indecently assaulted one of his daughter's friends | :00:00. | :00:00.
And enquiry opens into the death of Declan Hainey. | :00:07. | :00:21.
Another critical report into cleanliness at Aberdeen maternity | :00:22. | :00:28.
Hospital. More ticket problems for the Commonwealth Games with tickets | :00:29. | :00:31.
going back on sale but the website is struggling to cope. It is a | :00:32. | :00:39.
farce. They are not communicating with people. Organisers say they | :00:40. | :00:45.
have seen unprecedented demand. Also tonight, all change at hearts with | :00:46. | :00:51.
manager Gary Locke out and Craig Levein back. | :00:52. | :01:04.
A fatal accident inquiry has opened into the death of toddler | :01:05. | :01:07.
Declan Hainey whose body was found in his Paisley home eight months | :01:08. | :01:10.
His mother, Kim was found guilty of his murder | :01:11. | :01:13.
Today Declan's grandmother broke down as she told the inquiry how she | :01:14. | :01:20.
hadn't seen the little boy after his first birthday. | :01:21. | :01:23.
Declan Hainey was found in his court at his mother's flat in March 2010. | :01:24. | :01:38.
He had been dead for about eight months. Rubbish, soiled nappies, | :01:39. | :01:47.
half filled baby bottles were all over the flat but in other places | :01:48. | :01:52.
there were neat shelves of baby clothes. He was about 15 months old | :01:53. | :01:57.
when he died. His mother was found guilty of his murder but was | :01:58. | :02:02.
acquitted on appeal. She was found to have suffered a miscarriage of | :02:03. | :02:07.
justice. At the start of proceedings, the sheriff said this | :02:08. | :02:10.
was an enquiry into what might be known about the circumstances and | :02:11. | :02:16.
facts of the death. He says now one stands accused of anything, this is | :02:17. | :02:20.
not a fault finding exercise and as far as possible is a fact finding | :02:21. | :02:27.
one. The first witness to give evidence was Kim's mother. She had | :02:28. | :02:34.
lived with her while pregnant but was put out of the house for taking | :02:35. | :02:39.
heroin. After Declan Hainey arrived they all lived at her home. Kim was | :02:40. | :02:44.
on a methadone programme and her mother said she was doing great. | :02:45. | :02:49.
Five months later they moved to Bristol Road. She saw them regularly | :02:50. | :02:56.
until Declan Hainey's first birthday and says after that she never saw | :02:57. | :03:03.
them again. Kim continued to visit but said the boy was at playgroup. | :03:04. | :03:08.
She said it broke her heart and challenged her daughter but if she | :03:09. | :03:12.
fell out she would not bring him to see her. She told the enquiry it was | :03:13. | :03:17.
almost a year since she had last seen Declan Hainey and received a | :03:18. | :03:21.
phone call saying her grandson would be reported missing. Her husband | :03:22. | :03:26.
found a key for the flat and ran in to see if she was the... | :03:27. | :03:39.
The enquiry is expected to last eight weeks. | :03:40. | :03:44.
Aberdeen maternity hospital has been given one month to clean up | :03:45. | :03:47.
its theatres, following another critical report from inspectors. | :03:48. | :03:50.
It follows an unannounced visit which found contaminated instrument | :03:51. | :03:52.
trays, high dust levels and an incident where a porter came into | :03:53. | :03:56.
A new arrival for this first-time mother. He was born by Caesarian | :03:57. | :04:08.
section five days ago. Both parents have no complaints about the state | :04:09. | :04:16.
of the ward. It is clean and tidy uncomfortable, what else can you ask | :04:17. | :04:17.
for? They are regularly going around uncomfortable, what else can you ask | :04:18. | :04:24.
cleaning and I felt good and relaxed uncomfortable, what else can you ask | :04:25. | :04:29.
and in a clean environment. That was not the experience of inspectors on | :04:30. | :04:35.
an unannounced visit. Although improved on previous checks, they | :04:36. | :04:39.
