of us. It's really only when you take to the skies you get a sense of | :02:50. | :02:51. | |
the project, mile upon mile of pylons... We had South, staff | :02:52. | :02:58. | |
working on these northern sections of the line were trained in mountain | :02:59. | :03:00. | |
survival techniques, working through four Scottish winters. It is | :03:01. | :03:09. | |
massive. It is actually the highest line which crosses a number of | :03:10. | :03:18. | |
passes, over 2500 feet above sea level. The line carries electricity | :03:19. | :03:25. | |
from wind farms in the north to consumers in the south. Opponents | :03:26. | :03:27. | |
argue we are witnessing the industrialisation of Scotland's | :03:28. | :03:34. | |
mountain landscapes. Very few people would claim now it is just an | :03:35. | :03:36. | |
upgrade. They can see a major impact, particularly from the trucks | :03:37. | :03:42. | |
built to put these major pylons in, and those tracks are now being left, | :03:43. | :03:50. | |
often on retrospective planning. One of the major conditions is that the | :03:51. | :03:52. | |
trucks would be moved and reinstated and that's not happening in a number | :03:53. | :03:58. | |
of places. The power companies insist they have worked hard to | :03:59. | :04:01. | |
minimise the impact, especially in the Cairngorms National Park. In | :04:02. | :04:08. | |
total we have removed over 109 kilometres within the National park, | :04:09. | :04:11. | |
so trying to put that into context, that is half again of the Beauly | :04:12. | :04:24. | |
Denny line. The power line may be complete but the debate goes on. | :04:25. | :04:27. | |

industrial heart. Devolving power from Westminster | :04:32. | :04:34. | |

the Scottish Secretary David Mundell, says both big cities | :04:41. | :04:46. | |
and small villages should be given powers over things like | :04:47. | :04:47. | |
health and transport. But the Scottish Government says | :04:48. | :04:54. | |
the suggestion that local areas don't have the powers | :04:55. | :04:55. | |

more powers for Holyrood. Mr Mundell says the focus should be at going | :05:14. | :05:20. | |
beyond this and there should be more powers at a local level. He made the | :05:21. | :05:22. | |
point the UK Government has given more powers to Holyrood and more | :05:23. | :05:27. | |
power to some English cities and regions, now he wants to have a | :05:28. | :05:34. | |
debate about how to devolve power within Scotland, but that would | :05:35. | :05:35. | |
principally involve power is held by Holyrood. The Scottish Government is | :05:36. | :05:42. | |
very sensitive to any accusations. It is a centralising force. Critics | :05:43. | :05:45. | |
would point of the National police force and Fire Service but the | :05:46. | :05:51. | |
Scottish Government has come out fighting today. We have forgotten | :05:52. | :05:55. | |
about giving powers to communities, cities, towns and villages across | :05:56. | :05:59. | |
Scotland. We need to have that debate so we can improve people's | :06:00. | :06:07. | |
lives by councils being able to give better services, more focused and | :06:08. | :06:08. | |
more in touch with local needs. It is a bit rich coming from a | :06:09. | :06:14. | |
Conservative government that has got to have any powers prised out of its | :06:15. | :06:16. | |
hands and is still resisting devolving some of the powers that | :06:17. | :06:22. | |
Scottish Government and local government would prefer to see lying | :06:23. | :06:33. | |
in Scotland. So we will take no lectures from the Conservatives but | :06:34. | :06:35. | |
the Scottish Government will carry on with an ambitious programme of | :06:36. | :06:41. | |
policies to devolve responsibility to local communities. The big issue | :06:42. | :06:41. | |
from many councils now is cash, is Mr Mundell calling for them to have | :06:42. | :06:44. | |
more financial powers too? Yes, he is also calling for an end to a | :06:45. | :06:49. | |
centrally involved council tax freeze. As we were reporting last | :06:50. | :06:57. | |
week, many councils say their current funding offer will lead to | :06:58. | :07:04. | |
more cuts next year than they had been expecting. Many are still | :07:05. | :07:06. | |
making their exact calculations, but the chances are the council tax | :07:07. | :07:11. | |
freeze will hold, and that's because any rise would need to be | :07:12. | :07:18. | |
significant, something like 10%, before it would make any difference | :07:19. | :07:19. | |
to their finances. Many thanks for that. The UK Government has been | :07:20. | :07:26. | |
accused of failing to respond early enough to warnings about a crisis in | :07:27. | :07:34. | |

