economic recovery on? William Hague was saying people should work | :34:46. | :34:55. | |
harder to bring business in. Is that the answer? Partly the answer. | :34:55. | :35:00. | |
Businesses were disappointed with the comment. They are working hard | :35:00. | :35:04. | |
to insure the bottom line and give themselves confidence. They look on | :35:04. | :35:08. | |
the Government to provide confidence that will get them to | :35:08. | :35:14. | |
grow. The Government cannot give confidence out. Businesses have to | :35:14. | :35:20. | |
get it for themselves. They do. They are looking up to government | :35:20. | :35:27. | |
to free up red tape and to be flexible on lending. Also to force | :35:27. | :35:31. | |
the apprenticeship schemes... On Friday I was at a launch for | :35:31. | :35:39. | |
another scheme. Are you tired of then? On the contrary. There is in | :35:39. | :35:43. | |
need to break myths over the apprenticeships and how businesses | :35:43. | :35:48. | |
can get more involved. But the comments were unhelpful. Businesses | :35:48. | :35:52. | |
need confidence and they need to know the Government is listening | :35:52. | :35:57. | |
and taking action. With regard to banking, that is interesting. The | :35:57. | :36:01. | |
banks are saying they are prepared to lend but the criteria is such | :36:01. | :36:11. | |

that businesses do not seem to be able to qualify. Wind would you say | :36:11. | :36:14. | |
the south-east and South West have not done the same as the rest of | :36:14. | :36:21. | |
the country -- why would you? the UK there is a reduction in | :36:21. | :36:26. | |
unemployment claimants. Seven people a recently registered as | :36:26. | :36:30. | |
unemployed are doing part-time work. The at is the same across the | :36:30. | :36:35. | |
country. It is, but they are supplementing their income by | :36:36. | :36:41. | |
claiming a different type of benefit. You see the fall in the | :36:41. | :36:45. | |
registered numbers, but not generally. In the south, certain | :36:45. | :36:49. | |
sectors are doing better than others. We are seeing the figures | :36:49. | :36:56. | |
as the aftermath of the public sector cuts. We have fewer public | :36:56. | :37:01. | |
sector cuts. We are not as reliant on the public sector as other parts | :37:01. | :37:06. | |
of the country. We should be doing better. You have to look at the | :37:06. | :37:11. | |
sectors. There are some in the south that are doing well. Export | :37:11. | :37:17. | |
is doing well. We have companies with good contracts and have | :37:17. | :37:22. | |
business coming in. But it is confidence. If every company in | :37:22. | :37:28. | |
Hampshire particularly employed one person, even at new apprentice, | :37:28. | :37:33. | |
there would be zero unemployment. There needs to be that confidence | :37:33. | :37:39. | |
going through the system. We have 30,000 claimants in Hampshire. | :37:39. | :37:45. | |
There is such a sign it is going down. But look at the number of | :37:45. | :37:51. | |
males and females. There are differences. This week, in the 16- | :37:51. | :37:55. | |
24-year-old sector, that is the critical mass of the unemployment | :37:56. | :38:01. | |
figures. He is saying the Government has to help and it is | :38:01. | :38:05. | |
not just saying to business were Carter and the private sector will | :38:05. | :38:10. | |
pick up the jobs. It is a partnership. You have to have a | :38:10. | :38:17. | |
partnership between the Government and business. Business must not | :38:17. | :38:22. | |
look at the Government to do everything. What the Government was | :38:22. | :38:26. | |
saying is we have to motivate exports particularly, and if you | :38:26. | :38:31. | |
look at the job figures, but parts of the country doing well our | :38:31. | :38:35. | |
manufacturing in the Midlands and Yorkshire. Down here, where we are | :38:36. | :38:38. | |
more dependent on services and construction, we are doing less | :38:38. | :38:45. | |
well. It is marginal, but it signifiers the two areas. We need | :38:45. | :38:50. | |
confidence in services and retail. The one area government and the | :38:50. | :38:55. | |
private sector has to do more is construction. More housebuilding? | :38:55. | :39:00. | |
And also looking at infrastructure stop improving the competitiveness | :39:00. | :39:07. | |
of the economy whether it is rates, housing or energy. That would mean | :39:07. | :39:14. | |
spending more money. One of the things that is apparent is that in | :39:14. | :39:18. | |
the company sector there is something like 700 billion of cash | :39:18. | :39:22. | |
in the companies. Companies are flush with cash, but they are not | :39:22. | :39:26. | |
spending because they do not have the confidence yet. Because of what | :39:26. | :39:34. | |
is happening in Europe. That is reality. One thing we have learned | :39:34. | :39:38. | |
in the last week, we cannot decide everything on our economy, it | :39:38. | :39:43. | |
depends on what is happening abroad. Anybody involved in export at the | :39:43. | :39:49. | |
moment sees what's happening in Europe, and they wonder where it | :39:49. | :39:55. | |
will end. So close to the Channel, could we be more affected by loss | :39:55. | :40:02. | |
of European business? I do not necessarily agreed. We have got a | :40:02. | :40:07. | |
buoyant economy as it is here. Everybody is struggling, but we | :40:07. | :40:15. | |
need to hear to an -- to hear what businesses want. We have to invest | :40:15. | :40:21. | |
in making young people ready for the work force. We have 15% in | :40:21. | :40:26. | |
business in Poole it is advanced manufacturing and engineering. We | :40:26. | :40:33. | |
are seeing those companies recruiting apprentices into those | :40:33. | :40:39. | |
advanced engineering apprenticeships. We have to help | :40:39. | :40:43. | |
this age group and to help them be employable and fit to join those | :40:43. | :40:48. | |
businesses to grow. That is how we will grow, not on the Government | :40:49. | :40:58. | |
based or overseas base. I am encouraged. The critical mass is | :40:58. | :41:03. | |
the 18 to 24 year olds. I was interested in the comments on | :41:03. | :41:12. | |
infrastructure. Hampshire and Surrey are keen on pushing forward. | :41:12. | :41:18. | |
We have an enterprise science -- enterprise zone in Hampshire which | :41:18. | :41:24. | |
will create jobs and opportunities. Just around the corner, or a couple | :41:24. | :41:33. | |