found stealing, blood spotting and sometimes high levels of dust. At | :04:40. | :04:45.
one point inspectors witnessed a porter transferring medical waste | :04:46. | :04:48.
onto a trolley without protective clothing. One of the bags split | :04:49. | :04:54.
causing blood to spell. That incident was deemed so serious it | :04:55. | :05:00.
was reported to the Health and Safety Executive. The man | :05:01. | :05:04.
responsible told me inspection rates are low and he is pleased with | :05:05. | :05:12.
progress. If everything was 100%, we would not need inspections on the | :05:13. | :05:18.
way we have them today. They are to support us on an ongoing basis, | :05:19. | :05:22.
way we have them today. They are to get things right. To be honest, it | :05:23. | :05:29.
will never be 100% every time. New procedures are being put in place on | :05:30. | :05:32.
the ward and it is hoped the next inspection will show improvements. | :05:33. | :05:39.
Police are hunting three men after a 33-year-old woman was forced | :05:40. | :05:42.
The victim was walking in Edinbeg Avenue, | :05:43. | :05:54.
in the car, then subjected her to a serious sexual assault. | :05:55. | :05:57.
The attack happened at about three o'clock on Saturday morning. | :05:58. | :06:00.
The three suspects are described as Asian and in their 20s. | :06:01. | :06:03.
Scots are being "short changed" over pensions, because life expectancy is | :06:04. | :06:06.
That's according to the SNP which also claims new research | :06:07. | :06:10.
suggests Scotland needs to take its own decisions on pensions. | :06:11. | :06:13.
But critics say the cost is better shared across the whole of the UK. | :06:14. | :06:16.
This from our political editor Brian Taylor. | :06:17. | :06:28.
Scottish government ministers visit a daycare centre in Glasgow. | :06:29. | :06:34.
Scottish government ministers visit say the policies are aimed at | :06:35. | :06:36.
improving life expectancy but it remains higher than England. Scots | :06:37. | :06:43.
Dorado and less in pension payments. The UK plans to increase the pension | :06:44. | :06:49.
age to 67 butt and that independence the SNP would rethink the timetable. | :06:50. | :06:55.
Although life expectancy rates are improving, they are improving more | :06:56. | :07:00.
slowly and the gap is widening. The UK government is unlikely to do | :07:01. | :07:05.
anything around the pension age which is why with independence we | :07:06. | :07:09.
would set up the commission to look at the affordability and CMS of the | :07:10. | :07:15.
retirement age. Critics say Scots generally benefit from the union and | :07:16. | :07:19.
the UK's broad economic base funds pensions. The truth of the matter is | :07:20. | :07:26.
that by spreading the whole cost, pensions are safer than they would | :07:27. | :07:31.
be otherwise. That is something the Scottish government might not want | :07:32. | :07:34.
to hear but it is the truth of the matter. They can make a difference | :07:35. | :07:38.
and can do that by matter. They can make a difference | :07:39. | :07:41.
and can do that using the powers of education and health that they | :07:42. | :07:42.
already have. and can do that using the powers of | :07:43. | :07:44.
education and health that They should be doing that instead of | :07:45. | :07:50.
daydreaming. Pensions are now clearly at the corner of the | :07:51. | :07:54.
independence referendum. Back at the daycare centre, this is for elderly | :07:55. | :08:02.
people who can lead to a certain degree in the past, but this issue | :08:03. | :08:06.
of pensions is very controversial and very pertinent. It is about the | :08:07. | :08:13.
economy and personal security, but also about the fact elderly people | :08:14. | :08:17.
tend to vote. Still to come | :08:18. | :08:21.
on the programme before seven. Progress made in our schools | :08:22. | :08:23.
but more still to be done, a report into dyslexia warns, In | :08:24. | :08:26.
sport, it's the end of the road for Danny Lennon as St Mirren say they | :08:27. | :08:30.
won't renew the manager's contract. Craig Levein returns to Hearts, | :08:31. | :08:33.
this time as director of football The release of a further 100,000 | :08:34. | :08:37.
