So the idea is - make MSPs more responsible for raising money, not

powers for Holyrood next year - whoever wins the UK election. But

he'd go further on tax than Labour - so that Holyrood raise the money for

:06:50.:06:53.

the majority of its spending. He also wants Holyrood entrenched -

that means it cannot be abolished. What I am seeking to do is to turn

that into commitment. And the supporters of independence?

To say the least, they're sceptical. For Nicola Sturgeon this is not

difference to the future of the Grangemouth oil refinery according

A driver whose car mounted a pavement and smashed into two

students killing them told police he was "just sorry". Fifty-year-old

William Payne told police probing the double tragedy in Glasgow on

December 17, 2010 he thought he was fit to drive. Mr Payne then went on

to tell officers that he had been suffering blackouts since Christmas

Day 2007. Mhairi Convy and Laura Stewart both were killed. Criminal

proceedings against Mr Payne were dropped. After the fatal crash, this

man was interviewed by police. The enquiry had that tape recording

today. In it, he admitted he had had seven or eight blackouts since

:09:45.:09:49.

Christmas Day 2007. On the 17th of December 2010, these girls were

:09:50.:09:58.

going Christmas shopping. William Payne was driving down the street in

:09:59.:10:05.

the town centre, when his car mounted the pavement and knocked

:10:06.:10:08.

down the girls. They died later in hospital. He told the police later

:10:09.:10:13.

that he had not informed the DVLA or his insurance company about his

:10:14.:10:17.

blackouts. He said that he had had eight medical. A DVLA form had to be

:10:18.:10:23.

filled out and it asked if he had any history of blackouts in the last

:10:24.:10:30.

five years. The no box was taped. Doctors had told he had a viral

:10:31.:10:33.

infection and he did not think he done anything wrong. He was taken to

:10:34.:10:39.

Glasgow's Western Infirmary where he had two further blackouts. He was

:10:40.:10:43.

fitted with a pacemaker to stop him, soon. At the end of the police

:10:44.:10:47.

interview William Payne was charged with injuries driving and injuring

:10:48.:10:50.

the girls so seriously that they died. Asked if he had anything to

:10:51.:10:58.

say, he replied, just "sorry". Some members of the girls families were

:10:59.:11:01.

in tears at this point. Criminal charges were later dropped. He did

not tell police that he had seen doctors prior to the accident. It

collapse again. William Payne is due to give evidence at this fatal

accident enquiry. His lawyers argue that he should not answer questions

:11:31.:11:34.

that would incriminate him because it is still a possibility that he

:11:35.:11:38.

could be criminally prosecuted. A sixteen-year-old youth has been

:11:39.:11:41.

arrested after another teenager was taken to hospital having taken drugs

:11:42.:11:44.

at party in North Lanarkshire - he was treated in intensive care after

:11:45.:11:48.

falling ill at a house in Coatbridge and remains in hospital. A second

:11:49.:11:52.

youth was also treated and released. The sixteen year old will appear at

:11:53.:11:55.

Airdrie Sheriff Court tomorrow. The A83 at the Rest and Be Thankful

is due to re-open around about now - though traffic lights will continue.

The road's been closed since the early hours of Thursday morning

and a younger sister, just five. She stabbed them several times at a flat

in Edinburgh. Then tried to set fire to the property. Apparently trying

to cause an explosion, before throwing herself from the balcony.

She was severely injured. She was serving a sentence of 16 years,

:17:47.:17:51.

convicted of the lesser charge of culpable homicide. The court heard

:17:52.:17:57.

that she had multiple personality disorders. I will never forget the

:17:58.:18:01.

sight of her in the dock in the High Court, sobbing uncontrollably.

:18:02.:18:06.

Unable to comprehend what was happening around her what she had

:18:07.:18:11.

done. She said she had tried, perversely, to protect her children,

:18:12.:18:16.

doing so because she believed she would be with them in heaven. Now we

:18:17.:18:21.

believe that she has died in a secure hospital. She was with the

:18:22.:18:26.

prison service in Scotland, there were alleged attacks on her. She was

:18:27.:18:30.

transferred to England. There will now cost the enquiry into what

:18:31.:18:41.

His own film about his tough upbringing in the Muirhouse area of

Edinburgh won him a Bafta award. Now film-maker Garry Fraser wants to
