Later in the programme: A thousand referrals in 18 months. | :01:19. | :01:21.
Why is obesity in Wales a growing problem? | :01:21. | :01:24.
And on your marks, get set for more Olympic criticism. Are we really | :01:24. | :01:34.

Apology for the loss of subtitles for 1795 seconds | :01:34. | :31:30.
Hello, I'm Aled ap Dafydd. And on the Sunday Politics Wales, we'll | :31:30. | :31:34.
discuss what can be done to tackle the obesity crisis. Perhaps sport | :31:34. | :31:38.
and the Olympic Games could help, but one Welsh MP has big doubts | :31:38. | :31:42.
over the impact of the London 2012 Games on Wales. On the starting | :31:42. | :31:46.
blocks ready to help for the next 20 minutes are the Labour MP Chris | :31:46. | :31:54.
Evans and the Welsh Conservative AM Suzy Davies. The 4th the 4th them | :31:55. | :31:59.
in the news today, more concerns regarding security ahead of the | :31:59. | :32:01.
Olympics. The Government has acknowledged | :32:01. | :32:04.
that the inspectors were raising concerns as far back as 10 months | :32:04. | :32:09.
ago. Are you convinced the Games will be trouble-free? I hope they | :32:09. | :32:14.
will be, but I think the wider issue is a completely shocking. We | :32:14. | :32:17.
are two weeks away from the biggest show on earth and they cannot | :32:17. | :32:21.
fulfil a contract. I feel sorry for the men and women in the armed | :32:21. | :32:25.
forces who have got to come back and provide security for the Games | :32:25. | :32:29.
when they are coming off six-month tours. They will be late seeing | :32:30. | :32:34.
their families. By God for the armed forces. This is deeply | :32:34. | :32:38.
embarrassing for Theresa May has said on Monday confident everything | :32:38. | :32:43.
was in place. It now seems like a shambles. It is certainly | :32:43. | :32:46.
embarrassing for the company. It is worth remembering that their chief | :32:47. | :32:50.
Executive said hear Tony then there was a problem for the last few days. | :32:50. | :32:54.
You cannot expect the Home Secretary to know. You cannot | :32:54. | :32:57.
expect the Home Secretary to know if the chief Executive does not | :32:57. | :33:03.
know. Now that she has been told of the problem, there has been the | :33:04. | :33:07.
swiftest response. I think we can be confident at the level of | :33:07. | :33:11.
security will be more than enough to meet the demands of the Games. | :33:11. | :33:15.
we will talk more about the Olympics later in the programme. | :33:15. | :33:17.
A leading Welsh surgeon operating on the morbidly obese has told | :33:18. | :33:20.
Sunday Politics that obesity is depressingly on the rise with his | :33:20. | :33:23.
team having 1,000 referrals in 18 months. One AM has suggested | :33:23. | :33:26.
severely overweight children might have to be taken into care if no | :33:26. | :33:29.
other way can be found to help them because he believes their parents | :33:29. | :33:38.
are killing them with kindness. Adrian Browne reports. | :33:38. | :33:42.
Over the years, we have no more and more of us are becoming overweight | :33:42. | :33:45.
and at least because we have seen evidence all around us. There are | :33:46. | :33:49.
also people most of us to see whose bodies are so big they rarely get | :33:49. | :33:54.
out of their homes. These are some of the people Jonathan Barry seas. | :33:54. | :33:59.
Replace the band at the top of that the stomach to create a patch. When | :33:59. | :34:04.
the patient eats at the food, the patch views are very quickly and be | :34:04. | :34:09.
patient feels full. He is a consultant at bariatric surgeon at. | :34:09. | :34:15.
He treats patients and weighing as much as 50 stone. The unit at | :34:15. | :34:19.
Swansea's Morriston Hospital has had a thousand referrals in 18 | :34:19. | :34:26.
months. After 90 morbidly obese patients a year and to grow -- | :34:26. | :34:31.
undergo operations or use other techniques to reduce the number of | :34:31. | :34:35.
calories they absorb. A one-way operate on paper actions with | :34:35. | :34:41.
diabetes, -- when we operate on these patients, they have such a | :34:41. | :34:45.
significant improvement that they reduce their medication for blood | :34:45. | :34:49.
pressure. A lot of cured of diabetes. There is a cost benefit | :34:49. | :34:54.
to that. After two and a half years, there is a significant saving. We | :34:54. | :34:59.
know that this is an expensive the disease that is not going away. | :34:59. | :35:04.
