say they have found a body, the body of a young woman and they believe it | :01:44. | :01:47. | |
is Hazel. It has been an agonising few days for her family as they | :01:48. | :01:57. | |
waited for news. 19-year-old Hazel North contacted her sister almost | :01:58. | :02:01. | |
three weeks ago on the 4th of March. She told her she was going to see | :02:02. | :02:05. | |
her boyfriend in Kilmarnock. Her family hasn't heard from her since. | :02:06. | :02:09. | |
On Friday, this flat and its garden were searched. On Friday night, | :02:10. | :02:16. | |
forensic officers carried out bags of potential evidence. On Saturday, | :02:17. | :02:21. | |
specialist dogs and officers returned to search the property | :02:22. | :02:24. | |
again. But police concluded that they had not found anything of | :02:25. | :02:29. | |
concern. However, this lunchtime, detectives were back at the flat. | :02:30. | :02:37. | |
Number 71 is just to streets away from a country park. A distance of | :02:38. | :02:44. | |
about 100 yards. Tents were put up here yesterday evening and a | :02:45. | :02:47. | |
specialist search took place here this morning. Then at around half | :02:48. | :02:53. | |

think-tank based at Glasgow University gave its own analysis of | :04:41. | :04:43. | |
what an independent Scotland's budget might look like for the next | :04:44. | :04:47. | |
five years. The key issue is what happens to oil revenues. As | :04:48. | :04:50. | |
production falls, costs rise and so the profits on which tax is charged | :04:51. | :04:56. | |
appears to be in decline. According to the CPPR, it means that last year | :04:57. | :04:59. | |
the Scottish Government's deficit would have stood at ?12 billion. If | :05:00. | :05:04. | |
spending cuts go ahead, using Whitehall forecasts for oil tax, | :05:05. | :05:07. | |
that deficit would be ?13 billion this year and next and then it would | :05:08. | :05:14. | |
decline. By 2018, the CPPR say the Scottish deficit would be ?5 | :05:15. | :05:19. | |
billion. More manageable, but the UK deficit has been forecast to fall | :05:20. | :05:28. | |
much faster. It would reach a surplus by then. The Scottish | :05:29. | :05:31. | |
Government has its own figures for oil revenue, published last year, | :05:32. | :05:34. | |
but they've been found to be over optimistic, so when these Glasgow | :05:35. | :05:37. | |
economists call for the Scottish Government to update its own | :05:38. | :05:39. | |
forecasts, they're being backed by the Better Together | :05:40. | :05:45. | |
what we have asked for is the past is to update the oil figures. Let's | :05:46. | :05:52. | |
