That's all from us. Don't forget there's a first look at the papers | :00:00. | 3:59:59
over on the BBC News Good evening. The organisation | :00:00. | :00:18.
representing rank and file police officers in Scotland has spent | :00:19. | :00:21.
?100,000 in an attempt to "decontaminate" the service from | :00:22. | :00:27.
scandals in other UK forces. The Scottish Police Federation has | :00:28. | :00:30.
released three fictional films online, which are dramatisations of | :00:31. | :00:35.
real police work. The aim is to improve perceptions of the force | :00:36. | :00:38.
after allegations of corruption and wrongdoing, particularly in the | :00:39. | :00:40.
Metropolitan Police. Tim Reid has this report. | :00:41. | :00:51.
You are scum! Just go home. Calm down! A powerful message about the | :00:52. | :00:59.
scenarios and the dilemmas that police face every day. What would | :01:00. | :01:13.
you do? The films are part of a campaign to show that Scottish | :01:14. | :01:16.
policemen are the good guys and not the villains. The reason - low | :01:17. | :01:19.
police morale because of incidents like the plebgate affair involving | :01:20. | :01:22.
former Cabinet Minister Andrew Mitchell, which many believe has | :01:23. | :01:31.
affected their image. One of wrongdoing and scandal. The Police | :01:32. | :01:35.
Service has been coming under incredible criticism and pressure, | :01:36. | :01:37.
particularly over the last 12 months. We are trying to | :01:38. | :01:40.
decontaminate the Scottish brand of policing from that which has been | :01:41. | :01:43.
heavily vilified in England and Wales. Following the murder of | :01:44. | :01:46.
Stephen Lawrence and claims of corruption, the Home Secretary | :01:47. | :01:48.
ordered a judge-led inquiry after a damning report. It is imperative | :01:49. | :01:56.
that public confidence and trust in the police is maintained. I do not | :01:57. | :02:01.
believe corruption to be endemic in the police, and it is clear that the | :02:02. | :02:04.
majority of policemen and women conduct themselves with honesty and | :02:05. | :02:09.
integrity. Does Police Scotland need to be decontaminated from such | :02:10. | :02:12.
events? The Force refused to comment. The Scottish Police | :02:13. | :02:19.
Federation represents 13,000 rank and file officers and spent ?100,000 | :02:20. | :02:23.
on three new films to try to change public perceptions. The videos have | :02:24. | :02:28.
been shown to politicians at Scottish Party conferences and | :02:29. | :02:31.
viewed by thousands of people online. Today, we showed them to a | :02:32. | :02:37.
few more people. But are they necessary? Most people would be able | :02:38. | :02:41.
to tell the difference between the police force in England and the one | :02:42. | :02:45.
up here. That is nothing to do with us at all. I have always found the | :02:46. | :02:49.
policemen and women to be extremely polite and professional. The Police | :02:50. | :02:55.
Service in Scotland has already gone under a huge overhaul with the | :02:56. | :03:03.
merging of several different units. But headlines like these can impact | :03:04. | :03:07.
morale. They hope these videos will address that. | :03:08. | :03:13.
The EU has decided not to introduce legislation that would have made it | :03:14. | :03:16.
cheaper to operate private pensions in an independent Scotland. In a | :03:17. | :03:21.
surprising switch, the European Commission has decided to stick to | :03:22. | :03:24.
the current regulations on cross-border pension funds. Earlier, | :03:25. | :03:27.
our economics correspondent, Colletta Smith, explained the | :03:28. | :03:40.
situation. Lots of schemes would become | :03:41. | :03:43.
cross-border, and EU rules say they must be funded differently, meaning | :03:44. | :03:46.
that people would have to pay more. A few weeks ago, we had indication | :03:47. | :03:50.
from the EU that they would change that rule to mean that it would be | :03:51. | :03:54.
cheaper to fund those cross-border pensions, but today they have | :03:55. | :03:56.
switched direction and they have said that they will not change the | :03:57. | :04:00.
rules. A lot of industry experts say that the upcoming referendum could | :04:01. | :04:03.
have a huge impact. I believe that could have had a factor in this | :04:04. | :04:07.
decision. It is clearly less controversial to maintain the status | :04:08. | :04:10.
quo than to make a change that would have made Scottish independence | :04:11. | :04:18.
