Whether those people would have
bought a license anyway is very hard
to judge. Whether there are other
people who have been dealt with
through the normal needing a licence
letter going out... Whether it is
because they are aware of the rules
and we did communication on that,
it's hard to judge but that is our
estimate of it. From our
perspective, it is an extremely
important step because what it has
done is heavily reduced the risk of
a kind of increasing noncompliance.

how to avoid paying the license fee
which was a very important concern
£12 million then.
