The First Minister unveils her programme for government -

:00:13.:00:31.

focussed on the economy and education

:00:32.:00:33.

but Opposition parties say Nicola Sturgeon's plans fall short

:00:34.:00:35.

A man goes on trial charged with the murder

:00:36.:00:44.

of Surjit Singh Chhokar in Wishaw, 18 years ago.

:00:45.:00:46.

One year down the track - the Borders' railway

:00:47.:00:48.

of a family were swept into the sea in the Western Isles.

:00:49.:00:54.

Their relatives say they're still looking for answers.

:00:55.:00:56.

Andy Murray hits his fastest-ever serve, as he powers

:00:57.:01:00.

into the quarter-finals at the US Open.

:01:01.:01:20.

The First Minister has set out a new plan to boost Scotland's

:01:21.:01:31.

economy through help for companies looking to invest.

:01:32.:01:32.

It's part of the Scottish Government's programme

:01:33.:01:34.

There's also a big emphasis on education and support

:01:35.:01:38.

But Opposition critics said the package fell short

:01:39.:01:41.

This from our political editor Brian Taylor.

:01:42.:01:43.

New times, new ideas, touring this new high school Ned Britain, Nicola

:01:44.:01:48.

Sturegon pryer advertises education and the economy. She intends to

:01:49.:01:53.

channel cash directly to schools, handing more power to headteachers

:01:54.:01:59.

and to parents. To boost jobs, a ?500 million scheme

:02:00.:02:02.

to guarantee loose to companies seeking to grow. It's a new

:02:03.:02:07.

departure and would need Treasury sanction, alongside Holyrood

:02:08.:02:09.

agreement. In short, we are determined to build an economy where

:02:10.:02:14.

everyone has a fair chance to contribute to growth and where

:02:15.:02:17.

everyone can share in the benefits of that growth. Already capital

:02:18.:02:26.

investment in on projects like the new Forth cross something protecting

:02:27.:02:30.

jobs. Miss Sturegon promised more investment in transport. And more in

:02:31.:02:35.

the economy allowing cuts to air passenger duty, a national institute

:02:36.:02:39.

to fogser manufacturing and action to boost oil platform

:02:40.:02:43.

decommissioning in the North Sea. The Scottish Government want match a

:02:44.:02:47.

planned Treasury cut in higher rate income tax. The Tories said that

:02:48.:02:52.

could disadvantage Scotland Pushing income tax rates above levels in the

:02:53.:02:56.

rest of the UK isn't going to help Scottish growth. It'll hinder it.

:02:57.:03:01.

Labour welcomed measures such as gender balance on public boards, but

:03:02.:03:04.

accused ministers of being too timid. Over the past decade, this

:03:05.:03:10.

Parliament has become more and more powerful, but the Government's

:03:11.:03:13.

programme has become less and less ambitious. There is a bill to tackle

:03:14.:03:24.

domestic abuse, including, spe civicically, for the first time,

:03:25.:03:27.

psychological abuse. Victims of childhood abuse will be given longer

:03:28.:03:31.

to lodge complaints. Today's programme also includes plan for a

:03:32.:03:35.

new Social Security system in Scotland, scrapping the so-called

:03:36.:03:37.

bedroom tax and there's more on the family. Extra help with childcare,

:03:38.:03:42.

an Tynement fund to help disadvantaged pupils at school and a

:03:43.:03:46.

child poverty bill w support for struggling families.

:03:47.:03:52.

A qualified welcome for those, but Patrick Harvey of the Greens hates

:03:53.:03:56.

the planned cut in air passenger duty. The lion agencies share of

:03:57.:04:00.

that benefit will go to the wealthiest frequent fliers. Nicola

:04:01.:04:05.

Sturegon insisted today's programme was about the nuts and bolts, the

:04:06.:04:10.

day job, not independence. Willie Rennie of the Liberal

:04:11.:04:14.

