04:42.:04:46.

the capital costs, investment costs, of meeting those new promises on

:04:47.:04:50.

childcare. Ministers said they would look at that and come back to

:04:51.:04:53.

Parliament. Despite all of that I think the bill will go through

:04:54.:04:56.

tonight. The vote is expected at 8pm or perhaps later. They really are

:04:57.:05:00.

taking their time to go through this bill.

:05:01.:05:02.

And away from the Children's bill, Brian, we've had competing claims

:05:03.:05:06.

today on the impact of independence. Bring us up to speed. We have.

:05:07.:05:13.

Ministers from the UK and Scottish Government, Danny Alexander was

:05:14.:05:19.

looking at a situation, he said, we're independence that happened but

:05:20.:05:23.

the Scottish Government was not accepting its share of the UK debt.

:05:24.:05:28.

He said those circumstances, the global financial markets would get

:05:29.:05:33.

spooked, they would look at this Scotland -- as Scotland's

:05:34.:05:35.

defaulting. This could push up borrowing costs and good mean an

:05:36.:05:41.

average mortgage could be ?5,200 a year more expensive. John Swinney

:05:42.:05:45.

said it was nonsense, there was no evidence of higher borrowing costs.

:05:46.:05:50.

Smaller country -- smaller countries often had lower borrowing costs. The

:05:51.:05:54.

Scottish Government would be willing to pay a share of that debt, but

:05:55.:05:58.

only if there was a wider deal on issues of the Bank of England and

:05:59.:06:02.

other currencies. If the UK insist upon being the continuing state and

:06:03.:06:06.

having all the assets, it gets the liabilities as well. He said that

:06:07.:06:10.

would mean the rest of the UK would pay far more to cover that debt.

:06:11.:06:15.

Brian, many thanks. Scotland's male curlers are just one

:06:16.:06:18.

match away from gold at the Winter Olympics in Sochi. David Murdoch's

:06:19.:06:22.

all-Scottish Team GB have beaten Sweden in a dramatic semifinal, and

:06:23.:06:29.

now play Canada for gold on Friday. But there was disappointment for the

:06:30.:06:32.

girls, as Eve Muirhead's rink lost their semi final, and now play in

:06:33.:06:35.

the bronze medal match tomorrow. From Russia, David McDaid reports.

:06:36.:06:44.

They turned up colourful and confident. Very excited and we think

:06:45.:06:51.

the boys will do well tonight and the girls will do well this

:06:52.:06:57.

afternoon. But to do have hours later, that confidence was shaken.

:06:58.:07:04.

Canada have won it. The women denied a shot at Olympic gold. Gutted, we

:07:05.:07:11.

give it 110% out there today. We got a few bad breaks. I don't think the

:07:12.:07:21.

curling gods were with us today. I don't want to leave without a medal

:07:22.:07:26.

around my neck. For some, the disappointment was overwhelming. We

:07:27.:07:33.

will support the boys, but then we will go out and get the bronze

:07:34.:07:40.

medal. The boys were hoping to guarantee David Murdoch his elusive

:07:41.:07:43.

gold medal. He has been to two Olympic Games already and come back

:07:44.:07:46.

empty-handed both times. They fought back against Sweden. And under

:07:47.:07:53.

pressure, they played the perfect winner once again. The British crowd

:07:54.:08:02.

jumping up and down in the stands. Into the Olympic final, a silver

:08:03.:08:07.

medal guaranteed. It is incredible, can describe the feeling really. We

:08:08.:08:10.

have trained so hard for this and worked hard every day as a team,

:08:11.:08:14.

made a lot of sacrifices. It has all paid off. Celebrations with silver

:08:15.:08:21.

assured for the men. Can they make it gold on Friday?

:08:22.:08:24.

You're watching Reporting Scotland from the BBC. Still to come on

:08:25.:08:27.

tonight's programme: A shake-up in the jobs market. As unemployment

:08:28.:08:30.

drops again, we see the projects helping young people back into work.

:08:31.:08:38.

And in sport, find out which big event this weekend in France is

:08:39.:08:44.

exciting Gordon Strachan. And Scots boxers will not be wearing kilts in

:08:45.:08:48.

the ring at the Commonwealth Games, or protective headgear. I will tell

:08:49.:08:51.

you why. The number of people out of work in

:08:52.:08:55.

