Day-to-day spending on public

but capital spending

Analysis of the Budget reveals
could repeatedly heading a ball | 0:00:17 | 0:00:19
be linked to dementia
in former footballers? | 0:00:19 | 0:00:21
Scottish experts are
hoping to find an answer. | 0:00:21 | 0:00:28
If there was a link, I would be
quite worried that down the line I | 0:00:28 | 0:00:31
would suffer from dementia. | 0:00:31 | 0:00:33

Newly published figures show that
day to day spending on Scottish | 0:01:12 | 0:01:15
public services will be cut
by nearly £200 million | 0:01:15 | 0:01:19
in the coming year. | 0:01:19 | 0:01:22
That's after inflation
is taken into account. | 0:01:22 | 0:01:23
But the overall package
for Scotland, including capital | 0:01:23 | 0:01:26
spending and loan, is up. | 0:01:26 | 0:01:29
The aftermath of yesterday's UK
budget provoked furious | 0:01:29 | 0:01:31
exchanges at Holyrood. | 0:01:31 | 0:01:32
This from our political
editor Brian Taylor. | 0:01:32 | 0:01:40
The Chancellor in Leeds today with
the Prime Minister insists he has | 0:01:40 | 0:01:44
delivered for Scotland. £2 billion
more over four years. But Scottish | 0:01:44 | 0:01:48
ministers say it is a con. Nicola
Sturgeon said that more than half | 0:01:48 | 0:01:54
the money is in financial
transactions, that is loans or | 0:01:54 | 0:01:59
funding for private projects. It is
not for front line public spending | 0:01:59 | 0:02:04
but it has to be repaid to the
Treasury. But Ruth Davidson of the | 0:02:04 | 0:02:08
Tories said that they were happy
with such cash deals when they were | 0:02:08 | 0:02:14
announcing Scottish investment. She
accused Nicola Sturgeon of | 0:02:14 | 0:02:16
hypocrisy. Money to | 0:02:16 | 0:02:24
hypocrisy. Money to thank -- only
the First Minister could be handed | 0:02:24 | 0:02:27
an extra £2 billion of spending
power and still sounds... | 0:02:27 | 0:02:34
power and still sounds... The First
Minister insisted that Scotland was | 0:02:34 | 0:02:36
left short. Scotland is facing a
real terms cut in our day-to-day | 0:02:36 | 0:02:41
budget next year of more than £200
million. If Ruth Davidson is | 0:02:41 | 0:02:45
prepared to stand up in this chamber
today and somehow argued that that | 0:02:45 | 0:02:49
is a good deal for Scotland, then
Ruth Davidson is even more of a | 0:02:49 | 0:02:53
party stooge for her Westminster
masters than I thought she was. The | 0:02:53 | 0:03:00
independent Scottish Parliament
information centre has crunched the | 0:03:00 | 0:03:05
numbers. They found that the
Scottish block grant from the | 0:03:05 | 0:03:08
Treasury | 0:03:08 | 0:03:09
Scottish block grant from the
Treasury is up 0.1% in real terms. | 0:03:09 | 0:03:12
But with in that, capital investment
is up 6.2%. And those financial | 0:03:12 | 0:03:20
transactions are up 8.1%. Day-to-day
spending on health, education and | 0:03:20 | 0:03:23
the rest is down by 0.8% or £199
million. Richard Leonard, the new | 0:03:23 | 0:03:31
Labour leader used his first
appearance at First Minister's | 0:03:31 | 0:03:35
Questions to demand higher spending
and higher taxation. A quarter of a | 0:03:35 | 0:03:42
million children in Scotland living
in poverty. Hundreds of thousands of | 0:03:42 | 0:03:46
pensioners this winter facing the
choice between eating and heating. | 0:03:46 | 0:03:49
More of the same. It just won't do.
