other news on the BBC News Channel, and on our website, but that is all | :00:00. | :00:00.
for now. It is What would be the future | :00:00. | :00:00.
of the Trident nuclear fleet under A new study says moving | :00:00. | :00:10.
the submarines out of Scotland would And as the independence debate | :00:11. | :00:15.
continues to gather momentum, Alistair Darling, the leader | :00:16. | :00:21.
of the Better Together campaign, There is to be an inquiry into | :00:22. | :00:23.
the controversial decision to allow No Tiger at the Ryder Cup | :00:24. | :00:30.
as he rules himself out with a back injury but preparations | :00:31. | :00:41.
at Gleneagles are well underway. We hear about the role | :00:42. | :00:45.
an unknown Caithness detective played in helping to solve the | :00:46. | :00:49.
Victorian Jack The Ripper murders. It is possible for | :00:50. | :01:05.
the UK to keep its nuclear weapons by moving them out of Scotland | :01:06. | :01:09.
in the event of independence, A study for | :01:10. | :01:11.
the respected think tank, the Royal United Services Institute, says | :01:12. | :01:17.
relocating Trident submarines and missiles to England is financially | :01:18. | :01:21.
and technically feasible. In a moment we'll have | :01:22. | :01:24.
a extended live interview with the chairman of Better Together, | :01:25. | :01:29.
Alistair Darling, about that and But first here's our political | :01:30. | :01:31.
correspondent, Glenn Campbell, on the implications for Trident | :01:32. | :01:35.
if Scotland votes for independence. The UK's for nuclear armed | :01:36. | :01:52.
submarines are based at Faslane naval base. The missiles and | :01:53. | :01:58.
warheads are stored nearby. Today's report suggests it would be possible | :01:59. | :02:02.
overtime to relocate the weapon system to England if there is a vote | :02:03. | :02:18.
in favour of independence. You would have two build a new facility. That | :02:19. | :02:26.
is where the problem lies. Experts say it would take longer to relocate | :02:27. | :02:32.
their weapons to England than the fourth year timescale set out by the | :02:33. | :02:36.
Scottish Government. They also questioned suggestions from UK | :02:37. | :02:39.
ministers that the costs of relocation would be expensive. | :02:40. | :03:03.
costs are not as high as people anticipated. The notion that the SNP | :03:04. | :03:07.
are putting about that if you get rid of Trident that also gets rid of | :03:08. | :03:14.
it across the UK has been demolished. We want to get rid of | :03:15. | :03:21.
Trident within the first term of an independent Scottish Parliament. It | :03:22. | :03:26.
has got to be done safely. It has to be done safely, but speed is also of | :03:27. | :03:31.
the essence. Big UK Government insists it has no plans to move | :03:32. | :03:37.
Trident out of Scotland, but in the faint of independence it may be | :03:38. | :03:44.
required to do so. It was the intervention of the Bank | :03:45. | :03:48.
of England that dominated First Minister's Questions. Alex Salmond | :03:49. | :03:56.
told MSP is it was the prounion parties at Westminster who had | :03:57. | :03:59.
caused financial uncertainty by ruling out a single currency. The | :04:00. | :04:06.
United Kingdom and Westminster parties have a vested interest in | :04:07. | :04:09.
causing as much uncertainty as they can. The 10th two generates | :04:10. | :04:28.
instability will feel. -- this attempt to create instability will | :04:29. | :04:35.
not succeed. The First Minister has two understand he is prospectus of | :04:36. | :04:41.
independence without knowing what the currency is is creating | :04:42. | :04:47.
uncertainty. Only the First Minister would blame those who point that out | :04:48. | :04:53.
to him as being the cause of the uncertainty. I enjoyed by Alistair | :04:54. | :05:03.
Darling. Why are you treating your share of economic uncertainty? Why | :05:04. | :05:11.
are you refusing to contemplate currency union? Currency union with | :05:12. | :05:22.
be bad for Scotland. It would be bad for the rest of the UK. They would | :05:23. | :05:26.
have to underwrite the banking system of Scotland. But if you are | :05:27. | :05:32.
talking about uncertainty surely you except they would be less | :05:33. | :05:35.
uncertainty if you add the other parties said they did not like the | :05:36. | :05:39.
idea of independence, but afterwards if they had to find the best | :05:40. | :05:44.
solution, that's making it. This is not the best solution. The best | :05:45. | :05:48.
solution for currency is what we have at the moment. A UK pounds, | :05:49. | :05:53.
backed by the Bank of England, behind which stands the UK | :05:54. | :05:56.