Scotland has fallen again. Unemployment fell by 3,000 between

:08:56.:08:59.

October and December last year. Our economics correspondent Colletta

:09:00.:09:05.

Smith is here, and can tell us more. We've had a double whammy of good

:09:06.:09:08.

news for the economy today. Firstly, people spent more going shopping

:09:09.:09:11.

last month after a disappointing run-up to Christmas. Like for like

:09:12.:09:16.

sales rose by 2.5% in January, compared with the same month last

:09:17.:09:22.

year. And the second news we had, as we mentioned earlier is about more

:09:23.:09:25.

people finding work. For the final three months of last year the number

:09:26.:09:29.

of unemployed people fell to 7.1% in Scotland. That's still slightly

:09:30.:09:33.

lower than the figure of 7.2% for the UK as a whole. And the focus for

:09:34.:09:38.

getting people back to work is on the group that's been hardest hit -

:09:39.:09:49.

young people. The number of people in work in Scotland is rising.

:09:50.:09:53.

Today's employment figures leave a sweet taste in the mouth. These

:09:54.:10:00.

teenagers are being taught how to perfect their bar skills, they are

:10:01.:10:07.

among those back at work. Gaining confidence is also a crucial part of

:10:08.:10:17.

this Learning For Life programme. I was looking for jobs and struggling

:10:18.:10:20.

a bit, but I got onto this course and I am happy with that. It is a

:10:21.:10:26.

massive achievement to go through all of this. It is a massive

:10:27.:10:32.

opportunity. Over the last year, job figures have been getting better and

:10:33.:10:35.

better with Scotland outperforming the UK average. With a big year

:10:36.:10:39.

ahead, those running hotels and bars are planning to take on more staff.

:10:40.:10:47.

2014 for Scotland, is this not -- if this is not an opportunity for

:10:48.:10:53.

growth and opportunity, the Commonwealth Games, a fantastic

:10:54.:10:58.

opportunity. Young people need to make sure they have the right skills

:10:59.:11:06.

to get jobs. This final bit of preparing people, young people, for

:11:07.:11:09.

work is really important. Employers really need to get behind committing

:11:10.:11:15.

to that experience. There is plenty to celebrate for those 3000 people

:11:16.:11:19.

who cannot work at the end of last year. And those who are hopeful for

:11:20.:11:21.

2014. And Colletta, they are not the only

:11:22.:11:25.

ones celebrating are they? Both sides in the referendum debate are

:11:26.:11:28.

claiming these figures are positive for them? Yes, indeed. It is

:11:29.:11:33.

something for Alex Salmond to smile about, after a difficult week for

:11:34.:11:41.

the Yes campaign. But the Better Together campaign are seeing

:11:42.:11:45.

Scotland's economy can continue to grow in the UK structure. Both sides

:11:46.:11:49.

saying this is good news but for different reasons. Thanks very much.

:11:50.:11:53.

A 63-year old man has been arrested in connection with allegations of

:11:54.:11:56.

historic sexual and physical abuse at Fort Augustus Abbey school. The

:11:57.:12:00.

man - from the west of Scotland - is the fourth person to be arrested

:12:01.:12:03.

during a police investigation into the former boarding school near Loch

:12:04.:12:08.

Ness, which began last March. A report has been sent to the Crown

:12:09.:12:11.

Office and Procurator Fiscal Service.

:12:12.:12:19.

A round-up of other stories from across Scotland this Wednesday: A

:12:20.:12:23.

driver who caused the death of his teenage passenger in a high-speed

:12:24.:12:27.

crash in Argyll has been jailed for nine years. 17-year-old Natasha

:12:28.:12:32.

Clarke died on August 2012 after the driver lost control of his car at 70

:12:33.:12:38.

mph. Last month the court heard for the 35-year-old reached speeds of

:12:39.:12:44.

110 mph before the crash. Plans to install average speed

:12:45.:12:48.

cameras on the Anine between Inverness and Perth have been

:12:49.:12:51.

delayed until autumn due to technical problems. It has also

:12:52.:12:54.

emerged the scale of the project has been reduced. The scheme is an

:12:55.:13:02.

interim safety measure until the road is upgraded to dual carriageway

:13:03.:13:07.