Democrats, wasn't convinced. The First Minister should ditch the

:04:15.:04:18.

charade and ditch her new plans for independence. That would be the best

:04:19.:04:26.

thing for Scotland. Still, with the constitution, MSPs endorsed the

:04:27.:04:31.

appointment of Mike Russell as the minister to handle Brexit for

:04:32.:04:32.

Scotland. Nicola Sturgeon concentrating

:04:33.:04:33.

on the nuts and bolts of government but the possibility of a second

:04:34.:04:37.

independence referendum not ignored. It's still on the agenda. It is

:04:38.:04:47.

Scotland, Holyrood. Welcome to Scottish politics. It is always

:04:48.:04:50.

there in the background, frequently in the foreground, as indeed now a

:04:51.:04:54.

days is Brexit. Nicola Sturegon saying today it is very much about

:04:55.:04:58.

the day job, perhaps the suggestion, acknowledgement that some of the

:04:59.:05:02.

opposition attacks over the issue of the day job allegedly being

:05:03.:05:05.

neglected are beginning to get through to voters, although Miss

:05:06.:05:08.

Sturegon has been dismissing that throughout. There are 14 bills in

:05:09.:05:11.

the new programme for Government, announced in the Scottish Parliament

:05:12.:05:14.

behind me here today but there is a 15th. And it is in draft form. And

:05:15.:05:19.

that's the bill potentially, potentially, for independence

:05:20.:05:21.

referendum in the event that the Brexit talks do not go the way that

:05:22.:05:28.

Scotland wishes, at least as interpreted by Nicola Sturegon. I

:05:29.:05:30.

stress, it is still there, but for now on the back burner. Thank you

:05:31.:05:32.

very much indeed. O Well, as we've been hearing the O

:05:33.:05:34.

government says education is at the core of what it's doing,

:05:35.:05:37.

but is it on a collision Our education correspondent

:05:38.:05:40.

Jamie McIvor is with us now. Sally, in a sense schools are a

:05:41.:05:52.

National Service which councils are entrusted to provide. Both the

:05:53.:05:55.

Scottish Government and councils are important stakeholders but when it

:05:56.:05:59.

comes to raising Tynement in schools there's only so much the Scottish

:06:00.:06:04.

Government can do. It's councils and individual schools this put a lot

:06:05.:06:07.

into practice. The problem comes when councils and the Scottish

:06:08.:06:11.

Government don't see things quite the same way, whereas councils feel

:06:12.:06:14.

that the role risks being undermined in anyway. The plan for ?100 million

:06:15.:06:19.

to go straight to headteachers could cause a real row. The money's coming

:06:20.:06:23.

from an increase in the council tax next year for the people who live in

:06:24.:06:28.

the most expensive homes. We don't have details, yet, but some councils

:06:29.:06:31.

are worried that this money may effectively go into a national pot,

:06:32.:06:35.

which is then given out to the schools, with some areas winning and

:06:36.:06:39.

some areas losing. We'll get more details, soon, but if that's the way

:06:40.:06:44.

the scheme works, you can expect a real row between Holyrood and some

:06:45.:06:47.

councils. And more details emerge being standardised assessments in

:06:48.:06:50.

school. Where do things stand on that? It is a controversial plan in

:06:51.:06:55.

some quarters to. Remind you, children will go through these

:06:56.:06:58.

assessments, three times in primary school and again in secondary

:06:59.:07:01.

school. They are being piloted this year and they'll be rolled out

:07:02.:07:05.

across the country next year. Now, today we learnt that the first

:07:06.:07:08.

school by school information on the number of children who are meeting

:07:09.:07:12.

the required level in curriculum for excellence will be published in

:07:13.:07:16.

December. The Government says it'll give clearer information about the

:07:17.:07:21.

Tynement gap between how well children from relatively rich and

:07:22.:07:24.

poor communities do and it'll allow the Government to set clearer

:07:25.:07:27.

targets for closing that gap, which, of course is a top priority for

:07:28.:07:32.

them. But some teachers, especially in secondary schools, remain to be

:07:33.:07:35.

conadviced about the wisdom of this particular scheme.