Government. That is what nationalists want to get rid of. The | :05:57. | :06:02.
uncertainty that has been caused us because we do not know what Alex | :06:03. | :06:06.
Salmond's other plan is. He has still not come up with an answer. | :06:07. | :06:13.
This afternoon the Bank of England has an President of rebuke to John | :06:14. | :06:18.
Swinney. He said yesterday that the Scottish Government are having | :06:19. | :06:21.
discussions with the Bank of England. That is not true. We are | :06:22. | :06:24.
being taught things that are not true. That is that is what is | :06:25. | :06:29.
causing the uncertainty. The Bank of England does have contingency plans. | :06:30. | :06:32.
The Bank of England said they had technical discussions. Now, they | :06:33. | :06:41.
said they had had technical questions. John Swinney tried to | :06:42. | :06:46.
spin that as technical discussions. It is unprecedented for the Bank of | :06:47. | :06:49.
England to rebuke a partition in this way. The point I am trying to | :06:50. | :06:55.
put to you about the Bank of England is that they have taken a middle | :06:56. | :07:04.
line, a neutral line, between the two options. But what they have said | :07:05. | :07:09.
is that there is a situation of financial instability drawing and | :07:10. | :07:12.
they want to mitigate that by making clear that there are contingency | :07:13. | :07:19.
plans. I am seeing that you and your colleagues could help that situation | :07:20. | :07:24.
of financial uncertainty by making it clear that afterwards you would | :07:25. | :07:29.
consider our financial can see union if it was end the best interests. | :07:30. | :07:37.
The governor of the Bank of England said that what was causing | :07:38. | :07:41.
uncertainty was the uncertainty of the referendum result. I know that | :07:42. | :07:45.
the Bank of England has good contingency plans. But in relation | :07:46. | :07:53.
to currency union, I could not summon who was Scottish, sign up to | :07:54. | :07:57.
something that I think is bad for Scotland. It is clear to anybody who | :07:58. | :08:03.
asks that here we are, two weeks before the first postal votes start | :08:04. | :08:10.
going out, we simply don't know what currency we will have. That matters | :08:11. | :08:14.
to people. When you get the Bank of England casting doubt on the | :08:15. | :08:18.
veracity of what was said yesterday, when they said there were | :08:19. | :08:25.
discussions, and they see there are no discussions taking place, that is | :08:26. | :08:29.
when people do get jittery. Just to be clear they confirmed that | :08:30. | :08:35.
technicalities were talked about. Now, just questions. As a former | :08:36. | :08:42.
Chancellor, what would be the best currency option for an independent | :08:43. | :08:46.
Scotland? Let us postulate a Yes vote. I think they are all rotten | :08:47. | :08:55.
options. I would not join the euro. Democratically that is bad. Setting | :08:56. | :09:04.
up your own currency in the present climate bash nobody would know what | :09:05. | :09:12.
that's worth. It would be like Panama using the US dollar. It would | :09:13. | :09:17.
be mad for the financial services sector. You have to run a financial | :09:18. | :09:24.
surplus if you are doing that thing. One of the reasons that I | :09:25. | :09:27.
passionately believe that Scotland will be better off and have more | :09:28. | :09:31.
opportunities in the future is precisely because we would be part | :09:32. | :09:37.
of the UK, we would be part of the UK currency, the Bank of England | :09:38. | :09:40.
stands behind that, and the UK Government stands behind that. As a | :09:41. | :09:48.
Scottish MP you have no view on what you would be urging a fair was a Yes | :09:49. | :09:56.
vote? Let us just say that there was one in September. I passionately | :09:57. | :10:03.
believe they are all second best options. The best option for | :10:04. | :10:08.