Scotland needs real change and | 0:03:49 | 0:03:56
radical change. Nicola Sturgeon said
she would | 0:03:56 | 0:04:01
radical change. Nicola Sturgeon said
she would defend public services but | 0:04:01 | 0:04:01
also protect the lowest earners. To
do so she may need a deal with the | 0:04:01 | 0:04:07
Green party. | 0:04:07 | 0:04:10
And Brian joins me now. | 0:04:10 | 0:04:12
Brian, more to come on public
spending and tax in the coming weeks | 0:04:12 | 0:04:15
when the Scottish Government
unveils its own bugdet. | 0:04:15 | 0:04:18
Absolutely, Sally, we had the UK
budget yesterday and a lot of it | 0:04:18 | 0:04:24
applies to Scotland, on defence, on
welfare and benefits. But a lot of | 0:04:24 | 0:04:29
it doesn't apply to devolve spending
on issues like health, education and | 0:04:29 | 0:04:34
justice. They are controlled right
here at Holyrood and crucially it | 0:04:34 | 0:04:39
doesn't apply to Scottish income tax
rates. They also decided here at | 0:04:39 | 0:04:44
Holyrood. We will get the details of
both of those, devolved income | 0:04:44 | 0:04:47
spending tax. You heard Nicola
Sturgeon saying she wants to protect | 0:04:47 | 0:04:53
public services but also protect the
lowest income families in Scotland, | 0:04:53 | 0:04:57
I think that leave some room for
manoeuvre. We had a paper a couple | 0:04:57 | 0:05:02
of weeks ago, the SNP manifesto
promised to freeze the rate of | 0:05:02 | 0:05:08
income tax. I do not see them
departing from that but what I think | 0:05:08 | 0:05:11
they could do is alter the balance,
the point at which you begin to move | 0:05:11 | 0:05:17
into a higher stage. Perhaps you
have a figure somewhere in the | 0:05:17 | 0:05:22
mid-30s of income, that you start to
move up a little bit in the level of | 0:05:22 | 0:05:26
income tax that you pay. It is
complicated. It is difficult. It is | 0:05:26 | 0:05:30
challenging. But it is intended, as
Nicola Sturgeon said, to bring in | 0:05:30 | 0:05:35
more money to protect public
services. The controversy there is | 0:05:35 | 0:05:39
will it work? And will it cause a
political row? But first, it's up to | 0:05:39 | 0:05:44
you. And the second, well, it will
cause one hell of a political row. | 0:05:44 | 0:05:48
Glasgow University and the SFA's
Hampden Sports Clinic are to lead | 0:05:48 | 0:05:51
a major study into whether former
footballers develop | 0:05:51 | 0:05:53
conditions like dementia
because of repeatedly | 0:05:53 | 0:05:54
heading a ball. | 0:05:54 | 0:05:56
It comes after growing concerns
about the link between excessive | 0:05:56 | 0:05:58
heading and long term brain damage. | 0:05:58 | 0:06:00
More from our sports
reporter David Currie. | 0:06:00 | 0:06:10
This Scotland international played
more than 280 games for clubs here | 0:06:11 | 0:06:14
and in England. Centre forward who
scored many of his 60 plus goals | 0:06:14 | 0:06:19
with his head. | 0:06:19 | 0:06:23
He admits to being concerned. There
is a possibility that the job he | 0:06:23 | 0:06:29
loves may lead to problems later on
in life. If there is a link. I would | 0:06:29 | 0:06:34
be quite worried about getting
dementia later but I can't worry | 0:06:34 | 0:06:38
about something I don't know. The
four staff becomes more career, we | 0:06:38 | 0:06:42
went start talking about it. More
than half a century ago, the scorer | 0:06:42 | 0:06:51
of this goal was helping kill Monica
becomes Scottish champions. Now in | 0:06:51 | 0:07:00
becomes Scottish champions. Now in
his 80s, he has dementia. His son is | 0:07:00 | 0:07:03
convinced that heading a football
was to blame. About 50% of dad's | 0:07:03 | 0:07:10
squad have brain related illnesses,
but Scotland as a whole is only | 0:07:10 | 0:07:15
about 6%. That is an awful lot of
difference. A lack of research data | 0:07:15 | 0:07:22
has meant that experts can't prove
