committee has said he's investigating. Safety checks are | :01:36. | :01:47. | |
ordered across Britain's rail network after a high-speed train | :01:48. | :01:50. | |
derailed in Cumbria. An express train in 2007 derailed in | :01:51. | :01:55. | |
Cumbria. 28 people were seriously injured. Investigators concluded a | :01:56. | :02:02. | |
track fault was to blame. The testicle, Britain's railways are | :02:03. | :02:06. | |
among the safest in Europe. Could that record be at risk? Maintaining | :02:07. | :02:12. | |
our railways is a vast and complex task requiring a highly skilled | :02:13. | :02:19. | |
workforce. There is a warning today that the introduction of zero hours | :02:20. | :02:24. | |
contracts is forcing more and more skilled workers to turn their backs | :02:25. | :02:29. | |
on the rail industry. It is more intricate than most | :02:30. | :02:33. | |
people understand. This specialist welder on the | :02:34. | :02:38. | |
railways refused to accept a zero hours contract from a previous | :02:39. | :02:41. | |
employer. It would have meant no guarantee of work or play, while | :02:42. | :02:45. | |
preventing him working for anyone else. He took his case all the way | :02:46. | :02:51. | |
to the Court of Session and one. He still has safety concerns. | :02:52. | :02:56. | |
I understand the layout of the track. And inexperienced young man | :02:57. | :03:03. | |
coming along does not know what he is looking at. He doesn't know how | :03:04. | :03:09. | |
to find fault. It is a very dangerous environment. Dangerous for | :03:10. | :03:15. | |
the employees and for the people on the trains. If I do not do my job | :03:16. | :03:25. | |
correctly, that is coming off. Tonight the chairman of the Commons | :03:26. | :03:31. | |
committee says he is investigating. There are issues of safety on the | :03:32. | :03:34. | |
site but also safety in general because they are losing a skilled | :03:35. | :03:38. | |
workforce. This gives us cause for concern. | :03:39. | :03:42. | |
Any statement, Network Rail said that they were aware of the concerns | :03:43. | :03:46. | |
of zero hours contracts by some track maintenance companies. It was | :03:47. | :03:50. | |
conducting a thorough review and it would be implementing a new approach | :03:51. | :03:55. | |
this year. Employers are often seeking | :03:56. | :04:00. | |
flexibility within the workforce. What this judgement says that you | :04:01. | :04:03. | |
cannot achieve that by moving permanent staff onto zero hours | :04:04. | :04:07. | |
contracts, without going through clear consultation. | :04:08. | :04:12. | |
This crash till serves as a stark reminder of what can go from when it | :04:13. | :04:16. | |
is a fault on the track. These are scenes that nobody wants to see | :04:17. | :04:25. | |
repeated. Two major figures in the No campaign | :04:26. | :04:28. | |
have outlined their vision for further powers for Holyrood in the | :04:29. | :04:31. | |
event their side wins the independence referendum. The SNP has | :04:32. | :04:34. | |
been calling for opponents to come forward and say what the alternative | :04:35. | :04:37. | |
to independence would be. Today former Labour Prime Minister Gordon | :04:38. | :04:40. | |
Brown and the Liberal Democrats Ming Campbell both set out their | :04:41. | :04:43. | |
thinking. Our political editor Brian Taylor is here to tell us what they | :04:44. | :04:47. | |
are. It's just one man's views. But then | :04:48. | :04:51. | |
that man is the former Prime Minister. Put it this way, I reckon | :04:52. | :04:56. | |
that today we learned the broad shape of the Labour offer to | :04:57. | :04:59. | |
Scotland. Gordon Brown wants to recalibrate the Union. So that, for | :05:00. | :05:02. | |
example, Holyrood cannot be over-ruled on devolved powers. He | :05:03. | :05:06. | |
also wants a formal UK constitution - covering common defence, security | :05:07. | :05:12. | |
and, importantly, welfare. That means continuing to share money so | :05:13. | :05:15. | |
that pensions and benefits remain the same across the UK. But he wants | :05:16. | :05:18. | |
Holyrood to have more financial clout as well. | :05:19. | :05:27. | |
Were in a new world where it is a partnership of Scotland, England, | :05:28. | :05:31. | |
Wales and Northern Ireland. There is also risk and resource sharing. That | :05:32. | :05:37. | |
is why we must retain power for pensions and social security and | :05:38. | :05:39. | |
security that people want for the future of their lives. | :05:40. | :05:43. | |
