we started, a report in the Telegraph in April, a month out from | :02:12. | :02:16. | |
the UK general election. Alistair Carmichael eventually admitted | :02:17. | :02:19. | |
leaking an internal memo suggesting Nicola Sturgeon had indicated at a | :02:20. | :02:22. | |
meeting with the French ambassador she wanted to see David Cameron | :02:23. | :02:27. | |
returned as Prime Minister. But first Alistair Carmichael denied all | :02:28. | :02:32. | |
knowledge in a Channel 4 interview. This is already on public record, | :02:33. | :02:35. | |
the first time I knew this was when I received a phone call on Friday | :02:36. | :02:38. | |
afternoon from a journalist making me aware of it. Nicola Sturgeon | :02:39. | :02:43. | |
strenuously denied the claims and diplomats stressed they were wrong. | :02:44. | :02:48. | |
Petitioners from Mr Carmichael's constituency said his election was | :02:49. | :02:52. | |
based on a lie and took the case to an election court who heard the case | :02:53. | :02:57. | |
from both sides. Today the judges provided a verdict on three points. | :02:58. | :03:02. | |
They said firstly missed, core's comments constituted a false | :03:03. | :03:06. | |
statement of fact, in other words a lie. Secondly, they noted the | :03:07. | :03:10. | |
intention of his conduct was to further his own electoral interests. | :03:11. | :03:14. | |
They said election law did not apply to lies in general. It applies only | :03:15. | :03:21. | |
to lies in relation to the personal character or conduct of a candidate. | :03:22. | :03:26. | |
On the third and final test, the judges were not satisfied beyond | :03:27. | :03:29. | |
reasonable doubt. The case was dismissed. It has been a very | :03:30. | :03:34. | |
difficult, stressful and expensive few months for me and the rest of my | :03:35. | :03:39. | |
family. I have been cleared today of the breach of representation of the | :03:40. | :03:43. | |
people act which was put against me by nationalists. They brought what | :03:44. | :03:46. | |
has been a highly politically motivated case. What a lot of | :03:47. | :03:52. | |
nonsense. The only politically inspired acts in all of this, as | :03:53. | :03:56. | |
admitted by Mr Carmichael himself, was leaking a memo he knew to be | :03:57. | :04:01. | |
false in order to somehow try to attack the Scottish National party. | :04:02. | :04:08. | |
In Kirkwall this afternoon, the petitioners voiced disappointment | :04:09. | :04:11. | |
but claimed a moral victory. No matter what political party a person | :04:12. | :04:17. | |
belongs to, they should be honest. They are representing us. Our | :04:18. | :04:20. | |
democracy is a very fragile thing. If we allow people to represent us | :04:21. | :04:29. | |
in a dishonest manner, then I think the democracy will fall. The full | :04:30. | :04:35. | |
court ruling also considers the MP's dealings with the Cabinet Office | :04:36. | :04:41. | |
enquiry. At this he says he was at best disingenuous and at worst | :04:42. | :04:49. | |
evasive. This afternoon he was back at work in the Commons and says he | :04:50. | :04:54. | |
will devote his efforts to serving his constituents. | :04:55. | :04:56. | |

You have to look at the political context here. The generations, | :05:08. | :05:13. | |