:07:36.:07:40.

Well there's more on Scotland 2016 tonight.

:07:41.:07:41.

In unveiling the programme for Government, Nicola Sturegon again

:07:42.:07:47.

said education is the defining issue for ministers. So after nine years

:07:48.:07:51.

in power, how will the SNP close the attainment gap? I'll ask the

:07:52.:07:55.

Education Secretary, John Swinney and speak to the Conservative

:07:56.:08:01.

leader, Ruth Davis son, on BBC Two at 10.30pm.

Donald Finlay, QC is defending the man charged with his mother,

:08:40.:08:44.

48-year-old Ronnie Coulter. Alex Prentice, QC, today opened the

:08:45.:08:50.

prosecution's case. It is alleged that on 4th November, 1998

:08:51.:09:00.

inOvertown Wishaw, Mr Coulter attacked Mr Chhokar by pumping him

:09:01.:09:05.

with a booeden baton and striking him with a knife and further accused

:09:06.:09:12.

of attempting to conceal the crimes. The only witness a today was a

:09:13.:09:16.

Sergeant who was part inform the team investigating the killing. He

:09:17.:09:19.

set the scene for members of the jury by going through pictures and

:09:20.:09:25.

video of the scene of the killing and also the area of Wishaw where Mr

:09:26.:09:33.

Chhokar had a house. Mr Coulter is also accused of breaking into Mr

:09:34.:09:42.

Chhokar's house in 1998 and stealing a cooker and forging a signature on

:09:43.:09:46.

a gyro cheque. He denies all the charges against him. The trial is

:09:47.:09:48.

expected to last around five weeks. The new Borders Railway

:09:49.:09:55.

is one-year-old today. The route runs from Edinburgh

:09:56.:09:57.

Waverley to Tweedbank near Melrose - a line that had

:09:58.:09:58.

been shut for 46 years and cost more than ?350

:09:59.:10:01.

million to reopen. Our reporter, Cameron Buttle,

:10:02.:10:04.

joins us now from the end of Cameron, how's the service

:10:05.:10:06.

been running today? Well, it's a rather embarrassing

:10:07.:10:19.

first anniversary. There has been a signalling problem to the north of

:10:20.:10:23.

here which has cut the line, causing delays and disruption up and down

:10:24.:10:26.

the line all afternoon and into the evening. Reliability has been an

:10:27.:10:30.

issue throughout the first year of operation. But this line is proving

:10:31.:10:35.

incredibly popular. Up to the beginning of this summer, 700,000

:10:36.:10:39.

passengers, that's 50,000 more than they were expecting for the entire

:10:40.:10:43.

year and some believe we are already past the 1 million mark.

:10:44.:10:47.

Perhaps it's no surprise that a route this stunning has surpassed

:10:48.:10:53.

expectations but the scenery can't hide some teething problems.

:10:54.:10:58.

Generally very good. It's had some problems recently over the past few

:10:59.:11:02.

weeks but hopefully getting those sorted out snoocht a few times. It's

:11:03.:11:06.

been good. How are you finding the service? When trains are on time, it

:11:07.:11:11.

is good. Since it has come, I have been using it instead of the bus. It

:11:12.:11:16.

is much more comfortable but you pay for it. But, I still prefer it, yes.

:11:17.:11:21.

It is great. It has got better, to be honest, over time. Campaigners

:11:22.:11:24.

who back the line have been monitoring its progress and say

:11:25.:11:27.

there is a clear need for improvement. The downside is the

:11:28.:11:33.

service has been quite unreliable. Problems with cancellations and late

:11:34.:11:36.

running because of inadequate infrastructure. Too much single

:11:37.:11:41.

track, not enough double track. That has been a worry T doesn't affect

:11:42.:11:45.

visitors but for regular communitiers that's a earn can, if

:11:46.:11:48.

it is too unreliable they will go back to using the car or the puss.