So the idea is - make MSPs more responsible for raising money, not | :05:44. | :05:46. | |
just spending it. But how? Transfer control of VAT? European Union rules | :05:47. | :05:52. | |
say No. How about corporation tax? Labour says No, companies would just | :05:53. | :05:58. | |
move around the UK to dodge tax. So income tax it is. The Scottish | :05:59. | :06:01. | |
Parliament already has a very limited power to vary income tax - | :06:02. | :06:05. | |
but hasn't used it. From 2016, Holyrood will control 10p in the | :06:06. | :06:08. | |
pound of your income tax. They can raise that, lower it or leave it | :06:09. | :06:13. | |
alone. Gordon Brown says: make that 15 pence instead. He says that would | :06:14. | :06:17. | |
leave Holyrood raising 40% of its spending. I reckon Labour will go | :06:18. | :06:22. | |
for that - while still pondering what to do with upper rates of | :06:23. | :06:27. | |
income tax. Perhaps a limited power to reverse any Westminster cuts | :06:28. | :06:31. | |
which benefit high earners? How about other parties? A Tory | :06:32. | :06:34. | |
commission on extra powers will report in May. And the Liberal | :06:35. | :06:40. | |
Democrats? Sir Menzies Campbell has been updating their thinking. He | :06:41. | :06:43. | |
wants all supporters of the Union to work together and promise more | :06:44. | :06:46. | |
powers for Holyrood next year - whoever wins the UK election. But | :06:47. | :06:49. | |
he'd go further on tax than Labour - so that Holyrood raise the money for | :06:50. | :06:53. | |
the majority of its spending. He also wants Holyrood entrenched - | :06:54. | :07:05. | |
that means it cannot be abolished. What I am seeking to do is to turn | :07:06. | :07:10. | |
that into commitment. And the supporters of independence? | :07:11. | :07:19. | |
To say the least, they're sceptical. For Nicola Sturgeon this is not | :07:20. | :07:23. | |
child's play. Today she was outlining new plans to tackle child | :07:24. | :07:28. | |
poverty. It is only possible with the full powers of independence. She | :07:29. | :07:32. | |
says Labour initially talked about devolving income tax entirely and | :07:33. | :07:35. | |
cannot be trusted. Gordon Brown was pregnant as a folly | :07:36. | :07:39. | |
number of years and was in Government for more than ten years | :07:40. | :07:42. | |
and did not deliver the powers that he is now saying he thinks Scotland | :07:43. | :07:47. | |
needs. That underlines the point that the only way we can secure new | :07:48. | :07:51. | |
powers and the new powers that Scotland needs to meet the | :07:52. | :07:54. | |
challenges we face, is to vote yes in the referendum and support | :07:55. | :07:58. | |
independence. As new posters appeared in | :07:59. | :08:02. | |
Scotland, National insisted there was no single beer alternative to | :08:03. | :08:03. | |
independence. The ideas for reform of the Union | :08:04. | :08:09. | |
are emerging. And there may well be co-operation. But there's another | :08:10. | :08:12. | |
motivation - which is for the pro-Union parties to compete for | :08:13. | :08:15. | |
voter attention with a UK General Election just over the horizon. | :08:16. | :08:20. | |
The result of the independence referendum will not make a | :08:21. | :08:23. | |
difference to the future of the Grangemouth oil refinery according | :08:24. | :08:25. | |

A driver whose car mounted a pavement and smashed into two | :09:12. | :09:15. | |
students killing them told police he was "just sorry". Fifty-year-old | :09:16. | :09:18. | |
William Payne told police probing the double tragedy in Glasgow on | :09:19. | :09:21. | |
December 17, 2010 he thought he was fit to drive. Mr Payne then went on | :09:22. | :09:25. | |
to tell officers that he had been suffering blackouts since Christmas | :09:26. | :09:28. | |
Day 2007. Mhairi Convy and Laura Stewart both were killed. Criminal | :09:29. | :09:31. | |
proceedings against Mr Payne were dropped. After the fatal crash, this | :09:32. | :09:39. | |
man was interviewed by police. The enquiry had that tape recording | :09:40. | :09:44. | |
today. In it, he admitted he had had seven or eight blackouts since | :09:45. | :09:49. | |
Christmas Day 2007. On the 17th of December 2010, these girls were | :09:50. | :09:58. | |
going Christmas shopping. William Payne was driving down the street in | :09:59. | :10:05. | |
the town centre, when his car mounted the pavement and knocked | :10:06. | :10:08. | |
down the girls. They died later in hospital. He told the police later | :10:09. | :10:13. | |