I2025. A former footballer who played in

:13:08.:13:11.

two Scottish cup finals with Airdrie has been sentenced for theft while

:13:12.:13:16.

working as a postman. Alan Lawrence admitted stealing postal packets and

:13:17.:13:22.

their contents, worth ?500, from Airdrie Delivery Office. At the

:13:23.:13:27.

town's Sheriff Court he was told to carry out 100 hours of unpaid work.

:13:28.:13:33.

The fight to save a factory in North Lanarkshire, 27 years ago, has been

:13:34.:13:39.

marked by the unveiling of a memorial next month. Workers

:13:40.:13:44.

occupied the factory for 103 days in a bid to save their jobs. Organisers

:13:45.:13:48.

at the ceremony as King former employees to attend. This is an

:13:49.:13:54.

appeal for those workers to come along and have a reunion together,

:13:55.:14:00.

let's launch the Memorial and have a good time together. That is what we

:14:01.:14:10.

are asking for. T In The park will be held again

:14:11.:14:17.

this year. Perth and Kinross Council have given permission for the event

:14:18.:14:21.

for this year only, with measures in place to avoid possible damage to

:14:22.:14:29.

the pipeline. There are 650,000 unpaid carers in

:14:30.:14:33.

Scotland. With that number likely to rise, according to care campaigners.

:14:34.:14:36.

This week, we have been looking at how carers cope and what challenges

:14:37.:14:41.

they face. Tonight, our reporter looks at the personal cost of caring

:14:42.:14:49.

for a family member. This is Nicola. She is meeting her

:14:50.:14:57.

nine-year-old son. He has a complex learning difficulty which means he

:14:58.:15:01.

requires constant supervision. So she can look after him, she has gone

:15:02.:15:12.

from a well-paid job to on benefits. It is quite humiliating and

:15:13.:15:16.

depressing. To be short of money all the time is depressing. There are

:15:17.:15:23.

650,000 carers in Scotland, most of them are family members and they are

:15:24.:15:27.

often the poor is people in the country. To replace them with paid

:15:28.:15:33.

staff it could cost as much as ?10 billion a year. As well as being

:15:34.:15:39.

trapped in poverty, unpaid carers are also likely to suffer from poor

:15:40.:15:43.

physical and mental health. That is why the Scottish government are

:15:44.:15:47.

launching a new carers Bill which is out for consultation now. They want

:15:48.:15:52.

local authorities to provide better support. Local authorities need to

:15:53.:15:58.

recognise the import the half. That is why legislation is important in

:15:59.:16:02.

making it sure they are more focused on the sport they should provide to

:16:03.:16:11.

carers. -- support. Campaigners say carers have waited far too long to

:16:12.:16:18.

get proper rights. It is not that 650,000 carers will get a huge bonus

:16:19.:16:23.

at the end of this legislation, but it is a step in the right direction.

:16:24.:16:29.

Nicola wants to get off benefits and get back to work but that cannot

:16:30.:16:33.

help until shoes seems a little more help. -- until she gets a little

:16:34.:16:42.

more help. Dog owners in Dumfries and Galloway

:16:43.:16:46.

are being warned to stay alert after four animals were stolen from

:16:47.:16:49.

outside supermarkets only to be found near different supermarkets

:16:50.:16:52.

some time later. One of the dogs turned up sixteen miles from where

:16:53.:16:55.

it was taken, and the police admit they don't really know why. Willie

:16:56.:16:58.

Johnston reports. I wonder what happened to him? This four-year-old

:16:59.:17:05.

Jack Russell is a much loved family pet. He goes everywhere with his

:17:06.:17:10.

master, including local supermarkets but not now since he became one of

:17:11.:17:16.

the disappearing dogs of Dumfries. I went in to get some bread and just

:17:17.:17:22.

came out and two girls were looking at me strangely and I noticed the

:17:23.:17:27.

dog had gone. They said some man had walked away with him. People these

:17:28.:17:32.

days could be doing anything to the dog. Even after you get him back you

:17:33.:17:38.

wonder what they did to him. If only he could speak. The dog was found

:17:39.:17:44.

outside the superstore and later in the same day. Two other dogs were

:17:45.:17:49.

found outside another Tesco. Another dog was taken from Mr premarket and

:17:50.:17:58.

then brought to Dumfries. -- from this supermarket. This Morrisons

:17:59.:18:01.

supermarket seems to be the only common feature. Three of the dogs

:18:02.:18:06.

were taken from here. In the fourth case, a dog stolen 60 miles away in

:18:07.:18:11.