blaming cheap imports, a strong pound on high electricity costs. Now | :08:08. | :08:09. | |
MPs say that other European countries took steps to protect | :08:10. | :08:15. | |
their steelmakers while ministers in the UK failed to react. We have had | :08:16. | :08:18. | |
an example recently in Italy where the Government stepped in when a | :08:19. | :08:24. | |
plant was in trouble. What we are seeing quite clearly is intervene | :08:25. | :08:32. | |
right now, make sure we have sustainability in the industry that | :08:33. | :08:36. | |
gives value. If we lose the steel industry, we import. The First | :08:37. | :08:41. | |

industry. There is no one single solution but it is taking action on | :09:45. | :09:47. | |

industry has played a vital role for more than 150 years, its fate may be | :09:53. | :09:59. | |

new technology, and fixed odds gambling machines can see players | :11:28. | :11:28. | |
The report put together by this committee at Holyrood heard | :11:29. | :11:35. | |
that these fast playing betting machines which offer | :11:36. | :11:43. | |
games like roulette or blackjack contribute 42% | :11:44. | :11:47. | |
towards the overall profit of one high street bookmaking chain. | :11:48. | :11:52. | |
Glasgow City Council's research found each one of these machines | :11:53. | :11:52. | |
could generate on average more than ?47,000 a year | :11:53. | :11:54. | |
and take a look at the figures MSPs were given about how many of these | :11:55. | :12:00. | |
fixed odds betting terminals there actually are on our high | :12:01. | :12:07. | |
streets: 839 in bookmakers in Glasgow, | :12:08. | :12:07. | |
320 in North Lanarkshire, 316 in South Lanarkshire. | :12:08. | :12:15. | |
Now the MSPs would like to see these machines banned from the high street | :12:16. | :12:18. | |
bookie altogether, but the betting industry say these machines have | :12:19. | :12:22. | |
been around for 15 years now and there are safeguards in place. | :12:23. | :12:31. | |

offer at a bookmaker near you, but MSPs have been told that ease of | :12:41. | :12:46. | |
access combined with the speed of the game means this can become a | :12:47. | :12:50. | |
very costly plotter. Never had any trouble at all with the motto, no | :12:51. | :12:55. | |
previous trouble. The gambling had me that much that I would do | :12:56. | :13:05. | |
anything for a bet. I have done all sorts of things, anything to get my | :13:06. | :13:09. | |
hands on money, just to feed these machines I would have done anything. | :13:10. | :13:14. | |
Though he had bet on sport before, he had never been to a casino and | :13:15. | :13:21. | |
was tempted to play roulette and blackjack 's at the bookmakers. Now | :13:22. | :13:23. | |
MSPs say this kind of gambling should not be left to chance, they | :13:24. | :13:30. | |
want these machines banned from the high street. Many have described | :13:31. | :13:31. | |
these machines as the crack cocaine of the gambling world. We have heard | :13:32. | :13:37. | |
from folk across Scotland who responded to the survey, who related | :13:38. | :13:40. | |
their experiences which are quite horrific, where they have become | :13:41. | :13:46. | |
addicted to these machines. I think we have got to look at what they | :13:47. | :13:49. | |
have said, recognise that this is a very big problem, and action must be | :13:50. | :13:57. | |
taken. At the moment, each bookmaker shop is allowed up to four of these | :13:58. | :14:02. | |
terminals and the industry says they take steps to make sure customers | :14:03. | :14:09. | |
are aware of how much they are spending and can set limits for | :14:10. | :14:10. | |
themselves. They argue that a ban would lead to some shops closing. | :14:11. | :14:20. | |
This is a small shop, it has two machines. A lot of shops would go | :14:21. | :14:24. | |
out of business. I would certainly struggle to keep them open. With | :14:25. | :14:28. | |
regulation of this kind of gambling potentially split between the | :14:29. | :14:33. | |
Scottish and UK Government, MSPs are urging more experience to inform | :14:34. | :14:37. | |
better regulation of the gambling which looks like a game, and can | :14:38. | :14:39. | |
become anything but. Edinburgh's trams carried | :14:40. | :14:48. | |