or disprove that repeated heading of | 0:07:22 | 0:07:28
a football can cause long-term
damage to the brain. Staff here at | 0:07:28 | 0:07:33
the Hamdan sports clinic and that
Glasgow's when Elizabeth University | 0:07:33 | 0:07:42
Hospital will address that. They | 0:07:42 | 0:07:44
Glasgow's when Elizabeth University
Hospital will address that. They | 0:07:44 | 0:07:47
will compare dementia in 15,000
former professionals with that of | 0:07:47 | 0:07:51
the public to determine if there is
a specific link. It is a very big | 0:07:51 | 0:07:56
the public to determine if there is
a specific link. It is a very big | 0:07:56 | 0:07:56
moment, not just for football but
for sport. This is a great | 0:07:56 | 0:08:01
opportunity to look into a sport
without any bias or influence, look | 0:08:01 | 0:08:05
at the dementia risk that we have
been concerned about for many years | 0:08:05 | 0:08:08
now. If a link between repeatedly
heading a football and dementia is | 0:08:08 | 0:08:15
established, there will be
wide-ranging implications for anyone | 0:08:15 | 0:08:22
who plays the sport. There have been
some calls in some quarters for a | 0:08:22 | 0:08:28
ban of restriction on heading the
ball at some levels of youth | 0:08:28 | 0:08:32
football. | 0:08:32 | 0:08:33
The Scottish Youth Parliament
is being investigated by police | 0:08:33 | 0:08:35
after claims of possible harassment
and inappropriate behaviour | 0:08:35 | 0:08:37
by members and former members. | 0:08:37 | 0:08:41
SYP says it referred
the matter to Police Scotland | 0:08:41 | 0:08:43
after becoming aware of new series
of historic allegations. | 0:08:43 | 0:08:45
Lisa Summers reports. | 0:08:45 | 0:08:54
The last time the Scottish Youth
Parliament met it was here at | 0:08:54 | 0:08:59
Holyrood last month. Normally they
will meet at various places across | 0:08:59 | 0:09:04
the country to campaign about issues
that concern young people, like | 0:09:04 | 0:09:07
mental health or poverty. There are
150 MSYP wass aged between 15 and | 0:09:07 | 0:09:18
25. They issued a statement to us
earlier this afternoon whereby they | 0:09:18 | 0:09:22
said they take any allegations very
seriously and investigate in line | 0:09:22 | 0:09:27
with their policies. They said they
referred the matter to the police | 0:09:27 | 0:09:32
when it became clear about a new
series of historic claims earlier on | 0:09:32 | 0:09:37
this month. The police say that an
investigation is underway and | 0:09:37 | 0:09:40
enquiries continue to see whether
there are any criminal allegations | 0:09:40 | 0:09:43
being made. | 0:09:43 | 0:09:53

Dundee's bid to be crowned
European Capital of Culture in 2023 | 0:10:25 | 0:10:28
has been dealt a fatal blow. | 0:10:28 | 0:10:29
The European Commission has
announced that no UK city can now be | 0:10:29 | 0:10:32
considered for the title
because of Brexit. | 0:10:32 | 0:10:34
Dundee was one of five UK cities
vying for the accolade. | 0:10:34 | 0:10:36
Andrew Anderson reports. | 0:10:36 | 0:10:37
Not the Christmas present Dundee was
hoping for. More of a bombshell. | 0:10:37 | 0:10:40
Just a few months ago hopes were
high that the city could win a huge | 0:10:40 | 0:10:45
cultural prize. Now Brexit has put
paid to that. It is going to put a | 0:10:45 | 0:10:52
stop to all these kinds of things it
cannot be good for Dundee as a city. | 0:10:52 | 0:10:57
Dundee came together in a blaze of
colour last month to send off its | 0:10:57 | 0:11:02
bid to be European Capital of
Culture in 2023. If successful, huge | 0:11:02 | 0:11:06
benefits were anticipated. Like this
museum due to open next year on the | 0:11:06 | 0:11:12
waterfront. The news that it and the
other four UK contenders can't take | 0:11:12 | 0:11:20
part just days before they were
meant to meet the judges. Our | 0:11:20 | 0:11:25
transport was all arranged. We were