Annan was dumped here. For dogs at this stage and only two likely

:18:12.:18:17.

leagues. It is either a prank were dogs were taken just for the fun of

:18:18.:18:22.

it. Or they were taken and assessed for their value and is not valuable

:18:23.:18:28.

where dumped somewhere else. Until police get to the bottom of this

:18:29.:18:32.

crime, the idea -- the advice is not to leave your dog unattended when

:18:33.:18:38.

you go shopping. Why would you leave a pet on the pavement which is more

:18:39.:18:44.

valuable than your smartphone? Let's get the latest sport now from

:18:45.:18:48.

David. Thank you very much. Good evening.

:18:49.:18:52.

Gordon Strachan says he doesn't mind which teams Scotland are grouped

:18:53.:18:55.

with when the draw is made for the Euro 2016 qualifiers at the weekend,

:18:56.:18:59.

but he says the prospect excites him.. So does the progress of the

:19:00.:19:03.

only new face in his squad for next month's friendly in Poland as

:19:04.:19:09.

Kheredine Idessane reports. A car showroom was an unusual venue

:19:10.:19:14.

further latest media call. Driving himself right into the Scotland

:19:15.:19:21.

squad is Dundee United's 19-year-old Andrew Robertson. He deserves that.

:19:22.:19:27.

He got his move from Queen's Park to Dundee United. He has been

:19:28.:19:34.

consistent over six months which is fantastic. There is also a first cap

:19:35.:19:44.

for the Scotland captain Darren Fletcher, fully recovered from a

:19:45.:19:50.

chronic bowel condition. A former Rangers defender is also brought by

:19:51.:19:55.

in as Gordon Strachan prepares for the Euro 2016 qualifiers. Are you

:19:56.:20:03.

trying to make me nervous? Now, you do not strike me as the nervous

:20:04.:20:08.

type. At the moment it is excitement. When we get to the draw

:20:09.:20:13.

at the weekend, that is excitement as well. I look forward to that. At

:20:14.:20:22.

the moment, I am enjoying my work. Scotland ended their failed World

:20:23.:20:26.

Cup bid with a couple of wins giving them hope that there wait to enter

:20:27.:20:31.

major tournament could have ended. Scotland's best amateur boxers will

:20:32.:20:34.

fight without head guards for the first time in twenty years at the

:20:35.:20:37.

national championships next month and it'll be the same at the

:20:38.:20:40.

Commonwealth Games later in the year, strange as it seems it's all

:20:41.:20:44.

in the interests of reducing the risk of head injuries. As our games

:20:45.:20:50.

reporter Jane Lewis explains. The promotional video hints that a

:20:51.:20:57.

big event and for these boxers, this year's Scottish Championships take

:20:58.:20:59.

on added importance with the Commonwealth Games coming up.

:21:00.:21:05.

Scotland has a proud history of amateur boxing. The Championships

:21:06.:21:14.

could see selection for some at Glasgow 2014. With that opportunity

:21:15.:21:18.

comes a big difference for the boxers, they will fight without

:21:19.:21:21.

wearing head guards. You do not need to worry without your head guard

:21:22.:21:27.

being adjusted if you're not wearing it. Head guards were introduced in

:21:28.:21:33.

1984 but the boxing Association has changed their views following two

:21:34.:21:38.

separate studies. Evidence shows a lack of headgear reduced the risk of

:21:39.:21:44.

concussion. Opponents not applying so much force is protected and

:21:45.:21:48.

concerns over headgear blocking peripheral vision. I have always

:21:49.:21:59.

said getting hit on headgear, you cannot shake it off. It happens. It

:22:00.:22:08.

would be terrible to get a cut, but that is the risk you take. The

:22:09.:22:14.

removal of head guards only applies to male boxers with these fighters

:22:15.:22:19.

welcoming the change. Time to look at what else is

:22:20.:22:24.

:23:39.:23:42.

We've always suspected our islands - like Harris here behind me - are

:23:43.:23:46.

among the best in the world. And a new survey is proving it. An

:23:47.:23:49.

international travel website rates the isles of Lewis and Harris top in

:23:50.:23:53.