Scotland as being part of the currency that we are part of at the | :10:09. | :10:18.
moment. Why throw all that away? Here we are two weeks before the | :10:19. | :10:22.
ballot papers go out and we simply do not know. There are other things | :10:23. | :10:26.
that we simply do not know. We do not know what Scotland would look | :10:27. | :10:30.
like in the event of a No vote either. All the prounion parties | :10:31. | :10:35.
have offered more powers, but the offers are different. We do not know | :10:36. | :10:38.
what we really getting into their either. I not agree. In terms of | :10:39. | :10:48.
additional powers, there are already powers on the statute book that are | :10:49. | :10:53.
coming over landfill tax and stamp jury. On top of that all three | :10:54. | :11:03.
parties are arguing for a different degrees of further devolution in | :11:04. | :11:07.
relation to tax and welfare. But we do not know what they are. It is | :11:08. | :11:14.
dependent on who wins the next election. Yes, but they are pretty | :11:15. | :11:21.
much on the same page. People said the same thing before 1997. Although | :11:22. | :11:29.
the three parties were not in the same place at the start, they work | :11:30. | :11:36.
together. Why do you find it so difficult to articulate and inspire | :11:37. | :11:39.
people with a vision of the kind of Scotland you want to see if Scotland | :11:40. | :11:50.
votes against independence? We can see why the Yes campaign wants a Yes | :11:51. | :11:58.
vote. My vision of a better Scotland is where young people have the best | :11:59. | :12:02.
opportunity to get on for themselves and their families. Where we have an | :12:03. | :12:08.
elderly population with the security of the UK behind it in terms of | :12:09. | :12:13.
paying pensions. We would not be so dependent as we would be in an | :12:14. | :12:19.
independent Scotland on diminishing oil revenues. I believe that if we | :12:20. | :12:26.
were to break away we would be less prosperous and we would have less | :12:27. | :12:30.
opportunities. That is why I am passionately against independence. | :12:31. | :12:34.
They have published a White Paper. Most of it depends on somebody else | :12:35. | :12:39.
agreeing with absolutely everything else they want. Two weeks before | :12:40. | :12:43.
ballot papers go out and we do not know answers to fundamental | :12:44. | :12:48.
questions. Regarding Trident it has been said that if Scotland went | :12:49. | :12:52.
independent it with either forced the UK to give up nuclear weapons, | :12:53. | :12:56.
or it would be murderously expensive. Now we hear that moving | :12:57. | :13:01.
Trident would be financially and technically feasible. It is just | :13:02. | :13:05.
another skier story, isn't it? I have never argued you could not | :13:06. | :13:09.
shift it. I have never argued that. The question is do you want to be | :13:10. | :13:14.
spending people's tax money on moving at? I have never argued you | :13:15. | :13:26.
could not shift it. They would be 8000 jobs at risk because all the | :13:27. | :13:43.
submarine work with go with that. They see it may not be completed | :13:44. | :13:51.
until 2028. That is a lifetime away. In the debate many people considered | :13:52. | :13:55.
you were the winner. But there is criticism of both of you for not | :13:56. | :14:00.
being forthright with your answers. Can we expect a more enlightening | :14:01. | :14:04.
and more candid debate next time? I hope so. We are in the hands of the | :14:05. | :14:10.
BBC and somebody will be vigorously refereeing the match. We are in the | :14:11. | :14:16.
hands of yourself and Alex Salmond. I will always endeavour to do that. | :14:17. | :14:24.
Time is running out. The ballot papers go out in two weeks time. | :14:25. | :14:33.
That referendum debate will be shown live on BBC One Scotland at 8:30pm | :14:34. | :14:44.
on the 25th of August. Last night's Reporting Scotland | :14:45. | :14:48.
interview with the First Minister is online. | :14:49. | :14:56.
You're watching Reporting Scotland from the BBC. | :14:57. | :14:58.
Still to come on tonight's programme: | :14:59. | :14:59.
Recognition at last for the Thurso detective who led the Jack | :15:00. | :15:02.
the Ripper investigation in Victorian London. | :15:03. | :15:06.
And one of the biggest names in golf pulls out of the Ryder Cup. And a | :15:07. | :15:14.
Celtic player admits he is embarrassed about the European | :15:15. | :15:17.
Champions League decision. The two bodies which oversee the | :15:18. | :15:27.
police in Scotland are to conduct a joint inquiry into the controversial | :15:28. | :15:30.
decision to allow officers with guns In the past armed officers were only | :15:31. | :15:32.
deployed when necessary and the review has been prompted | :15:33. | :15:36.
by a row over the change in policy. Top brass decided they should be | :15:37. | :15:51.
allowed to carry weapons on regular patrols to ensure faster and more | :15:52. | :15:57.
widely available response. But there has been a of criticism. We have to | :15:58. | :16:07.
learn for the future about how issues affect individual | :16:08. | :16:10.
communities. We need to build on the knowledge we gain from that to make | :16:11. | :16:15.
sure communities better understand the police in the future, and that | :16:16. | :16:19.
the police understand the impact of their decisions. Criticism of the | :16:20. | :16:25.