:11:49.:11:52.

ScotRail who operate the service admit there have been problems but

:11:53.:11:57.

have promised to sort them. A railway like the Boarders is

:11:58.:12:00.

fantastic, it connects the community and does so much. We will

:12:01.:12:02.

continually improve it to make sure and does so much. We will

:12:03.:12:07.

whatever the issues are, that have come up, are fixed. One of the main

:12:08.:12:13.

reasons for reopening the Boarders Railway line was to bring an

:12:14.:12:17.

economic impact to the area and in places like Mel rose visitors are

:12:18.:12:21.

reporting an increase in the number of business sores but questions are

:12:22.:12:26.

being asked about how far that economic impact has spread. . In the

:12:27.:12:32.

years ahead we'll see the economic impact flush throughout the Boarders

:12:33.:12:35.

but in the first year already there are significant signs the economic

:12:36.:12:39.

benefit is coming to fruition. One year on, there is now an expectation

:12:40.:12:43.

that the service will improve and the benefits will spread. But, as

:12:44.:12:47.

one passenger put it - at least we now have a railway it complain

:12:48.:12:52.

about. Tonight there are still calls to extend the like down through

:12:53.:12:56.

hoick and into Carlisle but even the most optimistic of people think

:12:57.:13:00.

that's at least a decade awakes if it happens at all. Thank you very

:13:01.:13:02.

much. You're watching BBC

:13:03.:13:03.

Reporting Scotland. The First Minister unveils her

:13:04.:13:04.

programme for Government focussed Andy Murray's great form continues

:13:05.:13:10.

as he makes it into the quarter-finals

:13:11.:13:19.

of the US Open. It's more than 11 years since five

:13:20.:13:28.

members of a family from South Uist died in one of the worst storms

:13:29.:13:32.

to hit the Western Isles Archie MacPherson, his wife Murdina

:13:33.:13:35.

and their children, Andrew and Hannah, as well as Murdina's

:13:36.:13:38.

father, Calum Campbell, died when their cars

:13:39.:13:41.

were swept into the sea. There's never been a fatal accident

:13:42.:13:44.

inquiry into what happened, but relatives believe the tragedy

:13:45.:13:47.

may have been caused by the way -- by the construction of a nearby

:13:48.:13:57.

Causeway. From South Uist,

:13:58.:14:00.

Ian Hamilton reports. This has been a desperate search, a

:14:01.:14:09.

community struggling to find their lost children. Youngsters used

:14:10.:14:14.

anything they could to find their youngsters, garden rakes, old

:14:15.:14:18.

walking sticks. Father MacDonald recalls a tragedy that hit his

:14:19.:14:24.

parish community in South Uist in 2005, that claimed five lives. I

:14:25.:14:29.

believe around about 7.00, which was high tide, the waves were crashing

:14:30.:14:35.

over the top of the MacPherson 's house. And that was what prompted

:14:36.:14:41.

the family to leave. On that night, the family came along this road

:14:42.:14:44.

which was flooded. Now, these rocks weren't here then. They were put

:14:45.:14:48.

here two years after the accident. This was just an open piece of road

:14:49.:14:53.

built along the sandbank. The cars were swept away here but it's

:14:54.:14:56.

believed that the source of the problem was further up the road. The

:14:57.:15:03.

causeway is two miles further down the road there, with the growing

:15:04.:15:09.

waves, sea levels, the wind was pushing against the tide. The

:15:10.:15:14.

causeway was acting as a dam, the water had to go somewhere, so it

:15:15.:15:18.

burst overland. Locals believe that the accident could have been

:15:19.:15:22.

avoided. A family member told us that the original plan for the

:15:23.:15:30.

causeway linking the mainland and island had gaps but the final

:15:31.:15:33.

construction only had one. We would like to see a fittal accident

:15:34.:15:37.

inquiry. We did a freedom of information request to the local

:15:38.:15:43.

authority for all documents relating to the construction of the causeway.