been highways and roads, but it includes super-fast broadband, | :41:43. | :41:47. | |

those changes. We have heard plenty recently about harnessing wind | :41:54. | :41:59. | |
power of four and onshore. This is an idea, what about getting energy | :41:59. | :42:05. | |
from the sea itself? We are an island and not stuck for a wave or | :42:05. | :42:14. | |
two. They could be better sources of clean energy. | :42:14. | :42:18. | |
Poole Bay in Dorset. The second largest natural harbour anywhere in | :42:18. | :42:27. | |
the world. It's double tide means twice a day between 30 and 45,000 | :42:27. | :42:31. | |
cubic metres of water flow in and out of the harbour. There are plans | :42:32. | :42:38. | |
to turn some of the tidal flow into energy. The cost of energy is | :42:38. | :42:42. | |
increasing. And the impact on the planet on what we do to extract | :42:42. | :42:46. | |
energy, so we have to find renewable sources and look on our | :42:46. | :42:52. | |
own doorstep before we look elsewhere. You stick to pipes in | :42:52. | :43:02. | |
:43:02. | :43:04. | ||
and it works in the same way as a domestic fridge, but in reverse. | :43:04. | :43:09. | |
I am not an expert. Think of me like Winnie-the-Pooh, a bear of | :43:09. | :43:13. | |
little brain, I cannot understand how cold water from the sea can be | :43:13. | :43:21. | |
turned into warm air to heat homes and businesses. This is the science. | :43:21. | :43:24. | |
Seawater holds a lot of heat. Over the course of summer, the sunshine | :43:24. | :43:29. | |
hits the sea and Asian for many months and it holds a lot of the | :43:29. | :43:39. | |
:43:39. | :43:46. | ||
heat in. -- it hits the seam and holds it in. This is clean, green | :43:46. | :43:51. | |
energy we are talking about? It is relatively clean. You have to pump | :43:51. | :44:01. | |
:44:01. | :44:03. | ||
seawater to a heat exchanger. It is a low carbon way of providing heat. | :44:03. | :44:10. | |
The plans for Poole Bay are based on the heating system in Sweden. So | :44:10. | :44:13. | |
advanced and successful is the technology there it is used to heat | :44:13. | :44:20. | |
more than 90% of homes in one area. It is hoped that schools, | :44:20. | :44:25. | |
businesses and the housing stock in Poole can feel the benefit. | :44:25. | :44:29. | |
council has wondered whether there is any energy that could be | :44:29. | :44:34. | |
utilised from the harbour. They are behind the project. Would it be | :44:34. | :44:39. | |
millions of pounds required? We are talking thousands of pounds rather | :44:39. | :44:43. | |
than millions. We know what the demand is in the local area. What | :44:43. | :44:50. | |
we do not know is the energy that is capable of being produced from | :44:50. | :44:55. | |
the technology. Experts say it is the sort of low carbon scheme the | :44:55. | :45:01. | |
Government should invest in. demonstrates reliable levels of | :45:01. | :45:06. | |
electricity at times when we know it will work, which is not the case | :45:06. | :45:12. | |
with wind. It is reliable. It is invisible. There is no | :45:12. | :45:17. | |
environmental impact naturally. So long as it does not impact on the | :45:18. | :45:22. | |
marine industry, it can only be a good thing. The council had spent | :45:22. | :45:26. | |
one third of a million pounds on a carbon reduction audit and say with | :45:26. | :45:31. | |
more research they are hopeful of attracting public and private | :45:31. | :45:36. | |