new firearms policy began to surface in the Highlands which has one of | :16:26. | :16:28.
the lowest crime rates in the country. And at a time when firearms | :16:29. | :16:34.
offences are at a ten year low. The criticism was further fuelled by | :16:35. | :16:38.
this picture showing three armed officers going to sort out a minor | :16:39. | :16:48.
scuffle outside and Inverness shop. There is an opportunity for all the | :16:49. | :16:51.
items that have been in the media and the council chambers to be eared | :16:52. | :16:57.
and seriously considered. I hope at the end of the day it will lead to a | :16:58. | :17:02.
resolution to this problem. This is the first test since the creation of | :17:03. | :17:07.
Police Scotland as to where the dividing lines are between | :17:08. | :17:09.
operational decisions and overall policy-making. The police themselves | :17:10. | :17:15.
or their overseers bash who has the final say? | :17:16. | :17:22.
The number of deaths in Scotland involving so-called legal highs more | :17:23. | :17:25.
than doubled last year, according to new figures. | :17:26. | :17:27.
There were 113 deaths in 2013 where new psychoactive | :17:28. | :17:29.
substances were present, compared to 47 the year before. | :17:30. | :17:32.
The overall number of drug-related deaths dropped by 9%. | :17:33. | :17:37.
Councils should have more control over taxes and determine how | :17:38. | :17:39.
That's according to an independent commission set up to look | :17:40. | :17:43.
It says local authorities could have complete power to set the council | :17:44. | :17:48.
The Commission was set up by the council umbrella body COSLA. | :17:49. | :17:57.
A look at other stories from the across the country: | :17:58. | :18:00.
A man who stabbed his wife to death at their home in | :18:01. | :18:03.
Longforgan, near Dundee, three years ago is suing the health service. | :18:04. | :18:07.
Neil Cumming is claiming that they failed to treat his mental illness | :18:08. | :18:11.
properly before he killed his wife Jane and then deliberately | :18:12. | :18:14.
He was found not guilty of murder by reason of insanity. | :18:15. | :18:22.
A national centre to improve responses to weather emergencies | :18:23. | :18:24.
The facility at the Crichton University and Business campus | :18:25. | :18:29.
Their roles will be part-co-ordination | :18:30. | :18:33.
Having a national centre will ensure that the best possible techniques | :18:34. | :18:48.
are used across Scotland. Police are urging local drivers to | :18:49. | :18:53.
be patient with fellow motorists, especially tourists, | :18:54. | :18:56.
after the latest accident figures There have been 175 incidents In | :18:57. | :18:57.
the Lochaber, Skye and Lochalsh areas since the beginning of June, | :18:58. | :19:05.
almost half in Lochaber alone. Be patient. Visitors are coming here | :19:06. | :19:23.
to enjoy our hospitality and Sina D. -- and Susie. | :19:24. | :19:25.
The Duke and Duchess of Rothesay have been attending the | :19:26. | :19:28.
Ballater Highland games, which is celebrating its 150th anniversary. | :19:29. | :19:30.
The royal couple, whose holiday home at Birkhall | :19:31. | :19:32.
on the Balmoral estate is nearby, spent some time in the Chieftain's | :19:33. | :19:35.
One of the biggest names in world of sport has pulled out | :19:36. | :19:39.
Tiger Woods was expected by many to be in the United States team to face | :19:40. | :19:45.
Europe next month but he's withdrawn because of a back injury. | :19:46. | :19:48.
Former world number one four years ago, but this time around injury | :19:49. | :20:18.
means there will be no place in team USA for Tiger Woods. This is the | :20:19. | :20:23.
18th Green where much of the drama in the Ryder Cup is expected to | :20:24. | :20:29.
unfold. But will be absence of Tiger Woods the track from this global | :20:30. | :20:39.
golfing event? These two Ryder Cup vice captains | :20:40. | :20:45.
said it would not affect the event. If he is not fair he is not fair. I | :20:46. | :20:55.
have heard other players taking ten months from that injury. He probably | :20:56. | :21:00.
came out to correlate. We are going to focus on our team. Preparations | :21:01. | :21:07.
are well and truly underway for the big event in six weeks time. But | :21:08. | :21:10.
will not be graced by Tiger Woods. UEFA have thrown out Legia Warsaw's | :21:11. | :21:15.
appeal to be allowed back into the Champions league qualifiers | :21:16. | :21:18.
at Celtic's expense. Celtic who lost to the Poles | :21:19. | :21:20.
in a qualifying tie were re-instated because their opponents | :21:21. | :21:22.
fielded a suspended player. Now Legia want the Court | :21:23. | :21:24.
of Arbitration As it stands though Celtic will play | :21:25. | :21:26.