:15:44.:15:47.

We got a nice box of papers. As soon as we started going through it, it

:15:48.:15:49.

was evident there was a lot of as we started going through it, it

:15:50.:15:53.

papers missing. Is there a degree of suspicion? Yes, I can say, that yes.

:15:54.:16:01.

Based on what? Well, if you ask for something and they don't provide

:16:02.:16:03.

Based on what? Well, if you ask for it gives the impression they are

:16:04.:16:04.

Based on what? Well, if you ask for trying to hide something. Maybe you

:16:05.:16:11.

think they are liable or somebody is liable for making that decision to

:16:12.:16:17.

cut from three three to one. We just don't know. We want to find out, but

:16:18.:16:25.

we are facing a brick wall. We invited The council to respond to

:16:26.:16:28.

the concerns and suspicions regarding the freedom of information

:16:29.:16:34.

request. A council spokesperson told us that all the information

:16:35.:16:41.

requested was disclosed. 11 years on, residents here still live in

:16:42.:16:45.

fear of storms N July, ?25,000 was made available for a feasibility

:16:46.:16:50.

study to improve the causeway and the Crown Office told us that a

:16:51.:16:54.

fatal accident inquiry was still under consideration.

A portrait of the late MSP, Margo MacDonald, has been gifted

Her husband, Jim Sillars, presented the painting as a tribute to her

firmly to her principles, and was a brilliant communicator."

:18:27.:18:32.

She had a wonderful mind encompassed an incredible intellect.

From that intellect flowed ideas that have inspired more than a

they remember a speech or a statement that she made that made

but closer to home he is the man who changed a community

:20:08.:20:10.

forever by building a controversial golf course.

:20:11.:20:12.

Now, the story of Donald Trump and Menie is being brought to life

:20:13.:20:15.

Before Donald Trump had his eye on the US presidency, he had his eye on

:20:16.:20:33.

the Menie Estate in Aberdeenshire. Locals did not want their precious

:20:34.:20:37.

sand dunes turned into a golf course. After years of disputes, the

:20:38.:20:43.

first ball was struck on the new course. Now, the story of the Menie

:20:44.:20:48.

Estate is being brought to life in an unlikely place. In St Andrews,

:20:49.:20:55.

the home of golf, Alicia's Brook work is on display as part of a

:20:56.:21:01.

festival shechl was attracted to the story of Menie as she felt the views

:21:02.:21:04.

of local people were not being heard? I visited Michael Forbes, who

:21:05.:21:15.

is behind me. I find an angry, peasant pig village idiot that

:21:16.:21:19.

Donald Trump called him. He is a lovely guy, surrounded by friends

:21:20.:21:24.

and family. Her work attracted some unwanted attention. I was threatened

:21:25.:21:25.

by Donald Trump's security. It was unwanted attention. I was threatened

:21:26.:21:30.

frightening. I was there to visit Susan as a friend. I had my camera

:21:31.:21:34.

with me. I wanted to take a picture of where the clubhouse was going to

:21:35.:21:40.

be. I was on her land. A security guard started threatening me saying

:21:41.:21:45.

he was going to splash my camera. He was really angry.

:21:46.:21:51.

She added the golf course attracted tens of thousands of visitors and

:21:52.:21:56.

boosted tourism and employment in the area. Alicia is preparing for a

:21:57.:22:01.

talk she will give at the festival about her experiences at the Menie

:22:02.:22:05.

Estate. One topic likely to come up is the American elections race.

:22:06.:22:11.

Donald Trump wants to become the President, what do you think about

:22:12.:22:16.

that? I think it's terrify. The story is far from over. Trump

:22:17.:22:20.

International wants to develop the golf course there but is bitterly

:22:21.:22:24.

opposed to a planned wind farm nearby. At the moment, the only

:22:25.:22:27.

battle Donald Trump is thinking about is that to control the White

:22:28.:22:31.

