Politics for a Yorkshire and Lincolnshire. Coming up: A Tory | :29:52. | :29:56.
blues in the North. The Yorkshire MP who is warning his | :29:56. | :30:01.
own government it is in danger of alienating northern voters. | :30:01. | :30:06.
Our guests today a Stuart Andrew, Conservative MP for Pudsey and | :30:06. | :30:12.
Austin Mitchell, MP for Labour for Great Grimsby. We are talking about | :30:12. | :30:21.
anti-social behaviour orders. What is wrong with ASBOs? When ASBOs | :30:21. | :30:26.
have been and forced on people, half of them get breached. Many | :30:26. | :30:31.
people have lost confidence in them being an effective measure. People | :30:31. | :30:35.
are not reporting anti-social behaviour that is happening on | :30:35. | :30:41.
their estate. We have got to tackle persistent anti-social behaviour. | :30:41. | :30:46.
This new approach will hopefully be more successful. If it ain't broke | :30:46. | :30:56.
don't fix it! This is no great change or improvement. The police | :30:56. | :31:01.
light to it and it worked well, so they have just introduced two new | :31:02. | :31:06.
orders, the crime prevention injunction order and the Criminal | :31:06. | :31:14.
Behaviour Order. It is much the same as it was. It is no great | :31:14. | :31:19.
change. I can see the problem that you referred to a recurring. ASBOs | :31:19. | :31:23.
were introduced in the early days of the last Labour government. They | :31:23. | :31:27.
are civil orders aimed at banning people from certain types of | :31:27. | :31:31.
behaviour or going to certain places without going through the | :31:31. | :31:35.
criminal courts. New measures will be piloted in parts of Lincolnshire | :31:35. | :31:40.
from next month, but not everyone is convinced the proposals will be | :31:40. | :31:48.
an improvement. We went to one estate in Scunthorpe. | :31:48. | :31:52.
The Government has described them as a sticking-plaster rather than a | :31:52. | :31:58.
solution, but one woman living on a council estate in Scunthorpe says | :31:58. | :32:02.
that simplifying anti-social behaviour orders will lead to more | :32:02. | :32:07.
problems. Here on the Westcliff estate, there are some areas where | :32:07. | :32:14.
residents fit attention -- Fiat to venture. The pensioners don't come | :32:14. | :32:22.
here. The kids just sit there drinking all day from eight in the | :32:22. | :32:31.
morning until late at night. It doesn't bother them. If they see a | :32:31. | :32:41.
:32:41. | :32:44. | ||
police officer, they aren't scared. Changing the ASBO to something like | :32:44. | :32:46.
a Criminal Behaviour Order might not have the same impact in | :32:46. | :32:53.
tackling crime on the estate. have a gang of kids going round at | :32:53. | :32:58.
night time throwing eggs at windows. I do not agree with getting rid of | :32:58. | :33:01.
ASBOs because then the kids will learn that they can get away with | :33:01. | :33:07.
more staff and not get punished. One of the biggest criticisms from | :33:07. | :33:11.
the Conservatives is that Labour made anti-social behaviour orders | :33:11. | :33:17.
too complicated. The coalition government wants to reduce the | :33:17. | :33:24.
existing 19 per -- powers to six. There will be a new community to | :33:24. | :33:28.
kiss been meaning that police will be forced to respond if five | :33:28. | :33:34.
households complain or the same individual complaints three times. | :33:34. | :33:42.
Despite ASBOs having been in place for many years, we still sleep -- c | :33:42. | :33:48.
3 million instances of anti-social behaviour every year. The number of | :33:48. | :33:52.
ASBOs over the last 10 years has very dramatically, from 99 in | :33:52. | :33:57.
Lincolnshire to more than 1,500 in West Yorkshire. More than half of | :33:57. | :34:05.
the orders were breached at least once. Keith Hunter, former chief | :34:05. | :34:09.
superintendent and candidate for the police and crime | :34:09. | :34:12.
commissionaires -- Commissioner's role, thinks reforms will make | :34:12. | :34:17.
things difficult. They appear much more complicated than ASBOs. You | :34:17. | :34:21.
have five different orders and a requirement for the police to count | :34:21. | :34:27.
the number of times people are reporting things. All of that is | :34:27. | :34:31.
going to impose a burden on the police service at a time when they | :34:31. | :34:36.
cannot afford to have an extra burden. Also running for Police | :34:36. | :34:39.
Commissioner in Humberside is the former Deputy Prime Minister John | :34:39. | :34:45.