May, there was the alarming story of that this goal, an obese | :35:04. | :35:08.
teenager with problems began when she was five. Her home had a 10 ft | :35:08. | :35:13.
hole cut in it and a bridge built so she could be taken to hospital. | :35:13. | :35:17.
An extreme case, yet, for those physically able to venture outside, | :35:17. | :35:23.
doing so is still often a major ordeal. These people to have to be | :35:23. | :35:27.
paid -- brave just to go outside the front door. A lot of my | :35:27. | :35:34.
patients say they feel quite embarrassed to going anywhere. This | :35:34. | :35:37.
reinforces the problem. We have seen patients over the years who | :35:37. | :35:41.
have not left home for, young people who have not left home for | :35:41. | :35:45.
eight years. A study for the Welsh Government last year estimated | :35:45. | :35:50.
obesity was costing the NHS in Wales centre 3 million a year. The | :35:50. | :35:55.
research by Swansea University for the true cost could be higher. The | :35:55. | :36:00.
latest -- latest survey put Wales 4th out of 39 nations for | :36:00. | :36:06.
overweight or obese teenagers. Behind only the United States, | :36:07. | :36:11.
Greece and Canada. With his outgoing chief medical officer said | :36:11. | :36:16.
the growth in overweight and obesity has slowed, but there are | :36:16. | :36:20.
still much to do. He questioned the sponsorship of big sports events | :36:21. | :36:25.
such as the Olympics by fast food brands. Earlier this month and the | :36:25. | :36:31.
Assembly, the Plaid Cymru am at Lindsay Whittle suggested drastic | :36:31. | :36:35.
action on a chartered obesity it might be needed if all else fails. | :36:35. | :36:39.
Is it not time that this Government initiates discussions with health | :36:40. | :36:44.
and social care agencies about the feasibility of empowering health | :36:44. | :36:47.
and social care workers to warn parents of the to not take | :36:47. | :36:51.
responsibility for their children's increasing weight problems, they | :36:51. | :36:56.
run the risk of their children being taken into care? I do not | :36:56. | :37:00.
wish to take children into care, but what is happening is that some | :37:00. | :37:04.
parents are killing their round children with kindness. I'm sure | :37:04. | :37:10.
they do not mean to, but that is what is happening. We have to send | :37:10. | :37:15.
a warning to these parents that the children are well, in fact, die, | :37:15. | :37:22.
even perhaps giving the parent's lifetime. That is not a pleasant | :37:22. | :37:27.
situation for any parent to be in. It is horrendous to think how close | :37:27. | :37:33.
to the top of the league table of Chartered obesity Wales ways. If | :37:33. | :37:36.
you let go to the United States now, they have the beginning of an | :37:36. | :37:41.
epidemic. We have to do something. There has to be affordable, | :37:41. | :37:45.
accessible good food, but a commitment to making it possible | :37:46. | :37:51.
for children to play outside, to have exercise, that is affordable, | :37:51. | :37:56.
and Crutchley, the whole of society it to wake up to the fact that this | :37:56. | :38:01.
is a very serious issue. -- gradually. The Welsh Government | :38:01. | :38:05.
said that when the children need help, their families are supported. | :38:05. | :38:09.
The safety of children and 10 people is paramount, but only when | :38:09. | :38:14.
they are at risk is the state intervention needed. Ministers say | :38:14. | :38:19.
they are encouraging and supporting individuals to make healthier | :38:19. | :38:27.
lifestyle choices. Let's pick up on the recent health behaviours in | :38:28. | :38:33.
school age children report which ranked this nation 4th in the | :38:33. | :38:38.
obesity league. How has it come to this? I do not think obesity can be | :38:38. | :38:43.
solved by legislation. Life has changed in the last 30 years. Most | :38:43. | :38:46.
of us now to stationery shops where we are sat behind desks and people | :38:46. | :38:51.
tend to keep the children in. There'll other issues. In schools, | :38:51. | :38:56.
we need to teach children about healthy eating and put on more | :38:56. | :39:00.
physical activity. I recently went to a school and there are | :39:00. | :39:06.
activities there every night. They provide sporting opportunities. The | :39:06. | :39:09.
great thing about the Olympics coming here is that it can | :39:09. | :39:15.
encourage more people to take part in sport. One in five 15 euros in | :39:15. | :39:20.