somewhat easier. The EU say they are making sure that pensions are | :04:19. | :04:21.
securely funded, but whatever the reason, private pensions are likely | :04:22. | :04:24.
to become more expensive in an independent Scotland, something the | :04:25. | :04:26.
government must address. This demonstrates that things have not | :04:27. | :04:30.
changed at all. In November, we gave a clear assurance that pensions | :04:31. | :04:33.
would be delivered and supported within an independent Scotland, and | :04:34. | :04:35.
the arrangements for strengthening the financial health of cross-border | :04:36. | :04:38.
schemes would be taken forward as part of the negotiation process | :04:39. | :04:47.
within the union. Pro-union campaigners on the other side of | :04:48. | :04:50.
this debate say that the announcement today is a blow for the | :04:51. | :04:53.
Scottish Government's plans post-independence. | :04:54. | :04:58.
Meanwhile, a group of senior financiers has written a public | :04:59. | :05:00.
letter criticising the trade body, Scottish Financial Enterprise, for | :05:01. | :05:03.
its sceptical approach on independence. They say it doesn't | :05:04. | :05:08.
reflect the balance of opinion in the industry. | :05:09. | :05:12.
The Rangers chairman is warning fans that if they withhold their | :05:13. | :05:15.
season-ticket money, the club is in danger of going bust. In the interim | :05:16. | :05:19.
accounts, Rangers say they had ?3.5 million in the bank at the end of | :05:20. | :05:24.
last year - down from ?21 million at the same time the previous year. | :05:25. | :05:28.
Eleven birds of prey have now been found dead in an area around Conon | :05:29. | :05:32.
Bridge and Muir of Ord in Ross-shire. They were all red kites | :05:33. | :05:36.
and buzzards. Tests are being carried out to establish how they | :05:37. | :05:40.
died, but poisoning is suspected. The Environment Minister, Paul | :05:41. | :05:42.
Wheelhouse, says people should avoid touching any dead birds they find | :05:43. | :05:46.
because they're likely to be highly toxic. | :05:47. | :05:50.
A rare Picasso called Head, dating from 1912, went on display in | :05:51. | :05:54.
Edinburgh today. The Cubist drawing was bought for ?600,000, using money | :05:55. | :05:57.
left in a bequest to the Scottish National Gallery of Modern Art. It | :05:58. | :06:09.
didn't make sense to buy Little Prince by Picasso, we wanted to buy | :06:10. | :06:12.
something major that would stand up to works that cost many times more. | :06:13. | :06:19.
I think this film is -- fits the bill exactly. | :06:20. | :06:22.
Through the Northwest, Apache frost. Tomorrow, it it stays cloudy in the | :06:23. | :06:37.
east and southern parts as well, with light and patchy outbreaks of | :06:38. | :06:41.
rain. Dumfries and Galloway may fringing into Lanarkshire. Certainly | :06:42. | :06:48.
the Borders and is closed. To the west, dry with early brightness. | :06:49. | :06:51.
Around the Murray Firth, cloudy at times. Dave on occasion. But the | :06:52. | :07:00.
West Highlands down towards Argyle and Glasgow dry with brightness | :07:01. | :07:04.
around. As we head to the morning towards the afternoon, we continue | :07:05. | :07:08.
to hold onto cloudy skies in the far south and east. The west and | :07:09. | :07:12.
north-west much like today, the Lion's share of sunshine will be | :07:13. | :07:17.
here. Up to 11 degrees. A brisk easterly breeze, and that will mean | :07:18. | :07:20.
a chilly field to things down the East coast. Isolate. That is before | :07:21. | :07:23.
coast. And that's Reporting Scotland. Our | :07:24. | :07:26.
next update is during Breakfast at 6.25 tomorrow morning. But from | :07:27. | :07:29.
everyone on the late team here in Glasgow and around the country - | :07:30. | :07:31.
goodnight. weather. Now the national forecast | :07:32. | :07:32.
with Nick Miller. Hello, as winter becomes spring, the | :07:33. | :07:44.
atmosphere contains more energy. The shower clouds grow taller. If | :07:45. | :07:47.
conditions are right, you get thunder storms. There have been some | :07:48. | :07:53.
today. Bob took this picture near London this | :07:54. | :07:54. |