flying down to London on Monday to | 0:11:25 | 0:11:28
make that page. It is gutting server
are involved and it is gutting to | 0:11:28 | 0:11:32
everyone in the whole city. It was a
great beard and it was energised and | 0:11:32 | 0:11:37
refocus people's mindset on what
Dundee was becoming. European | 0:11:37 | 0:11:41
Commission said that given... | 0:11:41 | 0:11:45
Back in 2013, Dundee lost out on its
bid to be this year's UK City of | 0:11:58 | 0:12:05
Culture. The capital of culture
prize would have been even bigger. I | 0:12:05 | 0:12:10
wrote one year ago to the UK
Government to make sure that they | 0:12:10 | 0:12:12
would do what they could to make
sure that Dundee could be a City of | 0:12:12 | 0:12:17
Culture. They need to be making sure
that they rectify this issue. That | 0:12:17 | 0:12:21
they contact the European Commission
and they put these bits back on | 0:12:21 | 0:12:24
track if that is at all possible. So
Dundee's hopes from a month ago may | 0:12:24 | 0:12:31
have been dashed but tonight there
was a determination to bounce back. | 0:12:31 | 0:12:34
And Andrew is in Dundee
for us tonight, so Andrew, | 0:12:34 | 0:12:37
is it the end of the road
for Dundee's bid? | 0:12:37 | 0:12:42
Well, the UK Government is saying
tonight that it doesn't agree with | 0:12:42 | 0:12:45
the European Commission's stance. It
is the case that other non-EU | 0:12:45 | 0:12:51
countries have had capital of
cultures in the past, including | 0:12:51 | 0:12:54
Norway, Turkey and Iceland. But they
are members of other European | 0:12:54 | 0:12:59
institutions and the commission has
decided that as it simply doesn't | 0:12:59 | 0:13:02
know what Brexit will look like
after 2019, it is time to tell the | 0:13:02 | 0:13:07
UK cities that they can no longer
participate in the competition. I | 0:13:07 | 0:13:11
sense a real anger amongst the bid
team here in Dundee tonight. They | 0:13:11 | 0:13:16
have prepared an 18 page document
outlining a hundred products. There | 0:13:16 | 0:13:20
is also determination to put this
down to one side and focus efforts | 0:13:20 | 0:13:30
on making Dundee a cultural city on
a world stage. It is hoped it will | 0:13:30 | 0:13:36
bring hundreds of thousands of
people to Dundee to see what the | 0:13:36 | 0:13:39
city has to offer. Capital of
culture or not. | 0:13:39 | 0:13:47
Scotland's already introducing
a minimum price for alcohol | 0:13:47 | 0:13:49
but could tobacco be next? | 0:13:49 | 0:13:50
A study published by the University
of Edinburgh and NHS Health Scotland | 0:13:50 | 0:13:53
suggests that increasing the cost
of tobacco and reducing | 0:13:53 | 0:13:55
its availability could cut
the number of smokers in Scotland. | 0:13:55 | 0:14:00
The Scottish Government is due
to publish its tobacco strategy next | 0:14:00 | 0:14:02
year but says it has no current
plans to look at minimum pricing. | 0:14:02 | 0:14:05
Katie Hunter reports. | 0:14:05 | 0:14:12
Robert has been smoking since he was
11. He has tried several times to | 0:14:12 | 0:14:16
quit. I've got a bad cough and all
of that. It's a smoker 's cough. It | 0:14:16 | 0:14:24
is natural. And if they were to get
more expensive, what would you think | 0:14:24 | 0:14:29
of that? I would give it up. A group
of health experts suggest that | 0:14:29 | 0:14:36
increasing the cost of tobacco in
Scotland could persuade more people | 0:14:36 | 0:14:38
to quit but it is untested. The idea
of a minimum price for tobacco has | 0:14:38 | 0:14:44
never been done before. It does not
exist anywhere else across the | 0:14:44 | 0:14:48
world. It is something that is
really new. The number of people | 0:14:48 | 0:14:52
smoking in Scotland has stayed
static in 2000 and 1321%. That rises | 0:14:52 | 0:14:59
to 35% of adults in more deprived
areas are compared to just 10% in | 0:14:59 | 0:15:06
more affluent areas of the country.