Wales are overweight or obese. His is a failure of Government or of | :39:20. | :39:25.
parental leadership? I think the issue is far more complicated than | :39:25. | :39:30.
just those two aspects. Lindsay Whittle mentioned parental | :39:31. | :39:36.
responsibility. Every parent has to take responsibility. This is a | :39:36. | :39:41.
public health element, as well. It is something the Assembly would | :39:41. | :39:45.
step in the about. I was pleased to see it was mentioned. Anyone who | :39:45. | :39:48.
has ever been on a diet will be told that the relationship with | :39:48. | :39:53.
food is the thing that governs people. That is something you | :39:53. | :39:57.
cannot legislate. Tickets to be accepted as part of the answer. | :39:57. | :40:02.
What about the suggestion that it might come to a point where | :40:02. | :40:05.
children have or are overweight and to be some might have to be taken | :40:05. | :40:10.
into care? For their own safety and protection, more than anything else. | :40:10. | :40:15.
The offer of the child is paramount. We would take to see any family | :40:15. | :40:18.
ended up in the situation where a child is taken into care on this | :40:18. | :40:22.
issue. But if families cannot understand what they're doing to | :40:22. | :40:27.
their children, it would be the same as any other care application. | :40:27. | :40:30.
Particularly where the child is in immediate danger. Social services | :40:30. | :40:34.
would be under responsibility to consider taking that action. | :40:34. | :40:40.
England, we have seen high-profile celebrity chefs trying to put some | :40:40. | :40:43.
of healthier menus in schools. That is something we have not really | :40:43. | :40:47.
seen here in Wales. Is that something you would advocate? | :40:47. | :40:56.
Indeed. I would also like to see occult back on at the idea of fast | :40:56. | :41:02.
food outlet sponsoring sporting events. It all the sudden gives | :41:02. | :41:05.
some sort of link to it being healthy, when it is not. I would | :41:05. | :41:11.
like to see something done about that. Denmark have got a fact tax. | :41:12. | :41:17.
Is that an avenue that you would like to explore? I know that in New | :41:17. | :41:21.
York, they are taking a very interesting steps against fizzy | :41:21. | :41:25.
drinks with the sugar in. I do not think they are going as far as a | :41:26. | :41:31.
tax, but it is about education. They have taxed sugary drinks in | :41:31. | :41:35.
America and the proportion of people taking them has decreased | :41:35. | :41:39.
significantly. It is one way of doing things. I do not know if we | :41:39. | :41:43.
should jump to that as the way forward. I am more interested in | :41:43. | :41:47.
what we did with cigarettes when warnings started appearing on the | :41:48. | :41:51.
cigarette packet rather than in a tiny writing where parents my age | :41:51. | :41:55.
cannot read the writing on the back of any food these days to show the | :41:55. | :42:00.
calorific values. Bringing that to the front of the package and rather | :42:00. | :42:04.
than in tiny writing on the back would be a big start. What about | :42:04. | :42:10.
the cost to the NHS? The analysis is that by 2050, obesity will cost | :42:10. | :42:14.
the spade 32 billion. That is not sustainable in a time when we know | :42:14. | :42:19.
the NHS is facing severe financial pressure. That is why we need to | :42:19. | :42:23.
look at education in school and more physical activity and to pick | :42:23. | :42:27.
up on the point about warnings, we need to look at portion control. I | :42:27. | :42:32.
remember when I was a child, a can of a Coke seemed a lot smaller than | :42:32. | :42:38.
it was now. You could not get the train sizes in burger bars. Can I | :42:38. | :42:41.
finally finish on this point, when you go to a supermarket, it is | :42:41. | :42:44.
often much more expensive to fill your trolley up with fresh fruit | :42:45. | :42:49.
and vegetables than it is compared to filling your trolley with cheap | :42:49. | :42:54.
pizzas. Is it any wonder that we have come up to be a nation of | :42:54. | :42:59.
overweight and obese people? I am going to challenge that. Fresh food | :42:59. | :43:03.
is often cheaper than the processed food. It is a question of where you | :43:03. | :43:09.
can get hold of it. You are shopping in a different shop to me. | :43:09. | :43:13.
Thank you very much. The 2012 Olympic Games kick off in | :43:13. | :43:16.
