The owners of one of the last big electronics factories in the country

:00:14.:00:19.

Texas Instruments will phase out operations at their plant

:00:20.:00:23.

in Greenock over the next three years, putting hundreds

:00:24.:00:25.

They say production is being moved to more

:00:26.:00:29.

Instruments in Greenock this afternoon. They were called to a

:00:30.:01:20.

meeting to be told this plant is now on borrowed time. Production will be

:01:21.:01:25.

phased out in the next three years and the work move to more efficient

:01:26.:01:28.

plants in Germany, Japan and America. This plant owned by

:01:29.:01:31.

National Semiconductor and till five years ago has been a major employer

:01:32.:01:34.

for more than 40 years making semiconductor chips for computers

:01:35.:01:37.

and phones. It still employs 365. The site manager said this

:01:38.:01:40.

afternoon... The proper stuff Inverclyde was working himself here

:01:41.:01:43.

ten years ago. Today he is reeling from the news. This is a blow. Over

:01:44.:01:49.

the last 20 years, we have lost a lot of the manufacturing base. We

:01:50.:01:54.

had the shipyard. Even IBM, they've all gone. Throughout this whole

:01:55.:02:00.

period, this plant was always here. And it is a real body blow to lose

:02:01.:02:06.

it. Texas Instruments to says it will try to sell the site a visit

:02:07.:02:11.

growing concern but now this biggest manufacturer of semiconductor chips

:02:12.:02:15.

in the world has decided to pull out of fear it may be a difficult task

:02:16.:02:19.

to find another company keen to move in.

:02:20.:02:21.

Shareholders in Shell have approved the takeover of the energy

:02:22.:02:24.

83% voted in favour of the $49 billion deal.

:02:25.:02:28.

Both companies warn that the deal would lead

:02:29.:02:34.

More details are emerging of the Scottish Government's offer

:02:35.:02:40.

to help fund councils for the coming year.

:02:41.:02:42.

The local government organisation COSLA claims it includes "draconian"

:02:43.:02:45.

measures, which make it all but impossible for local

:02:46.:02:48.

authorities to put up the council tax.

:02:49.:02:51.

Any that did so would lose out on more government cash

:02:52.:02:54.

BBC Scotland understands Moray Council is now looking closely

:02:55.:02:57.

at whether its proposed rise of 18% is still a realistic option.

:02:58.:03:05.

Scotland's top law officer says he will not support attempts

:03:06.:03:08.

to bring private prosecutions against the drivers involved in two

:03:09.:03:10.

Frank Mulholland says in both the case of the Glasgow bin lorry

:03:11.:03:15.

crash in December 2014 and an accident four years earlier

:03:16.:03:19.

in which two friends died, he stands by his original decision

:03:20.:03:23.

The families involved can still ask the High Court in Edinburgh to allow

:03:24.:03:30.

A man has appeared in court charged with attempting to murder

:03:31.:03:36.

25-year-old Peter Blackwood is accused of shooting Naser Hussain

:03:37.:03:39.

on the leg and attempting to shoot him on the chest in the KOF

:03:40.:03:43.

Convenience Store in Dumbarton Road in Glasgow on Sunday.

:03:44.:03:47.

He is also charged with possessing drugs and a number of guns.

:03:48.:03:51.

He made no plea or declaration when he appeared at the city's

:03:52.:03:54.

Sheriff Court and was remanded in custody

:03:55.:03:58.

Engineers in charge of maintenance on the Forth Road Bridge wanted

:03:59.:04:01.

to replace the component which broke, causing its three-week

:04:02.:04:04.

A former chief engineer there has told the Holyrood inquiry

:04:05.:04:09.

into its recent closure that "funding wasn't available",

:04:10.:04:13.

because other issues, posing a greater safety risk,

:04:14.:04:16.

These were the scenes at the end of last as the Forth Road Bridge was

:04:17.:04:30.

closed because of a problem with one of the links. At the time, there

:04:31.:04:35.

were claims that planned work had been cancelled because of a lack of

:04:36.:04:40.

funding. Today, a former bridge-mac star told the inquiry he had put

:04:41.:04:45.

forward plans for improvements but other project had taken priority. We

:04:46.:04:53.

prepared the capital programme, the board approved it, and then we had

:04:54.:04:58.

to ensure that we got the money for that programme, and that involve

:04:59.:05:02.

negotiation and discussion of Transport Scotland. Did they pull

:05:03.:05:05.

the plug for the funding of this project? Well, the funding came from

:05:06.:05:09.