Prescott, he believes that ASBOs should be preserved. They are just | :34:45. | :34:49.
playing around with words. There is anti-social behaviour and you need | :34:49. | :34:53.
to deal with it, so these orders were dealing with it. They have now | :34:53. | :34:58.
made that more difficult. I don't believe they should get rid of this | :34:58. | :35:08.
:35:08. | :35:09. | ||
ASBO. They need to keep it and make it stronger as well. Residents Kear | :35:09. | :35:19.
:35:19. | :35:21. | ||
hope that getting rid of the ASBO will not mean a rise in crime. | :35:21. | :35:26.
We have also been joined by Yvonne Crowther who went et -- an award | :35:26. | :35:35.
after she set up an award -- a scheme in a rough part of Leeds. | :35:35. | :35:38.
What kind of problems if you have in your area? Dreadful problems | :35:39. | :35:46.
with young people and adults going into empty properties, removing | :35:46. | :35:52.
boilers, smashing windows. We have two young men who kept kicking wink | :35:52. | :36:00.
mirrors of cars. Anything you could think of, we had it. We have joined | :36:00. | :36:05.
writing, everything. De ASBOs work? I was not a fan of them to begin | :36:05. | :36:10.
with, because I did not think they would work. I think it is more a | :36:10. | :36:15.
case of most of the multi- agency agencies working together to deal | :36:15. | :36:21.
with this. What you say, Austin Mitchell, to someone like Yvonne | :36:21. | :36:27.
who is not convinced? There is no indication that the new system will | :36:27. | :36:36.
work any better. They are going to be more give -- difficult to get it, | :36:36. | :36:40.
because if you have to get the consent of five households, we all | :36:40. | :36:50.
:36:50. | :36:53. | ||
know that some people are terrorised into not complaining. | :36:53. | :36:59.
Stuart Andrew, but that create more work for the police? As I | :36:59. | :37:03.
understand it, that is for persistent problems where people | :37:03. | :37:09.
are making numerous complaints and nothing is being done about it. If | :37:09. | :37:12.
five households do complain, something has to be done about it | :37:12. | :37:20.
by the agencies. Contained within this is dealing with the root | :37:20. | :37:24.
problem. We are looking at drug- abuse. Is that the root cause of | :37:24. | :37:30.
the problem? As Yvonne says, this is not just about young people. | :37:30. | :37:35.
There are a lot of adults out there who are behaving appallingly and | :37:35. | :37:40.
making the lives of people an absolute misery. We have to deal | :37:40. | :37:47.
with that. Yvonne, you are not a fan of ASBOs and John not a fan of | :37:47. | :37:52.
this idea -- new idea either. How would you stop people terrorising | :37:52. | :37:57.
neighbourhoods? I am not a fan of the new system because it will make | :37:57. | :38:05.
it more difficult to report problems. Last year, we set up a | :38:05. | :38:09.
project on the estate where we are involved in every single agency | :38:09. | :38:18.
that we could think of, housing and needed to grow a backbone and say | :38:18. | :38:23.
to their residents, you are breaching the terms of your tenancy. | :38:23. | :38:27.
We need to re-educate the people of England to stop working and living | :38:27. | :38:34.
like this. They have lost all respect for each other, and the | :38:34. | :38:42.
neighbours. ASBOs and Criminal Behaviour Orders are not the answer. | :38:42. | :38:47.
The problem is a lot of you people have no fear of the law. Do we need | :38:47. | :38:52.
tougher punishments? I think a lot of things I just brushed under the | :38:52. | :38:56.
carpet, unfortunately, and they need to be taken more seriously. We | :38:57. | :39:02.
have become a nanny state and have been doing everything for everybody. | :39:02. | :39:07.
It is difficult to get somebody dealt with and to get them and ASBO | :39:07. | :39:10.
because it takes a long time because you have got to make sure | :39:10. | :39:14.
that you have in place every single bit of support for that family. | :39:14. | :39:19.