10 days' time at the Millennium Stadium in Cardiff, when the GB | :43:16. | :43:20.
women's football team take on New Zealand. Of course, it's a great | :43:20. | :43:23.
sporting occasion, but there has been a debate about what economic | :43:23. | :43:30.
impact the Games should have. With a final countdown to the Games | :43:30. | :43:36.
underway, one of those expressing concerns is the Plaid Cymru MP how | :43:36. | :43:42.
well Williams. I was hoping to see many people is by to take it sport. | :43:42. | :43:46.
I was hoping to see many medals transporting people from Wales and | :43:46. | :43:50.
some of the working around the Olympics would come to Wales. I AM | :43:50. | :43:55.
of those at least, we are looking for some disappointments. I'm | :43:55. | :43:58.
hoping this was people do very well. That is not the same as all the | :43:59. | :44:02.
other ambitions we had for the Olympics in the first place. Other | :44:02. | :44:06.
parties, including both parties of Government, Labour in the past and | :44:06. | :44:10.
the Conservatives now and of course Liberals as well, they should have | :44:10. | :44:13.
been taking responsibility as the people in Government for the whole | :44:14. | :44:17.
of the UK, not just London and the South East. They should have been | :44:18. | :44:21.
taking more responsibility for the whole of the UK. This sorry saga | :44:21. | :44:27.
just goes to prove Our central point to that in the matters like | :44:27. | :44:37.
this, with, Scotland, the North West and Ireland come a poor second, | :44:37. | :44:42.
third and 4th to the requirements of the south-east. He called it a | :44:42. | :44:47.
sorry saga. By you sorry to see the Olympics? I think you should stop | :44:47. | :44:51.
moaning. This is brilliant news. All eyes will be on the country. | :44:51. | :44:55.
The first event will be at the Millennium Stadium. We are two | :44:55. | :45:00.
hours away from London. We should all get behind it. 25,000 people | :45:00. | :45:06.
work out when the torch came through my area the of the week. | :45:06. | :45:09.
This is excellent. I cannot wait for the Olympics. You are calling | :45:10. | :45:17.
it a brilliant news, but less than 600,000 came in contracts for | :45:17. | :45:20.
businesses in a Wales. How can that be brilliant news for Welsh | :45:20. | :45:25.
businesses? The situation in the way that I look at it, tumour the | :45:25. | :45:28.
situation you had in 19 centre six were they did not pay of the Rome | :45:28. | :45:32.
Olympics until 10 years ago? I think we should have the debate, | :45:32. | :45:36.
but the way we see it, if we have not got the capital projects, we | :45:36. | :45:41.
have not got to pay for it. Would you stand on the business benefits | :45:41. | :45:45.
to Wales, the comparison she is quite stark between are the amount | :45:45. | :45:51.
of contracts awarded to further down the food chain. T a one | :45:51. | :45:56.
contracts, less than 600,000 to Welsh companies. 25 million to | :45:56. | :46:01.
Scotland. We also compare Daffern - - we often compare Wales and | :46:01. | :46:06.
Scotland. We are some distance from London so we would never have | :46:06. | :46:09.
benefited to the same extent. Scotland is an awful lot further | :46:09. | :46:13.
away. But does not have when you have a First Minister who said, | :46:13. | :46:16.
what would have you done with has got them to maximise the benefit | :46:16. | :46:21.
for Wales? It was always going to be a south-east bias. There was | :46:21. | :46:26.
always going to be the inevitability of that. The | :46:26. | :46:30.
immediate surroundings around where the Olympics are held. We have | :46:30. | :46:34.
football in Wales. That is the most popular sport. We're not making a | :46:34. | :46:39.
lot of that. Part of that is to do with the restriction of the sort of | :46:39. | :46:42.
sponsorship that we were talking about a little earlier. 6 billion | :46:42. | :46:46.
of contracts are available, where is the evidence the Welsh | :46:46. | :46:49.
Government has been engaging with the London organising committee in | :46:49. | :46:54.
trying to get more work for businesses sheer? We have got the | :46:54. | :46:58.
football coming, which is the most popular sport. We talk about Wales | :46:58. | :47:02.
not being on the radar. Ryan Giggs is captaining the Welsh football | :47:03. | :47:06.
side. If you let me come to the question, we have engaged in terms | :47:06. | :47:11.
of tourism, promoting it worse was a place to come and why was the | :47:11. | :47:15.