We have looked at minimum pricing | 0:15:06 | 0:15:12
for cigarettes. We have been
successful in alcohol, in terms of | 0:15:12 | 0:15:18
the Supreme Court judgment. But
there is difference is running | 0:15:18 | 0:15:21
peoples tobacco habit. Will be
concentrating on ways we can advance | 0:15:21 | 0:15:25
our mission to create a smoke-free
generation in Scotland. The study | 0:15:25 | 0:15:31
also suggests reducing the
availability of tobacco in the shops | 0:15:31 | 0:15:34
as well as a media campaign
encouraging people to quit. | 0:15:34 | 0:15:38
Pro-smoking groups say those ideas
are a waste of money. And as the | 0:15:38 | 0:15:43
minimum pricing... It is quite wrong
to put up the price of tobacco to | 0:15:43 | 0:15:50
force people to quit. It targets
people on the low pay and it | 0:15:50 | 0:15:54
discriminate against them and it is
totally wrong. This neighbourhood of | 0:15:54 | 0:15:59
Glasgow is one of the most deprived
areas of Scotland. Would minimum | 0:15:59 | 0:16:03
pricing persuade people here to
quit? Not with hardline smokers. It | 0:16:03 | 0:16:11
is too expensive. It is putting a
lot of people. If you got any more | 0:16:11 | 0:16:15
expensive? I would stop completely.
I lost my mate to cancer and my | 0:16:15 | 0:16:22
other mate and they were both
smokers. The Scottish Government | 0:16:22 | 0:16:29
will publish its tobacco strategy
next year. At the moment there are | 0:16:29 | 0:16:34
recommendations that want possibly
become a reality. | 0:16:34 | 0:16:39

It's 15 minutes to 7. | 0:16:41 | 0:16:42
A reminder of tonight's top story... | 0:16:42 | 0:16:49
Analysis of the Budget reveals that
day-to-day spending on public | 0:16:49 | 0:16:53
services will go down,
but capital spending | 0:16:53 | 0:16:56
and loans will rise. | 0:16:56 | 0:16:58
And still to come... | 0:16:58 | 0:17:04
Braving the creepy
crawlies of the jungle - | 0:17:04 | 0:17:06
Kezia Dugdale gets stuck
in to her first "I'm | 0:17:06 | 0:17:08
a Celebrity" task | 0:17:08 | 0:17:10
Firefighters have staged
a demonstration outside | 0:17:10 | 0:17:11
the Scottish Parliament to protest
over what they call "untenable" cuts | 0:17:11 | 0:17:14
to frontline staff numbers. | 0:17:14 | 0:17:15
Unions say that 700 jobs have been
lost since the formation | 0:17:15 | 0:17:17
of a single service in 2013. | 0:17:17 | 0:17:19
That figure is disputed
by those in charge, | 0:17:19 | 0:17:21
who insist change is needed. | 0:17:21 | 0:17:22
Steven Godden reports. | 0:17:22 | 0:17:26
When these firefighters joined a
single National Service, they were | 0:17:26 | 0:17:31
told front line services will be
protected. The promise they say | 0:17:31 | 0:17:35
doesn't match today's reality. Five
years ago, we never had a situation | 0:17:35 | 0:17:40
where you would have ghost
appliances sitting in stations | 0:17:40 | 0:17:44
understaffed and unavailable and
giving this thin veneer to the | 0:17:44 | 0:17:47
public that there is an emergency
resource available there which | 0:17:47 | 0:17:50
indeed it is not. People do not
really think about us on a | 0:17:50 | 0:17:56
day-to-day basis, it is only when
they need us and they expect us to | 0:17:56 | 0:18:02
be there. And they do get a
professional service but in a future | 0:18:02 | 0:18:05
in might not be as quick as it was
in the past. Scotland's Fire Service | 0:18:05 | 0:18:10
is based on a model dating back to
the 1940s. There is consensus that | 0:18:10 | 0:18:14
it needs to change but what that
looks like as a source of tension. | 0:18:14 | 0:18:18
Those in charge say the status quo
is an sustainable -- unsustainable. | 0:18:18 | 0:18:26