Really, what they need to be doing, is realising that you cannot live | :39:19. | :39:23.
like this and terrorise people because action will be taken. | :39:23. | :39:30.
we need is more jobs. But if you have youth unemployment, your life | :39:30. | :39:34.
becomes aimless and you have no purpose. It is work that integrates | :39:34. | :39:38.
people. I absolutely agree with that, but it is not just young | :39:38. | :39:43.
people. There are people of all ages behaving appallingly. The | :39:43. | :39:48.
point that if one is making is that people do not have respect for | :39:49. | :39:52.
other people's quality of life and we have to make sure there is a | :39:52. | :39:59.
system in place to deal with that effectively. The draft bill is | :39:59. | :40:04.
coming out, and we will learn lessons and see whether this will | :40:04. | :40:08.
be effective or not. We will bring in tough measures so that people | :40:08. | :40:12.
can live in peace. We have to leave that debate there for now. My | :40:13. | :40:18.
favourite example of an ASBO was and 87-year-old pensioner who was | :40:18. | :40:21.
taken to court for playing Glenn Miller records too loud. Thank you | :40:21. | :40:27.
very much. Yorkshire Conservative MP is | :40:27. | :40:32.
warning the Government to take steps to prevent alienating | :40:32. | :40:37.
northern voters. The plea for -- from Kris Hopkins is coming at a | :40:37. | :40:40.
difficult times after local elections disappointed the | :40:40. | :40:46.
Conservative Party. David Cameron has feted -- faced criticism for | :40:46. | :40:52.
focusing on issues like House of Lords reform and local May oral | :40:52. | :40:56.
elections. It does not get much more Yorkshire | :40:56. | :41:04.
than this more. This may look like classic conservative country, but | :41:04. | :41:13.
this is a marginal seats. It is see its like here that David Cameron is | :41:13. | :41:17.
desperate to hold on to to win a second term, but down the road at | :41:18. | :41:22.
this community centre in the middle of Keighley, floating voters are | :41:22. | :41:26.
wondering if his Government is tackling the issues that matter. | :41:26. | :41:30.
They are not doing enough for disabled people. The cuts have | :41:30. | :41:35.
affected them more than anybody else. Politicians just want to line | :41:35. | :41:41.
their own pockets. I have been a lifelong Conservative. I was a | :41:41. | :41:44.
secretary for the Young Conservatives, and I would be | :41:44. | :41:49.
undecided about you I'm going to vote for. This local lobbyist we | :41:49. | :41:54.
met in the centre's cafe say it is time for the Prime Minister to go | :41:54. | :42:03.
back to basics. Why are 49% of the working population without | :42:03. | :42:13.
:42:13. | :42:13. | ||
qualifications? People are living in poverty. Those issues are the | :42:14. | :42:18.
things that people are concerned about. Who gives a monkey's about | :42:19. | :42:26.
Lords reform? If David Cameron needs to wake up and smell the | :42:26. | :42:31.
coffee, this could be the man to serve it up. Keighley's MP has | :42:31. | :42:40.
formed a group of 100 Conservative backbenches. 301 is the number of | :42:40. | :42:44.
seats required to form a majority at the next election. They want to | :42:44. | :42:48.
keep the Prime Minister focused on the issues that mattered to | :42:48. | :42:53.
wavering Tory voters, especially in marginal seats in northern regions | :42:53. | :43:00.
like ours. We do not want to just be a party at the South. We need to | :43:00. | :43:06.
have representation all over the UK. I am an MP from a northern seat and | :43:06. | :43:10.
we need to articulate be needs of people in West Yorkshire. It is | :43:10. | :43:14.
important to give a powerful and loud and thoughtful voice to the | :43:14. | :43:20.
Prime Minister, to the Chancellor, where they spend money. There are | :43:20. | :43:24.
plenty of Conservative MPs in our region he would agree that the | :43:24. | :43:26.
Government needs to start talking about things that matter to voters. | :43:26. | :43:34.
Nine of them have majorities smaller than 5,000 votes. All of | :43:34. | :43:39.
them wants to be more than one Parliament wonders. One of the | :43:39. | :43:44.
problems that the Conservative Party has, according to polls, is | :43:44. | :43:50.
that it looks to Southern, it looks like it is too much a party of the | :43:50. | :43:56.
rich. Kris Hopkins is one of those MPs that really challenges that | :43:56. | :44:02.
caricatured. He is a brilliant, energetic, persuasive Conservative. | :44:02. | :44:07.
Many are saying that there in per it is crucial to David Cameron's | :44:07. | :44:14.
long-term survival. In 2015, perspectives from West Yorkshire | :44:14. | :44:20.
could affect the landscape of Westminster. | :44:20. | :44:26.
In the South, 47% of people questioned said they were deferred | :44:26. | :44:32.
-- vote Conservative. Compare that to the North, where the figure is | :44:32. | :44:38.
just 33%. That really puts a lot of marginals won in 2010 under | :44:38. | :44:43.
pressure. You have got a lot of work to do, Stuart Andrew. Yes, and | :44:43. | :44:48.
we continue to do that work. I am very proud of the Yorkshire and | :44:48. | :44:52.