House. Graham Frazier, Reporting Scotland, St Andrews.

Andy Murray has delivered the fastest serve of

:22:51.:22:52.

his playing career - at 141 miles per hour it's twice

:22:53.:22:55.

He dominated the Bulgarian Grigor Dimitrov in New York,

:22:56.:22:58.

beating him 6-1, 6-2 6-2 to reach a sixth US Open quarter final.

:22:59.:23:01.

It was an almost flawless performance. At times Dimitrov was

:23:02.:23:05.

unable to cope as the Scott strolled performance. At times Dimitrov was

Murray overwhelmed and then the serve to Wyn win the set, so fast

the broadcasters missed it. If you missed it, too, what does 141mph

look like? It's five times faster than the top speed of Usain Bolt. Do

:23:28.:23:32.

you mean the speed of the cheet yashgs the world's fastest animal.

:23:33.:23:37.

In F1 Murray power doesn't compare too badly at almost 60% of the speed

:23:45.:23:48.

Murray delivered a resounding message that he's looking for his

:23:49.:23:51.

second US Open title. COMMENTATOR: Oh, my word. The Scott

:23:52.:23:58.

wanted to keep his foot on the gas throughout and in the third set he

:24:03.:24:06.

maintained concentration. I stayed on top of him. I didn't have any dip

:24:07.:24:11.

in my level. I stuck to my tactics that were working well. That was it.

:24:12.:24:17.

I just know from my side I didn't give him an opportunity once I was

:24:18.:24:22.

ahead to land back in the match. 6-2 for the win and a place in the final

Now, after a very muggy, warm day, let's get the latest on the forecast

:24:43.:24:45.

It will stay warm. Here are the top temperatures we saw today. We saw 26

:24:46.:24:55.

degrees in Aberdeen. You can see the contrast over Scotland with the

:24:56.:24:58.

earlier satellite picture. Lovely sunshine. In the south where we saw

:24:59.:25:09.

more cloud, 23, 24 Celsius. Drizzle confined to western areas. Once

:25:10.:25:15.

again, an incredibly mild and muggy night with overnight lows of 14-16

:25:16.:25:21.

Celsius. We will lose the strong winds from the northern isles.

:25:22.:25:25.

Tomorrow will start off cloudy, it will be a slow burner. Trust me, it

:25:26.:25:30.

will brighten up. It will be a lovely day. For south-west Scotland

:25:31.:25:35.

slower to brighten up, but they will see sunshine. For the inner

:25:36.:25:43.

Hebrides, 21 Celsius. The West Coast will see more cloud to the Western

:25:44.:25:46.

Isles, patchy rain spreading in later. The rain may clip into

:25:47.:25:52.

Orkney. It will start dry and brightness for the northern isles.

:25:53.:25:57.

Lovely sunshine for the north-east. 23, 24 Celsius. Edinburgh area,

:25:58.:26:02.

brighter, brighter day for the Borders. All in all a lovely

:26:03.:26:08.

summer's day. Mother Nature has been very kind to us. We will see a

:26:09.:26:12.

change, cloud thickening to the west with outbreaks of rain feeding in as

:26:13.:26:15.

we head through tomorrow night. Here is the pressure chart. We do have

:26:16.:26:20.

quite a deeper area of low pressure to the west of us. It sails up to

:26:21.:26:24.

the west. It throws out a weather front introducing rain on Thursday

:26:25.:26:27.

and more rain on Friday from another low. It will turn windy. Thursday

:26:28.:26:31.

starts off with a band of rain crossing the country. It does lose

:26:32.:26:41.

its oomph. It will reach gale tors to the north-west. Temperatures

:26:42.:26:44.

fresher than of late, still respectable. More rain crossing the

:26:45.:26:47.

country on Friday. That's your weather forecast. Thank you very

:26:48.:26:49.

much. . Now, a reminder of
