Scotland's politicians have been arguing the case for and against | :00:08. | :00:11.
the UK remaining in the EU now that the date for | :00:12. | :00:13.
The Prime Minister David Cameron has said the vote will take place | :00:14. | :00:18.
After long talks with the EU leaders, David Cameron today emerged | :00:19. | :00:33.
from Number Ten to declare that he would be campaigning for the UK to | :00:34. | :00:39.
stay in a reformed EU. And he called the date for the referendum. I will | :00:40. | :00:43.
go to Parliament and propose that the British people decide our future | :00:44. | :00:48.
in Europe through an in-out referendum on Thursday the 23rd of | :00:49. | :00:55.
June. In doing so, he fired a starting gun for the campaign ahead. | :00:56. | :01:00.
Soon after David Cameron struck his deal with European leaders | :01:01. | :01:04.
campaigning in the referendum got underway in earnest. Here in | :01:05. | :01:10.
Glasgow, and across Scotland. The campaign to stay in the EU has been | :01:11. | :01:15.
backed by the leaders of Scotland's main political parties, but nothing | :01:16. | :01:20.
is being taken for granted. I would like to think we have the majority | :01:21. | :01:24.
of Scotland behind us. People in Scotland understand what working in | :01:25. | :01:29.
Europe does Andy protections and opportunities it gives them. We had | :01:30. | :01:32.
a positive message from the First Minister about it as well, but we | :01:33. | :01:36.
are not complacent. Campaigning in Edinburgh, supporters of a vote to | :01:37. | :01:43.
leave the EU say things are far less clear-cut. I think the gap will | :01:44. | :01:47.
narrow between Scotland and England. At the end of the day, the momentum | :01:48. | :01:51.
is with us. I believe the United Kingdom and Scotland will vote to | :01:52. | :01:55.
leave. David Cameron now wants to get on with the referendum, but the | :01:56. | :01:59.
timing means a clash with the Holyrood election on May the 5th. I | :02:00. | :02:04.
think it is the wrong date, not just because of the overlap with the | :02:05. | :02:07.
Scottish parliament elections, but also because we need time to have | :02:08. | :02:11.
the big positive debate I have been talking about. But that is passed. | :02:12. | :02:16.
The date has been named, so it's time to get on with it. And that is | :02:17. | :02:20.
exactly what both sides of the campaign will be doing in the coming | :02:21. | :02:23.
weeks. Then the decision on whether Britain should remain in or leave | :02:24. | :02:25.
the EU is up to you. A 36-year-old man has been arrested | :02:26. | :02:27.
and charged with the murder Five-month-old Hayley Davidson died | :02:28. | :02:38.
in hospital on Wednesday. She had been there since Sunday, | :02:39. | :02:42.
after police were called to a house in Buckhaven following a report | :02:43. | :02:45.
of concern for a child. Mountain rescuers, a dog and a drone | :02:46. | :02:47.
have been deployed in the search for a pair of climbers | :02:48. | :02:50.
missing on Ben Nevis. Tim Newton and Rachel Slater | :02:51. | :02:52.
from Yorkshire were reported missing One year on from their Lord, the | :02:53. | :03:12.
cross-party disability campaign group One In Five have held a rally | :03:13. | :03:14.
outside the Scottish Parliament. Disabled and non-disabled political | :03:15. | :03:21.
figures from across the political spectrum came together this | :03:22. | :03:25.
afternoon outside the Scottish Parliament. One of the aims of | :03:26. | :03:30.
today's rally is to improve the representation of disabled people in | :03:31. | :03:32.
political life. To coincide with this rally, the Scottish Government | :03:33. | :03:38.
announced a new fund of ?200,000 to try and help disabled people into | :03:39. | :03:43.
politics. The One In Five campaign, who organised today's events, | :03:44. | :03:47.
welcomed the announcement of this new fund. The One In Five campaign | :03:48. | :03:52.
is delighted with the Scottish Government's announcement of the | :03:53. | :03:55.
democratic participation fund. This will smash the barriers, both | :03:56. | :03:59.
financial and non-financial, that is able to people face in entering | :04:00. | :04:04.
politics. Today's event also ensures that political parties are putting | :04:05. | :04:09.
disabled people's writes in their manifestos. It is not just about | :04:10. | :04:13.
money, it is also about making sometimes very practical changes. It | :04:14. | :04:18.
is not rocket science, let's do something about making sure meetings | :04:19. | :04:27.
are held in accessible places, that communication methods are | :04:28. | :04:29.
accessible. Disabled people represent 20% of the electorate, and | :04:30. | :04:32.
it is time their rights were put front and centre of what happens in | :04:33. | :04:34.
Scotland. I encourage every disabled person to use their vote in May. 20% | :04:35. | :04:40.
of Scotland's population has a disability, but only 5% of them are | :04:41. | :04:44.
in politics. One thing that this campaign hopes to change. | :04:45. | :04:46.
Now, let's get the weather picture for the rest of the weekend. | :04:47. | :04:49.
Christopher is here with the forecast. | :04:50. | :04:55.
It has been a fairly blustery day, with frequent showers across the | :04:56. | :05:06.
country for some. The snow risk continues across the north-west, | :05:07. | :05:09.
with some ice as well. There is a Met Office yellow warning in force. | :05:10. | :05:14.
For most, the showers this evening will be offering, driven by strong | :05:15. | :05:21.
westerly winds. On the high roads, some difficult conditions with that | :05:22. | :05:25.
snow. By tomorrow, still wet in the West. Drier for the East towards | :05:26. | :05:30.
parts of the Lothians and Aberdeenshire. But further west, a | :05:31. | :05:35.
pretty wet start, with heavy snow across the higher roads here. | :05:36. | :05:39.
Difficult conditions here at times. As we head to the | :05:40. | :05:42.
Difficult conditions here at times. the East-West split continues, wet | :05:43. | :05:46.
in the West, drier the further east you are. Across the UK as a whole, | :05:47. | :05:54.
some fairly heavy rain. South of Manchester and Birmingham will be a | :05:55. | :05:58.
bit drier, but fairly cloudy. Mild, though. As we had through this time | :05:59. | :06:08.
tomorrow night, we see a change as winds via more northerly. That is | :06:09. | :06:12.
how Monday looks, with the isobars coming straight down from the north. | :06:13. | :06:15.
So a cold northerly wind, but I am bright weather. Most of the showers | :06:16. | :06:20.
are confined towards the north and the Northern Isles. | :06:21. | :06:23.
Don't forget Sunday Politics Scotland - a Euro Special | :06:24. | :06:27.