Lincolnshire Conservative MPs who are working as a team to highlight | :44:52. | :44:57.
the need for investment in the North and think about jobs in the | :44:57. | :45:03.
North. We're trying to bridge the gap between North and South. | :45:03. | :45:08.
Kris Hopkins right when he worries that your party looks to the South | :45:08. | :45:13.
too much? I think sometimes we look like we are focusing on the South, | :45:13. | :45:16.
but when you look at the evidence of what is happening, we are seeing | :45:16. | :45:25.
a rebalancing of money and infrastructure in the North. HS2 is | :45:25. | :45:28.
coming. These are big investment projects that we did not get in the | :45:29. | :45:38.
:45:39. | :45:39. | ||
last government. We still need to connect more with northern voters. | :45:39. | :45:44.
HS2 will never come to Grimsby! This is a government of southern | :45:44. | :45:48.
billionaire's, posh boys from public schools to know little about | :45:48. | :45:53.
the North. They are not interested. We are bound to suffer more when | :45:53. | :45:59.
you start cutting spending and firing public servants when we are | :45:59. | :46:06.
dependent more on public spending and civil servants -- public | :46:06. | :46:14.
servants in the North than in the South. Last week we had a bill that | :46:14. | :46:17.
would transfer spending from the North to the southern counties and | :46:17. | :46:22.
we are suffering in all sorts of ways. If you look at the make-up of | :46:22. | :46:26.
more than Tory MPs, most of them come from working-class backgrounds, | :46:26. | :46:30.
like myself. You will tell me next to that you keep the coal in the | :46:30. | :46:34.
bath! War of the week's political news | :46:34. | :46:43.
with our 62nd round it. -- 62nd round up. | :46:43. | :46:47.
MPs from Yorkshire and Lincolnshire presented to Parliament petitions | :46:47. | :46:52.
sound -- signed by thousands of people opposed to the caravan Tax. | :46:52. | :46:56.
The Government is seriously considering calls to drop plans to | :46:56. | :47:01.
put VAT on static caravans. Former Prime Minister Tony Blair | :47:01. | :47:05.
has added his support to John Prescott's bid to become | :47:05. | :47:08.
Commissioner in Humberside for police and crime. | :47:08. | :47:11.
There is anger as a number of Yorkshire Schools miss out on | :47:11. | :47:15.
funding for new buildings. This primary school was one of the | :47:15. | :47:19.
unsuccessful contenders. I am furious! We have been waiting for | :47:19. | :47:27.
10 years. Then there was this. Innovative ways of using | :47:27. | :47:32.
credibility, which we would not have a we listened to be muttering | :47:32. | :47:37.
in the it opposite me. Ed Balls said he was completely staggered at | :47:37. | :47:44.
the Prime Minister's outburst. Austin Mitchell, what is the worst | :47:44. | :47:50.
thing you have been called in Parliament? Not that. Here we have | :47:50. | :47:54.
a government of Tories educated in public schools, born to rule, and | :47:54. | :48:01.
they are making a shambles of it. They are incompetent and squalid. | :48:01. | :48:07.
They never apologise. When David Cameron is criticised, he just | :48:07. | :48:14.
launches into attacking poor old Ed Balls. Do these people have no | :48:14. | :48:19.
taste or morality? They have no standards! This is the Tory party, | :48:19. | :48:25.
not Labour. Ed Balls is a sensitive soul. Why does David Cameron get so | :48:25. | :48:31.
wound -- wound up? One thing you do not see on there is the constant | :48:31. | :48:38.
barracking from Ed Balls. He knows what he's doing. Prime Minister's | :48:38. | :48:44.
Question Time is the pantomime of Parliament. Behaviour goes out of | :48:44. | :48:48.
the window on both sides. If we are talking about apologies, we are | :48:48. | :48:52.
still waiting for an apology from the Labour Party about the mess | :48:53. | :48:59.
they have left us in! When will this Government learnt to talk | :48:59. | :49:04.
sense and grow the economy? Tony Blair is supporting Lord Prescott | :49:04. | :49:08.
to become police commissioner. Is that a hip -- a help or a | :49:08. | :49:15.
hindrance? I don't know. I am amazed by it, frankly. Maybe he is | :49:15. | :49:19.
worried neighbouring forces might launch weapons of mass destruction. | :49:19. | :49:28.
Is he coming back into local politics? Thank you very much. You | :49:28. | :49:34. |