tickets for the Commonwealth Games has been marred by technical | :08:38. | :08:47.
problems which left some people The organisers have blamed | :08:48. | :08:50.
unprecedented demand. Julie Peacock is here - | :08:51. | :08:53.
what happened? Organisers had promised this would | :08:54. | :09:09.
be the final sprint for tickets but it has turned into something of a | :09:10. | :09:14.
marathon! When people logged in they were told to expect maybe a 30 | :09:15. | :09:19.
minute wait but hours later, some people are still waiting. Some of | :09:20. | :09:25.
these people have been venting their frustrations. They have come out | :09:26. | :09:29.
with comments saying it is an absolute joke. One person trying to | :09:30. | :09:35.
buy tickets all day is Peter Carrollton and when we spoke to him | :09:36. | :09:41.
at 5pm he was still waiting. It is a farce. They do not seem to be able | :09:42. | :09:47.
to cope with this and they are not communicating with people to let | :09:48. | :09:58.
them know. People want to buy the tickets but they have a life to | :09:59. | :10:04.
live. Here I am sitting still waiting. What are the organisers say | :10:05. | :10:11.
in? They are blaming unprecedented demand but say it may be something | :10:12. | :10:15.
to do with the number of people trying to access the site solely are | :10:16. | :10:19.
trying to control the number and get a small number through each time, | :10:20. | :10:24.
but they say they are still tickets they are for people if they want | :10:25. | :10:29.
them. It is hugely frustrating when people are so excited that we have | :10:30. | :10:34.
problems but the focus is on fixing those problems and we are hoping we | :10:35. | :10:38.
have now done that and can increase the flow of people. We are told | :10:39. | :10:44.
plenty of tickets still left but I tried to get some today and just | :10:45. | :10:49.
before I went on a this was what I was eventually pleated wet. I got | :10:50. | :10:54.
through and tried to buy tickets and another error message. The return of | :10:55. | :11:06.
the Commonwealth Batten has been going smoothly. | :11:07. | :11:19.
Welcome to a blustery day in the capital of Jersey. The Commonwealth | :11:20. | :11:25.
Batten was supposed to be the thing that marked the final sprint towards | :11:26. | :11:29.
the Commonwealth games but the problems people have been having has | :11:30. | :11:33.
overshadowed that. I spoke to the Commonwealth Games Federation and | :11:34. | :11:38.
they sympathised with people trying to get hold of tickets but it shows | :11:39. | :11:44.
how popular the games are turning it to be and when it comes to the | :11:45. | :11:49.
Batten it has received an enthusiastic reception in Jersey. | :11:50. | :11:57.
It was down to this 11-year-old girl to get this leg of the relay | :11:58. | :12:06.
underway. And with Jersey pipers leading it into the capital, a | :12:07. | :12:10.
chance for people to get their hands on it. This was her second Batten. | :12:11. | :12:21.
She was involved in the 2002 games. I was handed it by a young Scottish | :12:22. | :12:26.
boxer and I found it quite heavy to start with to run with, and I had | :12:27. | :12:31.
all my children from the school supporting me wearing football | :12:32. | :12:39.
socks. It was an exciting day. This is the start of the home run for the | :12:40. | :12:44.
Batten, from the Pacific Islands to the Caribbean. It has travelled | :12:45. | :12:48.
190,000 kilometres, and passed through thousands of | :12:49. | :12:53.
people's hands. Now it is passed through thousands of | :12:54. | :13:01.
the British Isles. Tiny countries have been visited, the Falkland | :13:02. | :13:04.
Islands and Saint Helena, as well as big countries like India and South | :13:05. | :13:12.
Africa and so on. It will now make its way through the whole nations | :13:13. | :13:18.
and bind us all together. This afternoon children from local | :13:19. | :13:21.
schools took part in a relay of the throne. A warm welcome from the | :13:22. | :13:25.