investment. When they progress, they will know the types of | :45:36. | :45:41. | |
technology we can utilise. When we have at foundation we could have | :45:41. | :45:45. | |
found further confidence to bid for future funding. We have not done | :45:45. | :45:50. | |
all of the mathematics and technical assessments yet, but I am | :45:50. | :45:55. | |
confident there is power in a harbour we can extract without an | :45:55. | :46:00. | |
impact on the environment or users of the harbour. But how committed | :46:00. | :46:06. | |
on local and national governments to investing in the technology? | :46:06. | :46:09. | |
You have to put the money up front to get the ball rolling on these | :46:09. | :46:15. | |
things. Potentially it could help the whole of the south coast. | :46:15. | :46:19. | |
could help the whole of the nation. We are an island and it could help | :46:19. | :46:24. | |
everybody. Are you getting the sort of support in looking for these | :46:24. | :46:32. | |
things from central government you would like to see? We are in at the | :46:32. | :46:37. | |
beginning of a bidding process that looks quite exciting. Often we have | :46:37. | :46:41. | |
to be cautious with things like that. We have received government | :46:41. | :46:46. | |
funding, 20,000 to do investigations. We are working in | :46:46. | :46:53. | |
partnership with the committee sector and university and putting | :46:53. | :47:03. | |

forward a bid from a pot of money that is worth about 200 million. | :47:04. | :47:08. | |
200 million is a bit like it. That sounds promising. Is the Government | :47:08. | :47:15. | |
doing enough with that sort of green economic development? It is | :47:15. | :47:19. | |
one of the main platforms of the coalition to do more in the green | :47:19. | :47:29. | |
:47:29. | :47:30. | ||
area. We have Ed Davey there. This is one of many schemes the | :47:30. | :47:34. | |
Government, using the green energy bank as well, to finance these | :47:34. | :47:40. | |
projects, but the key thing is to do the research. The partnership | :47:40. | :47:45. | |
between business, university and local authorities is a good basis | :47:45. | :47:49. | |
to start. We have to turn that into a business proposition that could | :47:49. | :47:59. | |

be used not many in this country but abroad. This is more than | :47:59. | :48:04. | |
lagging people's lofts. The that is also important. That's not | :48:04. | :48:09. | |
downgrade that. That is one of the most important ways of improving | :48:09. | :48:13. | |
our green performance. This is a way to find an alternative source | :48:13. | :48:18. | |
of energy that is green, which has another benefit. We know there is a | :48:18. | :48:22. | |
big expansion -- big expansion of wind farms, people are happy with | :48:22. | :48:27. | |
those as long as they are not in their area, which is the problem. | :48:27. | :48:30. | |
But this is something that most of the time people will not know is | :48:30. | :48:38. | |
there. It would be nice if it was Bournemouth. It certainly would. | :48:38. | :48:43. | |
Poole Bay brings in up to 50,000 cubic metres of water twice a day, | :48:43. | :48:53. | |
which is powerful. It sounds like a lot. 50,000 cubic metres into the | :48:53. | :48:57. | |
harbour twice a day. If you could harness the energy from that, you | :48:57. | :49:02. | |
are talking about something significant. Now the regular round- | :49:02. | :49:12. | |