Europe, and fifth in a world poll for holiday destinations, alongside

:23:54.:23:55.

places in Madagascar and the Caribbean. And there are honourable

:23:56.:24:00.

mentions for Orkney and Mull too, as Craig Anderson reports.

:24:01.:24:09.

At first glance the Outer Hebrides might not seem the exotic island

:24:10.:24:15.

utopia and any dream of, but take another look. Aquamarine seas,

:24:16.:24:21.

Silver Sands undramatic seclusion. Lewis and Harris ranked fifth in the

:24:22.:24:26.

world for the quality and quantity of their attractions and

:24:27.:24:28.

facilities, rubbing shoulders with the cream of the Caribbean and

:24:29.:24:33.

Pacific. This art centre in Stornoway is popular with locals and

:24:34.:24:38.

visitors. People come off the ferries and aeroplanes and want to

:24:39.:24:41.

find out what Stornoway has two all for. We try our best. It is about

:24:42.:24:49.

making sure people want to come back and recommend to other people that

:24:50.:24:54.

they should come to the island. Orkney and Mull Isle of Man also

:24:55.:25:01.

scored well in the ratings. The listings are compiled from reviews

:25:02.:25:04.

from people who actually have visited the islands. And while the

:25:05.:25:08.

climate in the Caribbean might be more tropical, the weather does not

:25:09.:25:16.

seem to put travellers off. I was on holiday myself and Harris and lose.

:25:17.:25:22.

We had sunshine, rain and snow all in one day. It did not make any

:25:23.:25:26.

difference to the fantastic experience, reviews and the beaches

:25:27.:25:31.

and the people we met who made us feel really welcome. I think it is a

:25:32.:25:35.

combination of all these factors which puts us on the map. In recent

:25:36.:25:40.

years the tourist industry across the whole of Scotland has done much

:25:41.:25:43.

to raise its game and its international profile. From these

:25:44.:25:48.

results, it was like that work is paying off. It looks good.

:25:49.:25:52.

Let's get the latest weather forecast now - from Christopher.

:25:53.:25:55.

Now, a reminder of tonight's main news... Thank you very much.

:25:56.:25:57.

forecast now - from Christopher. Now, a reminder At the moment the

:25:58.:26:01.

weather is fairly benign, but that is about to change as this low

:26:02.:26:06.

pressure brings some rain and some strengthening winds in the next few

:26:07.:26:13.

hours and overnight. Here is the map from seven o'clock. You can see dry

:26:14.:26:18.

and clear skies across Inverness but then this rain spread thin. It will

:26:19.:26:22.

reach all parts by the end of the night. The close and the rain will

:26:23.:26:32.

ensure temperatures do not drop too fast. Tomorrow morning, it will be

:26:33.:26:37.

wet and breezy as we head through the day. It should improve. Towards

:26:38.:26:43.

the afternoon, the rain clears away from the East: And Aberdeenshire and

:26:44.:26:50.

the Borders. Further west it will remain wet. Longer periods of rain

:26:51.:26:56.

with one to being heavy. The winds will drive the lean right through to

:26:57.:27:02.

Edinburgh. Dry up to worst parts of Angus and Aberdeenshire but chilly

:27:03.:27:06.

compared to the morning which is warmer than the afternoon. Into the

:27:07.:27:12.

Highlands and Hebrides, cloudy with showers and wet and windy with gales

:27:13.:27:16.

from the south-east. Into the evening and overnight, the showers

:27:17.:27:22.

Drive on in and it will be wintry over the hills and high ground. Low

:27:23.:27:28.

pressure continues on Friday. Within the flow of that low pressure,

:27:29.:27:32.

showers make their way across western parts of the country. On

:27:33.:27:37.

Friday, the further east you are, the drier and brighter it will be.

:27:38.:27:41.

Still windy, this time from the south-west. Wintry showers over

:27:42.:27:47.

hills and high ground. For the weekend, showers and the West and

:27:48.:27:53.

dryer in the East. Sunny overnight, turning wet and windy for all.

:27:54.:27:57.

Saturday will be better than Sunday. Thank you.

:27:58.:28:01.

That is Reporting Scotland. From everyone in the team, a very good

:28:02.:28:03.

evening.