The document says it needs to
rebalance firefighting services. | 0:18:26 | 0:18:35
These firefighters took it as more
direct meaning, cuts and closures. | 0:18:35 | 0:18:39
It is about improving the outcomes
for the people of Scotland. Better | 0:18:39 | 0:18:44
prepared firefighters how they deal
with the change of circumstance. | 0:18:44 | 0:18:48
Better training and better
provision. | 0:18:48 | 0:18:54
provision. They also want to discuss
an expansion of the firefighters | 0:18:54 | 0:18:57
roll, offering emergency medical
care or a terrorist response, | 0:18:57 | 0:19:05
nothing say fire chiefs that isn't
already done on an ad hoc basis. | 0:19:05 | 0:19:10
Were talking about expanding a roll
of the firefighter but cutting down | 0:19:10 | 0:19:14
firefighters numbers. That is asking
us to do much more for far less that | 0:19:14 | 0:19:19
is acceptable. Yesterday's UK budget
brought good news for the Fire | 0:19:19 | 0:19:25
Service. But today's protest was
staged knowing a Holyrood budget is | 0:19:25 | 0:19:33
fast approaching. A public reminder
of the difficulties facing a values | 0:19:33 | 0:19:37
public service. | 0:19:37 | 0:19:39
The Celtic captain Scott Brown says
last night's 7-1 defeat in Paris | 0:19:39 | 0:19:42
must never be allowed
to happen again. | 0:19:42 | 0:19:44
The Parkhead side were given
a Champions League masterclass | 0:19:44 | 0:19:47
by tournament favourites PSG. | 0:19:47 | 0:19:49
But they can still secure European
football into the New Year | 0:19:49 | 0:19:52
in their final group match. | 0:19:52 | 0:19:53
Kheredine Idessane has more. | 0:19:53 | 0:20:01
When you see goals like these, a
question springs to mind. Our PSG | 0:20:01 | 0:20:08
potential winners of this season's
Champions League was Matt they are | 0:20:08 | 0:20:12
according to the man beating seven
times last night. That is probably | 0:20:12 | 0:20:16
the best team I've ever seen playing
football. The best team I've ever | 0:20:16 | 0:20:20
played against. They were very
clinical. The chances they created | 0:20:20 | 0:20:25
were good chances. The quality of
finishing was very good. The same | 0:20:25 | 0:20:29
could be said of Celtic's start,
Moussa Dembele made a mark on his | 0:20:29 | 0:20:34
native city inside a minute. But
that was as good as it got for the | 0:20:34 | 0:20:39
Scottish champions. Some slack play
led to a PSG equaliser shortly | 0:20:39 | 0:20:43
afterwards. And with three further
goals following, Celtic were 4-1 | 0:20:43 | 0:20:48
down after 35 minutes and the game
was gone. You have to try and learn | 0:20:48 | 0:20:52
from that. Everyone says it is a
hard to take but we have to make | 0:20:52 | 0:20:55
sure it doesn't happen again. That | 0:20:55 | 0:20:58
hard to take but we have to make
sure it doesn't happen again. That | 0:20:58 | 0:20:58
desire has added impetus recent
results. The 7-0 beating by | 0:20:58 | 0:21:04
Barcelona last year was Celtic's
worst European defeat. And losing 0- | 0:21:04 | 0:21:10
five to PSG was the worst home
European defeat. Harsh lessons are | 0:21:10 | 0:21:17
still being learned. If you lose the
ball, you don't see it for five or | 0:21:17 | 0:21:22
ten minutes | 0:21:22 | 0:21:22
ball, you don't see it for five or
ten minutes at times. It is | 0:21:22 | 0:21:23
difficult but the aim was to be in
Europe after Christmas and we're | 0:21:23 | 0:21:27
still on course to do that. One last
game against Anderlecht at home. | 0:21:27 | 0:21:32
This is the state of Group B with
one match to go. PSG and by Munich | 0:21:32 | 0:21:37
have qualified for the last 16.