Maribor in the final qualifying round, although one player admits | :21:27. | :21:31.
a degree of embarrassment. What can you do? You have got to get | :21:32. | :21:44.
on that. You cannot feel sorry for yourselves and be embarrassed about | :21:45. | :21:46.
getting through. It is not the really wanted to get through, but we | :21:47. | :21:48.
need is to get on that. Glasgow 2014 silver medal winners | :21:49. | :21:58.
Eilidh Child and Lynsey Sharp are through to the finals | :21:59. | :22:01.
of their events at the Europan Eilidh Child winning her semi | :22:02. | :22:03.
final in the 400 metres hurdles. Lynsey Sharp also coming home first | :22:04. | :22:08.
in the semis of the 800 metres. I am a different athletes than I was | :22:09. | :22:20.
two years ago. I am hoping to build on that. I just try to enjoy every | :22:21. | :22:27.
race. I am laughing coming out and racing. | :22:28. | :22:33.
A largely unknown detective from Thurso, who ended up | :22:34. | :22:35.
in charge of The Jack the Ripper investigation, has finally been | :22:36. | :22:38.
recognised, after the full story emerged of his involvement | :22:39. | :22:40.
Five women were mutilated by the so-called Ripper in | :22:41. | :22:43.
London's East End in the late 19th century and Donald Swanson went | :22:44. | :22:46.

The grand starter of Donald Swanson returns to the streets he was | :23:02. | :23:06.
brought up in. -- the grand daughter. When you are 20 world is | :23:07. | :23:16.
your oyster. I suppose he thought they got on that Stagecoach he would | :23:17. | :23:24.
get to London eventually. He joined the Metropolitan Police and was | :23:25. | :23:29.
placed in overall charge of the Jack the Ripper investigation, dramatised | :23:30. | :23:33.
here for the BBC. Through documents, including his address book, new | :23:34. | :23:40.
light has been shed on how the detective also identified the main | :23:41. | :23:47.
suspect. The main suspect went insane. He was placed in an asylum | :23:48. | :23:53.
and that was probably the end of the murders. But the family of Donald | :23:54. | :24:00.
Swanson knew little about his involvement until he died. | :24:01. | :24:21.
This week Donald Swanson is finally being recognised. A memorial has | :24:22. | :24:27.
been placed outside the police station. | :24:28. | :24:38.
So now there is or has unlinked with one of the most notorious serial | :24:39. | :24:43.
killers in the world. It was a story that almost remained untold. | :24:44. | :24:52.
And here is what is on Scotland's 2014. | :24:53. | :24:55.
We will be debating the future of socialism and Scotland with Tommy | :24:56. | :25:02.
Sheridan and Owen Jones. They agree on so much except independence. | :25:03. | :25:14.
And here is the weather. There has been a number of showers around in | :25:15. | :25:19.
some parts of the country and more still to come. There is a yellow Met | :25:20. | :25:28.
Office warning in place. Largely dry, fairly cloudy. Temperatures in | :25:29. | :25:38.
towns and cities in double digits. Friday gets off to a reasonably dry | :25:39. | :25:46.
start. Decent bright and sunny spells developing in the afternoon. | :25:47. | :26:00.
By mid afternoon. Further North little bit cooler. One or two | :26:01. | :26:09.
showers perhaps affecting the far North. The rest of the afternoon | :26:10. | :26:17.
into the evening and overnight we will hold onto some brightness. Over | :26:18. | :26:36.
the weekend the weekend there will. Saturday, the further South and East | :26:37. | :26:41.
you are, generally try and bright start. Sunday and the low pressure | :26:42. | :27:03.
is still with us. It will be windy wherever you are. It will feel | :27:04. | :27:10.
colder because of the wind. Now, | :27:11. | :27:18.
a reminder of tonight's main news. A group of defence experts says it | :27:19. | :27:20.
would be possible for the UK to keep its nuclear deterrent if there was | :27:21. | :27:24.
a Yes vote in the referendum. The Royal United Services Institute | :27:25. | :27:26.
says removing Trident submarines from Scotland is financially | :27:27. | :27:29.
and technically feasible. | :27:30. | :27:34. |