Transport Scotland and Scottish government, so I think the answer to

:05:10.:05:15.

the question is self evident. The Scottish government said that before

:05:16.:05:19.

the bridge authority was scrapped, it was responsible for prioritising

:05:20.:05:23.

repairs and it made no approach to Transport Scotland for funding

:05:24.:05:27.

emergency work to the trust 's end links. Ministers maintained that the

:05:28.:05:29.

problem leading to the bridge links. Ministers maintained that the

:05:30.:05:32.

closure couldn't have been predicted. Mr coffered agrees. We

:05:33.:05:39.

spent a lot of time looking at the links, we had a lot of engineers

:05:40.:05:44.

looking at them, and we didn't foresee the issue with the pins

:05:45.:05:51.

sticking, if that is what the mechanism for failure was. As the

:05:52.:05:54.

inquiry continues, engineers are working around the clock to try to

:05:55.:06:00.

strengthen the affected area. HGVs not allowed across still but the

:06:01.:06:05.

government hopes by mid-February it'll be open to all vehicles.

:06:06.:06:09.

Police have carried out a training exercise at a shopping centre

:06:10.:06:11.

near Glasgow to test their response to a major firearms incident.

:06:12.:06:15.

The operation at Intu Braehead involved all of

:06:16.:06:17.

Police Scotland say the exercise was not staged in response

:06:18.:06:22.

A mental health watchdog has called for a full review of services

:06:23.:06:29.

for adults with autism, following its investigation

:06:30.:06:31.

into the suicide of a woman in a care home.

:06:32.:06:35.

The woman, whom they refer to as Ms MN, had been placed

:06:36.:06:39.

in an establishment which only specialised

:06:40.:06:41.

It comes on the day that campaigners prepare to launch a new pressure

:06:42.:06:46.

Our health correspondent Eleanor Bradford reports.

:06:47.:06:56.

Ms MN had severe Asperger's syndrome yet she was placed in a care home

:06:57.:07:02.

which didn't specialise in autism but learning difficulties. No one

:07:03.:07:05.

from the hospital discharging her told the care home she had tried to

:07:06.:07:10.

take a life four times already. They were left to rely on the advice of a

:07:11.:07:15.

local GP who had never met her and didn't have her medical history. Six

:07:16.:07:19.

weeks after arriving, she took her own life. And there is concern her

:07:20.:07:24.

story might not be unusual. The services for people with autism and

:07:25.:07:29.

Asperger's syndrome are patchy, particularly for people with complex

:07:30.:07:33.

needs, like Ms MN, said the issue of her being a square peg in a round

:07:34.:07:38.

hole, fitted into services which weren't able to meet her needs, is

:07:39.:07:40.

something we think might be weren't able to meet her needs, is

:07:41.:07:44.

happening to other people. The most shocking aspect is that initially

:07:45.:07:47.

hospital bosses didn't think there was any need for an investigation

:07:48.:07:51.

and when they finally carried one out it was positive about the

:07:52.:07:55.

standard of care and felt there were no lessons to be learnt. It comes as

:07:56.:08:00.

campaigners prepare to launch a new pressure group. They want an

:08:01.:08:07.

independent NHS regulator with the power to prosecute if necessary. The

:08:08.:08:12.

mental welfare commission is saying we hope our recommendations will be

:08:13.:08:18.

taken up. Well, you know, I hope every week I'm going to win the

:08:19.:08:23.

lottery. We need more than hope. And we need more than recommendations.

:08:24.:08:28.

20 years ago, I was inspecting health care and care homes. And I'd

:08:29.:08:33.

look at this report and say, these are the type of incidents which

:08:34.:08:37.

should be eliminated with the application of the law along time

:08:38.:08:42.

ago. The Scottish government says it does have regulatory bodies of which

:08:43.:08:46.

the mental welfare commission is one. It's as much as changed since

:08:47.:08:50.

this case in 2012 although it recognises care with adults -- care

:08:51.:08:56.

for adults with autism could be improved.

:08:57.:08:58.

Fishermen have been protesting at Holyrood over

:08:59.:09:00.

the Scottish Government's plans for a network

:09:01.:09:01.

The issue's come under renewed scrutiny from MSPs amid warnings

:09:02.:09:04.

that fishing crews' livelihoods are at risk, and claims those

:09:05.:09:07.

in favour of the measures have been subjected to intimidation.