Celtic will secure third spot and a | 0:21:37 | 0:21:42
place in the rope league after
Christmas if they avoid defeat to | 0:21:42 | 0:21:46
Anderlecht in a fortnight. One thing
is for sure, Celtic are delighted to | 0:21:46 | 0:21:49
see the of Paris St Germain. | 0:21:49 | 0:21:51
Derek McInnes will not be
leaving his job at Aberdeen | 0:21:51 | 0:21:54
to become the Rangers manager,
according to his club chairman. | 0:21:54 | 0:21:56
Stewart Milne says McInnes has
told him he has no intention | 0:21:56 | 0:21:59
of leaving the club any time soon,
and that he wants to win more | 0:21:59 | 0:22:02
trophies for the Dons. | 0:22:02 | 0:22:04
McInnes has been Rangers preferred
candidate since the departure | 0:22:04 | 0:22:06
of Pedro Caixhina a month ago. | 0:22:06 | 0:22:10
One face missing from Holyrood today
was, of course, the former | 0:22:10 | 0:22:13
Scottish Labour Leader Kezia
Dugdale. | 0:22:13 | 0:22:15
She's been making the headlines this
week, because she's taking part | 0:22:15 | 0:22:19
in the reality TV show "I'm
a Celebrity, Get Me Out of Here". | 0:22:19 | 0:22:23
And tonight we see her swap
political confrontations , | 0:22:23 | 0:22:26
for the challenges of the jungle. | 0:22:26 | 0:22:27
Glenn Campbell has the story. | 0:22:27 | 0:22:37
I'm Kezia Dugdale, I'm best known
for leading the Labour Party in | 0:22:37 | 0:22:40
Scotland? But in the next three
weeks, she has taken time out to go | 0:22:40 | 0:22:47
to the jungle. People have seen me
dealing with snakes in my time but | 0:22:47 | 0:22:54
this will be a lot tougher. Tonight
she is into her first trial. I can't | 0:22:54 | 0:23:00
find it! This is disgusting. She has
defined a red star amongst fish | 0:23:00 | 0:23:09
guts. Meanwhile, back at Holyrood...
Certainly doesn't look like a | 0:23:09 | 0:23:15
holiday! You would find the star,
with new? I would have a go. She is | 0:23:15 | 0:23:23
a farmer 's daughter, remember. You
would cope fine. Oh, I don't know. I | 0:23:23 | 0:23:31
wasn't quite sure what was going on
there but I'm sure that she wasn't | 0:23:31 | 0:23:35
talking about Labour values which is
why she said she was going there. It | 0:23:35 | 0:23:41
is not here! It doesn't look like
she will win that challenge? I don't | 0:23:41 | 0:23:47
think so. She's had to deal with
worse in Scottish politics, I dare | 0:23:47 | 0:23:53
say that we should be proud of her.