Channel Isles with the games just ten weeks away. We have also had | :13:26. | :13:36.
good news from a big-name? Mo Farah has been tweeting that he will be | :13:37. | :13:39.
running in Glasgow so that is excellent news. He said he was | :13:40. | :13:44.
switching to marathons but had not done too well and his court said to | :13:45. | :13:50.
him he should not run marathons and 2016 so we do not know what event he | :13:51. | :13:55.
will be running, but he simply said, see you in Glasgow. | :13:56. | :13:57.
A look at other stories from across the country. | :13:58. | :14:00.
Concerns have been raised that police in the Highlands have been | :14:01. | :14:03.
routinely carrying firearms since the single Scottish police | :14:04. | :14:07.
Previously weapons in armed response vehicles were locked away but, | :14:08. | :14:09.
in what's been called a worrying change for Highland | :14:10. | :14:12.
policing, officers in those vehicles now have a side arm at all times. | :14:13. | :14:24.
Rather than the officers having to seek authorisation to remove | :14:25. | :14:33.
firearms, they are routinely wearing them. That in itself concerns me but | :14:34. | :14:40.
the fact this is connected with the dispersal of people from public | :14:41. | :14:43.
houses and nightclubs, it is a recipe for disaster. | :14:44. | :14:48.
Police are appealing for information after a man died in a flat | :14:49. | :14:51.
Emergency services were called to Roseburn Terrace. | :14:52. | :14:54.
Police are asking anyone who was aware of any disturbance within | :14:55. | :14:57.
Glasgow University is to open a centre to "promote public service | :14:58. | :15:02.
as a noble vocation," in tribute to the former Labour Party leader John | :15:03. | :15:05.
The John Smith Centre for Public Service will open | :15:06. | :15:10.
Its focus will be to encourage debate and research. | :15:11. | :15:15.
A fishing boat which sank in Scrabster Harbour almost | :15:16. | :15:18.
a fortnight ago has been raised by a team from Orkney. | :15:19. | :15:21.
Stromness-based Green Marine used a barge to lift the Buckie-registered | :15:22. | :15:24.
The fishing boat sank when it crashed into the pier | :15:25. | :15:29.
An estate in the Highlands is supplying 200 cabers for a Highland | :15:30. | :15:37.
The organisers of the World Masters Championship in Inverness are hoping | :15:38. | :15:41.
to set a record for the largest number of competitors | :15:42. | :15:44.
Their problems reading and writing were sometimes | :15:45. | :16:04.
A report published today highlights how things have | :16:05. | :16:07.
changed dramatically - but warns more still needs to be done. | :16:08. | :16:10.
Our education correspondent, Jamie McIvor, visited a school | :16:11. | :16:13.
which has won praise for how it helps. | :16:14. | :16:19.
These dyslexic children get special help and support at school. It has | :16:20. | :16:32.
transformed their lives. Getting to know everyone has helped and people | :16:33. | :16:34.
understand know everyone has helped and people | :16:35. | :16:42.
it is. Kyle Academy describes itself as a dyslexia friendly school. | :16:43. | :16:45.
Nearly 100 children here have dyslexia. The acting head teacher | :16:46. | :16:52.
showed me some simple things that can really help dyslexic children. | :16:53. | :16:58.
Lots of little things that make such a big difference. Absolutely. Even | :16:59. | :17:06.
things like changing the background colour of the posters. Here we have | :17:07. | :17:10.
some of the voices of young people telling us what teachers can do, | :17:11. | :17:15.
what practitioners can do that makes a difference for young people. | :17:16. | :17:20.
Little wonder this school was chosen for the launch of a national report | :17:21. | :17:26.
on dyslexia in schools. It praises big improvements that says more are | :17:27. | :17:30.
still needed. That practical advice, better data on how many people have | :17:31. | :17:38.
dyslexia, and more on dyslexia in teacher training. We still have | :17:39. | :17:43.
areas where staff are not aware of how they can help children with | :17:44. | :17:51.
dyslexia. White -- The Government has welcomed the report and will | :17:52. | :17:53.
respond fully next month. Gary Locke's not the only | :17:54. | :18:22.
managerial casualty of the day. St Mirren say they won't be | :18:23. | :18:25.
renewing Danny Lennon's contract. The club's chairman, | :18:26. | :18:27.