that he had not informed the DVLA or his insurance company about his | :10:14. | :10:17. | |
blackouts. He said that he had had eight medical. A DVLA form had to be | :10:18. | :10:23. | |
filled out and it asked if he had any history of blackouts in the last | :10:24. | :10:30. | |
five years. The no box was taped. Doctors had told he had a viral | :10:31. | :10:33. | |
infection and he did not think he done anything wrong. He was taken to | :10:34. | :10:39. | |
Glasgow's Western Infirmary where he had two further blackouts. He was | :10:40. | :10:43. | |
fitted with a pacemaker to stop him, soon. At the end of the police | :10:44. | :10:47. | |
interview William Payne was charged with injuries driving and injuring | :10:48. | :10:50. | |
the girls so seriously that they died. Asked if he had anything to | :10:51. | :10:58. | |
say, he replied, just "sorry". Some members of the girls families were | :10:59. | :11:01. | |
in tears at this point. Criminal charges were later dropped. He did | :11:02. | :11:08. | |
not tell police that he had seen doctors prior to the accident. It | :11:09. | :11:12. | |
transpired that he had been tested for blackouts and in 2009 missed an | :11:13. | :11:17. | |
appointment. His doctor asked for him to be excused from jury duty in | :11:18. | :11:21. | |
2009 because he was concerned that the stress could cause him to | :11:22. | :11:25. | |
collapse again. William Payne is due to give evidence at this fatal | :11:26. | :11:30. | |
accident enquiry. His lawyers argue that he should not answer questions | :11:31. | :11:34. | |
that would incriminate him because it is still a possibility that he | :11:35. | :11:38. | |
could be criminally prosecuted. A sixteen-year-old youth has been | :11:39. | :11:41. | |
arrested after another teenager was taken to hospital having taken drugs | :11:42. | :11:44. | |
at party in North Lanarkshire - he was treated in intensive care after | :11:45. | :11:48. | |
falling ill at a house in Coatbridge and remains in hospital. A second | :11:49. | :11:52. | |
youth was also treated and released. The sixteen year old will appear at | :11:53. | :11:55. | |
Airdrie Sheriff Court tomorrow. The A83 at the Rest and Be Thankful | :11:56. | :12:00. | |

been moved to a high security psychiatric hospital in England. A | :17:11. | :17:16. | |
desperately sad case. She was convicted in 2011 of the culpable | :17:17. | :17:24. | |
homicide of her three children, twins who were just eight years old, | :17:25. | :17:30. | |
and a younger sister, just five. She stabbed them several times at a flat | :17:31. | :17:35. | |
in Edinburgh. Then tried to set fire to the property. Apparently trying | :17:36. | :17:41. | |
to cause an explosion, before throwing herself from the balcony. | :17:42. | :17:46. | |
She was severely injured. She was serving a sentence of 16 years, | :17:47. | :17:51. | |
convicted of the lesser charge of culpable homicide. The court heard | :17:52. | :17:57. | |
that she had multiple personality disorders. I will never forget the | :17:58. | :18:01. | |
sight of her in the dock in the High Court, sobbing uncontrollably. | :18:02. | :18:06. | |
Unable to comprehend what was happening around her what she had | :18:07. | :18:11. | |
done. She said she had tried, perversely, to protect her children, | :18:12. | :18:16. | |
doing so because she believed she would be with them in heaven. Now we | :18:17. | :18:21. | |
believe that she has died in a secure hospital. She was with the | :18:22. | :18:26. | |
prison service in Scotland, there were alleged attacks on her. She was | :18:27. | :18:30. | |
transferred to England. There will now cost the enquiry into what | :18:31. | :18:41. | |
happened. -- of course the enquiry. -- be an enquiry. | :18:42. | :18:45. | |

comfort zone if you don't want to. Instead of going to some posh school | :19:53. | :19:55. | |
and doing it with people who are looking down on you, he is at the | :19:56. | :20:02. | |
same point as you. Not enough stories from the streets get told on | :20:03. | :20:07. | |
film. There are lots of films that are maybe in a different market to | :20:08. | :20:13. | |
people from schemes. They cannot knock the same ideas, really. Most | :20:14. | :20:20. | |
of the young film-makers have signed up for college courses and Gary has | :20:21. | :20:25. | |
plans to expand his own film-making across the country, encouraging | :20:26. | :20:29. | |
others to tell their own story. This is not the scheme. It is not in a | :20:30. | :20:44. | |