I'll be voting at some point. To | 0:23:53 | 0:24:00
keep her in? To see her in more
challenges like that! Weaver told | 0:24:00 | 0:24:05
the First Minister won't be watching
but what about her Labour | 0:24:05 | 0:24:08
colleagues? Will you be watching
tonight, Richard? Probably not. I've | 0:24:08 | 0:24:12
never seen it before. You've got
this, | 0:24:12 | 0:24:23 | |
never seen it before. You've got
this,! Or maybe she hasn't. | 0:24:23 | 0:24:30
Now, for a look at what's
happening later on Timeline. | 0:24:30 | 0:24:32
Here are Shereen and
John to tell us more. | 0:24:32 | 0:24:35
The former football starlet who has
been cheated... The biggest bugbear | 0:24:35 | 0:24:40
is on a night out if you are
disabled. And... Kezia Dugdale heads | 0:24:40 | 0:24:51
into the jungle, we speak to
ex-contestants Christine Hamilton. | 0:24:51 | 0:24:56
That is tonight's Timeline, BBC Two. | 0:24:56 | 0:24:59
Time to get the weather
outlook from Christopher. | 0:24:59 | 0:25:01
That snow you forecast last night
caused some disruption this morning. | 0:25:01 | 0:25:03
That snow you forecast last night
caused some disruption this morning. | 0:25:03 | 0:25:04
Is there more on the way? | 0:25:04 | 0:25:07
A little bit. Let's take a look at
some of the pictures, Sally. It was | 0:25:07 | 0:25:11
a wintry start for some of us this
morning. Great pictures coming in | 0:25:11 | 0:25:15
from our Weather Watchers. Molly the
dog was the star of this one. Look | 0:25:15 | 0:25:19
at this picture. A beautiful one
from the north-east of | 0:25:19 | 0:25:23
Aberdeenshire. Those cold conditions
are still with us tonight and in | 0:25:23 | 0:25:26
fact our attention is on the risk of
ice. There is a warning from now | 0:25:26 | 0:25:31
until tomorrow morning. There is a
number of showers in the west which | 0:25:31 | 0:25:35
are wintry. Men in the high ground
but occasionally to lower levels. In | 0:25:35 | 0:25:39
the east, it is dry and cold. -9 and
-10 in the countryside. Tomorrow a | 0:25:39 | 0:25:47
cold day and a fairly breezy day. A
number of showers. Again, those | 0:25:47 | 0:25:51
shelves will be wintry at times. The
best chance of any dry sunny weather | 0:25:51 | 0:25:56
will be in the east. Here is
tomorrow in detail. A cold, icy | 0:25:56 | 0:26:01
start with frequent showers in the
west. Very windy in the far north. | 0:26:01 | 0:26:08
Driest and brightest in the east, as
I say. In the west, we will start to | 0:26:08 | 0:26:13
see some sunshine coming through
with showers at times. Would you | 0:26:13 | 0:26:17
will notice tomorrow is just how
cold it is. Four or sources for | 0:26:17 | 0:26:20
central and southern Scotland.
Further north, two or three at best. | 0:26:20 | 0:26:26
Despite some sunshine, add on the
wind and it will feel better. Still | 0:26:26 | 0:26:29
a number were showers giving snow
flurries across the hills and high | 0:26:29 | 0:26:34
ground. And again occasionally to
lower levels. Little in the way of | 0:26:34 | 0:26:40
change tomorrow night. Those showers
still quite frequent in the west. | 0:26:40 | 0:26:44
Elsewhere cold and a risk of ice.
Saturday, little in the way of | 0:26:44 | 0:26:48
change here either. Windy from the
north-west, driving in showers. | 0:26:48 | 0:26:53
Temperatures up a notch but in the
winds it will really feel quite cold | 0:26:53 | 0:26:57
indeed. First and brightest in the
east. Sunday, probably the better of | 0:26:57 | 0:27:01
the two days this weekend. A small
ridge of high pressure with some | 0:27:01 | 0:27:07
sunny weather. But it will be very
cold. That is the forecast to now. | 0:27:07 | 0:27:11
Thanks, Christopher. | 0:27:11 | 0:27:12
Now, a reminder of
tonight's main news... | 0:27:12 | 0:27:22
Now, a reminder of
tonight's main news... | 0:27:32 | 0:27:34
Newly published figures show that
day to day spending on Scottish | 0:27:34 | 0:27:36
public services will be CUT
by nearly 200 million | 0:27:36 | 0:27:38
pounds in the coming year. | 0:27:38 | 0:27:40
That's after inflation
is taken into account. | 0:27:40 | 0:27:41
But the overall package
for Scotland - including capital | 0:27:41 | 0:27:44 |