Stewart Gilmour, refused to comment on the decision as he left | :18:28. | :18:30.
the stadium this afternoon. In a statement, | :18:31. | :18:32.
the board thanked Lennon for his four-year service, which included | :18:33. | :18:35.
a League Cup win last year. Around 11am, senior layers were | :18:36. | :18:45.
called in to be told of their futures. Among them where Jamie | :18:46. | :18:50.
MacDonald and Jamie Hamill, the latter not too shocked that he was | :18:51. | :18:58.
leaving the club, but stunned at the manager's departure. He has kept the | :18:59. | :19:10.
place alive. There are rumours that Craig Levine is going to get the job | :19:11. | :19:15.
and at the end of the day I think it is unfair for the gaffer. He has | :19:16. | :19:20.
been amazing. Fans around Tynecastle this afternoon were also unhappy | :19:21. | :19:25.
with the decision made. It is a disgrace. Craig Levine has already | :19:26. | :19:30.
left us when he was a manager. Gary Locke has done a great job all | :19:31. | :19:35.
season. He has just been sacked right away. It is a disgrace. | :19:36. | :19:42.
Shocking. Absolutely disgraceful. What he has done with the young lads | :19:43. | :19:49.
this season has been brilliant. He has been out of a job since his | :19:50. | :19:52.
disastrous spell as Scotland manager. Robbie Neilson, a former | :19:53. | :19:58.
player under Craig Levine, and who was in charge of the under 20 team | :19:59. | :20:03.
at hearts, now takes on the role as head coach in charge of first-team | :20:04. | :20:08.
affairs. Brian joins me from Tynecastle. When | :20:09. | :20:14.
will we hear from Craig Levine about his plans for Hearts? Craig Levine | :20:15. | :20:20.
and the new head coach, Robbie Neilson, will speak at a media | :20:21. | :20:25.
Conference at 1130 tomorrow morning. They were outlined the plan is for | :20:26. | :20:28.
youth development and tell us why there is no role in the new regime | :20:29. | :20:31.
for Gary Locke. Many thanks. Gary Locke's not the only | :20:32. | :20:45.
managerial casualty of the day. St Mirren say they won't be | :20:46. | :20:48.
renewing Danny Lennon's contract. The club's chairman, | :20:49. | :20:50.
Stewart Gilmour, refused to comment on the decision as he left | :20:51. | :20:53.
the stadium this afternoon. In a statement, | :20:54. | :20:55.
the board thanked Lennon for his four-year service, which included | :20:56. | :20:58.
a League Cup win last year. Around 11am, senior layers were | :20:59. | :21:01.
called in to be told of their futures. Among them where Jamie | :21:02. | :21:04.
MacDonald and Jamie Hamill, the latter not too shocked that he was | :21:05. | :21:07.
leaving the club, but stunned at the manager's departure. He has kept the | :21:08. | :21:10.
place alive. There are rumours that Craig Levine is going to get the job | :21:11. | :21:14.
and at the end of the day I think it is unfair for the gaffer. He has | :21:15. | :21:18.
been amazing. Fans around Tynecastle this afternoon were also unhappy | :21:19. | :21:22.
with the decision made. It is a disgrace. Craig Levine has already | :21:23. | :21:25.
left us when he was a manager. Gary Locke has done a great job all | :21:26. | :21:29.
season. He has just been sacked right away. It is a disgrace. | :21:30. | :21:32.
Shocking. Absolutely disgraceful. What he has done with the young lads | :21:33. | :21:35.
this season has been brilliant. He has been out of a job since his | :21:36. | :21:38.
disastrous spell as Scotland manager. Robbie Neilson, a former | :21:39. | :21:42.
player under Craig Levine, and who was in charge of the under 20 team | :21:43. | :21:45.