Liberal Democrats and liberals in the whole of the UK. Alistair | :05:17. | :05:21. | |
Carmichael, in the footsteps of people like Joe Grimond and Jim | :05:22. | :05:27. | |
Wallace. He had a fairly comfortable majority until the election in May | :05:28. | :05:31. | |
when it was slashed to just over 800 with the SNP snapping at his heels. | :05:32. | :05:36. | |
He lost 20% of his vote, they put 27% on theirs. Some of the language | :05:37. | :05:42. | |
since this action was launched against him has ranged from the | :05:43. | :05:46. | |
fairly intemperate to the unbelievable vitriolic. In small | :05:47. | :05:52. | |
communities like there are up and down the Northern Isles, I think | :05:53. | :05:55. | |
some of these divisions will take time to heal. Because of that, | :05:56. | :06:03. | |
there's little wonder that on the streets both here in Orkney and | :06:04. | :06:08. | |
Shetland today, the differences were clear to see and hear. | :06:09. | :06:10. | |
I still think what he did was wrong, and I still feel like he should have | :06:11. | :06:17. | |
stepped down. He's a good politician, but he made a mistake. A | :06:18. | :06:20. | |
lot have done a lot worse and got away with it. It's nonsense. The man | :06:21. | :06:26. | |
is a proven liar, he admitted it. Now he has permission to carry on | :06:27. | :06:30. | |
line until the next general election. He did some unwise stuff, | :06:31. | :06:36. | |
but over the years he has been a good MP. Any grievance I have had, | :06:37. | :06:40. | |
he's done what an MP should do. I trust him. You have been hearing | :06:41. | :06:48. | |
from the people who brought the court case, will the legal fight | :06:49. | :06:53. | |
continue? I don't think it will, actually. They say this is the end | :06:54. | :06:59. | |
of the road legally for them. They are not going to seek a judicial | :07:00. | :07:03. | |
review of this very unusual election court hearing. They are looking at | :07:04. | :07:09. | |
the finances as well. It has cost them over ?200,000 so far, most of | :07:10. | :07:13. | |
that raised through crowdfunding. They have most of the money, but if | :07:14. | :07:19. | |
costs are awarded against them, and that hearing still has to be held, | :07:20. | :07:23. | |
then they would have to pay for Alistair Carmichael's legal expenses | :07:24. | :07:27. | |
as well. They say they will not be pursuing any more legal action, but | :07:28. | :07:31. | |
that might not be the end of the whole affair. As they point out, | :07:32. | :07:36. | |
some of the comments that the judges made will now be going, in the whole | :07:37. | :07:46. | |
of this judgment, to the Parliamentary standards Commissioner | :07:47. | :07:49. | |
down at Westminster. That Commissioner might have something to | :07:50. | :07:52. | |
say about Alistair Carmichael's future as an MP. | :07:53. | :07:56. | |

during the course of the US presidential election campaign, are | :12:31. | :12:32. | |
incompatible with the ethos and values of the University. It seems | :12:33. | :12:41. | |
that his own brand, his public image is incompatible with the university, | :12:42. | :12:48. | |
and they are not prepared to countenance that. | :12:49. | :12:51. | |

The government gave councils cash so they would not | :13:25. | :13:27. | |

ten of them are still employing fewer teachers than last year. | :13:34. | :13:36. | |

The number of teachers has been falling for several years. | :13:39. | :13:44. | |
And the Scottish Government wanted this to stop. | :13:45. | :13:46. | |

So this year councils were told they would get ?51 million | :13:51. | :13:53. | |
between them specifically to maintain teacher numbers. | :13:54. | :13:57. | |
Despite this, in ten council areas, the number of teachers still fell | :13:58. | :14:00. | |
and, in some cases, this could now lead to financial penalties. | :14:01. | :14:08. | |
Trying to maintain teacher numbers is a tricky challenge. Even giving | :14:09. | :14:16. | |
councils money to do this, is no miracle cure. While most managed, | :14:17. | :14:21. | |
ten didn't. Of course I'm disappointed that a small number of | :14:22. | :14:24. | |
local authorities have not met their commitments. But to be in constant | :14:25. | :14:29. | |
dialogue with partners in local government, we will be in | :14:30. | :14:32. | |
discussions about this, and Mr Swinney will stay more about this | :14:33. | :14:36. | |
next week during the budget. Nationally the government has got | :14:37. | :14:39. | |
its way. Teacher numbers across Scotland were practically the same | :14:40. | :14:44. | |
as last year. But some councils reported significant drops. In North | :14:45. | :14:50. | |
Lanarkshire, 58 fewer teachers. In Glasgow, 45. In relatively small | :14:51. | :14:56. | |
Argyll Bute, 31. There are big concerns there. In certain areas | :14:57. | :14:58. | |
there are issues that need to be addressed. Areas like Glasgow, which | :14:59. | :15:03. | |
had a significant drop, there has to be further incident investigation | :15:04. | :15:08. | |
into why that happened. Funding always splits opinion. The body that | :15:09. | :15:12. | |
represents most councils calls the focus on teacher numbers crazy, | :15:13. | :15:14. | |
simplistic and ill thought through. But councils did still sign up | :15:15. | :15:17. | |
to the budget deal on teachers, even if some felt they had | :15:18. | :15:20. | |
no real alternative. The government is likely to be | :15:21. | :15:22. | |
sympathetic to councils that tried hard to maintain numbers, | :15:23. | :15:25. | |
but narrowly failed. Should any lose out on cash, though, | :15:26. | :15:27. | |