:09:08.:09:10.

Our environment correspondent, David Miller, has more.

:09:11.:09:19.

Making a living from Scotland's stormy seas isn't easy, and

:09:20.:09:26.

fishermen fear these plans will make it harder still. We were happy than

:09:27.:09:32.

the minister, for some reason, went against his own science and it makes

:09:33.:09:37.

me angry. It makes me angry the Scottish government is not

:09:38.:09:41.

supporting the fishing industry. Fishermen from across the West came

:09:42.:09:46.

to Holyrood to make their views known. Supporters of Marine

:09:47.:09:50.

protected areas were here, too. This is proved to be an increasingly

:09:51.:09:55.

bitter and divisive debate with strong views expressed on both

:09:56.:10:00.

sides. And, today, it is Holyrood's raw affairs committee that has found

:10:01.:10:08.

itself at the centre of the storm. The committee rejected a bid from

:10:09.:10:13.

Conservative MSP Jamie McGregor to scrap the planned fishing

:10:14.:10:16.

restrictions after hearing this morning. I've heard many people

:10:17.:10:22.

spoken to me to say they are too scared to speak out publicly when

:10:23.:10:26.

I've asked them to do so. That is a sad state of affairs. Campaigners

:10:27.:10:30.

who back Marine protected areas claim the support of anglers and

:10:31.:10:36.

creel fishermen, too. So, do they have something to celebrate tonight?

:10:37.:10:40.

I would be celebrating until we see a recovery in our inshore waters.

:10:41.:10:47.

And we see not only a more bio diverse marine environment but we

:10:48.:10:50.

also see fishermen on the West Coast and Clyde being able to catch fish,

:10:51.:10:56.

a good variety of species, and not be reliant on the prawns and Scholl

:10:57.:11:01.

's we have seen for the last decade. Feelings are running high. The fight

:11:02.:11:05.

over the future of Scotland's sees seems far from over.

:11:06.:11:08.

Now, let's go over to Chris at the weather map to hear

:11:09.:11:10.

the outlook for tonight and tomorrow.

:11:11.:11:16.

It is a cold night and fairly showery at times with some of those

:11:17.:11:22.

showers wintry in nature, with some sleet and snow not only on high

:11:23.:11:26.

ground but to lower levels are mainly in the West. There's also a

:11:27.:11:30.

few icy patches around as well so there is a Met Office warning around

:11:31.:11:36.

through tonight and tomorrow. At around 80 across the South, a few

:11:37.:11:42.

showers. Eastern borders, East Lothian, Aberdeenshire, further dry

:11:43.:11:46.

but further west, those showers frequent. Dryer in towards Morrie

:11:47.:11:52.

and the north of Aberdeenshire. Showers frequent for the far north

:11:53.:11:57.

in Northern Ireland and those winds strong, and strengthening, we could

:11:58.:12:00.

see Gales through the day. Through the morning, the showers hold on.

:12:01.:12:05.

The further east you are, the dry it'll be with some sunshine at

:12:06.:12:09.

times. Further west, showers and cloud. For England, it is dry and

:12:10.:12:18.

bright with spells of sunshine. Showers in the north-west. This

:12:19.:12:21.

front sweeps in in the afternoon bringing a more persistent band of

:12:22.:12:28.

rain, we are likely to see issues with localised flooding. That rushes

:12:29.:12:33.

through the evening. There's a brief lull, then more rain arriving

:12:34.:12:39.

overnight. Again, some issues after that. It's because of the pressure.

:12:40.:12:45.

Not only very wet as we head into Friday, but very, very windy indeed.

:12:46.:12:50.

To start Friday morning, a lot of rain around, and those winds costing

:12:51.:12:56.

70 miles an hour even inland. Across the Northern Isles, maybe 80 miles

:12:57.:13:01.

or more. The afternoon, squally showers, some sunshine, and the

:13:02.:13:04.

temperatures taking a tumble through the day. As we head through the

:13:05.:13:08.

start of the weekend, the winds Easdale but this plunge of cold air

:13:09.:13:13.

likely to bring some snow showers to all levels and some ice, too. That's

:13:14.:13:18.

the forecast for now. That's all from us tonight. Graham Stuart will

:13:19.:13:23.

be here with regular news, travel and news updates drink breakfast

:13:24.:13:29.

from 6:25am. From all of us, have a very good night.

:13:30.:13:32.