Millennium Stadium picked to play football if that was not some sort | :47:15. | :47:19.
of wicket going on there? A lot of Lottery money, tens of millions of | :47:19. | :47:23.
pounds has been redirected as a consequence of the Games go to | :47:23. | :47:28.
London, which was Lottery funding that was coming to Wales. T think | :47:28. | :47:32.
we will see the benefit of losing that many? As opposed the argument | :47:32. | :47:36.
would be that that has been a Welsh investment in the Games. Will we | :47:36. | :47:40.
see any reward coming from that? am deeply sceptical about that, | :47:40. | :47:44.
particularly from the point of what tourism. The existence of the | :47:44. | :47:48.
Olympic Games in London has not been used as a platform for Martin | :47:48. | :47:52.
Welsh tourism, either in terms of its accommodation and proximity to | :47:52. | :47:57.
London, but also its own heritage. Time now for a quick look back at | :47:57. | :48:05.
the week in 60 Seconds. Here's Adrian again. | :48:06. | :48:11.
The three opposition parties in The Senedd jointly tabled a motion of | :48:11. | :48:14.
no confidence in the Health Minister Lesley Griffiths in a row | :48:14. | :48:19.
of a weather a controversial report into NHS reforms was independent. | :48:19. | :48:22.
The assembly's health committee courted to appear before the man | :48:22. | :48:26.
there are reports that the author will also give evidence. The | :48:26. | :48:30.
Minister insisted civil servants did not attempt to influence the | :48:30. | :48:34.
document and rejected calls to resign. The Welsh Secretary Cheryl | :48:34. | :48:37.
Gillan would not confirm if an announcement on rail | :48:37. | :48:40.
electrification would happen next week. Labour's Geraint Davies press | :48:40. | :48:44.
the case for electrifying to Swansea. There has also been strong | :48:44. | :48:49.
lobbying for the Valley lines. The First Minister open the Welsh | :48:49. | :48:51.
Government's new London office, saying it would be Willis's | :48:52. | :48:57.
business gateway to the world. And here is a sticky bun. The | :48:58. | :49:02.
Conservative AM Darren Mellor call for a 5p levy on a packet of | :49:02. | :49:12.
:49:12. | :49:13. | ||
chewing gum to help clear up the sticky waste. The there will be a | :49:13. | :49:16.
vote on that motion of no confidence in the health minister | :49:16. | :49:18.
what is the point? When you consider the health | :49:19. | :49:21.
service is the most important service in the minds of people of | :49:21. | :49:25.
Wales and we have had all this uncertainty and doubt cast on it | :49:25. | :49:28.
this week, it is pretty important the Health Minister is made to | :49:28. | :49:32.
account for her actions. She has had a lot of opportunity to that, | :49:32. | :49:36.
she has not done it. We have been pushed into this position where she | :49:36. | :49:40.
has to answer on a vote of no confidence. On the issue of the | :49:40. | :49:44.
emails between Professor Longley and Welsh Government officials, how | :49:44. | :49:49.
would you justify an independent author asking for Killer facts and | :49:49. | :49:51.
a Welsh Government official asking the author to make it more positive | :49:51. | :49:56.
question ackee cannot write read the -- he cannot write the report | :49:56. | :50:02.
in isolation. At the end of the day, he cannot write the report without | :50:02. | :50:06.
actually is in with the Government. The conclusion of the report would | :50:06. | :50:09.
not have been controversial. In terms of Lesley Griffiths, there | :50:09. | :50:13.
has been no breach in the ministerial code or evidence that | :50:13. | :50:17.
she knew about the emails. They played to the opposition parties, | :50:17. | :50:20.
if that is what they want to do, let them do that. There is nothing | :50:20. | :50:25.
really a mess. One of the major talking points, electrification. It | :50:25. | :50:29.
was always said that the electrification of the line to | :50:29. | :50:33.
Swansea was, there would have to be a business case behind it. Has that | :50:33. | :50:37.
been proved? Will we have got high expectations of the announcement | :50:37. | :50:40.
next week and I certainly hope they do as a Member for that area. We | :50:41. | :50:44.
have long been calling for it across all parties and there has | :50:44. | :50:48.
all this been a business case there. On the electrification of the | :50:49. | :50:55.
valleys lined? I hope might constituency is in that. We were | :50:55. | :50:58.
originally left out of it. Thank you very much. | :50:58. | :51:02. |
